New homes in Southwater are likely to be given the green light by Horsham District Council. The council’s top planning officer is conditionally supporting Bovis Homes’ scheme to build 131 houses, including 52 affordable homes, east of Turners Close and east/south of Millfield. Rod Brown, head of planning and environmental services, is asking a council planning committee to delegate the decision to him “with a view to approval”. This would be subject to further detailed negotiations and the completion of a legal agreement relating to affordable housing, landscaping, footpaths, bridleways, fencing and financial contributions by Bovis Homes. In a report to councillors before their

meeting on Tuesday next week, Mr Brown says: “The application as originally submitted was for 133 dwellings, but this has been reduced following negotiations. “The proposed development causes concerns to residents of neighbouring properties on a number of grounds, but these have to be weighed in the balance and a number of significant improvements have been made. “The site is relatively self-contained. Any landscape impact can be addressed through the retention of trees and additional planting/landscaping. “The potential risk to the trees on the western boundary is a concern, but is not such an overriding consideration that the proposal should be resisted on this basis. “The noise issues arising from the proximity of the A24 to the site, which have previously been a concern, have essentially now been addressed and it is considered the site does have reasonable access to local facilities.” Ian Thwaites, of pressure group Keep

Southwater Green, told The Resident: “A development such as that proposed at Millfield, although still of a greater size than we would have liked, has points in its favour.” KSG says the planned development is much smaller than that proposed by Berkeley Homes west of the Worthing Road, contains a high proportion (40 per cent) of affordable homes and is within the boundary of the built-up village. Mr Thwaites added: “It could not be used, as the Worthing Road site surely will be, to open the door to a much larger development extending from the same area in the near future. “We spent months trying to get Horsham District Council to guarantee that the Worthing Road development would be confined in the long term. “Berkeleys flatly refused to consider such an agreement because they openly intend to extend the development. The present proposal for 550 homes is simply phase one!”

Inquest into Christ’s Hospital pupil’s death on railway The devastated family of a teenager killed on a railway crossing will have to wait longer for a verdict on his death. The inquest into the death of Matthew Leonard (pictured left) was due to be completed at Horsham Magistrates’ Court yesterday (Thursday) but was adjourned until at least November 9 and may take place next year. Mr Leonard, 18, a boarder at Christ’s Hospital School, was struck by a train on a crossing at Emms Lane, Barns Green,

Bognor Regis. “Why can we not do that here on one day midweek to encourage people into the town?” Cllr Baldwin’s remarks sparked a backlash from Bognor after appearing on the front page of The Resident last week. Cllr Jim Brooks, mayor of Bognor Regis, saw our report and hit back: “I’m absolutely staggered that a (council) Cabinet member should be so rude about a neighbouring local authority. In all my time in local affairs I’ve never heard anything like it. “Rolls Royce cars are made very close to us (at Goodwood). A lot of the highly skilled workers who build the cars live in Bognor Regis. “Arun District Council has gone to some lengths to provide two-hour free parking in Arun because we recognise the importance of this to the traders. I would have expected Cllr Baldwin to stick up for the traders in Horsham. “On behalf of the town council and the people of Bognor Regis, I would

ask him to apologise.” Cllr Baldwin, who has been a district councillor for 12 years, responded: “I have apologised for the comments I made, which I emphasise were my own personal views and certainly not the views of Horsham District Council.

Murder case adjourned The case against a man accused of murdering his wife has been adjourned. William Thomas Allen, 66, is charged with murdering Linda Allen, 64, at their rented home in Nyetimber Lane, West Chiltington, on June 9. The case against him was adjourned at Lewes Crown Court on Friday last

week. He was remanded in custody until November 10, when he is due to enter a plea, probably at the same court. The court set a provisional date for a potential trial, which is due to start on December 5 if Allen denies murder.

Council gives green light for new ideas at Old Town Hall Horsham District Council has opened up the possibility that the Old Town Hall may be used as something other than a restaurant. Cllr Robert Nye told a meeting that the council he leads “doesn’t have any problem” with the building being transformed into something else – but only if a new scheme can be properly financed and run. Cllr Nye also responded in writing to a question by Old Town Hall campaigner Robert Mayfield about a recent marketing exercise which cost £3,000. The council leader said: “Following the withdrawal of Bill’s Café and Produce Store last November, we commissioned a commercial property agent, Davis Coffer Lyons, to undertake another marketing exercise in accordance with the council’s previous decision to let the building for use as a restaurant. “The agents produced a new colour brochure and targeted specific operators who they considered would be interested in leasing the property and who would also meet the council’s brief for a quality operator. “A number of interested parties arranged to view the property, but no firm offers were received by the stipulated bid date of July 1. “The property remains on the market and is also listed on the agent’s website. The council continues to receive expressions of interest in the building, the most recent viewing being held on October 14. “I have asked the Cabinet member

for efficiency and resources (Cllr Ray Dawe) to review the matter and to consider options for the disposal of the building.” Mr Mayfield, of the Blue Flash Music Trust, said: “We look forward to sitting down with the council and discussing our plans for the Old Town Hall, in the interests of tourism plans

consultant for the trust, said: “The trust’s proposal fully meets and enhances the council’s noble ambitions for the East Street quarter. “The trust is committed to using local produce wherever possible, benefiting local Horsham businesses. In addition, the trust will remain fully committed to the council’s excellent fair trade stance. “Finally, the Blue Flash proposal makes a negligible impact on this iconic, historic building in what has been designated by the council to be a sensitive conservation area.” Cllr David Holmes, leader of the council’s Liberal Democrats, said Cllr Nye’s comments represented “a green light for any community group to come forward with a plan”. He said: “The council is not going to resist it but will welcome it if it works financially. “Previously, community groups would not have considered putting a proposal together because it seemed the council was committed to it becoming a restaurant, but this no longer appears to be the case. “I would hope that people within the community interested in using the Town Hall would give this opportunity some serious consideration. “Hopefully there should be some grants available to address the cost of getting it into shape. “After that, an organisation would just need to have income that covered the running costs of the building and whatever the council wanted in rent – hopefully not too much!”

Forest footballers launch Poppy Appeal Players from Forest Football Club, based at Roffey Sports and Social Club, are supporting the Royal British Legion’s Poppy Appeal. Poppies, wristbands, pins and wreaths can be obtained from the old RBL Building in Chichester Terrace, behind The Capitol, from tomorrow (Saturday) until November 12. These items will also be available at Sainsbury’s from November 6 to November 12, while poppies can be bought at dozens of pubs, clubs and other businesses. All 210 pupils at St Mary’s Primary School, Horsham, have been invited to attend the November 11 service

at the War Memorial in the Carfax. Twelve Remembrance crosses will be planted by children from the school. A spokesman for Horsham District Council said: “The council has liaised with the Royal British Legion. Both organisations very much welcome the opportunity to involve the young people in the ceremony.” The traditional Remembrance Sunday service in the Carfax will take place two days later, on November 13. A church service will take place at St Mary’s Church, The Causeway, before a march back to the Carfax via South Street.

Business boss Clive Hancocks visited a hospice after helping to raise more than £1,300 for it. The director of Mortgage Solutions, Horsham, joined Chris Weber-Brown to walk the 97-mile West Highland Way from near Glasgow to Fort William. The pair were invited to an open day at Chestnut Tree House, Poling, the only children’s hospice in Sussex. Mr Hancocks said: “We were shown around the whole place. The resources that go into it are many and varied, including the wonderful doctors, nurses and personnel that run it. “The nurses wear ordinary clothes.

Funding is mainly sourced from public donations. “If you have normal healthy children, I think it can all be taken for granted. “But for those that are less fortunate, you would be totally comfortable in the knowledge that your child was in the best possible hands.”

The new Horsham Town Community Partnership has published its action plan. Partnership chairman Jane Apostolou said: “The next stage is to have a meeting of volunteers on Thursday (yesterday, as The Resident went to press) and start work on some of the individual projects. “We cannot do everything at once and not all the projects can be done by us, but we can make a start.” The suggestions have been put into four categories – a better place to live, opportunity for all, better health for all, and staying and feeling safe. Horsham District Council is helping with a start-up grant. The partnership’s status as a company limited by guarantee is expected to enable it to access funds not otherwise available to the local authority.

New technology set to revolutionise car parks Automatic number place recognition (ANPR) is likely to be introduced at council-run car parks in Horsham. Cllr Roger Paterson, district council Cabinet member for the local economy, believes the new system will revolutionise parking in the town next year – if its introduction stacks up financially. He told The Resident: “ANPR is a relatively new technology. It makes parking easier for the visitors by removing barriers and allowing users to pay by cash, card, mobile phone or

on account. “It operates via CCTV-style cameras which are placed at the entrance and exit to a car park. Timed photographs are taken of the vehicle entering and leaving the car park and also closeups of the vehicle’s number plate. “When visitors leave they go to a pay machine, put in part of their registration and pay for the time they have spent. If they have an account they do not need to go to the pay machine, they can simply drive out. “The length of the stay of the vehicle is calculated from the times

registered on the two sets of photographs. If a driver drives out without paying they receive a parking ticket through the post. “There are a number of locations that ANPR is being used, especially airport parking. The specific installation that we are looking at is Welwyn and Hatfield Council’s car parks.” Cllr Paterson said ANPR: • Increases flexibility by allowing customers to decide how they wish to pay. • Speeds up visits by removing barriers and allowing season ticket

holders to drive in and out without any delay. • Is more efficient because it needs less manual intervention and less handling of coins. • Can be introduced in car parks where barriers do not fit, such as at Piries Place. Asked whether the system smacked of Big Brother, Cllr Paterson said: “ANPR is already widely in use with no complaints about intrusion. The intention of these machines is simply to act as a car park charging system.

“If it is decided to use ANPR then the council will be specific about how the information is held and for how long it is retained. “Currently it is envisaged that only the registration and the photo of the car be recorded and that these be kept until the transaction is complete.” The Conservative councillor added: “We are looking at the feasibility and establishing a business case. If it is favourable, the intention is to introduce the new machines next year. Before any decisions, all the possible costs and savings will be analysed.”

Pudsey Bear to visit Horsham Pudsey Bear, mascot of the BBC’s Children in Need appeal, will hold a party in the Carfax on Sunday, November 6. He has already invited 20 of his mascot pals and wants Horsham’s youngsters to join in too. BBC children’s TV star Dave Benson Phillips has agreed to provide the music and songs. Pudsey has so many friends that he plans to hold four short shows – at 1.30pm, 2.15pm, 3pm and 3.45pm – so that everyone gets a chance to see him. A Pudsey insider said: “A little bird has told us that Pudsey’s friends at the BBC have agreed to film part of the event for showing on Children in Need night, November 18. Safety advice for Halloween Horsham District Community Safety Partnership is offering advice to residents and trick or treaters at Halloween. Greg Charman, the partnership’s community safety manager, said: “If young people see a poster saying ‘no trick or treaters’, or don’t get a reply from a household, then please leave the property alone. “Ideally we would suggest that people only knock on the door of friends or family. “It can be very easy to get over-excited with the combination of a group of friends, costumes and sweets, but children and young people need to stay safe. “Groups of young children are likely to have parents or guardians watching over them, which is a good idea. Remember, remember the animals Residents are being urged to avoid injuring and frightening animals in and around November 5. Arthur Lodge Veterinary Surgery, Horsham, says firework-related stress and injury to animals increased by 20 per cent last year. Julian Peters, owner of the Arthur Lodge Veterinary Group in Sussex and Surrey, said: “Fireworks can be very distressing for pets and I would advise owners to research their local area to determine when any displays are taking place. “Just like humans, pets will react to their owner’s behaviour. The evening should be enjoyable for all if you remain calm and take necessary

precautions such as using calming plug-in devices leading up to the event.” Paul Stilgoe, of the RSPCA, said: “We are horrified by the number of animals brought to us and vets for emergency care due to fireworkrelated incidents each year. “Animals are not only injured directly by fireworks, but also when they are frightened and run from the noise. “Pet owners can help ensure they are reunited with their pet if it bolts by having him or her microchipped. It is also a good idea to have pet insurance which will cover vet bills. “We recognise that people enjoy

fireworks. But we encourage them to attend public events wherever possible and would welcome any effort by the industry to reduce the noise levels of fireworks sold for public use. “If ‘quieter’ fireworks were used responsibly we hope people would still be able to enjoy the spectacle without the cost to pets and wildlife. Anyone with an anxious pet should seek advice from their vet.” Residents are advised to: • Take dogs on extra-long walks during the day. • Keep pets inside for the evening or make sure that their cages are partially covered with a blanket. • Ensure that animals have a tag with

contact details on it in case they try to run away. • Draw the curtains and have a radio or television on in the background to distract from the noise of the fireworks. • Choose a specific room for pets and create a den for them so that they are able to ‘hide’ from the fireworks. • Try to stay with pets on the night itself, but do not comfort them if they show signs of distress as this will suggest there is something to worry about. • Check bonfires for hedgehogs as log and leaf piles are the ideal place for sleepy hedgehogs looking for somewhere dry and warm.

It’s a Vet’s Life In the ϔirst of a new monthly column, local Vet Julian Peters takes a lighthearted look at the trials and tribulations of caring for our much-loved pets. One of the best things about being a local vet is being able to care for a pet throughout the different stages of its life. This week it was the turn of Simon, a cat I’ve known since his �irst vaccinations a decade ago. Over the years Simon has suffered from the usual ailments our feline friends get as they grow up � �leas, a cat bite abscess and on one occasion a fractured jaw when he jumped from an upstairs window and landed on his chin! This time was different. Simon had lost a lot of weight but still had a healthy appetite. Indeed, according to his owner Mrs Taylor he was still stealing food whenever the opportunity arose. On examination Simon was thin and his heart was beating more quickly than it should. A simple blood test con�irmed that Simon had an overactive thyroid, a condition which can often affect older cats. Simon was started on a course of tablets which he may have to take for the rest of life. Alternatively, in a few weeks time we could consider other treatment options, such as iodine therapy or surgery to remove the troublesome gland. Whatever the treatment decision, I’m sure Simon’s snack pinching days aren’t over just yet!

Many car parking charges in Horsham – including most at Swan Walk – are set to rise by 25 per cent and others by as much as 50 per cent. But the district council’s leader has dismissed suggestions that the increases will hit hard-pressed traders by putting off potential visitors to the town. Cllr Robert Nye told The Resident: “All of the surveys very clearly show that the public are not focused on the actual cost of parking, unless it is exceptional in relation to the surrounding towns. “People are looking for good-quality parking, easy to access without driving around trying to find a space. That’s far more important than the increase in prices. “In comparison to other towns, you will find we will be highly competitive even after the parking increases. “When you look at how much we’re putting the charges up, it will cost you more in petrol to go to Crawley. We must recognise the financial situation. People are around 10 per cent poorer than they were a couple of years ago. Parking costs do matter to many people. These increases are not primarily about improving the car parks. Of the £530,000, £400,000 is additional income to be used to pay for continuing council expenditure. At a Cabinet meeting, West Sussex County Council admitted on-street parking revenue had fallen by £200,000. They said they thought people were not parking for so long because of the economic situation.

It is very difficult to accept the council’s proposals for car parking because we do not know what is actually proposed. How much would Sunday charges be? How much would evening charges be? During what times would evening charges apply? Are park and ride charges to rise substantially or is it to close? What would the effect be on the 98 service between Southwater, the station and Roffey? What will the effect of a 25 per cent rise in charges be on the town’s economy? It is nonsense to say rural charging would harm shops but will not harm shops and restaurants in Horsham town. If evening and Sunday charges are introduced, what is to stop people parking on single yellow lines? Are hundreds of TROs to be changed? Shouldn’t there just be two different scales of charges – one based on long stay and one based on short stay? People then might understand the system and know where to park. Wouldn’t it be worth providing some incentive to stay longer? If four hours cost less than four times the one-hour charge, they might do so. Have we sufficiently recognised that the town is competing with free parking at Sainsbury’s and Tesco, and with the internet, not with other towns? Do we want to be a town like Chichester, where shoppers have the option of cheap long-stay parking, or are we going down the

I rarely visit Horsham during the week, except in the evenings, or on Saturdays. I avoid the latter as I can go in on Sunday and park for free – most of the shops I want to visit are open. If the council start charging for evenings and Sundays, it will certainly make me reconsider. Online shopping is becoming easier and easier. There are plenty of pubs and restaurants out of town and free to park at. High streets around the country are being battered by the economic situation and consumers are ever-more watchful of every penny. I know I am. An increase in parking costs and the introduction of them to current free times would appear

to be madness and a real spoiler for what is in essence a lovely town. In the front-page article of October 21, the council says it is to allocate additional funds to various items including a parking customer survey. What a complete waste of resources. None of the items would appear to be particularly justified and the whole proposal appears to have been rushed through with little thought for the effect on Joe Public. Perhaps the council would be wise to remember that they need to engage hearts and minds (no one is irreplaceable), as well as at least trying to support residents’ over-stretched wallets and purses. I read your report of the debate about car-parking charges (The Resident, October 21). Owing to an accident, I was unable to be at this meeting, so I sent my views to all members and Tom Crowley (chief executive). I am not at all surprised that my observations and the reasoned concerns of other town representatives have been discarded by the ruling group. Car-parking charges need plenty of consultation with those who use the services and those who depend on attracting customers to the town. It is not appropriate to see something as important as this hurried through. Horsham town and its businesses deserve full and genuine support. Most of them must feel they have been let down. Thank you for the clear summary. Your report shows a very cavalier attitude from senior Tories. I felt very miffed to read that Andrew Baldwin took such a negative approach to Frances Haigh’s suggestion that Horsham adopt special offers to attract customers, similar to the free-parking days promoted in Bognor. Andrew expressed some very damning views of Bognor Regis,

Will the council workers’ car park be turned over to public parking, so that the workers have to pay the same as the rest of us? Anything else would surely be hypocritical. With the extra revenue this will generate, will the council use this money for car park machines that give change

Most superior cars depend on care, maintenance and attention to make sure they don’t deteriorate into useless old bangers themselves. Promoting a positive image for Horsham has never been more essential. Ongoing global financial misery threatens to turn everything upside down, so any astute trading community will need to be sending out positive messages.

He told them: “I really don’t think it is half the problem you’re making it out to be. At a full council meeting on Wednesday evening, Horsham District Council supported fee rises designed to cut the council’s net budget while improving the quality of car parks in the town. More memories of 60 years ago As a Horsham resident for the past 75 years, I have recollections of the 1951 picture shown in The Resident (October 21). The shop shown was a grocery store run by a Mr and Mrs Knight. They had two sons who I was at school with until 1952 and also in the parish church choir with. At the rear of the premises lived family members Mr and Mrs Hutton, who I used to visit. Mrs Hutton was my mum’s sister. Opposite the shop was an off licence, where you could also get a copy of the Evening Argus for all the local football results. This area was reached via New

Street, Victoria Street and Stanley Street leading to Park Terrace East.

Aunt is Stewart’s inspiration A Cowfold man raised more than £1,600 for the Alzheimer’s Society by cycling from London to Paris. Stewart Whitehead, of Holm Oaks, said: “I would like to thank everyone who helped me. I couldn’t have done it without your support. “My auntie died three years ago after suffering from dementia. I also worked with sufferers and their carers during my career as a mental health nurse, so I know only too well how devastating this disease can be. “Cycling that distance was tough, but thinking about the cause helped me to keep going. The plus side was I had great fun and made some terrific new friends while completing the challenge. “I would also like to encourage others to take part in a fundraising challenge for the Alzheimer’s Society. Dozens get on their bike More than 40 youngsters from Sussex, Surrey and Kent, aged four to 14, took part in a Go-Ride cycle racing event at the Hop Oast park and ride. Twelve competitors from Horsham Youth Cycling Club (HYCC) were among those who took part in a time trial, age-banded scratch races and team relays. Ian Ford, sports development officer at Horsham District Council, said: “Lots of parents watched and cheered on the kids to make for a great atmosphere. The fact that the weather behaved itself was a big bonus. “The internal road network of the car park made an interesting challenge. Cornering was tight at various

points and a number of the kids had to learn quickly how to time their braking. “Negotiation of the mini-roundabout within the park caused one or two riders problems as they caught their pedals on the tarmac. “Thanks go to the volunteers from VC Jubilee (Worthing), HYCC and the British Cycling South East Development Team who worked together to run a successful event.” HYCC competitors included Jared Bromley-Barratt (second in the U8 boys), Alice White (second in U8 girls) and Rory Nash (third in U10 boys). Sophie Dobbing, of Warnham Primary School, was second in the U10 girls.

Alex is head for the day

Alex meets Siobhan Denning, the real head of The Forest School

If you visited The Forest School recently, you might have thought head teachers were getting younger. Year 9 pupil Alex Vasconcelos earned an opportunity to be head for the day by achieving the most praise merits in the last academic year. He took part in the senior leadership team meeting before school started, joined in the staff briefing, toured the school, met senior prefects and even gave out his own merit stickers to pupils. Later he was interviewed by members of the Forest Journalism Club,

who asked about his day and what it was like to be in charge. Alex, 13, said: “I was really pleased to win. The day has been a great chance to see some of the work that a head teacher does.” Siobhan Denning, the real head teacher, said: “Alex was wonderful in the role. We had the opportunity to sit down at the end of the day and he offered some excellent feedback on his

experience. He would make a great head teacher one day.” Mark England, senior assistant head teacher, said: “Pupils gain merits for such things as positive work, making a contribution to school life or just doing a good deed during the day. “Alex achieved the highest merit count out of the whole school and should be very proud of his achievement.”

Posing as consumers, officers made test purchases and cancelled them to see if distance selling regulations were being adhered to. Customers are entitled to a full refund if they cancel their order up to eight days after receiving goods. Twenty per cent of businesses did not refund within the time limit (30 days) or provide a full refund including delivery costs. Seventy per cent failed to provide essential information about consumers’ rights in the

correct format. Cllr Pete Bradbury, council Cabinet member for public protection, said: “Our trading standards service is working with the businesses that were identified as non-compliant. Providing a lifeline for birds this Winter The RSPB is asking people in Horsham district to help birds survive the Winter. It says Feed the Birds Day tomorrow (Saturday) is “a timely reminder of the help you can give your garden birds in the form of a slap-up meal”. Sophie McCallum, RSPB spokesman for West Sussex, said: “We all love having friends round for dinner and this way you can enjoy the company of the feathered variety too. “Creating a meal for garden birds can be as simple or elaborate as you like. If you like cooking up a feast in the kitchen or you’ve got kids who enjoy getting their fingers sticky, you could try out a recipe for crumbly pastry maggots. “Easier still, a simple mixture of

seeds and some leftover kitchen scraps would be the bird equivalent of a three-course meal and a lifeline when the weather gets really cold. “Whatever food you choose to provide, it’s important to provide a beverage too. When the weather turns icy, fresh water will often be in very short supply. “They also use it to splash about in, cleaning and preening to keep their feathers in good condition. This means they can trap a layer of insulating air under their feathers, which is essential for keeping warm.” The RSPB’s Horsham group will hold a Feed the Birds Day at Warnham Local Nature Reserve on Sunday, offering guided walks and helping children make fat balls.

Rugby team benefits from community grant scheme Horsham Rugby Club’s under 13s have been spending the cash they received from housing association Saxon Weald, as part of the organisation’s community grants scheme. Last year, Saxon Weald donated £400 to the team, which allowed them to purchase a range of training equipment including new balls, cones, tackle bags and slalom poles. There was also money for a first aid kit and the funding enabled them to hire a mini bus for their end of season tour to Somerset. All the equipment has proved vital as the team move up to junior rugby, playing 15-a-side on a full size pitch.

The Rugby Club is just one of the not-for-profit or charitable organisations to benefit from Saxon Weald’s grants scheme. Past recipients also include Outset Youth Action, Samaritans of Horsham & Crawley, The New Runners Club for the Disabled and The Springboard Project.

They include selecting someone trustworthy, who you can be sure will act with your best interests at heart. It is important to consider the location of the person you choose, as they may be required to sign important documents on your behalf. Most people will appoint more than one attorney, particularly if they have more than one child and would like them each to have a say in what happens. In addition, there are wills and inheritance tax to consider. It’s important to reassess these arrangements as a result of any changes in circumstances, including getting married. “We must remember that life is constantly changing and we have a

Royal recognition for charity work Southern Water has received royal recognition for its support of WaterAid’s work to improve access to safe water, sanitation and hygiene in some of the world’s poorest communities. Southern Water, along with water companies from across the UK, was awarded WaterAid’s highest honour - The President’s Award, at the charity’s Annual Supporters Meeting held recently. Water UK, which represents the UK water industry, was presented with a certificate personally signed by WaterAid’s President, HRH The Prince of Wales. This year, employees of Southern Water celebrated three decades of raising funds for WaterAid as the international charity marked its 30th birthday this summer. Established with the support of UK water companies in 1981 with projects in Zambia and Sierra Leone, WaterAid now works in 26 countries across Africa, Asia and the Pacific region, improving access to safe water, sanitation and hygiene. Around the world 884 million people do not have safe water and 2.6 billion live without adequate sanitation, causing preventable diseases which kill 4000 children every day. Fundraising activities organised by Southern Water during the last 30 years include an annual charity ball (which raised £27,000 this year), a golf day and a staff lottery. The ongoing support of Southern Water staff and customers has helped WaterAid reach nearly 16 million

people with safe water over the past 30 years and, since 2004, 11 million with sanitation. Southern Water’s Kevin Buck, who was awarded an MBE for services to WaterAid in 2008, said: “We’re thrilled to receive this recognition from WaterAid and we are extremely proud of the fundraising achievements of our staff and customers over the past three decades.” Dave Hillyard, head of major partnerships at WaterAid said: “We’d like to thank everyone at Southern Water for their extraordinary support for WaterAid over the past 30 years, which has been invaluable in raising both awareness and vital funds for our work. “Over this time period, the water companies, their staff and their customers have helped raise over £115 million for WaterAid’s work. Young star could be next comedy king Alex Christie Entertainment

21 year-old Stephen Foster is hosting his first ever solo stand up comedy show at the Billingshurst Centre on Friday, November 11. The energetic young star has performed in renowned comedy venues, including the London Comedy Store. From the age of 16, Stephen has written and performed his own material on stage in pubs and clubs across the country and was voted the winner of the 2011 Search For A Star competition by a panel of celebrity judges. Stephen said: “There’s honestly nothing more I want to do! I’ve always enjoyed acting the fool and I just love to make people laugh!”

Could Heartbreaker be a chart buster? Hot new track alert! Local band Tied to the Mast have released Heartbreaker, as their second single. The song was recorded at Sawmills studio in Fowey, Cornwall, and engineered by Tom Joyce, who has also worked with Muse and Supergrass.

The last three weeks at the Chameleon Club in Horsham, has seen the most exciting local music competition ever hosted in the town - Battle Of The Bands 2011 - explode with suspense and intensity. Bands of all genres from the local area have battled it out for the title of Horsham’s greatest band throughout October, and with the talent showcased in the final heat, this contest is now tighter than ever. The ball started rolling as Avalanche dived head first into their set. Previously seen in last year’s competition, this four-piece has made outstanding progress in their composition over the past year. Their pace and pounding hard rock tunes (although sounding slightly repetitive at times) show massive improvement and are consistent for the duration of their set. “And now for something completely different” announced compere, Mark Daly, prior to rapper Rowl-E’s performance. Although a unique act in this

year’s competition, as the only rap act, his cocky and less-than-amusing attitude was reflected in his vulgar poetry, seeming only the slightest bit interesting when the backing track was turned off for an a capella conclusion to his cringe worthy set. ‘Unique’ slowly became a buzzword as the evening progressed, as the next band, Used Inc. were the only band to bring brass to the battle, as they fired out their frantic and fluent ska-punk. Making their long-awaited return to the Horsham live circuit, this seven-piece’s well rehearsed and dance-worthy riffs combined with hilariously irrelevant trivia as stage banter to produce a fun-loving performance overall. These upbeat motifs were then continued in the compositions provided by Brand New Start; a step down in energy from the previous band, but a step up in quality, the highly polished major tones that this indie rock quartet executed were both joyful and melodic, and they still maintained a down-to-earth attitude. The last band to take to the stage, and celebrating their debut gig, were Something I’m Not. These young hotshots, amidst nerves and speculation,

took the pressure on the chin and soared with their sluggish industrial rock. Credit is deserved after improvising a number of dark and moody instrumentals, while the guitar work, reminiscent to that of space-rock legends Muse, shone out in particular. It appeared that hard work paid off, for as soon as they left the stage and closed the final heat, Something I’m Not were awarded third place, while we will see Used Inc. in the final after attaining second place. As well as Brand New Start, who emerged victorious. “We are absolutely elated!” the band agreed. “You can expect a lot of energy in our performance at the final, which will be even better than tonight!” And so that is it: the heats are over, and now Moments Too Late, One Less Than Perfect, Tell Wolves Tales, Gutter Fly, Brand New Start and Used Inc. will fight the final battle on October28 at Carfax bandstand for that prestigious title of first place. Based on the classic books and TV series, Tintin and sidekick Snowy make an appearance on the big screen. It’s an epic CGI cinema experience, in which Tintin meets Captain Haddock for the first time. During the civil rights movement of the 60s, an aspiring author writes a book from the perspective of the African American maids who work for white families. Based on the 2009 novel by Kathryn Stockett which The New York Times wrote included “affection and intimacy.”

The new Volkswagen Beetle is now available for ordering, ahead of the first UK deliveries in Spring 2012. At launch, two engines will be available: a 1.2-litre TSI mated to a seven-speed DSG transmission and a 1.4-litre TSI with a six-speed manual gearbox. Three trim levels will be available: Beetle, Design and Sport. The 1.2-litre is offered in Beetle or Design trim from £16,490 and the 1.4-litre in Design or Sport trim from £19,470. Three other engines – a 1.6-litre TDI BlueMotion Technology, 2.0-litre TDI and 2.0-litre TSI – will be joining the line-up later in 2012 along with the option of a six-speed manual gearbox for the 1.2-litre TSI model. Specification levels are high. The standard Beetle comes with air

conditioning, remote central locking, rear Isofix seat preparation and an RCD 310 CD system with DAB radio. The range-topping Sport specification brings 18-inch alloys in a choice of two styles, tinted glass, cruise control, sports seats, parking sensors, gloss black door mirrors, dashboard and door panel and 2Zone electronic climate control. A wide range of optional equipment will also be available, including Keyless Access, satellite navigation systems, a panoramic sunroof and bixenon headlights. The option that is expected to make the biggest impact is the Fender sound pack. Developed in conjunction with the legendary electric guitar firm of the same name, this audiophile’s delight offers a 400W output and a subwoofer, along with switchable three-colour illumination surrounding the front loudspeakers, all for just £495. Volkswagen up! small car is actually very large The up! is the smallest new Volkswagen; however it is a very spacious car. To prove this thesis, employees at Volkswagen Communications made an attempt at an unofficial world record. The results: not only is it possible for four people to sit comfortably in the new up! in normal use – if one were to try really hard, many more people can fit into the car: 15 women and one man squeezed themselves into its interior spaces. It was not all that comfortable anymore! Two in the boot, one on the dashboard, seven on the rear bench, four on the front seats, two in the footwells – then the boot lid and doors

were shut, and the windows were closed. A world record! 16 people in the new up! In this record attempt, the goal was not so much comfort as it was to have a lot of fun. And that is why such record attempts have a long tradition: back in the 1950s it was extremely popular to cram as many people as possible into a telephone booth – which in those days was still a very easy to find object. But what is a telephone booth compared to a VW Beetle? At a car meet in Australia, 17 Beetle friends spontaneously decided to squeeze into this Volkswagen icon. In 2010, 20 people – who obviously had extremely high levels of pain

tolerance – raised the bar with a record in Wilmore, Kentucky, which landed them in the Guinness World Records. Naturally, attempts were also made in the successor model. In January 2001, a record 27 students from the USA squeezed into a New Beetle. And now, in 2011, we have the up! – one for all! Well, it was good for at least 16 on our first try. At 3.54 metres long and 1.64 metres wide, the up! is one of the smallest four-seat cars. After its market launch in Spring 2012, customers can set their own records. But I wouldn’t recommend driving through the Carfax with that many people on board.

I have a buy-to-let property that is currently let under an Assured Shorthold Tenancy. Can you let me know how to regain possession of the property?

A Housing Act Tenancy will not end unless action is taken to end it. Either, the Tenant surrenders the Tenancy or the Landlord serves Notice to repossess the Tenancy. At the end of a fixed term Tenancy if no new fixed term is entered into, the Tenancy will become a Statutory Periodic Tenancy. If you do want possession of your property back it is important to ensure that the correct notice is served and at the correct time. An AST (Assured Shorthold Tenancy) allows a Section 21 Notice to be served to gain possession at the end of the fixed term or in accordance with any release clause incorporated into the Tenancy Agreement. No Grounds are necessary. If the Tenant does not leave when the Section 21 Notice expires the Landlord must go to court for a possession order. A Section 21 must be in writing, with specific wording and warn the Tenant that a Court Order is needed to enforce possession. Caution must be taken when serving notices. If a notice was served incorrectly and a Court Order is required for possession, the possession hearing may be thrown out of court resulting in the whole process having to be started again. Notice by first class post – allow 3 working days for delivery and obtain proof of postage from the post office. Notice served by hand – the notice does not have to be handed to the Tenant but it must not be left in a common hallway. It must be delivered to the designated letter box or put under the door of the property. Date and time and by whom the notice was delivered must be recorded. If the notice is delivered before 5pm it is deemed to be served the next working day. Recorded Delivery – this is not recommended as a Tenant can refuse to sign for or collect the notice and it would not deemed to be served. Grounds for possession are required to end an AST during the fixed term. Under these circumstances, to end a Housing Act 1988 Tenancy, a Section 8 Notice must be served and one or more of the possession grounds must be proved. There are 18 grounds for possession, 8 are mandatory (i.e Ground 8; Rent Arrears) and 10 are discretionary (i.e Ground 14 Nuisance to neighbours). Under a mandatory ground, if proved the courts must give possession, and under a discretionary ground, if proved the courts decide if they think it is just and fair to give possession. The above highlights just some of the many intricacies and potential pitfalls associated with letting property and my advice is always to use a specialist rental agent who can guide you and protect your interests. Will Johnson’s decisive try helped Horsham back to winning ways with a hard-fought success against Bromley. Horsham immediately put the visitors on the back foot and Nick Essex cut inside to score a converted try in the second minute. The Bromley forwards were much bigger than their opponents, but this didn’t faze Horsham who continued to press and won a penalty. Johnson struck it over the posts, from an impressive distance, to increase Horsham’s lead. Not everything was going Horsham’s way. With only 10 minutes on the clock they had already used two of their substitutes as Angelo

Sheppard and Nick Bell were forced off the pitch through injury. The game was being played at a very high intensity, with players picking up knocks all the time – worrying for Horsham considering they only had one replacement left. Horsham were let off the hook when Bromley had a two-on-one against winger Essex, but a shocking pass prevented the visitors from scoring. This hardly mattered as Bromley scored moments later, James Powell showing a bit of pace and running the ball over the line. Horsham soon bounced back. A brilliant long-range pass from Johnson found Essex who ploughed forward and popped it off to Jamie Gibbs for a simple try. Johnson turned from hero to villain when he gave the ball to the opposition with an awful pass. The rest

of Horsham’s defence was unable to deal with a good chip over their heads which left Jack Wardingley to score. Wardingley was taken to hospital with a neck injury sustained while scoring. But the strangest thing was yet to come when the conversion attempt was charged down by Rob Grantham-Hill, treating the spectators to one of the rarest sights in rugby. A few minutes into the second half, Jonny Whiting was unjustly sinbinned for obstruction off the ball, leaving Horsham a man down for 10 minutes against a big Bromley pack. Bromley took advantage of the extra man when Powell scored his second try and the conversion put them ahead for the first time, 15-17. Youth Swimming Atlantis’ Horsham and Billingshurstbased swimmers came together to demonstrate head coach Bill Penny’s vision of a single club fed from three swimming centres. Atlantis has operated from the Pavilions in Horsham and from Steyning Leisure Centre. And two years ago Penny formed a new squad at the freshly opened pool in Billingshurst. Attendance at a recent meeting in Eastbourne showed just how far the squad has moved along and the results far exceeded expectations. Andy Lobley, deputy head coach, said: “Bill Penny has worked hard over the past five years to build a foundation for the club from which it can expand. I am excited to be part of what is happening. “To come to Eastbourne and have 96 swims, of which 79 were personal bests, is a remarkable day by any club’s standards. “All our swimmers, from our foundation squads through to our top squad, are working really hard in training and reaping the rewards.”

Horsham put their advantage to good use as Milo Harper released McGivern, who made a great run to score with five minutes left. He said: “I scored two tries in my first league game so I’m happy with that. It was just a shame we didn’t win.”

The ladies of Cottesmore Golf and Country Club won the Morrice Fours against Willingdon at Singing Hills. Captain Iona McKean congratulated team-mates Linda Adamson, Irene Matheson, Ann Morgan, Annette Walsh and Brenda Williams. She also thanked Val Daniels, Pat Johns, Ruth Leatherbarrow, Margaret Mitchell and Margaret Swatman, who all played in the knockout stages. McKean added: “What would we do without our loyal supporters? They come in all weather and are a great support. I’m sure they are worth an extra shot or two.”

Youth Basketball Horsham-based Daniela Lozzi, Holly Merchant and Haylee Miller represented South East Girls U13 in the England Basketball regional development tournament. The team finished sixth of 12 at Lilleshall, Shropshire, after winning two games and losing two. Manager Gianni Lozzi said: “The girls experienced a great weekend playing basketball at the highest level in England for their age group. This will aid their future development in the game.”

Teenage prospect Brandon Freemantle has signed for one of the top speedway clubs in the country. Eastbourne Eagles, who recently reached the Elite League Grand Final, snapped up the Steyning Grammar School pupil after he turned 16 this month. Freemantle, from Steyning, rode for Hackney Hawks in the third-tier National League this year and expects Eastbourne to loan him to another club at a similar level. He said: “I’m excited and pleased to sign for the Eagles. It’s a dream come true. “It means Eastbourne ‘own’ me and need to give permission if someone else wants me to ride for them. I’m going to see what offers come in for next season. “I struggled a bit with the

equipment and gearing at Hackney, but my best score was a paid 10 (9+1) against the Isle of Wight and I did have a couple of good meetings. “I’ve had a lot of help from Eastbourne’s Cameron Woodward and Lewis Bridger in terms of set-ups, loaning equipment, oil and so on. “I’d also like to thank my mum and dad for the support, investment and time they’ve given me.”

Horsham U16 beat Marle Place Wanderers U16 4-0 in the Sussex Sunday League. Zak Comber, who scored a hattrick on his debut for Horsham U18, netted the second and fourth goals as the young Hornets overcame determined resistance to score three times in the second half. Greg Gander broke the deadlock with a thumping header after half an hour before Comber took centre stage. Set up by Harry Garman’s cross and Tom Killner-Brown’s cushion header, the athletic striker unleashed a spectacular volley into the goalkeeper’s bottom right corner. Garman was soon in the right place

at the other end, producing a goalline clearance by heading the ball to safety off the crossbar. Jake Legrange made it 3-0, cutting in from the right before fizzing in a left-footed shot, and Comber completed the scoring with a crisp header from George Hole’s cross. Horsham’s back four helped restrict Wanderers to few chances, with Ben Collier particularly impressive. Callum Nash hit a hat-trick as Horsham U15 won 6-0 at Worthing Minors Athletic U15 in the Arun and Chichester Youth League. Duncan Howarth put Horsham 1-0 up midway through the first half, but Marden converted two short corners before half time and added a breakaway goal after the interval. I’ve just arrived home on Monday night after watching one of the most one-sided games of football I have witnessed in a while – and somehow we lost it. West Ham scored after 16 minutes when Kevin Nolan robbed Liam Bridcutt in a classic smash and grab raid. We may have some very skilful players, but at this level we also need some muscle. For the second game running, I think we got pushed off the ball too easily – not helped by a ref who forgot who the home team was! Some good things did come out of the night. It looks like we have finally worked out the best time for the NWSS coach to set off to The Amex for evening games. Even with the continued traffic congestion approaching the stadium, we arrived in good time – early enough for a beer and a pie and early enough to watch Gully’s Girls’ prematch routine. And for the first time in more than a decade of home games, I didn’t get soaked when the heavens opened. We also saw two debutants – goalkeeper Steve Harper, on loan from Newcastle, and Jara Reyes at right back – and both played well. Jara looks a class player, composed under pressure and a good passer of the ball. It took Albion a while to get going again after Nolan’s goal, but it was all Brighton in the last 10 minutes of the half. Both Craigs (Noone and MackailSmith) came close to equalising and at half time I really felt we would go on and at least equalise. The second half started as the first half had finished, with Albion in control and dominating play, and I was convinced the goal was coming. With about 15 minutes left, what looked like an innocent coming together of players left Gary Dicker rolling around on the soaked pitch. As he waved his hands towards the bench it was clear he was badly injured. After a lengthy delay he was stretchered off to applause from around the ground, including the away end. All the best Gary. Sam Allardyce took the opportunity to regroup his players and, although there were eight minutes of stoppage time, Albion were not allowed to put the Hammers’ goal under the pressure it had been for most of the night. So the disappointing run continues, but as the saying goes: “We will play worse than that and win.” I just hope it comes soon.

After extra time Timmy Martin gave YM an early lead with a deft lob from 35 yards, but makeshift striker Calum McGeehan equalised 10 minutes before half time and YM were hanging on for much of the second half. The Hornets thought they had won it when Williams Peauroux converted Yinka Salami’s low cross with two minutes of normal time left. But in the fifth minute of stoppage time YM goalkeeper Simon Lockwood’s flick-on in Horsham’s box was bundled home at the far post by Dean Wright. Extra time also looked set to end all square, but Tony Nwachukwu won and converted an arguable penalty five minutes from the end. The ever-lively Nwachukwu beat YM’s Dan Sullivan before the defender’s last-ditch challenge appeared to bring down the speedy winger a good two yards outside the box.

Horsham manager Justin Luchford has left the club, claiming he was unable to work in the way he wanted. The Hornets lost 5-0 in their last two matches under Luchford, crashing out of the League Cup at Folkestone Invicta and the FA Trophy at Chesham, after picking up one point in eight league games. Hugo Langton has been appointed caretaker manager, with Richard Langley staying on as coach. And the pair started with a win, 3-2 against Horsham YMCA in the Sussex Senior Cup on Tuesday (see Page 63). Luchford said: “After only a few months it has become clear to me that I am unable to carry out my duties on the football side in the way I would like. “There are various reasons for this, but if I am unable to do my job in the way I feel it should be done then it is time to move on. “The fans of this club in the main are truly magnificent and I hope that me leaving will give the club a little

boost to turn things around. I truly wish Horsham FC all the best.” Luchford’s short spell in charge contrasts with the 11-year reign of his predecessor, John Maggs, who left in May as the club announced it was moving to an expenses-only policy for players. The Hornets then received more than 20 serious applications for the job, including from coaches with Football League experience and two former Premier League players.

Four candidates were interviewed before Luchford, 34, was appointed on June 1. Chairman Kevin Borrett said the former Faversham manager was “head and shoulders” above several other excellent candidates. Luchford told The Resident at the time: “I’m going to give the club and the town everything I can to make sure the club is a success over the next few years. “If I’m the manager at the new

ground for the first league game there, I will have been doing a decent job. One day I will get a contract, but I need to earn that right first.” The following month, he told supporters at a pre-season forum: “We will create more chances than any other team in this league. I really believe that. We will get the ball in the box more than any of our opponents if we play the game right.” But the mood soon changed. After Horsham’s FA Cup exit against Lingfield, Luchford told The Resident: “We’re at the start of October and all of a sudden I’m being called an expletive by my own fans. I didn’t expect that. I’ve had abuse before, but not as strong as that. “It’s all very well the fans blaming me at the end. We’ve lost, my fault. I take the blame, the buck stops at me. I’m not going to start bowing to what fans want. “I make the decisions and if they’re not the right decisions for this football club we will part ways. I’m giving everything I’ve got, but if I’m not up to it then I’m not up to it. “I’ve never quit anything in my life. Clearly the fans don’t want me here and I understand their frustrations.” Luchford’s younger brother, striker
