What are the winter rules for vacant properties?
Away for a Weekend If you are only going to be away from the house for a couple of days, you can either leave the heating on its normal settings or be prepared to pay the fuel bills or, if you want to save money, do the following: - Set the heating programmer to 24-hour (‘continuous’) operation - Set the room thermostat to a low setting - say 5°C/41°F - Remove or prop loft hatch fully open. This will allow the boiler to fire to keep the house (and the loft space) above freezing point. Away for Longer If you leave the house for more than a few days, and want to turn the heating off, you need to drain the hot and cold water systems of all water. If the heating system (which is separate from the hot and cold water systems) has anti-freeze in it, you do not need to drain it. - Drain down the cold water system entirely - close the main stop valve, open all cold taps, and flush all WCs. - Drain down the hot water cylinder fully using a length of hosepipe attached to the drain valve at the base of the hot water cylinder (which needs a small spanner to open); put this into a basin or bath, and open all hot taps. - When you return, check that all drain valves are closed before opening the mains stopvalve. - Close taps as water flows from them - the kitchen cold tap first, then all other cold taps, and then all hot taps.
General Precautions Whether you are planning to be away or not, it’s sensible to take general precautions against freezing in case you are away during a cold snap and haven’t been able to prepare for it first. There are two general ways to prevent freezing: 1. Fit a frost thermostat that brings the boiler on whenever the air temperature drops below a certain level - much lower than the level required to bring the heating on when the house is occupied. This is certainly something you should do if the boiler is situated in the garage or an outhouse that could get seriously cold even if the rest of the house is above freezing. 2. Add anti-freeze chemical to the feed and expansion cistern so that it circulates around the central heating system. This chemical is made by specialist firms - and is not the same as the antifreeze used in cars. Adding antifreeze to your central heating system or fitting a frost thermostat are useful general precautions against freezing pipes, but you should still take the specific precautions described above if you go away in the winter to prevent the house water pipes freezing. I have a buy to let property which has been successfully let out for several years. My current tenants have been in touch to report that there is damp in the property however it has never suffered from this before. Could the tenants be at fault? Please can you advise. Damp in UK houses is a relatively common occurrence. Essentially there are three forms of damp: - Penetrating damp – from external rain sources, i.e. leaking roof or guttering - Rising damp – moisture drawn up from ground sources, i.e. damaged damp proof course - Condensation What is condensation? Condensation forms because the moisture in the air can no longer be held as a vapour and returns to liquid form, i.e. water. This occurs when warm moist air comes into contact with cooler air or a cooler surface. “Dew point” describes the temperature when air containing a given quantity of moisture vapour condenses onto a surface. Condensation is most obvious on impermeable surfaces, such as window glass, but will also form on any surface which is at or lower than dew point. It is not initially so evident on more absorbent surfaces such as paint, plaster, wallpaper and fabric and will only become obvious when damage and mould growth occurs. It should be noted that condensation does not always occur where the source of the moisture is created – moisture laden air will travel from a warm area in a property to an area where the surface temperature is below dew point and then condense i.e. from a kitchen to an unheated bedroom. Mould growth is the typical sign of condensation and occurs when spores find water (condensate) and organic material (dirt and grease) that supports its life cycle. Any cool surfaces within a dwelling are at risk of condensation; single glazing, cold-water pipes and WC cisterns are prime examples. Areas in the house that produce large quantities of moisture, such as the kitchen and bathroom, are frequently subject to condensation. Both are spaces where building regulations insist on the provision of ventilation, in part in order to reduce the air humidity.

Typical signs of condensation; - Mould growth on wall surfaces, around external wall openings and in areas of low air circulation or poor ventilation. - Steamy wall surfaces - Water staining and streaking on wall, particularly in bathrooms and kitchens - Patches of damp with no obvious edges A combination of factors will help reduce the incidence and effect of condensation; - Reducing and controlling the production of moisture - Increasing targeted and controlled ventilation - Improving thermal insulation - Improving the management of space heating - Removal of mould

Tenant demand continues to reach new heights in the Horsham & Crawley area according to Countrywide, the UK’s largest letting agent and property services Group. Local letting agent King & Chasemore took part in the UKwide research which revealed that in quarter three (Q3) 2010 with over 61,000 new tenants registering for rental accommodation – a 19% increase compared to the previous quarter. According to the latest figures from Countrywide’s network of 1,300 letting and estate agency branches, the number of tenants looking for rental accommodation has jumped by 44 percent during 2010 with July seeing over 20,000 applications – the highest number for a single month since records began. A combination of record demand and supply issues have caused the total number of properties available to rent in the UK to fall by 6.9% in Q3
2010 compared to Q2 2010 - a 27% fall on the total number of properties available to rent in Q3 2009. There is now an average of 5.8 tenants vying for each property across the UK – up from 5.5 in Q2 2010. Whilst apartments made up the greatest percent of stock on agents books, two bedroom houses continue to be most popular with an average of 10.2 tenants vying for each property. In contrast to Q2 2010 when
houses were the most sought after property type, demand for one and two bedroom apartments have jumped sharply, most notably in London and the North West. The latest findings also reveal that properties are being rented out within 13 days of entering the market, a reduction of one day compared to Q2 2010 and 7 days quicker than at the start of the year, with many properties let within hours of coming onto the mar-
ket. Couples under 35 made up the highest percentage of new tenant applications in Q3 2010. However the demographic of tenants remained broadly similar to Q2 2010 levels despite the seasonal influx of student tenants experienced during the summer months. Closer to home, King & Chasemore is reporting an increase in demand for properties in Horsham and all of the popular surrounding villages Chris Robinson, Senior Lettings Manager said: “We are seeing a growing demand from tenants in Horsham, which is seeing properties being having let’s agreed before the previous tenants contract has ended. “The shortage of properties is pushing up demand across the country, buy-to-let investors and homeowners looking to let out their property should contact their local King & Chasemore to discuss what options are available.”
