Amendment toughens criminal penalties for abusing or threatening to abuse an animal in a domestic dispute

The Puerto Rico Police Bureau (PRPB) and various advocacy organizations launched an educational campaign Thursday to inform citizens of an amendment to Act 54, the Domestic Violence Law, that classifies animal abuse as a modality of violence among couples.

“The new provisions strengthen the legal instruments against abusers,” Police Commissioner Antonio López Figueroa said in a written statement. “In this context, the mistreatment of an animal has ceased to be a modality that enjoyed impunity. At present, it is a crime.”

Last year, the island Legislature passed an amendment to the Domestic Violence Law that classifies the threat of mistreatment or mistreatment of pets within the behaviors defined as intimidation and psychological violence. The amendment included aggravating circumstances.

López Figueroa said seven complaints have been filed against abusers who have used animals as a form of domestic violence since last year. Still, the number does not fully reflect the reality of the problem, he added. He warned that the seemingly low number does not mean that abusers do not more

often use animals as a threat or a form of control against their partners.

The police and the aforementioned entities have developed a campaign that will be displayed on social media, illustrating the relationship between animal abuse and criminal acts. In addition, the police chief urged the public to report any known abuse through emergency lines.

“As a forerunner of the cause, it is gratifying to see that awareness of animal welfare, both social and legal, continues to expand,” said Lillian García, vice president of the Social Movement for Animal Welfare (MOSPBA by its Spanish initials).

Some 160 complaints of animal abuse have been registered this year, showing an increase since the enactment of the Animal Protection Law, Act 154, in 2008. The PRPB has implemented 15 animal protection coordinators in its 13 regions.

MOSPBA, for its part, established an alliance with the PRPB to integrate educational recommendations and train agents on animal protection.

Various representatives attended a training event, including the Veterinary Physicians Association of Puerto Rico and the Domestic Violence Division of the Uniformed Forces.

Electoral comptroller to make public evidence of illegal contributions

Electoral Comptroller Walter Vélez Martínez says that in the coming weeks he will present the evidence his office has compiled during an investigation related to the testimony of businessman Oscar Santamaría and his alleged illegal contributions to electoral campaigns in San Juan and other municipalities.

The Electoral Comptroller’s Office analyzes the evidence to determine whether to issue administrative fines, send referrals to agencies or declare that the office did not find law violations.

Vélez said this week that his office had concluded the investigation stage.

“Now, we are evaluating the collected evidence,” he said in an interview with Radio Isla.

Santamaría, a businessman and lawyer, testified under

oath during the trial of convicted former Guaynabo mayor Ángel Pérez Otero that he made illegal political contributions to Miguel Romero Lugo’s campaign for mayor of San Juan in the 2020 elections. He said he made contributions of $10,000 and $50,000 to Romero’s campaign as he was trying to get contracts for his solid waste disposal firm.

San Juan Municipal Assemblyman Manuel Calderón Cerame filed a complaint in March asking the Department of Justice to take notice of the testimony of Santamaría and refer it to the Public Integrity Division.

Santamaría, who cooperated with federal authorities in exchange for a lesser sentence, said he also made cash contributions to the political campaigns of Rep. José Enrique “Quiquito” Meléndez Ortiz and at least 15 mayors. He also allegedly gave $50,000 to the campaign of Ponce Mayor Luis Manuel Irizarry Pabón.

FEMA funds ecotourism effort in Ciales

The Federal Emergency Management Agency (FEMA) is supporting the municipality of Ciales in developing opportunities that promote ecotourism, highlight natural and historic resources, and connect outdoor recreational spaces. The agency has facilitated the assistance of several federal entities, such as the Department of the Interior and the National Park Service, in the process of the central mountain town’s recovery.

FEMA’s Interagency Recovery Coordination has served as a liaison between the Rivers, Trails and Conservation Assistance Program of the National Park Service (NPS-RTCA), Ciales and other entities to manage a project consisting of a system of green areas and trails that will connect rural and urban zones.

After gathering input from community members, nonprofit organizations, government entities and universities, the NPS-RTCA is currently assisting the city

in developing a plan and design for the trail system.

“Through this initiative, we reaffirm

the agency’s commitment to promoting the resilience of urban spaces,” Federal Disaster Recovery Coordinator José

Baquero said. “The assistance allowed us to identify strategies to mitigate and maximize the use of natural areas, while expanding the recreational offerings available to residents and visitors.”

Some of the places that the municipality of Ciales wants to connect through the trails system include the karstic area, parts of the Grande de Manatí River basin, and historic places such as the urban center, the Mata de Plátano Bridge and the Juan A. Corretjer Walkway. The town received over $53,000 from FEMA to replace concrete, posts, lighting and signs for bikers and pedestrians.

Arlene Pagán Rivera, a merchant whose business is located on the walkway, noted that reconstruction initiatives centered in nature and sports “are important because Ciales has a lot to show: It has caves, bodies of water, it has history, it has indigenous sites and it highlights everything that the town has, from coffee, places to visit, interesting places, many things.”

Teachers union slams Education Dept. for lack of plan

The Puerto Rico Teachers Association (AMPR) on Thursday criticized what it said is the lack of a strategic plan in the Department of Education and demanded real educational transformation at the beginning of the new school year.

“The whole country is tired of the lack of an articulated and strategic plan and we see that at the start of every school year,” AMPR President Víctor Manuel Bonilla Sánchez said at a press conference. “As long as that is the order of the day, we will continue to have the same results.”

According to the AMPR report, after visiting 588 schools, infrastructure problems persist and 46.4% of those schools do not have a full school faculty. It cites as an example the Berwind Intermediate school in Río Piedras, where the press conference was held.

AMPR Vice President Raúl González stressed the need for a transformation that includes more than a decentralization of resources and where teachers and school communities are the protagonists. Erika García and Kelly Ayala Escobar, both teachers, joined the complaint, emphasizing the

desire to see significant changes at the beginning of each school year.

“Teachers in Puerto Rico are tired of seeing the same devastating scenario as we always do as we start a new school year,” García said. “What did the Department of Education do during these months?”

Ayala Escobar stressed the importance of offering not only functional schools, but also quality and excellence for students, while Ángel Javier Pérez Hernández, general secretary of the union, highlighted the need for attention to human resources and the urgency of establishing an adequate salary scale.

The AMPR officials stressed that their struggle this school year will focus on promoting a comprehensive transformation of the Education Department. In addition, they noted their participation in the executive committee of the IDEAR Project, which seeks to achieve administrative changes in the department.

“We do not totally agree on everything that is being raised in the … executive committee, but we are there to defend free public schooling,” González said.

March of Dimes Puerto Rico announces 27th ‘March for the Babies’

Infancy is a rather cute stage for observers, a difficult stage for the parents and a sensitive stage for the baby. Even though infancy is the youngest stage of a person’s life, it is also the most vulnerable stage, as a child requires plenty of attention and care from the parent, almost 24/7.

Parenting is a job with no clock-out time or vacations; it is already very difficult to be a parent, and it becomes even more difficult when the babies come out of the womb prematurely. When this happens the child has a difficult time coping with the outside world after arriving in it so early; therefore, they need special medical attention in order to survive, due to the complications that arise from premature birth.

That is why charity organizations such as the March of Dimes (MOD) exist, to help families with premature children. Every year, March of Dimes PR stages the annual event “March for the Babies,” which is the most important fundraising event for the organization. On Thursday, the charity organization shared the details of the 27th edition of the event, even adding in a few interviews.

“It makes me so happy to be here, we are very proud and we want to help these children and their parents as much as we can,” said attorney Jorge Mata, an institutional sponsor of the MOD.

The March for the Babies is typically a huge event and this edition will be no exception, as the MOD expects

around 3,000 people to attend. Walkers in the march will be composed of family groups, corporations, educational institutions, health institutes and community organizations. This year’s march will take place on Nov. 10 from 8 a.m. to 1 p.m. in Tomás Dones Coliseum in Fajardo, and will be

sponsored by more than 20 different corporations and the municipality of Fajardo as well. The mission message, “For Your Health and the Health of Your Baby, Empower Yourself, Inform Yourself and Prepare Yourself,” is a call to mothers who are still at a reproductive age and wish to become mothers.

“Against the diverse challenges that we face, currently, as individuals and as a society, March of Dimes wants to transmit a message of solidarity and hope, especially for women in the reproductive stage who want to be mothers, to participate in the event,” said Alma Seda, executive director of March of Dimes PR.

This year’s ambassador family is the Rosa Gata family, José Rosa and Gabriela Gata, and their prematurely born son, Diego Rosa Gata. Rosa and Gata shared their experience as parents of a premature child. In fact, before she had Diego, Gata initially had a premature baby girl who sadly passed away after six days. Thanks to the MOD though, Gata’s second child, Diego, is alive and well, and quite the energetic child.

Apart from the family, Batman and The Joker from the nonprofit Real Heroes Puerto Rico set their differences aside to take part in Thursday’s event; they will also be participating in the March for the Babies, which aims to raise $250,000.

“In Puerto Rico, one out of eight babies is born prematurely,” said Milagro Caraballo, president of the March for the Babies. “Premature birth is the leading cause of death for infants and causes multiple disabilities both to the physical and mental health of the child, many of which can be permanent.”

EmprendeCoop program receives national recognition

The EmprendeCoop program, an initiative of the Cooperative Investment and Development Fund (FIDECOOP by its Spanish initials), received distinction for its work in the development of local cooperatives and the promotion of new cooperatives from the Minneapolis-based Association of Cooperative Educators (ACE).

“We are very happy because the Association of Cooperative Educators (ACE) recognized this work with the John Logue Award,” FIDECOOP Executive Director José Julián Ramírez said. “This prize is awarded to an organization or individual whose cooperative education, technical assistance, and research programs have served as a catalyst for a democratic work environment and economic viability for the impacted cooperatives.”

FIDECOOP is a nonprofit financial institution created by the cooperative movement whose mission is to promote the development of cooperatives in Puerto Rico oriented to projects or activities that generate employment.

Two years ago, FIDECOOP created the EmprendeCoop program in order to train, advise and provide accompaniment to new or existing cooperative companies, in various economic sectors, to achieve the viability and success of those organizations.

“In the two years since its creation, EmprendeCoop has achieved four cycles of business cooperative acceleration for more than 75 participants from 28 cooperatives,” Ramírez said. “This has helped cooperatives to create new projects, improve their finances and thus be more successful in their business model within the cooperative framework.”

Two years ago, FIDECOOP created the EmprendeCoop program in order to train, advise and provide support to new or existing cooperative companies, in various economic sectors, to achieve the viability and success of those organizations.

Survivors describe ‘total inferno’ that scorched west Maui

Officials were meeting to assess the damage and death toll Thursday morning on the devastated Hawaiian island of Maui, as tourists continued a grim exodus by bus and car to the airport and evacuation shelters. Survivors described fleeing for their lives from a fast-moving “total inferno” that left the historic town of Lahaina in smoking ruins.

President Joe Biden issued a major disaster declaration and offered condolences as the death toll stood at 36, making the fire one of the nation’s deadliest in decades.

Fueled by unusual conditions that included winds from a distant hurricane, flames burned with such intensity that at least a dozen people escaped into the Pacific Ocean, where they were later rescued by the U.S. Coast Guard. Firefighters continued to battle flareups into Thursday morning.

Here are the details:

— About 1,500 additional tourists were expected to leave Thursday, with buses fer-

rying visitors to the island’s Kahului Airport. Officials have strongly discouraged any new

arrivals in Maui, one of America’s most beloved tourist destinations and a vacation home for

the wealthy, including Oprah Winfrey and Jeff Bezos.

— The fire appeared to have been exacerbated by winds linked to a hurricane passing hundreds of miles away in the Pacific Ocean, although the exact causes were still unclear. Those winds were expected to ease Thursday. Hawaii has battled a surge of fires in recent years, as wildfires have become more intense and frequent in the American West and beyond because of climate change.

— The fires have been largely contained but were still generating smoke and ash, officials said. Maui opened two additional evacuation shelters Wednesday night. Thirty U.S. Army service members arrived on the island on Wednesday night to conduct searchand-recovery efforts Thursday morning, Maui County officials said.

— Electricity was out and phone service was down in parts of Maui, including Lahaina. About 11,000 customers across Hawaii were without power early Thursday, according to poweroutage.us, which compiles data from utilities.

Hurricane forecast worsens amid high ocean temperatures

In places still scarred by the devastation of recent storms, the anxiety and apprehension that come with the arrival of hurricane season pushes many people to search for any sign — some based more on superstition than science — that might offer predictability in a time of year defined by uncertainty.

But this year, two of the more reliable (and meteorologically sound) indications have been sending conflicting signals, injecting volatility into hurricane season as even experts have expressed doubts about what to expect.

An El Nino pattern, like one expected to ramp up this season, typically impedes the formation of Atlantic hurricanes. Yet experts and communities along the Atlantic and Gulf coasts have been unnerved by extremely warm waters this summer, with heightened sea surface temperatures posing a range of threats, including the ability to supercharge storms.

It is a confluence of factors that forecasters have rarely encountered. A slow start to El

Nino and continued record ocean temperatures have led forecasters to raise the number of storms they expect this season, which started in June and runs through November.

In a news conference Thursday, officials at the National Oceanic and Atmospheric Administration said the Atlantic hurricane season could produce 14 to 21 named tropical cyclones, including the five storms that have already formed. That is a slight increase from the agency’s original forecast issued in May of 12 to 17 tropical cyclones.

Forecasters now believe that six to 11 (previously five to nine) of those storms could become hurricanes, meaning they would reach winds of at least 74 mph. Those could include two to five (previously one to four) major hurricanes — Category 3 or higher — with winds of at least 111 mph.

Last month, Colorado State University, which was the first research institution to compile a seasonal hurricane forecast, increased the expected number of named storms to 18 from 15, and the researcher overseeing the forecast acknowledged the possibility of updating it again, which has

never been done this late in the season.

“Stuff just doesn’t feel right,” said Phil Klotzbach, a Colorado State researcher. “There’s just a lot of kind of screwy things that we haven’t seen before.”

El Nino, a recurring climate pattern that occurs every few years, typically suppresses the formation of hurricanes in the Atlantic by creating a weather phenomenon called wind shear, in which wind speed and direction change with height in the atmosphere.

But for months, ocean temperatures have remained extraordinarily warm. They have climbed to nearly 100 degrees Fahrenheit in some spots, destroying coral reefs, disrupting marine ecosystems and transforming Florida’s beach waters into something akin to a hot tub. Scientists believe the underlying influence of this alarming warming is humandriven climate change, as these temperatures have been increasing since at least the early 20th century, when humans began sharply increasing the amount of greenhouse gases pumped into the atmosphere.

For one thing, ocean conditions could blunt the El Nino’s ability to thwart storms.

“When waters are warmer, tropical cyclones have a tendency to be more resilient to wind shear,” said Eric Blake, a hurricane specialist with the National Hurricane Center.

Beyond that, the warmer ocean temperatures across the Atlantic have expanded the area where tropical cyclones can form, both to the North and to the East.

Experts have warned that the dangers posed by the warmer waters could not only boost the number of storms but also add to their potency once formed. Even a less active season could still be devastating. Some noted the 1992 season, which was slower than average but produced Hurricane Andrew, one of the costliest storms to hit the United States.

“You don’t have to have a whole bunch of storms to have a real calamity,” said Craig Colten, a geographer at Louisiana State University.

Don’t read too much into this current lull, Blake cautioned. Between the beginning of August and the end of the month, a remarkable ramp-up happens in tropical activity. “So things can get really busy in a hurry.”

How climate change turned lush Hawaii into a tinderbox

The fires in Hawaii would be shocking anywhere — killing at least 36 people, in one of the deadliest wildfires in the United States in modern history. But the devastation is especially striking because of where it happened: in a state defined by its lush vegetation, a far cry from the dry landscape normally associated with fire threats.

The explanation is as straightforward as it is sobering: As the planet heats up, no place is protected from disasters.

The story of this week’s blaze arguably began decades ago, when Hawaii started experiencing a long-term decline in average annual rainfall. Since 1990, rainfall at selected monitoring sites has been 31% lower in the wet season and 6% lower in the dry season, according to work published in 2015 by researchers at the University of Hawaii and the University of Colorado.

There are multiple reasons for that change, according to Abby Frazier, a climatologist at Clark University who has researched Hawaii.

One factor is La Nina, a weather pattern that has usually led to significant rainfall but began delivering less precipitation beginning in the 1980s. Those weaker La Ninas “are not bringing us out of drought,” Frazier said in an interview earlier this year.

Another change: As temperatures increase, the clouds over Hawaii are thinner, Frazier said. And less cloud cover means less precipitation. On top of that, big storms have been moving north over time — delivering less of the rainfall that they typically bring to the islands.

All three changes are probably related to rising temperatures, Frazier said. “There’s likely a climate change signal in everything we see,” she said.

Almost 16% of Maui County, where the wildfires are burning, is in severe drought, according to data issued by the U.S. Drought Monitor on Thursday; an additional 20% is in moderate drought.

vegetation. In a paper published in 2019, University of Hawaii researchers wrote that 2016 was warmer than the 100-year mean by .92 degrees Celsius, and temperatures had been inching up by .19 Celsius per decade at the Mauna Loa Observatory.

Hawaii’s landscape is changing in other ways, beyond becoming drier. As wildfires become more common, some native vegetation, which is poorly adapted to fire, has been destroyed. In other places, including the area around Lahaina, long-standing sugar cane farms stopped operating around the 1990s; the land stopped getting irrigated.

In the place of those crops and native vegetation, dry and invasive grasses spread. Those grasses that are better able to regrow after a fire, but are also quick to ignite. That has contributed to fires spreading more quickly.

“The landscape is just covered with flammable stuff,” said Ryan Longman, a research fellow at the East-West Center, an educational institution. “All of the conditions just came together.”

The drying out of Hawaii’s landscape is part of a trend affecting rainforests around the world.

Rainforests are highly sensitive to changes in precipitation. Higher tempera-

tures, drought and changes in rain patterns stress trees. Their trunks dry up, and their leaves fall. Thinning canopy allows sun rays to reach the soil, causing it to dry up quickly.

Over decades, drought, heat, fire and deforestation can force a rainforest to

transition into dry grasslands, or savanna.

Parts of the Amazon rainforest, the biggest in the world, are fast approaching this transition, a point of no return when the humid ecosystem would forever change.

Degraded forests and changing weather patterns combine to create perfect conditions for fires, often started by human activity, to grow into enormous, uncontrollable blazes. In tropical forests, tree loss because of fire has grown 5% on average each year over the past 20 years, according to recent research.

Those underlying threats were amplified in Hawaii this week by a separate threat: Hurricane Dora, which passed south of Hawaii as a Category 4 storm Tuesday. Although the storm was hundreds of miles off the coast of Maui, it contributed to wind speeds of greater than 60 mph, helping the fire to spread at a ferocious speed.

It’s difficult to directly attribute any single hurricane to climate change. But by increasing air and ocean temperatures, warming conditions make it more likely for large storms to gain strength.

“The massive winds, dry winds, are what drove this fire,” said Josh Stanbro, who served as chief resilience officer for Honolulu. “This is part of a long-term trend that is directly related to climate changes and impacts on the islands.”

Utah man accused of threatening Biden is killed by FBI agent

An FBI agent on Wednesday fatally shot a man in Provo, Utah, who officials said was armed and had threatened to assassinate President Joe Biden just hours before the president was scheduled to speak in nearby Salt Lake City.

Craig Robertson, 75, was also charged with threatening to shoot other elected officials, including Alvin Bragg, the Manhattan district attorney, as well as with making threats against law enforcement officials, according to court documents filed a day earlier in U.S. District Court in Salt Lake City.

The shooting comes at a moment of intense polarization in American politics. The three indictments of former President Donald Trump have offered fodder for supporters and allies, who have seized on his mounting legal peril to fan a narrative of a Justice Department weaponized against him and bent on derailing the Republican front-runner’s campaign to retake the White House.

The FBI said in a statement Wednesday afternoon that it was investigating an “agent-involved shooting” that had happened around 6:15 a.m. in Provo while agents were trying to serve arrest and search warrants at a home.

A federal law enforcement official, speaking on the condition of anonymity to discuss the shooting, said that Robertson was armed at the time. Officials offered few other details.

A White House official said Biden had been briefed on the matter, and a woman who was listed in public records as Rob-

ertson’s daughter declined to comment when reached by phone.

According to the court filing, Robertson owned numerous firearms, including a sniper rifle. The complaint also laid out his history of threats on social media, where he referred to his guns as Democratic eradicators. In one post last year, he photographed three rifles and said he was “getting ready for the 2024 election cycle.” He repeatedly taunted the agents investigating him, saying they came close to “violent eradication.”

Last week, he noted on social media that Biden would be visiting Utah and that he was going to “dust off” an M24 rifle and get out his old camouflage suit, one typically used by snipers.

According to the complaint, other online posts indicated Robertson’s intent to kill Biden and Bragg, who is leading a prosecution of Trump in New York in connection with a hush money payment to a porn star during his 2016 campaign.

On Sept. 19, 2022, Robertson wrote on Facebook that “the time is right for a presidential assassination or two.”

“First Joe then Kamala,” he wrote. In another message, he declared that he wanted to shoot Bragg in the head and watch him die.

The post also mentioned George Soros, the financier and Democratic megadonor, who has been a target of Trump and Republicans in Congress, and echoed Trump’s attacks on Bragg and Soros.

Other subjects of Robertson’s threats: Attorney General Merrick Garland, whom he described as a Nazi; California Gov.

Gavin Newsom; and Letitia James, the New York attorney general.

In September 2022, referring to James, Robertson wrote on Facebook that “a sniper’s bullet does not recognize your qualified immunity.” In October 2022, he shared a picture of a semi-automatic handgun, calling it a “Merrick Garland eradication tool.”

In yet another Facebook post in October, Robertson described a “patriotic dream” in which he stood over a wounded Newsom, “my suppressed S&W M&P 9mm still smoking.”

In a Facebook post in March, Robertson taunted the FBI.

“To my friends in the Federal Bureau of Idiots: I know you’re reading this,” he wrote.

Spokespeople for Bragg and James declined to comment.

The FBI has been increasingly concerned about threats to its agents. Last year, law enforcement officers shot and killed a man who they said tried to break into the FBI’s Cincinnati office.

And a Tennessee man accused of assaulting the police during the Jan. 6 attack on the Capitol faced additional charges of plotting to assassinate several of the federal agents who had investigated him. He was also accused of planning an attack on the FBI’s field office in Knoxville, Tennessee.

Trump and his supporters have downplayed the notion that his incendiary criticisms of the Justice Department and the FBI are anything other than an expression of legitimate grievances.

But federal and local authorities have remained on heightened alert, providing additional security to prosecutors investigating Trump and the judges presiding over his cases.

Special counsel obtained search warrant for Trump’s Twitter account

Prosecutors working for Jack Smith, the special counsel who has twice brought indictments against former President Donald Trump, obtained a search warrant early this year for Trump’s long-dormant Twitter account as part of their inquiry into his attempt to overturn the 2020 election, according to court papers unsealed Wednesday.

The warrant, which was signed by a federal judge in Washington in January after Elon Musk took over Twitter, which is now called X, is the first known example of prosecutors directly searching Trump’s communications and adds a new dimension to the scope of the special counsel’s efforts to investigate the former president.

The court papers, which emerged from an appeal by Twitter challenging a part of the judge’s decision to issue the warrant, did not reveal what prosecutors were looking for in Trump’s Twitter account, which the tech company shut down for nearly two years soon after the attack on the Capitol on Jan. 6, 2021.

But the papers indicate that prosecutors received permission from the judge not to tell Trump for months that they had obtained the warrant for his account. The prosecutors feared that if Trump learned about the warrant, it “would seriously jeopardize the ongoing investigation” by giving him “an opportunity to destroy evidence, change patterns of behavior, [or] notify confederates,” the papers said.

Trump quickly responded to the news about the warrant on his own social media site, Truth Social.

“Just found out that Crooked Joe Biden’s DOJ secretly attacked my Twitter account, making it a point not to let me know about this major ‘hit’ on my civil rights,” he wrote. “My Political Opponent is going CRAZY trying to infringe on my Campaign for President.”

The existence of the warrant was earlier reported by Politico.

The fact that prosecutors quietly obtained a judge’s permission more than seven months ago to peer into Trump’s Twitter account underscores how much of the special counsel’s work may have taken place out of public view. Much of the investigation into Trump’s efforts to maintain his grip on power and into his other federal case — the one related to his handling of classified

materials — has been conducted in front of federal grand juries, which operate under strict rules of secrecy.

In the chaotic period between the election and Jan. 6, Trump’s Twitter account was one of the country’s most prominent platforms on social media, with millions of followers. That prosecutors asked for a warrant to search the account suggests they wanted specific company data or were interested in some nonpublic aspect of the account — though it remains unclear precisely what that may have been.

As part of their sprawling investigation into election interference, prosecutors have seized cellphones and other electronic devices from some of Trump’s close aides and lawyers. Those included at least two people identified as the former president’s co-conspirators in the indictment against him filed this month: John Eastman, a lawyer who advised Trump on a plan to pressure his vice president, Mike Pence, into throwing the election his way at a joint session of Congress on Jan. 6, and Jeffrey Clark, a Justice Department loyalist whom Trump sought to install as acting attorney general.

The election charges filed against Trump accuse him of three overlapping conspiracies to defraud the United States, to disrupt the certification of the election at a proceeding at the

Capitol on Jan. 6, and to deprive people of the right to have their votes counted.

Trump’s relentless use of Twitter is detailed several times in the indictment.

The indictment notes, for instance, how Trump used Twitter on Dec. 19, 2020, to summon his followers to Washington on Jan. 6 for what he described as a “wild” protest. The message ultimately served as a lightning rod for both far-right extremists and ordinary Trump supporters who descended on the city that day, answering Trump’s call.

The indictment also describes how Trump used Twitter in the run-up to Jan. 6 to instill in his followers “the false expectation” that Pence had the authority to use his role in overseeing the certification proceeding at the Capitol “to reverse the election outcome” in Trump’s favor.

On Jan. 6 itself, Trump continued posting messages on Twitter that kept up this drumbeat of “knowingly false statements aimed at pressuring the vice president,” the indictment said. Ultimately, when Pence declined to give in to the pressure, Trump posted yet another tweet blaming the vice president for not having “the courage to do what should have been done to protect our country and our Constitution.”

One minute after the tweet was posted, the indictment said, Secret Service agents were forced to evacuate Pence to a secure location. And throughout that afternoon, it added, rioters roamed the Capitol and its grounds, shouting chants such as “Traitor Pence” and “Hang Mike Pence.”

The court papers revealing the warrant for Trump’s Twitter account emerged from the company’s efforts, under Musk, to challenge the nondisclosure provision barring Twitter from telling Trump it was complying with the government’s demands.

There was an extensive legal battle in U.S. District Court in Washington this winter before Judge Beryl Howell between lawyers for Twitter and prosecutors from the Justice Department concerning the provision. Ultimately, Twitter not only lost the fight but also was found to be in contempt of court and fined $350,000 for delaying complying with the warrant.

Twitter then took the case to the U.S. Court of Appeals for the District of Columbia, which upheld the lower court’s ruling and unsealed its decision Wednesday.

Heat, war and trade protections raise uncertainty for food prices

As the rate of food price inflation eases in the United States and Europe, analysts are warning of a new era of volatility in global food prices, ushered in by a series of threats coming together in unprecedented ways.

A combination of calamities — extreme weather, Russia’s targeting of grain supplies in Ukraine and some countries’ growing willingness to erect protectionist barriers to food trade — has left food supplies more vulnerable and less prepared to absorb any one disruption, analysts say.

“This is the new normal now, with more volatility and unpredictability, whether that’s in commodity prices or food prices,” said Dennis Voznesenski, a commodities analyst at Rabobank in Sydney, Australia.

Even without major disruptions, food prices can be variable, and many factors play into the price of a bushel of wheat or loaf of bread.

Last month, Russia pulled out of the Black Sea grain deal that had permitted Ukrainian farm exports by sea. The United Nations’ food price index rose in July, interrupting its monthslong downward trend because of a jump in vegetable oil prices, driven in part by worries over shortages of Ukrainian sunflower seeds.

Droughts in India, Indonesia and other Asian food exporters have led to smaller harvests. Faced with consumers outraged over higher prices, governments have banned the export of critical foods, causing further disruptions. Since late June, the price of an Asian benchmark for rice has jumped 25%, according to the Thai Rice Exporters Association.

Other factors are pressuring prices on supermarket shelves, including higher labor costs as workers try to keep pace with inflation. And food producers are finding that in an environment of rising prices, they can lift them even higher to pad their profits.

Compared with early 2020, consumer food prices are up about 30% in Europe and 23% in the United States.

Extreme weather

This year, severe weather has been the main disrupter of food prices, said Hiral

Patel, the head of sustainable and thematic research at Barclays in London.

Heat waves have broken records in China, wildfires have raged across southern Europe and North Africa, and July was the world’s hottest month on record.

In Pakistan, where catastrophic floods in 2022 washed away much of the country’s crops, the annual rate of food price inflation reached nearly 49% in May, according to the U.N. World Food Program.

Forecasters warn that the earth could be entering a multiyear period of exceptional warmth driven by greenhouses gas emissions and the return of El Niño, a cyclical weather pattern.

“There are increased chances of simultaneous crop losses in different parts of the world,” Patel said.

The forecast for Europe’s crop yields, including soft wheat and spring barley, was revised lower recently by the European Commission because of “distinctly drierthan-usual conditions” in large parts of the continent.

War in Ukraine

Last month, when Russian President Vladimir Putin let the Black Sea grain deal expire and then his military attacked grain storage in Ukraine, the price of wheat rose, which in turn lifted prices of corn and

soybeans. Pierre-Olivier Gourinchas, the chief economist of the International Monetary Fund, recently estimated that the end of the deal could lead grain prices to increase by 10-15%.

While that’s a significant jump, it’s smaller than the sudden surge in prices in the first weeks of the war.

That’s because Ukrainian farmers are growing significantly less today. Ukraine also has increased its ability to export grain via rail and river, but these alternative routes cost more, said Voznesenski at Rabobank. And these routes aren’t immune from attacks or severe weather, including drought.

“You can’t tell what Putin is going to do tomorrow,” Voznesenski said. “You can’t tell when a government is going to put an export restriction in.” An increase in food supply intervention by governments “is going to create a lot more unpredictability,” he added.

Trade protectionism

Volatility in food prices has encouraged some governments to turn to restricting trade in order to keep precious stores of food closer to home.

Last month, India, the world’s largest rice supplier, issued an export ban on nonbasmati white rice. India had imposed a 20% export duty on that rice last year, but exports continued to rise because of geopolitical is-

sues and extreme climate conditions in other countries, the Indian government said. On Friday, the U.N. Food and Agriculture Organization reported that rice prices in July were up nearly 20% from a year earlier, pushing its rice price index to the highest in 12 years.

India is not alone in taking such measures. Overall, the number of curbs or tax increases on food exports has jumped 62% since last year, according to the Global Trade Alert, a nonprofit based in Switzerland. Globally, 176 export curbs are in effect on food, feed or fertilizer.

Economists and trade experts have cautioned against these types of policies. Though they may shield local consumers from food inflation in the near term, they ultimately compound the types of global food shortages that governments are trying to mitigate.

In a recent food security summit hosted by the U.N. in Rome, Ngozi OkonjoIweala, the director general of the World Trade Organization, urged countries to reject protectionism and turn to more open trade as a way to address food shortages.

For many countries, the problem has been worsened by the weak value of their currencies in comparison with the U.S. dollar, which leaves them unable to buy as many dollar-denominated commodities as before.

Invisible costs

As food producers are dealing with more supply risks, related expenses are also rising. Much of the cost of food we eat at home comes from transportation and other expenses faced by food companies — not just from the commodity cost of growing the wheat or sugar. And some of those nonagricultural costs are rising, too.

Companies are being forced to fork out money for insurance policies to deal with harsh weather and invest in new suppliers to make their business more resilient.

Persistent drought has lowered water levels on key shipping routes, including the Panama Canal and the Rhine River in Europe, requiring shippers to lighten their loads or find other routes.

And then there is the cost of sustainability efforts as countries seek to meet netzero-emissions targets. In all, risks that food prices stay high or swing more wildly have grown.

US stock gains may grow elusive as boost from inflation slowdown wanes

As inflation worries ease, U.S. stocks may need a fresh source of fuel to propel further gains this year, investors said.

Data released on Thursday showed annual inflation, which had been running at 40-year highs a year ago, rose at a more moderate pace than expected in July, supporting the so-called “Goldilocks” narrative of disinflation and resilient growth that has won over bearish investors and boosted risk assets this year. The S&P 500 (.SPX) has gained more than 16% on a year-to-date basis, though it was last trading largely flat on Thursday.

But with many traders now betting the Federal Reserve is unlikely to raise interest rates again this year and fears of a U.S. recession receding, an improving inflationary picture may become less of a driver for stock prices going forward.

That may make it more challenging for stocks to continue their recent rise, with high Treasury yields offering an attractive alternative, equity valuations stretched and investors’ stock exposure far higher than it had been at the beginning of the year.

The latest CPI report “is good news. At the same time, I think that the S&P is pretty fully valued,” said Jack Ablin, chief investment officer at Cresset Capital. “With stocks priced where they are, they are going to need a tailwind of lower rates to keep this momentum going.”

Indeed, stock moves have been more constrained on the CPI release dates in 2023 compared to last year, with the S&P 500 moving at least 1% in either direction just once so far this year, compared to six times in 2022, when it was far less clear how far prices would rise and how aggressively the U.S. central bank would respond.

Individual CPI reports have not had “a material and lasting impact” on markets for several months, said Guy LeBas, chief fixed income strategist at Janney Montgomery Scott.

“I suspect that’s because, very simply, the crisis period of inflation is over and really has been for a few months,” LeBas said.

Some investors also said the July CPI report, while encouraging, was not enough to take more Fed rate hikes decisively off the table. Traders of futures tied to the Fed’s policy rate saw less than a 10% chance the central bank will lift that rate from the current 5.25%-5.50% range at its Sept. 19-20 policy meeting, according to CME Group’s FedWatch Tool.

However, another CPI report is due to be released before that meeting. The Fed’s annual economic policy gathering in Jackson Hole, Wyoming later this month also could influence markets.

The CPI report is “obviously positive for the markets,” said Paul Nolte, senior wealth advisor and market strategist for Murphy & Sylvest Wealth Management. “But I think when you look at the overall picture, it still keeps the Fed engaged,” he said, noting that the latest annual inflation rate of 3.2% remained above the Fed’s 2% target.

End of relief rally?

Meanwhile, with the S&P 500 about 2.5% off the yearto-date high it hit last month, investors have cast a wary eye on

the market’s stretched valuations. The index’s forward price-toearnings ratio has risen to 19 times, well above its long-term average of 15.6 times, according to Refinitiv Datastream.

That reduces the attractiveness of stocks compared to bonds, with the benchmark 10-year US Treasury note yielding more than 4.00% and six-month Treasuries offering about 5.5%. The equity risk premium, which compares the attractiveness of stocks over risk-free government bonds, has been shrinking for most of 2023 and was around its lowest levels in

well over a decade this week.

At the same time, stocks will have to contend with what has historically been a challenging calendar period for equities. The month of August has delivered on average the third-lowest return for the S&P 500 since 1945, with September ranking as the lowest, according to CFRA Research.

Stifel equity strategist Barry Bannister is among those who expect the U.S. stock market will be hard-pressed to climb from its current levels. In a note on Wednesday, he said the S&P 500 would likely “trade sideways” in the second half of the year and end 2023 at 4,400 points, which was about 1.5% below Wednesday’s closing level.

“We believe the relief rally that was predicated on ‘no recession in 2023’ is now over,” Bannister wrote.

Presidential candidate in Ecuador is assassinated during rally

Apresidential candidate in Ecuador who had been outspoken about the link between organized crime and government officials was assassinated Wednesday evening at a political rally in the capital, just days before an election that was expected to be dominated by concerns over drug-related violence.

The candidate, Fernando Villavicencio, a former journalist, was gunned down outside a high school in Quito after speaking to young supporters.

“When he stepped outside the door, he was met with gunfire,” said Carlos Figueroa, who worked for Villavicencio’s campaign and was at the rally. “There was nothing to be done, because they were shots to the head.”

Villavicencio, 59, was polling near the middle of an eight-person race. He was among the most vocal candidates on the issue of crime and state corruption.

It was the first assassination of a presidential candidate in Ecuador and came less than a month after the mayor of Manta, a port city, was fatally shot during a public appearance. Ecuador, once a relatively safe nation, has been con-

sumed by violence related to narco-trafficking in the last five years.

“Outraged and shocked by the assassination,” President Guillermo Lasso wrote on the social media platform X, formerly known as Twitter, late Wednesday, blaming the death on “organized crime.”

The national prosecutor’s office said an hour later, on the same platform, that a suspect had been shot and apprehended amid crossfire with security forces, and had died shortly afterward. Nine other people were shot in the melee, according to the prosecutor’s office, including two police officers and a candidate for a National Assembly seat.

The killing shocked a nation already suffering deep economic, social and political upheaval.

To complicate the situation, Lasso disbanded the country’s opposition-led National Assembly in May, a drastic move he made as he faced impeachment proceedings over accusations of embezzlement. The move, which is allowed under the constitution, meant that new elections for president and legislative representatives would be held. The vote in which Villavicencio was supposed to compete is set for Aug. 20.

Villavicencio, who had worked as a journalist, activist

and legislator, gained prominence as an opponent of correísmo, the leftist movement of former President Rafael Correa, who served from 2007 to 2017 and still holds political sway in Ecuador.

In 2017, he successfully ran for a seat in the National Assembly, where he served until the legislature was dissolved by Lasso.

US nurse and her child released by kidnappers in Haiti

Abductors have freed an American nurse working for a humanitarian organization in Haiti and her child, the aid group said earlier this week, after their kidnapping in late July drew international attention to a wave of anarchic violence gripping the capital, Port-au-Prince.

El Roi Haiti, a faith-based humanitarian organization, said in a brief statement that Alix Dorsainvil, the group’s community nurse and the wife of the group’s director, was released along with her child after they were held in Port-au-Prince.

The statement provided no further details, including when they were freed, although the nurse’s mother suggested in an interview that the release took place Tuesday night.

The woman and child had been abducted on July 31 from El Roi’s campus near the capital, and the U.S. State Department had said that U.S. officials were working with their Haitian counterparts to get them released.

“There is still much to process and to heal from in this situation,” El Roi said in its statement. “We are so thankful for everyone who joined us in prayer and supported us during this crisis.”

A State Department spokesperson confirmed the release to The New York Times but did not provide more information. “Out of respect for their privacy, we will allow individuals to speak for themselves if and when they feel ready,” the spokesperson said by email.

The kidnapping of Dorsainvil and her child had drawn scrutiny to a surge in abductions for profit as gangs have taken control over large swathes of Port-au-Prince. The U.S. Embassy in Haiti ordered the departure of nonemergency government personnel the same day that Dorsainvil and her child were abducted.

While most kidnappings involve Haitian citizens, at least 51 foreigners were abducted between January and July, according to a report by the Center for Analysis and Research in Human Rights, known as CARDH. By comparison, an estimated 600 Haitians were kidnapped in the same period, according to Gédéon Jean, the organization’s executive director.

Women and children have become common targets, according to a report released Monday by UNICEF, the United Nations agency for children. Close to 300 such kidnappings happened during the first six months, nearly the total number documented in all of last year, according to the U.N.

Vigilante groups had recently been fighting back against the abduction gangs, unleashing a wave a gruesome executions of people believed to be gang members. But an increase in violence — including 83 kidnappings recorded in July — may signal that gangs have tightened their grip, mostly out of financial need, experts said.

“It’s normal for gangs to regain ground,” Jean said. “It’s a question of survival, as the kidnapping ‘industry’ had been considerably weakened. The gangs had no other choice.”

According to human rights groups, relatives of victims are often asked to pay up to $1 million in ransom.

In a bid to ease Haiti’s security crisis, Kenya’s government has said it was prepared to lead a multinational force, including 1,000 Kenyan police officers, to the Caribbean island nation. The Bahamas has also agreed to support the force by supplying 150 personnel.

The Biden administration has expressed support for the Kenyan plan, and is seeking the approval of the U.N. Security Council for the deployment of such a contingent.

It was unclear how Dorsainvil and her child were faring following their release.

“I haven’t had the chance to speak with her myself,’’ Lynn Favreau, Dorsainvil’s mother, said in a telephone interview from New Hampshire. “This just happened last night. I’m waiting anxiously to be able to speak to her.”

The four stowaways aboard a cargo ship had no idea where they were when they were met by federal police officers last month at a Brazilian port. Told they had landed in Brazil, they were stunned.

They had hopped on the ship while it was docked 3,500 miles away — in Lagos, the most populous city in the West African nation of Nigeria.

They didn’t know where it was going but didn’t care. They were jobless and desperate, they said, and wanted to go anywhere that might offer better prospects.

After rowing out to the vessel, the Ken Wave, they said they climbed into an unlikely space: the 6-foot by 6-foot opening containing the rudder.

Recounting their harrowing journey to The New York Times, they said they spent 14 days crossing the Atlantic Ocean, leaning on cold metal, terrified of falling into the churning waters just below their feet. Sometimes they spotted sharks.

“We were so scared, we just kept on praying,” said one of the men, Roman Ebimene Friday.

On day nine, they ran out of food and water, they said. “We licked toothpaste and drank seawater just to have strength,” Friday said in a telephone interview from a shelter in São Paulo, Brazil, where he was staying.

“When we informed them we were the federal police of Brazil, they made this face like, ‘huh, we’re in Brazil?’ ” said Rogerio Lages, chief of the federal police’s maritime division in the state of Espírito Santo, where the cargo vessel docked.

His unit was summoned to the port of Vitória, about 350 miles north of Rio de Janeiro, on July 10 after a boat ferrying fresh crew members to the Ken Wave spotted the migrants on the rudder, pleading for help.

Two of the men asked to be sent back to Nigeria, Brazilian authorities said, but Friday and the fourth stowaway, Thankgod Opemipo Matthew Yeye, decided to stay and have applied for refugee status.

Friday, 35, who is from Bayelsa, a state in the Niger Delta, a polluted petroleum-producing region, said he had been looking for work in Lagos for almost two years, hoping to help support his widowed mother and his three younger siblings.

He had so little money, he spent nights sleeping under a bridge, he said.

“I’m thinking of how to be a better person,’’ Friday said, explaining why he left Nigeria, “so I chose this path to make a better future and to lay a foundation for my younger brothers.”

Yeye, 38, said he had a small peanut and palm oil farm in Lagos state that was devastated by floods this year, leaving him, his wife and two young children homeless and hungry.

“There was a time that I thought of committing suicide,’’ he said, “but God helped me and I escaped through that.”

Beyond his personal travails, Yeye said he believes Nigeria is becoming increasingly dangerous. “We have a lot of security challenges,’’ he said. “I couldn’t cope anymore, so I decided to leave.”

Everyday life has been a struggle for many Nigerians in recent years as the nation has battled crises in nearly every region: an Islamist insurgency, a spate of kidnappings and deadly fighting between farmers and herders over land in a nation whose population is soaring.

There are pockets of wealth in places like Lagos,

with its investment banks, art galleries and elaborate weddings of elites that draw hundreds of guests. But for many Nigerians, unemployment is rampant, helping to fuel a major exodus.

The number of migrants from Nigeria, which has a population of about 224 million people, increased threefold between 2009 and 2019, according to the Center for Global Development.

As of the end of 2020, Nigeria ranked in the top 10 countries with the largest numbers of people living abroad, according to United Nations data.

Migrant rights are enshrined in Brazil’s constitution: They are entitled to equal treatment and access to government services such as health care, education and social security programs, even if they arrive without documentation. People from South America are automatically eligible to apply for Brazilian residency.

The country has also become a haven for migrants from much farther away. Since the United States withdrew from Afghanistan two years ago, Brazil has issued about 9,000 humanitarian visas to Afghans. It has also taken in smaller numbers of migrants from Syria, Angola and Congo.

But despite the country’s welcoming attitude toward migrants, there are still significant challenges, especially for those like Friday and Yeye who arrive from African nations.

In 2020, African immigrants earned an average of about $500 a month, while European immigrants earned roughly $3,400 a month, according to the most recent data available from Brazil’s International Migration Observatory, a government research agency. The situation is even worse for refugees and asylum-seekers, who tend to earn among the lowest incomes and work in service sector jobs.

The disparity is grounded in several factors, according to the observatory and experts. Many Europeans tend to arrive in Brazil having already lined up work, while Africans, often fleeing grim economic situations, come with no job prospects. Black migrants have also been victims of the racism and xenophobia that courses through parts of Brazilian society.

Still, Yeye and Friday, after managing to survive an ocean crossing on a ship’s rudder, find themselves grateful at having arrived in their unplanned destination.

They recently received work permits and have started applying for jobs.

Both men have been taken in at Casa do Migrante, a migrant shelter in São Paulo where they are recovering from their trip. They have gotten help navigating immigration paperwork, signing up for Portuguese lessons and learning about Brazilian customs and culture.

“I was not even expecting that I was coming to Brazil, but I found myself in Brazil, and it is a better place,’’ Friday said. “I’m very, very happy.”

Sometimes I talk about inflation with real people — no, not Donald Trump supporters in diners, but people who don’t pore over Bureau of Labor Statistics reports or argue about the relative merits of trimmed mean versus multivariate core trend inflation. And while people don’t necessarily disagree with the proposition that inflation is coming down, they do inevitably bring up the cost of groceries.

It’s a fair point. Yes, there’s a negativity bias in perceptions of food inflation, in which big jumps make a stronger impression than big declines. For example, the Eggpocalypse of 2022 got a lot more attention than the rapid normalization of 2023.

Still, it’s true that grocery prices have risen considerably more than average consumer prices since the eve of the pandemic.

Why? Can we blame Bidenomics? Or are surging food prices an example of “greedflation,” inflation caused by price gouging?

No and no. OK, the economic surge under President Joe Biden may have had some marginal impact on food prices, especially because it has led to big wage gains for low-paid workers, including workers at supermar-

kets. And I wouldn’t rule out the possibility that some big players in the food business have taken advantage of general inflation to exploit their market power even more than usual. But the key point to understand about food inflation is that it’s a global phenomenon, outside the control of any one government (except, in a sense, Russia’s — I’ll get there in a minute) and transcending the pricing policies of even the biggest businesses.

Given the huge rise in global prices, how could prices in the United States not have gone up a lot? Indeed, there have been big food price rises around the world, for example, in Europe.

Now, the prices U.S. consumers pay for food haven’t closely tracked the global price index, and in general have gone up by less. But that’s not surprising, because the indexes are measuring somewhat different things. The World Bank is estimating the prices of raw foodstuffs, while the Bureau of Labor Statistics is measuring the prices of purchased foods — loosely speaking, bushels of wheat versus loaves of bread.

This distinction drives a wedge between global prices and the prices paid by shoppers, and this in turn means that nonglobal factors can play some role in grocery inflation.

For example, a White House blog post on grocery prices cited, among other things, “pandemic-induced shifts in food demand from restaurants to groceries.” This is a version of the toilet paper problem. Remember that? Part of the issue was that the toilet paper sold in stores is different from the toilet paper sold to businesses and restaurants, and when millions of people suddenly began staying home, the industry temporarily found itself producing the wrong kind of stuff. Similar issues arose when people stopped eating out and bought more food for home use.

Also, getting food into your shopping cart involves a number of costs over and above the price of food commodities. Among these is the cost of labor. Retail food employees earn notoriously low wages, but tight labor markets have led to significant gains for the worst paid workers, which must have had some impact on consumer prices.

And yes, maybe there was some price gouging. But it can’t have been central to the story. If it were, we wouldn’t have seen egg prices come down as fast as they went up.

So food inflation is mainly a global story. But what caused that global food spike? It seems to have been a perfect storm of adverse events (including actual storms).

La adopción de esta Ley implica destinar los recursos necesarios, en los diferentes niveles gubernamentales de Puerto Rico con participación social, para prevenir y erradicar el problema. Como consecuencia, el Estado debe incluir el problema como uno prioritario en sus planes de desarrollo y destinar asignaciones presupuestarias y de recursos humanos suficientes para la prevención y erradicación del mismo”, aseguró Meléndez.

“Hoy día, la explotación sexual comercial de niños, niñas y adolescentes es considerada como una ‘forma de esclavitud y un crimen de lesa humanidad’, según se desprende de diferentes instrumentos internacionales de derechos humanos, adoptados y ratificados por muchos países que hoy disponen de un marco ético y jurídico inequívoco para combatirla. Por ello, se hace

La nueva Ley autoriza a la División de Interpol del Negociado de Investigaciones Especiales a establecer task forces con otros negociados del Departamento de Seguridad Pública y con otras agencias públicas, estatales, federales e internacionales, que tengan como propósito, erradicar el mismo en la Isla.

SAN JUAN – Junto a las familias de los ciclistas Raúl Velázquez Vázquez, Keisy Toro Espiet, quienes fallecieron el año pasado trágicamente mientras practicaban el deporte del ciclismo, la senadora por acumulación, Keren Riquelme, firmó un proyecto de ley que designa el 7 de agosto de cada año, como el ‘Día del Ciclista y Concienciación Ciudadana’, con motivo de hacer una distinción especial a todos los ciudadanos que practican esta disciplina deportiva y recreativa, al igual que todos los ciclistas que han fallecido por accidentes en las vías públicas.

La pieza legislativa también promueve mayor seguridad en las vías de rodaje para estos entusiastas.

“Durante los pasados años, el ciclismo, en todas sus modalidades, en Puerto Rico ha tomado un auge sin precedentes. Diariamente vemos en nuestras carreteras individuos, al igual que grupos de ciclistas de ruta disfrutando de esta modalidad recreativa y deportiva. Sin embargo, con el aumento de aficionados de esta disciplina, también se ha reflejado un incremento en el número de accidentes y fatalidades de ciclistas en nuestras vías de rodaje, principalmente por conductores que no manejan con la precaución necesaria al compartir la carretera”, comentó la Senadora del Partido Nuevo Progresista.

Riquelme estampó su firma en la medida durante una sencilla pero emotiva ceremonia en la que participaron los familiares de Velázquez Vázquez y Toro Espiet, al igual que el secretario del Departamento de Recreación y Deportes, Rey Quiñonez, el director ejecutivo de la Autoridad de Carreteras y Transportación, el ingeniero Edwin González y el director ejecutivo de la Comisión de Seguridad en el Tránsito, Luis Rodríguez entre otros jefes de agencia.

Además, múltiples organizaciones de ciclistas se dieron cita para la histórica firma.

El año pasado los accidentes de este tipo han cobrado la vida de cinco ciudadanos, incluyendo a los ciclistas Velázquez Vázquez y Toro Espiet, quienes perdieron sus vidas tras ser impactados por un conductor en la jurisdicción del municipio de Manatí. Entre el 2018 y el 2022 44 ciclistas, 9 por año, han perdido sus vidas en las vías públicas.

En Puerto Rico, las bicicletas están definidas como vehículos y los ciclistas tienen los mismos derechos y deben seguir las mismas leyes de tránsito que los conductores de otros vehículos. La Ley de Vehículos y Tránsito del 2000 (Ley 22-2000), establece la Carta de Derechos del Ciclista y Obligaciones del Conductor. Además, la referida ley también dispone de procesos de orientación mediante campañas especiales para orientar a la ciudadanía de los derechos que cobijan a los ciclistas y las responsabilidades de estos y otros conductores de vehículos en nuestras carreteras. La sana convivencia entre ciclistas y conductores es un asunto de política pública de la presente administración gubernamental.

Robbie Robertson, the chief composer and lead guitarist for The Band, whose work offered a rustic vision of America that seemed at once mythic and authentic, in the process helping to inspire the genre that came to be known as Americana, died Wednesday in Los Angeles. He was 80. His manager, Jared Levine, said he died after a long illness.

The Band’s music so affected Robertson’s fellow guitarist Eric Clapton that he lobbied for entry into their ranks. (The offer was politely declined.) A quarter-century later, The Band’s music provided a key template for the acts first labeled Americana, including Son Volt, Wilco and Lucinda Williams, as well as for their sonic heirs.

Though Robertson dominated The Band’s writing credits, he frequently emphasized the importance of all five members. “Everybody did something that raised the level of what we were doing to a stronger place,” he told The Guardian in 2019. “They’re all unique characters you could read about in a book,” he told Musician magazine in 1982.

Three of his fellow members — drummer Levon Helm, pianist Richard Manuel and bassist Rick Danko — expressed those characters in distinctly aching vocals, Robertson rarely sang lead, instead finding his voice in the guitar.

The lofty stature of The Band was further burnished by their participation in several seminal events in the history of Bob Dylan. They served as his backing group during the historic 1965-66 tour that found him “going electric,” to the horror of folk fundamentalists who booed his move away from his original acoustic style. “When people boo you night after night, it can affect your confidence,” Robertson told The Guardian. But, he added, “We didn’t budge. The more they booed, the louder we got.”

In “Once Were Brothers,” Dylan called the group “gallant knights” for sticking with him.

In the summer of 1967, The Band went to live with Dylan in Woodstock, New York, where together they recorded a trove of important songs, some of which later leaked out in the form of the first significant bootleg record, nicknamed “The Great White Wonder.” Key songs from those sessions, mainly written by Dylan but augmented by pieces written by members of The Band including Robertson, didn’t enjoy an official release until 1975, as the double album “The Basement Tapes.” It became a Top 10 hit and inspired New York Times critic John Rockwell to call it “one of the greatest albums in the history of American popular music.”

In 1974, The Band reunited with Dylan, backing him on the album “Planet Waves,” which became a No. 1 Billboard hit, and then launching a tour that yielded the gold concert recording “Before the Flood.”

Two years later, The Band gave what at the time was called its final concert, held in San Francisco and billed at the time as “The Last Waltz.” An all-star affair, it featured guest artists including Joni Mitchell, Van Morrison, Muddy Waters and Neil Young, as well as Dylan. A film of the show, released in 1978 and directed by Martin Scorsese, was lionized by Rolling Stone magazine in 2020 as “the greatest concert movie of all time.” The Band was inducted into the Rock & Roll Hall of Fame in 1994.

Some years after the group’s demise, in 1987, Robertson began a solo career with an album simply titled “Robbie Robertson.” In the decades that followed, he released four more solo albums, though only the first one went gold.

Jamie Royal Robertson was born on July 5, 1943, in Toronto. His mother, Rosemary Dolly Chrysler, was a Mohawk who had been raised on the Six Nations Reserve near Toronto. The man whom he believed to be his father and who

raised him until he was in his early teens, James Robertson, was a factory worker.

When he was a child, his mother often took him to the Six Nations Reserve where, he told The Guardian, “it seemed to me that everyone played a musical instrument or sang or danced. I thought, ‘I’ve got to get into this club. I said, ‘I think the guitar looks pretty cool.’”

His mother bought him one.

“Rock ‘n’ roll suddenly hit me when I was 13 years old,” he told Classic Rock magazine in 2019. “That was it for me. Within weeks I was in my first band.”

Around that time, his parents separated and his mother told him that his biological father was a Jewish professional gambler named Alexander David Klegerman who had been killed in a hit-and-run accident before she met James Robertson. In his memoir, “Testimony” (2016), Robertson wryly commented on his Indigenous and Jewish heritage.

“You could say I’m an expert when it comes to persecution,” he wrote.

When “Music From Big Pink” was released in the summer of 1968, it boasted seminal songs written by Robertson such as “The Weight” and “Chest Fever,” along with strong

pieces composed by other members of The Band and by Dylan. “This album was recorded in approximately two weeks,” another close Dylan associate, Al Kooper, wrote in a review in Rolling Stone. “There are people who will work their lives away in vain and not touch it.”

For The Band’s follow-up album, “The Band,” released in 1969, Robertson either wrote or co-wrote every song, including some of his most enduring creations, among them “Up On Cripple Creek,” “Rag Mama Rag,” and “The Night They Drove Old Dixie Down,” which became a Top Five Billboard hit in a version recorded by Joan Baez. The album reached No. 9 on the magazine’s chart.

The Band’s next effort, “Stage Fright,” released in 1971, shot even higher, peaking at No. 5, buoyed by Robertson compositions like the title track and “The Shape I’m In.” Those songs, like many on the album, expressed deep anxiety and doubt, a theme that carried over to “Cahoots,” released in 1972. And while that album broke Billboard’s Top 20, it wasn’t as rapturously received as its predecessors.

A collection of blues and R&B covers, “Moondog Matinee,” was released in 1973, and Robertson’s muse fully returned in 1975 on the album “Northern Lights — Southern Cross,” which included “Acadian Driftwood,” his first composition with a Canadian theme. The original group’s final release, “Islands” (1977), consisted of leftover pieces and was issued mainly to fulfill the group’s contract with its label, Capitol Records.

Without Robertson, the other members of The Band released three albums in the 1990s; the last, “Jubilation” in 1998, was without Manuel, who had died by suicide 12 years earlier. Danko died of heart failure in 1999, Helm of throat cancer in 2012.

Robertson’s final solo album appeared in 2019 with a title, “Sinematic,” that underscored his devotion to film work in the last four decades of his life. He recently completed the score for his 14th film project, Scorsese’s “Killers of the Flower Moon,” which is scheduled to be released this fall.

Robertson is survived by his wife, Janet; his children, Alexandra, Sebastian and Delphine; and five grandchildren.

Marveling over where life had taken him, Robertson once told Classic Rock magazine, “People used to say to me, ‘You’re just a dreamer. You’re gonna end up working down the street, just like me.’ Part of that was crushing and the other part is, ‘Oh yeah? I’m on a mission. I’m moving on. And if you look for me, there’s only going to be dust.’”

Con el importe de dicha venta se habrá de satisfacer a la parte demandante las cantidades adeudadas, según la Sentencia dictada en el caso de epígrafe, por el Tribunal de Primera Instancia, Sala de Humacao, cuyas cantidades ascienden a $69,017.52 de principal, 5.875% de intereses, los cuales continúan acumulándose hasta el saldo total de la deuda; $37.62 de cargos por demora, los cuales continúan acumulándose hasta el saldo total de la deuda; más costas, gastos y honorarios de abogado. El tipo mínimo para la subasta será la suma de tasación pactada, la cual es $69,462.40 para la propiedad descrita. En la Demanda, la parte demandante alega que es el acreedor de una facilidad de crédito garantizada, entre otros, por el siguiente pagaré hipotecario, según enmendado, garantizado por la siguiente hipoteca que se describe a continuación: Pagaré hipotecario emitido el 11 de febrero de 2005, a favor de Doral Mortgage Corporation, o a su orden, mediante el affidávit número 4,557 del Notario Público Rafael A. Ojeda Diez, y posteriormente endosado o cedido a favor de Doral Recovery II, LLC, por la suma principal de $127,500.00, con intereses al 7 1/4% anual y vencedero el primero (1:) de marzo de 2010 y enmendado mediante Allonge el 29 de abril de 2014. En la misma fecha y ante el mismo Notario, Francisco Catalino Rubecindo constituyó hipoteca en garantía del Pagaré Hipotecario mediante la escritura de Hipoteca número 74, otorgada en San Juan el 11 de febrero de 2005, la cual consta inscrita al folio 161 del tomo 1119 de Santurce Norte, finca número 14,312, Registro de la Propiedad de Puerto Rico, Sección I de San Juan. La hipoteca antes descrita fue modificada mediante la Escritura número 173 de Modificación de Hipoteca y Pagaré Hipotecario, otorgada en San Juan el 29 de abril de 2014, ante el Notario Público Gadiel O. Rosario Rivera, la cual consta inscrita al tomo Karibe de Santurce Norte, finca número 14,312, inscripción 18, Registro de la Propiedad de Puerto Rico, Sección I de San Juan. La hipoteca mencionada, según modificada, grava la siguiente propiedad:

URBANA: Solar número doscientos sesenta y siente (267), radicado en la Calle Corton del Barrio Santurce de San Juan, compuesto de doscientos metros cuadrados (200.00 m.c.).

En lindes por el NORTE, en una distancia de veinte metros (20.00 m), con el solar número doscientos sesenta y cinco (265) de la finca principal; por el SUR, en una distancia de veinte metros (20.00 m), con el solar número doscientos sesenta y nueve (269) de la misma finca principal; por el ESTE, en una distancia de diez metros (10.00 m), con Cecilio de Castro Sánchez; por el OESTE, en una distancia de diez metros (10.00 m), con la Calle Corton. Enclava una casa. Inscrita al folio 1 del tomo 392 de Santurce Norte, finca número 14,312, Registro de la Propiedad, Sección I

de San Juan. El original del pagaré hipotecario antes descrito se ha extraviado sin el mismo haber poder sido localizado a pesar de las gestiones realizadas por la parte demandante, y por ello comparece ante el Tribunal solicitando su sustitución o reproducción. Por tratarse de una obligación hipotecaria y pudiendo ustedes tener interés en el pleito o quedar afectadas por el remedio solicitado, se les emplaza por este edicto que se publicará una (1) sola vez en un periódico de circulación general de Puerto Rico. Phillies pitcher goes distance in 124-pitch no-hitter

The Philadelphia Phillies acquired Michael Lorenzen at the trading deadline in hopes of bolstering their starting rotation as they made a playoff push.

In just his second start with the team, he more than delivered, tossing a no-hitter in a 7-0 win over the Washington Nationals on Wednesday night in Philadelphia.

Lorenzen’s outing was the fourth no-hitter of the season and came just eight days after the previous one, in which Framber Valdez of the Houston Astros allowed only one base runner and faced the minimum number of hitters against the Cleveland Guardians.

Lorenzen had a more treacherous path to history. He entered the ninth inning with 111 pitches, already a season high, and had already walked four batters.

He completed the no-hitter by getting Nationals first baseman Dominic Smith to fly out to center fielder Johan Rojas. Lorenzen ended up with 124 pitches, passing Los Angeles Angels right-hander Griffin Canning (120) for the most thrown by any pitcher in a game this season.

Starters these days typically throw around 100 pitches per game, and worries about overtaxing pitchers with high pitch counts have led to some managers pulling the plug on no-hit

bids. Last season, for example, Los Angeles Dodgers manager Dave Roberts removed star left-hander Clayton Kershaw from a cold April game in Minnesota after seven perfect innings, even though he had thrown only 80 pitches.

But with the Phillies leading by seven runs against the Nationals, the last-place team in the National League East, manager Rob Thomson could afford to leave Lorenzen in the game to finish the 14th no-hitter in franchise history.

After the game, Thomson told reporters that Smith may have been Lorenzen’s last batter regardless of the outcome.

“I may have had to wear a bulletproof vest,” Thomson said of the potential consequences he would have faced if he had taken out Lorenzen.

Lorenzen’s teammates mobbed him after the final out and his mother and other family members celebrated in the stands. In a postgame television interview, he became choked up when asked how his father, who died in 2016, would have reacted.

“He’d just be saying, ‘Atta boy. Way to finish it,’” he said.

Lorenzen, a right-hander, joined Philadelphia earlier this month through a trade from Detroit, where he had been in his first season there. He was the Tigers’ requisite representative at last month’s All-Star Game in Seattle,

where he pitched two-thirds of an inning in relief in his first career All-Star appearance.

He joined a Philadelphia team that had started slowly this season after making the 2022 World Series. The slugging first baseman Rhys Hoskins tore a knee ligament in spring training, and star outfielder Bryce Harper did not make his season debut until May after recovering from Tommy John surgery.

The Phillies entered July with a winning record but in third place in the NL East. They have since climbed to second to gain one of the league’s wild-card positions.

In choosing to trade for Lorenzen, Philadelphia added to a strength. Its pitching staff ranks in the top five in the NL in opponents’ average, walks and hits per innings pitched and ERA despite playing its home games at the generally hitter-friendly Citizens Bank Park and the team having a league-average defense.

Lorenzen made his major league debut with Cincinnati in 2015, starting 21 games before becoming a full-time reliever over the next six seasons with the club. An outfielder in college at Cal State, Fullerton, Lorenzen even occasionally pinch hit and played the outfield with Cincinnati. He has a career .233 average with seven home runs and made six starts in center field in 2019.

His moonlighting as an outfielder faded in 2020 and 2021, with the introduction of

the designated hitter in the NL and Lorenzen injured for portions of 2021. Seeking to be a full-time starter, he joined the Angels in 2022 and left two-way exploits to Shohei Ohtani. On Wednesday, at least, it looked like a great choice.

By the time Colombia left the Melbourne Rectangular Stadium in Australia on Tuesday, it was cold. Not quite bitterly cold, but further along the line than merely chilly. The players were rubbing their hands together, bouncing up and down, all just to take the edge off. Still, they were happy to stop and talk. Some nights are worth prolonging.

Those players also had a consistent message. They have already made history. They know that, and they are rightly and joyously proud of it. Colombia has never before reached the quarterfinals of a Women’s World Cup. Now it has, thanks to a narrow but composed win against Jamaica. But that does not mean it is finished. One bit of history is not enough.

A logic will take hold in the next couple of days that fate has smiled on England. The European champion thought it had lost Keira Walsh to long-term injury, but it had not. It saw Lauren James, its best player in this tournament, sent off against Nigeria, and then it squeezed through on penalties anyway. Now it finds itself against Colombia on Saturday (6:30 a.m. ET, FOX), the last of the outsiders standing.

That is all true, but it does somewhat ignore the overall timbre of this tournament. “We have seen in this World Cup that surprises happen,” said Jorelyn Carabalí, the Colombia defender. “Teams that are very important have gone home. The games have all been … different.”

England is, as Linda Caicedo noted, a “world power,” in other words, but this

does not appear to be a great tournament at which to be a world power. Perhaps the natural order will reassert itself now that the World Cup is in its final thrashings. Nobody who has been paying attention would bet the house on it.

The same sense of uncertainty pervades the other quarterfinals.

There is the host nation, Australia, backed by a whole landmass, against a French team that has simultaneously given the impression that it is learning as it goes and that it is a remarkably quick study (Saturday at 3 a.m. ET, FOX).

These games will be decided, as Carabalí said, by “small details.” What they have done already, what has gone before, will not matter. “We will celebrate tonight,” Caicedo said before she headed off into the warmth. “But then tomorrow

it will be the past.”

The outcomes of the two other quarterfinals, Spain vs. the Netherlands and Japan vs. Sweden, will be known by the time this edition hits the newsstands on Friday morning.

1930 CAC Games medals are displayed in San Juan museum

The Puerto Rico Olympic Museum in San Juan is exhibiting for the first time the medals won by Puerto Rican athletes in 1930 during the Central American & Caribbean Games in Havana.

The first Puerto Rican medalists were the members of the military rifle team that won silver on March 27, 1930. Subsequently, Manuel Luciano stood out in track and field by winning a silver medal in the pole vault. Luciano’s grandson, Manuel Luciano Rodríguez, recently lent his grandfather’s medal to the museum.

“Throughout time, I have tried to honor my grandfather’s legacy, preserving the history that the medal represents,” said Luciano Rodríguez, speaking about the meaning and responsibility of sharing a piece of history with the people of Puerto Rico.

The exhibit also highlights the fact that during the 3rd CAC Games in San Salvador of 1935, Luciano was the standard bearer of the Puerto Rican delegation, carrying with him the single star flag at a time in which it was prohibited to do so.

The exhibition at the Olympic Museum not only serves as a reminder of the island’s sporting achievements, but also as a testament to the courage and perseverance of its athletes over the years.

England’s Lauren James gets 2-game ban at Women’s World Cup

Lauren James, a top player for England in the Women’s World Cup, was given a two-game suspension by FIFA, soccer’s governing body, for stepping on the back of an opposing player in her team’s round-of-16 win against Nigeria on Monday in Brisbane, Australia. If she does return in this tournament, it will be in the final.

James received a red card near the end of regulation time because she stamped on the back of Michelle Alozie as Alozie was getting up from a foul. England went on to win on penalties after 120 minutes with no goals.

The red card meant that James was automatically suspended for England’s quarterfinal game Saturday against Colombia. But FIFA’s disciplinary committee, it was announced Thursday, tacked on an additional game because her violation was for violent conduct.

“The suspension will be served for the FIFA Women’s World Cup quarterfinal and the next international fixture following that,” FIFA said in a statement.

Why it matters: James has been one of England’s top players.

James, with three goals in this tournament, had been England’s most exciting player. She had accounted

for five goals in a win over China in the group stage, with three assists, two goals and a potential third called back because one of her teammates was offside.

England is one of the top teams remaining, especially after the eliminations of the United States and Germany, and James’ presence helped the Lionesses over-

come injuries to other key players.

Background: The violation came near the end of a physical game.

England’s game against Nigeria was a tough, backand-forth contest in which Nigeria was playing aggressively and England seemed to be holding on. Nigeria, having seen James’ success in the tournament, kept a defender on her as much as possible. As a result, James touched the ball less often than she wanted to.

Alozie acknowledged the game’s intensity in a post on X, the social media platform formerly known as Twitter. “This game is one of passion, insurmountable emotions, and moments,” she wrote. “All respect for Lauren James.”

James responded with an apology: “I am sorry for what happened.”

What’s next: England faces Colombia in a quarterfinal Saturday (6:30 a.m. ET, FOX).

James can return for the World Cup final if England can win two games without her. Colombia has another big star in 18-year-old Linda Caicedo. The winner of that quarterfinal is scheduled to play a semifinal Wednesday against the winner of Saturday’s other quarterfinal between France and Australia (3 a.m. ET, FOX).

The final of the tournament is Aug. 20.
