PERAA names three Lacsonians as TOPM ‘14

Legaspi Jr. Recognizing the exceptional contribution that they have imparted to their institution, Private Education Retirement Annuity Association (PERAA) has again named three Lacsonians who were qualified for the Top Three national winners in its search for the Top Outstanding PERAA Member 2014, September 1.

Dr. Ralph L. Pador, Unit Administrator, Ms. Mary Luna Dawn B. Cabingan, Guidance Counselor, and Dr. Noel B. Orquinaza, Faculty, were the university’s nominees who passed the screening, evaluation, and interview by the PERAA screening committee.

“Know yourself and all of your fine qualities. Always believe that you will ultimately succeed in whatever you do, and never forget being God-fearing and the value of persistence, perseverance, and determination. You are meant to be whatever you dream of becoming,” said Ms. Cabingan.

To be a TOPM awardee, nominees must pass their respective papers for evaluation of supporting documents and from there the top 20 will be selected and undergo the final interview wherein the Top 3 for each category will be chosen.

because I have the chance to give honor to the university, where I am now, and to my family. It is a responsibility because, as a teacher, I need to fully perform my duties and responsibilities to positively influence my students which would last for eternity and to continuously teach and learn until my last breath,” said Dr. Orquinaza.

Teaching Level A, Teaching Level B, Non-teaching Level A (Administrative Level) and Non-Teaching Level B (Administrative Staff) were the different categories in which Dr. Pador, Ms. Cabingan and Dr. Orquinaza were declared winners in the 3rd, 4th and 2nd category respectively.

This search aims to recognize the deserving members of the association with outstanding contributions to their institutions as well as to the community.

Moreover, winners together with their respective rankings on the top three will be announced and awarded on October 17, 2014 at Puerto Princesa City, Palawan during the PERAA’s 42nd Anniversary Celebration.

PERAA is an organization that provides adequate and affordable retirement programs to participating private educational institutions by operating as a non-profit organization.

Balsomo, Paterno represent on PH’s senate

Lacsonian representatives, Paterno and Balsomo at the Philippine Model Congress.

Bearing the university’s ideals and vision, two Lacsonians were given a chance to sit in the Philippine Senate in this year’s Philippine Model Congress (PMC) at Pasay City, September 13-14.

Mdpwn. Daishel A. Balsomo, University SSC President and Mdpn. Joeffre A. Paterno, a Polaris 3A cadet, were chosen together with other 398 participants out of over one thousand applicants all over the country after answering series of questions and essays pertaining to their

track record in leadership and political participation.

“I am very glad to be a part of the country’s largest legislative simulation conference and to represent the voice of the Filipino seafarers,” said Mdpn.

Paterno.

Participants were made to propose their own bills and submit them to the Executive Board which is in-charge of choosing the bills to be discussed during the different sessions of the conference.

“The Philippine Model Congress is indeed a good tool in enhancing the Filipino’s attributes in leadership and in instilling political awareness to the minds of the youth,” added Mdpn. Paterno.

This congress aims to strengthen the voice of the Filipino youth, instill political awareness and civic involvement, and build a community of Filipino youth who are invested in the country’s future.

“It is truly overwhelming knowing that you will be representing your institution in the Philippine Senate,” said Mdpwn.

Balsomo.

To sustain the social transformation even after the Congress has ended, the passed bills will be forwarded to the senate for review.

Furthermore, it is now the third time for the Philippine Senate to open their gates for PMC participants.

PMC is a collaborative effort of Filipino college students from various universities that has earned accreditation and sponsorship from the Department of Education (DepEd) and the Commission on Higher Education (CHED).

JBLF System incorporates change in Mission and Vision, Quality Policy and 9-Point Agenda

To continuously uphold the standard of the institution and satisfy its stakeholders, the JBLF system modified its mission and vision, 9-point agenda and quality policy.

Department heads from all units together with Dr. Ronald Raymond Sebastian, Chief Executive Officer, conducted a strategic planning at Puerto Del Mar, Guimaras to make changes in the corporate statements, April 10 and 11.

The amended mission added, “we aim to improve the quality of life through our thrusts in quality, health, safety and environment”, which is in line with the newly implemented standard Quality, Health, Safety and Environment (QHSE)

Policy which was adopted last year.

On the other hand, the old vision was revised to; “we shall be among the globally leading institutions in providing high quality education and training by 2020”.

“The mission is still the same which is based on the purpose of the founder, Capt. Juan Bautista Lacson, that is, to give quality education to the poor,” said Dr. Edmundo Pragados, Quality Assurance Manager, JBLFMU-Molo.

“Also, our vision was revised to make it simple and achievable,” he added.

Moreover, the 9-point agenda and quality policy was also amended in support for the thrust of the university in achieving its goal through QHSE.

Added to the agenda was; “a competent and productive workforce, which emphasizes the value of adequate staff and faculty in delivering quality services to its stakeholders”.

“The QHSE policy is for the employees.

They should always remember it in order to satisfy the needs of the customers or stakeholders or even exceed it and should therefore advocate QHSE,” he added.

Furthermore, Ms. Angelica Fraginal of ACF Consultancy and Training Services served as the consultant and partook in the amendments and revision of the school’s mission and vision, quality policy and the 9-point agenda.

DOH Region 6, PRC honor JBLFMU-M

With its firm support for the blood donation programs of the Philippine Red Cross (PRC), the Department of Health (DOH) Regional Office VI and PRC 6 recognized John B. Lacson Foundation Maritime University (JBLFMU) - Molo in two separate awarding events.

DOH 6 cited JBLFMU-Molo as one of the Regional Sandugo Awardees and the only school in the province of Iloilo to receive the said award which was held at Sarabia Manor Hotel, July 22.

On the other hand, out of six universities and colleges in Iloilo namely JBLFMU-Molo, Central Philippine University, University of San Agustin, Western Institute of Technology, Iloilo

Doctors College and West Visayas State University, JBLFMU-Molo emerged as the only academe which was given the Special Gold Citation by PRC 6 in the 16th Blood Donors Recognition and Awarding Ceremony held at Hotel Del Rio, July 31.

“It is a great honor to be a part of the Red Cross Advocacy, ‘Bleed for a cause’, and receiving these awards is very heart-warming to us for we served as instruments in saving the lives of others through the conduct of bloodletting activities,” said Mdpwn. Norwella Claire Belloga, College Red Cross Youth’s (CRCY) president.

These prestigious awards were tributes for the two consecutive blood

donation activities of the school at JBLFMU-Molo’s gym last July 11 & 23, wherein a total of 133 bags of blood were collected from the Lacsonian community and deposited at the PRC blood bank.

“It’s been an honor to receive this citation for Gold Award in behalf of the JBLFMU-Molo community,” said Ms. Stennaley Selfides, CRCY’s adviser. “I owe this award to every Lacsonian hero in their noble act of donating blood,” she added.

Moreover, Ms. Selfides gave assurance that the CRCY will never be tired of supporting and upholding blood donation activities of the PRC in the near future.

Lacsonian mentor places 1st in the region

“Reading Achievement among FirstYear Marine Engineering Students: Its Effect on Academic Performance” by Dr. Elsie F. Gancia won ‘Best Dissertation’ in the region, May 16.

Philippine Association for Graduate Education (PAGE) granted the award during the 1st Graduate Students Research Congress held at Multi Purpose Hall, Division of Iloilo.

“God’s blessing is simply amazing and it comes in His own special way.

I’m blessed by this recognition because it is indeed a great honor to represent JBLFMU-Molo campus in this prestigious event,” said Dr. Gancia.

Out of 52 entries, 10 were chosen as presenter and finalists, then top 3 were selected and screened until Dr. Gancia’s dissertation emerged in the region.

“The best dissertation award I’ve received also reflects the essence of my research endeavor, the perpetual inspiration and benevolence shared by my mentors, and the steadfast love of my family, students, relatives, and friends,” Dr. Gancia added.

Moreover, University of San Agustin, University of Antique, University of St. La Salle, West Visayas State

University, John B. Lacson Foundation Maritime University-Arevalo, West Negros University, Filamer Christian University, Capiz State University, West Visayas

College of Science and Technology, Aklan State University, and Guimaras State College were the participating schools during the event.

Business Management Association of the Philippines (BMAP) had once again elected its officers in the national level during the 24th National Convention of

the Council of Management Educators and Practitioners in the Philippines (COMEPP) held at Baguio Country Club, July 24-26.

Brijeth Trafiero, 4th year Business Administration student, was the first Lacsonian who became a national officer after elected as one of the board of directors.

“I feel happy and blessed. I never knew that they’ll be having an election. It was unexpected but I really feel grateful that the students from other schools and regions entrusted me with the position,” said Trafiero.

Moreover, 15 national officers were elected out of the 150 students who attended the convention. Ms. Charlene Arbiterio from Saint Dominic Savio College was named as the president.

Dr. Angeli Sebastian, Program Head of the Bachelor of Science in Business Administration (BSBA) Program also attended the convention as a faculty delegate for COMEPP. “I’m proud and happy for Brijeth, knowing that she is the first national officer of BMAP coming from JBLFMU-Molo,” said Dr. Sebastian.

Representatives of State and Local

Universities and Colleges (SUCs and LCUs) from different regions attended the national convention with the theme, “A New Vision for Management Education: A response to ASEAN 2015 Integration”.

“The Convention gave us better and clearer ideas, and also clarified all the misconceptions about the integration,” Dr. Sebastian added.

Furthermore, BMAP is the student counterpart of COMEPP, formerly Council of Management Educators (COME), which both rooted in the later part of 1980’s cofounded by Dr. Nestor V. dela Cruz who is currently the President.

“We plan to conduct activities and events in our respective regions to strengthen the relationships among business management students. We also plan to meet quarterly each year to discuss things out and prepare for the silver anniversary of COMEPP next year,” Trafiero added.

In addition, BMAP and COMEPP aim to bring about innovation and transformation to the management practice not only here in the Philippines but also in the Southeast Asia.

JBLF System welcomes new tie-up

Nautical Training International and Competency Academy (NAUTICA) Incorporated is now an official partner of JBLF after assuring its tie-up with the university, August 8.

Adding to the school’s long list of linkages, NAUTICA Inc. is the 107th manning agency that sought JBLF to cater its needs for maritime manpower.

NAUTICA Inc. is a duly accredited maritime training center owned and operated by Filipino entrepreneurs with wide exposures to various components of the maritime shipping business particularly quality education and training of individual seafarers.

They aim to organize a training institution dedicated to the needs of the

Filipino seafarers with highly competent, skilled and international standard compliant trainers, technologically advanced equipment and facilities, and maritimeoriented personnel.

NAUTICA Inc. will also be pioneering its Philippine Cadetship Program in the university with the objective of developing, training, and molding young graduates of the Bachelor of Science in Maritime Transportation and Marine Engineering courses.

“I am very thankful that NAUTICA Inc. had come to our university to offer our students this kind of scholarship,” said Ms. Mary Luna Dawn B. Cabingan, Scholarship Coordinator.

John B. BSMar-E Level IV Autonomous Status at stake John B. Lacson Foundation Maritime University – Molo’s established name in providing efficient and quality education in the maritime field will be in the verge of upholding or losing its glory endeavored for decades. The coming Philippine Association of Colleges and Universities Commission on Accreditation (PACUCOA) reaccreditation will affirm whether the Level IV autonomous status of the Marine Engineering Program is in compliance with the standards set by the latter.

The PACUCOA is a recognized private accrediting body which gives due recognition to an academic institution by attesting that ‘its academic programs maintain excellent standards in its educational operations, in the context of its aims and objectives.

This accrediting body is affiliated with Commission on Higher Education (CHED), International Network for Quality Assurance Agencies in Higher Education (INQAAHE), Department of Education (DepEd) and Federation of Accrediting Agencies in the Philippines (FAAP), thus, the result of the audit to our university will bear great significance to its long-established legacy in the maritime field.

JBLFMU-Molo’s Level IV autonomous status in the Marine Education program since 2009 will once again be scrutinized under the keen eye of PACUCOA. The reaccreditation will look into the criteria provided by PACUCOA which are (1) Excellent teaching and learning outcomes, (2) Research productivity as tool for institutional effectiveness, (3) Community service, (4) Linkages and consortia, (5)

Planning process and (6) Career planning and development for students.

But to what extent does the result of this audit affect the university? If the university fails to meet PACUCOA’s standards, the university’s BSMarE Level IV status will be demoted onto a lower level to be set by the PACUCOA. With this, the credibility of JBLFMU-Molo to offer maritime-related programs will be compromised. The shipping companies will also abate their confidence on us which will discourage potential company tie-ups to come. The chances of employment among our graduates will also be affected, as shipping companies look into the academic background of their applicants whether they graduated at a well-accredited institution. This audit should not be taken lightly.

Whether the university attains the title as ‘the first and the only Level IV BSMarE program in the country’ or be demoted onto lower accreditation levels, depending on the result of the reaccreditation, the preparations needed must be satisfactorily met and maintained.

The university as a whole is ‘100% ready’ for the said reaccreditation with the necessary preparations already done.

The renovation of offices, procurement of latest laboratory equipment, trainings and seminars given to the instructors are but a few of these preparations - innovations to maintain excellence. These innovations that the university is doing should not only be for the reaccreditation alone but for the quality education that the student body deserves.

The government is just like a coin The love of money is the root of all evil.

If that is so, I can tell you that the Republic of the Philippines’ president doesn’t do evil.

Trust me.

Before you accuse me of defending or advertising PNoy, I suggest you to keep your ideas dormant first and debate with me after you’ve read this article.

Months ago, the ‘Pork Barrel’ scam created a blast among the government’s main branches resulting to the arrest of some Senate House members. That made quite a damage to the morality and creditability of the government as a whole.

Then after that came the Supreme Court’s (SC) declaration that some part of PNoy’s Disbursement Acceleration Program or ‘DAP’ is unconstitutional. Recently, Iloilo Representative Niel Tupas Jr. called out red flags on SC’s use of Judiciary Development Funds (JDF), saying the JDF was used on loans which are not allowed prior to its implementing decree. We’re talking about money here – billions, that is.

The DAP issue. PNoy’s 5th SONA last July 28 sure gave us a lot of numbers and statistics on the country’s current health.

He also clarified on his July 14 speech the

issue of DAP’s unconstitutionality. Ladies and Gentlemen, DAP is not a program – it is a system of management that gives PNoy the power to transfer ‘savings’ on government projects that are effective and beneficial to the Filipinos (Section 39 of 1987 Administrative Code). You see, DAP is clearly constitutional.

The JDF issue.

The Judiciary Development Funds has been long-seen as SC’s ‘Pork Barrel’ funds. This fund comes from the funds collected by the courts nationwide from docket and other court fees.

According to Rep. Tupas, the SC used almost 10.1 Million pesos on motorcycles, handguns and computer loans to its qualified court employees. JDF was also used for gratuitous bonuses. All these, under the Presidential Decree 1949, are clearly unconstitutional.

Who’s the one getting the blame in all of these? PNoy? No, he shouldn’t be.

Despite of PNoy and his government’s unwavering thrust for good governance, which I must say is showing impressive results, there are still some avid critics.

Why? Because they want to sound different.

Because they want to look like they know more than the president. Because they think

The government under PNoy is not deafmute to the needs of its people. It’s just that 9 years of ‘messy governance’ under GMA is not that easy to clean under PNoy’s 5th year of leadership. PNoy may not be able to thoroughly ‘clean’ the government by 2016, at least he has made good use of his stay at the presidential seat. To that, I think PNoy deserves a glass of beer. Cheers!

Given this, importers and few economists countered the Truck Ban Ordinance 8336 implemented last February 24, which bans eight-wheeler trucks with a gross vehicle weight of at least 4,500 kilograms from the streets of Manila, 5 a.m. to 9 p.m., Monday to Saturday.

provided that their windshields are properly labeled by the type of cargo they carry. They must also have a permit from the Manila Traffic and Parking Bureau and the Manila District Traffic and Enforcement Unit to use Manila roads.

Manila City Mayor Joseph Estrada, proponent to the ordinance said that “this is all for the traffic management of Manila, in order to give aid to rampant traffic jams which are mainly caused by big trucks.”

On the other hand, as a Customs Administration student, I believe that the industry on imports and exports will be highly affected. Two of the highest-grossing ports namely the Manila International Container Port (MICP) and Port of Manila are affected by the truck ban.

Vic Abola, University of Asia and the Pacific economics professor, cited in his report that economic losses from the truck ban could range between P61.2 billion to P320 billion. I am certain that these big losses will have an unhealthy impact to the economy and can hinder the chances of making use of it for the developments we aim. Recently, according to the Philippine Ports Authority (PPA), it triggered terminal traffic and congestions over the said ports.

Although the local officials of Manila provided truck lanes, it wasn’t enough to cater the influx of the trucks. The Department of Trade and Industry (DTI) and

the PPA asked to lift the truck ban for 30 days to solve the congestion problems in the terminals but up to now remains undecided.

With this situation, I am not that apathetic not to think of the welfare of the students and employees severely affected by infernal traffic jams in Manila. This is to address to the government that they should give adequate and immediate remedies to this problem before it gets worse.

Imagine if the trucks traversing manila roads will be hindered, the pace of business will also go slow. Companies and industries which businesses highly rely on imports will be affected because of the delay of deliveries. Importers and brokers will be discouraged, because the goods released from BOC cannot physically move which in effect will result to storage and demurrage charges. Port operators, officials and workers will have a tremendous problem in solving the congestions in the ports that will also affect ships carrying goods bound to the Philippines. These sum up its negative impacts to trade which is one of the main sources of government’s revenue.

We’re not going to lose thousands of pesos here but millions, even billions. This lump sum of money can be useful – so much.

It can be a future school or food for the poor, and many other productive things. See? This is not about being greedy but about the POSSIBILITIES we must not ignore.

The perils behind the promised prosperity Today’s issue about the multi-billion Jalaur River Multipurpose Project-II (JRMP-II) of the Aquino administration in the Municipality of Calinog, Iloilo is just like those famous TV artists who have gained numerous fans and at the same time, a lot of bashers.

Since then, it’s really normal for the administration’s projects to be criticized, but this issue isn’t an ordinary one. It will greatly affect the lives of Ilonggos, especially those behind the attractive, green mountains and forests of Calinog – the “Tumandoks”.

The main goals of this project are to provide good irrigation for 32, 000 hectares of rice lands of our farmers which will surely increase the province’s agricultural production, generate 6.6 megawatts of electricity with its hydroelectric power plant, supply 75, 000 cubic meters of potable water to homes, and employ more or less 17, 000 people. But, these promises won’t change the fact that this development can harm both the people and the environment.

According to Cynthia A. Deduro, Dagsaw Panay-Guimaras Indigenous People’s Network Executive Director, the

construction of the JRMP-II will disturb the natural ecosystem of the area for it will heighten the chances of disasters such as earthquakes, landslides and flashfloods.

First, the mega dam project site located at Brgy. Agcalaga, Calinog is only 11 kilometers away from the West Panay fault line, an active fault line. This means that the dam will be too dangerous if there is a strong earthquake.

Second, the 123-kilometer long Jalaur River will pass through the municipalities of Barotac Nuevo, Calinog, Dingle, Dueñas, Dumangas, Pototan, Zarraga and Passi City which will be prone to flooding if the water in the dam rises and the dam operators are forced to open the floodgates to avoid the dam walls from breaking.

Moreover, if the construction of the mega dam is completed, three other barangays together with Agcalaga will submerge underwater, and another seven barangays will be affected with an estimated 15, 000 tumandoks will be displaced from their inherited lands.

The entire area will be devastated, but that’s not all, the lives of people living there peacefully will also be ruined.

E-books: bringing academic excellence to the next level THE FIREBALL

It was a year ago before my first vessel assignment that we’ve been told about the use of electronic gadgets such as tablets among the special program of the university. This is to pioneer the use of electronic books (e-book) among the students particularly among the Polaris class for the succeeding years.

As a maritime student of one of the most highly recognized universities in the country, I am proud that our school has really improved a lot. Improved in a sense that we are already on the verge of breaking the limits and capable of using the wings and fangs of modern technology not just for industrial means

but also for academic excellence. The use of tablets, iPads and laptops instead of books is a great idea to make knowledge come in handy yet more accessible to those who crave for it. I, as one of the benefactors of this program really appreciate this idea for I am so tired of carrying five or four books five times in a week just like some of my friends in Polaris class.

The fact however is, students are going beyond the lines. Micro and macro social networking sites, online applications and other interesting online activities serve as the main renegade of the students in reviewing their lessons. Their attentions are divided into two main competing aspects; to study or to be entertained in which majority of those mentioned prefer to choose entertainment rather than learning. Out of 10, it is quite an achievement to see three to four people reviewing their lessons through e-book while it is expected that six persons would indulge themselves playing games, downloading files and updating statuses

on social networking sites during their study periods.

As a Polaris cadet, we are obliged to maintain academic excellence by means of giving a hundred percent effort to our studies. Furthermore, we cannot say “NO TO GADGETS” as the best solution to this worsening dilemma. After all, it is just a matter of attitude towards building a better individual. We have to establish self-control and self-discipline within ourselves. We have to realize the fact that being mentally-blocked in an examination or even in quizzes is already equivalent to losing half of your life.

Use gadgets in a way that it could transform us into a better person and knowledgeable individuals. Let your tablets and laptops be the catalysts of change towards giving you the knowledge in a modernized form and be blessed that you have acquired the most beautiful face of learning. Friends and colleagues always value and read your e-book for it is a privilege that this university offers for you and me.

In its thrust for social corporate responsibility and environmental awareness, Department on Environment and Natural Resources (DENR) Region VI awarded JBLFMU-Molo for its continuous support in the implementation of Adoptan-Estero or Waterbody Program held at Sarabia Manor Hotel and Convention Center, June 27.

National Service Training Program (NSTP): Civic Welfare Training Service (CWTS) and National Reserves Officer Corps (NROTC) participated in the implementation of Adopt-an-Estero or Waterbody Program.

Envisioning an active involvement of the community in environmental

care and protection, this program is an advocacy of DENR and Environmental Management Bureau (EMB), widely tapped among communities, different schools, Local Government Units (LGUs), NonGovernment Organizations (NGOs) and private sectors annually.

As a part of this, the NSTP: CWTS and NROTC students and teachers, in cooperation with the Community Extension Service (CES) department have been conducting coastal clean ups on esteros of Iloilo River from Iloilo Esplanade to Carpenter’s Bridge, the adopted area every Saturday.

Lacsonian leaders co-found new PH student union

#SCAPisSCRAP - PCSC This hashtag marked another youth-led political history in the Philippines as Lacsonian student leaders, together with other student leaders all over the country converged to establish a union of pro-democratic leaders, June 22.

The Philippine Confederation of Student Councils (PCSC) was formed after student leaders from NCR, Luzon, Visayas, and Mindanao walkedout from the election of the Student Council Alliance of the Philippines (SCAP) during the last day of the congress at the University of Iloilo ‘due to conspiracy and subjective rulings’.

“This organization was established because we wanted to show that the youth should not be an underdog of any political party and that our rights should not be impaired by any outside

organization,” uttered Mdpwn. Daishel Balsomo, University-SSC President and one of the co-founders. She also added that “the students’ freedom must always be exercised”.

Other Lacsonians who co-founded the organization include Mdpn. Cearl Bush Lasquite, Mdpn. Kim Louie Gentuya, Mdpn. Prince Nani Co and Mdpn. Mirrel John Bilen.

After the walk-out scenario, the alliance agreed to meet at Central Philippine University to talk about their next move and to elect their temporary set of officers.

“We are not coward or lousy for walking out; we were just too strong to resist the system you want us to imbibe. Forming a different national group was all because of what you did to us,” said PCSC-President Elect Bryan Eric Cerebo.

“This new group is not rooted with any political taint and a true organization that can represent the student councils of the country,” added Cerebo.

JBLFMU-M revises grading system for A.Y. 14-15

To maintain the highest quality education and standards of the school, John B. Lacson Foundation Maritime University-Molo (JBLFMU-M) implemented its new grading system which will enhance the students’ academic performance and produce more globally competitive graduates, July 4.

With the result of the system’s academic strategic plan, JBLFMU-M introduced the Cumulative grading system this academic year 2014-2015 for the first year students.

The grade of the student in a subject will be computed as: Prelim Grade = 100%, Midterm Grade = Prelim (30%) + Tentative Midterm (70%), Final Grade = Prelim (20%) + Midterm (30%) + Tentative Finals (50%).

“I am satisfied with what our school had just implemented because first year students need adjustments in terms of exams. That’s why we only get 20% from their prelim grades for the average

because they could get low scores there for they are new in adapting college life,” said Dr. Edmundo Pragados, Unit Quality Assurance Manager.

This grading system was about to be implemented last October 2013 but with the difficulty of the students and teachers to adjust to this new grading

system and since it was still on the second semester of the school year, they implemented it this year.

Moreover, the university is now using two grading systems; the Cumulative grading system for the first year students and the Averaging system for the higher years under the old curriculum.

JBLFMU-M instructors attend IMO 3.12 training seminar

In order to provide quality education and training, JBLFMU-M professional instructors participated in the IMO 3.12 training seminar conducted by Philippine Association of Maritime Training Center Incorporated (PAMTCI) at JBLFMU-Molo Graduate School Library, July 16-25.

The training was carried out in line with the objective of Standard Training Certification and Watchkeeping (STCW) and to ensure quality maritime education being provided by our professional instructors.

12 out of the 24 instructors who participated were from JBLFMU-Molo

while the remaining came from JBLFMUArevalo, JBLFMU-Bacolod, CRCA, Training Center, and Western Visayas College of Science and Technology (WVCST).

“Through this training seminar, I learned how to construct a valid and reliable test item. Also, to analyze items whether they should be used, discarded or rephrased,” said 3/E Allan Roberto, professional instructor, JBLFMU-M. Dr. Christopher Maambong, Prof. Nilda Garcia, and C/E Winefredo Sola served as speakers during the said seminar.

“I also learned how make an assessment plan, to design valid assessment, to conduct briefings and debriefings before and after the assessment and to conduct familiarization and checklist during assessment proper,” he added.

The instructors who attended the said seminar had already undergone IMO 6.09 training, a teaching proficiency which is a prerequisite to join the IMO 3.12 training seminar.

“After the seminar, we realized that we still have lapses in terms of constructing valid test items and assessments,” pointed 3/E Roberto.

CESS joins provincial-wide tree planting activity

In support to the nationwide Arbor Day celebration, JBLFMUMolo Community Extension Services Society (CESS) joined the tree planting activity initiated by the Province of Iloilo, June 28.

Composed of 12 faculty members and 8 students, the group trailed Mt. Bacayan of Brgy. Madarog, San Enrique which was devastated by Typhoon Yolanda bringing with them seedlings to plant.

“For me this activity serves as a wakeup call for the community that we should take good care of our environment,” said Ms. Krizna Joy C. Belencion, unit CESS Officer.

The activity was under the Action for Regreening and Transformation for Climate Change Adaptation (ART for CCA) Program which was mandated

by Proclamation No. 643 stressing the rehabilitation and regreening of the environment.

Molo unit initiates Electronic Appointment System

Taking advantage of the electronic advancement, John B. Lacson Foundation Maritime University-Molo commenced the operation of its first Electronic Appointment System for Academic Counseling, August 28.

With the new system, the student who needs academic assistance can set an appointment with his instructor by just encoding his desired date and time of counseling in the Electronic Appointment System server which will be channeled to the concerned teacher either through text or email and in the same way, the student receives

confirmation or feedback.

The counseling will then take place one week after the student has set an appointment, in which each counsellee is given 30 minutes for each appointment in order to accommodate other students who also need academic assistance.

Women’s swimming team stood out as Rosemary Occeño dominated the women 17 category and over 4x100 meter freestyle relay, 400 meter freestyle and 4x200 meter freestyle relay while she won silver in 200 meter freestyle, 200 meter butterfly and a bronze, 100 meter freestyle.

Furthermore, Ma. Rudette Eleana Casidsid also won gold on women 17 and over 800 meter freestyle relay and silvers in 400 meter medley relay, 400 meter IM and 800 meter freestyle. Keeping its poise as home of brilliant swimmers and coaches that can compete not just in the country as well as internationally, JBLFMU Tankers snatched honors in the 10th Singapore Island

after beating delegates from different countries who also joined the competition.

In addition, Mr. Ronald Sta. Ana and Mr. Hanz Aplaon were chosen as one of the coaches to lead the Philippine delegation in the competition.

“It was a great exposure to our swimmers while representing our country in an international level. Their experiences have also helped them to improve their personal best time,” said Coach Sta. Ana. Moreover, many Tankers swimmers were qualified to participate in the SICCSC but they chose not to join to prioritize the upcoming competition in Korea on March 2015.

Practice regularly and train hard were the secrets in winning,” Coach Sta. Ana added.

Oportunidad na makapagtrabaho; garantiya ng administrasyong PNoy sa mga OFW sa Libya Tila mas matimbang pa ang salapi kaysa sa buhay - hindi iniinda ng mga Pilipinong naipit sa giyera sa Libya ang mapanganib na sitwasyong kanilang kinakaharap sa kabila ng mandatory repatriation na ipinanukala ng pamahalaan. Sa paniniwalang walang trabahong naghihintay para sa kanila sa Pilipinas, mas nanaisin pa nilang manatili na lamang at isaalang-alang ang pansariling kaligtasan kaysa magutom at maghirap ang kanilang mga pamilyang sa kanila’y umaasa dito sa bansa.

Taong 2011 nang huling nagkaroon ng krisis sa pamamahala at kapayapaan na humantong sa pagpapatalsik sa pwesto ng diktador na si Moammar Khadafy. Ngayon ay muli na namang sumiklab ang karahasan sa Libya kung saan ayon sa mga nagsilikas na residente ay maituturing na ‘mas malala pa’ kaysa sa nangyaring giyera nang nasa ilalim pa ni Khadafy ang bansa. Bunga ito ng hindi pagkakasundo-sundo ng mga militanteng grupo sa gaganaping eleksyon na naging sanhi ng pagkakaipit ng mga Pilipinong naghahanapbuhay roon.

Tinatayang nasa 13,000 ang populasyon ng mga Overseas Filipino Workers (OFWs) sa Libya na nagpapakita lamang na libolibong kababayan natin ang nanganganib ang buhay. Sa kabila ng Alert Level 4 mandatory repatriation ng Department of Foreign Affairs ay hindi man lang umabot o nangalahati mula sa nasabing kabuuang

bilang ang pumayag na bumalik sa Pilipinas sapagkat nasa 1,700 pa lamang ang nakumpirmang repatriates at ang mismong pinakadahilan nito- TRABAHO. Ayon sa 2014 na ulat ng International Labor Organization, ang Pilipinas na nasa 7.3% ang may pinakamataas na unemployment rate sa mga miyembro ng Association of Southeast Asian Nations (ASEAN) na naitala noong nakaraang taon. Nagpapakita ito na ang trabaho sa bansa ay hindi sapat para sa lumalaking bilang ng labor force. Dahil dito, hindi maikakailang sa pag-uwi ng libu-libong mga OFW mula sa Libya ay hindi malayong wala rin silang mapapasukang trabaho.

Gayunpaman, kaugnay sa ika limang SONA ng ating pangulo nabanggit niya na ang Pilipinas ay kabilang sa investment grade status at bukas sa mga negosyo na maaaring ipatayo sa bansa. Nangangahulugan ito na marami ang oportunidad ng mga Pilipino para makapagtrabaho at maaring sagot ito para mapanatag at makumbinsing umuwi ang mga OFW sa Libya.

Sa kasalukuyan ay ipinaabot ng Department of Labor and Employment (DOLE) ang kahandaan sa pag-uwi ng mga inilikas na OFW sa Libya. Sa pamamagitan ng Assist WELL Program na saklaw ng National Reintegration Program, ito’y kaakibat na programang tutulong sa inaalalang kawalan ng hanapbuhay at pangangalaga ng kapakanan ng mga OFW. Ayon kay Assistant

Foreign Affairs Secretary Charles Jose, hindi na kailangan mag-alala sa iuuwing Libyan dinars ng mga repatriates dahil pumayag ang Bangko Sentral ng Pilipinas na palitan ito sa halaga ng Philippine Peso.

Maituturing na walang magagawa o hindi maaaring makisangkot ang bansa sa kasalukuyang sigalot sa Libya pero ang pamahalaan ay may katungkulang pangalagaan ang kapakanan at kaligtasan ng bawat mamamayang Pilipino kasama na ang mga manggagawa nito sa loob man o labas ng bansa.

Ang kawalan ng trabaho at maliit na pasahod ang karaniwang dahilan ng pangingibang bansa ng halos 2.2 milyong Pilpino. Ito ay patuloy na tinutugunan ng administrasyong PNoy sa mga proyektong ipapatayo gaya ng konstruksyon ng mga imprastruktura at programa sa pandayuhang pamumuhunan sa bansa. Ang mga itatayong negosyo ng mga dayuhan ay magbibigay ng regular na trabaho na saklaw ang posisyong pangpropesyunal, teknikal at skill-based na mga manggagawa. Kung kaya’t kahit sabihin pang hindi ganoon kalaki ang sahod dito sa Pilipinas kumpara sa kinikita sa ibang bansa, ang mahalaga ay nasa ligtas na kalagayan at malapit sa piling ng pamilya. Sa huli, nasa tao parin ang pagpupursigi at pagsisikap na makahanap ng trabaho.

MARINA: Gaano nga ba kahanda?

Isa sa mga nangungunang kontribyutor sa pagpapalago ng ekonomiya ng Pilipinas ang mga Marino. Halos 400,000 Pilipinong marino sa ating bansa ang nagbibigay ng 5 bilyong dolyar na kontribusyon sa kaban ng bayan. Ngunit parang napapabayaan na yata ng pamahalaan ang industriyang maritima sa ating bansa, sapagkat noong nakalipas lamang na Oktubre 2013 ay bumagsak ang Pilipinas sa isinagawang audit ng European Maritime Safety Agency (EMSA) at muntik pa tayong maisama sa “black list” ng European Union (EU).

Bilang tugon, ipinasa ang R.A. 10635 na alinsunod sa 1978 International Convention on Standards of Training, Certification and Watchkeeping (ICSTCW) para sa mga marino. Ito ay naglalayong masunod ang pandaig-digang pamantayan para sa industriyang maritima sa bansa. Ito ay pinangunahan nina Sen. Franklin Drilon at Rep. Jesulito Manalo (Angkla party-list) at inaprobahan ni Pangulong Benigno Aquino III nitong ika-13 ng marso.

Ang naturang batas ay naglalayong maging isang sentralisyadong ahensya ng ating gobyerno ang Maritime Industry

Authority (MARINA) upang magpatupad ng mga epektibong regulasyon na makakatulong sa pagpapalago at pagpapalawak ng industriyang maritima sa ating bansa at ma-iayon ito sa 1978 ICSTCW. Kalakip pa sa batas na ito ay ang pagkuha ng MARINA mula sa Philippine Regulations Commission (PRC) ng awtorisasyon sa pagsasagawa ng licensure examination para sa mga marine deck at engine officers, at pagbibigay ng mga importanteng dokumento na kailangan alinsunod sa regulasyon ng STCW tulad ng Commission on Higher Education (CHED), Technical Education and Skills Development Authority (TESDA), National Telecommunications Commission (NTC), at Department of Health (DOH) tulad ng Certificates of Competency, Certificate of Profiency at iba pa.

Ngunit papaano nga naman makakaya ng MARINA ang lahat ng responsibilidad na ito kung sa pagkuha pa lamang ng Seafarers Identification and Record Book (SIRB) ay napakatagal na ng proseso?

Tayong mga Marino ay isa sa mga maituturing na bagong bayani sa makabagong panahon, nagpapakalayo tayo at nakikipagsapalaran sa iba’t-ibang parte ng karagatan upang mabigyan ng magandang kinabukasan ang ating pamilya at makatulong sa pagpapalago ng ekonomiya ng ating bansa. Kaya’t huwag naman sanang masayang ang mga sakripisyong ito dahil sa pagkakamali ng iilan.

Bilang tugon sa suliraning ito, minabuti ng John B. Lacson Foundation Maritime University- Molo (JBLFMU-M) na itaguyod ang adhikaing makatulong sa higit na nangangailangan. Hindi lamang sa layong makapagbigay ng kalidad na edukasyon kundi pati na rin sa pagpapalaganap ng kahalagahan ng bolunterismo sa mga mag-

aaral nito. Dapat nating itanim sa isipan ng bawat isa ang halaga ng pakikipagbahagi at pagtulong sa nakararami.

Isang hakbang ang pagpupursigi ng JBLFMU-M kasama ang Community Extension Services Society (CESS) na isulong ang pagtulong sa mga mahihirap, pagbigay ng mga kaalaman at paghandog ng tulong sa oras ng pangangailangan.

Nakatuon ang mga gawaing ito sa pagpapatatag ng anim na pundasyon ng paaralan, ang health, values, education, environment, livelihood, at safety and security.

Isa sa mga ito ay ang pagkupkop sa paaralang Severo Abeto Elementary School at Sen. Francisco C. Zulueta Memorial School na nakabenipisyo sa samu’t-saring aktibidades ng paaralan. Naging tulay sa gawaing ito ang pagsasagawa ng Special Physicist Environmentalist Chemist, English at Euclidians Club ng tyutoriyal sa mga mag-aaral ng nasabing paaralan.

Dagdag pa rito, naging aktibo din tayo sa mga gawaing nakakatulong sa pagpapaganda ng paligid at pagprotekta sa kalikasan. Nakikibahagi tayo sa mga

programa tulad ng Mangrove Planting, Costal Clean up, at Tree Planting.

Ipinapalaganap din natin ang kahalagahan ng kalusugan sa lahat, sa pamamagitan ng seminars at symposiums at pagkakaroon ng mga Medical at Dental Missions, First Aid Trainings at Bloodletting activities.

Dahil sa pagsulong ng institusyon sa adhikaing ito, ang CESS ay napasama at pinarangalan bilang isa sa mga Ten Accomplished Youth Organization.

Nakatanggap din ito ng Certificate of Appreciation mula sa Department of Social Welfare and Development (DSWD), at Certificate of Recognition bilang isang Non-Government Organization (NGOs) na sumusulong para sa kaligtasan ng mga kabataan ng Brgy. Sooc, Arevalo.

Sadyang mahalaga ang bayanihan sa ating lipunan pagkat naituturo nito ang kahalagan ng pagbibigayan at pagtutulungan. Naipapahiwatig natin sa ating mga kapatid na may karamay sila sa lahat ng pagkakataon. Nawa’y magpatuloy ang adhikaing ito pagkat nasasalamin ng lipunang nagkakaisa ang bansang masagana.

Matapos ang humigit-kumulang isang buwan ng matinding sagupaan at agawan ng bola sa loob ng court, nag-uwi ng pilak ang JBLFMUMolo Dolphins sa katatapos na 10th Mayor Leslie Warren A. Benjamin Intercollegiate Basketball Tournament na ginanap sa Dumarao, Capiz, Hunyo 28 – Hulyo 26.

Ito ay nang masungkit ng Dolphins ang 1st runner-up sa kompetisyon na nilahukan ng limang paaralan mula sa Capiz at Iloilo na kinabibilangan ng Colegio De La Purisima Concepcion, Hercor College, Central Philippine University – High School Department, John B. Lacson Foundation Maritime University at University of San Agustin.

“Teamwork talaga ang rason kung bakit nakaabot tayo sa finals at nakuha namin ang 1st runner-up,” sabi ni Mil Ian John Bibaoco, Head Coach ng Dolphins.

Ang JBLFMU Tanker na pinangunahan ni Coach Ronald Sta. Ana ay nagtala ng total score na 1,137 puntos upang mapatumba ang mga delegado mula sa CPU Golden Lions, Aklan Swimming Team, Capiz Turbo Shark, Capiz Eaglerays at Panaad Swim Team.

Pinaranglan din sina Ashlee Robin Dequito (boys’ 11-12) at Willrichson Casidsid (boys’ 15-16) bilang Most Outstanding Swimmers matapos magpakita ng katangi-tanging kakayahan sa ginanap na liga.

“Winners never quit, quitters never win. It is not easy to be an athlete at the same time a third class Polaris cadet. As a winner during the PSL, I am very proud that all my hard work and sacrifices had been paid off,” saad ni Rosemary Occeño, isa sa mga Tankers na nanalo sa PSL. Ang PSL ay naglalayong makadiskubre ng mga talentadong manlalangoy sa Western Visayas, matulungan silang pangarap at makamit ang kanilang maging parte ng delegasyon ng Pilipinas sa hinaharap.
