JBLF CEO shares best practices in UEA Convention

By Mark P. Almelia and Gilda A. Rodinas Chief Executive Officer Dr. Ronald Raymond L. Sebastian presented John B. Lacson Foundation Maritime University’s (JBLFMU) solar panel project in ‘Best Practices on Renewable Energy, Energy Efficiency, Energy Conservation’ in the 2015 Urban Environmental Accords (UEA), September 15.

“Yes, this is a risk that others did not take but of course the adoption of solar panel project was carefully studied and conceptualized. I believe planning is very essential,” said Dr. Sebastian.

He also presented other environmental initiatives of the school including the installation of LED lights, inverter air conditioners, rain water catchment facility, indoor plants, waste segregation project, waste treatment facility and the academe’s corporate social responsibility (CSR) initiatives - the JBLFMU’s Mangrove and Marine Sanctuary in the JBLFMU Eco-park at Nueva Valencia, Guimaras.

In addition, he shared the recent venture of the university conceptualizing and hosting the ‘First Iloilo Bike Festival’ with the objective of raising Ilonggos’ awareness on the benefits of biking on health, safety and environment.

Moreover, he graced the UEA with the invitation of the United States Agency International Development (USAID) in collaboration with the Department of Environment and Natural Resources

Lacson Foundation Maritime UniversityMolo (JBLFMU-M) as one of the Ten Outstanding Maritime Students of the Philippines (TOMSP) 2015 at Cuneta Astrodome, Pasay City, September 27.

“This prestigious award is an opportunity for me to influence my fellow Lacsonian to become a man of excellence, discipline and value. I felt proud as our school claimed one of the spots and soar once again, proving its worth as one of the leading maritime institutions in the Philippines,” said Mdpn. Santiago, a PCM Idemitsu Tanker scholar and a 2013 Unit Model Cadet.

After passing the bid book exhibiting his achievements and awards in academics, community involvement, and leadership and service, he underwent interviews and written examinations which consequently

proved that he is academically excellent, highly competent in practice with good moral standing, and active involvement in community service.

The nationwide search held up three phases of screening with 64 nominees from 21 maritime schools in the Philippines, where 42 qualified as finalists and only 10 had been chosen as awardees of TOMSP 2015.

Moreover, on its 5th year of recognizing the achievements of maritime students, three other cadets from JBLF units also secured spots namely: E/C Bernard Sorbito Jr., BS in Marine Engineering and D/C Rey Philip Gallos, BS in Marine Transportation of John B. JBLF System conducts textbook writing workshop

By Mdpn. Steven O. Tajonera and Mdpn. John Michael P. Garibay To maintain the quality education through instruction, John B. Lacson Foundation (JBLF) System through ALG (Arcelo-Lacson-Gellada) & Associates Research and Development Corporation organized a textbook writing workshop among textbook authors of JBLFMU at CSM Function Hall, July 15.

There were 40 delegates who attended the said seminar consists of instructors and graduate school students from JBLFMU’s three units namely: JBLFMUArevalo, JBLFMU-Molo, and John B. Lacson Foundation Colleges- Bacolod.

“The seminar contributed a lot in our learning regarding authorship in writing textbooks. We were thankful to the JBLF system and ALG & Associates Research and Development Corporation for taking the initiative of conducting this seminar and writeshop,” said Dr. James Montehermoso, one of the instructors of JBLFMU-Molo who attended the seminar.

Topics on how to write a textbook and basic consideration in writing textbooks were discussed during the said seminar.

“As instructors, we are tasked to train and teach our students in the best way we can. Through this book seminar and writing workshop, I gained tips and points regarding

the correct method or technique that can be used in publishing books,” said 3/E Allan Roberto, a professional subject instructor of JBLFMU-M. Furthermore, Dr. Purita P. Bilbao, Commission on Higher Education chairperson for technical panel for teacher education, initiated the lecture and writeshop proper as the resource person of the textbook seminar.

NEWS CES supports orchestrated clean-up of DENR 6

Jauod Sharing the same advocacy of preserving the environment, Community Extension Service (CES) office supported the “Orchestrated Clean-up” under Adopt-an-Estero or Water Body Program of the Department of Environment and National Resources Region VI (DENR 6) at Carpenter’s Bridge, Iloilo riverside, June 27.

A total of 129 participants from different school clubs and organizations cleaned off the adopted areas resulting to 20 kilograms of wastes collected after the clean-up drive “The theme, ‘Seven Billion Dreams. One Planet. Consume with care,’ emphasizes our responsibility to protect and take good care of our environment,” said Mdpn. Kim Gemvir Aquiño, Community Extension Service Society president.

The event will be arranged thrice every year upon the directives of DENR 6 to help lessen the waste along the riverside.

“The care for our Mother Nature is our most worthy and most pleasing responsibility. To cherish what’s remaining and to foster its renewal and preservation are our only legitimate hope,” said Ms. Krizna Joy C. Belencion, CES officer.

Moreover, John B. Lacson Foundation Maritime University-Molo (JBLFMU-Molo) has been an active partner of DENR 6 since 2012.

JBLFMU-M studs qualify as volunteers for APEC Summit

By Mdpn. Gypsy T. Plana and Mark P. Almelia In connection with the Asia-Pacific Economic Cooperation (APEC) Summit held in Iloilo City, five students from John B. Lacson Foundation Maritime University – Molo (JBLFMU-M) were qualified as official student volunteers.

Rexcel Dawn Malagamba, Mdpwn. Danica Rhoye of the Bachelor of Science in Cruise Ship Management (BSCSM), Bea Alejandrino of the Bachelor of Science in Tourism Management (BSTM) and Zoe Bañon of the Bachelor of Science in Business Administration (BSBA) passed the interview for APEC student volunteers held at Iloilo Capitol last August 12.

Among the 17 applicants from JBLFMU-M, five were chosen by the APEC Committee of Iloilo and were included in the pool of student volunteers to assist in the said event along with the students from Central Philippine University, West Visayas State University–Main Campus, University of the Philippines-Visayas and University of San Agustin.

on communication skills, self-enhancement, and protocols which are important in making the volunteers fully ready.

“The training was fun because I have learned a lot. It is actually an additional knowledge and experience that will be useful for me in the future given that I belong in the hospitality industry,” said Mdpwn. Malagamba.

Ms. Ferlene Lelis, a faculty of JBLFMU-M was also part of the volunteering team and served as one of the delegation coordinators after applying and passing the qualifications.

“It broadens your horizon despite the

fact that we are seafarers. It gives you more insights on economic perspectives and global concern following the thrust of APEC Forum,” said Ms. Lelis.

The said summit gathered professionals from academes as well as entrepreneurs and business owners who are the key players in the field of education, business and trade.

Furthermore, they assisted in the three ministerial meetings of APEC on Small and Medium Enterprise, Senior Disaster Management Officials Forum and High Level Policy Dialogue on Food Security and the Blue Economy.

John B. Lacson Foundation Maritime University (JBLFMU) added another gem to its crown as it introduced the first ever Maritime multi-functional art gallery or Art Deck in the country last August 13 at the JBLF System Building.

University founder’s daughter, Dr. Mary Lou Arcelo as an art aficionado herself, founded the prestigious Marine art gallery.

“Art deck is supported by the university as it maintains its brand as the Maritime Vanguard,” said Dr. Arcelo.

The newly established maritime art deck is a multi-functional art gallery of JBLFMU Museum of Maritime Culture and Craft that sets platform for artistic ideas through exhibits, workshops and teaching.

The Art Deck is also a part of CES (Community Extension Services) that aspired to conduct free classes in painting and drawing to be offered to less fortunate children and young indigents which will be taught by trained art teachers and visual artists.

Pieces and artworks that are required for display are the ones that qualify a good advertising in seafaring, sailing, sea life, naval and everything pertained to Maritime.

The objective of the Art Deck is not

only to drive the idea that art can also be a means of self expression but also a craft that will somehow provide extra income for Ilonggo artists, Lacsonians and maritime professionals.

Furthermore, the said Art Deck is fully subsidized by the university not because it’s an inspiration for art prerogatives but because it upholds the university’s brand as a Maritime Vanguard.

Meanwhile, the Art Deck’s launching was spearheaded by featured artist 3/E Joar Unabia, who also painted the paintings for the exhibit on August 13.

“It took me six months to complete 30 artworks of different sizes, ten of which were painted at sea during my voyage,” said 3/E Unabia, on his preparation for the said Art Deck debut to the public.

Together with Dr. Mary Lou L. Arcelo, it was made possible with the conjoined efforts of JBLF System CEO, Dr. Ronald Raymond L. Sebastian, Molo Unit Administrator, Dr. Ralph L. Stride towards full automation beyond the qualms The forthcoming 2016 national elections which hold third time automated voting system still raise doubts questioning its reliability and correctness.

The skeptical thoughts mainly of the voters hoisted down from the preceding automated elections last 2010 and 2013 experiencing certain problems on its efficiency. Now that the Commission on Elections (COMELEC) ruled full automation of the electoral process, undeniably these qualms particularly pinpoint the safeguarding of election returns against any form of jeopardy.

The pertinent technological advancement cued COMELEC to enforce modernization in electoral process due to the predicaments of manual voting system. The Republic Act 9369 provides the legal basis which authorizes the implementation of the automated election in both national and local scale. It promotes transparency, credibility, fairness, and accuracy of elections. COMELEC adopted the full automation with the advantage of obtaining faster results. This is also to avoid the horrid incidents that turned the supposedly peaceful election into a bloody brawl in the case of the traditional voting system.

The use of precinct count optical scan (PCOS) machines under contract with Smartmatic is not anymore estranged to the voters. It follows a speedy electronic process but requires a secured source code for reliable vote counts and its transmission. The question on its security is mainly found on its operating software, being a component of the entire system, which needs to go through source code reviews and certifications from international entity and accredited local groups and organizations. Thus, these machines are deemed prone to defect and fraudulent manipulations.

Consequently, the electronic transmissions of the vote counts are channeled through public telecommunication networks, with transmission via satellite as back-up which are received by official canvassers. The consolidated votes are then transmitted to the central server which the public is updated lively in televisions and in the official website of the COMELEC. On this account, it has the probability to risks of hackers and crackers to disrupt the connection.

On the other hand, there had been alleged glitches on the functionality of the

machines to accurately record and read election returns, and the transmission over the digital lines to the servers evident from the previous elections. Aside from these technical problems, anomalies remain a dilemma in pursuit of an orderly election and people with intentions to sabotage and defraud are lurking.

The technical problems increase the anticipation of the same problems in the 2016 polls. Likely, a lesson that should and must be learned by the COMELEC through readiness by having concrete and feasible plans.

The irregularities of the machines are pervasive but the usual prevalent problems like vote-buying, intimidation of voters, harassment of candidates, and the presence of military men and armed civilian in precincts are not controlled and prevented by the automated election system because these are external factors.

Thus, the Filipino people grappling for answers to the queries display the idea of taking part actively not only as citizens but as voters exercising their right to suffrage with the hope for a change - a change that would only be possible if we all advocate honesty, fairness and goodwill.

By Mark P. Almelia Apart from the dilemmas that our country is facing right now, the famous and the controversial Bureau of Customs (BOC) has never left the limelight and remains as the apple of the eye of the netizens, OFWs, as well as the commoners.

With all the recent issues faced by the Bureau, it might be impossible to pull its name from the mud of controversies and criticisms especially now that the spark of the balikbayan boxes issue has fired up the OFWs and the netizens to scrutinize the BOC’s strict procedure and security labeling it as corrupt and insensitive.

Balikbayan boxes, just what PNoy said, are integral part of the family relationship to nurture loved ones at home and as a tangible sign of their love and concern for their family members. These boxes are of value not quantifiable by money but

As the 50 containers of the alleged illegal shipped trash from Canada have been disposed in the sanitary landfill in Capas, Tarlac, Philippines condoned the idea of it as a trash bin. It was two years ago when the Bureau of Customs upon inspection found out the misdeclared shipment left rotting at the Port of Manila.

On the other hand, Canada had denied the call for assistance for the re-exportation of the shipment for the reason that it is not covered by their law since it is a private transaction whereas our government didn’t press to ship back the waste to its country of origin especially during

I understand the OFWs rights and claims over these balikbayan boxes. The stringent procedures implemented by the BOC have somehow raised their sentiments and find it unjust on their part.

However, under section 602 subsection (b) of The Tariff and Customs Code of the Philippines, it is the duty of the Bureau to prevent and suppress smuggling and other frauds upon the customs. That is why stricter rules and procedures are being observed adding to the fact that these became an avenue for unscrupulous individuals to deceive the government putting the community at a greater danger. Examples of these are concealed gun parts and accessories, ammunitions, drug tablets misdeclared as food supplements, and other luxury items which are in commercial quantities. These acts have abused and have crossed the border lines of what is just and right justifying the BOC’s rough enforcements.

Moreover, after PNoy defended the Bureau’s efforts to curb smuggling, he instructed the BOC to subject the containers of balikbayan boxes to undergo X-ray and K-9 examinations.

Upon derogatory findings, the balikbayan boxes will be subject to physical inspection of goods.

During the inspection, a representative from Overseas Workers Welfare Administration or a designated officer of an OFW Association must be present with provisions for CCTV monitoring of the inspection areas.

Recently, Senate Majority Leader Alan Peter Cayetano challenged the present Customs Commissioner, Alberto D. Lina to run after big-time smugglers and not after balikbayan boxes which are said to be abused by customs inspectors declaring second-hand articles as brand new, thus, higher tax is being levied.

Yes, this is a challenge - not just for the BOC but for the OFWs as well. The BOC should be more transparent and clever enough with their actions if they really want to delist their name from the ‘Hall of Fame of Most Corrupt Agencies’. On the other hand, the OFWs must be aware that these measures are undertaken not just for the government’s revenue but also for the safety and welfare of the general public.

What it takes to settle this down is a perfect blend of respect and understanding which I believe, are not that hard to give – we just need to be more open-minded.

The mantra that shouldn’t be hushed the state visit of the president in fear that we might lose our tentacle attached to Canada.

I am not conveying that we should cut our cordial ties to Canada due to this issue but there should be a consideration that diplomatic relations for its sake should not compromise the respect and acknowledgment of the law of each boundary. Taking into account the Basel Convention which Philippines and Canada are both signatories, an international treaty that provides the legislation of Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal which Canada clearly violated for refusing the reexportation of shipped trash. It’s an implication that Philippines, subject to its rights based on the treaty, can therefore compel Canada the appropriate action – to take back its wastes.

It’s quite alarming that even if the wastes disposed as examined by the Environmental Management Bureau were declared as nonhazardous and nontoxic, it’s undeniable that it poses a threat to public health and welfare, and has a direct impact on our environment.

The disposal also triggers precedent to more dumping of trash in our country evident to

the 48 containers of wastes from Canada that arrived recently. If we keep on cleaning after the mess thrown on our grounds, we are supporting the assumption that our gates are open to foreign countries’ bulks of rubbish.

The stringent action calls for the passage of proposed House Bill 5930 or the “Anti-Trash Act of 2015” demonstrates a clear conveyance that Philippines guards its jurisdictional perimeters through general ban.

I am certain that this waste issue can be resolved as long as each side commits to peaceful and faithful compliance to the governing laws and treaty agreements. The government seemed to sweep this problem off the rug influenced by the concern that it might affect our mutual ties, leads to the discrimination of our country compromising its sovereignty. The blame is not placed squarely upon the shoulders of the government only that it is the sole rightful body with legal power to address the situation. Tolerating this will slap back the irony of the pervading local waste management problem.

In plain words, this follows a simple logic, return what is not ours.

Now, it has returned. Ten places in the country were picked to be venues for the summit – and luckily, Iloilo City has given a seat.

On the verge of rapid growth of economy, Iloilo City is relentless in establishing its name to be one of the most prominent cities in the country – in tourism, education and commerce.

Even though its former title as the “Queen City of the South” hasn’t been regained, Iloilo City is still performing at such level.

Tajonera According to the results shown from the 2013 National Demographic and Health Survey (NDHS), one in 10 young Filipino women aged 15 to 19 is already a mother due to the swelling cases of pre-marital sex. Undeniably, the spotlight is centered on the youth for they are the one involved in this scenario. So what can we presume if these circumstances continue to happen? There are many evidences that would show, clarify, and evaluate the issues we are facing from pre-marital sex heading to teenage or unwanted pregnancy. Indeed it is disturbing.

Drop out cases from colleges and universities keep on increasing, there were 1.3 million drop out incidents across the Philippines recorded by Department of Education and Commission on Higher Education both in high

throughout the Asia-Pacific region. With this year’s theme “Building Inclusive Economies, Building a Better World”, APEC will focus its compass on how to help its developing member economies, where our country belongs, in stabilizing their economies.

In general, hosting the APEC Summit is an opportunity-provider for our country. There will be prospect changes and revisions in our policies to align with the international custom, and consequently, we’ll have the opportunity to suggest or introduce a new policy to improve the economic development inside the region.

in preparing for the future investors who will give an eye to the city.

At the shadow of this long-sought success, are our loyal government officials who, in one way or another, made their share. The pride of Ilonggos Mayor Jed Patrick E. Mabilog who was dubbed as the 2014 Top 5 World Mayor, in his five years of service created a pool of developments in Iloilo making the city as the Top 1 of 2015 Most Livable City in the Philippines by www.touristspotsfinder.com.

At his back is the ever-supportive “Tuwid na daan” administration of PNoy that, from the start, never got tired of wiping the dirt in the government.

Maybe it took 78 years for Iloilo City to stride this BIG step. A BIG step in the ingress of progress that will trigger development and open an avenue for bigger opportunities. Are we prepared? Yes, we are – if we are ready to have a clutch to open the door of big breaks and embrace the upcoming changes. Let’s also do our share in taking this stride. Get up and make every second of your day productive.

Let’s cooperate, let us be models to our fellows, and together, let’s take that BIG step for our children and for the next generations.

Pre-marital sex: blurring the lines school and college level, all on account of teenage pregnancy and pre-marital sex.

Research psychologists indicate that more than three-quarters of young people have sexually engaged by the age of 19.

Furthermore, the contemporary mate-selection process frequently includes the practice of cohabitation—living together in an unmarried sexual relationship.

Investigative social report from Journal for Arts, Sciences and Commerce, University of the Philippines, Los Banos: “Failure to Stay in School: A Study on Female Adolescent Dropouts”, stated that aside from peer pressure, family-related problems and illness, teenage pregnancy through pre-marital sex are hindrances to students especially females aged 16-19 to continue or go on schooling. It concluded that family and peers had a great impact on the lives of adolescents. NDHS showed that western visayas ranked 5th, indicating the high number of students aged 15 to 24 who had delivered their first child, 20. 6 percent of involved students were from college.

Observing and taking into consideration the facts, surveys, studies and percentages

presented above, it seems like Philippine universities and colleges have their own cases of pre-marital sex leading to teenage or unwanted pregnancy. This doesn’t violate any civil law but intimately these defy the law of God. Drop outs of students due to these concerns may result to poverty and increasing number of crimes. These occurrences would be more critical if not solved immediately.

The main role of the youth is to be the initiator of progress as he/she upholds it to the nation and countrymen. But how can youth do their roles if they are the ones who give the heavier load for the nation to build, unite and progress? Regrets always settle at the end, so as much as possible focus more on studies and wait the right place and time for love. Involve yourself in religious or rightful organizations that can enrich your personality. Communicate with your parents more often to share your problems, achievements or insights.

Indeed it is too alarming, this problem is not inevitable for it lies in individual’s choice – look at the best future or blur it with temporary pleasures. It’s not too late to take the first step.

Mas lalong pinaigting ang paghahatid ng de-kalidad na edukasyon sa pamamagitan ng pagkakaroon ng John B. Lacson Foundation (JBLF) System ng sariling training ship bilang isang epektibong materyal at instrumento sa shipboard training. Katumbas nito ang direktang benipisyo sa mga estudyante ng BS Marine Engineering para mas palawakin ang kanilang kaalaman at pagbutihin ang kakayahan sa praktikal na aspeto.

Ang M/V Super Shuttle na mula sa Cyprus ay binili noong Hulyo 22, 2015 at kasalukuyang nakadestino sa Sea Front Shipyard ng Lucanin, Mariveles, Bataan para sa pag-dry dock. Ang naturang barko ay mapapasailalim ng JBLF Incorporated ay ililipat sa ilalim ng JBL Maritime Vanguard Services Corporation na siyang mamahala nito. Dadalhin ito sa pwerto ng Iloilo para sa mas mabusising pagkukumpuni at pagsasaayos ng iba pang parte nito para gawing pampasahero kasabay ang pagrerehistro nito sa ilalim ng bandila ng Pilipinas. Mag-uumpisa ang operasyon sa susunod na taon na maari nang gamitin ng tatlong unit ng JBLFMU: Molo, Arevalo at Bacolod.

Gayunpaman, nangangahulugang hindi na kailangan ng ibang komersyal na barko para sa Navigational Trip kung saan limitado lang ang maaring matutunan at pagsanayan sa aktwal na senaryo kung ikukumpara sa training ship na nagsisilbi mismong pang-edukasyong pasilidad. Ang

Navigational Trip ay isang mahalagang parte ng BSMAR-E curriculum ng nasa ikalawang taon kung saan binibigyan sila ng kaukulang karanasan sa pagsampa sa barko kabilang na ang pamilyarisasyon at ilan pang pagsasanay kung kaya’t sa pagkakaroon ng sariling training ship ay malayang matutunan ang operasyon at mas matutukan ang instruksyon tungkol sa paglalayag.

Samakatuwid, hindi lamang mga estudyanteng marino ang makikinabang dito kundi ang mga programang sakop pa ng industriya ng maritima kabilang na ang BS Cruise Ship Management at BS Tourism Management.

Hindi maiwawaglit ang kahalagahan ng kaalamang nakukuha sa pagtuturo sa silid-aralan ngunit sa propesyong nangangalaingan ng kayayahan, mas mainam na ang mga natutunan ay maisasagawa sa aktwal. Kung gayun, ang de-kalidad na edukasyon ang maghuhubog sa mga estudyante sa pamamagitan ng komprehensibong kaalaman at kakayanan para maging handa at bihasa sa pagpasok sa mundo ng trabaho lalo na sa paglalayag.

Maituturing na isang malaking hakbang ng institusyon sa simula’t sapol ang hangarin nitong magkaroon ng sariling training ship na sumasalamin sa patuloy na pagtugon sa akademikong pangangailangan at may garantiyang mapataas ang antas ng edukasyon.

Sinasalamin ng naturang House Bill ang epektibong benepisyo ng marijuana sa medisina at ang mabisa, mura at ligtas na paggamit nito para sa mga pasyenteng may

na merong standard 40 pesos sa kada walong oras ng parking at 100 pesos naman para sa magdamag. Ang panukalang ito ay pinapapataw sa lahat ng establisyemento sa Maynila at sa iba pang urban areas. Ikalawa ay ang House Bill no. 5098 kung saan nagsasaad na dapat may ipakitang patunay ang mga mamimili ng sasakyan na may sarili siyang paradahan.

Ito na nga ba ang simula ng isang magandang pagbabago upang gumaan ang sistemang trapiko rito sa bansa? Kung ako ang tatanungin? Oo. Ang layunin ng panukalang ito ay suportado rin ng Philippine National Police-Highway Patrol Group o PNP-HPG at Metropolitan Manila Development Authority o MMDA. Ngunit tila katulad nang mga pangako ay lagi ring napapako. Pero sa kabila nang lahat ay nagmumula mismo sa ating mga sarili ang pagbabago. Gaano man ito kaliit ay magsisimula ito nang pangkalahatang interes tungo sa paglutas ng mga problemang patuloy na dinaranas ng ating bansa. Disiplina lamang ng bawat-isa, pag-unawa sa pangangailangan ng iba at pagsunod sa batas trapiko ang mainam na solusyon.

HB 4477 o Marijuana Medical Bill: Gamot ng bayan o salot sa lipunan? malubhang karamdaman kagaya ng cancer, glaucoma, epilepsy, HIV+, hepatitis C, Crohn’s at Alzeihemer’s disease.

Ayon sa mabusising pagsusuri pwedeng gamitin bilang alternatibong gamot ang mga kemikal na matatagpuan mismo sa marijuana at isa na dito ay ang cannabidiol (CBD) na maaaring gumamot sa mga batang may epilepsy. Kaugnay din ito sa hangarin na bigyang pansin ang mga pasyenteng walang kakayahan para magpagamot sa ibang bansa lalo na ang may sakit na kanser. Ngunit handa na nga ba ang bansa natin sa malawakang pagbabago na ito?

Isa ang marijuana sa mga itinuturing na delikadong droga na kinabibilangan din nang shabu at cocaine sa ilalim nang Dangerous Drug Act 2002. Sa katunayan ay pangalawa ito sa pinaka talamak na droga sa bansa ayon na mismo sa Philippine Drug Enforcement Agency (PDEA). Taglay ng naturang droga ang 483 na kemikal at isa na rito ay ang Tetrahydrocannibol (THC) na napagalamang nagpapahina ng proseso ng memorya

at utak ng tao. Dito pa lang ay ipinapahiwatig na kung paano magiging sagabal ang estado nito para matawag na gamot.

Sa tingin ko ay hindi pa lubusang handa ang gobyerno natin para bakuran ang mga mapagsamantala at maisakatuparan ang Bill sa tamang proseso. Hirap na nga tayong bantayan ang mga abusado ngayong ilegal pa ang marijuana, ano pa kaya kung magiging legal na ito? At isa pa, talaga bang maibibigay ng gobyerno ang kabuuang atensyon nito ‘pag natupad na ang Bill gayung hindi nga nila matapunan ng pansin ang mga lumalalang isyu ng ating bansa.

Isa lamang ang Bill sa mga isyung susubok upang ating lubos na maunawaan kung ano ang tama sa mali at nararapat sa hindi.

Sana nga lang ay maging gabay din ito para maunawan natin na marami pa tayong kayang gawin at tuklasin sa hinaharap hangga’t hindi natin nililimitahan ang ating mga kakayahan.

At sa huli maging legal man ito o hindi, nasa atin parin ang wastong kaisipan para sa ikabubuti ng ating mga sarili.

NEWS BSCA stud first to compete in IRRC

Almelia, a 4th year BSCA student will be the first participant from John B. Lacson Foundation Maritime University – Molo (JBLFMU-M) to compete in the Interdisciplinary Regional Research Conference (IRRC) 2015 on October 9-10 at Puerto Princesa City, Palawan.

“I will be forever grateful for the support of the people who never stopped believing that I can achieve great things. I would like to extend my gratitude to my program head, dean, Dr. Glenito L. Pador and our administrator, Dr. Ralph L. Pador,” said Mark P. Almelia.

Almelia’s study entitled, “The BSCA Graduates Level of Satisfaction” will be competing for the Best Paper Award as notified by the IRRC secretariat.

After passing the abstract which was pre-judged for initial qualification, he submitted his full paper outlined with the IRRC’s rules and guidelines.

JBLFMU-M conducts orientation for Officers’ Class, ESLP-ME Program

Lacson Foundation Maritime University-Molo (JBLFMU-M) conducted an orientation on the Officers’ Class Program and Enhanced Support Level Program for Marine Engineering (ESLP-ME) for academic year 2015-2016 at the university gym, June 23.

Dr. Lily S. Sumbi, unit academic coordinator, presented each program’s objectives, guidelines, and revisions compared to last year’s offered courses.

Moreover, 2/E Miguel G. Gayo Jr., dean, College of Maritime Education, elaborated the discussion and gave real life examples relating to whatever the newest program first year students will belong.

“Senior officers must train first year cadets the way Polaris Program cadets were molded. They should instill in them the core values of JBLFMU especially discipline. First year cadets who belonged to the officers’ class program should follow the regulations of the

program and abide with the rules as well as the commands from their senior officers,” said 3/E Jose Ma. Rey D. Lacuesta, Coordinator, Officer’s Class.

Furthermore, JBLFMU unit and program heads discussed the formalities, regulations, rules, advantages and disadvantages of the new programs being implemented.

“As senior cadets of officers’ class we are tasked to prepare our juniors as they enter this semi-military institution to be disciplined and academically competent,” said Mdpn. Alexis Martin E. Arang, Chief Engineer, Officers’ Class Organization.

The implementation of the said programs was according to the mandate of Maritime Industry Authority (MARINA) making JBLFMU-M as one of the schools offering the Bachelor of Science in Marine Engineering (BS Mar-E) and ESLP-ME in the whole Western Visayas along with four institutions that can officially offer the said courses as of February 23.

To raise public awareness of the West Philippine Sea issue and give support for the Philippines’ position and initiatives in resolving the dispute, the Philippine Information Agency - Region 6 (PIA 6) in collaboration with the Department of Foreign and Affairs (DFA) in coordination with the Saint Paul University Iloilo (SPUI) conducted a forum about the West Philippine Sea Issue at Marian Theatre Hall, August 13.

“The West Philippine Sea is a matter of national interest,” according to the keynote speech of DFA Assistant Secretary Charles C. Jose.

He presented two core issues; the Core A which is the China’s claim to the so-called indisputable sovereignty and Core B which is China’s increasingly assertive and sometimes aggressive behavior in the South China Sea to advance and enforce its nine-dash line territory.

“The forum ended up well and it is really informative to us, future seafarers for we’ll be travelers of the seas; and as Filipinos in general, it gave us more data about our country’s economic zone in which it is one of the vital parts of our economy,” said Mdpn. Jaydan Laboro.

The said forum provided transparency to the numerous questions of the students regarding some facts about the disputed West Philippine Sea. The said event was attended and participated by the students coming from the College of Arts and Sciences from different schools and universities in Iloilo City.

In addition, John B. Lacson Foundation Maritime UniversityMolo sent 20 student delegates from the College of Business and College of Maritime Education.

NEWS FEATURE Region’s first: JBLF System powers up solar panels

By Gilda A. Rodinas and Mark P. Almelia The Maritime Vanguard – John B. Lacson Foundation (JBLF) System once again made another breakthrough being the first solar powered school in the region fostering its relentless support in its thrust in environmental protection.

The solar panels were completely installed last April 30, strategically placed in the rooftop of JBLF System Building, and underwent a trial to test the system wherein it took another 30 days as an adjustment period.

“We pursued this project because next year we are hoping to be certified with ISO 14000 (Environmental Management) and also to give credibility to initiatives that we’ve been doing.

Apart from this, our goal is to raise the awareness of the students regarding the environment,” said Dr. Ronald Raymond Sebastian, JBLF chief executive officer.

It was in full operation since June covering a portion of building’s electrical consumption.

“Because of the energy provided by the solar panels, we have conserved the energy and at the same time have lessened our electrical consumption

around P60,000 to P70,000 per month,” said Mrs. Joan Soluta, JBLF plants and facilities head.

It was the institution’s initiative in collaboration with Buskowitz Development Inc. (BDI) as the financial partner and the Energy Renewables Asia (ERA) Inc. as the contractor responsible for installing and ensuring the technical aspects of the said solar

power project.

“In the coming years, I want our graduates to imbibe the positive values that they have learned. Practicing safety in every work they do and raising their awareness about the planet, I believe, is a way to character building so that when they eventually face the world of work they will be socially responsible individuals,” Dr. Sebastian added.

Hall of Fame award: PRC-WVRBC honors JBLFMU-CRCY

Legaspi, Jr. Upholding the advocacy which inspires the Lacsonian community to consistently pursue blood donation drives, the Philippine Red Cross-Western Visayas Regional Blood Center (PRC-WVRBC) granted this year’s Hall of Fame award to John B. Lacson Foundation Maritime University-Molo College Red Cross Youth (JBLFMU-M CRCY) at Hotel Del Rio, Molo, Iloilo City, August 13.

“I offer this award to our Lacsonian heroes who actively support our annual bloodletting activities. You are indeed heroes. Thank you for supporting our mission in alleviating human sufferings. Hundreds of lives saved! Hurray to our Lacsonian heroes!” said Ms. Stennaley Selfides, CRCY adviser.

PRC-WVRBC, in their recent 17th Blood Donors’ Recognition and Awarding Ceremony, awarded JBLFMU-Molo and Central Philippine University as the Hall of Fame awardees.

With this year’s theme “Unsung

Heroes Unmasked”, PRC-WVRBC praised several colleges and universities in Iloilo in their unrelenting drive to pursue blood donation activities within their academes and pay tribute to their efforts and volunteerism.

“It’s such a big honor to receive this knowing that we did our very best. As a group of student volunteers, we simply stayed true to what our organization stands for “TOGETHER IN THE SERVICE FOR THE SUFFERING HUMANITY” and our talents and intelligence brought the success in what we do,” said Mdpwn.

Ms. Selfides said that the Hall of Fame award is the highest honor that PRCWVRBC can bestow to a CRCY council, and it has been bestowed to JBLFMU-M CRCY because of their blood donating activities that saved many lives these past years.

By E/C Vincent M. Lagradante Attesting the Lacsonian’s prowess in swimming, five students from John B. Lacson Foundation Maritime University – Molo (JBLFMU-M) Tankers competed in the 2015 World University Games held at Gwangju Stadium, South Korea, June 30 – July 15.

Mdpwn. Rosemary Occeño, Ma. Rudette Casidsid, Chrysser Palomado, Casy Raybak Gumabong, and Glenna Louie Venerable, together with the national collegiate athletes, grasped for the gold medal competing with other athletes from around the globe.

“Being able to participate in an international event and represent the country is an honor, and I feel so blessed,” said Mdpwn. Occeño.

The World University Games or Universiade is an international multisports event organized for university athletes by the International University Sports Federation participated by 150 nations and is considered to be the second most important world competition next to the Olympics.

“Even though our contenders are bigger and have better facilities for practice, we tried our best and we never gave up,” she added.

Moreover, although they weren’t fortunate to take home the gold medal, it is another learning experience for them.

The Universiade is staged every two years in different cities around the world which represents both winter and summer competitions.

Dolphins champs on Mayor’s Cup

By E/C Vincent M. Lagradante Establishing supremacy and dominance over Iloilo’s top colleges in sports, JBLFMU-Molo Dolphins was crowned champion during the Iloilo Mayor’s Cup started last May 19 at the Iloilo Sports Complex.

The Dolphins clambered their way up to the top clashing with three other teams including the Central Philippine University, University of San Agustin and Sta. Clarita International School.

Dolphins seized their victories coarsely as their opponents stretched their tight defense which turned the game crucial including their first game with Sta. Clarita International School which they won with only six points in advantage.

“We had a hard time during the tournament as our opponents are strong and tough, and we never underestimated their capacity to defeat us,” said the Dolphins.

JBLFMU-M to host 50th ILOPRISAA

Currently, the Dolphins stayed undefeated throughout the ISAA basketball men contesting with other schools like St. Paul’s University, Iloilo Doctors College, Western Institute of Technology, CPU and University of San Agustin.

“We have a deep trust in the individual abilities of our comrades and we always play as a team. As the coach always says, our own self is our greatest enemy,” said the Dolphins.

John B. Lacson Foundation Maritime University Molo (JBLFMU-M) will be hosting the 50th Iloilo Private Schools Athletic Association (ILOPRISAA) gathering delegates from 53 private schools in Iloilo City and Province on November 25 to December 5.

“We feel pressured yet honored at the same time because we were given the opportunity to host this prestigious event for the fourth time. This event will be special since ILOPRISAA will be celebrating its 50th anniversary with the theme, “ILOPRISAA: 50 years of creating champions,” said Mrs. Ive D. Sta. Ana, JBLFMU-M sports coordinator.

The categorical sports events will start on November 25 featuring basketball, football, volleyball, sepak takraw, taekwondo, lawn tennis, badminton, beach volleyball, karatedo, chess, athletics, table tennis, swimming, and the cultural contests.

“The upcoming event is surely worth to watch and to support for. Above and beyond, it’s now more accessible to numerous athletes and spectators all over the province due to the proximity of our school to them,” she added.

Major games will be held at the University of San Agustin, Western Institute of Technology, Central Philippine University, Iloilo Doctor’s College and JBLFMU. “As a matter of fact, we have successfully hosted the National PRISAA last April and now we’re here again, hosting the ILOPRISAA. I believe that we can adequately accommodate the entire event again,” said Dr. Ralph L. Pador, school administrator.

Moreover, this is the fourth time of the university to host the PRISAA competition.
