THE Supreme Court (SC) on Friday ruled that the prescriptive period for prosecuting crimes stops running once a complaint is filed with the Department of Justice (DOJ), and not when the case reaches the court.
In a Decision penned by Associate Justice Henri Jean Paul Inting, the SC en banc reversed its rulings in two 2023 criminal cases which previously held that the prescriptive period for crimes covered by the 1991 Revised Rules on Summary Procedure stops only when the information is filed in court.
Because of developments over the years, the SC said the prescriptive period for crimes is tolled upon the filing of a complaint with the prosecution and the start of the summary investigation.
While criminal cases should ideally be resolved promptly, delays are sometimes unavoidable, according to the High Tribunal.
As such, the State, as the offended party, should not be disadvantaged by delays in the DOJ’s preliminary investigations, even in criminal cases under summary procedure.
“It is unjust to deprive the injured party of the right to obtain vindication on account of delays that are not under [their] control. All that the victim of the offense may do on [their] part to initiate the prosecution is to file the requisite complaint," the SC said.
The Court noted that the ruling on the interruption of the prescriptive period for prosecuting crimes will apply prospectively.

(LTO) has collected over P8.3 billion in revenues for the first quarter of 2025 alone.
LTO chief Vigor Mendoza II credited the high revenue collection to the agency’s “strategic policy implementation” ensuring transaction efficiency and the aggressive implementation of road safety rules and regulations.
“LTO this year has a huge revenue target, and we just did not dream about it since we believe that we really can achieve it,” he said.
The agency has set P34 billion as revenue target for 2025.
As of March 31, the agency’s col-
lection has already exceeded the P8billion mark.
Mendoza underscored the need for revenue collection efficiency to generate funds that would not only further improve the services of the LTO, but also provide more funds in all government programs and projects that would benefit the Filipino people, particularly the poor and marginalized sector.
He commended all agency employees for their dedication and hard work over the past three months for revenue collection efficiency.
“At this rate, we can really achieve our revenue target, and that I am optimistic that we would even surpass this.
With our hard work and cooperation to achieve our goal, we can do it,” he said.
The special protocol plate “8” is issued exclusively for official use by sitting members of the House of Representatives. Any attempt to exploit or abuse this privilege is a direct affront to the institution and the law, Velasco said. He urged the public to remain vigilant and report similar incidents. “The House is fully committed to cooperating with law enforcement agencies to ensure that those who misuse government-issued protocol plates face the full force of the law,” Velasco stressed.

THE Commission on Elections en banc upheld the perpetual disqualification of former senator Sergio Osmeña III from seeking public office due to non-submission of his Statements of Contributions and Expenditures (SOCEs) for the 2010 and 2016 polls.
In a 16-page decision dated April 3 and made public Friday, the sevenmember en banc denied Osmeña’s motion for reconsideration for lack of merit and affirmed the Jan. 24, 2020 decision of the poll body’s Second Division which imposed an administrative fine and perpetual disqualification from holding public office.
“Prudence and fairness dictate that respondent cannot evade liability for his own delay and/or inaction. Compliance with SOCE requirements is mandated for all candidates regardless of the magnitude of their expenditure. Respondent cannot be exempted from this duty,” it said. It noted the respondent failed to present more evidence that would warrant the reversal of the earlier ruling.
The Comelec en banc added it has given multiple opportunities for Osmeña to file to his SOCEs for the two polls. The poll body, meanwhile, noted the SOCE submission requirement for candidates aims to “protect the sanctity of the electoral process and ultimately the will of the electorate.”

Meanwhile, Garcia said the shipment of ballots is scheduled to start on April 22, and will arrive just ahead of the final testing and sealing, at least five to seven days before the election day on May 12, 2025.

Lacson: Drivers must be free to buy own jeeps
SENATORIAL candidate Panfilo Lacson said jeepney drivers and operators must have enough leeway from the government to buy their own vehicles as part of the public transport modernization program.
At a meeting with jeepney drivers and operators organized by former Ilocos Sur Governor Luis Singson, Lacson suggested the government should provide just the standards and specifications for the vehicles they need to buy.
“It is better if the government sets the rules and guidelines, and then you choose where to buy your vehicles. This is better than the government forcing you to buy specific ones,” he said.
Lacson also repeated his earlier idea that jeepney drivers and operators should keep their own franchises instead of having to hand them over to a cooperative.

“Let’s not underestimate the voters. They may laugh but who says they will vote for you. Keep them engaged by telling them what you will do for them rather than making them the punchline of your jokes,” Gatchalian said in a statement as he reminded candidates they should engage the crowd with their messages and not entertain them.

JOEL Vega is many things. He is a freelance editor and writer. He is a poet – an extensively published and award-winning one. He’s now finalizing the manuscript of his third book. Originally from Leyte, and a journalist, he migrated to the Netherlands in 1999. In 2005, he became a Dutch citizen. These days he pays 40 percent to 45 percent of his annual income in taxes to the Dutch government. On March 21, Vega drafted a letter to the Immigration and Naturalization Services (IND) of the Netherlands, to implore the authorities to “refuse asylum to Harry Roque, fugitive, former human rights lawyer and spokesperson of former President Rodrigo Roa Duterte.” Like many Filipinos, he followed the arrest of the former President. He was horrified to see Roque showing up beside Vice President Sara Duterte when the latter went to see her father. And when Roque “proudly announced that he had filed for asylum, the noise from him started to irritate me. I felt something was fundamentally not right.”
He felt compelled to write his thoughts. He printed the letter and sent it by postal mail to the IND, and then posted it as well on Facebook. He and a couple of friends put up a petition on change.org. As of 12 noon PH time Friday, April 4, the number of virtual signatures has risen to 26,256. In the letter petition, the signatories address each condition that asylum seekers in the Netherlands are required to meet.
These are:
1. You have well-founded reasons to fear persecution in your country of origin because of your race, religion, nationality or political opinion, or because you belong to a certain social group. These reasons are explained in the Geneva Convention on Refugees.
Group says: “No, Roque is not being persecuted in his country of origin for any of these.”
2. You have well-founded reasons to fear the death penalty or execution, torture or other inhumane or degrading treatment in your country of origin.
Group says: “No, Roque has no reasons to fear any of these. He was in fact involved in promoting some of these terrible reasons when he was the Spokesperson for former President Duterte. And he chose to be a fugitive because he did not want to present evidence of his sudden wealth and was cited for contempt after refusing to do so...The House of Representatives has since ordered his detention.”
3. You have well-founded reasons to fear that you will become a victim of random violence due to an armed conflict in your country of origin.
Group says: “No, Roque has no wellfounded reasons to fear he would become
a victim of random violence. Remember that he was part of the previous administration whose penchant for violence and extra-judicial killings are well documented.”
4. Your husband or wife, partner, father, mother or minor child has recently obtained an asylum residence permit in the Netherlands.
Group says: “He has none of these that we know of.”
*** After receiving his letter, the IND instructed Vega to fill out a digital form on its web site. It is not obliged to inform him of the outcome of the process, which could take six months, or 12, even 18, he estimates. Internally, there is a strong anti-immigration sentiment in the Netherlands since the victory of the PVV (Party for Freedom).
An asylum is given only to the powerless
But if Roque’s request gets through, it will set a bad precedent, Vega says. “It can be exploited by the right wingers to say, ‘See, we should tighten our asylum system because it is being abused.’”
So what’s Vega’s beef with Roque, really?
Nothing personal, he says. He’s doing this because real asylum seekers could be intimidated that their former oppressors would now be walking free in the Netherlands. “An asylum is only given to the powerless, to those who were oppressed, especially from war-torn countries.”
“I hope Roque’s move will be rejected because it’s a naked attempt to abuse the asylum process. It’s an opportunistic request that erodes the integrity of the asylum procedures in the Netherlands,” he says.
And then there is economics. “It concerned me that a rich lawyer with strong connections to powerful politicians is seeking protection.”
With their hefty taxes, Dutch taxpayers contribute to the economic upkeep of asylum seekers. “And I’m fine with asylum seekers – a widow from Syria, an orphan from Ukraine,” Vega says. “But not a POGO lawyer.”
So does this poet even see any poetic justice in the horizon? “I’d settle for the realistic, practical type of justice,” he says. Let Duterte live another 10, 20 years. Maybe his existence will be a reminder for us all. And let Roque wander to many countries and live without a permanent home. Maybe he’ll discover his inner explorer.” adellechua@gmail.com

THIS summer, with the scorching heat in 30s Celsius, we see yet again challenges to the never-ending vehicular traffic in Metro Manila, where 14.9 million people live.
The challenges include high vehicle density, poor road infrastructure, and inefficient public transport, leading to congestion, air pollution, and economic losses.
A strong reliance on private vehicles, propelled by a lack of good public transportation, reinforces the problem.
The national capital region is significantly challenged by a high number of vehicles on its roads, coupled with limited road capacity and infrastructure, leading to frequent traffic jams.
At the same time, the lack of efficient and reliable public transportation options forces many to rely on private vehicles, further aggravating the barbarous traffic gridlock, not helped any by poor traffic manage-

In the case of Apolinario v. Heirs of de los Santos, “Rico Villahermosa (Rico), the 16- year-old son of Teresita Villahermosa (Teresita), was cutting down [a] banana plant on the side of Maharlika Highway upon the instruction and under the supervision of [Gil] Apolinario, his school principal. The banana plant fell and hit Francisco De Los Santos (Francisco) who was driving his motorcycle…” (op. cit.)
“As a result, Francisco fell from his motorcycle and unto the cemented highway” causing head injuries which resulted to his death. Clearly, all the requisites are present: “First,… the Heirs [of de los Santos] incurred damages when Fran-

Metro Manila’s rapid population growth, pegged at 1.74 percent in 2022 when the capital’s population was only 13.4 million, and urbanization strain the existing infrastructure and contribute to increased traffic.
Traffic jams, air pollution and inadequate infrastructure for public transport are some of the significant challenges that continue to plague the sector. This puts a strain on businesses, threatening their efficiency, productivity, and profitability.

A study by a UK financial services platform early this year ranked the Philippines among the top 10 countries with the “worst quality roads.” With a score of 44.8/100 determining the quality of road infrastructure, the Philippines places eighth, just between Argentina and Iran.
Poor road quality and inadequate maintenance further worsen traffic flow and contribute to accidents.
Even within the city center itself, Manila ranks poorly, with a travel time of 27 minutes and 20 seconds to cover 10 kilometers. Motorists in Metro Manila spend nearly half of their annual driving hours (117 out of 240) stuck in traffic.
Among Southeast Asian urbanized cities, Metro Manila has the worst traffic record, with Taichung in Taiwan ranking second worst. The Metro Manila Development Authority says an average of 417,000 vehicles had passed through EDSA as of the end of November 2022. This figure is already higher than the 405,000-vehicle average prepandemic, and it is only expected to increase by up to 20 percent, or 430,000 vehicles daily, during the holiday season.

France, Britain: Russia still striking Ukraine
BRUSSELS– The foreign ministers of France and Britain on Friday said Russia was still striking Ukraine’s energy infrastructure and accused President Vladimir Putin of dragging its heels over US peace efforts.
At the same time, Paris said the military chiefs from the two countries were visiting Kyiv to discuss a possible deployment of troops to secure any ceasefire.
“Over the past three weeks, Russia has been flip flopping, continuing its strikes on energy infrastructure, continuing its war crimes,” French foreign minister Jean-Noel Barrot alongside his British counterpart at a NATO meeting.

Israel army launches offensive east of Gaza

nounced it had launched a new ground offensive east of Gaza City on Friday to expand the security zone it has established inside the Palestinian territory.
“Over the past few hours... troops have begun conducting ground activity in the area of Shejaiya in northern Gaza, in order to expand the security zone,” the military said in a statement.
“The troops eliminated numerous terrorists and dismantled Hamas terrorist infrastructure, including a command and control center that served Hamas terrorists to plan and execute terror attacks,” the statement added.

TikTok must find non-Chinese owner
MIAMI – TikTok on Friday was hours from a deadline to find a non-Chinese owner or face a ban in the United States. The hugely popular video-sharing app, which has more than 170 million American users, is under threat from a US law that passed overwhelmingly last year and orders TikTok to split from its Chinese owner ByteDance or get shut down in the United States.
US President Donald Trump on Thursday said his administration was “very close” to a deal to find a buyer for TikTok, adding that it involved “multiple” investors but giving no further details. Motivated by national security fears and widespread belief in Washington that TikTok is ultimately controlled by the Chinese government, the law took effect on January 19, one day before Trump’s inauguration.

SAMARKAND, Uzbekistan – Top EU leaders were in Uzbekistan on Friday for a major summit with the heads of five Central Asian states, seeking to press their influence and boost ties in the face of Russian and Chinese competition.
Russia’s invasion of Ukraine has accelerated the region’s drift from Moscow’s orbit, with major powers to both the west and east sensing an opening.
Central Asia is rich in natural resources, on the front lines of climate change and also seen as a key security player as a Muslim-majority region that is trying to contain extremism and shares borders with Afghanistan, Iran, China and Rus-
sia. Leaders from the five states -- Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan -- will meet European Commission chief Ursula von der Leyen and Antonio Costa, head of the European Council.
The summit takes place in the ancient Silk Road city of Samarkand, for centuries a key hub in East-West connections, trade and commerce.
Von der Leyen said she hopes the summit will take Brussels’ relations with Central Asia “to the next level” and deepen ties in terms of transport, natural resources, water and energy.

“Given the serious negative impact and far-reaching consequences of the respondent’s constitutional violations... (We) dismiss respondent President Yoon Suk Yeol,” acting court President Moon Hyung-bae said while delivering the ruling. Yoon’s removal, which is effective immediately, triggers fresh presidential elections, which must be held within 60 days. Authorities will announce a date in the coming days.

IN celebration of its golden anniversary, the Philippine Basketball Association is lowering its ticket prices in certain sections of the Rizal Memorial Coliseum during the Philippine Cup games on April 9.
The league announced fans can avail seats at the lower box for only P50 and P30 for the general admission section in commemoration of its 50th year that falls exactly on the same date.
Asia’s first ever play-for-pay league opened in April 9, 1975 with a double header featuring pioneer teams Mariwasa Noritake versus Concepcion Carrier, and Toyota against U/Tex in the main game.
For the Wednesday twinbill, the games will have Magnolia facing Converge and the rematch between defending champion Meralco against San Miguel.
The Bolts-Beermen tussle marks the first time the two teams will meet in the Season 49 All-Filipino conference since Meralco upset San Miguel in six games last year to win its first ever PBA championship.
Adding nostalgia to the game is the plan to have both teams wear their respective retro jerseys.

Currently confined at the Cordillera Divine Grace Hospital in Benguet, Malinis is fighting bone cancer (stage 4) and a serious lung condition.
Malinis, a many-time national champion and winner of gold in the -72 kg Women’s category in both the 1993 Singapore and 1997 Jakarta SEA Games, now finds herself in a challenging battle for her health.

The 21-year-old McSwiggan, a scorer and midfielder, was with Madison Ayson and Aliana Weibel on Sunday when the Filipinas began preparing for a pair of friendly games on April 4 and 8. McSwiggan has played for 38 games with the University of North Florida Ospreys over the last two years, Along with Ayson and Weibel, they are filling up vacancies in the absence of three injured FIFA Women’s World Cup veterans Sarina Bolden, Jaclyn Sawicki and Quinley Quezada.

ABOUT 10.4 million Filipinos suffer from illiteracy and low literacy, according to the latest survey by the Philippine Statistics Authority (PSA).
The 2024 Functional Literacy, Education and Mass Media Survey (FLEMMS) found that nine out of 10 Filipinos aged five and over had basic literacy.
“This translates to approximately 93.07 million individuals aged five years and over who can read, write and compute out of the estimated 103.46 million individuals in the same age group,” the PSA said.
Basic literacy is defined as the ability to read and write a simple message in any language or dialect with understanding, and to perform basic mathematical operations.
Functional literacy encompasses the ability to read, write, compute, and comprehend.
Central Luzon (Region III) recorded the highest basic literacy rate at 92.8 percent, while the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) had the lowest at 81.0 percent.
Basic literacy was higher for females at 90.9 percent, compared to males at 89.0 percent. Individuals aged 20 to 24 had the highest basic literacy rate at 96.1 percent, while those aged 60 and over reported the lowest at 76.2 percent.
About 6.9 percent, or roughly seven out of 100 individuals aged five and over, were classified as illiterate. BARMM had the highest proportion of illiterate individuals at 14.4 percent.
The functional literacy rate in 2024 was 70.8 percent, meaning about 60.17 million out of an estimated 85 million Filipinos aged 10 to 64 could read, write, compute, and comprehend.
The Cordillera Administrative Region had the highest functional literacy rate at 81.2 percent, while Region IX (Zamboanga Peninsula) had the lowest at 59.3 percent.

STATE-RUN Philippine National Oil Co. (PNOC) is seeking a real estate consultant to conduct a multisector study for the redevelopment of its nearly three-hectare property in Bonifacio Global City (BGC), Taguig.
PNOC allocated P1.5 million for the consultancy services.
“The Multi-Sector Market Study will serve as a critical tool for PNOC in determining the highest and best use of the property, assessing market demand across various sectors, and identifying viable development opportunities,” PNOC said in a statement.
The study will guide PNOC’s decision-making on redeveloping the
PNOC Energy Center to maximize its potential, align with market trends and contribute to its long-term sustainable growth, the company said. It is expected to provide strategic recommendations for mixed-use, commercial, residential, institutional and other potential developments.
The study will also ensure the redevelopment aligns with national and local development plans, sustainable
practices and PNOC’s long-term goals.
“Ultimately, the study seeks to equip PNOC with a strategic framework for the optimal redevelopment of the PNOC Energy Center Property, ensuring its relevance and profitability in a dynamic real estate market,” PNOC said.
The PNOC Energy Center, a 29,291-square-meter prime real estate property in BGC, consists of office buildings and support structures. THE Bureau of Customs’ Enforcement and Security Service (ESS) said Friday it seized P25.6 billion in smuggled goods in the first quarter of 2025 —an almost 40-percent increase from the same period last year. It said that on 2024, the agency confiscated P85-billion worth of contraband, a testament to its aggressive enforcement campaign. The agency’s intensified operations also played a key role in the Philippines’ removal from the Financial Action Task Force (FATF) grey list. It said that through its stringent measures against money laundering and cross-border financial crimes, the ESS intercepted P131.4 million in undeclared currency. Fuel marking initiatives were also highlighted, with nearly 20 billion liters of imported fuel verified, enabling the collection of P242.4 billion in lawful duties and taxes. Meanwhile, the campaign against illegal drugs led to the seizure of over P2 billion worth of narcotics and the filing of 164 cases for prosecution. Customs Commissioner Bienvenido Rubio lauded the ESS for its contributions to national security. Drawing from his own experience as a former special agent, Rubio expressed solidarity with the unit’s personnel and recognized their sacrifices and dedication.
Stocks extend losses, track global markets on trade war fears
PHILIPPINE stocks extended their losses Friday, as the global markets decline amid fears of trade war following implementation of reciprocal tariff by United States against its trading partners.
The benchmark Philippine Stock Exchange index declined 61.54 points, or 1 percent, to close at 6,084.19, while the broader all-shares index dropped 20.97 points, or 0.57 percent, to settle at 3,643.44.
“Worries over the impact of the tariffs on global chain, international trade and global economic performance caused investors to sell positions,” Philstocks Financial Inc. research head Japhet Tantiangco said. Analysts said investors also ignored the lower-than-expected March inflation rate report by the Philippine Statistics Authority.
Inflation eased to a five-year low of 1.8 percent in March from 2.1 percent in February.
The recent slowdown in inflation paves the way for a potential rate cut by the Bangko Sentral ng Pilipinas, with the likelihood of such a move increasing ahead of the April 10 meeting.
The peso also strengthened in recent weeks, further supporting the case for monetary easing.
“The BSP might also consider a cut to support the economy in response to external developments, particularly the potential impact of President Trump’s tariffs,” said Bank of the Philippine Islands lead economist Emilio Neri.

The budget airline said it received reports of online scammers posing as legitimate travel agencies, using fake business registrations to convince travelers of their legitimacy and lure them into booking.

GOLDEN Arches Development Corp. (GADC) of businessman George Yang obtained a new 20-year franchise agreement to operate McDonald’s in the Philippines.
The multi-year agreement will cover the period 2025 to 2045, according to GADC president and chief executive Kenneth Yang in a press briefing Friday. Under the license agreement, Chicago-based McDonald’s Corp. granted GADC the authority to own, develop and operate restaurants and engage in the sub-franchising of restaurants under the McDonald’s.
Yang said with the new term license secured, the company is committed to expanding McDonald’s in the country, helping generate greater economic and employment opportunities and supporting communities.
“We see our growth coming from areas outside of NCR that have rapidly been developing. We’re excited to open more stores and bring McDonald’s
closer to more Filipinos,” said Yang.
GACD chairman George Yang has held the master franchise since the opening of the first McDonald’s store in 1981.
McDonald’s Philippines store network spans all the regions in the country, with the majority of its stores located in NCR and Luzon. Close to 70 percent of the stores are freestanding with drive-thru services.
McDonald’s opened 65 new stores in 2024 to end the year with a network of 792.
Yang said McDonald’s is one the country’s biggest youth employers, as 70 percent of its 65,000 employees are working students.

Robinsons Land raises P6.2b from sale of stake in REIT subsidiary
ROBINSONS Land Corp. (RLC) raised P6.2 billion after selling a portion of its stake in real estate investment trust company RL Commercial REIT Inc (RCR). RLC sold 1.043 billion RCR shares via an overnight block placement, the company said in a disclosure to the stock exchange Friday. The shares were priced at P5.95 apiece, a 5.7-percent discount to RCR’s closing price of P6.31 Thursday. The shares were sold to high-quality long-only institutional
investors.
The placement increased RCR’s public float to 6.69 billion common shares, equivalent to 42.57 percent of the total issued and outstanding common shares of the company.
REIT firms are required to maintain a public float of at least 33 percent.

THE Energy Regulatory Commission (ERC) approved 14 power supply agreements (PSAs) and issued 977 certificates of compliance (COCs) and provisional authorities to operate (PAOs) in the first quarter of 2025.
This demonstrates ERC’s commitment to expediting regulatory processes to enhance the country’s grid stability and ensure affordable electricity for Filipinos.
“In just three months, the ERC has successfully processed and issued PSAs, COCs, and PAOs way earlier than the timelines set by the EVOSS Act,” said ERC chairperson and chief executive Monalisa Dimalanta.
“This is proof that the reforms we are undertaking are speeding up our regulatory processes to ensure energy security through additional capacity from new grid connected facilities, while also empowering consumers to save on electricity costs by generating their own power,” Dimalanta said.
The ERC said the approved PSAs cover power supply to various distribution utilities, particularly those in Region 8 (Eastern Visayas) to mitigate exposure to price volatilities in the electricity spot market.
The 977 issued COCs, meanwhile, authorize the operations of 94 self-
generating facilities (SGFs), seven independent power producers (IPPs) and 868 net-metering qualified endusers (QEs), while 77 PAOs were granted to IPPs across Luzon, Visayas and Mindanao—accounting for a total of 5,419 megawatts (MW) of supply to the country’s power grid.
The ERC said that on average, it processed COCs within 26 days, significantly faster than the 60-day timeframe mandated under the Energy Virtual One-Stop Shop (EVOSS) Act.
The PSA approvals were completed in 60 days, ahead of the mandated processing period of 75 days for provisional authorities.
The ERC grants COCs to authorize the operation of power plants and other generation facilities, while PAOs allow generation companies to commence operations pending full COC approval. Meanwhile, PSAs, or the bilateral agreement between a genco and a distribution utility (DU) for the purchase and supply of power, also undergo ERC review and approval.
THE Department of Justice (DOJ) and the Run After Fake Transactions Taskforce (RAFT) of the Bureau of Internal Revenue (BIR) filed cases against Ever Bilena Cosmetics Inc. for the alleged use of ghost receipts in its tax declarations.
BIR Commissioner Romeo Lumagui Jr. reported that the DOJ filed four criminal informations before the trial courts in Quezon City against Ever Bilena, which included criminal charges against president Dioceldo Sy and treasurer Miami Siytaoco for alleged tax evasion and failure to supply correct and accurate information in its tax returns.
“The BIR once again commends the illustrious men and women of the DOJ in ruling in favor of our complaint against Ever Bilena. This shows that even the largest corporations in the Philippines should not use Ghost Receipts in their tax declarations. Warrants of arrest are expected to be issued against the responsible corporate officers of Ever Bilena,” Lumagui said.
The BIR and the DOJ said they continue to make strides in their fight against ghost receipts.
Lumagui said even the largest corporations are audited, prosecuted and its responsible officers arrested as long as there is a finding by the RAFT taskforce that the corporation used ghost receipts to illegally lessen their taxes.
The DOJ supported BIR’s complaint against Hilmarc’s Construction Corp., one of the largest government contractors in the country.
Ever Bilena will be included in the list of large companies prosecuted in court for its use of ghost receipts, the BIR said.

CITI expects the Bangko Sentral ng Pilipinas (BSP) to resume its monetary easing in April 2025 after inflation rate eased to a five-year low of 1.8 percent in March.
Nalin Chutchotitham, Citi economist for the Philippines and Thailand said that with the March inflation falling within the BSP’s forecast of 1.7 percent to 2.5 percent for the month, “we expect cuts to resume in April, August and December and see risks of the latter two cuts being brought forward to June and October, respectively, given external headwinds.”
Chutchotitham said inflation may creep higher in April, but staying firmly in the lower half of the BSP’s target range for the rest of 2025. Citi expects inflation to average 2.2 percent in 2025 and 3.2 percent in 2026.
“The modest upward trajectory that we forecast for the rest of 2025 largely reflects base effects from sequential softening in rice and energy prices between April and December’24, even as we expect inflation momentum to remain subdued,” the US bank said.
Citi said domestic demand indicators remained resilient, with bank loan growth still strong at 12.2 percent year-on-year in February, while consumption was supported by neartrend growth of remittances.
“While construction investments could slow temporarily ahead of the general elections in May, consumer spending could be supported by disinflation, but could still benefit from easier financial conditions, in our view,” it said.
STATE-RUN Philippine Health Insurance Corp. (PhilHealth) said Friday it lifted its 45-day benefit limit policy effective April 4, 2025.
“This policy change aligns with the Universal Health Care Act and follows the directive of President Ferdinand Marcos Jr. to ensure continuous and accessible health benefits for all Filipinos,” PhilHealth said in a statement.
PhilHealth senior vice president for health finance policy sector Israel Francis Pargas said the move allows members to use their benefits for the entire year without a 45-day coverage limit.
He said the change is in accordance with the Universal Healthcare Act, which mandates that every Filipino receive immediate healthcare services, and President Marcos’ directive for the national health insurance program to cover members’ healthcare needs.

THE Department of Tourism (DOT) said Friday it expects a significant boost to both leisure and business tourism in the Philippines with the launch of Air Canada’s direct flight between Manila and Vancouver on April 3, 2025.
The new route will create exciting opportunities for tourism and commerce, particularly for Filipino-Canadians, while offering Canadians the chance to explore the Philippines, according to the DOT.
It said with flights scheduled to operate three times a week, the direct route between Vancouver and Manila would provide an annual capacity of 57,216 seats, or an average of 4,768 seats per month.
“Canada, home to nearly 1 million people of Filipino descent, is one of the
largest Filipino diasporas in the world.
This inaugural Air Canada flight will strengthen cultural ties between our countries and fuel economic growth,”

THE Forest Foundation Philippines, supported by the government of Canada, awarded over P25 million in grants for nature-based solutions (NbS) aimed at climate adaptation in Negros Occidental, Maguindanao del Sur and Palawan provinces.
