FORSYTH COUNTY COMMISSIONERS AMEND NO SOLICITATION SIGNAGE RULES For years, we have had No Solicitation signs posted at the entrances to each neighborhood. However, the Forsyth County Board of Commissioners has amended the existing ordinance to require individual signage at each residence in order for the Sheriff’s Office to enforce the No Solicitation ordinance. My understanding is these changes were made upon advice from the County’s lawyers, due to a recent lawsuit in another part of the state. In that lawsuit, a County ordinance was challenged that allowed a prohibition on solicitation by signage at the entrance to the neighborhood. The Court ruled that there was a violation of the Solicitors’ First Amendment rights. While I don’t know for certain, I suspect that the Solicitor made the argument that an individual homeowner might welcome a door to door solicitor, that a Solicitor is free to engage in commercial speech wherever and whenever they want, and that the Solicitors were economically disadvantaged because of this blanket prohibition. So, in order for the Sheriff’s Office to shoo Solicitors away from your home, you are now required to have signage specific to YOUR property. An HOA does not have the legal standing to prohibit certain individuals from engaging in commercial speech. Only you as the homeowner have the right, and only on your property. The Association will continue to have the “No Soliciting” signage at the entrances to the community. However, to ensure you as an owner have recourse, you must purchase your own sign and place it on your property. If you wish to go ahead and get signage posted at your property the guidelines below should be followed. We are also working with a vendor in regards to signage that could be posted on the mailbox post, please note no signage may be posted on the actual mailbox. “NO SOLICITING” SIGNAGE SHOULD MEET THE FOLLOWING GUIDELINES: The preferred style of signage should be a small sign posted on the home or a small sign on a post in a landscaping bed. Signs should meet the following guidelines: Material - Metal, such as brass or bronze Size - Signage posted on homes- no more than 10 inches wide by 2 inches tall - Landscaping Signage- no more than 10 inches wide by 6 inches tall Color - Antiqued Bronze/Brass or similar (no polished finishes) THE FOLLOWING ARE TWO OPTIONS FOR “NO SOLICITING” SIGNAGE WHICH MEETS THE STANDARD FOR THE COMMUNITY, AND DO NOT REQUIRE A REQUEST FOR MODIFICATION FORM.
NO SOLICITING GARDENBOSS™ STATEMENT PLAQUE WITH STAKE
CAST BRASS “NO SOLICITING” SIGN
(PLEASE MAKE SURE TO SELECT ANTIQUED BRASS)
Other signage that is the same design to include shape, size and color will be deemed acceptable. You may purchase your no soliciting signage from any vendor, however if you would like to utilize any other form of signage it must be submitted to the ARC for review and approval. For more information from the Sherriff’s office regarding the Forsyth County Solicitation policy please click here.

Lifeguard on duty schedule is detailed on Page 4 of the Pool Information Packet POOL SAFETY: ATTENTION ALL RESIDENTS!! Please pay close attention to the pool rules which are intended to ensure a safe environment for all residents. Please be aware that Lifeguards are primarily responsible for life safety. Parents are responsible for monitoring and supervising their children at all times, while in the water and on deck, and ensuring they observe the rules for their own safety. The majority of our parents are diligent in this regard, but there still are too many instances of unsupervised children. We ask that you give your utmost attention to this and your full understanding and cooperation to the Lifeguards. COMMUNITY NEWS
A NOTE FROM THE TREASURER In our annual budget, there is a large item called Replacement Reserves. This item is not seen on most financial statements, so the question has arisen, “What are Replacement Reserves?” Our overall HOA strategy is to ensure that Windermere continues to be the premier community in south Forsyth county. One of the ways your HOA does that is by sustaining the value of the community’s common assets and amenities by regularly replacing them at the end of their economic life. We fund that asset replacement through our Replacement Reserves. IN THE BEGINNING… In 2013, when the Windermere developer formally turned over the homeowner association to the homeowners, the financial package included a cash account with funds to replace our key infrastructure and amenities into the future. This was our initial Replacement Reserves. When an owner purchased their house, effectively they bought into not only the HOA’s assets, but also the Replacement Reserves to keep them at the current standards. REPLENISHING THE FUND… As a practical matter, the replenishing of this Replacement Reserve for the commonly owned HOA assets should be included in the annual budget. If it is not, then a large and vital part of the community’s annual budget is not being addressed. If the Replacement Reserve replenishment is not properly planned, then special assessments will likely be necessary when assets need to be refurbished or replaced. As time goes on, assets and infrastructure are replaced routinely, and the fund balance begins to decline. If the account is not re-funded, eventually, special assessments would need to be imposed on all homeowners to cover the costs. From the beginning, your HOA board has put a priority on avoiding special assessments due to the negative impact on home prices.
A Reserve Study details the common community facilities and infrastructure components that require periodic replacement. The Study includes a general view of the condition of these items and an effective financial plan to fund projected periodic replacements. • Inventory of assets Owned by the Association that will require Replacement over the next 30 years. • Estimates of the normal economic life and the remaining economic life of those assets • Financial Plan to funding for the asset replacements We hire a firm with professional reserve engineers to perform our Reserve Study annually to ensure that the replenishment of our Replacement Reserves is budgeted accurately so that the funds to maintain our association are always there when needed. And so that Windermere will continue to be premier community in our area. Jim Durgin | Windermere HOA Treasurer
* Real estate brokers consistently report that property values with a history of HOA special assessments decline due to the uncertainty of the financial retirement of ownership in the future. The unknown question buyer have is “will there be another special assessment next year and how much will it be?” * Peter B. Miller, Architect, RS, specializing Capital Reserve Planning and Transition Warranty Inspections for community associations, country clubs and resorts, and religious and educational institutions throughout the U.S. and the Caribbean. A graduate of the College of Architecture and Urban Studies at Virginia Tech, Mr. Miller began his professional experience with community associations in the early 1980’s.
WHAT IS A RESERVE STUDY? The fairest and most equitable means to replenishing the Replacement Reserve fund is by having every homeowner contribute their fair share over the period that they benefit from these commonly owned assets. “Everyone who lives under this roof pays their fair share towards the replacement of the roof.” A Reserve Study determines what that “fair share” should be.

FINICKY DOGS As we all know, a finicky dog can be very frustrating. What’s the deal? Why is he walking away from his bowl...turning up his nose? Like humans, some pups are naturally picky. Then there are those who will eat anything and everything!! I have had this type and it makes you a bit crazy trying to constantly push food away from edge of counter or make sure his nose is not level with the table. However, let’s focus on those who refuse to eat.
important whether it’s human food or dog food. You should be feeding him a high quality, nutritious diet approved by your vet. Dogs do not need variety in their meals like people do because they have all the nutrients, they need in their dog food. If you do change to a new quality food, mix the old food with the new food in small amounts in the beginning. This prevents gastrointestinal upset. Make the change over at least 2-3 days.
Here are a few issues that might help: Veterinary Check-Up First of all, with any concerns, please take your baby to the vet for a check-up especially if there is vomiting, diarrhea or weight loss involved. Your doctor will help you get to the bottom of this in hopes that it’s not a gastrointestinal or oral disease, but you can never go wrong letting your vet take over. Food If he receives a clean bill of health, begin evaluating the food. Make sure it has not spoiled and check expiration dates. This is very
Other Food Sources Closely observe your pup’s day. Is he eating something other than dog food? Is another family member feeding him scraps from the table? Is he getting into trashcans? Maybe a neighbor is giving him snacks? Our older Pomeranian became picky this past year along with having some gastro issues, so my vet suggested a very good, high quality food and we have been extremely happy with this change. He is very happy to eat, has more energy, his fur is softer and his eyes seem clearer! I highly recommend giving your babies the best... which may, in turn, extend his precious life.
