s Connecticut nonessential businesses shut down to contain the spread of the new coronavirus, the retail and hospitality sectors are expected to bear the brunt of the short-term effects. “The market is telling us what we would expect: any type of real estate that depends on daily human interaction is getting hit the hardest,” said Kevin Thorpe, chief economist for Cushman & Wakefield, in a recent teleconference. “Hotels and retail and the most impacted right away.” Major hotel chains have shut down hundreds of locations nationwide, and approximately 3,000 collateralized mortgage-based securities loans backed by hotel properties totaling over $86 billion are at stake, debt researchers Trepp Inc. reported. The effects of the pandemic are likely to vary widely by geographic market, American Realty Advisors predicted in a market commentary this week. Industrial markets that rely heavily on imports could see a downturn, but demand for e-commerce could benefit warehouse and distribution markets that were already thriving before the outbreak. How to Read The Real Estate Records The information appearing in this newspaper is taken from deed and mortgage documents filed at each of the ten registries of deeds in the state. All property transfers with a sales price of at least $100 and all term-mortgage documents are collected. Whenever possible, we combine the separate deed and mortgage documents so that we can present one complete record of the street address, purchase price, lender and mortgage amount. When we cannot link a deed with a mortgage (and vice versa) each transaction appears individually. Real estate records are organized alphabetically by registry, then town, then by street name.

The amount appearing on the same line as the street address is the purchase price from the deed. We print “No Amt Given” when the amount did not appear on the document we review. “No Street Given” appears in place of the street address when it was not available. The volume, page of the deed and filing date appear for all sales. The mortgage lender and the amount of the mortgage used to purchase the property are shown. Any second mortgage (Mtg2) filed at the same time as the deed will also appear here.

Military Housing Is Too Often Unfit to Serve Pentagon Plans Changes, but Congress Skeptical BY LEW SICHELMAN SPECIAL TO THE REGISTRY REVIEW

nfestations of rats, mice and other rodents. Toxic black mold. Lead paint. The deplorable conditions of a lot of low-income housing – in urban areas, on American Indian reservations and in unincorporated communities along the Mexican border, for example – are well-known. But these conditions are also found in the housing provided to our military personnel. Basically, they are the equivalent of “4F” – the military classification that means someone is unfit to serve. “I noticed chipping paint on our outside entry doors and on all of our windows, and became concerned it was lead paint,” a resident of privatized military housing in South Carolina said in a report to a Senate subcommittee.” “When I mentioned it to maintenance, they shrugged it off,” the resident continued. “I was told I did not have lead paint by one person over the phone. After being denied several times for my concerns, I ordered my own lead check test kit. When I tested the door and window, it came back positive.”

Disgraceful “Privatized” Housing The report from the Military Family Advisory Network is full of troubling testimony like this about how poorly some of our service people are housed. Here’s another instance: “My house had strong electrical currents that would severely shock you, and when we complained, they said it was ‘dry air,’” a New York

resident reported. “Then an outlet blew, frying my computer (that was plugged into a surge protector) and almost setting my house on fire.” “Had to do a sit-down strike at management to get them to bring an electrician in,” the resident continued. “Turns out, my house wasn’t properly grounded, which the outside electrician said was common for these military houses.” The report makes for eye-opening reading. After surveying some 17,000 military residents in 46 states, MFAN discovered our soldiers, sailors and airmen and women shared their military housing with a wide array of unwelcome guests: roaches, ants, fleas, wasps, bees, spiders, bedbugs, mosquitoes, ticks, crickets, worms, termites, beetles, maggots, silverfish, earwigs, rats, mice, squirrels, shrews, moles, skunks, bats, snakes and birds. One respondent reported having 400 bats in her attic. These problems are occurring in “privatized” military housing, in which the Pentagon has contracted base housing ownership and management to private firms. More than half our service members live offbase, but there’s still a lot of privatized military housing. How much? The Department of Defense reports there are 202,000 such units on its bases.

Will Plan Be Enough? News reports and congressional investigations have sparked action all the way to the top. Last fall, Defense Secretary Mark Esper met with the secretaries of the Army, Navy and Air Force, as well as executives from some of the private companies that own and manage the properties – outfits such as Lincoln Military Housing, Balfour Beatty, Hunt Military Communities and Corvias Military Living – to deter-

mine how these issues are being addressed. The military services and the private managers have come up with a remediation plan that includes: • Establishing a resident bill of rights and common lease framework. • Increasing transparency and reporting service work orders. • Enhancing ongoing oversight and leader engagement. • Improving communication with residents at all levels. But it’s not certain that’s going to be enough for some in Congress, who have denounced the shoddy housing provided for some of our military men and women and their families. Massachusetts Sen. Elizabeth Warren and New Mexico Rep. Deb Haaland introduced a bill to improve housing conditions for service personnel after Warren conducted an investigation and forwarded her findings to the Senate Armed Services Committee. Haaland – whose district includes Kirtland Air Force Base, adjacent to Albuquerque – pointed to an Army inspector general’s report that found “widespread failures by the private housing companies to provide adequate housing, and Department of Defense failures to adequately oversee its Military Housing Privatization Initiative.”

Pentagon Backs Private Housing While acknowledging problems in the MHPI program, the Pentagon still supports privatized base housing. It said the initiative solved a $20 billion maintenance backlog by leveraging private finance to the tune of $32 billion to rehab old units, with a DOD outlay of just $4 billion. Meanwhile, families at several bases have sued their property managers over what they

allege are unsafe and unhealthy housing conditions. In the latest development, the Government Accountability Office – the investigative arm of Congress – has weighed in with a report to Congress. And Elizabeth A. Field, a director in GAO’s defense capabilities and management department, whacked the Pentagon and its military departments in testimony to a House subcommittee. Speaking about the GAO’s preliminary recommendations to strengthen Pentagon oversight of privatized housing, Field said that while the administration conducts some oversight, some of those efforts “have been limited in scope.” Among other things, the GAO found: • The performance metrics the military departments use to monitor private partners fail to provide meaningful information on the condition of housing. • The maintenance data collected is not reliable or consistent. • The reports DOD provides Congress on the status of privatized housing are unreliable. The GAO’s draft report recommends the Pentagon “take steps to improve housing condition oversight, performance metrics, maintenance data and resident satisfaction reporting, as well as to assess the risk of initiatives on project finances.” Freelance writer Mark Fogarty contributed to this column.

Eastern Bank Establishes $5M Loan Fund for Small Business

A

prominent area bank has launched its own, $5 million small business fund to compliment state and federal efforts aimed at keeping these businesses from going under during the coronavirus pandemic. Eastern Bank’s move goes beyond most banks’ approaches to date, of offering loan modifications and other friendly help to existing customers. “First and foremost, obviously we know that the impact of the coronavirus and COVID-19 has been more wide-reaching than anything I have seen in my career,” Eastern Bank’s President Quincy Miller said. “That’s the first thing that spurred us into action – we know the need is going to be great.” Eastern started hearing from small businesses early on and wanted to be flexible in responding to their needs. One solution announced this week is a $5 million fund Eastern Bank established to provide what it’s calling Small Business Impact Loans. Existing small business customers can borrow up to $25,000 at an interest rate of 3.99 percent, making interest-only payments for the first six months. Rhode Island-based Citizens Bank also recently committed to make $5 million in grants to help “community support initiatives” and small businesses across its 13state service area. In the first 24 hours after announcing the new loan fund, Eastern Bank saw high demand for the product, Miller said. The bank is lever-

aging its existing Express Business Loan platform to accept applications and streamline the underwriting process. The typical turnaround time for a loan is less than a week, but Miller said the time frame could stretch into a second week. “We are very sensitive to our customers’ needs,” Miller said. “But given the demand, we expect to see a little bit of a delay to fund these.” Based on how quickly the MGCC fund became oversubscribed, Miller expects existing customers to use up the funds available for Eastern’s Impact Loans. Should some of the $5 million remain, new customers would be eligible to apply. Other options Eastern’s business clients can explore include refund requests on certain fees, penalty waivers for early CD withdrawals of up to $50,000, increased ATM card withdrawal limits, payment relief on commercial and small business loans, and waivers for late charges for loans. Miller said a concern in the industry is how long the coronavirus crisis will affect small businesses. He said he was hopeful the economy would prove strong enough to weather the pandemic. “I think it’s important for banks, for nonprofits and for the government to all come together to support small businesses,” Miller said. “This is the time where as Americans, we need to come together.”

Continued from Page 1 The 2008-2009 financial crisis stretched over 18 months, and central banks were slow to take decisive action, Thorpe noted. “Central banks and governments learned a lot from the great financial crisis, learned that time is of the essence and they need to go big and go fast. There is a template to execute on these measures,” he said. The greatest effects of the current shutdown could be concentrated in the second quarter, Thorpe said. Even so, the U.S. could be hit with the steepest one-quarter decline in gross domestic product since the Great Depression, he predicted. The impacts on the office market will be slower to be felt, because 91 percent of all leases run or two years or longer, said Carlo Barel di Sant’Albano, chief executive of capital markets and investor services for Cushman & Wakefield. “Typically, the commercial real estate market enters a downturn overbuilt. That’s not really the situation here,” he said. Brokerage JLL predicts that investors will shift to defensive assets, particularly multifamily properties, and said in a report this week

that gains in e-commerce could increase demand for logistics properties. The outbreak is likely to prompt industrial and logistics users to accelerate the use of robotics, according to the report by 10 JLL economists and researchers. New Hampshire’s industrial real estate market ended 2019 with 95.12 percent occupancy rates and average rents of $6.70 per square foot, triple net, according to research by Colliers International. In Southeast New Hampshire’s critical warehouse and distribution sector, only the Nashua and Salem areas had vacancy rates above 3 percent, at 16.52 percent and 10.33 percent, respectively. Triple-net rents were highest in Portsmouth and Salem, at $9.56 and $7.88, respectively. The year also saw several high-dollar-value sales of multifamily properties in and around Manchester. But the long-term effects will be felt for years and could lead to permanent structural changes in society and how real estate is used, ranging from increasing reliance on remote working and online grocery shopping to deglobalization of supply chains, JLL predicts.

Mortgage Apps, Homebuyer Interest Plunged as Coronavirus Hit in Force

ortgage application data from the Mortgage Bankers Association shows just how much of an impact the coronavirus pandemic had on American homebuyers and homeowners. Mortgage application volume decreased 29.4 percent on a seasonally adjusted basis from one week earlier, the MBA’s survey for the week ending March 20. Unadjusted, that drop was 29 percent. While mortgage applications fall, refinancing, which can be done from home, is soaring. The MBA’s Refinance Index, which measures refi application volume, decreased 34 percent from the previous week. However, that index was still 195 percent higher than the same week one year ago. The seasonally adjusted Purchase Index decreased 15 percent from one week earlier and 14 percent without adjustment compared with the previous week and was 11 percent lower than the same week one year ago. Lending Tree says the economic effects of the virus outbreak have led to unprecedented volatility in mortgage interest rates and an overwhelming surge of borrower demand. The company’s data shows that refinance mortgage applications through its marketplace tripled from a year ago in each of the 50 largest cities and in all but five states. In San Francisco, refinance loan requests skyrocketed 417 percent. MBA Associate Vice President of Economic and Industry Forecasting Joel said the decline in purchase application volume – the first in three months – was likely due to growing uncertainty over the nation’s economy as states dramatically restrict business activity and daily life in an effort to stop the coronavirus’ spread. “Home purchase applications were notably impacted by rising rates and the widespread economic disruption and uncertainty over household employment and incomes,” he said in a statement. “Potential homebuyers might continue to hold off on buying until there is a slowdown in the spread of the coronavirus and more clarity on the economic outlook.” The figures are consistent with a significant drop in homebuyer interest reported recently by the New Hampshire Association of Realtors on March 25. Of the 872 Realtors who responded across the state, 63 percent said a buyer they worked with decided to delay their home searches, and 51 percent said they were postponing bringing new listings to market. However, 22 percent said the virus did not impact their business and only 11 percent reported a seller they represented had removed a home from the market and only 16 percent reported a seller cancelling an open house. But COVID-19 wasn’t the only thing on applicants’ minds, the MBA pointed out in its announcement. “The 30-year fixed mortgage rate reached its highest level since mid-January last week, even as Treasury yields remained at rela-

tively low levels. Several factors pushed rates higher, including increased secondary market volatility, lenders grappling with capacity issues and backlogs in their pipelines and remote work staffing challenges,” Kan said. “With these higher rates, refinance activity fell 34 percent, and both the conventional and government indices dropped to their lowest level in a month. Looking ahead, this week’s additional actions taken by the Federal Reserve to restore liquidity and stabilize the mortgage-backed securities market could put downward pressure on mortgage rates, allowing more homeowners the opportunity to refinance.” Other topline, seasonally unadjusted numbers from the MBA survey include: • The refinance share of mortgage activity decreased to 69.3 percent of total applications from 74.5 percent the previous week. The adjustable-rate mortgage (ARM) share of activity decreased to 6.1 percent of total applications. • The FHA share of total applications increased to 8.4 percent from 7.3 percent the week prior. The VA share of total applications decreased to 12.5 percent from 14.5 percent the week prior. The USDA share of total applications remained unchanged from 0.4 percent the week prior. • The average contract interest rate for 30year fixed-rate mortgages with conforming loan balances ($510,400 or less) increased to 3.82 percent from 3.74 percent, with points decreasing to 0.35 from 0.37 (including the origination fee) for 80 percent loan-to-value ratio (LTV) loans. The effective rate increased from last week. • The average contract interest rate for 30year fixed-rate mortgages with jumbo loan balances (greater than $510,400) increased to 3.84 percent from 3.77 percent, with points increasing to 0.35 from 0.32 (including the origination fee) for 80 percent LTV loans. The effective rate increased from last week. • The average contract interest rate for 30year fixed-rate mortgages backed by the FHA decreased to 3.69 percent from 3.71 percent, with points increasing to 0.43 from 0.28 (including the origination fee) for 80 percent LTV loans. The effective rate increased from last week. • The average contract interest rate for 15year fixed-rate mortgages increased to 3.28 percent from 3.10 percent, with points increasing to 0.38 from 0.37 (including the origination fee) for 80 percent LTV loans. The effective rate increased from last week. • The average contract interest rate for 5/1 ARMs increased to 3.38 percent from 3.19 percent, with points increasing to 0.26 from 0.19 (including the origination fee) for 80 percent LTV loans.
