Anna Stewart and Jim Farrell. They offered a man help and friendship now he's trying to put Jim in jail. Jim Farrell is a long time resident of Lemont, Illinois. He said he has no criminal record, does not use drugs and he is not a drunk. His girlfriend Anna Stewart describes him as a good, decent man who is good to her. Anna says they have a very good relationship and have no problems. She did say that since Jim has been laid-off they have had some minor arguments over finances but nothing severe. “Only loud discussions.” Jim Farrell says he was once a building inspector for the village of Lemont. He got that job the hard way working his way up through the ranks. He claims he never a problem and his work was never questioned until he attempted to enforce a new requirement. At one point in time Farrell had to begin enforcing a requirement that developers install a silt fence to prevent soil from being washed away into areas that are wet lands. Jim sought to enforce the requirement by refusing to inspect any property that did not have such a fence installed. There came a time when he had to inspect new construction by a developer named Ed Mansell, a well-known individual in Lemont whom Jim believes has some heavy clout in town. When Farrell arrived at the construction site he immediately saw that the required fencing had not been installed. Farrell drove away and did not inspect the property but word was left to inform Mansell of the reason Farrell had not inspected the property.

Franco’s Pizza Has Become A Local Favorite It was last January when Franco’s Pizza was preparing to open its doors to the public. Franco was as anxious as an expectant father as he helped put the finishing touches on his new business at 7174 Caton Farm Road at the corner of County Line Road and Caton Farm Road. There were no nearby pizzerias for folks living far west of route 59 and north of Jefferson Street. They had to depend on businesses in Shorewood or north of Caton Farm Road on Rout e 59 for their Italian foods. But, with the opening of Franco’s that quickly changed and now people are flocking to the immaculately clean restaurant with totally new equipment to compliment a totally new location. Franco himself is a friendly man with a broad smile and a friendly word for everyone. Perhaps that is the secret to his success. He is simply someone nice to know. His modern pizza oven is capable of cooking a pizza

fast and that is important because in keeping pace with the steady stream of customers and the constant ringing of the telephone he does not want anyone to have to wait a long time for a pizza. Franco’s prides itself on preparing all of its food from scratch. Franco himself is an excellent chef who takes extreme pride in preparing not only good good but great looking dishes to tempt the most discriminating customer. There is a full view of the kitchen from the order and pickup window so people see for themselves how immaculate the facility is. There are no shortcuts and Franco himself is constantly on the alert for anything that needs attention. He is much like a mother caring for a newborn, he babys the place and has experineced help who take pride in their work and who understand the importanceof customer satisfaction. In addition to having truly delicious pizza the menu has a variety of delicious foods. He recently began a new Fridays only promotion that features food specialties

Kyle Man Indicted for Bootlegging on Indian Reservation United States Attorney Marty J. Jackley announced that a man has been indicted by a federal grand jury for bootlegging on the Pine Ridge Indian Reservation. Craig Janis, age 44, of Kyle, was indicted by a federal grand jury on July 21, 2009, for dispensing intoxicants in Indian country. He appeared before US Magistrate Judge Veronica L. Duffy on July 27, 2009, and pled not guilty to the indictment. The maximum penalty upon conviction is one year imprisonment and a $100,00 fine. The charge is merely an accusation and Janis is presumed innocent until and unless proven guilty. The investigation is being conducted by the FBI. Assistant US Attorney Gregg S. "Little changes can have big results," says Matthew Sheehan, a Brooklyn, N.Y. resident who rallied his local school to compost 100 percent of the school's food waste, and in turn, use the compost to grow food in the existing schoolyard garden. "I found online that Green Works, those natural cleaners from Clorox, was sponsoring a contest where I could win a grant to fund the project," says Sheehan. "When I found out I won $10,000, I was so excited to activate my community and get started making a difference. We are going to build four largescale vermiculture compost systems in which to house 80 pounds of red wiggler worms, who will compost the school's food waste." Bourbonnais resident and Vietnam veteran, Roger Bean feels that his time in the United States Navy has finally come full circle, thanks to Congresswoman Debbie Halvorson (IL-11). Due to the work of the Congresswoman and Constituent Services Director, Chasity Wells-Armstrong, Bean was recently presented with long-overdue medals from his service in Vietnam, along with a special acknowledgement for dedication to his country from Rep. Halvorson. “Mr. Bean showed great courage by enlisting in the Navy at the age of 18, knowing that he would serve in the Vietnam War,” said Halvorson. “This was a difficult time and a difficult war for the United States - and he should be honored in every way possible for his bravery. Bank Robber/Carjacker Gets 17-Years Birmingham, AL—United States Attorney Joyce White Vance of the Northern District of Alabama and Patrick Maley, Special Agent in Charge, Federal Bureau of Investigation, announce that Gabriel Dewayne Rice was sentenced yesterday on charges of armed bank robbery and car jacking. Rice, 21, of Gadsden, was sentenced by Chief United States District Judge Sharon L. Blackburn to 204 months in prison and given five years supervised release after the prison term is served. Rice was also ordered to pay $277,773 in restitution. According to Vance, on July 16, 2008, Rice and an accomplice entered the Wachovia Bank located on Bill Robison Parkway in Anniston, Alabama, armed with firearms and ordered the employees and customers to get on the ground. After robbing the bank, Rice and his accomplice carjacked an elderly woman and her caretaker and forced the women to drive them to Gadsden where they exited their vehicle near a cemetery. Rice was captured near Cartersville, Georgia, on July 27, 2008, and more than $26,000 of the bank robbery proceeds were seized from him.

Controversial Arizona Sheriff Might Resist Feds Phoenix, AZ—Controversial Sheriff Joe Arpaio of Maricopa County Arizona announced his intention to continue doing what he has been doing, arresting illegal immigrants who enter his jurisdiction. Arpaio, well-known for his infamous tent city has been on a one-man crusade to arrest and jail people entering the United States illegally through Arizona from Mexico.There are people who idolize him for his brash give-em

hell stance on illegals but there are others who criticize his methods and his treatment of prisoners. The United States Homeland Security Department has asked Sheriff Arpaio to put a halt to his campaign to arrest illegals “whose only crime was crossing the U.S. and Mexico border without documents.” The sheriff has been charging them with breaking Arizona law. They have been prosecuted and jailed in Arizona, a practice with which it now appears is at odds with the federal government. But Joe Arpaio says, "I'm not going to bend to the federal government, I'm going to do my job," he said. "I don't report to the federal government, I report to the people." It seems this lawman wants things his way or no way. Under the Obama administration the Homeland Security Department has modified a federal program that has up to now allowed his deputies, jailers, 160 of them, to make arrests under federal law. Arpaio has enjoyed that authority since February 2007 when the Bush administration was taking a hard-line on illegal immigrants crossing into the United States from Mexico. Arizona happens to be one of the points of entry. Under the modified plan Arpaio would have to seek federal authorization from U.S. Immigration and Customs Enforcement and coordinate with ICE before launching his sweeps to capture people suspected of entering the country illegally. Part of the governments concerns stem from many complaints that Arpaio’s men are using racial profiling to stop cars and check for credentials. That is illegal because the police are not supposed to stop a vehicle without probable cause. The sheriff would have to sign a new agreement and it is unclear whether he would be willing to do that in light of his firm stance on the matter. Should the sheriff refuse, his authority to make federal immigration arrests would be revoked. Homeland Security is interested in capturing serious criminals such as immigrants who have been convicted or arrested for major drug and murder, manslaughter, rape, robbery, or kidnapping. Those whose only crime is being in the country illegally are not the focus of this new effort.

From the Lips Of John Cappas You have to remember something, when I’m in that stinking cell, in that lousy joint, nobody is my friend. It’s me against them and I’m only thinking of me—to hell with them! I’m the only guy there from Chicago, well, there’s one other guy, he’s an El Rukin and he’s not part of my world. At any minute anyone of those guys could start an argument with me. Maybe a fight, I don’t know, but I have to be prepared, so I stay ready. Now the one thing I find out is that Lewisburg has this prison library. Okay, so you say big deal! Yeah well it was a big deal because I figured with 45 years hanging over me., it’s 1988 and I’m not getting out of here until 2028, so I’m going to use that law library help me get out. You probably heard about jail house lawyers. Well let me tell you something. Sure there are a lot of real idiots who don’t know which end of the pencil to write with, but then there are some pretty sharp cons in there who been working the law for a lot of years and some of them are really good. Some of them know more law than some lawyers. So I listen and I’m learning. Lucky for me, I can read, and my mind keeps going back to Bruce Lee and his book. I keep thinking how reading made me something I couldn’t have been any other way. But see, while some guys look at an education as something stupid that you don’t need, I’m not thinking about it at all except that now I see it as a tool. Yeah, a tool, just as much as shovel, or a saw or anything else you could dream up to get your ass out of that miserable place. Over the years I learned something real important, I got it from fighting and dealing with some real stupid people, I learned that you got to be disciplined and you have to stay focused so I make my mind up that I am going to get

out of that joint and nothing is going to stop me from doing it. Something happens to me while I’m burying myself in those law books; I start chilling. I always thought I was smart but now as I’m reading and really getting intense about it, I see that my mind is getting stronger and I’m thinking with power, real power. “Hey,” I tell myself, “I’m on to something, I’m not really sure what it is but I’m onto something and I’m getting more powerful by the day.”

For the first time in my life I'm understanding I only have a certain number of years to live Sure, I’m keeping myself in shape, that’s a natural. I have to keep myself in top condition because at any second I might have to deal with some guy who not all there, or somebody who just doesn’t give a f---k about anything. Those guys just decide to take what they want and if you don’t give it up they’ll kill you in a hot second. Getting into the law books makes me understand that you got to know what you’re doing but if you do it right it is a powerful tool. Any by now you know me, power is the name of the game, and I’m going for it. Being locked up is doing something else to me. Believe it or not it’s not the money, or the cars, or anything else that I’m missing, I’m thinking about my life! For the first time, I’m understanding that I only have a certain number of years to live and I can either spend them in this f---king rotten hellhole or I can be out there doing what you’re supposed to be doing with life—liking every damned minute of it. “It’s too bad you can’t see the dining room when they’re feeding. It’s like a giant cartoon.” That’s how he described it. He’s a free man again, he’s not certain anymore how many times he’s been arrested but he says he’s spent most of his adult life in prison. His crimes run the gamut of offenses, everything from domestic violence to murder. He said he didn’t do the murder and boasts that his lawyers got him out of that one. “I knew who really did it but I couldn’t beef on the guy so I had to do the time. I knew it was only a matter of time before they figured it out. Course the f---king prosecutor didn’t have the balls to admit he was wrong so even when he had the ass----- he still wanted to pretend it was me that done it.” I have to call him "he" because he is free now and working and he fears that he will lose his job if his boss knew about his past. He’s fortunate, few employers hire anyone without a background check now. Having spent most of his time behind bars much of his conversation is about life behind the walls. That’s sad, maybe it will change as he adapts to living in the free world. But those conversations contain a wealth of information, really an education in themselves, about what life is like behind the walls. Most of his prison time was spent in a federal prison. He hates state penitentiaries because in his words, “Time is harder there and the people are a really low class compared to the cons in the federal system. They treat you better and the food is better too.” He is asked if he has ever seen anyone killed in prison. His response was laughter. “Are you f---king kidding? You can’t get locked up and not see

killing. You’re gonna see it all the time, it’s part of life. Nobody cares so they do whatever they damn please. See you got a lot of guys in there with mental problems. I remember this one guy, I think it was in Terre Haute but I really don’t remember for sure. Anyway, these two little Puerto Rican guys had a beef with this big ass----. He was really big, like six-four and 250 pounds. He would a thron them from here to hell if they tried to beat his ass. Anyway, he had a habit a standing at his bars talking to his neighbor and he would rest his arms on the bars with his hands sticking out. “The little guys get a buddy to help them and they walk down the gallery when his hands are out, and when they get to his cell two of them jump up and grab this guys wrists and they bend his arms down so he can’t move. Then the third little guy ties his hands together so he can’t go nowhere. The next thing you know they start him and his cell on fire and they run like hell and get out of there. “By the time the screws got to him it was already too late. He was a goner. They never did bring charges against them cause they couldn’t prove it was them. They went to the hole for investigation for 21 days but that was the end of it. “Me? I been lucky. I got stabbed twice and a guy slashed my neck here.” He displays a long scar on the right side of his throat. “But I guess I was just too damned rotten to die. Don’t they say the good die young? Sh-t, I ought live to be a hundred and fifty.” At fifty-four he has spent just a little less than 31 years of his life in some type of institution. He began with local jail time and claims to have been in a dozen prisons. Still he doesn't blame himself for his problems, he puts the entire blame on drugs and booze.

Erie Man Gets 14 Years for Child Porn United States Attorney Mary Beth Buchanan announced today, August 4, 2009, that Jason Scalise, a resident of Erie, Pennsylvania, has been sentenced in federal court in Erie to one hundred and sixty-eight months in jail and ten years supervised release on his conviction of violating federal laws relating to the sexual exploitation of children. Senior United States District Judge Maurice B. Cohill, Jr. imposed the sentence on Scalise, age 33. According to information presented to the court by Assistant United States Attorney Christian Trabold, Scalise received and possessed computer images depicting minors engaging in sexually explicit conduct. Specifically, Scalise was found to have saved hundreds of movies depicting children as young as five being sexually exploited. Ms. Buchanan commended the Federal Burea of Investigation and the Pennsylvania State Police for the investigation leading to the successful prosecution of Scalise.

In fact, I just received a letter from a woman whose husband is out of work and she is the only one in the house working. He’s been out of work for months and she says he doesn’t even bother to go out looking anymore. You are getting a view of what life with Mark could be like in the future. Sure, he is bound to be short on money since he no longer has a job but that is no excuse to make you foot the bill for pizza every week. When you are out of work, you do without some of the luxuries you are used to—like pizza every Friday. It’s time for Mark to grow up and learn to respect you. If he doesn’t have good sense now he may not get any better in the future and you could get stuck with someone who expects you to keep him. This is not a good sign. Keep in mind that it is only an indicator but it is not a good one. Tell him exactly what you told me, show him this article, and tell him pizza is out of the question until he gets a job and you can share the expense together. Then moments later he leaped to his feet and began “pounding on Jim again.” Finally, he departed but as he walked down the street he was seen by Lemont police officers who questioned him and noticed the scratch above his eye. The officers would determine that they would do nothing further in the matter saying it was a dispute between two men and decided to “leave it at that.” Jim Farrell said it might have ended there except for Chief of Police Kevin Schaughnessy. He decided to have Farrell arrested and charged with assaulting Bernard. On June 5th police arrested Farrell on the assault charge and he was held in the Cook County jail in lieu of $250,000 bail. Farrell would languish there until the 23rd of June when an angry judge wanted to know why Farrell held been held for so long without being brought to court for a bond reduction hearing. The judge reduced the bond and Farrell was released late on the night of the 23rd. He has fired his attorney for conflict of interest charges. He claims that he learned that his attorney and Chief Schaughnessy are close friends but the attorney did not volunteer that information. Chief Schaughnessy is allegedly a friend of Ed Mansell the man Farrell believes caused his problems from the beginning. There is more to this case and some of it is being verified at the moment. More will be reported as additional information is confirmed.

The problem was not with the church, the church did what churches ordinarily do to survive, it accepted the donation of

Had there been any public discussion someone would have certainly recognized that it is illegal to spend public funds on any religious activity. Someone in authority must have made the decision to send those men and their equipment out for those hours when they were on the village payroll. Such a decision made outside of an official meeting could constitute a violation of the Open Meetings Act. No one may spend taxpayer money without the prior approval of the Village Board of Trustees but the trustees were apparently not officially notified and there never was a vote taken to approve the spending of those funds. If the village can get away with spending public funds without anyone knowing about it and without the Trustees approval then it leads to the question: Is other public money being surreptitiously spend without anyone’s knowledge? One of the articles noted that thousands of religions exist and that is considered in the law. It is not fair to ask those who have a different belief entirely to support a religion they do not espouse. The mere fact that some members of local government are members of that church does not carve out an exception to the law. Therefore, the photographs, the record of the times and events and the number of men used illegally and all related information will be turned over to the office of the Will County State’s Attorney for consideration of whether they will take any action. Word will be passed along when and if that office responds.

Buyers Beware Of Used Car Scams As more families look to stretch their dollar, buying a used car, instead of new, is increasingly popular. Unfortunately, some law enforcement are reporting that VIN cloning—which targets used car buyers—is on the rise and Better Business Bureau advises car buyers to do their research or they could unknowingly purchase a stolen car. Nearly 4 million used cars were purchased in May, up 23 percent over April, according to CNW research. As a reflection of our current economy, at the same time, new car sales are down 34 percent. One scam that specifically plagues used car buyers is VIN cloning, which is essentially auto identity theft used by car thieves to unload stolen cars. According to the most recent numbers from CARFAX, as many as 225,000 of the 1.5 million cars stolen every year have been subjected to VIN cloning. “VIN cloning has two victims,” said Steve Cox, BBB spokesperson. “The first is the victim who had their car stolen, and the second is the unsuspecting buyer because, when the police track down the stolen car, they’re going to give it back to the rightful owner and the new owner will suddenly have no car or a way to get his or her money back.” A car’s vehicle identification number, or VIN number, is a unique number that serves as a way to recognize a specific car. The number is also used by law enforcement to track down and flag stolen cars. For this reason, car thieves will “clone” a stolen car’s VIN number to match that of a car that isn’t stolen.

Cash For Clunker Scam Scam artists are trying to profit from the federal government’s new program that helps consumers buy or lease a new, more fuel-efficient vehicle. According to a new consumer alert from the Federal Trade Commission, the nation’s consumer protection agency, people should be on the lookout for so-called “cash for clunker” Web sites that ask for personal information – including name, address, and Social Security number – that they claim is necessary to “register” for the program. The scam artists behind these sites are phishing for personal information that

Sometimes the thieves will punch out a new VIN and replace the stolen vehicle’s dash VIN with the new one or they use computer technology to print out authentic looking documents with phony VINs. The last step is selling the vehicle, usually through classified ads or other informal methods. Some altered vehicles end up in auctions, sold through classifieds or on unsuspecting used car lots. When police are able to track down stolen cars they will seize the car from the buyer and there is usually little recourse for the unsuspecting buyer to get his or her money back. BBB recommends taking the following steps to avoid becoming a victim of VIN cloning: • Be extremely cautious if you see a late model luxury car or SUV selling significantly under normal market price. • Do not fall for the “we need cash quickly” excuse; exercise due diligence. • Check the VIN number on the dashboard, inside the door jamb and under the hood against the car’s title documents for discrepancies. • Closely examine the car’s title, registration and other documents.
