Former Bolingbrook mayoral candidate Bonnie Kurowski-Alicea is continuing to attack Mayor Roger Claar on issues she sees as “improper and highly questionable practices.” The former candidate went after the Mayor at the April 28 board meeting asking that he and the board resolve not to do business with any company that has been found guilty of breaking the law. She noted that Mayor Claar received $11,000 in campaign contributions from Orange Crush Co. and Orange Crush was given contracts in the millions of dollars. She linked the two and accused the Mayor of engaging in pay to play politics. Orange Crush is the new name the Palumbo family has given to what was once the Palumbo Excavating Company. After five years of investigations conducted by the FBI a federal grand jury indicted Palumbo Brothers, Inc., Peter A, Joseph, and Sebastian Palumbo, Daniel Ferrarini and an Illinois Department of Transportation employee Kelson Addishi, on 42 separate counts. The Palumbo indictees entered pleas of guilty and went to prison for their parts in the frauds alleged in the federal indictment. Palumbo Brothers, Inc. was prohibited from doing business with the City of Chicago because of fraud committed upon the city. In December as a part of the plea agreement the Palumbo defendants were ordered to pay $15million dollars in fines and restitution. Walsh praised former Board Member Dave Evans for his many years of public service and noted that it is going to be a difficult task for anyone to take his place even though he held his seat for only a few
David “Dave” Evans, 67, was a giant of a man. He was a community leader who passed away in March, after having been sworn in December 1st, to serve as the Will County Board Member representing the people of the 8th district. Dave’s passing left a vacant seat on the board to be filled by his Democratic Party. Nine candidates for that position were interviewed by a Democratic Committee composed of the Chairmen of the four townships that are represented by the 8th district board member. Those townships are Jackson, Joliet, Lockport, and Troy. The final five of those hopefuls were interviewed on Monday May 11th and each presented a strong case for him or herself. At 10 am telephone conversation Tuesday morning, Tim Gafney, Chairman of the Will County Democratic Central Committee, announced that the selection committee has provided a name to him whom they selected to be their choice to fill the vacant 8th District seat. That person is Denise Winfrey, a remarkable woman with outstanding credentials and many, many years of service to people in her community. Dan Vera, Democratic Chairman of Joliet Township, confirmed Winfrey’s nomination. Vera said the committee deliberated privately for about an hour and a half after the open meeting on Monday, before they made their selection. Tim Gafney explained that Winfrey’s outstanding resume was the deciding factor in choosing one of the nine candidates. He called it “outstanding”. Denise was employed by Commonwealth Edison and retired from there after 19 years of service when her division was sold. Of all her accomplishments which are numerous, she puts her service to people with disabilities at the top of her list. She is currently the President of the Will-Grundy County Center for Independent Living and Co-Chairman of the Accessible Cities Alliance. She is the Collector for Joliet Township. Do you have school-age children? If so, the end of the school year means that your kids are now one year closer to college. That means you have even more incentive to launch a college savings strategy — which is essential these days. During a tough economy, states are scrambling to meet budget shortfalls. As a result, state legislatures may be forced to scale back their support to public colleges Parfait and universities, which® in turn may raise their tuition. Furthermore, college endowments have been hit hard by the financial crisis; from July through November 2008, endowments suffered more than $94 billion in investment losses, according to a survey by the National Association of College and University Business Officers and Commonfund Inc. Private colleges and universities, which are especially dependent on endowment income, are slashing budgets and warning that continued endowment declines could lead to financial aid cutbacks. Obviously, you can’t control the economy, state legislators’ actions or the fortunes of endowment funds. But here are some things you can do to help prepare yourself for those future college bills: • Contribute to a Section 529 savings plan. In a 529 plan, you invest money in specific securities, managed by professionals. Contribution limits are high, and all withdrawals are free from federal income taxes, as long as the money is used for qualified higher education expenses. Withdrawals for other types of expenses may be subject to federal and state taxes plus a 10 percent penalty. In addition, contributions are tax-deductible in certain states for residents who participate in their own state’s plan. Because tax issues for 529 plans can be complex, you will want to consult with your tax advisor. • Of course, if you already have a 529 plan, your savings probably took a pretty big hit last year and in the first few months of this year, as well. In response to the downturn in the financial markets, the IRS has ruled that, for 2009 only, 529 plan account owners can make investment changes twice in the calendar year, rather than just once. This gives you more opportunities to rebalance your 529 plan investments in a way that could help reduce the effects of volatility. • Open a Coverdell Education Savings Account. Depending on your income level,
you can contribute up to $2,000 annually to a Coverdell Education Savings Account (ESA). Your Coverdell earnings and withdrawals will be tax-free, provided you use the money for qualified education expenses. (Any non-qualified withdrawals from a Coverdell ESA may be subject to federal and state taxes, plus a 10 percent penalty.) You can fund your Coverdell ESA with virtually any type of investment — stocks, bonds, certificates of deposit, etc. • Open a custodial account. You can place assets in a custodial account — a UGMA or UTMA account — for your child’s college education. Although your child will own the account as soon as it is established, you have control of it until the child reaches the age of majority, usually 18. At that point, your child can collect the assets — which again can be in the form of almost any type of investment — and use the money for college. Whichever vehicles you choose to create a college fund, start soon. In building your savings to meet the high costs of higher education, time is your greatest ally. The Centers for Disease Control and Prevention recommends adults do moderate to intense aerobic activities for at least 150 minutes a week. That translates into 30 minutes for five days a week, or just over 21 minutes for seven days a week. But the warm weather means busier schedules, so you need to find a way to fit short workouts into your hectic days. Here are some ideas to take advantage of spring and summer weather and fit the recommended exercise you need to maintain your health into your schedule. 1. Arrive at work early and park your car at the farthest spot away from the door. Then walk briskly around the parking lot once or twice before heading inside (depending on how large your parking lot is). The fresh air and blood pumping will help you to wake up and get ready for the work day. If you’re a little more ambitious, carry small hand weights or use weighted bands around your ankles and wrists to build and tone your muscles. 2. Turn your errands into a workout. Create your weekly shopping list and head out to the grocery or department stores. But don’t just concentrate on the items on your list. Take you cart and walk up and down each aisle. This new bill is complex and many challenges face both the new veterans and the higher education institutions. Anti-Bullying Programs NEW YORK—In the wake of two suicides in two weeks related to bullying and anti-gay bullying, GLSEN, the Gay, Lesbian and Straight Education Network, is calling on schools and educators to evaluate their anti-bullying efforts and for federal officials to take action to address the bullying problem. A leading anti-bullying education organization, GLSEN has worked for 15 years to make schools safer for all students. And far too often, schools fail to address the problem.” Bullying is endemic in American schools, and the U.S. Department of Health and Human Services has identified bullying as ‘a serious public health issue’ with effects that can last into adulthood. More than a third of middle and high school students (37%) said that bullying, name-calling or harassment is a somewhat or very serious problem at their school, according to From Teasing to Torment: School Climate in America, a 2005 report by GLSEN and Harris Interactive. Bullying is even more severe in middle school. More than two-thirds of middle school students (69%) reported being assaulted or harassed in the previous year and only 41% said they felt very safe at school. The National Center for Safe Routes to School and iwalk – International Walk To School in the USA, are two groups spearheading the movement to get kids back to walking or biking to school. Communities are using the walk or bike to school as the first step to change community culture and
create environments that are more inviting for everyone, young and old. Some reasons they offer in support of walking and biking to school include: To enhance the health of kids because increased physical activity can combat a host of health problems facing kids and adults today. To improve air quality and the environment, replacing car trips to school with walking or bicycling can help reduce air pollution. To create safer routes for walking and bicycling, sidewalks, education programs and traffic calming measures are some of the ways to improve conditions. In 1997, the Partnership for a Walkable America sponsored the first National Walk Our Children to School Day in Chicago, modeled after the United Kingdom’s similar program. Congresswoman Debbie Halvorson (IL-11) is reminding senior citizens and veterans that a one-time payment of $250 will be mailed soon as part of the American Recovery and Reinvestment Act (ARRA) of 2009. Beginning Thursday, May 7, adult Social Security beneficiaries and Supplemental Security Income (SSI) recipients will start receiving the stimulus money, which will be distributed on a rolling basis throughout the month of May. “We continue to see the positive effects of the ARRA in the economy and this time it will help more than 55 million senior citizens and veterans in the U.S. ,” said Halvorson. “I’ve already heard good news stories that describe how the $250 will help lessen the impact of this difficult economic environment in the district – it reaffirms my support for this legislation.” Individuals must be eligible for Social Security or SSI during November 2008, December 2008 or January 2009 in order to receive payment. It’s raining, it’s pouring…mom and dad are snoring! UGH! When is it going to stop raining! It’s been like this ALL day…rain, rain, and more rain! I’M BORED! What is a little dog to do on a day like this? Usually I get to go for walks, and run through the yard, but NOOOOOO, not today – Today I have to stay in because of the rain! That’s no fair! Why does it have to rain anyway? Mom says it’s God’s way of giving the plants and animals a drink of water. Well, I’m an animal! And when I need a drink of water, I get it out of my bowl! Rain, rain - Go away…come again another day…So now what am I supposed to do? I’ve already had my food…I’ve played tug-o-war with my rope…and I took a nap. My mom said I should use my imagination. Huh? What’s an imagination? She said it’s when you use your mind to pretend to be anything you want. I guess I can give it a try. Hmm, let’s see…I know! I can pretend to be a police dog. I would fight crime, and help people…and I would also make sure EVERYONE obeyed the law – even Sadie! Oh wait…you know what else I can be? I’ll give you a hint. I ride around in a big red truck that has a loud siren…and I help put out fires… do you know what I am? Yep, I’m a firedog! Firedogs are very important…they help people get out of burning buildings, and they teach everyone about fire safety …they even help get cats out of trees – hmm, I don’t know if I like that one! Ooh, guess another thing I can be? A SPACEDOG! I could pretend our couch is a rocket ship and then I’d fly to outer space or maybe go to the moon! I might even fly to Mars and find an alien! How do you know he won’t like you with your own color. On the other hand, if he doesn’t like you unless you have red hair you will have to live a charade for as long as you date him if you do go out with him. You will never know if he really likes you or some fantasy he has for a girl who has red hair. Get to know him as you are. You might get into a conversation with him about your hair and tell him you have been considering changing the color and take it from him. He might surprise you and say he likes you as you are. Don’t speculate that he will like you better as a redhead. Maybe you won’t look good at all with red hair not every girl does.

Dear Lindsey: Mark and me have been boyfriend and girlfriend since we were in 8th grade. Weâ&#x20AC;&#x2122;re juniors in high school now. We got lucky and we got a summer job with a fast food place. The manager knows us cause we have been going there like forever. He knows Mark and me go together. So when school is out for summer break weâ&#x20AC;&#x2122;re going to start work that same weekend. But now my mother is telling us we shouldnâ&#x20AC;&#x2122;t work together. She said it will lead to problems and if we get fired it will leave a back mark on our work record. Mayor Roger Claar Gives Orange Crush a ... building work. The Palumbos signed a voluntary exclusion from doing work for the United States Department of Transportation Highway Administration. After she pointed out the convictions and prohibitions related to the Palumbos, Kurowski-Alicea asked the mayor and the board if they would resolve not to do business with persons or companies that were guilty of felonious acts. Mayor Claar did not seem phased by the open accusations. He defended giving Orange Crush, aka, the Palumbos business by saying that the campaign contributions such as the $11,000 he received from Orange Crush have helped him to donate a hundred thousand dollars or so to scholarship funds. That amount seems to be exaggerated and is being checked, but he did donate $2,250 in scholarship money in 2008. She accused the mayor of not allowing her or anyone else to examine the proposed budget and said she was shown a budget entirely different from what was presented at the board meeting. Mayor Claar rebutted saying it was the same budget. Robert Bowen of Bolingbrook followed her to the public podium and wanted to know why the village is telling the residents the airport made a profit of $ 55,000 when in fact it lost $1.1 million dollars. He accused
the mayor of not telling people that there is 5% interest being paid on the loans for the airport that are not being disclosed to the public. Bowen seemed well-prepared and wanted to know why the village is paying Village Attorney James Boan $800 per hour for services he said
the village could get for $100 per hour. Boan allegedly receives about $800,000 from the village annually. He also wanted the mayor to justify a pay increase he got while he is considering laying off other village employees. The mayor said he has to take the increase by law. Mayor Roger Claar said he doubts the village would be satisfied with the services of an attorney that is willing to work for $100 per hour. The major issue raised was of course doing business with convicted felons and trusting a company whose owners admitted falsifying
weight tickets on trucks, charging for work never done, and cheating unions of health and welfare payments by reporting fewer hours worked by their employee than they actually put in. Bonnie Kurowski-Alicea is asking that if the Federal Government will
not trust the Palumbos, if the State of Illinois and the City of Chicago will not trust the Palumbos, why is Roger Claar trusting them to be honest with Bolingbrook? She believes Mayor Claar is being bought off with the campaign contributions he has received from Orange Crush. She also said, “How can we be sure there isn’t other money being passed under the table that no one knows about. We know we are dealing with felons who have admitted to cheating.”
