(ARA) - When the shock of shattered nest eggs eased, many Americans got down to the serious work of rebuilding their financial futures. Already, tentative predictions of improvement are replacing dire warnings of doom in headlines across the country. If you’re a baby boomer, you may be in better financial shape than people in other generations. But you might also feel greater pressure to preserve the wealth you’ve retained and protect your ability to continue saving for retirement. Identity theft is one of the fastest-growing threats to the financial health of Americans. Identity theft was the top complaint category for all complaints filed in 2008 with the Federal Trade Commissionmaintained Consumer Sentinel Network, which catalogs complaints made to the FTC and numerous other agencies, including the Better Business Bureau, the U.S. Postal Service and the National Fraud Information Center. Nearly 314,000 complaints -- more than a quarter of all complaints -- were related to ID theft, according to the FTC. The average cost of ID theft is just under $500 per incident, according to research by Javelin Strategy and Research. But for many people, the actual cost can run into the thousands. It makes sense to protect your rebuilt nest egg by taking steps to avoid identity theft. The FTC recommends a threepronged approach to avoiding ID theft - deter, detect and defend: Deterring ID theft * Always use passwords for credit, bank and other personal accounts, especially if you access them online, and ensure the passwords are not something easy to guess, like your mother’s maiden name or the last four digits of your social security number. * Inquire about security measures in use by businesses with whom you must share your personal information, such as doctor’s offices or even your own employer. * Secure your own personal information by shredding documents with identifying information before you trash them at home or at work. Never share personal information over the phone, through mail or online unless you’ve initiated the contact and you’re confident about whom you’re dealing with.
* Don’t carry your SSN card with you and share the number only when absolutely necessary. Ask if you can use an alternate type of ID with companies that request your SSN. Detecting ID theft * Keep an eye on your credit report for any suspicious activity. Review your report at least once a year; more often if you’ve previously been a victim of ID theft. * Watch out for signs your ID has been stolen, such as not receiving expected bills or mail, receiving credit cards you didn’t apply for, calls or letters from debt collectors about products or services you didn’t buy, or unexpectedly being denied credit or being offered unfavorable
terms on a new credit application. Defend against ID theft Consider enrolling in an ID protection program that helps monitor your credit report. U.S. Marshals Lead Nationwide Manhunt For Fugitive

Disappeared With Missing Toddler the hunt for fugitive Robbie Douglas Potter, 27. Potter is a convicted sex offender who authorities believe is on the run with his girlfriend and her 3-yearold daughter. Potter is wanted on a state warrant for parole violation and on a federal warrant for probation violation. Potter is a convicted Tier III sex offender for

The U.S. Marshals Task Force began assisting in the fugitive investigation June 4 and is pursuing all leads and tips. On Tuesday, Task Force Officers arrested three individuals for charges of com-

It is believed that Potter was assisted by Candace Watson, 24, and that the two of them spent several days at a campground in central Ohio after the escape. Potter and Watson were last seen May 31 when they picked up Watson’s 3-year-old daughter, Haylee Elizabeth Jade Donathan, in Crestline and then disappeared. They were last seen driving a two-tone blue, 1988 Chevrolet

Research proves that early readers tend to enjoy reading more, do better in school and are less likely to drop out than those children with poor reading skills. However, myths surrounding early reading persist and include: Myth: I don’t need to focus on reading at home. All children will learn how to read by the end of kindergarten. Studies show that if a child is not reading at grade level by the end of the first grade, chances are very slim that he will
ever catch up to grade level. Forty percent of 8-year-olds cannot read independently, which indicates the reading skills acquired in kindergarten are not enough. Myth: It’s harmful to my child to learn how to read early because they’ll be ahead of the rest of their class. Children who enter school already equipped with reading skills have higher selfesteem than children who do not, according to research. Myth: A focus on learning to read is pushing a child too hard. Just let kids be kids. Reading is a great way to spark imagination and early readers often have a lifelong love of books. The key is for parents to make reading fun, never a chore. New Technology Gets Bad Guys Not The Innocent St. Paul, MN -- (Vocus) -- Cybercrimes involving the exploitation of children are rising at unprecedented rates. CNN’s Terry Frieden reported in January, 2009, that FBI Executive Assistant Director Stephen Tidwell said, “The pervasiveness of the Internet has resulted in the dramatic growth of online sexual exploitation of children. There has been a 2,000 percent increase in the number of cases opened since 1996.” The same CNN report, noted that FBI Inspector General Glenn Fine explained that “processing time for digital evidence can take up to nine months,” with about 60 days on average required to gather evidence, once the suspect’s hard-drive is actually in the hands of the computer forensics examiner. Faced with crimes against children ranging from abductions, sexual exploitation and pornography, law enforcement agencies cannot waste time pursuing unfounded cases or convictions against innocent individuals. analysts can avoid the time and money squandered by using more conventional tools, and instead devote their time and expertise toward prosecuting the real criminals. Biessener said, “Sometimes all it takes is a few minutes to an hour with Voom’s Shadow to determine whether the digital evidence supports the allegations. Simply connect the Shadow to the suspect computer and turn it on. The forensics analyst is then free to boot and operate the suspect computer, without compromising forensic evidence. The Shadow allows the examiner to upload computer forensics tools (e.g., password cracking software), run the suspect’s custom-designed programs and run all applications in any operating system. The Shadow allows extensive investigation of the suspect hard-drive, while the digital contents of the drive remain unchanged and thus untainted at all times. If the evidence is there, the Shadow will help bring it to light.” Take, for instance, a case investigated by Will Docken, computer forensics expert (www.willdocken.com) and former
U.S. Customs Special Agent. This case involved a gentleman in Alaska who was charged with knowingly possessing and viewing child pornography on his computer. The particular file in question was an AVI (video) file. The accused claimed he downloaded a large number of files simultaneously which included the multimedia file containing child pornography. He maintained that he tried to view the file but it would freeze up after a few seconds; it could not be viewed. He could see young children and he had no interest in that so he deleted it. Forensic examination confirmed there was no other child pornographic material viewed on the computer. Docken then used the Shadow to boot the original equipment and attempted to view the file in question which was stored in the recycle bin; the video froze before there was any sexually explicit conduct, just as the accused asserted. There were additional exculpatory findings. It was confirmed that the computer was also used by the roommate of the accused, and therefore digital evidence
could not be proven to have been downloaded or accessed by this gentleman. The prosecutors were then also allowed to use the Shadow to examine the contents of the suspect computer; they confirmed Docken’s findings. Had the Shadow been used for investigative purposes in the beginning, the accused could have avoided an anguishing ordeal, the taxpayers’ monies could have been spent on crimes worthy of prosecution, and the forensic investigation could have been directed to those cybercrime lab backlogs clogging the wheels of justice. In this case an innocent man was exonerated; the charges were summarily dismissed. The evidence obtained using the Shadow clearly showed there was no way he could have known what the downloaded, and later deleted, file contained. If the Shadow had not been employed in this case it is likely that an innocent man would have been wrongfully convicted of a crime he did not commit.

All Natural Dog Food • Change brands or flavors of dry food every three to four months to avoid deficiencies or excesses of ingredients which may be problematic for your dog. • When changing dry foods, mix 1/4 of the new food with 3/4 of the old food, and increase the new food a little each day. Some finicky dogs may need a more gradual change over two or more weeks. Never let a cat skip more than one or two meals; return to the old food if necessary. • With any new food or supplement, watch for subtle changes in your dog’s skin and coat, appetite, energy level, mood, itchiness, discharges or odors, body weight, and the size and consistency of stool. If negative changes occur, try a different food. If the change persists, consult your veterinarian. • If your dog companion is on a prescription diet, check with your veterinarian periodically (at least every 6 months) to make sure the diet is still correct. Many conditions resolve over time, and a diet that was needed for a younger dog may be inappropriate when she is older.
Healthy Dog Food System • It is usually preferable to feed one or two meals per day rather than leaving food out all the time. However, some medical conditions require more frequent feeding. Check with your veterinarian about recommendations for your dogs. • Feed some canned food, which generally contains more dog protein and less grain than dry foods. Plain dry food does not clean the teeth and is not an
essential for either cats or dogs. Cats in particular need at least 50% of their diet in the form of wet food to reduce the workload on the kidneys and keep the urine dilute. Cats with a history of bladder or kidney disease should not be fed any dry food. • Supplement all commercial dog foods with other foods, such as organic meats and steamed, pureed or finely grated vegetables (most cannot be very well digested by carnivores raw). Dogs may be supplemented with tofu and cooked grains; however, cats should receive minimal carbohydrates in the diet. (Plant products tend to raise urine pH and may predispose cats to urinary tract disease.) If you are supplementing more than 15-20% of the diet, however, you will need to consult one of the many available books or websites for information on balancing vitamins, minerals and other nutrients. • Other helpful supplements that are especially important when feeding commercial food include probiotics such as acidophilus, digestive enzymes, and the antioxidant vitamins E (alpha tocopherol) and C (either Ester C, calcium ascorbate, or sodium ascorbate). • Consider making at least some of your dog’s food at home. This lets you control the quality of the ingredients. There are many excellent books, articles, and websites available for more detailed guidelines on ingredients, proportions, and preparations. Even one or two home-made meals a week will be a significant improvement over feeding solely commercial dog foods. Your veterinarian only sees your companion once a year. Since you are with her every day, it is essential that you monitor her general health and how she is responding to the food she’s eating. Changes in appetite, coat quality, weight, stool, urine, or water consumption may signal a problem with the food, or a more serious medical problem. The trip was a long one. It seemed to have taken forever; in reality it had taken about five hours and they had been pleasant ones with a stop for breakfast and another for lunch late in the afternoon. Now Kimmy and Andy were being bounced up and down as Mr. Aston drove toward grandfather’s house while Mother Aura held on tightly. Dust swirled about the car as it bounced up and down in the ruts left by the last hard rainfall. Father, Al Aston, short for Alex, drove slowly over the bumps and was careful not to damage the car by
driving too fast over them. Mother, whose name is Aura, clung to the handgrip above her window almost as if holding on to something was keeping her inside. The dust was choking and Al quickly closed the windows when they turned off the highway to drive the last of the trip to the Aston farm where Grandfather Jon and Grandmother Gwen were anxiously awaiting their grandchildren, Al and their daughter-in-law Aura. “Okay Andy you can call grandma and tell her we’re here.” Aura turned herself toward the back as she spoke to 12 yearold Andy. His dark brown hair was mussed and his face needed washing but he was just as wide-awake as he was when the trip began. Mother gave Andy many small tasks to do now that he was growing up and he liked that. He especially liked being sort of a guardian for his younger sister Kimmy who turned 10 only two weeks earlier. “Hey grandma, guess what, we’re here already! Yeah, Kimmy and me, and my mom and dad.” Andy paused as Grandmother excitedly spoke to him. “Tell grandma we’ll be there in about 3 minutes Andy.” Mother told him. “I want to say hello to grandma,” Kimmy urged. “I can’t wait to see her and grandpa.” Father Al grinned as he listened to the cheerful talk but he did not speak, he seemed to be happy knowing the children were excited to see his mother and father. Actually, he was probably more excited than they were and he drove the last few yards to the Aston front door just a little faster than he had been traveling over the rough spots. Then the doors flew open and mother, father, Andy and Kimmy, raced toward the weathered front porch where grandmother and grandfather were laughing and calling to them. Grandma was absentmindedly wiping her hands on her apron as she watched Kimmy run to greet her. Andy was only a step behind and threw his arms around Grandpa Jon the minute his feet reached the porch where grandpa was standing. Grandma prepared supper early so that when the guests arrived she would not have to spend time cooking. Now with everyone seated at the table grandfather Aston bowed his head, gave thanks for the food they were about to eat, and then announced, “Let’s eat!” The Aston house was big. There were three floors to it and it had a huge basement. Grandfather Aston and his brother George who died had built it board by board and nail by nail with their own hands. It was a sturdy old house and from a distance, it looked spooky. It was darkened from exposure to every manner of weather imaginable. Through it all, the house stood tall and strong just as grandfather boasted it would when he and grandmother first moved into it. Late that night after eating some of grandma’s homemade apple pie with a glass of fresh cold milk, Andy and Kimmy were told it was bedtime. After saying good night, they climbed the many stairs to the bedrooms where they were going to spend the night. Suddenly they stopped as Andy reached the top step. A sound like woooo rushed at them out of the darkness and they stood frozen in fear.

Can Felons Be Paid With Gasoline Tax Funds?
the 102 Illinois Counties who distribute the funds to local cities and villages. The guilty pleas of the Palumbo family, in which they voluntarily admitted their parts in the 37-count indictment that was brought against them, make it unquestionably clear that (1) they are felons; (2) they admitted to cheating on invoices, weights, and materials. They went to prison as a result of their guilty pleas. Those were not coerced admissions, they were calculated options; a choice the Palumbos reasoned would bring them less prison
time than they might receive if they faced trial and were found guilty by a jury. The big question now is whether it is legal for Roger Claar and John Noak to use Federal and State tax dollars to fund projects they have awarded to a company that cannot do business with the State or Federal Government because of its criminal history. The Palumbos are banned from doing business with the State of Illinois. That means they are banned from receiving state funds for work they do. They signed a voluntary
order that prohibits them from working on Federal highway projects. That means they cannot do work that is funded with federal tax dollars. Legally, Bolingbrook and Romeoville might be required to repay any money they pay to the Palumbos, or Orange Crush LLC. that comes from federal or state gasoline tax revenues. If Bolingbrook and Romeoville wish to hire ex-cons to perform public work that is certainly up to those villages to decide. But, when it comes to using state or federal gasoline tax revenues to fund the proj-
ects that are awarded to the Palumbo felons, that is a horse of another color. This issue is far from over. There is more to be investigated, and there is more to be reported as the layers unfold one by one. If the rest of the world refuses to trust the Palumbos what motivates Roger Claar and John Noak to disregard their felonious pasts and risk public money with people who have cheated the taxpayers over and over again. Is it money? What is it Roger? What is it John? The voters deserve to know.

Is Former Homer Glen Supervisor Hiding Something? teraction with her during public meetings. It was easy to get the impression that Bud Fazio believed he was the supreme master of Homer Glen. Fazio was accused of altering the agenda for scheduled public meetings at will to suit himself. At one point as the Township Supervisor Fazio actually transferred $100,000 from the township bank account into another bank account. He did that without advising the Township trustees of his intentions. He transferred that money without a vote, without public input and without the permission of anyone period. Bud Fazio simply did it because he decided to do it. When the Township Trustees and the Township Clerk learned what Fazio had done there was a flurry of criticism
directed at him and he insisted that he had done nothing wrong. He insisted that he removed the money to put it into a bank account that would earn more interest. That explanation did not sit well with the trustees and Fazio was forced to return the money to its former bank account. Transferring that money without the prior approval of the Township Board of Trustees was an illegal act. No one brought a formal complaint against Fazio for moving that money. There was no official probe into that matter. When Pam Meyers became Township Supervisor, it was not easy for her to assume the duties of her office. She hired a part-time aide to assist her, Gail Snyder. Snyder was hired to work 25 hours per week at $11
per hour. Nothing really outstanding; nevertheless, Meyers is being criticized by the Fazioites for the hiring. They would make it appear that Meyers has done a terrible wrong. But that may be a smoke screen to divert attention from the allegedly real dirty, illegal tricks of Bud Fazio himself. Bud Fazio relinquished a laptop computer when he left office. The computer and its contents are of course public property. But showing no deference for the law, Fazio returned the computer with nothing on it. Even the operating system was removed from the computer. There was not a shred of information left on the hard drive. The destruction of public records is a crime— erasing public files from a computer is a crime. Taking pubic employee personnel records is a crime. There were problems in the past with the Fazio administration. One such example was with accounting procedures.
There were accusations that the W-2 tax withholding statements issued to some employees did not agree with their paycheck stubs. Current Township clerk Steve Balich was angered when the matter was discussed during a board meeting. He wanted the discussions closed, claiming they were beating a dead horse. Why? Information was sent to Mary Tatroe of the Will County State’s Attorney’s office but there is no indication that any official action was taken. Homer Glen Township has operated in the dark for too long. Perhaps it is time for a professional audit of the township records to determine exactly what took place there during the Bud Fazio years.
