WHY DOESN’T PEGASUS HAVE MORE ENTRANCES? Recent events have caused some Pegasus residents to question why another entry/exit point for the town hasn’t been provided. Here’s a bit of history on the situation of Pegasus entry points: When Pegasus was developed, it was intended that there would be additional entry points. This would occur in line with population growth, Council planning and affordability. Likely additional entries were identified at Tiritiri Moana Dr (connecting to Kaiapoi Pa Road), Infinity Dr (connecting to Gladstone Rd) and Pegasus Main St south end (connecting to Gladstone Rd). These were all possibilities and made it into Council planning as longer term options. Tiritiri Moana Dr to Kaiapoi Pa Rd Extensive planning was done with a view to opening up Tirirtiri Moana Dr to Kaiapoi Pa Road. This included public consultation and ECan proposing a bus route down Kaiapoi Pa Rd from Waikuku into Pegasus. In August 2016 the Council decided to proceed no further with the project due to the high cultural significance of the area and the likely impact of the proposed work. Concerns from the Runanga included that the nearby Kaiapoi Pa site had been the scene of a massacre and that there was a burial ground, or urupā nearby, and that there are likely to be human remains from the massacre on the site. The site is therefore considered a wāhi tapu site of considerable significance. For further information regarding this decision, go to pages 73 – 152 of the following;

The Pegasus Residents’ Group and a number of other residents have opposed this on numerous occasions. The main reason for the opposition is that opening Infinity Drive to Gladstone Rd will not create an effective additional entry/exit, especially in the case of an emergency. This route still requires ALL vehicles to pass through the same roundabout; that being the Infinity Dr/Pegasus Blvd roundabout. This will make that route ineffective as a means of getting people out fast and would not relieve any ‘bottleneck’ of traffic. This option would have been nigh on useless in the situation on 23 Jan. Pegasus Main St to Gladstone Rd This is the location of the current emergency exit, which worked well to get people in and out of Pegasus while the main entrance was blocked during the fire on 23 Jan. A gate was put in to provide an emergency access in mid 2017 following an initial request from the Pegasus Residents’ Group and a report to the Woodend-Sefton Community Board by Council Roading staff. PRGI – Pegasus Info Page – February 2019 COMMITTEE CHANGES A very happy New Year to all. We sincerely hope that 2019 brings all good things your way! We started the year by receiving the resignation of Ian Lennie from our committee. Ian first joined the PRG committee at the beginning of 2015 and became President/Chairperson at the AGM in May that year. During his four years with us, his contribution has been significant and we wish him well as he moves on to continue his contribution to the community in a variety of other roles. Our Vice President, Roger Rule, has stepped in as Acting President/Chairperson until our AGM in May, so its ‘business’ as usual for us. We thank Ian for the cool-headed and professional approach he brought to the leadership role. During his time with us, the Pegasus Residents’ Group became a stronger, more professional organisation which continues to go from strength to strength. Also, we welcome Rochelle Faimalo back to the committee. Rochelle was a very positive force around the meeting table previously and we are delighted to have her back! PEGASUS ACCESS The recent fire in Pegasus has caused some concerns about why Pegasus doesn’t have additional entrances. There have been a lot of misinformation and emotive posts on Facebook. PRGI have put some links on their website and FB page to enable those who want to better understand the current situation to check the relevant Council reports with details on decisions made with regard to the Gladstone Rd emergency entrance and Email: prgi@pegasusresidentsgroup.com

the proposed Tiritiri Moana Dr to Pa Rd entrance that did not proceed. The Pegasus Residents Group have contacted WDC’s Roading Manager with some suggestions for improvements that could be made to the current emergency access to enable things to move quicker and easier. Discussions are ongoing and it is likely that a meeting will be held involving relevant parties. We will do our best to keep you up to date when there is something more to report. ENTRANCE MAINTENANCE PRGI thanks the Woodend-Sefton Community Board for the opportunity to our concerns about present maintenance on Pegasus Blvd at their December meeting. We have heard back from Council that there will be a change of contractors, so we expect to see improvement there in the future. We will continue to monitor the situation. Speed Limit Changes Effective Monday 28 January 2019 Following community consultation in late 2018, Council approved speed limit changes on Rangiora Woodend Road and several adjacent roads.
