Woodend Pegasus SH1 Corridor The Woodend Bypass shouldn’t be Bypassed “We will not let this go quiet!” The fourth consultation on safety improvements on our section of SH1 undertaken by the NZ Transport Agency (NZTA) in the last three years closed on 6 September. A public meeting called by the committee was held in the Gladstone Park Rugby clubrooms on 5 September and was attended by around 90 people. The meeting was facilitated by Waimakariri MP Matt Doocey, with Mr Jim Harland, NZTA regional relationships South Island director, present to answer questions. The meeting opened with a video by Woodend School pupils which highlighted the safety issues at the kea crossing on SH1 which set the tone for the evening. Shona Powell, a member of the committee, then outlined the frustration felt by locals who feel like they have been repeating themselves over the four consultations held and nothing has changed except for one thing - the traffic volumes have increased. One question posed was what traffic volume would trigger the bypass, however, no direct answer was given by Mr Harland. Shona continued saying that even simple low-cost things like reducing the speed
limit between Pineacres and Woodend haven’t happened. “A safe crossing at Woodend School doesn’t seem much to ask for but we have been asking and asking and nothing.” “We keep hearing that the priority is safety. But where is the action?” Mr Harland in reply said that NZTA understood the frustration. He said that NZTA “should be in a position to drop speed limits by Christmas”. Also, that there is not enough funding to do everything across the country and that other communities may have a higher need. He gave a commitment to have answers for the community as soon as possible. Issues raised at the meeting included: - Lack of enforcement for speeding and bad driver behaviour. Mr Harland said he would pass this onto the Police - An underpass should be built at Woodend School and the Pegasus roundabout with the comment that we can get cattle under roads, so why not people. The underpasses at the Pegasus golf course under Pegasus Boulevard were raised as an example. Mr Harland talked about the space needed for the Cont’d on Page 2

Cont’d from Page 1 correct gradient of the ramp, the possibility of undesirable behaviour and they although they would look at it, he was doubtful - No proposal to lower the speed limit over the Ashley bridge and north of Waikuku Beach Road. Mr Harland replied that it was a rural environment and there needs to be a change that signals a speed drop, but they would look at the feedback from the consultation - No proposal to lower the speed limit at the Pegasus roundabout from the present 70 km/h. Again, Mr Harland said they would look at the feedback from the consultation. He added “if it stays at 70 …” it could be monitored and as development occurs (at Ravenswood) it could be reduced quickly - The Woodend Bypass is needed as the safety improvements will not fix the problem. Mr Harland replied that the Bypass and SH1 safety improvements are two separate projects and both are of high importance and one does not negate the other. The land is designated but the Bypass will not progress in the short to medium term - Simple safety things not being done e.g. speed reductions and a safe crossing at the school. The community needs an indicative timeframe of when things will happen. One possible solution raised was the use of LED lights at the crossing which are activated when someone is crossing

Woodend Spring Flower Show The Committee has completed the planning for the 5 October Show being held in the Woodend Community Centre. We are looking forward to receiving entries from anyone interested (that includes Secondary School pupils and Students) in entering Classes 2 to 127 and for Children in classes 128 to 149 in the Schedule. David Ayers - Mayor - Last Column for The Woodpecker This is my last column for the Woodpecker and I would like to start it
with a thank you to this little journal for both the role you play supporting your community and for giving me space every month (unless I miss the deadline!). In writing in these columns, I have tried to give them a flavour reflecting the WoodendPegasus-Waikuku-Tuahiwi area, hopefully successfully. In the last couple of weeks I have attended local community events which I think show up this community at its best: the Woodend School Fair and Ronel’s Community Cuppa in Pegasus. I had to apologise for a third, the Pegasus Bay Art Show, but I have been to that in previous years. All these events bring people together and connect community groups, in these cases the schools, the Pegasus Residents’ Group and the Woodend-Sefton Community Board, in ways that make our Waimakariri community stronger. Pegasus is still building a town and Woodend, having had a major growth spurt in about the 1980s, is doing it again with the Two Roads and Ravenswood subdivisions. Rapid growth presents challenges for communities because the new arrivals are not usually connected into existing social infrastructure: sports clubs, community groups, churches, local businesses and so on. The staging of events like school fairs and art shows and running regular community get-togethers like the Community Cuppa help to bring new people into existing networks. So my other thank-you is to all of you. To those of you who organise these groups and events, to those of you who make this part of Waimakariri the kind of place people want to live in, thank you. Thank you for supporting our council through some Page 6 THE WOODPECKER OCTOBER 2019
challenging times and for making Marilyn and me welcome to all sorts of events. We’ve enjoyed coming and will continue to come, albeit not in any official capacity. We will still be around! Install new batteries immediately when the low-battery warning alarm sounds or at least twice a year. 3. Clean smoke alarms regularly by vacuuming them with a brush attachment. 4. Replace smoke alarms preferably with Photoelectric every 10 years to achieve optimum performance.

Have you had an outdoor fire recently? The arrival of spring will often bring with it strong winds. Fires which have recently been burnt may still have hot ashes in the middle. So please take some time to check the pile. That means turning it over, checking for warm spots, glowing embers and cooling it down with a constant flow of water, until the pile is cold. Woodend School Fair Despite the day starting out as a dismal day, the Woodend School Fair was a great success and we had very enthusiastic children and parents looking over the Fire Service Vehicles, trying out their hose squirting skills (one of our fire personnel getting a soaking!!) and dragging a dummy through our darkened evacuation tunnel, The public also had an opportunity to observe the Fire Demonstration Unit, All a lot of fun but with serious messages.

Tuhaitara Park We hope everyone has been enjoying the fine weather and have gotten a chance to spend some time outdoors. Spring is a great time to visit the park and we have several events planned for the next few months. You may have noticed that we have continued to plant Kaitiritiri Ridge in Pegasus Town with an additional 1,000 trees with the help of volunteers on the 26 of September. Thanks to all those who helped with this project this year and last- it looks fantastic! We also celebrated 50 years of conservation week by bring our special Kowaro (pic at top) (Canterbury Mudfish) to Rangiora and Kaiapoi libraries. Thanks to those who attended! If you are looking for an opportunity to visit the park- we are hosting two walks as part of the 2019 Breeze Walking Festival. Both walks are free and leave from Woodend Beach Domain. The first ‘Forest Awakens Walk’ is on Saturday the 5 of October and runs from 10-12 and the ‘Wookie Walk’ is on Tuesday 8 of October from 10-11.30am. Please wear appropriate footwear and children must be supervised by an adult. Sci-fi or Star Wars dress up encouraged, but not required (Rangers will be dressed up!). (pic top right). In September the Woodend Community Association held a successful AGM with new committee members joining us and good attendance from community focused residents which we thank for their support.
Our committee member Joss Adams is still running Coffee Group every Wednesday at 9.30am for new and existing residents who want to meet people and grab a cuppa.

The Woodend Community Association would like to run a Community Cultural and Hangi day to be held at Woodend School on the 29th November. We envisage this being a community day where the invitation to attend would be extended to all students (current roll 345) and the wider community. We are hoping that this will become an annual event. Activities on the day: The school children will be involved in the vegetable preparation. They are also going to be assisting in digging the pit. There will also be tikanga (cultural) activities as well as kapahaka, choir and jump jam performances. In the past Kaiapoi High and students from Te Pa o Rakaihauto have been involved through Kahui Ako connections and this is something that we would like to foster again. After eating time there is time for all members of the community to interact with each other giving a wider sense of community. In order for us to run this event, we are asking for donations or sponsorship so that we can provide the food. These donations could be either monetary or by donating bulk produce. Please let us know if you are able to help us with this. There may be a local business that wants the naming rights. Pegasus proposed MensShed Update Since last monthâ&#x20AC;&#x2122;s issue of the Woodpecker we have progressed to a
group of nine interested people, the latest position is we are currently compiling the administrative requirements for joining the MensShed national group and actively negotiating with other parties for prospective sites for the location of the MensShed in the Pegasus / Woodend locality.

One of the key requirements of this is the need for the facilities required for activities such as water, power and of course accessible toilets. There is a good amount of support for us in this regard so we are hopeful for an early conclusion so we can actively commence the setting up of the MensShed. When all negotiations are completed the next step is locating a suitable building we can transport to the site so if anyone out there knows of a building, shed, or unused shipping container we can use temporarily we would be certainly like to talk to you even if it would need some work to bring it up to standard. While all this is currently going on we are still looking for interested parties to join our group, you donâ&#x20AC;&#x2122;t have to be a Tradie but just and interest in DIY, there are Tradies in the team who can offer support and pass on their knowledge also the appreciation of working with a team of likeminded people keen on doing projects to benefit the community in general. Run 1 is Main Nth Rd, both sides, houses only total 60 and Run 2 is Rangiora / Woodend Rd from Main Nth to Chinnerys, total 73. This person also delivers 80 to another distributor. The Woodpecker is only delivered once a month and not in January, so you only have to go for a walk 11 times a year. This will be effective from September. Woodend Friendship Club Our minispeaker gave a brief outline of her busy life. She was born in Dunedin, one of twin girls. She met her husband at a dance and they married in 1965. They moved to Gore where her husband was greenkeeper at the golf course; one of his duties during heavy frosts was to use a blowtorch to defreeze the toilets. At that time she worked at an accountants office and during lunchtimes would run around the block to thaw out. They then moved to Dunedin, then Christchurch where, along with their children, they were involved with ballroom dancing. She became NZ President of Amateur Dancing and has Life Membership. They moved to Kaiapoi and became involved with Lions, successfully fundraising for many local activities. She became President of Kaiapoi Lions and was a member of the District 202E cabinet for six years. She then briefly mentioned highlights during trips she has taken to Cairo, Canada, USA and the UK. Our guestspeaker gave a very interesting and informative outline of his professional life as a Neurophysiologist. His parents came to New Zealand from Copenhagen as WWII refugees. They arrived in Kaiapoi with two suitcases and him. He went to school in Kaiapoi, Papanui High School then Otago University, where he studied neurophysiology. After graduation he went to a VA Hospital for Vietnam Veterans (USA) which proved very challenging and he became interested in psychophysiology. He gained an academic scholarship at Syracuse University and while
there obtained a PhD and M Sc in Psychophysiology. While at the University he became involved coaching the men’s heavyweight rowing team and travelled with the team to the Henley Royal Regatta, where they reached the final in that class. One thing led to another and he found himself at Lake Placid Winter Olympics acting as psychologist for the Luge/Bobsled team. He has attended many venues in the US coaching rowing. He then became interested in psychological techniques related to peak performance and rehabilitation and touched on the phenomenon of phantom pain. He spoke of neuroplasticity where eg people affected by stroke are taught to do things in a different way. He then moved to the University of Queensland (Aust) Faculty of Health where he worked for 15 years. One of the scientific studies he was involved in was working on the fluid intake of Bali Bombing victims by using doubly labelled water (v technical!). He also explained studies on bone density and the importance of maintaining muscle mass as you get older – he recommended walking and eating protein (ideally 1 gm/kg body weight a day). Scarily if you don’t move for 36 hours or more your muscles start to atrophy. He mentioned studies of the two different personality types and three body types and how both those things affect health; and the importance of skill power over will power when attempting behavioural change. He has been involved in sport at an international level for 30 years and presently is coaching primary basketball. THE WOODPECKER OCTOBER 2019 Page 35

Woodend Bowling Club Our season opened on 7 September 2019 on a fine day. We have a new President this season Alan Pegley. With new members arriving, our club is bucking the trend of declining membership and we have 12 new members at last count with the youngest 17 years old. Attending our Opening was our Mayor David Ayers, Matt Doocey MP, and Centre President Brian Barker. A sumptuous afternoon tea supplied by members (bring a plate) was enjoyed by all. Our green is again in magnificent condition thanks to all the care and attention from our greenkeepers through the winter. Our championships have started with some spirited competition already and close results. Interclub starts Labour Weekend where we will be travelling all over Canterbury to show our competitiveness. We look forward to hosting Mt Pleasant /Redcliffs Bowling club next month.

We have had a very busy term culminating in our Annual School Fair which was held last weekend. Students, staff, our parent community and others all came together for a real community event. The weather even held out for us on the day. It was wonderful to see so many people enjoying the day. The Woodend Lions Club sponsored the talent show ‘‘Stars In Their Eyes’ and this was a highlight of the day. Thanks to the Woodend Lions Club. Many thanks also must go to the following businesses who also supported the fair with our Bumper Raffle; Ravenswood Developments Ltd, Image Surfboards Woodend, Totalspan Woodend, Bella Body, Country Lane Rangiora, Head Rush Rangiora, Woodend Landscapes, ICE Trampolining Rangiora, New World Rangiora, Valspar, The Woodend Tavern, Charmed Gifts Rangiora, and The 3 Llamas Woodend. At present our whole school is practicing for Production ‘The Legend
of the Quill’ which is to be held at the Rangiora Town Hall next term on the 12 and 13 November. We are all excited about this event and we hope some of the community might come along to see this spectacular show. Our Year 5 and 6 students head away on camp to Living Springs early in Term 4. This is always an exciting camp and our students are looking forward to fun, making new friendships and trying out many new experiences and activities. This term the Leadership Team implemented a new Rewards System for the students. When students are showing values that are recognised in class time or playtime, students gain a token to use by voting for whichever activity they would most like. Each week different activities are added. Recently P.J. day won with all students and staff dressing for the day in their PJs. This week students are voting for Buddy Afternoon, Movie Afternoon or One Hour Free Choice. This is proving very popular with all the students. Adrienne Simpson, Principal

Waimakariri’s population is projected to grow from 60,000 to 75,000 within 10 years. Preparing for an estimated 25 percent population increase requires experienced leadership. The years ahead require a ‘steady as you go’ approach. We must continue planning for growth, while managing costs and minimising rate rises. We must concentrate on doing the basics well, ensure that work proposed is needed now, and the Council obtains best value for money. The Woodend Bypass is an important issue for your community. I fully support the stand of our local MP and the community-led Bypass Corridor Subcommittee on this issue. If I am elected Mayor, this is a matter I’ll be taking a strong position on. Waimakariri needs an enthusiastic leader who knows our district intimately and understands our needs. I have 15 years of local council experience and I’m committed to serving our community. Having lived in Waimakariri for over 30 years, I possess an in-depth understanding of current issues, along with strong working relationships with Council which will ensure a smooth transition to a new mayor. I enjoy working with communities to help create change. I am on the board of Rangiora Promotions Association, and chair of Friends of Rangiora Town Hall. Sixteen years ago, I helped establish the Kaiapoi Art Expo and have been its chair ever since. Healthy communities are thriving communities and I am a strong supporter of community wellbeing. I am deputy chair of Rural Canterbury Primary Health Organisation, past chair of Wellbeing North Canterbury, and a trustee of the North Canterbury Sport and Recreation Trust. I want to create closer connections between community and Council, and if elected mayor, I’ll hold regular drop-in sessions around the community, so people can share their views on issues. My experience, energy, approachable nature and commitment to community organisations, combined with my long-term Council experience, makes me ‘the best choice for mayor’.

Woodend-Sefton Community Board September meeting update The Board were delighted to approve two funding applications from community groups. They awarded $400 to the Sefton Community Group toward the costs of the annual Carols in the Domain event. This is a family focussed fun event leading up to Christmas which many Board members have enjoyed attending. The Board also awarded North Canterbury Neighbourhood Support $500 towards a large branded gazebo to be used at community family picnic events to be held over summer months. The Board has been busy providing feedback on consultations that have an impact on their communities including the SH1 Safety Improvements and Safer Speeds Reviews through NZTA. Shona Powell, Board Chair said “It was great to see so many people responding to this consultation in writing or at the drop-in sessions, and rightly so, as it affects our day-to-day life”. Two members are not seeking re-election, Cr John Meyer for Council and Rhonda Mather for the Community Board. The Chair thanked Cr John Meyer for his invaluable experience and knowledge from his many years of involvement in local government. The Chair also thanked Rhonda Mather for her support and acknowledged her commitment, her drive and her passion for the community which will continue in her role with the Pegasus Residents’ Group. Consultations A new bylaw covering property maintenance and nuisance is being Page 46 THE WOODPECKER OCTOBER 2019
proposed and is now open for feedback. The purpose of the proposed bylaw is to ensure poor property maintenance and general nuisance behaviour doesn’t negatively affect the public. A number of concerns have been raised by residents in residential areas which the bylaw should address. It adds some extra powers for the Council to manage overgrown residential sections - needed due to recent changes in legislation. CHURCH NOTICES ST BARNABAS This month, the team at Mainly Music
were delighted to welcome back some of their amazing volunteers, who have been out of action due to injury. And they were delighted to be back as well, they missed seeing the little folk and their caregivers. Mainly Music runs on Wednesday mornings from 10am, during the school term; if you would like to bring your preschooler along, be sure you will receive a genuine St Barnabas welcome. Speaking of welcomes, the members of the 9.30am congregation received a great welcome at the home of Viv and Geoff for a potluck lunch on the 15th. It was a lot of fun – good food, good company and good weather! And whilst it would have been nice to have both congregations there, the fact that there simply wouldn’t have been room for us all shows how many people are attending the two services, which is great to see! Whilst on the subject of food - the Tribe youth group are already working on
raising funds to go to Easter Camp next year and they have come up with a tasty plan. Namely, a fundraising event at Winnie Bagoes on 21 October, where ticket holders can enjoy good company and eat pizza – with the bonus of a night off from cooking! We now have another group for our young people, with this month seeing the inaugural meeting of the Young Ladies’ Group (years 9-13). They met up on 19 September and thoroughly enjoyed themselves creating some Christmas art. Young people of 12 and up can also attend The Tribe youth group, which runs one Saturday a month; plus, Children’s Church, for all age groups, runs on Sundays during the 4.30pm service. If you would like to come along to our 9.30 am traditional or 4.30pm contemporary service, you would be very welcome. But whether you do, or you don’t, we hope you are enjoying the spring weather.
