from another Facebook site a couple of weeks ago, about a Teddy Bear Hunt. The idea was if you had a Teddy Bear, to put it inside your window and children could walk by and find them. Thinking this was a great idea, Christine posted the idea on the local Pegasus Facebook site and within a

short time we had many addresses in our little village of Pegasus with people placing Teddy Bears and other soft toys in their windows. With the potential of a lock down happening it was a way of adding a fun activity for the young families here in Pegasus whilst outdoors to find and count them. (Contâ&#x20AC;&#x2122;d on Page 5)

Editor’s Note I hope you are keeping and staying safe AT HOME whilst you read this whilst we fight the COVID-19 virus. It is indeed unprecedented times we find ourselves in and am sure like me you are all going through several emotions all at once. This is a time when we must all stay connected within the guidelines as best we can and running the electronic April issue of The Woodpecker is one way we can do this. I would like to start with thanking you all for continuing to support The Woodpecker during this difficult time. This goes to the advertisers who have and are continuing to advertise with us and to those community groups who continue to provide updates of their groups and latest notices about closures or postponements. For the first time this month The Woodpecker is ONLY publishing an electronic version uploaded onto ISSUU (www.issuu.com/woodpecker) due to the COVID-19 pandemic level 4 restrictions. I have a favour to ask you as you read this, that you reach out to those who may not be aware of the electronic version and share this as best you can with your family, friends, neighbours and colleagues. The response from the community has been overwhelming with many comments of appreciation from young and old alike.

Jean Williams saw the post and volunteered to put together a map of street names and the numbers of Teddy Bears that could be found in each street.

One parent is using it as a learning tool for her children with counting the different coloured bears. Christine has seen older people enjoying them just as much as the younger generations.

Within a few days it went from a handful of homes participating, to well over a hundred and continues to grow. The map is updated by Jean on a regular basis every few days and you can find a link here as well as on the Pegasus forum.

Jean herself has enjoyed hearing the children’s excitement when they discover her Teddy Bears. During walks with her own children she is taking photos of the many Bears giving so much joy to the community. (Cont’d on Page 7)

After spending years overseas, Natarsha and her husband came back to North Canterbury to be closer to their family and raise their kids in the best place in the world. include 3 children, a lifestyle block, 3 cats, a dog, 7 chickens, 15 sheep, 6 cows and 30 fish (and of course the odd wild rabbit!). “I grew up on a dairy farm in the far north of New Zealand, so have been born and raised around animals and livestock, ironically, I hated it as a kid. So, my parents couldn’t have been more surprised when my husband and I moved to North Canterbury and brought a lifestyle block”. “While we love this life and the freedom it give us, we soon realised it was really hard to go away, as finding a person that is confident in looking after all the animals – especially in winter when feeding out and shifting fences was required, was really difficult” says Natarsha. “In the past we have used catteries and kennels but that doesn’t work so well now that we have farm

Dear Homeowner We are all now experiencing the lockdown in one form or another. Many of us throughout New Zealand will still have many questions. I thought I would drop a line or two of how our industry is operating through the lockdown period: The Real estate industry under the level four COVID-19 protocol announced by the government and will be in place from 11.59pm Wednesday evening as we already know. This protocol will be for everyone and will help those of us through the pandemic period more readily. Real estate and property management are not considered an essential service by the government. Real estate settlements The REINZ is working with the

Auckland District Law Society and the New Zealand Law Society to attempt to find a cohesive way forward with settlements. Until a definitive answer and settlement protocol has been established, if they can be, any settlements / agreements falling due during the Covid-19 lockdown period should be referred to the legal representatives for both buyer and seller in order for a negotiated way forward to be achieved. Close communication between sales consultant, client, and the respective legal representatives will be crucial to the success of negotiation of these settlements / conditional agreements. As conveyancing is completed online settlements can take place however pre-settlement inspections or moving are not permitted. This status may change.

Conditional contracts

Conditional contracts can still confirm during lockdown however should a condition not be able to be met due to the lockdown, i.e. the inability to conduct a property inspection, the buyer and seller would need to advise their legal representatives. Please

communicate with your real estate agent and solicitor.

Pre-settlement inspections

These are not permitted during the lockdown. Buyers should take legal advice should they be settling during the lockdown and without the ability to conduct the pre-settlement inspection.

Appraisals

Online appraisals can be completed and emailed to potential sellers.

Listings

The listing of property can still be completed while in lockdown being conducted via a listing authority emailed to the seller client and them printing it, signing and scanning back to the sales consultant.

Offers on properties

Sale and purchase agreements will be available to agents electronically and the tool Flexi Sign which allows both parties to sign documents and track changes. Contact your preferred real estate agent to the best way to write with correct clauses.

Message from PAWS Nick Deane We have limited staffing due to childcare and restrictions placed on us by regulation. Our veterinary clinic is still open but in a very different way. We are holding people at the door while our nurses act like personal shoppers for food and medicines! It is very helpful if people can phone ahead for prescriptions, most of which can be filled on the day, so we can have it all packaged and ready.

For appointments, this is by arrangement only, as we have been told no routine work and emergency appointments only to ensure our pets are kept free from pain and distress without breaking the spirit of self-isolation. In some cases, we are treating after phone consultation. Where we need to see animals, we are limiting contact with owners, with consults happening outside through car windows followed by an examination by vet and nurse in the clinic. In this way we are trying to keep the chance of our own health being compromised to a minimum. There is of course lots of hand washing and disinfecting surfaces such door handles and Eftpos pin pads. As an additional service we are now offering to the door delivery of prescriptions and food to local people when required to try and help the elderly, immunocompromised and

Jean Williams – Light Painter My name is Jean and I love photography. I picked up my first film camera at the age of 19 with no clue how to operate it. I attended a course, joined a club in Nelson and it grew from there. In the last 10 years I’ve taken family portraits and enjoyed being a Wedding Photographer with a focus on capturing the day as a story. I’ve even attended births and birthdays and I am a Heartfelt Editor. My more recent passions in photography are birds and light painting. That is using lights and long exposure to create works of art. They

are unique in the fact you cannot ever replicate your own work. I am often seen about in winter, dressed in black, torches and tools in hand and camera on the tripod off to create some idea I have in my mind. Birds give me the chance to just be in nature, observing what is around me and being super-fast when I find one of interest to photograph. It takes a lot of patience, time and speed.

From Jo at Snap Fitness Rangiora And Kaiapoi Maintaining Positive Physical and Mental Health at Home We expected the gym to close once we went to Level 3 Alert, but the timing came sooner than we expected so like many other businesses we had a bit of a crazy day on the Monday when we went to Level 3 / 4 Alert. We had closed our doors by about 5pm but before and after then we had a stream of members, emails and phone calls coming in. Snap Fitness made the decision to pause all memberships and payments immediately and members were made aware of that.

This is a 28 Day Challenge with exercise and nutrition plans linked to general health, weight loss, muscle mass gain or energy goals. it includes daily exercises, a nutrition plan and tons of recipes relevant to the goal set, plus positive vibe, healthy habit and forward-thinking activities all aimed at helping people maintain positive mental health. After some routine shut down practical stuff attention then turned to how to provide members with exercise options other than the standard walk / run / bike options. Two simple ways for everyone (not just members) are free short exercise videos and an at home challenge. Mayor Update Kia ora kotou. Warm greetings to everyone in our community. Firstly, I want to acknowledge that for many of you it’s been a difficult week. I know there’s a high level of uncertainty and things are changing almost on a daily basis. I need to reassure you that the Council is working extremely hard to support our community and ensure all our essential services - water, roading, recycling and rubbish – will continue to operate smoothly through this difficult time.

We have streamlined our decisionmaking and have formed a Covid 19 Response Committee made up of Councillors, so our Council can adapt quickly to any challenges that may arise. Our Councillors are at this moment taking another look through our budgets and at the projects we had planned for the coming year.

We have followed Ministry of Health guidelines and shut all Council building and facilities in order protect our residents.

It’s important that our infrastructure is maintained that we support our local contractors and we keep planning for our future growth.

We are closely following the situation, and as soon as it’s safe to reopen facilities, we will do so.

However, there may be spending that can be deferred until this situation is behind us.

In the meantime, we’re adapting and finding ways for people to access council services remotely.

I encourage you to listen and follow the advice from the Government.

Staff from departments such as the aquatic facilities, are being redeployed to assist our community in other areas when it’s safe to do so. Our libraries already offer a great range of digital services you can access from home. You can contact our Customer Services by email, phone, Facebook or Snap, Send Solve. Remain calm, look after one another and when the restrictions ease – support our local businesses as much as you can. Our community is strong and resilient. Tūhaitara Coastal Park This is an unprecedented time for Aotearoa New Zealand, and we would like to thank those who are looking after each other during this difficult time as well as the essential workers who are maintaining crucial services. At the time of writing, our park office at Woodend Beach is CLOSED to the public. All upcoming events and group visits to the park have been suspended or postponed and we will be in touch when these activities are able to be resumed. For urgent enquiries regarding the park please ring 021 024 55398 when necessary. For fire, emergency, or police continue to ring 111. For non-urgent communication our team can be reached by emailing tkot.enquiries@ farmside.co.nz Please note that scheduled maintenance projects at the park will be delayed. This includes some track maintenance and mowing which cannot be undertaken at this stage. Please continue to report any hazards to park staff via email or phone if urgent. This is only the first step

as there is still nothing in place that creates regular gaps in the traffic throughout Woodend for people to be able to move around safely. It is almost 7 months since the consultation closed on speed limits and still no speed limit changes have been announced despite NZTA saying that they hoped to have them in place by the end of 2019. This and the Woodend Bypass are still a focus for the Board. Pedestrian Crossing Coming It was only a few weeks ago that the Government announced that we would finally get a controlled pedestrian crossing at the school later this year. Hopefully this is the start of a number of safety improvements that we see in the near future.

Our Objectives For us I thought we should look at our objectives which I have listed below to try and start thinking of what is going to be the most important changes we will have as a community in the near future. Woodend community association

objectives are: • To promote and support any initiative to advance safety, wellbeing and community spirit in the Woodend community • To provide members of the Woodend community opportunities to express ideas and concerns • To raise awareness of developments which affect the Woodend area and provide information to the community • To liaise with the WDC and its committees and boards and with other local, district or national organisations on matters that affects the common or general interests of the Woodend community • To encourage the development of additional amenities and services for the Woodend area and to seek support form appropriate quarters for the realisation of such projects This is part of an email that Jim Palmer, CEO Waimakariri District Council sent out to community boards re civil defence planning. Further information on this will be communicated via our FB page and community website when it becomes available. Today the Government announced it has broadened the eligibility criteria for Civil Defence Emergency Management Groups to provide support to people in need. Previously, this assistance was limited to people who were displaced following an emergency

event. Covid-19 presents the opposite challenge, with people confined to their homes. This means CDEM Groups up and down the country will be operating local helplines to help people access essentials such as food and medication. These measures will particularly assist the disabled, at risk groups, and people without access to their own transport. These services are intended for those facing hardship and are offered in addition to a range of other support measures provided by other agencies, particularly the Ministry of Social Development. CDEM Groups have also been invited to proactively approach their local food banks to replenish their stocks. The Government will reimburse the groups in full for any goods or services provided under these arrangements. As part of our response, we are establishing a call centre response through our customer services team with the support of Civil Defence Welfare team. The call centre will operate from 0700 – 1900 hours daily. There will be a national 0800 number that people can call, and an automated voice-recording will enable them to select a number for their district, which will then connect them to their local council COVID-19 call-centre. For us that is council’s normal 0800 number. Our Customer Services staff or after-hours callcentre staff as appropriate, will then connect them to our welfare support team. Retirement of Chief Fire Officer Murray Lamb

The end of the year saw the end of an era for Woodend Volunteer Fire Brigade, when Chief Fire Officer (CFO) Murray Lamb retired as a firefighter effective at the end of last month. Murray has served the North Canterbury community for 42 years with 38 years as officer in charge of the Woodend Volunteer Fire Brigade. Murray’s retirement along with his service achievements will be celebrated later this year by Fire Emergency New Zealand once arrangements can be made

Kaiapoi Volunteer Fire Brigade 150th Anniversary Celebration Congratulations to our neighbouring Brigade, Kaiapoi Volunteer Fire Brigade on your 150th Anniversary. The Kaiapoi Brigade, one of the oldest in the country, has had 457 members who have served with the Brigade. One Agency Waimakariri Kia ora neighbours We’re Nicole and Barry, owners of One Agency Waimakariri. We started our business two years ago from our spare room in Pegasus where we now find ourselves working again. It’s been an adventure; long hours, huge compliance costs, wearing many hats on top of listing and selling homes Canterbury wide. First up, last month’s column contained the statement ‘we learnt knots and lashings and made tube driven ballistas and had four- fights with other troops down on the waste land where Gladstone park is today’.

We meet once a month and the programme is loosely based on what the old-time scouts used to do with a few added extras. Rope works such as knots, lashings, splicing and a bit of fancy stuff like quoits etc.

To those fans who enquired as to just what these fights were I can assure you we were not a bunch of feral warmongering ratbags. (incidentally I have lots and lots of fans and they are both very nice people). Due to a typing error it should have read flour fights.

Basic 1st aid and including CPR and resuscitation, observation, fire lighting and bush style cooking. Because everyone has to have fun whilst a member- we even have a rule that insists on it, and we play lots of games.

The ‘bombs’ were manufactured by tightly filling small paper lolly bags with flour and sellotaping shut. Before launching they were pricked all over with a sharp stick or nail. This had a spectacular ‘tracer’ effect due to a bit of flour escaping during flight. On hitting someone or something they ‘exploded’, covering someone or something with a coating of flour. All bloody good boy-type fun. Sadly, off the PC list now as someone might get hurt. Something like what might happen if you cross the road in a town that desperately needs a bypass!! For the first two years the Lions subsidised the running costs and provided a uniform of cap and jersey. Nowadays in order to give everyone a chance at a bite of the cherry membership is free i.e. there is no subscription or camp fees and we have done away with the uniform. The Lions have no financial input whatsoever and all costs are met by a local retired Page 38 The Woodpecker April 2020

Games that let off steam, games that challenge one, games that are quiet and makes one think. And we still play old games that have been removed from the PC list. Games that involve matches- we go through cords of them, candles enough annually to light the average cathedral and balloons about enough rubber to shoe the family car. Games like ‘out brief candle’ where one has to light and blow out the candle as many times as possible with the one match. Or a real favourite ‘balloon bust’- one blows up his balloon, puts it between his knees and with hands behind head waddles to a lit candle busts the balloon, relights the candle and touches off his waiting team-mate. And ‘cartons’ where one puts a cardboard box over his head and is called across the room diagonally by his team-mates in the opposite corner while the rest of the group call their mates from the other corners. All good boy-type fun.

Other activities include constructing ‘Chinese lamps’ with candles and fruit tins and don’t blow out in the wind; ‘Shanghai’s’ or catapults using suitable branches, billy making and cooking a simple feed, and assembling personal survival or 1st aid kits. To augment our monthly meetings, we have regular activity days. We have 3 off-road go-carts and a couple of small motor bikes, all of which inspires a bit of confidence and gets rid of a bit of fuel. We do a bit of air rifle practice and trapshooting with an assortment of suitable calibre shotguns to suit size and don’t ‘kickback’. At least once a term we have an outing to Christchurch for a swim at QE2, or the pictures or the museum etc etc. As a special treat during each boy’s tenure we get a helicopter in and they have a look at the village from the air. All good boy-type fun. During the warmer months we go to our Boy’s Club hut at Waiau. For many this outing is the first time they get to go on a strictly ‘stag’ do-and it shows. Our present abode is the third hut we have had. The first was on the northern slopes of the Fyffe range at Kaikoura. Logistically it was a bit of a hassle getting there as everything had to be carted in on a 4-wheeler bike. Also, it wasn’t possible to leave after school and arrive in daylight. The views were magnificent and we had plenty of wildlife to look or shoot at. When that property was sold, we looked for something a little closer and built another on the banks of the

Leader River at Waiau. This served the purpose well and could be accessed by 4-wheel drive vehicle. Unfortunately, when, due to the earthquake a large chunk fell off the hill and blocked the river forming Lake Rebekah, our hut suffered bad rising damp and today only the top of the roof is showing. It now provides a bit of a novelty for the boys to visit it by canoe. So, we hurriedly built another, also on the banks of the river but away from troublesome earthquake prone hills. At a pinch we can get to the new one by 4-wheel drive. However, it is much more fun to go the 7 kilometres in from the road gate on the big side by side 4-wheeler. Our small covered trailer is filled with gear, helmets are donned and away we go!! If we are really quiet, we may see a pig or deer on the track, but only if we are really quiet which is not all that often!! Once at the hut bunks are chosen. Gear is stored and we have a look about. This initial ‘exploration’ always includes a visit to the ‘long-drop’again another novelty for most boys and they acquaint themselves with the instructions for use printed on the walls. Rules such as ‘patrons are requested not to bite woodwork while straining’ and ‘loads over 70kg must be lowered by rope’. And if it smells a little, they are reassured that it is so blind people can find it!! TBC JH

Pegasus Park Run Before the COVID-19 shutdown all parkrun events we held a ‘children takeover parkrun’ day at Pegasus parkrun! All of the volunteer roles for the day were filled by children, who doubled up so they had support. We had two very enthusiastic marshalls cheering everyone one, two amazing Run Directors who had chosen the theme of cartoons for the event, many amazing photographers and lots more keen volunteers for the day! Pam from Mak sports was our adult volunteer today and she took some amazing photos of our fantastic child sized volunteers – thanks as always Pam.

Jackie H Run Report – written by Jade and Petra Lamont Pegasus parkrun: 7th March 2020 Pegasus parkrun was run a bit different on Saturday - the children took over! Children’s Day parkrun at Pegasus was on Saturday 7 March. It was fun to have all the kids doing all the volunteer jobs at parkrun.

Xavier Lavalley, Marcus LaValley, Holly Lyon, Evie Wilmott, (Kelly LaValley lending a supporting hand to our two tail walkers!) Cartoon characters was our theme, and lots of people dressed up. It was cool to see Jackie, our Event Director, as a minion, and Geoff as Spiderman. There were lots of Mickey and Minnie Mouse, and a Cat in the Hat. And two awesome cakes, made by Jade and Jackie! Jade and Dylan had to use a loudspeaker for the run briefing so that everyone could hear them! They gave out Good Home vouchers, and The Woodpecker April 2020 Page 41

certificates, and some goodie bags for all the kids with colouring books and seeds to plant. It was awesome to see Jim get his certificate for 200 park runs!

We looked at the results for parkrun on Saturday and there were 34 PBs! It was cool that our Dad Phil Lamont got a PB, he ran it in 19.48. The man with the fastest time on Saturday was Nathan Jones with 17.03, and the woman with the fastest time was Ronalda Reid with 23.37. Council Business Continues through Alert Level 4 The vast majority of our staff are now working from home with key staff only out in the community to carry out essential duties. As we all adjust to the COVID-19 normal we want to reiterate the Council is open for business (remotely) and you can contact us in a number of ways: • Council Rangiora Service Centre office@wmk.govt.nz or 0800 965 468 • Or search for us on facebook @WaimakaririDistrictCouncil • Try our online options waimakariri.govt.nz/services/online-services • Snap Send Solve App. A couple of keys changes in service provision includes the temporary closure of our transfer stations in Rangiora and Oxford. This means that you can only drop rubbish in official Council bags into the skip at each of these transfer stations during normal working hours. There are also a few changes to the building services that we can provide during this time mainly those activities that require some sort of site visit or inspection will need to be put on hold until Alert Level 4 is lifted. In line with Government guidance we’ve closed our playgrounds, dog parks, skateparks and access gates to beaches.

We have made contingency plans to enable decisions to be made by Council during the COVID-19 outbreak. We have set up an Emergency COVID-19 Response Committee with all members of the Council. This same response was adopted following the Canterbury earthquakes. All Community Board meetings as well as Committees, Joint Committees, Working Groups and Steering Groups are suspended until further notice. The new Emergency COVID-19 Response Committee will deal with any Board or Committee business. A key focus for the COVID-19 Response Committee in the coming weeks will be to consider if changes need to be made to our Draft Annual Plan 2020/21. The community are at the heart of that decision making process and we will keep you updated.

We will also be working with our partners to see how we can best support our community through this. This includes our business partners, health sector and social service providers. We will continue to provide community information and updates through our website waimakariri.govt.nz/covid19 and Facebook as well as through the local newspapers. Please share with your family and friends across your virtual networks. Please take care of each other, follow the rules and be kind.

The Lions Club of Pegasus Town Giving to the Community In the past, The Lions Club of Pegasus Town have contributed through the Pegasus Residents Group to the Karen Eastwood Memorial Fund towards a picnic table; Running costs of the Pegasus Security Vehicle and installation of the Defibrillator at the Community Centre; The Pegasus Lions have also assisted at the Toot for Tucker, marshalling during the Pegasus Triathlon and The Pegasus Christmas on the Park and run a Family Fun Day at Waikuku;

The Pegasus Mud Run 2020 Restoring The Pegasus Wetlands Te Kōhanga is the 97-hectare recreation and conservation area of Pegasus. As part of the restoration is the Tūtaepatu Lagoon close to Woodend Beach. Places like Tūtaepatu are increasingly difficult to find, with 90 per cent of New Zealand lagoons having been lost in the past 150 years. There's a huge cultural component to the park as well. Literally, the park is there because of the return of Tūtaepatu to Ngai Tahu [in 1998] who then gifted it back to the nation. More than 30,000 native plants have been planted and over 800 pests trapped at Tūtaepatu Lagoon. Tūtaepatu is a spring-fed freshwater lagoon located within 500m of the sea. The lagoon feeds the coastal freshwater system that runs the entire length of the Tuhaitara Coastal Park between these two significant Canterbury braided rivers. It has huge and rare ecological values and supports a diverse range of indigenous species including mudfish, inaka and eel, morepork, bitten and bellbird and soft tree fern, raupo and matagouri. Last year our Pegasus Fun Mud Run proceeds were used to buy tools for the Te Kohaka o Tuhaitara Trust, a Gazeebo for the Waikuku Surf Lifesaving Club, equipment for the Waikuku Rural Volunteer Fire Brigade and donations to the Woodend War Memorial and St. John Ambulance. The Pegasus Mud Run for this year was to be run on 19th April 2020, but like all events have been affected by the Covid-19 lockdown. We are therefore postponing it to 18th October, 2020. Our webpage will be up and running soon to keep you up to date with the proceedings. In conjunction with the Te Kohaka o Tuhaitara Trust it is hoped that the mud pits and obstacles may become permanent fixtures so that they can be used by other organisations, whilst at the same time support native plants set around them. https://pegasustownmudrun.nz/ As a conclusion, we are always looking for community-minded people who are interested in bringing forward ideas of how we can help the communities of Pegasus and Waikuku; We are looking for people who might have some skills to share with us – who may or may not officially want to join our club – but can help with time or ideas if this is more you.
