National Pledges to Build a 4-Lane Expressway from Belfast to Pegasus Including the Woodend Bypass The National party have promised to build the Belfast to Pegasus four-lane motorway, including the Woodend Bypass if elected in September. Nationals’ Transport Spokesperson Chris Bishop and Matt Doocey met with the Make SH! Safer Committee at Owen Stalker Park last Friday and made the announcement. Woodend Community Association president Mark Paterson, who is also a Woodend-Sefton board member and chairman of the Make State Highway 1 Safer Committee,
said that the commitment was a great result for the community. “We just hope now that the National Party will follow up on their promise to build the bypass, if they become government, and if they don’t win the election they will continue pushing the next government to go ahead with the project.” Mr Bishop said a National government would want to start construction on (Cont’d on Page 8)

This month I thought I’d focus on a few things that happened at the Woodpecker Community Trust meeting on 16 June 2020. Increase in circulation numbers: Due to the number of houses going up in our delivery areas we’ve had to once again increase our delivery numbers which is great news for our local advertisers. We now deliver to 2,675. This has increased by nearly 300 in just two years! Chairperson: Graham Wood resigned as co-opted trustee at the AGM on 16 June 2020. Graham joined the Woodpecker Community Trust in May 2017 and has successfully covered the Chairperson role for two years. I would like to acknowledge and thank Graham for his commitment, dedication and leadership during his term as Trustee and Chairperson. We are pleased also to announce that Ian Lennie was elected as the new Chairperson and look forward to welcoming Ian in his new role. Letter to the Editor: Roadside Rubbish
“Hi Debs Being retired and a Pegasus resident I enjoy walking around the lake and the village. Every now and then I walk out to the Main road and back via the Pegasus approach road footpaths thru’ the golf course. I always take a bag with me and collect rubbish and recyclables from the grassed verges. Attached is a photo of a recent collection bag (equivalent to 2 brim full plastic supermarket bags) from this one-kilometre (or so) piece of road (both sides). Much of it came from the area just over the fence at bus stop by the entry bridge (south side). Of course, this rubbish must be from visitors to Pegasus because the good people of the town would never litter their own back yard would they...........? Maybe time for a rubbish bin at the bus stop perhaps?” Name supplied

ready for learning in the mornings. We have had a very busy last few weeks with students from Te Hapua – Yrs 1 – 2, Te Awa – Years 3-4 and Te Nghaere Years 5 – 6 swimming each day at Dudley Pool at various times of the day. Our Te Maunga students (Years 7 – 8) have their swimming programme scheduled for the first two weeks back in Term 3. We have continued our morning drop off policy for students entering school. We are continuing to get lots of positive feedback from parents, staff and students about how well this is working. Mayor Dan Gordon Update I imagine we are all relieved that we are now at Level 1 and things are returning to ‘normal’. The lockdown period was necessary to keep us safe to beat the virus and all indications are that we have achieved this. Well done, and my grateful thanks to everyone for your efforts. It’s been a challenging time for all of us. I am hugely disappointed Bunnings decided to close their Rangiora branch despite my request that strongly encouraged Bunnings’ management to reconsider their decision and to remain in our District. I feel for the employees and hope those who would like to are able to find another job locally or are re-deployed elsewhere on a satisfactory basis. There are positive signs for our local economy. Real estate sales and house prices seem to be holding up. We also have strong developer interest wanting to explore opportunities in our District. Local businesses I have been talking to are optimistic about future prospects and are appreciative of the support they are receiving from the community. A lot of the effects of Covid 19 are being masked by the wage subsidy and it remains to be seen what lasting impact there will be. For those who are experiencing hardship there are many agencies here to help. Please reach out if you need assistance – Council staff can help point you in the right direction. increase from an average 4% increase this year to 1.5%. We have a lot more work to do in the coming years to find savings to keep future rates as low as possible whilst not reducing the level of service the community expect to see. This week we have opened a consultation to help shape Waimakariri’s Recovery, called ‘Waimakariri: Better than Before’. We are looking for your ideas on what the community think this programme could look like. Council has a role to play in this and we welcome your thoughts. I was pleased to see Chris Bishop, the National Party’s spokesperson on Transport and Infrastructure recently announce that, if elected, National would commit to upgrading the Belfast to Pegasus motorway, including construction of the Woodend Bypass. The Council has advocated for the Woodend Bypass for two decades, seeking a safer and more connected community. The community in Waimakariri, and particularly Woodend / Pegasus, have rightly been very concerned about the need for safety improvements and it’s well known the growing traffic demands on this road (Cont’d on page 8)

(Cont’d from Page 6) have proved the case for a bypass of Woodend. While there is a need to implement the interim ‘stop-gap’ safety improvements immediately, as have been promised, construction of the Bypass is needed to provide long-term safety benefits and further facilitate development of the District’s eastern growth node of Woodend and Pegasus. Importantly, it will also provide infrastructure investment that will help stimulate the greater Christchurch economy following Covid-19. I am frustrated about the lack of progress with the identified safety improvements. NZTA advised me last week that they are in the design phase for the signalised crossing for Woodend School. This is expected to take 4 weeks to complete. From there the project will go to tender and construction is expected in October/ November. Regarding the other safety improvements that NZTA consulted with the community on last year, I am advised that a business case by NZTA is still being prepared. I am not satisfied with this progress and have asked NZTA to visit the Council in July to discuss this further. I am travelling to Wellington for a local government forum in July and will seek a meeting with the new NZTA CEO while there, to express my frustration and request her assistance to get this project moving. MEET THE TEAM Anthony Ross I live in Woodend with my partner and our family, and I joined the Brigade in 2017. For my day job, I am employed as a Butchery Manager at New World Supermarket Fendalton. I became interested in the Brigade after reading social media adverts about the Fire Service. I thought I would check the Woodend Brigade out and since then haven't looked back! I have learnt so many skills over the last three years and can now do things I never thought I could.
Over this time, I have advanced through to and currently hold the rank of Senior Firefighter. This training has given me the skill set to be able to lead a crew as . The training I have received is s excellent. Now I can pass these skills learnt onto other members of the Brigade. We are expected to keep up our physical fitness and our training up to a high standard, to which I have completed two Firefighter stair challenges at the Rendezvous Hotel Christchurch in full Firefighting kit. I love having the satisfaction of being able to help out people my local community. The best thing about being in the Brigade is the incredible sense of family that we have. Knowing that you've got 30 "brothers and sisters" who have got your back is irreplaceable.
I do enjoy being part of the Woodend Brigade; in fact, I enjoy living in Woodend. It's a beautiful community full of kind and community-minded people. To anyone out there who is thinking that this could be for you its definitely 100% worth it.

Shayne Robinson My home is in Woodend with my family and I joined the Woodend brigade 19 years ago and currently hold the rank of Station Officer. For my day to day work I am employed as a Technician with Fire Emergency New Zealand based at the Rangiora supply depot. My employment gives me the opportunity to respond to emergencies for our Brigade during regular business hours. Like all members of Fire and Emergency New Zealand, there are countless opportunities for me to upskill and work towards Leadership roles and also learn how to use new technology and equipment. These new skills are of use to any employer or even to running your own business. One of the opportunities I enjoy is being the Brigade's representatives at the United Fire Brigades Annual conference. This gives me a chance to network with other like-minded volunteers from the organisation I really enjoy being part of the Woodend Brigade; in fact, I enjoy serving the people in our Nth Canterbury communities. To anyone out there who is thinking that volunteering in their local fire brigade, this could be for you - Trust me its definitely 100% worth it.
Obituary Carol Boyd It gives us great sadness that one of our long-standing members, Senior Station Officer Robbie Boyd's wife, Carol, passed away on Friday 19 June after a long battle with Cancer. Carol was a great support to both Robbie and the Brigade, always one of the first to offer assistance and help when required. Carol was, up until her illness, a Theatre Nurse based at Burwood Hospital and was one of the Health Responders to attend the recent Christchurch Mosque terrorist attack. We will miss Carol along with the friendship, fun and laughter that she gave to the Brigade.

An old song says,’ this is the day that the Lord has made, let us rejoice and be glad in it’. And we certainly did that on 7 June, when our two congregations were finally able to meet up again, to love and worship the Lord together!
Isn’t it wonderful that we can return to worshipping in our beautiful Church once again? We will warmly welcome anyone new in the District to our Sunday service at 9am. Feel free to ask anything about our parish. If someone cannot answer your query, we will find someone who can.
We are of course having to ‘do’ church a little differently right now, to fulfil the sensible restrictions currently in place to keep us safe. One thing that hasn’t changed though is the warmth of the St Barnabas welcome. So if you fancy joining us, for one week or twenty, we would love to see you. And you even have a choice of services – a 9.30am traditional service, or a more contemporary one at 4.30pm. The Men’s and Women’s fortnightly Home Groups were resumed with enthusiasm, as were the six-weekly Girl’s Group and the fortnightly Teenager’s Bible Study Group. As for The Tribe Youth Group, their first postlockdown meeting was enlivened by a game referred to as an ‘Ice Hockey Championship’, so you can imagine how much fun they had! If you or your teenager would be interested in joining any of these groups, we would love to hear from you. PRGI – Pegasus Info Page – July 2020 UPDATE FROM THE PRGI AGM HELD TUESDAY 23 JUNE: We had a fantastic turn out at or AGM with 80 people attending. Thank you to our PRGI members, Pegasus Residents, the WDC and Woodend Community Board representatives for attending. Special thanks to our guest speakers Ronel Stephens and Mayor Dan Gordon. President Roger Rule reported that PRGI continues to flourish since its inception in 2011 and currently has around 200 member households. PRGI has continued to be represented at a number of organisations, including the Woodend Community Association, The Northern Pegasus Bay Byaw Advisory Group and The Woodpecker Community Trust. PRGI activities undertaken during the past year include the ongoing coordination of the Pegasus Community Watch, producing the Pegasus, Woodend & Waikuku Community Directory, organising the Community Christmas on the Lake event, Ronel’s Community Cuppa and a strong involvement in the running of the Pegasus Community Centre. PRGI have written submissions to ECan regarding buses, NZTA regarding the Woodend bypass and SH1 corridor safe roads project and WDC regarding the annual plan, nuisance bylaw, speed limits and more. There have also been ongoing discussions with stakeholders regarding the need to improve the quality of the Lake. assistance in getting this over the line. The centre now has over 20 volunteers which enables the centre to open three times a week for information and access to the book cave. Roger reported that; “We remain grateful that the good relationships we have built over the years with WDC Managers and staff continues as they attend our functions and events”. Roger thanked former committee members who have left us during the year: Joe & Rochelle Faimalo, Thea Kunkel (secretary), and Simon Fitt. “These members have all contributed fully to our committee and we wish them well for the future.” Last night also saw Rhonda Mather leave the committee. She joined in 2013 and Roger acknowledged she has been the PRGI loyal and competent secretary over many years and our Vice President this year. “Rhonda has completed countless other tasks over the years, and it is her persistence and attention to detail which have provided the good name we hold with our stakeholders and including the financial stability of the Pegasus Residents Group. Rhonda’s passion for the Pegasus Community Centre (PCC) continues and she will remain part of the Pegasus Community Centre Team.” PRGI Community Connector, Ronel Stephens, spoke about the work at the community centre and her role as a connector for the Pegasus Community. The keynote guest speaker was Mayor Dan Gordon who covered a variety of topics of interest to Pegasus residents. Dan said that Pegasus residents can Facebook: Pegasus Residents’ Group Inc

Dan spoke about the Pegasus Lake and noted that “the last 6 months of algal bloom is unacceptable”. Dan also spoke about community facilities and that an outdoor development for Pegasus youth is being planned/designed for the coming year. An updated community facilities report is also being worked on.

Centre will be open: Mon 2-4pm, Wed 10am-noon and Sat 10am-noon. June hours remain in place until then: Mon 2-4pm, Fri 9.30-11.30am and Sat 10am-noon.
The Long-Term Plan (10-year plan) is being reviewed early in 2021 and this will include consideration being given to community facilities at Pegasus and Ravenswood. Public consultation on the LTP is expected to take place in March 2021. Dan personally supports a community centre type facility for Pegasus and accepts that the current facility is “not fit for purpose”. Dan informed the meeting that the Council is committed to the Woodend bypass and that he met with the Minister in Wellington in March to advocate for the bypass. The AA have also written a letter of support for the bypass. It is hoped the signalised crossing outside the Woodend School can be in construction by Oct/Nov 2020. A business case is currently being prepared for the SH1 Corridor Safe Roads project. Dan also gave an update on the new ECan bus routes, which are expected to start in Sept/Oct 2020.

Woodend-Sefton Community Board What’s Been Happening Road safety is always an important issue for the Board and we have regularly advocated on behalf of the community to NZTA and to Council. And it has been a busy month for this again. At our June meeting we supported the changes to a number of speed limits on local roads to improve road safety. We were particularly keen to seen consistency of speed limits. In light of this we made one change to the staff recommendation. We asked to retain the 70 km/h on Pegasus Boulevard, but only until NZTA release the results of their speed limit review for SH1, including the section on either side of the Pegasus roundabout. This is because too many speed changes, in a short distance, can be very confusing. Back in March the Board were delighted when NZTA announced plans for the installation of a signalised pedestrian crossing outside Woodend School. We see this as a high priority. However, the Board has been frustrated, on behalf of the community, as expectations for other safety improvements were raised by NZTA during their consultation in Aug/Sept last year. When ratifying previous correspondence that had been sent to NZTA about these issues, the Board resolved to write to NZTA again asking for a response to the concerns we had raised around the lack of progress on other safety improvements and speed reductions.
New Carpark During lockdown the Board worked with the Greenspace Team on the design for a new carpark near the Pegasus wetlands and Tūtaepatu Trail on Tiritiri Moana Drive in Pegasus. This will help address safety concerns raised around people parking on the road and paths to access the nearby walking and cycling tracks, including the Tūtaepatu Trail which runs between Waikuku Beach and Woodend Beach. The final design has been approved and we look forward to seeing the construction underway. This will be a great asset for the community as the paths are already well used and will continue to grow in popularity as the natives planted along the path grow. It will also make it easier for people to access and enjoy the coastal park by bike or on foot. Meeting Details Our next meeting is on Monday 13 July starting at 6pm at the Woodend Community Centre. Exciting news Woodend has a Community Pantry!! Woodend WASP have worked with the Woodend Community Association to start the Woodend Community Pantry. It is located at 37 Main North Road behind the Plunket Clothing Bin. This is where locals can support locals by donating excess foods (fruit and veg) to the community pantry for others to take free of charge. There will also be bread and baked goods available twice weekly. A food bank for Woodend is also coming but this pantry is aimed at EVERYONE in our community. The aim of the pantry is to not let food go to waste where there is an abundance which could be shared with others in the community. So please call in if you are going past and if you see something in there that you would like please take it!! If you are leaving food in the pantry, we have a list of guidelines that we would like to be followed: • Fresh fruit and veggies must be mold-free • Tinned and dried goods – all items must be unopened • Breads, sandwiches, and baked goods must be labelled with expiry date • Please make sure that food you drop off is in a condition that you would eat yourself • Please check that the food you are collecting is okay. Snap Fitness - Exercise Over Winter
It’s great to keep some form of exercise up over the winter. Jo Hawley-Smith from the local Snap Fitness gyms suggests incorporating both cardio work to increase your heart rate along with some resistance work to maintain or build muscle mass. Most of us tend to eat a little more over winter so keeping the walking / biking / running up means less likelihood of the winter weight gain. Maintaining muscle mass is super important for functional movement and to maintain or improve energy levels. NEST Arts Collective aims to support and promote the creative practice of makers and creators in North Canterbury.
Six months into a two-year deployment, warship H.M.S. Eagle, a British Aircraft Carrier, arrived in the port of Freemantle, Western Australia.
By working together to build a creative haven, inspiration incubator and launchpad for individual artistic journeys, NEST hopes to continue to elevate the arts in our talented community.
Those first months had seen the crew endure two ten-week periods of nonstop operations twenty-four hours a day, seven days a week. The ship’s aircraft squadrons flew to near-by R.A.A.F Pearce someway outside Perth, everything slowed for two glorious weeks, but of course with any warship, the finger is ‘always near the trigger’. The crew were given the chance where possible and by rota to have ‘local leave’ and this is the tale of five of eighteen engineers from 2H2 mess.
Through a shared gallery and studio workspace we hope to: • Celebrate and raise public awareness of the rich resources of talent in our area • Initiate opportunities for discussion, sharing and interaction between creatives. • Provide enrichment opportunities for the wider community through workshops and outreach events • Create a place of belonging and community as well productivity and promotion for artists • Share resources and provide creatives with more opportunities to explore and extend their practice If you are interested in joining our project and / or leasing a studio space you can email at nest.artscollective@ gmail.com or message through our Facebook page and we will send an Expression of Interest Form for you to complete. Borrowing three tents from the ship’s Exped Store and hiring a big Holden, we left heading south on our ‘walkabout’, even ‘drive about’. Moving clockwise around the car, we all had an hour driving, navigating our journey, or in the back seat, just taking in scenery not water. Our first stop was Bunbury and a swim in the Indian ocean that we had only seen from the flight deck, we entered the steeply sloping beach and were met by chest / head high rollers that tumbled us over like we were in a washing machine, the sea gave us back to the beach completely naked, much to the amusement of the ‘locals’, a mad scramble ensued to find a pair of trunks to cover our dignity. Registry Offices Are a Thing of the Past Well, it’s fair to say that times have been a little strange of late. The day before lockdown all of the Registry Offices across the country closed. Now, I know this is small fry compared to the big picture stuff those weeks of isolation brought us, but I have also discovered that not many people know this fact, until they try to get married at the registry office only to discover that they can’t. What now then, you ask? The government has appointed Registry Celebrants to serve our communities of Aotearoa. You have to have VCANZ status (be a validated member of the Celebrants Association Page 32 The Woodpecker July 2020
of New Zealand) to be appointed and you are then authorised to perform the registry office service ANYWHERE, Monday to Friday, excluding public holidays. The script is exactly the same as when couples went to the office in the Christchurch CBD. You can choose from two options. https://www.govt.nz/ browse/family-and-whanau/gettingmarried/how-to-get-married-in-nz/ registry-ceremonies/ The price is the same - $90. What is different is the WHERE. You can get married anywhere you like – at home, at the park, on the beach, at a café, in a friend’s pretty garden… anywhere. Now, there are pros and cons to this. Yay, for anywhere – you
get to choose a place that makes you happy. But be aware that there won’t always be a table for signing, or shelter from the elements, or if in a public place the guarantee that other people might not wander past. Not biggies, but things you’ll have to think about. The wonderful thing for me about being a Registry Celebrant out here in North Canterbury is the abundance of fabulous places to marry. I love our region! But this is also a wonderful opportunity for couples to support our local businesses. Bramble Grove in Kaiapoi has a lovely garden and the owner, Liz, is happy to discuss mid-week packages. Urban Revival in Silverstream and Impresso 79 in Woodend have small function rooms in their cafes that would be the perfect place to tie the knot and then enjoy some food and drink with your nearest and dearest. The band rotunda in Victoria Park, Rangiora is a nice spot (ask the council for permission) with numerous eateries to choose from for after. And Pegasus – well, the lake, the lagoon, the bridge as a backdrop, with the Good Home and Flat White for the post-nuptial nosh up. All you need are two witnesses, but you can have a larger group to watch you marry if you wish. We were asked if we wanted bread and butter, expecting the usual two slices that had been shown some margarine at some time, we were very happy to be given a whole loaf with more promised and a great lump of butter. Whilst dining, a local man came in, he identified us as Poms, and we were invited across the road to the pub. A lesson to be learned here when you are under canvas erect the tent before drinking. We had a great night with our new friends and were woken up by the loudest and most vocal of all Kookaburras at daybreak. Pegasus / Woodend Community Menzshed Well were one month into Level 1, it has been a month since our last update what and I am delighted to report the Menzshed is well and truly back in action. We have spent the month consolidating the general layout of the shed and of all the tools (a most important job) sorting and completing some projects outstanding from prior lockdown and generally getting ourselves in order. We are meeting every Wednesday and Friday between 10.00am and 01.00pm at the Menzshed building in the old Waikuku school and anybody interested in joining our group is most welcome, if you just want to come along and see what we do and possibly
join us for a cupper at about 11.30 and join in on our scintillating conversation where we solve all problems and put the world to right or in other words a bunch of old guys drinking tea and having a chat between projects. Our membership still sits at 15 with a core attendance of about 10 on any Wednesday and Friday we also have 24 followers on Face Book but we would welcome still more members to spread the diversity of activities and inclusion in the community activities. Tales of a Sailor - Cont’d from Page 33) On our maps we found the name Elgin, the town nearest to our home base in Moray, Scotland. So off we went into the bush and eventually found our Elgin. It consisted of a railway platform complete with waiting room and place name board, that was it, there was no sign of rails at all. I sent a photograph back to my wife who in turn gave it to The Northern Scot, our local weekly newspaper, they printed it and repeated it twenty-five years later too. We kept a log of our journey, in Busselton I was ‘logged’ for reversing into a shop window, I didn’t, awfully close, precision parking. We drove to Cape Leeuwin, the most south westerly part of Australia and then into a National Park where huge there are enormous Redwood trees, one we found was in excess of two hundred feet high, we were even able to park the Holden in the root cluster with room to spare. There was a sign indicating its girth, but I can’t re-call it. Finally, we arrived in Albany, what a delightful wee town and a great camp site, the beautiful beach was nearby and the sea crystal clear bay. We had decided that as we were all men with families to support, we would keep our overheads to a minimum, breakfast therefore was toast. We had one knife belonging to the ship and not designed to cut bread into slices, hacked was a better description and then the lumps were thrown onto the campfire. Retrieval was a dangerous operation and a tricky one. Timing was essential
before the said lump of bread was consumed by the fire it was responsible for a few burnt fingers too. However, the evening meal was in a lovely café who looked after us admirable, it made it all worthwhile. While we were in this mini paradise, we decided to ‘make a movie’, we put together a script, a cast of three, a camera man and of course a director. The storyline, three young men going for a swim, a shark is seen, panic, three young men exit the water at speed. The entry into the sea filmed in ‘fast mode’, the young men trying to look as graceful as ballet dancers and failing miserably. Swimming scene in normal speed. Cut to director who shouts ’shark’. Swimmers make rapid exit filmed in slow speed. The result was crude and funny, when entering the water, it was slow-mode, leaving the water, we came out like missiles it entertained us well when back at sea. As there were five of us and only three tents for four nights, I was the only one to have the tent to myself once. Really? When my night came, the tame Kangaroo that roamed the camp decided to keep me company, getting it out in the dark resulted in the tent getting trashed and me spending the night with the tent draped over me like an extra sheet. Final day. A high-speed cross country run back to Perth to return the car and tent and prepare to get for work up at Pearce. A wonderful break which sustained us for the coming months. Woodend Netball Club We are very excited that now we are at level 1, netball can commence. Netball in North Canterbury officially starts on the 27 June and runs this year until 19 September, giving us 12 weeks of netball.
