Editor’s Note
Kia Ora everyone I would like to start with saying a HUGE thank you to everyone who continued to support The Woodpecker whilst we couldn’t deliver last month’s edition of The Woodpecker and those who went out of their way to share the digital copy as widely as possible so as many people as possible had their copies despite COVID-19 level 4 restrictions. This month of course our lovely magazine can be delivered right to your door or post box which is great news now we are at level 2. As you all know there is a huge amount of work that goes behind the scenes of this amazing charity, The Woodpecker Community Trust. A board of trustees of ten people who meet every other month. Two distributors who receive all the copies from our printer and deliver these to all our deliverers. From there The Woodpecker is delivered to your front door. Some of our deliverers have been doing this voluntary job for years! I hear some wonderful stories of their travels meeting local residents who tell them how much they enjoy The Woodpecker. This is great news, however, of course it’s you the readers and the contributors, the advertisers and community groups who make The Woodpecker happen each month. We are still on the lookout for a deliverer in Ravenswood. This is only a small ‘round’ currently but of course will grow, so if anyone knows Page 2 The Woodpecker October 2021

Pegasus parkrun
Pegasus parkrun is paused at the moment. At the time of writing the group restrictions for sporting events set out in the COVID Alert Levels are in place and we continue to observe them until we return at COVID Alert Level 1. This doesn’t mean that we can’t get out and get some fresh air while we wait for parkrun to return across Aotearoa New Zealand. If you’re missing your Saturday morning parkrun, or if you are keen to get outside and do more walking, you’ll be excited to hear about (not)parkrun - a virtual 5K event parkrunners can take part in during lockdown. The idea of (not)parkrun was conceived during lockdown in 2020 and encourages registered parkrunners to walk, jog or run 5K on any day of the week and submit their time online. There’s no need to re-register to take part in (not)parkrun, your existing parkrun profile will allow you to log and view your (not)parkruns. If you haven’t registered yet you may Page 6 The Woodpecker October 2021
do so for free at parkrun.co.nz/register. You can walk, jog, or run your (not) parkrun anywhere you like (providing it is safe to do so). In your garden, to and from your house, it doesn’t matter where your (not)parkrun is. Runners can only submit one time each day per week and age grading will be displayed in the results table. When deciding on where to complete your (not) parkrun, there are a number of important factors. Please take time to consider the route surface, weather conditions, impact on other users, traffic, visibility, physical distancing guidelines, and your personal safety based on the area in general. It has been great to see how many people are interested in keeping up their fitness over the lockdown period, in fact since we went into lockdown last month over 250 (not)parkruns have been submitted by Pegasus parkrunners. In the interim we will continue to keep you up to date on the via the Pegasus parkrun page on Facebook or Instagram.

Nau mai ki te Tūhaitara Coastal Park
Inspired by Te Wiki o Te Reo Māori / Māori Language Week (13-19 September 2021) this month’s update highlights te reo Māori names of some of the native birds that visit and live in the coastal park. (Photo below): Pūtakitaki / Paradise shelduck
Although they congregate in large flocks when they are moulting, pūtakitaki are often seen in single breeding pairs. Pair bonds last for many years and adult birds tend to stay in the same area. We have a resident pair living near our office at Woodend Beach Road. This year we

are supporting the nomination of the pūtakitaki for the Forest & Bird, NZ Bird of Year 2021 – we will promote the competition when details are released, please vote pūtakitaki! (Photo bottom left) Kōtare / Kingfisher Kōtare are often seen in the park using the high branches of standing dead wood for a lookout post when they are hunting. These elevated perches are an essential part of their habitat.

Their sole nesting site is in a kahikatea swamp forest near the Ōkārito Lagoon on the west coast of the South Island. We are very fortunate that kōtuku often visit Te Kōhanga Wetlands in the autumn and winter. (Photo bottom right) Pūteketeke / Crested grebe
Pūteketeke are only found in the South Island. These distinctive diving birds, which are rarely seen on land, have been spotted at Te Kōhanga Wetlands. They often carry their very young chicks on their back when they are swimming. As we are coming into breeding season, now is a good time to start looking out for this unique behaviour. Panther A Short Story by Kevin Warren of Pegasus Town
She froze, her front left paw extended and just touching the ground, softer than a caress. She had not put any of her 120-kilogram weight on it yet; she sensed that something wasn’t right. Ever so slowly she rocked forward, pushing with her back legs until she was balanced. Every muscle in her lithe taught body ready to react. She moved her left paw forward and carefully moved her weight over it until her nose was touching the last of the tall dry grass. She looked out into the open expanse of sparsely covered ground that lay between her and her cave. Ten long leaps to her front, was the main highway running, west to east, it was empty of any activity. Beyond was a slope rising a couple of hundred easy leaps. (Cont’d on Page 21)

Woodend Methodist Church
Well – we are still in Level 2, so we hope that you are all trying your best to be patient and kind while we attempt to curb this Delta strain of Covid. It is not easy trying to remember your phone and mask to take with you wherever you go. Tasks seem to take much longer and we have to think more than usual. Not easy. The September movie and the Richmond Handbell Ringers were unable to go ahead. The upgrade of the Woodend Methodist Church Hall and toilets will not be commencing till the New Year so our facilities will be available as normal until next year. Monthly movie – Wednesday 6 October at 1pm. The movie will be “Jane Eyre” a 2011 romantic drama film starring Mia Wasikowska and Michael Fassbender. New - Station Officers Woodend Volunteer Fire Brigade is pleased to announce the appointments of Duncan Roxborough and Mark Handley as our new Station Officers Hi. My name is Duncan Roxborough. My family and I moved to Woodend about 15 years ago, and I joined the fire brigade soon after. My wife Sue and I love living in Woodend, and community feel that the town has. Our 3 kids have each done all their schooling through Woodend School. Over the last few years, I have been working toward becoming Station Officer rank within the brigade; something that myself and Mark achieved this year. Being in the fire brigade is very rewarding and provides good challenge and development, and an opportunity to do something to help out our community and people when they are most in need. I find the brigade is like an extended family to all members and a great place to meet likeminded people in the community. There’s never a dull day in the fire brigade! Hi. My name is Mark Handley I’ve been in the Woodend Community for about 20 years and joined the Woodend Fire Brigade over 15 years ago, as well as being an Emergency Management Technician for St John for 18 years, as a Volunteer and Full-time Position. I work for a firm called Vertical Horizonz which teaches large organisations, among other things, Working Safely at Heights, Confined Spaces and First Aid. I’ve been able to use all these skills to help train members and to enhance my own firefighting capacity in the Brigade and to that end, help my community. As Duncan has already said both him and I have qualified to Station Officer rank, a qualification that wasn’t taken lightly, as it required lots of study and training culminating in a 4 Day Course of which you must pass, followed by consolidation back in the Brigade.

Mayor Dan Gordon Update I want to start by saying a big thank you to the over 3800 residents who took part in our engagement about the Government’s Three Waters Reform. Ninety five percent of Waimakariri residents who responded want the Council to ‘opt-out’ of the Government’s Three Waters Reform. For those who aren’t aware of the proposal, the Government is pushing for reform of water whereby Councilrun water, wastewater and stormwater services will be transferred to four major entities. This is part of a wider push for greater centralisation of public services like health, the Resource Management Act and polytechnics. If the reform goes ahead, Waimakariri District would become part of an entity that covers most of the South Island. Residents expressed concerns to Council about: - losing local say, knowledge and control on how water services are provided - rates being used to subsidise upgrades in other areas - wanting local management and provision of Three Water Services - appropriate compensation for transfer of community assets - the proposal not taking place alongside the wider Future for Local Government and Resource Management Act (RMA) reforms - the accuracy of the proposed efficiencies behind the proposal for change. The Council has been reviewing the
data from the Government and in that process has found a number of issues, and therefore has a number of concerns with the proposal. The position of the Council has been that, based on the limited information presented so far, we do not join the Government’s reform programme at this point. The overwhelming amount of feedback from residents has shown that you have concerns of your own and this helped inform the Councillors and me as we decided on the formal response to give the Government during a special meeting of Council on Tuesday 28 September. The Government required Councils’ feedback on their proposal by the end of September. It’s unclear what the Government’s next steps will be, but we hope the reforms will remain a choice for our community and Council, as previously indicated by the Government. Thanks again for your feedback and for taking part. Proposed District Plan On Saturday 18 September Council The Woodpecker October 2021 Page 17
notified its Proposed District Plan. Consultation will run until 5pm on Friday 26 November. Notifying the Proposed District Plan helps prepare Waimakariri for future growth. It specifies new and expanded zones and areas for development, protects environmental features, ensures productive use of farmland, and aims to enable our community to grow while retaining its special character. A letter has gone out to all ratepayers with more details. You are able to have a more detailed look on-line and can access the e-Plan on Council’s website (waimakariri.govt.nz). Council staff will also be available to answer questions at the Rangiora Service Centre during business hours or at several ‘Talk to a Planner’ drop-in sessions being held around the District. National Land Transport Plan New Zealand Transport Agency (now known as Waka Kotahi) 2021-24 National Land Transport Programme (NLTP) was announced in early September. Waimakariri District Council acknowledges the funding endorsed for the District from Waka Kotahi, while noting that like many areas around New Zealand the full amounts included in our funding Page 18 The Woodpecker October 2021
requests weren’t allocated. Key projects to receive funding include: Southbrook Road and Coronation St signalisation Wrights Road intersection improvements An upgrade to River Road Skewbridge Road and Mulcocks Road intersection improvements Over $600,000 for public transport infrastructure and travel demand management. Funding requests that weren’t met include: $1M shortfall for the Maintenance, Operations and Renewals Budget. The initial indicative funding announced was $2M short over 3 years. Advocacy from Council saw this reduced to $1M shortfall, taking our Maintenance, Operations and Renewals budgets to $35,537,000 over the 3-year period. Only half of the budget for Low Cost Low Risk projects was awarded ($6.6M out of $13.2M). Council staff are committed to continuing to work with Waka Kotahi to see what additional funding can be secured for our key roading projects. The Council is also committed to continuing to advocate for safety improvements in Woodend as well as for the Woodend Bypass. We did achieve support from other Canterbury Mayors for the Woodend Bypass to be included in the 10-year work programme. Unfortunately this bid was unsuccessful in the NLTP process. We are seeking a meeting with the Chief Executive and senior staff at Waka Kotahi to raise our concerns,
especially as the Woodend safety projects haven’t been included. We hope this is an error and will be making the case strongly to further these projects. Transport investment is a key priority for Waimakariri, and we will continue to advocate strongly to make sure we receive the investment required to support the needs of our District.
When Little Therese Was Sick A True Story As told by Anastasia Marambos
One day, Therese’s head began to hurt. It was very sore, but not too sore for doing schoolwork or playing games. So, she kept on going. It was difficult, because she was just ten, but she did it. Then, her headache became worse. She tried to keep on going, but she couldn’t. So, she had to go to bed. Papa stayed with her and tucked her in, and her sisters, Marie, Léonie, and Celine, helped to look after her. They put a beautiful statue in her room. The statue reminded Therese of Mama and Pauline. Hello everyone Each Woodpecker Publication I will introduce a member of the Woodend Community Association. This publication we are meeting a wonderful woman who is extremely active within the community - Jocelyn Adams. Two years ago, Jocelyn started a coffee group with the aim of bringing the community together and to support a local business. Everyone is welcome to come and a lot of fun and laughter is guaranteed. From this group they have fundraised to provide winter clothing for the homeless men at the City Mission. This Christmas they will also be organising another donation. If you have a Wednesday morning free, come to Impresso Café, Main Road, Woodend, 9.30am. Jocelyn is also involved with the Woodend Spring Flower Show. And fantastic news, it is going ahead on the 2 October, so put it on the calendar. If you have green fingers, you will love the displays that are on offer, provided by the amazing gardeners we have in the area. There is also a kid’s flower section and a colouring competition. One of the many future projects we are focusing on now is the Woodend Community Hangi which will be held at the school on the 19 November. This event is not only for the school but for anyone in the community that would like to attend. In order for us to run this event, we are asking for donations or sponsorship so that we can provide the food. These donations could be either monetary or by donating bulk produce. There may be a local business that wants the naming rights. More details will be published in the next Woodpecker. She has been called, “The Greatest Saint of Modern Times.” Kevin Warren - (Cont’d from Page 10) Three quarters of the way up this slope was where a trickling stream originated in the rear part of her cave. CoIt formed the top half of a backward S shape as it ran from the mouth of the cave to the highway and then the bottom half of the ‘S’ as it swept away behind her and disappeared into the distance where it met another, larger stream, at the edge of her hunting grounds. To the left and right, as far as she could see, hear and smell there was nothing out of place or wrong. The grass swayed in the gentle breeze. Insects continued to make their insect noises. A few birds fluttered around the patches of lush vegetation that grew along the banks of the stream, a steep contrast to the rest of the land. All appeared right with the world but she knew better. Very slowly she lowered herself to the ground. She lay there, silent and unmoving something had caught her attention but it had been too fleeting a thing for her to register properly. Her instincts were telling her that there was danger close by, that she had seen unnatural movement and she trusted those instincts far more than her senses. We are nearing the end of Term 3 at school. While many activities have either been put on hold, postponed or cancelled due to Alert Levels, the students have remained positive and resilient, and we are ever hopeful that Term 4 might bring a somewhat more normal learning environment. Our roll continues to grow, and we ask any families in the community who may have children due to start in 2022 to go to our website and do an online pre-enrolment. This will help us enormously with our planning and staffing requirements for next year. www.woodend.school.nz The Kiwi Gaming Foundation recently provided funding which enabled us to further purchase Kapahaka uniforms. We had some of the Student Leaders
try on the cloaks and we look forward now to the Kapahaka Festival later in Term 4 where all the students will perform and debut in their new uniform. We really appreciate the support that we have received. A reminder – we are now located in our new office at 209 High Street, Rangiora. In mid-August when the entire country was rapidly moved into Alert Level 4 lockdown conditions, the CAB service was quick to respond and continued to be available to help people with information and advice. This continued under Level 3. Our amazing team of volunteers and staff at CAB North Canterbury seamlessly continued to deliver the CAB service by phone and online from our own homes. This meant we could continue to operate and give information and advice on issues such as accessing the wage subsidy, employment rights and housing rights, how to navigate sometimes quite complex relationships, concerns about safety, managing financial situations, to name
NORTH CANTERBURY just a few. While this pandemic has created a crisis, people have also worked collectively to support each other through this challenging time. Woodend-Sefton Community Board Owen Stalker Park Playground open for play The redeveloped Owen Stalker Park in Woodend is now open. There was a delay with lockdown, but this had the benefit of allowing the grass to get established. It has been great to see kids zooming past on the flying fox, trying everything out and enjoying the refurbed train. The involvement of the School, the Youth Council, the Waimakariri Access Group and the local community were key to this redevelopment. And along with the hard work by the contractors and Council project manager we have a great playground that is fun, more accessible and inclusive. Thanks to all those that were involved, the end result is amazing. Please get out and enjoy it.
Updates We are hoping to see a Lake Algal Bloom Mitigation Trial get underway at Pegasus Lake before summer. Responsibility for the Lake rests with the owner, Templeton Group, and they have been making progress in the design phase. The trial will be in the southern portion of the lake from the island to near the beach at the playground. A baseline monitoring programme is underway.

The Plan also controls any adverse effects an activity could have on the neighbourhood and protects the uniqueness of our district by looking after our heritage, cultural values, outstanding landscapes and coastal environment. Cancer Society - Daffodil Day – Friday 27 August 2021
This current lockdown has hit the Cancer Society very hard, and it came at precisely the wrong time for Daffodil Day 2021; particularly after all the hard work, time and effort that was contributed by our North Canterbury Support Groups and volunteers into co-ordinating in your local areas a fundraising appeal that benefits North Canterbury cancer patients, whānau and carers. The Cancer Society was fortunate to receive additional support from the ANZ and 3 Kiwi entrepreneurs who together contributed $2 for every $1 donated through ANZ’s Digital Daffodil. This was incredibly generous, and we are so grateful. CHOP THE MOP with Jason Clements, Learning Connections Co-ordinator at Waimakariri District Libraries does still have his long hair and beard. Due to lockdown, Jason was not able to Chop his mop, but it will happen (and he will be hoping soon!!).In the meantime you can still go to https://www.youcanforcancer. org.nz/jason-clements and donate. Joanne McDougall of PegasusArt Woodend residents may remember me running art classes from my home studio. I retired from teaching a few years back, but my art school ran for 20 years and took in students from Broomfield to Papanui. It expanded or contracted depending on my health and at its busiest I had 50 children going through a week. Since I started, the township of Pegasus has been built which is a little confusing for those forgetting that we live in Pegasus Bay! I wrote my first children’s book, “A Southern Tale,” while still running my art school. It came about after hearing that New Zealand Sealions had been put on the endangered list. These animals were common enough to trip over and give one a nasty surprise on night shift. We lucky few, who manned the weather station on Campbell Island, also got to band albatross chicks, count whales from cliff tops and visit penguin rookeries. I portrayed these rare animals hunting for food and fighting for survival. When I first started my art classes, I realised there were no books on the market targeting young children that were fit for purpose. Most took no account of age-related limitations or difficulty level. Just because it is a cartoon does not mean it is easy. I wanted to produce a book that would teach children how to draw, not just Page 36 The Woodpecker October 2021
copy, using equipment that most would already have. I released “Just Imagine: A Drawing Book for Children,” in April. The book will teach anyone drawing, but the subject matter is aimed at 5-9-yearolds. Starting with simple shapes and building up skills is always best, and once they have the basics children will adapt my drawings to produce original work. What is critical is shape recognition. Because we can’t learn to draw a dog. Dogs look completely different depending on whether you are looking at their back, front, side, the breed of dog or what it is doing. We must learn to see the shapes and draw them instead. Shapes and edges are to drawing as the alphabet and words are to reading. Drawing is a fantastic skill to have - expensive lessons are not required – it is mostly play. I hope that art and crafts will become more popular as parents start to recognise their benefits. Small hands develop strength and fine motor control. Quiet observation lets children understand what they see and how it works. Touch screens mean we are using our hands less and less. This impacts on manual dexterity and problem-solving skills - a major part of what makes us human. Technology also means we are surrounded by art – that webpage had a designer who understands
shape and colour, so did your curtains, food packaging and the movie you just watched. Scientists observe and measure to find out how things work. Kevin Warren - (Cont’d from Page 21) Her soft rounded ears twitched as she strained to catch any unusual sound. Her hooded emerald eyes swivelling left, right and up the slope; it was from up the slope that she could feel the danger; from her cave. Her cubs were in that cave and they would be meowing to be fed before the sun had travelled much further across the sky. But still she waited, the heat of midday making her pant. Her cubs were yet too young to move about on their own and they were well placed in the cave to be safe from a predator. There! Her eyes flicked back from the tree line to the cave mouth. There had been a movement. Back from the entrance but she had seen it at the edge of her field of view. Hardly twenty panting breaths later and the movement was there again. The rocks in front of the cave were obscuring her view. She would have to move. This was going to be dangerous; the wind was from behind her at the moment and blowing her scent directly to the cave entrance. She knew the wind would turn and blow in the opposite direction later in the day but her kittens could not wait that long, right now any predator up there would be able to smell her approach if she went head on. It would be better if she could approach from the west because the vegetation was thicker and closer to the cave mouth but she could not enter the cave from that side. On that side was a cliff face and large overhang, she would have to work her way into the stream and rely on the vegetation to shield her. The undergrowth was lush enough to
keep her dark shape concealed until she was only three leaps from the entrance. From there she could head away to the right and come up on the cave from the rear. But first she would have to go back the way she had come until she met the stream on this side of the highway, follow it back to the highway and use the culvert to reach the other side of the highway; it was too dangerous to simply run across the highway during the day. She rose slowly and very carefully began to back away from the edge of the tall grass. She had to move very slowly. Although the gentle breeze was moving the tall dry grass if she brushed it too hard it would shake rather than sway giving away her position. She sensed rather than knew that whatever was up there was waiting for her. She did not feel the need to hurry; her cubs would survive without her for a while. Better she arrived late than never. But she did have a nagging concern with the events of a few days ago still fresh in her mind. The strange animal had come bounding into the cave without a care in the world. It had been barking and bouncing around wanting to play and had confused and frightened her until, no longer worried, she had become annoyed and had lashed out at it slashing the left side of its head and catching its left eye in her claw, plucking it out. Howling in pain it had run away and she had followed it to the mouth of the cave where she saw it run to some humans at the side of the highway who had fussed over it before driving away.
