A Leader in Construction

AFTER A LONG AND DISTINGUISHED CAREER WITH GAMMON CONSTRUCTION, THOMAS HO IS DEPARTING THE COMPANY THAT HE HAS WORKED FOR SINCE 1997 AND HAS LED AS CHIEF EXECUTIVE SINCE 2005.

Thomas Ho's career should be an inspiration to anyone who might be contemplating a career in construction or who wishes to make a difference in the world. During his years at Gammon, he shaped the company into a business with an annual turnover of US$2.5 billion and over 7,000 staff, supported by a workforce of 15,000. He has also made tremendous contributions to worker safety, the environment and people in the communities served by Gammon.

Equally important, he became widely recognised as a pioneering figure in the industry by championing innovation and excellence in construction management. He has also actively promoted construction as a career by making it an attractive choice for

aspiring new engineers and young trades people — a critically important contribution to an industry with an ageing workforce.

As a testament to his success he has received numerous awards recognising his achievements from industry associations, governments, his peers and the media.

Yet, despite the many honours he has received, he remains humble and an inspiration to those who have served under him.

We wish Thomas the very best in the years ahead as he steps away from his duties and look forward to welcoming him back periodically in his new role as an advisor to the company.

A Leader in Innovation

DURING HIS TENURE WITH GAMMON, THOMAS HAS BEEN A PRIME ADVOCATE OF INNOVATION AND CHANGE, BOTH OF WHICH HAVE BECOME AN INTEGRAL PART OF OUR CULTURE.

Under his leadership, Gammon has become increasingly committed to innovative thinking and the use of advanced technology that makes construction safer, more efficient and cost-effective. He has further played a role influencing industry and government to adopt standards that contribute to greater performance and a more technologically adept workforce.

Thomas has also structured Gammon to accommodate innovation and technology in our daily operations. These include internal departments dedicated to the implementation of advances such as digital transformation, including Building Information Modelling (BIM) and artificial intelligence, as well as robotics and modular construction. In addition, Thomas has encouraged collaboration with industry experts and academic institutions on the development of technology that will benefit both our business and the industry as a whole.

Within Gammon, he has been responsible for the launch of various recognition programmes that reward staff for their creativity and innovations that benefit our operations.

PREFABRICATION AND MODULAR CONSTRUCTION

On Singapore’s Global Switch data centre project, prefabrication was employed for more than 60% of the mechanical, electrical and plumbing (MEP) elements. Manufacturing these elements in an offsite factory led to a 30% reduction in man hours and a substantial improvement in fire safety and constructability. Gammon continues to be a leader in this construction approach in the region.

ADVANCED MANUFACTURING CENTRE PROJECT

For the new nine-story Hong Kong Science & Technology Parks Corporation building, concepts from both construction 2.0 and industry 4.0 were used. About 75% of the MEP services modules and 27% of the superstructure were produced at our offsite factories, demonstrating the effectiveness of Design for Manufacturing and Assembly (DfMA). Also critical to the success of this project were a common data environment, BIM and Internet of Things technology.

WORKING TOWARDS A DIGITAL FUTURE

Integrated digital project delivery (IDPD) is Gammon’s strategy for consolidating processes, from design to postconstruction. It makes use of advanced information technologies, powered by enriched BIM, laser and drone data clouds, and IoT sensors, as well as other technologies to achieve greater efficiencies in construction.

PRIDE IN PERFORMANCE AWARDS

At the 2016 Pride in Performance Awards, Gammon won an award in the Jardine Matheson Group’s Technology Transformation category as well as the Grand Prize for Digitalising the Construction Industry. The entry covered our use of BIM, 3D printing, drones and photogrammetry with cloud computing, 3D laser scanning, and interactive virtual reality.

FIRST KITEMARK™ CERTIFICATION OUTSIDE THE UK

In 2020, Gammon became one of the first companies in the world, and the only organisation outside the UK, to achieve BSI Kitemark certification for innovation management. Based on the ISO 56002 Innovation management - Innovation management system - Guidance, the Kitemark for innovation management provides a tool for Gammon’s Digital & Innovation Team to measure the impact, value and return on investment of their innovation programme.

A Leader in Sustainability

ONE OF THOMAS' OVERRIDING CONCERNS AS CHIEF EXECUTIVE HAS BEEN SUSTAINABILITY, NOT ONLY IN OUR OWN OPERATIONS BUT ALSO IN THE WIDER INDUSTRY.

In our business, we are committed to delivering projects to the satisfaction of our clients, while lowering our negative impacts on the environment and society. This commitment is underpinned by our sustainability strategy: Responsible Growth – 25 by 25, which sets a target of 25% improvements in four focus areas: safety, the environment, value chain and people. The strategy also supports six of the United Nations’ Sustainable Development Goals.

On our construction sites, we are dedicated to reducing waste, making the most efficient use of the resources we consume, employing more environmentally-friendly materials and fuels, and adopting advanced methods and technologies such as offsite construction and the use of BIM.

Our commitment to sustainability was also evident in our head office at The Quayside in Kwun Tong, Kowloon, where we moved in December 2019. Taking into account factors such as air and water quality, lighting, comfort and mental wellbeing, the office achieved WELL Precertification at the Gold level, making us the first construction company in Hong Kong to receive this international designation.

Additionally, Gammon was the first construction company based in Hong Kong to release a sustainability report. Although we are not required to disclose our sustainability performance, we have been publishing sustainability reports each year since 2003. These reports conform to the internationally recognised Global Reporting Initiative standard and are independently assured.

In addition to his sustainability initiatives, Thomas has supported programmes that benefit the community and our staff as well those that build stronger relationships with our partners.

These have included activities such as the Central Rat Race to raise money for charity, the Run for 60 - Run for Charity, which raised more than HK$1.6 million for the Construction Charity Fund, and the Community Chest Corporate Challenge. Thomas has personally taken part in all these events as well as many other philanthropic activities throughout his years at Gammon.

He has also been an enthusiastic participant in activities that build staff morale, including the annual Spring Dinner and Family Fun Day, as well as events such as the 2007 Deep Bay Link North Family Walk that attracted around 1,000 staff and family members.

As our partners in the business community are vitally important to Gammon, Thomas has been the main face of the company since 2005 at cocktail events, the Hong Kong Sevens, Golf Day and other partnering initiatives.

THOMAS HAS LONG BEEN COMMITTED TO DEVELOPING A CULTURE OF QUALITY AT GAMMON, BOTH IN THE SERVICES WE OFFER AND THE PROJECTS WE BUILD, AS THIS IS CRITICAL TO DEVELOPING STRONGER BUSINESS PARTNERSHIPS, STRENGTHENING OUR BUSINESS PROCESSES AND ENSURING CUSTOMER SATISFACTION.

Under Thomas’s leadership, we have embedded quality into our core values of Safety, Integrity and Excellence, which are part of our philosophy called The Gammon Way. Included in this philosophy are Gammon’s Mission and Vision:

To reinforce this commitment, we have a comprehensive Business Management System (BMS) that incorporates a Quality Management System and Environmental

Management System, both of which are independently certified against ISO9001:2015 and ISO14001:2015. Other certifications cover energy management, our steel fabrication department and soils laboratory, as well as other facilities and processes. We also have our own in-house validation system at both the project and corporate levels in addition to project assurance programmes that guide our management approaches.

Among the many awards won by Gammon for quality construction, we are particularly proud of the Quality Building Awards received for One Peking, Zero Carbon Building, Hong Kong Science Park phase 3a & 3b and Tai Kwun, as well as the Grand Award at the 2019 Hong Kong Management Association Quality Awards.

Everyone would agree that Thomas is a "giant" in the construction industry. To me, he is a teacher who is always a role model in pioneering and promoting the advancement of the construction industry.

Although Thomas will step down and retire from Gammon, I hope he will continue to contribute himself on a different runway with his unfailing energy and passion.

A Leader in Safety

ONE OF THOMAS’ GREATEST CONTRIBUTIONS TO GAMMON, AND INDEED TO THE INDUSTRY AS A WHOLE, HAS BEEN HIS DEVOTION TO THE HEALTH, SAFETY AND WELFARE OF HIS FRONTLINE STAFF.

In 2009, Gammon took the key step of creating a new safety culture by introducing the Zero Harm Roadmap, which was modelled after a similar Balfour Beatty worldwide programme. The launch of Zero Harm has entailed a radical re-think on how to reduce or remove risk on our project sites. This has involved recognising the responsibility of the company’s leaders to look at construction processes, understand the associated risks and take positive steps to remove those risks.

Every leader at Gammon since then has committed to making Zero Harm a priority and ensuring the people under his or her direction do the same.

In addition to Zero Harm, we operate a comprehensive Business Management System (BMS) that includes an Occupational Health and Safety System certified under ISO 45001:2018.

We also hold a safety conference every year to promote a culture of safety in the construction. Attended by industry leaders, government representatives, business partners and Gammon staff, the conference provides a platform for sharing insights and experiences on safety issues and challenging trade practices.

In another breakthrough in staff health, a health nurse programme was launched on our project sites in 2011, making Gammon the first construction company in Hong Kong to do so. This programme began after Thomas visited a worksite on a hot summer day. Recognising that older workers are especially vulnerable to heat stroke, he recommended that nurses be hired to monitor their health.

During the first three months of this programme, more than 1,400 workers were checked for weight, blood pressure, blood glucose levels, lifestyle habits, and medical history. In one case, a nurse discovered that a project security guard had extreme hypertension and advised him to seek immediate hospital treatment. As a result of this intervention, the security guard’s life was probably saved.

While construction work does pose some risk, the greatest challenge in recent years has surely been the outbreak of the COVID-19 pandemic. Gammon responded to this serious challenge with a wide range of measures, including the implementation of flexible work locations, a renewed focus on hygiene procedures, and temperature checks for everyone entering shared workspaces and offices. The company also distributed caring packs, with face masks and hand sanitiser, to workers.

HEALTH AND SAFETY AT GAMMON

1. COVID-19 TEST DRILL. Throughout the pandemic, we have been holding test drills at our project sites to ensure our workers remain vigilant against the virus.

2. TRAINING WITH VIRTUAL REALITY. Through the use of Virtual Reality, we can simulate actual working conditions and ensure that new workers are prepared for risks such as working at height. The introduction of this new technology is helping us challenge traditional training methods.

3. 360-DEGREE VIRTUAL REALITY TOOLBOX TRAINING. This smart mobile toolbox delivers critical safety messages directly to workers in a compelling VR experience, in any language. The toolbox comes with a tablet and four headsets.

4. SMART EAR DEFENDERS. In collaboration with UK construction technology start-up EAVE, we started the first trial of their smart ear defenders in Hong Kong. EAVE helps to improve health and wellbeing in noisy environments, with active hearing protection that enables workers to hear their surroundings

5. G-EYE. G-eye is a mobile monitoring system that allows for real-time inspections of front-line conditions and site safety at any time, from any location. Using artificial intelligence behaviour detection, the system alerts workers who enter restricted areas or who are not wearing the necessary protective equipment.

A Leader in Caring

THOMAS HAS ALWAYS BEEN KNOWN FOR HIS CARING ATTITUDE TOWARDS PEOPLE. THIS ATTITUDE EXTENDS NOT ONLY TO THEIR HEALTH AND SAFETY BUT ALSO TO THEIR PERSONAL AND PROFESSIONAL DEVELOPMENT, BOTH AT GAMMON AND WITHIN THE WIDER CONSTRUCTION INDUSTRY.

When new members join Gammon, they can choose a mentor who will guide them through their first few months with the company. They can also enrol in the Gammon Academy, which was set up in early 2003 to provide training in specific trades, access to apprenticeship programmes, and sponsorship opportunities for further education.

With the company’s growing emphasis on innovation, training has become more focused on technologies such as 3D scanning and printing, automation, robotics and the Internet of Things. But since older staff are not always attuned to these developments, Thomas introduced a reverse mentorship programme that enables them to learn from younger professionals. Even Thomas himself has admitted to benefitting from this programme, and has commented that as an older engineer he can learn in the other direction.

In another example of his caring attitude, Thomas has insisted that working conditions on our project sites should go beyond compliance and industry norms. Under Gammon’s Green and Caring Site Commitment Scheme, workers enjoy amenities such as comfortable rest areas (often with cooling facilities), lockers, toilets, showers, refrigerators and, where possible, canteens. Sites that set a leading example in the provision of worker facilities will be recognised with a green flag indicating that the project operates a ‘green and caring site’.

Thomas has also encouraged greater diversity and inclusion at Gammon by investing in an inclusive environment with people development and reward systems that are transparent, traceable and nondiscriminatory. This, along with the many other initiatives he has introduced, will continue to make Gammon a great place to work for everyone.

I have had the great fortune and pleasure of knowing Thomas Ho for the past 25 years, starting with our joint efforts to design and build Chater House in the most sustainable, efficient and safe manner possible. Gammon and Hongkong Land were united as a team, a true partnership of innovation, quality, safety and efficiency.

This was the beginning of a great partnership and friendship between Thomas and myself, which progressed through other challenging projects such as the creation of The Landmark Mandarin Oriental, the extensive renovations of The Landmark Atrium and retail podium, the construction of York House, and the complicated foundation contract for One Central Macau.

It has been an enlightening and fun journey together with Thomas over the past 25 years and hopefully in our “retirement” years we can still continue to cross paths and enjoy what is good in life.

I guess I’m one of the luckier few who got to know Thomas Ho on a personal level. We were able to form a bond way beyond what one finds at work. What impresses me most is that he is a very genuine person. (If he doesn’t like you, you would certainly know.) Thomas has helped build Hong Kong into what it is today, including some of the most important strategic transport infrastructure such as the West Kowloon Station of the Express Rail Link, Tuen Mun – Chek Lap Kok Link and the Central Kowloon Route. Under his leadership, many challenges in these mega-projects have been overcome.

He has also made real changes by modernising many construction processes with the adoption of new technologies. Pay a visit to his office and you can feel the innovative culture that Thomas has built and see his vision for transforming the Hong Kong construction industry.
