A NEW PROGRAM • In 1935, President Franklin D. Roosevelt’s New Deal was signed into law. One aspect of it was that the Social Security program was implemented to limit the hazards of old age, poverty, unemployment, and disability. • The Social Security number (SSN) was created in 1936 for the purpose of tracking the earnings histories of U.S. workers, for determining Social Security benefit entitlements, and for computing benefit levels. Since then, use of the Social Security number has expanded substantially. Today it may be the most commonly used numbering system in the United States. Its universal use has led to its adoption throughout government and the private sector as a chief means of identifying and gathering information about an individual.

• There have been more than 465 million nine-digit Social Security numbers issued since the program started. With just under 1 billion possible number combinations, there has never been a need to recycle numbers. Over 5.5 million new numbers are assigned every year. At some point the numbers will run out and a change will be made to keep up that policy, perhaps adding a digit. • The first set of three digits of a Social Security number is called the “Area Number” and is assigned to the state where you were born, with the lowest numbers starting in the northeast and increasing as you move west and south. Beginning in 1973, they were based on the zip code of the application. • The middle set of two digits is called the “Group Number” and are assigned a number between 01-99, but not in consecutive order. The group number was created as way to organize Social Security Administration filing cabinets into sub-groups to make them more manageable.

• The final set of four digits is called the “Serial Number” and runs from 0001 through 9999. These are assigned consecutively as applications arrive. • Unfortunately, the formula the administration used to come up with a particular Social Security number was getting increasingly easy for criminals to figure out especially because many people’s social media pages include their birthplace and date of birth. However, the government recognized the problem, and as of June 25, 2011, changed how numbers are assigned. The first three digits no longer indicate the area of birth, and the other six digits are randomized in order to combat fraud and ID theft for those who were born after 2011. • Because the lowest numbers started in the northeastern U.S., you’d expect a Maine resident to have the lowest number ever issued. However, New Hampshire was ultimately given the 001 area number instead. John Winant, three-time governor of New Hampshire, served as the chairman of the Social Security Board. They wanted to honor him by giving him the lowest number ever: 00101-0001. Winant declined the honor, and it was instead given to New Hampshire’s first applicant, Grace Owen. • You’d expect Grace Owen’s low number to have been the very first Social Security card ever issued, but it wasn’t. On December 1, 1936, as part of the publicity campaign, Joseph Fay of the Social Security Administration selected a random record from the top of a pile of a thousand records that were stacked on a desk next to him as reporters snapped pictures. He announced that the first Social Security number in history (055-09-0001) was assigned to John David Sweeney of New Rochelle, New York. Sweeney died in 1974 at the age of 61 without
• Cards have never been issued where the first three digits are 000 or 666. There are no cards where any set of digits is all zeros. • Before 1986, people often did not obtain a Social Security number until the age of about 14, since the numbers were used for income tracking purposes, and those under that age seldom earned much. Many youth waited until they turned 16, when it was required for obtaining a driver’s license. • The Tax Reform Act of 1986 required parents to list Social Security numbers for each dependent over the age of 5 for whom the parent wanted to claim as a tax deduction. Before this act, parents claiming tax deductions were simply trusted not to lie about the number of children they supported. Many people lied about the number of kids they had anyway. During the first year of the Tax Reform Act, this anti-fraud change resulted in seven million fewer minor dependents being claimed as dependents. By 1988, parents needed a SSN for children over the age of 2 if they wanted to claim them as dependents, and in 1990 it was lowered again to the age of 1. Today most parents apply for a SSN as soon as their child is born. • In 1938, the vice president of a company that mass-produced wallets thought it would be a good idea to stick a fake copy of a Social Security card into millions of the wallets, which were then distributed throughout the nation at department stores such as Woolworths. The dummy cards were much smaller than normal Social Security cards, they had the word “specimen” written on them, and they used all red ink which was not the same color as real Social Security cards, but the number written on the fake cards was real: it was the Social Security number that belonged to the vice president’s secretary, Hilda Schrader Whitcher. The FBI subsequently paid a call on

For a couple, the average monthly combined benefit was $2,212. What I do know, officially, is that Jennifer Love Hewitt is joining the cast as Maddie, firefighter Buck's sister, who joins as a series regular and will portray a 911 operator. "9-1-1" returns to Fox this fall on Mondays at 9/8c. Speaking of Connie Britton, she will play opposite Eric Bana in Bravo's new true-crime series "Dirty John," which is based on Los Angeles Times reporter Christopher Goffard's popular podcast of the same name. Connie also is an executive producer on the series, which has already been greenlighted for two seasons, the second of which will deal with an entirely different case. *** READERS: I reported a few months ago that ABC had canceled Tim Allen's sitcom "Last Man Standing," and I suggested that another network could possibly pick it up. While my guess that CMT would be said network was incorrect, the popular series has been given new life by Fox. Tim and the rest of the gang will be back for its seventh season this fall, with showrunners promising there will be minimal changes to the show that its fans know and love. Many are speculating that Fox's snapping up of the politically right-leaning show piggybacks on the recent success of the resurrected "Roseanne" on ABC, whose namesake star is an outspoken Trump supporter. THE SWAMP LEAKS Let's give President Donald Trump his due: He's right when he refers to Washington as "The Swamp." It really does fester with marsh scum. What the Trumpster doesn't say is that he's just another of the bottom-feeding swamp cretins. Right now, you're probably muttering at me sarcastically: "Don't hold back. Tell us what you really think." Well, that is what I really think, a contempt of the political lowlifes and their petty con men and women inner tubes who keep them afloat in the contamination. One of their favorite survival tactics is cynical manipulation of leaks. In fact, if Donald Trump ever decides to have another book ghostwritten in his name, he might call it "The Art of the Leak." Certainly, he is a true champ when it comes to perverting the use of information shared in confidence, usually for public consumption. At its best, it's a way of spreading information that responsible citizens have a need to know if circumstances require that a source be anonymous. It is useful in providing full coverage of facts that would not be otherwise available through official channels, which often otherwise are used to gloss over reality. But, like everything else, in the wrong small hands, these virtues can be corrupted. Many is the time when a self-serving prominent politician has spilled his guts to me with confidential information and then loudly attacked the leakers, knowing full well that I am honor-bound to not identify him or her as the one. Which brings us to one of the major D.C. deceivers, Donald Trump. As he so often does, the president blasted away on Twitter: "The Failing @nytimes quotes 'a senior White House official,' who doesn't exist, as saying 'even if the meeting were reinstated, holding it on June 12 would be impossible, given the lack of time and the amount of planning needed.' WRONG AGAIN! Use real people, not phony sources."

Here's the problem, folks: The source wasn't "a phony source" at all. He or she did exist (and still does). It was, in fact, "a senior White House official," offered up by the administration to reporters to fill gaps in the uncertainty over the off-again-on-again-who-knows-again North Korea negotiation. It happens a lot, particularly in the coverage of diplomacy, where official statements are disruptive, but backgrounds are not. It's silly, but whatever. As president, Trump surely was aware of the briefing. If he was unaware, then he's a blithering incompetent. If it's the latter one, then his communication via tweet with his base, the millions who feel anger because they've been overlooked, was once again a case of the ignorant leading the ignored.
Start by calling the senior center, Council on Aging or local social services office to ask if they know of a roommate matching service. Once you locate one, be prepared to be extremely honest in what you're looking for. If you can't stand to be around people drinking alcohol, say so. If you go to bed early and need the house quiet by a certain time at night, say that, too. The more honest you are, the more likely you are to find a roommate who is compatible. Be sure to have credit and background checks done.
EVER THOUGHT ABOUT HAVING A ROOMMATE?
The best possible situation might be if there's a college near you. A student who's old enough not to be required to live in the dorm (sophomore or older), who is tired of the noise of a dorm, who needs peace and quiet to study, who's tired of cafeteria food, who is struggling on a budget ... that kind of roommate might be perfect. Don't say no until you've given it some thought!
So many seniors live alone, and the last thing you want is to move just because the house becomes too much to handle on your own. Or maybe your property taxes went up and your $3 Social Security increase won't cover it. What if you had a roommate? The first instinct might be to say no to that idea. You don't want a stranger sharing your space. But think about that. What if you had someone to help shovel the walk the next time it snows? Or someone whose rent payment means you can stay in your home? Or even, on a more friendly level, someone to play chess or cards with?
AGING IN PLACE TAKES ADVANCE PLANNING If retirement is just around the corner, you have decisions to make, and the biggest is whether you'll stay in your home. With no job to keep you tied to your current location, will you move to another state to be near children and grandchildren? Will you move to a warmer climate, or a city or state that's cheaper?

ROACH: My 93-year-old mom is in good condition, except for a kidney disease that has been good for the past 26 years and has had very good reports from her medical practitioner and kidney specialist. One thing that stresses me is why she complains of being sick all the time. Is it because she wants attention, or just wants people to feel sorry for her? I am her daughter, and our family is just upset because of the way she acts. She does have depression, but she has been given depression pills. Please give me some information as to why she is doing this. As her daughter, I need TLC, and I need to know how to handle this situation. -- A.M.A. ANSWER: Based on no more information than you have just given me, I would suspect that she complains about being sick all the time because she feels sick all the time. She probably needs some TLC herself. At 93, I believe she's earned the right to be the one on the receiving end. Depression may be the cause of her not feeling well, as it so often is. Unfortunately, medication for depression is completely effective for only a minority of people. Depression goes hand in hand with many other illnesses, especially those with chronic pain. I worry that there is a problem you don't know about. Consider accompanying your mother to her next doctor's visit, as I am certain she has done for you. *** DEAR DR. ROACH: I am a 48-year-old woman in pretty good health. I was a smoker for 30-plus years and quit about three years ago. I don't have any signs of COPD or other lung ailments yet, but I fear they are just around
the corner. My question is, is there anything I can do now to postpone or prevent the onset of these diseases, or at least decrease their severity? -- V.M. ANSWER: Not all smokers will develop COPD. Some smokers are more susceptible than others to the effects of the many toxic chemicals in tobacco smoke. Conversely, some nonsmokers can develop COPD, especially those who lack a protective enzyme, alpha-1 antitrypsin; this is more likely in those exposed to secondhand smoke or other airborne pollutants. Quitting smoking is by far the most important action you can take to reduce your risk of developing lung disease, but there may be others. Avoid other airborne pollutants, especially other smokers, but also dusts and fumes. Some preliminary evidence suggests that statin drugs might slow down COPD, but there are conflicting studies, and I don't recommend them just for COPD. Regular

AMERICAN COLLEGE OF PHYSICIANS ISSUES NEW DIABETES GUIDELINES WE CAN SUPPORT The American College of Physicians (ACP) published a new target hemoglobin A1c for people with type 2 diabetes, raising the recommended level for most patients to a range of between 7 percent and 8 percent. Hemoglobin A1c levels below 7 percent do not reduce rates of heart disease, stroke, or premature death and are associated with substantial harms to patients related to treatment burdens and risk of severe hypoglycemia. ACP also recommends that clinicians prescribe pharmacologic therapy only for symptom control for patients with a life expectancy of less than 10 years and “de-intensify” medications for patients of any age who achieve an A1c below 6.5 percent. Some clinicians may conclude that tight diabetes control is not as important as previously understood. However, the harmful effects and lack of benefits of tight control only occur when lower A1c is achieved with medication.

GUT BACTERIA LINKED TO HEART DISEASE Gut bacteria is linked to arterial stiffness, according to a study published in the European Heart Journal. Researchers compared a specific measurement of arterial stiffness with gut microbiome in 617 participants. Specific bacteria linked to inflammation influenced arterial stiffness independent of other risk factors, including obesity. George Nelson (1908-1986) graduated with a degree in architecture in 1931.
