oppose new tax directive for energy Europe’s economic and financial affairs council met in Luxembourg on Friday for an initial debate on the commission’s proposal for a revised energy taxation directive. The far-reaching directive foresees a tax on energy products based on CO2 emissions and energy content instead of the current tax based on volume. The directive would have a great impact on gas, with a tax increase of up to 400% for gas used as a motor fuel in some member states.

The directive would require unanimity in the European Council to be adopted. However, Poland, Germany and the UK have shown strong opposition to basing part of the minimum tax on CO2 emissions. “Given the structure of the country’s economy, Poland would be scared [of] having this tax on sheer CO2 emissions,” the Polish delegation said at the debate.

Furthermore, member states emphasised that they want to retain full flexibility to determine the structure of their national energy taxes and were strongly opposed to the proposed proportionality principle that would set equal levels of taxation above minimum levels on all energy products put to the same use.

Taxation of transport fuels

The revision of the directive proposes equal tax on all motor fuels of €20 per tons of CO2 plus a gradually increased rate of up to €9.6/GJ in 2018.

The level of taxation for LPG would be substantially increased. According to the commission, this is because “LPG does not constitute as a sustainable fuel and its energy content is only slightly better than coal”.

The Natural and bio Gas Vehicle Association (NGVA) opposes the commission’s approach. “This new proposal represents a tax increase of roughly 400% for natural gas, while more or less maintaining the current tax level for petrol and slightly increasing for diesel and kerosene. Consequently this proposal would destroy the entire European NGV market,” the association said in a statement.

“The current minimum rate for LNG used as motor fuel (€2.6/GJ) is very low compared to the minima for petrol and gas oil used as motor fuel. The revision of the directive proposes equal taxation of all motor fuels,” Vangheluwe told Interfax.

“The current system does not give any market signals and benefits dirty fuels over renewable,” a commission official told Interfax last week. “This is a growth friendly proposal and can help member states to move towards a green economy,” the official added.

The motoring industry argues, however, that the proposal could hurt the diesel market, affecting carmakers and diesel-powered cars, because if adopted, the practice of taxing diesel fuel at lower rates than gasoline will have to end.

The European Parliament rejected the proposed amendments to motor fuel taxation in April, but extended tax exemptions for natural gas and LPG as transport fuels. With this vote, parliament signaled that it wants to avoid large increases in gas taxation, Wim Vandenberghe, counsel at law firm Dechert, told Interfax.

Polish opposition

Poland has taken a negative stance against the mention of CO2 in the proposed directive and also recently blocked the adoption of an otherwise unanimous conclusion on how the EU should proceed to a low-carbon economy by 2050, mainly because it is opposes new EU CO2 reduction targets beyond 2020 (see Poland vetoes council conclusions on Energy Roadmap, 18 June 2012).

Officials of the commission argued, however, that Europe has to set an example in the fight against climate change and added “China is watching carefully [to see] if Europe is able to implement such a tax. Levels of pollution in China are frightening”.

The strong opposition of member states and industries makes it highly unlikely that the proposal will be adopted in its current, far-reaching form.

“The council will work at the technical level on the basis of the orientations agreed at the ECOFIN Council last Friday” Vangheluwe told Interfax on Monday.

A representative of the Danish presidency remained optimistic and following the debate said “from today’s discussions I see that there is room towards reaching compromise on this proposal”. The commission has, however, signaled that the mandatory CO2 element in the minimum tax is a key element of the reform proposal and is therefore not ready to compromise on that point.

Discussions continued under the presidency of Cyprus from July onwards.

The drivers liked the LNG buses too. They enjoyed powerful 320 HP natural gas engine, which provides “stunning acceleration”, comparable to the most agile city buses with diesel engines. They also reported that the LNG buses handle better on road than their CNG counterparts because of the lower center of gravity.

SWEDEN

Under the Mack brand, the range of trucks powered by natural gas will be expanded by a further 2 models during 2013: Mack Pinnacle and Mack Granite. The expansion entails that the Volvo Group will be also able to offer North American customers trucks powered by CNG in the distribution and construction segment under the Mack brand. The Mack TerraPro model is already available to customers in the waste management segment. All models will be offered with engines powered by either LNG or CNG, according to the automaker.

Earlier this year, the Volvo Group announced that it planned to launch a proprietarily developed 13-liter engine for LNG under the Volvo brand in the North American market in 2014. With the new solutions, the Volvo Group will capitalize on the expertise built up over many years with respect to developing alternative powertrains, according to the company. The Volvo Group’s parallel hybrid reduced fuel consumption by up to 37 percent, compared with conventional diesel-powered buses, according to the company. www.worktruckonline.com

Spain

Empresa Municipal de Transportes de Madrid, S.A. (EMT)’s manager, Rafael Orihuela, has presented the first CNG-electric hybrid buses to join the Madrid urban fleet. Manufactured by Carrocera Castrosua S.A., based in Santiago de Compostela, seven (model) Tempus buses will operate in the Low Emission Zone (LEZ) of the capital. The 7 units are part of a total order of 23 hybrid buses powered by CNG and electric batteries, which will be added throughout the year. Of these, 13 are Castrosua Tempus buses and the remaining 10 Hybrid Area buses come from the manufacturer Tata Hispano.

All Castrosua TEMPUS are expected to be operational by September, while 10 of Tata Hispano will be integrated into the fleet in the last quarter of 2012.

In this sense, EMT, City Hall and the city of Madrid become pioneers in the testing and commissioning of this new propulsion system that combines both CNG and electricity, a strong commitment to the environment and air quality in the capital to be a clean and sustainable technology.

In March this year, the city of Madrid approved acquisition of a total of 123 new CNG and hybrid-electric natural gas buses to implement Madrid’s 2011-2015 Air Quality Plan.

Noise emission levels of polluting gases and are zero when the bus runs in electric mode, with very low when running in hybrid mode as being of a CNG engine displacement size and much lower than standard buses.

Tata Hispano, based in Saragossa, says the Area urban bus is the result of a process of discussions and meetings with the main Municipal Transport Companies in Spain, adapting all the requirements and providing advanced solutions for the nowadays demands of urban transport operators.

The president of the Port Authority of Vigo, Ignacio Lopez-Chaves, and CEO of Natural Gas Services, Josep Codorniu, have signed a framework agreement, the first of its kind in Spain, for the development of sustainable mobility solutions in the port area. The entities have agreed to analyze the implementation of natural gas as fuel for all vessels and propose recommendations that reduce the environmental impact of shipping.

The agreement, which has a duration of 2 years (renewable), has the primary purpose of proposing, designing and evaluating joint projects that use dedicated or dual-fuel (gas/ diesel) LNG engines. To this end, Natural Gas Services will review marine capabilities for conversion to natural gas and, if the result is viable technically and economically, will request the concession of an emplacement for construction of LNG refuelling facilities in the Port of Vigo. In a separate press release by the Port of Vigo, Lopez-Chaves explained land would be set aside for service facilities “for use by land or sea fleets and other vehicles or machinery, serving inside the port area. “ Gas Natural Fenosa manages more than 25 natural gas refuelling stations around Spain, with a potential load than the 685 GWh / year, serving most of the 3,500 vehicles traveling in Spain, mainly buses, waste collection companies and fleets.

Poland

Solbus in partnership with GAZPROM Germania (daughter company of GAZPROM) and Polish municipal transport companies organized a series of demo-runs of LNG buses during April and May. Two Solbus LNG buses have made over 12 thousand km when servicing regular lines in the host cities of Torun, Gdynia, Olsztyn, Warsaw, Cracow and Katowice.

The buses were refueled from the mobile LNG station delivered by Gazprom Germania.

According to its press report, Solbus is the only European OEM that offers LNG-fuelled buses at the moment. The Polish bus builder believes that liquefied natural gas will become the fuel of choice for European transport companies when Euro 6 emission standard is implemented in 2015. The company is committed to the further development of LNG propulsion systems also for its intercity range of models.

The testing program has proved that LNG technology is safe and relatively easy to adopt for transport companies. The initial results prove that LNG-fueled city buses are competitive in terms of fuel cost to today’s Euro 5 diesel vehicles. The recorded LNG consumption in kilograms per 100 km was, in equivalent terms, 10% lower than the number of liters of diesel burned on the same routes by Euro 5 diesel counterparts. Since LNG is considerably less expensive then diesel in most European countries, LNG vehicles have the potential to save up to 35% of fuel costs compared to diesel. The introduction of Euro 6 emission standard will make LNG even more attractive, as Euro 6 diesel engines will be more expensive and consume more fuel than presently available Euro 5 ones.

CNG and LNG have the same chemical composition – both are methane. The difference lies in the fuel storage system. Methane when liquefied shrinks 600 times and requires 3 times less tank volume than the same amount of methane compressed to 200 bars. Smaller tank volume allows for higher driving range and lower curb weight, which makes the LNG bus more economical. The less spacious and lighter LNG tank can be mounted within the bus’ bodywork, so the Solbus LNG buses look exactly the same as the diesel versions, contrasting to the CNG vehicles with roof-mounted cylinders. As the Polish transportation companies report, their standard height make LNG buses able to serve the routes passing under low bridges inaccessible for CNG buses.

More than 150 people attended the City of Dublin’s new CNG fueling station grand pening/dedication June 28 at the City’s fleet facility. Dublin Mayor Tim Lecklider acknowledged the public and private partners that were instrumental in bringing the CNG station to Dublin, including Dublin-based IGS Energy, the station’s gas provider, which contributed $275,000 to the project; Clean Fuels Ohio, which helped secure the $1.5 million grant from the Department of Energy (DOE); and the City of Columbus shared services agreement allowing both cities reciprocity to fuel vehicles and share fleet maintenance and training.

The DOE grant also paid for the conversion of 44 vehicles to run on CNG. These include one Ford Transit, two Ford Fusions, one Ford F-350, 23 F-250s, and 17 F-150s. The conversion kits are all EPA certified and the vehicles will be dedicated CNG vehicles (meaning they will only run on CNG). Over the next several years, as more vehicles are replaced, the City plans to add additional CNG vehicles to the fleet. J. Darryl Syler, fleet manager for the City of Dublin, said the City anticipated saving at least $30,000 per year in fuel costs by using the 44 CNG vehicles.

The City anticipates CNG fuel to cost $1.99 per gasoline gallon equivalent.

Mayor Lecklider stated in a release: “This CNG station will reduce carbon emissions by as much as 90 percent. It is estimated the initial infusion of 44 CNG vehicles will be equivalent to taking more than 180 cars off the road."

CNG vehicles from the City of Dublin and nearby City of Columbus were on display, as well as vehicles from other fleets. The City of Dublin CNG fast-fill fueling facility will be open to the public, other municipalities, and corporate fleets.

USA

The latest EPA certificate adds to the extensive Landi Renzo USA / Baytech product portfolio, which already includes the bi-fuel/CNG 2012 Ford F-250/350 2WD/4WD pickup variants in multiple bed configurations. Additional dedicated CNG applications are available for the 2012 Ford E-150/E-250/E-350 Passenger / Cargo Van and GM 6.0L powertrain for the Isuzu NPR HD, Workhorse W62, and Freightliner MT45-55.

Landi Renzo USA / Baytech, a subsidiary of Landi Renzo SpA, announced the addition of the EPA-approved CNG-powered 2012 Ford 6.8L V-10 engine, available for order immediately. The EPA Certificate of Conformity includes dedicated CNG applications for the 2012 Ford F-450/F-550/F-650 Chassis Cab and F53/F59 Step Van Chassis.

50-State compliancy (CARB Certification) is anticipated to follow shortly, according to the company.

United Kingdom/ Philippines

Philippine power, financial services and food group, Aboitiz Equity Ventures (AEV) has signed a memorandum of agreement for a joint venture with London-based biofuel company Gazasia Ltd. to develop waste-to-fuel facilities in the Philippines. A Gazasia spokesperson confirmed with NGV Global News the waste generated biomethane will be processed for use in natural gas vehicles, but advised further details will not be available until later in 2012.

Gazasia will provide technical expertise, specialized equipment and project management.

AEV will provide funding for the project and assist with access to markets in various parts of the Philippines.

Eesti Post, the state owned company responsible for postal services in Estonia, has tendered for 20 CNG vehicles, plus associated service and maintenance. Already operating 18 NGVs, Eesti Post is building toward having 10% of its fleet powered by CNG. In addition, the company also operates 2 filling stations that provide public as well as fleet refuelling, located in the capital Tallinn and in Tartu.

A new LCNG refueling station has opened to the public in Varna (Bz), in Northern Italy, closed to Austria border. It is the 3rd LCNG station to be set up in Italy achieved with Vanzetti cryogenic technology, following Villafalletto and Poirino plants. Further step forward a diffuse and widespread Natural Gas refuelling network, Varna station is located in mountain area, where there are very few CNG refuelling facilities.

These are station main features: very fast refuelling thanks to 700 Nm3/h flow rate ((about 8,5 kg/min), low energy consumption, storage tank capacity: 35.000 liters (about 14.600 kg), buffer capacity: 2.400 liters at 300 bar, N° dispensers: 1 with two hoses, cryogenic reciprocating high pressure pump, VT1 model, Vanzetti ambient vaporizer.

Программа испытаний доказала, что технология СПГ является безопасной и относительно легко внедряемой транспортными компаниями. Первые результаты доказали, что городские СПГ-автобусы являются конкурентоспособными с точки зрения стоимости топлива по сравнению с дизельными автомобилями Euro 5. Зарегистрированное потребление СПГ в кг на 100 км составило, в эквиваленте, на 10% меньше, чем количество литров дизельного топлива, использованного на тех же маршрутах дизельными аналогами, работающими от ДТ Euro 5. Поскольку стоимость СПГ значительно ниже стоимости дизельного топлива в большинстве стран Европы, СПГ автомобили способны сэкономить до 35% стоимости топлива по сравнению с ДТ. Глава портовых властей г. С этой целью Natural Gas Services проверит морское хозяйство с целью его перевода на природный газ и, если результат окажется технически и экономически осуществимым, подаст запрос о разрешении на строительство заправочных станций СПГ в порту Виго. В отдельном пресс-релизе порта Виго Лопез Хавес объяснил, что земля выделяется под средства обслуживания «для использования наземным парком и морским флотом, а также другими транспортными средствами и машинным оборудованием, обслуживающим портовый район».

Gas Natural Fenosa заведует более чем 25 станциями заправки газом в Испании потенциальной загрузкой 685 ГВт-ч/год, обслуживая более 3500 транспортных средств, курсирующих по Испании, главным образом, автобусов, а также компаниями по сбору отходов и автомобильными парками.

Zjednoczone Królestwo, Niemcy i Polska sprzeciwiają się nowej dyrektywie podatkowej dotyczącej energii Europejska rada do spraw ekonomii i podatków spotkała się w Luksemburgu, by przedyskutować wstępnie propozycję komisji dotyczą znowelizowanej dyrektywy podatkowej dla energii. Dyrektywa miałaby znaczny wpływ na gaz, dla którego podatek wzrósłby aż o 400% w odniesieniu do gazu stosowanego jako paliwo silnikowe w niektórych państwach członkowskich.

Aby została przyjęta, dyrektywa wymagałaby jednogłośnej zgody Komisji Europejskiej. Jednakże, Polska, Niemcy i Zjednoczone Królestwo opowiedziały się ze znacznym sprzeciwem wobec tego, by część minimalnego podatku oparta była o emisję dwutlenku węgla.

“Biorąc pod uwagę strukturę gospodarki kraju, Polska obawiałaby się wdrożyć ten podatek, oparty jedynie o emisje dwutlenku węgla,” powiedziała podczas debaty polska delegacja.

Co więcej, państwa członkowskie podkreśliły, że chciałyby zachować pełną elastyczność w zakresie określania swoich krajowych podatków od źródeł energii, i sprzeciwiały się znacznie proponowanej zasadzie proporcjonalności, która wymagałaby identycznych poziomów opodatkowania powyżej poziomów minimalnych w odniesieniu do produktów energetycznych wykorzystywanych w ten sam sposób.

Opodatkowanie paliw transportowych

Nowa wersja dyrektywy przewiduje równe opodatkowanie wszystkich paliw silnikowych wynoszące EUR 20 na tonę CO2, plus stopniowo rosnącą stawkę wynoszącą do €9.6/GJ w roku 2018. Poziom opodatkowania LPG wzrósłby znacząco. Według komisji, jest to spowodowane tym, że “LPG nie stanowi zrównoważonego paliwa, a jego wydajność energetyczna jest jedynie niewiele wyższa, niż węgla”.

Stowarzyszenie do spraw pojazdów zasilanych gazem ziemnym i biogazem (Natural and bio Gas Vehicle Association, NGVA) sprzeciwia się podejściu komisji.

“Ta nowa propozycja przekłada się na wzrost podatku o około 400% dla gazu ziemnego, jednocześnie mniej więcej zachowując bieżący poziom opodatkowania benzyny, i odrobinę zwiększając go dla oleju napędowego i nafty. W konsekwencji propozycja ta zniszczyłaby cały europejski rynek pojazdów zasilanych gazem ziemnym,” czytamy w oświadczeniu tego stowarzyszenia.

“Bieżąca najniższa stawka dla płynnego gazu ziemnego wykorzystywanego jako paliwo silnikowe (€2.6/ GJ) jest bardzo niska, w porównaniu do stawek minimalnych dla benzyny i oleju wykorzystywanych jako paliwo silnikowe. Nowelizacja dyrektywy proponuje równe opodatkowanie wszystkich rodzajów paliw silnikowych,” powiedział agencji Interfax Wim Vangheluwe.

“Istniejący system nie daje żadnych sygnałów rynkowych i wspiera niejako paliwa nieczyste, dając im ważniejsze miejsce od paliw odnawialnych,” powiedział w ubiegłym tygodniu agencji Interfax przedstawiciel komisji. “Jest to propozycja wspierająca rozwój, która mogłaby pomóc państwom członkowskim przesunąć się ku bardziej zielonej gospodarce,” dodał ten przedstawiciel.

Nie zgadza się z tym branża motoryzacyjna, mówiąc, że propozycja mogłaby zaszkodzić rynkowi oleju napędowego, wpływając na producentów pojazdów i pojazdy zasilane olejem napędowym, bowiem, jeśli zostałaby ona przyjęta, to praktyka opodatkowania oleju napędowego stawkami niższymi, niż benzynę, musiałaby zakończyć się.

Parlament Europejski odrzucił proponowane poprawki opodatkowania paliw silnikowych w kwietniu, jednakże rozszerzył zwolnienia podatkowe dla gazu ziemnego i LPG jako paliw transportowych. Głosując tak, parlament dał sygnał, że chce uniknąć znacznych wzrostów opodatkowania gazu, powiedział agencji Interfax Wim Vandenberghe, doradca ze spółki prawniczej Dechert.

Polska opozycja

Polska zajęła negatywne stanowisko wobec wspomnienia CO2 w propozycji dyrektywy, a niedawno także zablokowała przyjęcie wniosku o tym, jak UE powinna przejść do gospodarki o niskiej emisji węgla do roku 2050, która poza tym została zaakceptowana jednogłośnie, a to przede wszystkim dlatego, że jest przeciwna nowym docelowym wartościom obniżenia redukcji emisji CO2, jakie zostały ustalone poza rok 2020 (zobacz artykuł o weto Polski wobec wniosków Komisji dotyczącej mapy drogowej dla energii, 18. czerwca 2012).

Urzędnicy komisji argumentowali jednakże, że Europa musi dać przykład w walce ze zmianami klimatycznymi, i dodali, że “Chiny uważnie przyglądają się, [by zobaczyć] czy Europa także jest w stanie wprowadzić taki podatek. Poziomy zanieczyszczenia w Chinach są zatrważające”.

Silna opozycja państw członkowskich i lobby przemysłowych sprawia, że mało prawdopodobne jest, że propozycja zostanie przyjęta w swojej obecnej, długoterminowej formie.

“Komisja pracowała będzie na poziomie technicznym na podstawie orientacyjnych danych ustalonych na posiedzeniu komisji ECOFIN w poprzedni piątek”, powiedział w poniedziałek Vangheluwe agencji Interfax.

Przedstawiciel prezydencji duńskiej zachował optymizm, i powiedział po debacie, że “z dzisiejszych dyskusji widzę, że istnieje możliwość osiągnięcia kompromisu wobec tej propozycji”. Komisja, jednakże, zasygnalizowała, że obowiązkowy element związany z CO2 w maksymalnym podatku jest bardzo kluczową częścią propozycji reformy, a zatem, że nie jest ona gotowa na kompromis w tym zakresie.

Following the global trends, the Central and Eastern Europe (CEE) LPG industry has expanded rapidly over the past decade and undergone some profound changes. LPG consumption is increasing especially within automotive segment of use. This growth positively impacts a secondary segment of the market: the LPG equipment market, such as the manufacturers of fiscal metering systems for LPG truck loading, for example.

The Romanian company Syscom18 gave ten forecasts for the autogas market in CEE region from the point of view of a company providing integrated solutions and complex installations for the oil and gas industry, including LPG.

. For the next three years there is sufficient LPG for vehicles produced in CEE to meet the current demand. On a long term however, there is an uncertainty regarding the development of new LPG supply projects. The CEE countries are heavily dependent on oil and especially on natural gas imports (main sources for LPG), making them vulnerable to supply risks. On average, 70% of regional natural gas consumption is covered by imports, of which almost 100% are supplied

by Russia. In conclusion, the focus should be on reducing Europe’s external dependency and on extension of the sources of LPG; that should also reflect on a growing number of LPG stations in CEE region.

Currently there are around 60 filling stations in Bosnia and Herzegovina, 3000 in Bulgaria, 200 in Croatia etc. (see table 1)

. By 2015, the number of LPG vehicles sold in CEE countries will be around 150.000-200.000 units, as there's a good chance the gasburners will play an increasing role in the transportation choice. In the rest of the Europe these alternate fuels will sell almost 300.000 units

. The price of autogas tends to be stable. The LPG is taxed less than the traditional fuels because it pollutes less and emits fewer greenhouse gases. At present, the prices in CEE countries are as it follows: Estonia – 0,790 €/l, Latvia – 0,615 €/l, Lithuania – 0,704 €/l, Poland – 0,667 €/l, Czech Republic – 0,710 €/l, Slovakia – 0,727 €/l, Hungary – 0,782 €/l, Romania – 0,691 €/l, Bulgaria – 0,620 €/l, Slovenia – 0,798 €/l, Croatia – 0,673 €/l, Bosnia and Herzegovina – 0,638 €/l, Serbia – 0,649 €/l, Kosovo – 0,710 €/l, Albania – 0,720 €/l, Montenegro – 0,770 €/l, Macedonia – 0,697 €/l (see table 3).

. Safety and quality standards are improving, giving equipment providers a competitive edge. The efforts to upgrade the safety issues and to develop a comprehensive set of technical and safety standards will grow the requests for more safe equipment of loading and measuring the LPG in storage units. Dealing with the transfer of LPG to be further used on the automotive market can be tricky. LPG can only maintain a liquid state at certain pressures. This is the main reason it is essential to have an accurate metering system when working with this type of fuel. It will be the time for upgrading the LPG metering systems in order to develop more safe and efficient equipment that will be accurately monitoring pressures, transfer, and odorant injection.

. The range of autogas vehicles models offered by the leading carmakers is expanding. In Europe there are currently 54 models of autogas vehicles, including private cars and vans. Among the latest offerings are the new ecoFLEX cars from OPEL in Europe. Also Fiat offers LP Gas versions of its most common models. VW launched a new LP Gas Golf version. Also many fleets have shown interest in autogas as its implementation costs are much lower than other alternative fuels available in the market. For instance, the cost of autogas vehicle conversion is three times lower than that of compressed natural gas (CNG) vehicle conversion.

and almost 130.000 in North America (see table 2). The coming LPG boom is the result of EPA and ACEA (European Automobile Manufacturers' Association) regulations that call for lower emissions and the fact that moving from gasoline to LPG costs much less than shifting to battery or hydrogen fuel cell powertrains. The overall market will be driven by OEMs seeking to reduce the fleet emissions and running costs, which are close to half of gasoline prices. However, engine development and the increased cost of conversion will have a direct impact on OEM and customer preference.

. In CEE countries where there is a strong potential for adoption of LPG, the governments will give some incentives to promote the use of autogas. For example, by maintaining the LPG at more than half of the price of diesel, they can make it an affordable option on a long term.

The governments will also consider giving subsidies for the people who decide to install conversion kits. Once popular, the grants could be in the Authorities’ focus for the next period. When there have been established grants to convert petrol vehicles to run on alternative fuels, in an attempt to resolve or improve the countries’ energy security concerns, the grants were a real success that could be repeated, especially if the environmental regulations will harden.

. Because bigger quantities will be needed on the automotive market, LPG will be more often stored in large bulk tanks rather than in small cartridges or portable cylinders. This is why more tanks will be build and more measuring equipment will be used. However, these units

are complex so they cannot be installed so fast and easily. The LPG bulk storage tanks can be above ground or underground. To support the weight of the LPG bulk tank including the gas contents, a load bearing concrete base is required. It is important to ensure that the base is adequately sized for the appropriate tank and suitably constructed to ensure stability and correct functioning of the tank valves and fittings. When installing an underground LPG bulk storage tank, it is important that an appropriate separation distance is maintained or a fire wall be in place. . By the end of the year LPG’s share of total European energy consumption will raise up to 2.16% from the current 2.10%. Europe consumes around 36 million tons of LPG per year and CEE region up to 15 million tons annually.

From all the LPG used, the auto sector represents almost 30% (see table 4). The LPG consumption is growing in the CEE region at around 7% year on year and is set to accelerate after 2030. Also with 8% average growth in total European energy consumption for 2001-2030 and an appropriate regulatory framework, LPG could double its share of energy consumption

. Autogas technology will consistently evolve as new and innovative technologies including direct injection engines and electric hybrids emerge. Briefly, as the third most popular vehicle fuel worldwide, propane autogas technology is proven and widely available and it will continue to improve.

oped by the main LPG suppliers together with the metering equipment providers will extend.

Jest szansa, że już niedługo polscy kierowcy będą mogli samodzielnie tankować autogaz na stacjach – poinformowała Polska Izba Paliw Płynnych. Według PIPP 13 lipca ma dojść w tej sprawie do spotkania urzędników ministerstw: gospodarki, transportu oraz budownictwa i gospodarki morskiej.

Mają oni wówczas wypracować wspólne stanowisko w sprawie przepisów dopuszczających samoobsługę podczas tankowania LPG. Wśród inicjatorów wprowadzenia samoobsługi przy tankowaniu LPG była Polska Organizacja Przemysłu i Handlu Naftowego. Prace nad tym problemem trwają już od 2007 roku. „Wówczas to z naszej inicjatywy MG zorganizowało spotkanie wszystkich zainteresowanych stron na którym zgodzono się, iż wprowadzenie samoobsługi jest kwestią czasu wymagającą jedynie lepszego rozpoznania zagadnienia od strony bezpieczeństwa i ewentualne zaproponowanie dodatkowych zabezpieczeń” – powiedział Marcin Szponder z POPiHN. Gdy wydawało się, że dopuszczenie samoobsługi jest już tylko kwestią czasu, pojawił się spór w łonie rządu. W jego efekcie w lipcu 2011 minister infrastruktury – bez uwzględnienia stanowiska Ministerstwa Gospodarki oraz branży – wprowadził przepisy, wprost zabraniające samoobsługi.

Powodem miało być veto Urzędu Dozoru Technicznego, który z tytułu wydawania uprawnień do tankowania LPG pracownikom stacji osiąga istotne przychody.

Polska jest jednym z ostatnich krajów na świecie, w których przepisy uniemożliwiają kierowcom samodzielne tankowanie LPG. Zdaniem POPiHN, wprowadzenie samoobsługi daje operatorom stacji paliw pole do obniżek cen autogazu nawet o 10 groszy – to kwota nie do pogardzenia przy obecnych cenach paliw.

Romeo MiTo z fabryczną instalacją LPG

Od niedawna w polskich salonach Alfy Romeo możemy kupić model MiTo 2012 skrywający pod maską turbodoładowany silnik benzynowy 1.4 TB współpracujący z instalacją LPG montowaną fabrycznie z zachowaniem gwarancji producenta.

W rzeczywistości jest to silnik benzynowy, którego poziom zużycia paliwa (średnie spalanie - 4,2 l/100 km) i koszty eksploatacji są takie same, jak w przypadku silnika wysokoprężnego.

Produkowany w Poznaniu Volkswagen Caddy dzięki wielu wersjom nadwozia, szerokiej gamie silników i dwóm rozstawom osi, stał się samochodem uniwersalnym. Teraz auto może być zasilane czterema rodzajami paliwa: olejem napędowym, benzyną, oraz gazem CNG i LPG.

New up-and-coming star in the BRC rally series for Kia LPG-powered vehicles: Alessandra Brena shows the men her rear lights

An Italian teenager is currently mixing it up in the Green Scout Cup, the BRC rally series for LPG-powered vehicles for the Korean brand Kia: Alessandra Brena. The young driver, who happens to be just seventeen, is an up-and-coming talent, whose name one should remember, because her attractive looks are greatly surpassed by her speed on the race course. And it's here where she quite often shows the rear lights to her male competitors. Also in the race at Franciacorta in the Green Scout Cup the ice-cold talent let her skills shine: She used a battle of the two leading drivers for her own good, in order to take the lead in the first run. Thus she waited, just like a pro, for her chance, and made used of the first driving mistake in order to overtake two challengers. And she never gave up her leadership, all the way to the end.

Alessandra Brena has petrol, or in this case – rather LPG – for blood. At two she was still afraid of loud engines and at six she participated in go-kart racing and was able to beat the daylights out of her male competition.

Out of necessity she moved to touring cars, and if the pace holds with which her talent is developing, the Green Scout Cup may only be a short stop on her way up. She had already long ago moved to the position of spectator favourite with her long, curly hair, and all overtakes are applauded with intense cheering.

Only LPG-powered vehicles

The proven Kia Venga 1,6-litre engine is also used this year. The lightly modified engines have 130 hp at their disposal, and thanks to the racing trim the weight of the body was greatly reduced, with the top speed limited to 171 km/h in all vehicles, which promises edge-of-the-seat fights seen only in brand cups by identical cars. Who runs here to win, like Alessandra Brena, needs a good range of driving skills, and a lot of cool, in order to make their stand in the same starting position.

The most important thing is, however, the fact, that all cars used are powered by LPG. Sabina Froi, responsible for the ambitious project at the BRC, says: „Our goal is to prove that LPG is a normal fuel, which can also prove its value in tough racing conditions. The same also applies to the gas systems at the BRC.“ The manufacturer, who had constructed their own racing centre in the Italian locality of Cherasco, is especially proud of the fact normal commercially available gas systems, which have proven their worth in service, are used during the BRC. Sabina Froi says: „Customers from all over the world buy exactly the same systems which are also built into the racing vehicles. No accidents due to the fact that LPG is used were ever recorded.“

An Italian TV channel transmits all the races and makes the videos available on-line.

The click counts are huge, and in the end many more than just the Italian LPG drivers can identify with the racing series. And not only because of that is BRC most happy with their engagement in racing.

She has great respect for this racing series: „One has to be careful as hell, because already the smallest mistake costs time which can never be made up.“ And LPG? „This cannot be felt in the vehicles. Their performance is just as good as that of petrol-powered cars.“, BRC head Mariano Costamagna said among friends.

“I drove it for the first time when i was thirteen years old because a friend had promised me he would let me try out a car as birthday gift. Unfortunately he died but his friends kept their promise and I did the test. It was a Formula Junior. I started to drive karts when i was five years old. At beginning I tried to go with a go-kart when I was 4 years old but I was afraid about the noise of the engine.

So I returned in the track a year later and I tried again. This time i drove the go-kart and, at that point, started my love for motorsport! I did my first race with Karts when i was six years old. It was 2001 and I did some amateurs races with the 50cc.

In 2002 I did 5 amateurs races and I achieved 5 victories. I started racing with cars in 2011 when I was 15 years old in formula Abarth Championship. Unfortunately at the middle of the season I had an accident that cause me a slight shoulder injury and i had to terminated my championship.

During my career a lot of people helped me to improve my driving style because I think none is perfect and we always need to improve us, but

there are some people who helped me more.

When I started to drive Fabrizio Colombi (the owner of the kart track) and his son Marco taught me a lot of "tricks of the racetrack". My dad also ever helped me about all in motorsport and my career. Another very important person is Walter Masini, my engineer during the end of my years in the carting. Like I tell before there is a lot of people but I think they are the most important. At beginning they teased me because it's not normal that a girl drive go-kart and moreover they thought it was really easy driving the karts. Now instead, they think it's interesting and, when i have races near home, they come to see me. Honestly when my dad proposed me the championship with GPL cars my preoccupation was that the cars couldn't go fast, but now I know that fortunately it's not as!!! I think it's a very good and innovative fuel and I think in the future it could substitute petrol. Unfortunately I have to wait one year and a half to take this because I must wait my 18 years old! In Green Scout Cup, the championship I’m doing this year, the jackpot is a Kia Picanto, so, if I win the championship, this will be my first car and it will surely be with GPL. About Kia Europe/ Germany my dad and I will be very happy to get in touch with the company because I saw on the internet that they have very performance cars and drive abroad with Kia brand would a very interesting experience and for us would rewarding for all the sacrifices who did my family to afford me to run with cars in those years.”

Od początku 2012 r. do terminalu morskiego LPG w Szczecinie, należącego do Orlen Gaz zawinęło 8 jednostek z ładunkiem gazu płynnego. W drugim półroczu Orlen Gaz chce zintensyfikować dostawy morskie, ale plany te uzależnia m.in. od koniunktury na rynku LPG. Orlen Gaz, spółka z grupy kapitałowej PKN Orlen, to największy polski podmiot na rynku gazu płynnego.

Jak poinformowała w Agnieszka Woźniak z biura prasowego Orlen Gaz, ósmy w tym roku gazowiec zawinął do szczecińskiego terminalu morskiego 12 czerwca; siedem poprzednich statków dostarczyło tam od początku tego roku w sumie 11 tys. ton LPG. "W drugim półroczu 2012 r. Orlen Gaz planuje zintensyfikować dostawy morskie. Będzie to jednak uzależnione od koniunktury i relacji notowań cen LPG dostarczanego z kierunku wschodniego i zachodniego. W tej chwili relacja ta jest korzystna dla dostaw morskich, ale jednocześnie na polskim rynku jest duża podaż gazu płynnego" – podkreśliła Woźniak.

W 2011 r. terminal morski LPG w Szczecinie przyjął 36 statków, z czego 6 przypłynęło tam w pierwszym półroczu. Łączny wolumen przeładunku terminalu w 2011 r. wyniósł ponad 71 tys.

W 2010 r. terminal Orlen Gaz przyjął 11 statków, a łączny wolumen przeładunku wyniósł wtedy około 25,7 tys. ton.

"Po raz pierwszy w historii w ubiegłym roku Orlen Gaz zawarł kontrakty terminowe na transport morski LPG, co pozwoliło zdywersyfikować i uzupełnić dostawy w chwilach spadku podaży w grupie kapitałowej lub z kierunków wschodnich" – powiedziała Woźniak.

Orlen Gaz korzysta zarówno z kontraktów długoterminowych, jak i zakupów doraźnych typu spot. "Trzyletnie doświadczenie terminalu morskiego i coraz większa rozpoznawalność na rynku dostawców morskich pozwalają spółce wykorzystywać bazę w Szczecinie do bilansowania podaży i popytu na polskim rynku LPG oraz elastycznego reagowania na potrzeby klientów" – zaznaczyła Woźniak.

Woźniak zwróciła uwagę, że tegoroczny sezon dostaw morskich rozpoczął się wyjątkowo wcześnie, bo już 10 stycznia, gdy do terminalu w Szczecinie przybił pierwszy statek.

"Później jednak ostre mrozy pokrzyżowały plany armatorów, a szczeciński port był nieżeglowny aż do marca" – dodała.

Największy z tegorocznych gazowców – Ennerdale – przypłynął do terminalu w Szczecinie w kwietniu, dostarczając ze Szwecji ponad 2 tys. ton gazu propan-butan. "Był to też najnowocześniejszy statek, jaki zawitał w tym roku do naszego terminalu. Choć w zbiornikach miał więcej produktu od przeciętnej dostawy morskiej o około 400 ton, jego rozładunek trwał o cztery godziny krócej niż innych jednostek gazowych" – podkreśliła Woźniak. Wraz ze ‘zmianą pokoleniową’ użytkowego Fiata Doblo, nastąpiła również zmiana silnika z fabryczną instalacją zasilania gazem ziemnym (CNG). Jednostkę 1.6 Natural Power (montowaną również w Fiacie Multipla), zastąpił silnik 1.4 T-JET Natural Power. Posiada on 1.368 cm3 pojemności skokowej i jest wyposażony w turbosprężarkę. W związku z tym udało się z ‘wyciągnąć’ 120 KM przy 5.000 obr./min. silnika.

Moment obrotowy wynosi 206 Nm przy 2.000 obr./min.

Dzięki takim parametrom Doblo zasilane gazem ziemnym cechuje się dobrą dynamiką jazdy. Osiągnięcie maksymalnych parametrów wymaga co prawda intensywnej pracy pedałem gazu i częstej zmiany biegów, jednak klasyczny użytkownik tego rodzaju pojazdu powinien być zadowolony w normalnej eksploatacji.

Prędkość maksymalna Doblo zasilanego metanem to 172 km/h.

Testując pojazd w warunkach autostradowych doszliśmy do wniosku, że optymalną prędkością jest 120 km/h – we wnętrzu jest wtedy jeszcze w miarę cicho, zaś pojazd zadowala się rozsądną ilością paliwa. Przy większej prędkości odczuwalne już niestety było nieznaczne ‘bujanie’.

Nie pomagał również układ kierowniczy, który jest raczej przystosowany do łatwego manewrowania pojazdem w warunkach miejskich, niż szybkiej jazdy autostradą. Przyspieszenie od 0 do 100 kilometrów zajęło nam 12,3 sekundy, co uznajemy za przyzwoity wynik w tej klasie.

Również przystępna elastyczność pozwala na sprawne wyprzedzanie innych pojazdów na trasie.

Pojazd występuje tylko z 6-biegową, ręczną skrzynią zmiany biegów. Dzięki takiemu rozwiązaniu możemy liczyć na bardzo oszczędną jazdę przy prędkości powyżej 70 km/h, kiedy spokojnie możemy już

Skupmy się teraz na zbiornikach paliwa. Fiat Doblo Natural Power to pojazd dedykowany do zasilania gazem ziemnym (CNG). Konstruktorzy zdecydowali się również na pozostawienie zasilania benzyną. W związku z tym pod podłogą pojazdu zamontowano zbiorniki na oba rodzaje paliwa.

W testowanej przez nas wersji Maxi, Doblo może pomieścić 30m3 (22,1 kg) gazu. Okazuje się jednak, że nie da się w pełni wykorzystać tej wartości. Maksymalnie udało nam się wyjeździć 27,5 m3, przez co rzeczywisty zasięg maksymalny na CNG oceniamy na 475 kilometrów (teoretyczny: 545 kilometrów). Przy rozsądnej jeździe w warunkach miejskich taki zapas paliwa pozwoli na przejechanie ok. 300 kilometrów.

W krótszej wersji Doblo zasilanej gazem Fiat montuje zbiornik CNG o pojemności 22 m³ (16,2 kg).

Kierowca awaryjnie ma do dyspozycji zbiornik z benzyną o pojemności 22 litrów. Pozwala on na przejechanie ok. 350 kilometrów.

O poziomie obu paliw informują nas wskaźniki umieszczone przy prędkościomierzu i obrotomierzu.

Poziom gazu ziemnego wskazuje wyświetlacz cyfrowy, zaś benzyny – wskaźnik analogowy.

Podczas jazdy kierowca może decydować, które paliwo aktualnie zasila pojazd. Odpowiedni przełącznik został umieszczony na tunelu środkowym pod dźwignią hamulca ręcznego. cd. strona 24 >>>

Komfort

jazdy i funkcjonalność

Największa niespodzianka spotkała nas w przypadku komfortu podróży gazowym Doblo. Dzięki wysoko poprowadzonej linii dachu oraz szerokiemu nadwoziu kierowca ma dla siebie bardzo dużo miejsca. W zajęciu wygodnej pozycji pomaga również regulowana w dwóch płaszczyznach, poręczna kierownica. Długie podróże ułatwia natomiast rozkładany podłokietnik oraz regulowany kąt siedziska fotela kierowcy.

Obalamy zatem mit, że Doblo to pojazd zaprojektowany wyłącznie do przewożenia ciężkich ładunków o dużej wielkości. Równie mocno pomyślano o kierowcy! Dowód? Praktyczne i funkcjonalne wnętrze pojazdu – w kabinie aż roi się od schowków i półek!

Fiat Doblo w wersji Maxi mierzy nieco ponad 4,7m długości. Jednak dzięki kilku charakterystycznym cechom dla pojazdów CNG, jazda nim nie nastręcza problemów. Główną zasługę mają tutaj stalowe zbiorniki na gaz ziemny, które dzięki umieszczeniu pod podłogą stabilizują pojazd w czasie jazdy. Należy tutaj również zaznaczyć, że projektanci Fiata postawili duży nacisk na komfort – Doblo bardzo dobrze wybiera nierówności, pojazd jedzie spokojnie i stabilnie na różnych typach nawierzchni.

Fiat Doblo posiada również bardzo duże przeszklenie czołowe i boczne. Ułatwia to znacznie widoczność, tak jak dzielone boczne lusterka, dzięki którym manewrowanie w zatłoczonych miejscach staje się dziecinnie proste. Nieco problemów z manewrowaniem może nastręczać dość długa, zakończona wysoko maska silnika. Ale dla wymagających osób można rozwiązać ten problem montując czujniki parkowania, których w teście nam trochę brakowało.

Sam pojazd jest bardzo zwrotny. Dzieje się tak m.in. dzięki lekko pracującej kierownicy i mocnemu wspomaganiu. Osoby często jeżdżące po mieście, gdzie dokonuje się masę dokładnych manewrów, powinny być zachwycone. Powody do narzekań będą natomiast miały osoby preferujące trasy – przy większych prędkościach na kierownicy były odczuwalne małe ‘luzy’, przez co trudno utrzymać dokładny tor jazdy. czas na gaz

Na koniec 2 mocne punkty w komforcie pracy gazowego Fiata Doblo, niedostępne w innych jednostkach napędowych. Pierwszym z nich jest bardzo cicha praca silnika. Dzięki zastosowaniu jednostki o zapłonie iskrowym pracuje ona bardzo stabilnie, nie wyczuwa się praktycznie żadnych wibracji. Dodatkowym plusem, który ma dosyć istotne znaczenie przy niskich temperaturach i w warunkach miejskich, jest bardzo szybkie nagrzewanie się silnika. Nawet przy bardzo dużych mrozach wnętrze pojazdu już po kilku minutach jest wystarczająco nagrzane. Docenią to z pewnością osoby często pokonujące krótkie dystanse w zimie!

Przestrzeń bagażowa – pojemność i ładowność Fiat Doblo Maxi to mistrz w swojej klasie jeśli chodzi o możliwości przewozowe. Nic dziwnego, że został wyróżniony prestiżowym tytułem ‘Van of the year 2011’. Przestrzeń bagażowa pojazdu wynosi zawrotne 4,2 m3, zaś ładowność to aż 900 kilogramów!

Najważniejsze jest to, że nie została ona w ogóle ograniczona przez 5 zbiorników CNG. Zostały one umiejętnie umieszczone pod podłogą, dzięki czemu kierowcy fabrycznej wersji CNG cieszą się takimi samymi możliwościami przewozowymi jak kierowcy ‘Diesli’ czy ‘benzyniaków’, tyle że jeżdżą nawet o 50% taniej!

Duża ilość miejsca pozwoliła również na zastosowanie koła awaryjnego przy ewentualnym ‘kapciu’. Odróżnia to Fiata Doblo od innych konstrukcji tej klasy, gdzie zastosowano tylko zestaw naprawczy.

Ekonomia, spalanie – testowe i katalogowe Szybki rzut oka na dane katalogowe i już doskonale wiemy, że Doblo to naprawdę oszczędny pojazd! W warunkach mieszanych na przejechanie 100 kilometrów potrzebuje zaledwie 6,7 m3 gazu ziemnego, co przy 2,97 zł za m3 CNG (średnia cena za I kwartał 2012) daje nam 19,89 zł.

A jak wypadł Fiat Doblo w naszym teście? Średnio w teście Fiat Doblo na 100 kilometrów spalał ok. 7,0 m3. Pojazd pokonał łącznie 1.807 kilometrów na gazie ziemnym, którego zużył 126 m3.

Minimalne spalanie odnotowaliśmy na poziomie 5,8 m3 (trasa, zastosowanie zasad ‘ecodrivingu’, wyłączona klimatyzacja). Największe spalanie zaś to 13 m3 – Była to bardzo szybka jazda po warszawskich arteriach, połączona ze staniem w korkach oraz intensywnie używaną klimatyzacją.

Otrzymane dane w teście pozwalają zatem na przyjęcie fabrycznych danych za wiarygodne. Powstała różnica przy minimalnym i średnim spalaniu może wynikać z braku wprawy kierowców testowych – był to wszak pierwszy pojazd z turbiną i 6 biegową skrzynią u nas na dłuższych testach.

Koszt zakupu – porównanie z innymi wersjami silnikowymi Ceny Fiata Doblo Natural Power w przedłużonej wersji Maxi zaczynają się od 85.743 zł (z 23% VAT). Porównywalna wersja Doblo Maxi z silnikiem benzynowym to 64.833 zł, a Diesla – 75.842 zł (obie ceny z podatkiem VAT).

Przyjmując za podstawę średnie spalanie tych 3 wersji silnikowych, otrzymujemy odpowiednio koszt przejechania 100 kilometrów: • wersja benzynowa – 39,55 zł (spalanie – 7,0 l Pb95); • wersja na olej napędowy – 29,95 zł (spalanie – 5,2 l ON); • wersja na gaz ziemny – 19,90 zł (spalanie – 6,7 m3 CNG).

Według naszych obliczeń koszt zakupu wersji zasilanej gazem ziemnym zwróci się po 106.000 kilometrów w stosunku do wersji benzynowej oraz 98.400 kilometrach w stosunku do wersji zasilanej olejem napędowym.

Dla obliczeń przyjęliśmy średnie ceny paliw w Polsce za I kwartał 2012 roku: • benzyna – 5,65 zł/litr; • Diesel – 5,76 zł/litr; • CNG – 2,97 zł/m3.

ExxonMobil has modest expectations for NGV penetration in the United States transportation sector, according to company Planning Manager Tom Eizember.

“We see very little additional migration of natural gas into the transportation system” – Eizember said in a presentation of ExxonMobil’s Outlook for Energy – A View to 2040 at the New York Energy Forum.

“We have difficulty believing that that kind of price differential [necessary to make a wholesale change in transportation from oilto gas-fuelled vehicles economic] could last long term” – Eizember said.

Eizember highlighted storage as one of the biggest hurdles to NGV penetration into the US transportation sector, particularly the lightduty fleet. “Storage cost is one of the fundamental hurdles for alternative fuel vehicles. You can buy a tank that will hold 350 miles of gasoline for $10. You could buy tanks that hold 200 miles of CNG for $6,000. And therein lies the fundamental economic problem” – Eizember said.

While Eizember acknowledged there are ongoing efforts to reduce the cost of pressurised storage, “we’ve been building pressure vessels for a long time. It’s not like we’ve just started producing pressure vessels and there’s plenty of things that could happen to lower the cost. The chance of the costs coming down substantially, enough to make pressurised CNG economic, in our view, is relatively low.” – he said.

Furthermore, improvements in gasoline vehicle fuel efficiency will make it even more difficult for NGVs to compete. “That’s actually raising the hurdle for alternative fuel vehicles because, instead of having to compete with a 20-mileper-gallon vehicle, you’ve got to compete with a 40-mile-per-gallon vehicle. If you cut the fuel cost in half for a traditional vehicle, you’ve got a bigger hurdle for the alternative fuel vehicle” – Eizember said.

ExxonMobil has forecast that traditional gasoline vehicles in the US will be getting more than 40 miles per gallon in the 2040 timeframe, up from just over 20 in 2010.

Eizember noted gas can be a viable vehicle fuel for fleets fuelled at a central point, such as city buses and rubbish trucks, and he said that mandates or incentives could change the picture.

“There may be places where there are mandates or incentives that drive some additional use.

If that happens, it happens, it’s hard to predict, but if left to a marketplace economic solution, we wouldn’t see substantial penetration of natural gas into transportation.” – Eizember said.

A senior European Commission official has urged the Baltic Sea states to come to an agreement about the location of a planned LNG terminal, which is expected to supply the region with approximately 4 billion cubic metres of gas a year.

Jean-Arnold Vinois, the commission’s acting director for the internal energy market criticised Estonia, Latvia and Lithuania for squabbling over where the terminal should be located.

“The commission has been very clear that one terminal is sufficient for the region,” Vinois said at a conference in the European Parliament last week. He added the EU can only support projects that benefit several countries and have a clear added value on a European level.

All three Baltic states have said they intend to build onshore LNG facilities, but they have been unable to agree to terms for a single, joint project.

The EU, which is expected to provide a large portion of the financing, is hoping to find a compromise on a joint project by late 2012.

The disagreement and need for EU support has slowed the Baltic LNG project, hampering the Baltic states’ efforts to diversify their energy sources away from almost complete dependence on Russian imports.

Of the three Baltic countries, Lithuania has moved furthest to decrease its dependence on Russian gas through a plan to lease a mobile LNG import facility for 10 years starting in 2014.

The expected high costs of the floating terminal have prompted the Lithuanian government to include a provision obliging gas suppliers operating in the country to cover 25% of their sales from LNG as part of a new supply security law.

For the entire region to lessen its dependence on Russia, the Baltic states need to improve cross-border infrastructure and build onshore LNG facilities.

The Baltic LNG project has been selected by a high-level group of Nordic countries as a candidate for ‘common European interest’ status. This would entitle the project to receive funding from the EU’s next multi-annual budget, starting in 2014.

In a bid to break the deadlock on the terminal’s location, the commission ordered an expert study from the management consulting firm Booz and Co. last year. The preliminary results were presented behind closed doors at a meeting of Nordic countries in Copenhagen earlier this month.

EU sources speaking to Energy Monitor have confirmed leaked information that the study calls for Finland to be included in the group of Baltic LNG countries to optimize the cost-benefit balance of the planned 4 bcm terminal.

The main reason given is the size of the Finnish gas market, which amounts to approximately 5 bcm/y. Lithuania’s market amounts to 3 bcm/y, while Latvia and Estonia each have a market of approximately 1 bcm/y of gas.

EU sources have also confirmed that the study considers Estonia to be the best location for the terminal, given its proximity to the Finnish market.

In addition, the study calls for the construction of more interconnections between national transit networks to link the Baltic states’ isolated energy systems to European markets. Suggested projects include Polish-Lithuanian and Estonian-Finnish interconnections.

Andrea Cirlicova, business area manager of European gas transmission system operator (TSO) body ENTSOG, also highlighted the need to put in place risk-sharing mechanisms to increase the appetite of investors for infrastructure projects, when speaking in the parliament last week.

She said the EU’s third package of energy market liberalisation rules complicates the picture, as suppliers are now less willing to commit to longterm capacity contracts. This increases insecurity in future transmission capacity demand, and in turn raises risks associated with long-term infrastructure investments.

“Risks must be better shared now, instead of leaving them all for TSOs to bear,” Cirlicova said.

She also stressed that a “functioning commercial framework is needed for infrastructure benefits to be harvested”.

The regional working groups made up of member states, TSOs and national regulators are expected to come up with regional lists of planned priority energy infrastructure projects by September.

Based on those lists and subsequent recommendations by ACER (the European body of national energy regulators), the commission is expected to propose a combined EU-level priority list by the end of the year.

CEE remains opposed to new infrastructure fund

Central and Eastern European countries are maintaining their reservations about the commission’s proposal to fund EU priority energy infrastructure projects from a separate fund, to be created within the bloc’s next multi-annual financial framework that starts in 2014.

The issue features in the debate among member states on the draft community budget which the commission tabled last year.

EU leaders will discuss the progress made so far in the debate at a meeting on Thursday and Friday in Brussels. According to EU sources, the heads of state and government are expected to agree on a roadmap for further negotiations with the aim of reaching agreement on the next long-term budget by the end of the year.

The reluctance by central European countries to approve the new infrastructure fund – known as the Connecting Europe Facility – has raised the risk that much-needed gas and electricity transmission projects will have no money allocated to them in the next budget package, EU sources have said.

Speaking to Energy Monitor, the sources warned that Germany and other net contributors to the EU budget may use any veto of the fund as an opportunity to decrease the EU budget by €50 billion ($62 billion), the proposed size of the infrastructure facility.

A group of central European countries signaled “serious concerns” to the commission last October, about the plan to concentrate money envisaged for key European infrastructure developments in the new fund.

Evidence was also presented from the Italian LPG association that, contrary to the belief of some car-makers, an absence of fiscal incentives for LPG conversions is not the key element of developing an Autogas market – stability of the price of Autogas is the most important factor.

Brussels Welcomes the LPG Sector

AEGPL’s annual Congress took place in Brussels on the 6th and 7th June at the Square Brussels Meeting Centre. Located right in the heat of the city, this year’s Congress saw an estimated 1200 LPG industry professionals join the exhibition and conference for two days of business, networking and debates on the hot topics facing the LPG sector in Europe.

Holding the Congress in Brussels was an undoubtedly logical step following the transfer of the seat of the AEGPL from Paris to Brussels in 2006. With the large turnout people and constant buzz of activity in the exhibition and around the conference centre, it would also seem to have been a logical and smart choice for attendees.

Under the theme of “LPG in the Heart of Europe”, we were expecting a Congress that would focus on the future of the LPG sector vis-à-vis the new European energy paradigms – and were not disappointed. With a number of influential speakers from the European Commission and Parliament, the Congress gave the LPG sector a unique opportunity to put their questions and points of view to key European decision-makers. The conference saw an eclectic mix of speeches and presentations from high-level LPG industry speakers, politicians and civil servants as well as members of industries closely connected with the LPG sector such as OEMs and retrofitters, equipment manufacturers, the natural gas industry, and the communications professions.

Polish Member of the European Parliament – Lena Kolarska Bobinska, set the scene with her keynote address in which she referred to the changing energy landscape in Europe and the importance of LPG and natural gas in the energy mix of the future and the key role of energy efficiency legislation. She noted the important role LPG must continue to play, especially in the many areas in Europe which are not connected to the natural gas grid.

AEGPL’s President Ramón de Luis Serrano then offered some words of advice to the sector, in particular the need to ensure that LPG companies continue to innovate and find ways to match the challenges facing all energy providers in these changing times.

After the keynotes, the Congress opened with a very lively session with speakers from the top-level management of a number of Pan-European LPG distributors. Starting with opening statements from companies including SHV Energy, Repsol, UGI Corporation, and Totalgaz, a number of key topics were laid on the table. In particular, the discussion was clearly focused on how, in an energy policy context so focused on renewable energy, LPG can continue to compete in the coming decades. The participants identified

a number of key opportunities for the LPG sector – and in particular the need for the industry as a whole to ensure that LPG is positioned firstly as a clean, lower-carbon alternative to other fuels, but also as a fuel which has diverse applications and offers different opportunities for increasing uptake in different countries. Loïc Driebeek of SHV Energy noted that a key opportunity for the LPG sector which is now available in many countries is the use of LPG to generate power in off-grid areas using Micro-CHP technology. John Walsh, President and COO of the UGI Corporation, highlighted the fact that there is room for growth in many countries if LPG can be positioned as the “Fuel of Choice” in off-grid Europe and concurrently erode the heating oil market, which remains a key competitor.

The role and potential increase in the uptake of Autogas was also discussed in depth at the Congress, with CFBP’s Managing Director, Joël Pedessac, chairing a doublelength session on the topic. It is clear that many in the industry have identified Autogas as the key opportunity area for growth in LPG, while at the same time noting the need for more action, in particular partnership building, with OEMs and governments, to ensure a stable fiscal environment and equally stable medium to long-term future for the fuel. A key takeaway from the Congress was undoubtedly the fact that there are more uses for LPG and more ways the LPG sector can promote its use through the marketing of new appliances.

In the final session, which focused on experiences from the USA, it was clear that the industry on the other side of the Atlantic has looked beyond the “LPG for heating/LPG for transport” paradigm that dominates the use of the LPG in Western Europe especially. Whether it’s LPG used for lawn-mowers and hedge trimmers or the more prevalent and expanding outdoor cooking market, participants had the chance to hear from a number of speakers with industry experience in the USA. As always, the exhibition was the heart of the Congress, and this year housed around 100 companies from Europe and around the world showing the latest equipment and services. The exhibition buzzed with activity for the two days and was aided in part by the placement of lunches around the exhibition booths and the annual welcome reception held during the first evening.

also added a new initiative to the exhibition this year – a stage and seating area in which exhibitors had the opportunity to present their products to attendees during the conference session breaks.

Several companies gave presentations of their latest products – one highlight of which was certainly the example of automated LPG vending machines produced by Siraga as a means of allowing customers to more conveniently replace their empty cylinders, with other presentations given by Cavagna and Kosan Crisplant. On this new Commercial Presentation stage initiative AEGPL’s communications manager David Appleton, noted: “Every year we receive requests from exhibiting companies who wish to show their latest products at the Congress, but in the past we have turned them down as the conference is a forum for discussion and debate rather than commercial presentations. So, we came up with the idea of a specific presentation stage in the exhibition itself to facilitate product launches and the exposure of new technologies and services. We’ll certainly look to expand this in the future” The event was wrapped up at the beautiful Musée de Beaux-Arts, with delegates enjoying a tour of the Magritte Museum and a very refined dinner.

Overall, this was probably one of the best attended and well organized AEGPL Congresses of recent memory with representatives from all parts of the LPG industry in attendance. Next year will see the AEGPL Congress join forces with the World LP Gas Forum to hop across the channel to London for what will probably be the biggest LPG event in history. We’ll see you there!

Pomimo, że branża LPG jest wręcz otoczona rozmaitymi regulacjami, nadal istnieje ryzyko tego, że pracownik używający stosowanych obecnie pistoletów do tankowania gazu LPG spowoduje poważne obrażenia siebie samego oraz osób znajdujących się w pobliżu. Australijska firma L.G. Equipment (GasGuard), która od roku 2010 jest spółką-córką Elaflex Hiby (Niemcy), postanowiła opracować nowy standard przeładunku gazu do naziemnych i podziemnych zbiorników magazynowych oraz samochodów ciężarowych – poprzez wyprodukowanie bezpiecznego pistoletu do tankowania masowego.

Poważne obrażenia powstałe na skutek stosowanie niebezpiecznych pistoletów podczas masowego przeładunku gazu LPG wymusiły konieczność wprowadzenia lepszych rozwiązań w branży. Jedna z częstych, niebezpiecznych sytuacji ma miejsce, kiedy układ dźwigni w systemach zaworów kulowych lub zaworów tłokowych zostanie przypadkowo uruchomiony podczas operacji przetankowywania. Pracownicy obsługi i klienci są nie tylko narażeni na kontakt z dużą ilością gazu LPG, ale mogą także odnieść poważne obrażenia. Te potencjalnie niebezpieczne sytuacje pozwala wyeliminować zastosowanie pistoletu szybkoprzepływowego GG10, gdyż nie ma możliwości otwarcia zaworu w pistolecie, jeżeli nie jest on podłączony do certyfikowanego punktu napełniania 1 ¾'' ACME.

W celu poprawy wydajności, charakterystyki bezpieczeństwa oraz solidności pistoletu GG10, pierwsze jego wersje zostały poddane surowym testom w terenie. W latach 2007-2010, dokonano postępów w zakresie drogi przepływu poprzez zastosowanie symulacji komputerowych oraz zoptymalizowano mechanizm tłokowy w celu ograniczenia skoków ciśnienia wewnątrz węża. Ponadto, zapewnienie zgodności z ogólnoświatowymi standardami oraz wykorzystanie informacji zwrotnych od pracowników obsługi skutkowało wydłużeniem zasięgu dźwigni i końcówki wylotowej.

W rezultacie tych prac, pistolet GG10 stanowi rozwiązanie, które jest bezpieczne i wydajne. Pistolet GG10 jest solidniejszy, całkowicie naprawialny i charakteryzuje się znacznie większą wydajnością niż poprzednie wersje.

Zalety rozwiązania bezpiecznego w razie uszkodzenia

Zastosowanie pistoletu szybkoprzepływowego GG10 w przypadku pojazdów do przewozu gazu uniemożliwia otwarcie zaworu i uwolnienie gazu do atmosfery, jeżeli pistolet nie jest podłączony do certyfikowanego punktu napełniania 1 ¾'' ACME, Zastosowana w pistolecie GG10 technologia eliminuje możliwość poważnych obrażeń lub niewłaściwego użycia gazu LPG podczas transportu i w trakcie tankowania.

Inżynierowie-projektanci oraz operatorzy zbiorników docenią także mechanizm zamykania zaworu, który wykorzystuje mechanizm tłokowy w celu ograniczenia do minimum wzrostu wstrząsów węża, co jest częstym problemem w przypadku innych pistoletów. Wewnętrzne uszczelki chronią przedostaniem się kurzu i brudu do części ruchomych i zabezpieczają przed odrzutem po odłączeniu pistoletu.

W pistolecie GG10 zastosowani dysze gwintowane 1 ¾'' ACME, które są powszechne stosowane do tankowania pojazdów. Dzięki temu, pistolet GG10 nadaje się także do tankowania samochodów ciężarowych

Podczas odłączania pistoletu po przeładunku gazu do zbiornika naziemnego lub podziemnego, osoba obsługująca cysternę może spotkać się problemem nieprawidłowo działającego zaworu zwrotnego punktu napełnienia.

Przyczyną tego może być usterka, zabrudzenie lub oblodzenie zaworu anty-zwrotnego w punkcie napełnienia, gdyż szyjki wlewu bywają niezamknięte, a tym samym nie są chronione przez brudem lub czynnikami atmosferycznymi. W takim przypadku, należy awaryjnie doszczelnić pistolet. Jeżeli pomiędzy pistoletem a punktem napełnienia brak jest prawidłowo działającego zaworu anty-zwrotnego, osoba obsługująca jest zmuszona do pozostania na miejscu do czasu podjęcia działań naprawczych przez odpowiednie służby, co może trwać wiele godzin. Podobnie jak w przypadku niektórych obecnie używanych pistoletów, jeżeli brakuje uszczelki w punkcie napełnienia, niemożliwe jest bezpieczne podłączenie połączonego układu pistoletu i zaworu anty-zwrotnego do punktu napełniania.

The Liquefied Petroleum Gas industry is surrounded by rules and regulations, yet it is still possible for operators using current LPG refuelling nozzles to cause serious injury to themselves and those in the near vicinity. An Australian company L.G.Equipment (GasGuard), since 2010 a daughter company of Elaflex Hiby (Germany), have taken it upon themselves to set a new standard in refuelling above and underground storage tanks and trucks, by manufacturing a failsafe bulk refuelling nozzle.

Serious injuries obtained as a result of unsafe refuelling nozzles in bulk LPG refuelling applications have validated the need for improvement within the industry. One common hazardous situation arises when the lever system on a ball valve or piston valve systems is unintentionally actuated during handling. Operators and customers are not only exposed to a large amount of expanding LPG, but are also likely to obtain serious burns. Some high flow refuelling nozzles are not able to cover all aspects of safety throughout the refuelling process. Security latches on several nozzles, which are designed to prevent the lever from being actuated, can be overridden. In these situations, whether it is a ball valve or piston valve system, gas is free to escape into the atmosphere at an extremely dangerous rate. In the unfortunate, but possible, event where the operator trips or stumbles during handling from truck to fill point, an unintentional lever actuation could lead to serious injuries to the operator or anyone in close proximity.

Additionally, if the fill point seal is missing it is impossible to safely connect current nozzles to the fill point, if the operator has exhausted his seal supply then a fill must be delayed until a later time, inconveniencing both the distribution company and customer.

After refuelling, gas needs to be released from the volume between the check valve on the fill point and the valve of the filling nozzle, before the operator can safely disconnect the nozzle. In several nozzles this volume exceeds 100 cm³ (including safety back-check valve), this is a safety hazard for the operator as he/she is engulfed in a cloud of gas when disconnecting. Releasing such large volumes safely adds more time to the refuelling procedure. Furthermore, responsible environmentally sustainable design issues are raised as a result of this large discharge.

The implementation of the GG10 high flow nozzle on bulk delivery vehicles makes impossible to open the valve and release gas into the atmosphere if the nozzle is not connected to a certified 1 ¾'' ACME fill point.

The technology within the GG10 removes the possibility of serious injury or the misuse of LPG during the transport and handling phases of refuelling.

With a release volume of only 24 cm³ (including the LG11 Safety BackCheck Valve) health and safety risks to the operator and the environment are reduced. As a result, the operator must not wait for a long period of time to release this discharge volume. This small release coupled with a flow rate of up to 380 l/min at 14 bar, and a comparable 300 l/min at 12 bar, ensures faster overall refuelling times. The ability to safely connect the GG10 nozzle to fill points without a filler neck seal eliminates another potential delay to refuelling.

The GG10 is based on 1 ¾'' ACME threaded nozzles commonly used for vehicle refuelling. For this reason the nozzle is also suitable for the LPG refuelling of trucks and buses. The connection nut is heavily ribbed to allow easy gripping by gloved hands and with an overall weight of 3.16Kg (including inlet swivel) the operator will not be over encumbered during handling.

LG11 Back-Check Valve – Completing a safe Fill the

problem

When disconnecting a nozzle after refuelling an above or underground LPG storage tank, a tank truck operator may encounter a failing fill point check valve. This could be due to a faulty, dirty or icy non-return valve on the fill point as tank filler necks are sometimes uncapped and are consequently unprotected against dirt and weathering. In this event the nozzle must be retightened as emergency action. If there is no functioning back-check valve (non-return valve) between the nozzle and the fill point, the operator is forced to remain on site until corrective action can be taken by appropriate service personnel, which can take hours. Similar to some current bulk refuelling nozzles, if the fill point seal is missing it is not possible to safely connect the combined nozzle and back-check valve system to the fill point.

Several manufacturers currently offer back-check valves which are attached between the fill point and nozzle. When encountering a leak on the tank side, the back-check valve is left on the fill point, the nozzle is removed and hence the truck operator can drive away to the next site, avoiding a potential delay. Even so, a number of the current back-check valves and filling nozzles are not 'failsafe'. As well as being unable to safely fill a tank without the presence of a fill point seal, if such a nozzle (with or without a back-check valve) is handled between the tank and fill point and the security latch is overridden, activating the nozzle lever will result in serious gas escape and potential injury to the operator and those in the near vicinity.

The 'LG11 Back-Check Valve' is a safety non return valve for use with the GG10 High Flow nozzle. It is screwed onto the tank filler outlet before coupling the nozzle. The LG11 offers a quick and reliable answer to leaking fill point check valves.

In combination with the GG10 nozzle, the LG11 Back-Check Valve is failsafe. Without a correct coupling to the fill point, an uncontrolled discharge of gas is not possible. This also applies if the LG11 is coupled to the nozzle during handling and transport, accidentally engaging the lever will not lead to a discharge of gas. Furthermore the absence of a fill point seal will not prevent the operator from safely filling the tank, therefore removing another potential delay.

Lake Michigan Mailers to Convert Service Fleet to Propane Lake Michigan Mailers, Inc. announced it will begin converting its service vehicle fleet to run on both LPG and traditional gasoline. The conversion will allow the company to reduce its cost per mile by 32% and vehicle emissions by as much as 60%.

Lake Michigan Mailers provides document management, mail assembly, mail processing, presorting, data management, digital marketing and distribution services provides document and mail transportation services to companies, schools, colleges and universities, health care providers, governmental entities, and organizations in a 12,600-square mile area every day with its own regional fleet of vehicles. Annually, the company’s service fleet travels more than 477,000 road miles without leaving the Eastern Time Zone. Since May 2009, the company said it has seen its fuel costs skyrocket 71.1%.

“We knew we had to make a strategic change in the way we propel our vehicles down the road in order to support our continued market growth in the face of rapidly rising fuel costs,” said David Rhoa, president of Lake Michigan Mailers, Inc. “We evaluated every alternative-fuel type currently available. Propane is the right choice for us for a number of reasons, including cost per gallon, long-term price stability, improved environmental impact, available fueling infrastructure, and vehicle conversion options. With nearly 90% of domestic propane supplies produced in the United States, we are confident that we won’t be subject to the wild price fluctuations that we find in the global oil and gasoline markets.”

The company also expects the conversion to propane to yield significant environmental benefits. “Propane burns cleaner than gasoline resulting in lower harmful emissions. We expect our propane vehicles will emit 12% less carbon dioxide, 20% less nitrogen oxide, and 60% less carbon monoxide, and GHG emissions by 20% less than our standard gasoline-fueled vehicles. Converting to propane is a natural extension of our existing sustainability programs,” Rhoa said.

The company has partnered with Icom North America of New Hudson, Mich.,

to build and install the EPA-approved vehicle propane management systems.

“Icom was the perfect partner for us on this mission-critical project. Their EPA-approved systems allowed us to properly convert our existing fleet vehicles thereby reducing our system conversion costs and minimizing the lead time necessary to bring our reconfigured fleet online.” – said Rhoa.

The propane liquid injection conversion system provided by Icom will allow the company’s vehicles to run on both propane and traditional gasoline with propane being the primary fuel. “Using Icom’s bi-fuel system extends both the useful life of the vehicle and its service range and helped us overcome a potentially significant barrier – availability of propane fueling stations,” said Rhoa. “We needed a system that would not tie us exclusively to one fuel type. The Icom system gives us the cost savings and cleaner burning advantages of propane and the security of knowing that our vehicles will not be stranded for lack of propane fueling stations.”

Lake Michigan Mailers has selected AmeriGas, Inc. to provide propane for the converted vehicles. “AmeriGas has been an ideal strategic partner for this program,” said Rhoa. “We approached them with a basic outline of our program objectives. They provided us with a fully engineered solution that will allow us to reduce our fuel costs, manage the fueling requirements of our propane-powered fleet as it expands, and properly manage our fueling system."

Lake Michigan Mailer will begin converting its vehicle fleet this month. The process to convert the existing Michigan-based fleet is expected to be completed by August 2013. The company plans to begin converting its Indiana-based fleet in the fourth quarter of 2013 with a final conversion date of June 2014.

As a result of these developments, the GG10 nozzle exhibits an important combination of both safety and performance. It is tougher, completely repairable and demonstrates higher performance than its predecessors.

Modifications to the Inlet Swivel (which comes standard with every nozzle) have seen improved rotation and handling properties at high operating pressures. Since the prototype presentation at Automechanika 2010 the nozzle has passed extensive testing and become a UL Listed (Underwriters Laboratories) product.

The already traditional International Scientific & Expert Meeting of Gas Professionals organised by the Croatian Gas Centre Ltd. (CGC) and the Croatian Gas Association (CGA) was held for the twenty-seventh time in a beautiful resort Opatija, situated in Northern Adriatic.

The gathering was opened by the president of the Croatian Gas Association, Prof. Miljenko Sunic, D.Sc. In answering the question “Are we entering the golden age of gas?”, many experts replied with great caution. Nonetheless, Prof.

Sunic categorically replied: “Yes, we are definitely entering the golden age of gas, but only those who work morally, responsibly, professionally and transparently will have the privilege to enjoy the benefits associated with gas”.

He touched on the difficulties encountered today by Croatian gas industry. The great problems in adequate development of the gas industry in Croatia have been caused by the poorly managed and uncompleted liberalisation of the gas market, resulting in almost all gas distributors and suppliers experiencing exceptionally difficult financial conditions.

The new Plinacro Management Board President Mr. Mladen Antunovic announced a series of large new development and investment plans. The company in unison with HEP and under the leadership of the Ministry of Economy will continue with construction of the LNG terminal on the island of Krk, whereby achieving the project is completely undertaken by Croatian companies.

Following an introductory note by Prof. Šunić, the conference was greeted by Mr Mladen Fogec, President of the Siemens Croatia Management Board, who provided information on Siemen’s company activities in Croatia. Siemens Croatia was this year the main partner of the conference in Opatija.

On behalf of the Croatian energy market regulator, which is also this year’s co-organiser of the conference, Mr. Leo Prelec also greeted the auditorium.

In his short address to the gathering, Mr. Tomislav Thür, Executive Director of Corporate Affairs at INA, noted that the Croatian gas market currently is not a completely open market, and greeted the announcement of the opening of the market as something that should not be shunned. Liberalisation of the market would allow the creation of numerous opportunities for investing in new projects and a manifold of benefits is expected, not just for companies and investors, but also for consumers. This requires a transparent legal framework that will be, from the start of the next gas year (October 1, 2012), necessary to set up in detail in order for all market participants to precisely understand the conditions of doing business in the market. He also mentioned that without the necessary investments, there will be no economic development.

Large plans were announced by the new director of Podzemno skladište plina d.o.o. (underground gas storage operator), Mr. Krešimir Malec. He emphasized the necessity of constructing new underground gas storage facilities and also announced that by the end of 2012 activities were to commence on construction of a peak gas storage facility in Grubisno polje.

In the invited lectures held on the topic “Are we entering the golden age of gas?”, foreign energy experts explained the positive aspects of natural gas usage in the future energy industry and confirmed that the golden age of gas had already arrived.

We could hear speeches of: Mrs Pamela A. Lacey, from the American Gas Association, Dr. Dario Chello from the Secretariat of the Energy Charter, Prof. Gerhard Schmitz, D.Sc. from the Hamburg University of Technology, Klaus Jesse, the president of the Federal Industrial Association of Germany House, Energy and Environmental Technology and a member of the Executive Committee of the Association of the European Heating Industry (EHI), and representatives of the company Vaillant GmbH, Robert Bosch d.o.o. and Viessmann d.o.o. which in short presentations showed the latest assortment of heating and cooling appliances, and which are successfully integrated into a smart grid system and contribute to greater comfort in usage by end users.

At the round table discussion, we could hear speech of Mr. Reinhold Guthier (Siemens AG, Energy Sector, Oil & Gas Division), Pavao Vujnovac,

from the company Prvo plinarsko društvo d.o.o. from Vukovar, Vedran Špehar, a member of the Plinacro Management Board and Mr.Zoran Dojcinovic who in his speech, stated that the main reasons for a fall in LPG consumption was the crossing over by consumers from LPG to the use of natural gas, followed by reduced industrial activities, and also the contribution by government regulations that provide a lack of incentives.

As was the case in previous years, this time as well a poster session was organised due to a large number of registered papers. Total of 9 scientific & expert papers from Croatia and abroad were published and presented at this session. This showed that each year the interest in presenting papers at the gas conference in Opatija is increasing. This year’s conference gathered over 500 participants, of whom more than a hundred came from abroad, mostly gas and energy experts and managers from leading European and international energy companies, scientists from renowned European universities, gas transmission representatives, suppliers, producers and distributors of gas from the country and abroad. Amongst them, besides Croatia, a total of 13 European countries and the USA were represented, around 150 various gas and energy companies and organisations, of which 60 were from abroad, 25 journalists from 15 media corporations.

At the same time, in front of the Grand Hotel Adriatic congress hall premises a three-day gas equipment exhibition was held where 32 gas exhibitors presented their products. They were in fact representatives and manufacturers of gas equipment presenting their exhibits in the indoor and outdoor exhibition units.

Finally, at the end of this year’s conference, Prof. Miljenko Sunic, D.Sc., president of CGA, thanked all participants at the conference and exhibition, who had contributed to the success of the annual gas event and announced the next conference, the 28th International Scientific & Expert Meeting of Gas Professionals, which will be again held in Opatija on 8 – 10 May 2013.
