The Town of Owego: 2016 in Review Looking Ahead to 2017 By Donald Castellucci, Jr., Town of Owego Supervisor
2017 is looking to be a great year for the Town of Nichols, with the continuing expansion of Tioga Downs - the new casino opened in December and a new six-story hotel is expected to open this fall. Further expansion is happening in the Lounsbury area of Nichols with the future home of Crown located south of Best Buy, and the new Fed-Ex facility located near the Army Reserve Facility. Crown is a leading supplier of metal packaging products worldwide. Lounsberry will be a new beverage can plant
for specialty can sizes. Crown will also produce two-piece aluminum cans in a range of sizes. Crown will address a broad range of beverage categories, including soft drinks, beer, ready-to-drink tea, coffee, spirits, sprinkling water, wine, juice, cider and nutritional beverages. The Fed-Ex Freight Cross Dock Facility is being constructed on a 21-acre site and will have a 24,000 square foot service center with 52 truck docks and 73 jobs

By the time this makes print it will be 2017! It seems winter will make an appearance this year as the snow storms are already making up for last year’s absence. As I enter my 22nd year in town government and longer in local politics, I want to thank all of you for the support, criticisms, and friendship along the way. No one can be successful without the help and support of others. I often quote Clarence the “angel” from “It’s A Wonderful Life”: “No man is a failure who has friends!” I hope I continue to earn that support and friendship over the next year. 2017 promises to be another challenging year as we continue with our final projects resulting from the 2011 flood. We received the FEMA funding to move forward with the remaining Apalachin sewage treatment plant mitigation. That will include moving electrical panels to the second floor and as well as moving administrative offices to the town hall campus. Several other upgrades will be completed as well. The Main Street well house is up and running and a fence was installed surrounding it. Highway
expended 1.4 million dollars on various asphalt road repairs in 2016. The department was also able to reclaim 20 thousand tons of asphalt and crushed over 15 thousand tons of creek gravel. It is anticipated that in 2017 the department will work on eliminating dirt roads in the town. The Planning and Zoning Department was busy taking reservations for Hickories Park’s pavilions the first working day of the year and expect the same in 2017. Building permits for new single family homes remained stagnant. While there has been little commercial activity in the town, we welcome Visions to Apalachin, the conversion of an old barn off Route 434 to a distillery, Upstate Shredding has added “Micro Fines” to their facility for recycling, there will be a new Perkins Restaurant located at the Comfort Inn on Rt. 434, and a new vehicle repair facility is slated to open on 17C across from Tioga Gardens. Hopefully as the economy eventually improves so will additional development in the town. Continued on page 3

A Most Important New Year’s Resolution Local merchants are always willing to help out by sponsoring and supporting local groups that help our community's children. The Parks Department had a busy and successful year. Camping revenue reached its highest level on record. Camping and pavilion rates will remain at the same level as in 2016. There were some upgrades to the park, including paving, electrical, and pavilion improvements. This year we anticipate a re-dedicating of the amphitheater as we will be receiving the grant money for the new facility. We will have our regular concert series in conjunction Tioga County Council on the Arts. I also hope to add a “drive in” night at Hickories! I am looking into a Christmas/Holiday event at the Hickories as well. (Don’t tell the board, they get nervous when I come up with ideas!) The dog park has turned into a great venue run by dedicated volunteers who have kept it up and lived up to their promises. I cannot say enough about their dedication and the venue they have maintained for your pets with very minimal issues if any. If you can volunteer some time or make a donation to help maintain the park, Owego Dog Owners Group (ODOG) would be grateful for your generosity. The Town of Owego’s 9-11 Memorial was the highlight of the year and personally the highlight of my public service. I cannot count the supportive messages nationwide for the project and the remembrance and honor of over 3,000 fallen fellow citizens, including local resident Derek Statkevicus. I hope you have had a chance to visit the memorial and if not, I encourage you to do so. There are a few more additions to be completed in 2017. The fundraising committee is still accepting donations (visit townofowego.com for details). This year’s budget came in with a zero percent increase. The department heads and employees have worked hard over the past few years balancing limited funds, flood projects, rising costs and maintaining services. That combined with some reimbursement from FEMA for projects, the town was able to keep taxes down. This budget includes upgrading our financial programming and budgeting software. We will be increasing safety and security for employees and visitors as well. We hope to move to an increased paperless operation and better communication during emergencies by phasing in iPads for the town board. Lastly, some new things to look for in 2017. Construction of the town’s new shared facility will begin in late spring. This project will locate most town operations in one location and out of the flood plain; a savings of taxes at the federal, state and local
level. At some point in the first half of the year, the town will begin to accept debit/credit card payments. Look for more information in the upcoming months. We also will have installed a drop box with a time stamp to drop payments off after business hours. The rules to comply with town code and tax laws will be posted on site and on the town website. This will be operational in the next week or two. The town has had many calls and complaints regarding the operation of street lights over the years. The town will be addressing the lights within our jurisdiction (approximately 600) in 2017 which includes an LED conversion project. The payback over time will bring savings to the tax payers and those who reside in lighting districts. There is a potential of some outside funding for this project which will shorten the payback period and bring savings to the consumer quicker. Look for details on that in 2017. The town will also be researching a Community Choice Aggregation Program which can potentially save NYSEG customers money on their electric bills. There are going to be several meetings and correspondence in the coming months to explain this program. Please make every attempt to learn about this project and attend meetings when scheduled. Information will be forthcoming. I would be remiss if I did not mention the retirement of Town Clerk, Michael Zimmer. Mike has been a dedicated Town servant and advocate for the Town not only locally, but at the State level as well. His love of dogs and service to the public will always be remembered. We wish you good luck and may you enjoy a healthy and happy retirement. The town board appointed Deputy Town Clerk, Mary Kennedy to the position of Town Clerk. She will run for that office in November 2017. As you can see, we are busy here at the town! My goal over the last couple years has been to try to keep the town on the forefront of technology, service and operational efficiency. No one is an expert on all these matters but when surrounded by talented, board members, department heads and employees things move forward in a positive direction. I have been very blessed to have such individuals around me. I hope you all had a Merry Christmas and Happy Holiday. May 2017 be full of happiness, health and good times for you and your families.

The Demise & Return of the White-Tailed Deer Ed Nizalowski will present “The Demise and Return of the Whitetailed Deer” on Thursday, January 19, at 7:00 pm in the Hubbard Auditorium, Tioga County Office Building, 56 Main Street in Owego. In the early days of settlement, there were so many deer that some pioneers paid off their mortgage with deer skins. By mid-19th century, white tailed deer were gone due to lack of hunting regulations and loss of forest cover. In the early 20th century the white tail reappeared creating quite a sensation for all the local newspapers. It was also a protected species by this time. Most of the public was horrified that anyone would shoot these defenseless ani-
mals. This would change in the 1930's when people realized that these “defenseless” animals had outgrown their ecological niche. When the white tail became legal game, “Bucky the Deer”, a local wildlife resident, had much to say about his change of status. Local historian Ed Nizalowski will cover how this local drama played out. More than 700 elementary school student artists from Broome, Chenango and Tioga counties entered the YES Safe Choices Red Ribbon Week Poster Contest held this fall. The 33 winners were recognized recently at a reception held at the The B-Sens Arena Club in Binghamton. In Tioga County, winning posters were created by Ashlyn Dragoo, Adriana Presher, Zachary Moran and Isabella Gonzalez of Elm Street Elementary and Lauren Medovich, Payton Santulli and Briana Frey of Tioga Elementary. “This contest is a fun way for kids to take a stand against drugs and alcohol at an early age,” Senator Akshar said. “It’s a creative opportunity for kids to reinforce positive decisions that will benefit our schools and communities.” “It’s always great to see kids demonstrating the importance of staying drug free,” Lourdes Presi-
dent/CEO Kathy Connerton said. “The earlier they get started in learning these valuable lessons, the stronger they’ll be in the future.” The young artists were each presented with a personalized certificate and Toys “R” Us gift card. Red Ribbon Week is one of the oldest and largest drug prevention programs in the nation. The tradition of displaying Red Ribbons is a symbol of intolerance towards the use of drugs. Students used their creativity and knowledge about the dangers of alcohol and drugs to design original artwork for the YES Red Ribbon Week Poster Contest. YES Safe Choices works to help kids in our area learn skills they need to resist using alcohol and drugs. YES also provides parents with useful tips and fun activities they can use as starting points in talking about substance abuse with their kids. www.YesSafeChoices
Ribbon Cutting Held in Owego A ribbon cutting ceremony was held on December 20, 2016, to celebrate the grand opening of Trinity CASA at 6 McMaster Street, Suite #4 in Owego. Trinity-CASA has been providing substance abuse prevention, treatment and recovery services for over

Fourteen students from Owego Free Academy completed their training to become YES LEADers. YES LEADers are middle and high school students who teach elementary school students about skills they need to resist drugs and alcohol, the importance of positive selfesteem in making safe choices and effectively handling peer pressure. The YES Launch training program teaches YES LEADers how to be role models for younger students through different team activities and
educational sessions. Trained YES LEADers are substance-free role models for younger students, who use their leadership to develop resistance skills in elementary school children through interactive activities and age-appropriate entertainment. Later in the school year, Owego Free Academy’s YES LEADers will visit elementary classrooms for their unique, hands-on presentations. The first-ever Precision Machining class offered through the TST BOCES Adult Education department was a success, earning one student a job. With 11 hours left to complete in the training, Tony Greenly was offered a position with Advanced Design Consulting (ADC) in Lansing, NY, a leading developer and supplier of complex scientific components and instruments for large government laboratories and corporations around the world. Six students completed the 40hour Precision Machining course through TST BOCES, meeting every Wednesday night and alternate Saturdays for six weeks at Candor High School’s shop. Some were engineers looking to expand their knowledge, others were career-changers and others hobbyists. Greenly reached out to his precision machining instructor, Stephen Lindridge, a month into his new career at ADC, to thank him for his teaching. “Your class really did give me a nice wide range of starting knowledge to build from,” Greenly told his former teacher. At ADC, Greenly is tasked with manual machining, assembly work and will soon start CNC training as well. He says one of the most crucial things he learned from the precision machining class at TST BOCES was how to fixture parts. “He told me that he was he making parts for customers his second day on the job at ADC,” said Lindridge proudly. In the Precision Machining program, adult students learn things like how to measure to a thousandth of an
inch and how to program and operate computer-controlled machines. During their training, they are introduced to CADD/CAM software, CNC machine operation, quality inspection and control as well as the manufacturing process and automation. “We go quite a ways in 40 hours,” Lindridge stated. “Obviously that doesn’t make someone a machinist, but it opens that door and helps them to understand the process.” Adults who complete the course may pursue careers in a variety of technical fields including CNC machining, machine tooling, manufacturing, automation, robotics and quality control. Lindridge says he bases his curriculum on what local companies in the area are looking for in a new hire. Ithaca companies like ADC, Incodema and Stork H&E Turbo Blading Inc. have put their support behind the program; Both Stork H&E and Incodema donated milling machined, and ADC donated a tensile tester, for training purposes. Lindridge was named NYS Technology & Engineering Educators Association Teacher of the Year and is also an International Technology and Engineering Educators Association Teacher of Excellence Awardee. He presently teaches at Candor High School. The next precision machining class through TST BOCES is in the works of starting again sometime in the spring of 2017. The approximate cost of the training will be $800, though scholarship opportunities are available through Workforce NY. Venison Cook-Off - January 29 Youth Engagement Services (YES), a program of Catholic Charities Tioga Outreach Center, will host “YES to Venison”, a competition cook-off and silent auction to hunt for the best mentors for Tioga County youth. YES Mentor matches Tioga County youth ages 9 to 17 with volunteer adult mentors to help youth get engaged in their community and future through fun activities. “YES to Venison” will be held January 29, 4:00 to 7:00 pm at VFW Post #1371 in Owego. Competition categories include Steaks & Fillets, Stews & Chilis, and Sausage & Jerky. Prizes will be awarded for each category, and there will be a Grand Prize and People’s Choice Award. This year’s People’s Choice Award is a deer hide tanned in the Native American tanning
method by a YES mentor. Additional information about prizes and auction items will be posted on the YES website and the YES to Venison Facebook page as it becomes available. Complete rules are on the YES website along with a printable or online registration form for competitors. Everyone is invited to sample local hunters’ venison recipes. Tickets are available at the door for $5 per person or $20 per family suggested donation. Proceeds benefit the Youth Engagement Services Program. Chamber of Commerce Offers On-the-Job Training Funds The Tioga County Chamber of Commerce has announced the availability of On-The-Job (OJT) Training Funds from the New York State Department of Labor (NYS DOL) for the 2017 calendar year. The Tioga Chamber will be able to offer these OJT grants to the businesses and organizations of Tioga County in order to offset training costs for their employees. The chamber will administer this program in partnership with the Tioga Employment Center. The chamber OJT program provides support to local businesses that are either hiring a new employee or promoting a current employee to a new position. In both cases, the training grant will be used to provide the employee with the additional training needed in order to fulfill the increased
job responsibilities. Businesses can receive up to 50% of the wages paid for each new or existing full time worker who participates in the On-the -Job Training (OJT) program. The Tioga Employment Center will assist the chamber in the screening and assessment of trainees for the OJT Program as well as providing additional assistance with program development and marketing. Employers are urged to take advantage of this fantastic program which begins January 1.
