$10K Reward in Wysox Firearms Theft The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) and the National Shooting Sports Foundation (NSSF) -- the trade association for the firearms industry -- have announced a reward for information leading to the arrest and conviction of those responsible for the theft of firearms from the Fulmer’s Sporting Goods Federal Firearm Licensee. ATF is offering a reward in the amount of up to $5,000, which will be matched by the NSSF for a total reward of up to $10,000. This reward is part of a larger national cooperative initiative between the NSSF and ATF in which NSSF matches ATF reward in cases involving the theft of firearms from federally licensed firearms retailers. ATF works closely with members of the firearms industry to curb the criminal acquisition and misuse of firearms. The theft occurred on May 24 between the hours of 8:00 pm and 5:30 am the next morning. Fulmer's Sporting Goods is located at 1137 Route 6 (Golden Mile Rd), Wysox, Bradford County, PA. The thieves broke into the gun store and stole 48 handguns from the business. “Gun thieves are a principal source of firearms for criminals. Stolen guns are often quickly sold, ending up in the hands of criminals, and later recovered in violent crimes by law enforcement”, said Kelly D. Brady, ATF Acting Special Agent in Charge. “ATF is asking the public to provide any information that would aid investigators in locating the firearms and arresting those responsible for the gun burglary.” This investigation is being conducted by ATF and the Pennsylvania State Police. Anyone having information should call the ATF 24/7 hotline at 1-800-ATF-GUNS (1-800-283-4867) or email: ATFTips@atf.gov. All calls will be kept confidential.

Tioga’s Sarah Wayson Earns Multiple Honors for Softball at Rochester
Former Tioga Central HS standout Sarah Wayson finished her softball career in style at the University of Rochester. She helped the Yellowjackets win the Liberty League championship and earn a berth in the NCAA Division III Championships. She was richly rewarded for her efforts. Wayson was named First Team All-Liberty League as a designated player and named Second Team AllNortheast Region by members of the National Fastpitch Coaches Association. This marked the third time she received All-Liberty League honors in four years, the second time as a First Team honoree. The All-Region honor in 2015 was her first. In 2015, Wayson hit a sparkling .343 (36 for 105) with seven doubles and 15 RBIs. That was a career-best average and RBI total for her. She hit .314 as a freshman (27 of 86) with six doubles. She played in 36 games in 2012, starting 27. In her sophomore season, she played in all 42 games (started every game), hitting .268 (33-123) with 14 runs scored, six doubles, two HRs, and 14 RBIs. As a senior this year, she played in 37 games with 33 starts. For her career, she hit .304 (97-319)
with 19 doubles, two HRs, and 34 RBIs. She pitched extensively in her first two seasons, going 10-4 with a 2.12 ERA in 2012. As a sophomore in 2013, she was 6-7 with a 2.74 ERA. She appeared in two games as a pitcher in 2014 (0-1) and 2015 (1-0). Rochester finished the 2015 season with a 29-13 overall record. The Yellowjackets won the regular season title in the Liberty League at 10-2 and secured the right to host the Liberty League playoffs. In the playoffs, Rochester posted three straight shutout wins – beating Skidmore, 5-0, RPI, 6-0, and Union, 5-0. The Liberty League tournament title gave Rochester an automatic bid to the NCAA Division III playoffs. The Yellowjackets hosted a threeteam regional. In the first game, Rochester defeated Penn St.-Berks, 4-0. The Yellowjackets lost to 17th-ranked Moravian College, 3-2 in 9 innings in their second game. Rochester defeated Moravian, 6-3, in an elimination game in the double-elimination tournament. That set up the Yellowjackets and Greyhounds for their third meeting in less than 36 hours. Moravian won, 4-2, to advance to the Super-Regional Round of the NCAA Championships. She graduated from the University on May 17 with a degree in biomedical engineering. Wayson was named to the All-Academic teams of both the Liberty League and the University Athletic Association. Wayson was a three sport athlete at Tioga Central HS, playing softball, basketball and soccer. She was a two-time First Team All-State honoree (softball), two-time softball team captain, and fivetime softball MVP. She helped lead softball ('09) and basketball ('10) teams to the state finals. She recorded a career record of 81-19 with 1141 career strikeouts and 41 shutouts. She was a member of the National Honor Society.

OFA YES! Leaders Teach Friendship and Substance Abuse Resistance Skills Seventeen YES! LEADers from Owego Free Academy presented a program on the dangers of drugs and alcohol to Owego Middle School students. At their presentations, YES! LEADers demonstrate the dangers of drugs and alcohol and the importance of positive self-esteem by using hands-on activities that help younger students understand the impact drugs and alcohol can have on everyday life. These activities are designed to teach students how to resist peer pressure and make healthy choices. Earlier this year, YES! LEADers attended two days of leadership training to learn the best methods to engage younger students in ways they can relate to. Since many YES! LEADers are leaders in their schools and local communities, younger students see them
as role models and emulate the positive choices these students make to be drug and alcohol free. Owego’s YES! LEADers are also committed to helping their community. In addition to visiting classrooms, they participate in a variety of outreach activities, including hosting a military care package drive. YES! LEADS is a peer-to-peer substance abuse prevention program run by YES! Safe Choices for Kids, sponsored by Senator Libous and Lourdes Hospital, currently in its 26th year. You can send your recipe and comments to nfc@stny.rr.com. Have a great week and God Bless. Spicy Quinoa Black Bean Burgers 1/2 cup white onion, fine diced 1/4 cup jalapeno pepper, seeded and fine diced 1 cup fine chopped spinach 1/4 cup sun-dried tomatoes, fine diced 1/2 teaspoon coconut oil
2 teaspoons dried steak seasoning 1 teaspoon hot pepper sauce 1 1/2 teaspoons ground cumin 2 cloves garlic, minced 1/2 cup cooked quinoa 1 (15 ounce can black beans), washed and drained 1/2 teaspoon sea salt 1/4 cup breadcrumbs, divide Sauté the onion, pepper, spinach and tomatoes in oil over medium heat for a couple minutes until softened. Remove from heat. Mash the beans coarsely in a bowl. Add the quinoa, vegetables, seasonings and one tablespoon of breadcrumbs; mix. Stir to make a stiff dough. Add more breadcrumbs if needed. Shape into patties (about 6) and coat with remaining breadcrumbs. Fry in about 3 or 4 tablespoons light oil; 3 minutes each side or until golden brown.
Senator Libous: Time to Keep the Cap! The Senate recently voted 47-13 to make the 2% Property Tax Cap permanent. I wasn't in Albany due to my recovery from back surgery but I would've enthusiastically provided the 48th vote to keep the Cap. It's been one of my top priorities this year. And it was one of your top priorities too since 77% of you supported it in my recent Pocketbook Survey. I originally voted to create the Cap back in 2011. Since 2012, the vast majority of our school districts and munici-
palities have kept spending increases below the Cap. Recent reports estimate that taxpayers have saved $7.6 billion statewide over the past three years thanks to the Cap. I know some school districts still struggle with the Cap. That's why I supported a $1.4 billion school aid increase in this year's Budget. Before our 2015 Session ends soon, the Assembly needs to join the Governor and Senate by voting to keep the Cap.

Along with giving their own grants and scholarships, the Foundation was able to help Dollars for Scholars, in their last year of giving, administer 17 additional scholarships to local students.
