An open letter to the Apalachin Fire District taxpayers Dear Apalachin Taxpayers, The capital project for Station 1 on Pennsylvania Ave continues to show steady signs of progress. The demolition of the former station is long complete and the start of the new structure is beginning to form. The general contractor has led the initiative to pour footers and the frost wall for the new station, roughed in electrical and plumbing. The next stage the community will see is the continued site work, elevation grading, and preparation for steel and concrete floors in the late summer. Steel is expected to arrive the first week of August and you will quickly see the building structure take shape and define the new landscape. Plans are still on track to be back in the new station in 2017. In the interim, operations have continued running smoothly out of the satellite stations. We appreciate those that have continued to yield to the blue courtesy lights and red emergency lights while driving with our volunteer responders on their way to help someone. An important reminder in these summer months is to watch for bicycles and motorcy-

As we complete the half-way mark of 2017, the fire district budget remains on target and well positioned to support the needs of the fire district in the latter half of 2017. The fire district is also looking for experienced financial personnel that may be interested in backing up our treasurer, so if you’re an accountant or financial analyst looking for a way to contribute and to get out of the house for a few hours a month, please contact me with the information below. CCE Offers Free Tioga Co. Pasture Walks Cornell Cooperative Extension will host two pasture walks in Tioga County in July and August. The first pasture walk will be on Tuesday, July 11, from 6:00 to 8:00 pm at Twin Brook Farm, 304 Lainhart Road in Owego. Hosts Marvin and Mildred Moyer have raised livestock organically at Twin Brook Farm for decades. Topics to be covered include: grazing beef cattle, chicken, pigs, sheep and more; pasture plant identification; and managing wanted/unwanted plants in the pasture. The second pasture walk will be on Tuesday, August 29, at Red House Ranch, 953 Rumsey Hill Road in VanEtten, NY, from 6:00 to 8:00 pm.

Tioga Downs Construction Workers Give to Food Bank

LPCiminelli, the construction management firm overseeing the Tioga Downs expansion project, has an internal mantra, “Building our community.” Carl York, LPCiminelli’s senior project manager at the jobsite, took it to heart. York coordinated with the 23 contractors and 21 union groups that are working on the Tioga Downs project to organize a month-long campaign to raise money and collect food for the Food Bank of the Southern Tier. “I view every location I work as my community,” York said, “and I look forward to find ways to give back.” Led by York, the contractors held a rally in early May to explain the need in the community and encourage workers to get involved. Throughout the month, workers brought in food and funds to donate to people in need in the Southern Tier. “Working in this community, you become invested in seeing its success at every level,” York said. “That’s why I wanted to show this community how invested we are, and that every single one of the construction workers and contractors want nothing more than to be a good neighbor.” Tioga Downs construction workers presented a check for $1,400 to the Food Bank of the Southern Tier Monday, June 19. They also contributed more than 70 pounds of food. “We’re grateful to the Tioga Downs construction workers, contractors and
unions who contributed to this campaign, and we extend our thanks to LPCiminelli’s Carl York for jumpstarting this worker-backed initiative. Their donations will provide 4,200 meals for neighbors in need throughout the Southern Tier,” said Natasha Thompson, President and CEO of Food Bank of the Southern Tier. “Every dollar raised makes a difference in the life of someone struggling with hunger.” The workers’ efforts received a boost from Tioga Downs Casino and Resort Owner Jeffrey Gural. He was so impressed by the construction team that he personally contributed to the cause, providing funds to bolster their impact. “It was inspiring to see all of the workers, contractors and unions rally together to support the Food Bank of the Southern Tier, and I was eager to get involved,” Gural said. “It wasn’t an expectation to have such communityfocused contractors on our expansion project, but we’re thrilled LPCiminelli brought its ‘building our community’ mantra to life at our jobsite.” With about 175 workers at the site, contractors are now completing the major expansion at Tioga Downs as part of their Class III commercial gaming license. It will include an expanded gaming floor, new table games, new poker room, a new hotel with an outdoor resort -style pool, cabana and waterslide, new golf course clubhouse and several other amenities.

Tioga Center Community Garden
When gardening enthusiast Missy Bidwell learned that Cornell Cooperative Extension was offering a gardening mentoring program called Seed to Supper, she knew she could put her previous gardening experiences to good use and quickly signed up to be trained. The Seed to Supper Program is a beginner’s guide to low-cost vegetable gardening that was developed by the Oregon Food Bank and the Oregon State University Extension Service. It has been adapted by New York State Cornell Cooperative Extension. In this program 5 aspects of gardening are discussed: Getting Started with Healthy Soil, Planning Your Garden, Planting Your Garden, Caring for Your Growing Garden and Harvesting and Using Your Bounty. It was Missy’s vision to offer this class to interested citizens of the Town of Tioga. With this in mind, Missy approached the Town of Tioga Town Board and asked them if they would consider supporting the development of a Town of Tioga Community Garden. They unanimously agreed. After getting the nod to proceed, Missy contacted the local Girl Scout troop leaders that meet in Tioga Center to see if any of the girls in the troops might be interested in going through the Seed to Supper Program with the goal of growing vegetables in the soon to be available raised beds. This was met with resounding interest. Some of
the older girls constructed two of the beds to complete a badge requirement. The younger girls were happy to plan, plant, maintain and harvest vegetables. This helped them with fulfilling their badge requirements as well. While all this of this was going on the site still had to be chosen, the area prepared, the raised beds built and top soil obtained and put in the beds and the fence put around the area to keep unwanted critters out. This was all accomplished before the unofficial beginning of summer, Memorial Day. Without the hard work and support of the Town of Tioga Town Board, the Tioga Center Methodist Church, Barb Neal from the Tioga County Cornell Cooperative Extension, Jerry Pierce, Lindy Pierce and of course Missy Bidwell this dream would have remained just that: a dream. The Town of Tioga Town Board deserves a big thank you for supporting this dream. As of right now, there are 10 raised bed in the Town of Tioga Community Garden which is located on Higby Street across from the Tioga Center Methodist Church. All 10 beds are being utilized by Town of Tioga families or groups. There is space available for 20 more beds. The plan is to construct the beds as they are needed. Anyone interested in obtaining a raised bed, they can contact the Town Clerk for an application.
Blueberry Festival in Berkshire - July 22 A Blueberry and Book Festival will be held on Saturday, July 22, at the Berkshire Community Hall, Fire Station and Library, Route 38 at the corner of Jewett Hill Road. The day starts with a Blueberry Pancake Breakfast from 7:00 to 10:00 am. The main events of the day take place from 9:00 am to 4:00 pm.
Events include berry bake sale, chicken BBQ, and Blueberry Bake-Off, raffle basket, meet & greet authors, Miss Blueberry, art show, vendors, classic car show, children's storyteller, singer Story Laurie, and live music. Bob Connelly will speak on the changing values of antiques plus antique appraisals.

6th Annual Lion 5K Walk/Run The Apalachin Lions Club is hosting its 6th Annual Lion 5K Walk/ Run on October 14, 2017. It will be held at the Apalachin Fireman’s Field Day Grounds at 10:00 am with registration opening up at 8:30 am. The race will help benefit the Apalachin Lions Club Activities Fund, with all proceeds going back into the Apalachin, Campville, and Little Meadows communities. The entry fee for this event is $20 (preregistration and includes an official race T-shirt) and $25 (day of the race, with limited T-shirts available). A small snack will be available after
the race. The pre-registration deadline is October 6. A Kids Fun Run will also take place during the event. Prizes will be awarded to the Top Male, Top Female, and several different age brackets. Community Choice Aggregation and Street Lighting Project Updates
By Donald Castellucci Jr. Town of Owego Supervisor We all review our energy costs and can come to the same conclusion; they are not decreasing. With this in mind the Town of Owego is in the process of changing out the street light to LED lighting. Also being considered is a new program approved by the Public Service Commission called Community Choice Aggregation. Both these programs have one thing in common; they are designed to save the residents and taxpayers money. Our SmartWatt project has begun. We have completed the inventory stage, identified problem areas and are in the process of buying the lights from NYSEG. We are also in the process of completing the final budget. These steps will be finalized sometime mid-July. At that point, the project will be submitted to the Public Service Commission for final approval. We expect to hear back from them in October. Upon approval, we can begin construction and can expect to be the project to be completed in late 2018. The other project the Town of Owego is researching is a program called Community Choice Aggregation. This program is instituted through MEGA (Municipal Electric and Gas Alliance). MEGA was formed about 20 years ago as a joint program between Tioga and Tompkins County to help lower costs for municipalities. It has expanded to many municipalities across the state, saving money on energy costs. Community Choice Aggregation is a program that several states have implemented. The Public Service Commission has recently approved the formation of CCA’s in New York State. Currently, there is pilot program in Westchester County. We have held several public information sessions in the town, spoke on the radio and have published information on our website. The next step is to hold a public hearing on the issue which will be
held at the Owego Town Hall on July 18 at 6:30 pm. Having limited space, I will give a quick overview of the process. The town was contacted making us aware of this new program. The benefit is that it allows communities to band together to buy electric on the open market. Having the buying power of many customers, generally a good rate can be obtained through the bidding process. We are just finishing collecting questions and addressing concerns from residents. After the public hearing, the town will decide whether to move forward or not. Once the bidding has been complete, the bids will be reviewed. If it is favorable the town will move forward. The length of the contract will be determined by the cost and current and long-term market projections. If the Town of Owego moves forward, you will receive a letter from my office stating the conditions of the agreement. At that time, you have 30 days to decide if you would like to join the aggregation. This is an opt out program. You are automatically included if you do not respond. Frequently asked questions are listed on the Town of Owego’s website as well as MEGA’s contact information. So, what do these two programs have in common? Most importantly, NYSEG’s responsibility to deliver the electric needs of the community and repair any damages remains the same. Secondly there are savings to the consumer. For the LED project, the initial payback was projected to be about ten years. I hope to be making an announcement to be cutting that time in half in the near future. After the payback period, you can expect the lighting district costs to be reduced. With the CCA, savings will be dependent on the bidding but could be $50 to $200 s per year depending on your energy usage. Ashley Tiffany of Tioga Central, driving the horse Springhouse Mojo with trainer Mike Sinclair captured the race. Ashley, who is going to Arnot Ogden School of Nursing admitted she was real nervous. “It was a thrill of a lifetime,” said the nursing major. Alicia Cygan of Vestal High School, who is going to Nazareth College to study occupation, finished second with Revenant and trainer Mickey Mc Nichol. Finishing third was Anna Ray-
mond of Newark Valley High School, driving Hot Patootie with trainer Joe Skowyra. Raymond will attend Morrisville State in the fall to study Equine Science and Management. Fourth went to Jacob Pylypciw representing Union Endicott, with the horse Thumpem N and trainer Jeff Byron. Pylypciw is going to Stony Brook University to study Clinical Laboratory Science. Finishing fifth was Ethan Pryor of Owego Free Academy guiding College Major with trainer Jason Mac Dougall. Pryor will attend Seton Hall to study communication. All five student received a scholarship for $1,700.

2nd Shared Services Public Hearing - July 11 Martha Sauerbrey, Chair of the Tioga County Legislature, is conducting a series of three public hearings across the county welcoming community input on the Shared Services Property Tax Savings Plan Initiative. This initiative was passed as part of the FY2018 State budget requiring the CEO of each of the NYS counties to convene a panel of public officials to strategize and develop a tax savings plan for submission to the State. The Tioga County Shared Services Panel comprised of all 15 municipal officials has convened two meetings thus far to start the initiative process. The second hearing will be held on July 11, at 1:00 pm, at the Ronald E. Dougherty County Office Building, Hubbard Auditorium, 56 Main Street in

Apalachin Lions “Back-to-School” Program The first day of school is a day of new experiences, new friends and new clothes. Unfortunately not all families are able to buy new clothing or school supplies for that all important opening day. The Apalachin Lions Club has been conducting a “Back-to-School” program for the last 27 years, this year with cooperation from the Vestal Target. The program furnishes gift vouchers to eligible families, helping to defraying some of
the cost of getting their children equipped for school. People living in the Apalachin, Campville and Little Meadows, PA can obtain information on eligibility and the application. Little Free Library at Hickories Park
A new Little Free Library in Hickories Park in Owego was dedicated recently in memory of an Owego Free Academy graduate and former teacher. The little free library honors Nicole Mathewson, a 2000 graduate of OFA, who was killed in 2014 during a home invasion in Lanaster County, PA. Nicole Mathewson’s friend Tessa Pozzi-Morgan who also graduated from OFA in 2000 and is also a teacher, wanted to honor her, and came up with the idea of a little free library. Tessa’s father, Bill Pozzi, constructed the library’s “house” which includes a door with a window, and shelves for the books. The Little Free Library is located next to the Hickories Park Office (near the RV area). Tessa chose the park as a location for the little free library because it is visited by so many people. Everyone is invited to use the little free library. Take a book, return it, keep it, or pass it along.
Each book in the little free library has a sticker which shows the book is dedicated to Nicole Mathewson.
