Residents Asked to Restrict Water Usage The Town of Owego Utilities Department is requesting that all consolidated water district customers voluntarily restrict their water usage until further notice. Due to exceptionally dry weather conditions, the water levels in the town wells have dropped approximately 15% since May. Additionally, the National Weather Service and NOAA anticipate the conditions will persist for the next several months. The NYS DEC issued a "Drought Watch" on July 15 stating: "We are en-

couraging residents throughout the State to conserve water whenever possible during the coming months." Students from Zion Lutheran School present Sister Mary from TCRM with a check for over $1700 they collected during weekly chapel offerings. Every Wednesday, the children would bring their offerings to chapel, knowing that it was going to help those in need. Chapel offerings from the school are chosen by the teachers to go toward either local or national/ international mission work. Sister Mary from TCRM came to the school and received a check from the children for over $1,700. TCRM partners with the Owego Kiwanis and the Tioga County Chamber of Commerce to fulfill their mission of meeting the unmet needs of the poor, sick, elderly, and of Tioga County. Needs are met through a variety

On March 22, 2016, the Semko family lost their home to a fire. The entire home needs to be gutted and rebuilt, as a result all contents were damaged either by fire, smoke, or water and are considered a total loss. Even though they had fire insurance they will not get total replacement value to rebuild and furnish everything lost. Rich lost all of his military gear which is very expensive to replace. Rich and Betsy both grew up in Little Meadows so our community is pulling together to help them out. On August 13,

Tioga Tae Kwon Do Scholarship Recipients The Board of the Community Foundation for the Twin Tiers (CFTT) is pleased to announce the recipients of the Tioga Tae Kwon Do Scholarship awards are Anna Lackner and Nicole Lamberti. Anna, a resident of Athens and a graduating senior from Notre Dame High School will be attending University of Otago, New Zealand to pursue a degree in Science. Nicole, a graduate of Waverly High School will be attending
Corning Community College this fall. The owners and operators of Tioga Tae Kwon Do in Waverly started this scholarship Fund in 2012. Master Paul Mittan and his wife Amanda created the Tioga Tae Kwon Do Scholarship fund to encourage students to pursue higher education and to recognize those who have excelled in both education and the martial arts.
Conti Receives Finkle Rosenberg Scholarship Austyn Conti is the recipient of the Finkle Rosenberg Scholarship which was awarded by the Community Foundation for the Twin Tiers. Conti is a 2016 graduate of Owego Free Academy where she was a member of the NHS, Key Club, Interact Club and active in music programs as well as a volunteer for the Special Olympics. She will be attending SUNY Broome for two years then hopes to transfer to Marywood University to complete her degree in Special Education. Finkle Rosenberg, a long-time resident of Owego, was a member of the Owego Free Academy class of 1933. She graduated from the New York State
College of Teachers at Albany with a B.A. in French and Social Studies and an M.A. in Social Studies. She taught Social Studies and was the Department Chair and Secondary Coordinator for Social Studies for the Owego Apalachin School District. Miss Rosenberg had a great love of education and as part of her estate established an endowed scholarship fund with the Community Foundation for the Twin Tiers (CFTT). This fund will provide a $2,000 scholarship each year to an Owego Free Academy graduate who is going on to obtain a teaching degree at an accredited institution of higher education. www.twintierscf.org

Fans of the American rock band, Bon Jovi, won’t want to miss an upcoming tribute concert at Tioga Downs on Friday, August 26 at 9 pm in the trackside tent. Performing everything from early Bon Jovi hits such as “You Give Love a Bad Name” or “Bed of Roses” to more recent releases, Bon Jersey has been entertaining packed crowds of fans for the past six years. The band members hail from all corners of New England and together earned Limelight Magazine's 2010 Tribute Band of the Year.

Southern Tier East Seeks Input from Craft Beverage Producers Over the next few weeks, Southern Tier East Regional Planning Development Board will be collecting information from craft beverage producers across the region in order to understand their current needs and to better support the economic growth of that industry through STE’s programs. STE Craft Beverage Program Administrator Susan O’Handley has created an online survey with a series of questions about general operations, support needs for workforce, training, and marketing, and business facilities and infrastructure. The survey can be completed electronically or over the phone with O’Handley. Breweries, wineries, cideries, meaderies, and distilleries located in STE’s service area and surrounding counties are invited to participate. “With over fifty craft beverage producers in our immediate region, it is important for us to gain an understanding of the challenges and opportunities each individual business is currently facing,” stated O’Handley. “This infor-
mation will provide focus and direction for future activities as well as opportunities for continued support.” Information collected via this survey will be used by STE to develop a Southern Tier Craft Beverage Incubator and a craft beverage marketing campaign designed to brand the Southern Tier as a craft beverage tourism destination. “We already have a general knowledge of the basic needs of the craft beverage industry here in the Southern Tier,” explained STE Director Erik Miller. “Through this process we will finetune our data in order to create programming and products that will ultimately benefit all our craft beverage producers.” Southern Tier East is a regional planning and economic development organization, the mission of which is to partner with the rural counties and communities of Broome, Chenango, Cortland, Delaware, Otsego, Schoharie, Tioga, and Tompkins to address multi-county quality of life issues.

The Exceptional Education department at TST BOCES recently received word that they were approved for an $11,000 Music Access for ALL sponsored by the Park Foundation. Music Teacher Belinda Adams applied for the grant, which aims to purchase adaptive equipment that would foster dynamic and engaging lessons and participation for all students, but with a specific focus on students who are physically disabled. These products might include switchoperated instruments, a fanlite that provides visual replication of aural sounds, a sound beam that produces music from the slightest controlled or uncontrolled movement of any part of the body and/or a switch jam, a composition software that is switch-accessible. “For many of our students with visual impairment, aural impairment, autism and/or other disabilities, these instruments allow them to join ensembles with their peers, find awareness of their own body and sounds in space and, most importantly, gives equal access and flexibility to all of our students,” said Adams.

The grant could also provide funds for potential purchases like Somatron devices, which are vibro-acoustic devices that allow students to literally feel the music. “Not only is this great for sensory regulation, stimulation and relaxation, but these devices have also proven to be excellent in allowing significant regulation or calming that would be quite helpful for many of our students with emotional and behavioral disabilities,” said Adams. The grant not only supports the purchase of the previously mentioned materials, but it also supports the action research that would take place surrounding them. Adams wanted to thank Sue Kittel from the Park Foundation for her help and support. This is the fifth grant that Adams has written in her five years at TST BOCES, and four of those have been approved. “It’s not about me, it’s for the kids,” she shared.

The Owego Hose Teams, Inc., tied in overall points with Clayville Fire Department of Oneida County at the Central New York Firemen’s Association (CNYFA) 123rd annual convention held in Oriskany on July 16. Owego placed first in the ladder and wye races and 4th in the straight lay. Clayville scored second place finishes in all three races. With 12 points each this is the first time in recent memory there has been a split title. Five total teams from Central New York competed for prize monies, trophies, and bragging rights at the firematic events. The defending Central New York Champion Owego Hose Teams, Inc., running for the first time as an independent not for profit, was in the lead heading into the final race of the day. However, slow water led to a fourth place finish in the straight lay race. Clayville
was steady all day nipping at Owego’s heels. Whitestown, McGraw, and a second Clayville team rounded out the competition. The races are timed events where firefighters test their skills. Teams of five members must connect nozzles to hoses, hoses to hoses, and hoses to the fire hydrant, and knock down targets in the quickest time in the ladder, wye, and straight lay competitions. Hose races improve basic firefighting skills. Owego Hose Teams, Inc. members included Tom Donovan, Jr., Tom Donovan, III, Pat Gavin, Andy Jackson, Lou Striley, and Joe Ward. Clayville and Owego will share the overall trophy for the next year. Incorporated as a not for profit in 2015 the Owego Hose Teams have been competing in firematics since 1951. This year marks their 65th anniversary season.

The Town of Owego Utilities Department is requesting that all consolidated water district customers voluntary restrict their water usage until further notice. Due to exceptionally dry weather conditions, the water levels in the Town wells have dropped approximately 15% since May. Additionally, the National Weather Service and NOAA anticipate the conditions will persist for the next several months. Tioga Downs Adds BBQ Live music and world class barbeque is a winning combination and it’s coming soon to the Southern Tier. With Virgil’s Real BBQ slated to open at Tioga Downs in Nichols this month, they have the deck stacked in their favor with Executive Chef, Nicholas Donahue. A native of Conklin, New York, Chef Nick has the training and skills that would make any barbecue pit master proud. TCRM’s Back to School Project Tioga County Rural Ministry would like to assist low-income teens with Back to School clothing and shoes. Volunteers drive a teen and his or her parent to a store of their choice to do their own personal shopping with the guidance of a parent. The amount of donations determines how many teens TCRM can fund with an amount of $200 each. TCRM was blessed this year to again receive $3,000
in funding from the Hooker Foundation. TCRM hopes to match that amount with donations from the community. Last year, TCRM assisted 32 teens, thanks to the kindness and generosity of many donors. Shirley Ruth Williams Brombacher (June 1, 1930 - July 26, 2016)
Mrs. Shirley Ruth Williams Brombacher of Old Plantation Drive, passed away Tuesday, July 26, 2016, at Tucker Hospice House. A memorial service was held at 2 pm Friday, July 29, at Rocky River Presbyterian Church officiated by Rev. Neal Carter. The family received friends at 12:30 pm at the church. Shirley was born June 1, 1930, in Scranton, PA, to the late Chester Williams and Margaret Krauss Wil liams. She moved f rom Apalachin, NY, in 1979 where she had been a member of the Apalachin
Fire Department Ladies Auxiliary. Shirley retired as head custodian at Central Cabarrus High School after 14 years, and was a member of Rocky River Presbyterian Church where she helped keeping the nursery. Shirley is survived by her husband of 67 years, Robert W. Brombacher; son, Mark Brombacher and wife Alexis; daughter, Lisa Brombacher; grandchildren, Erika and Anna Brombacher, Amanda and Michelle Helms, all of Concord; brother Gary Williams, and sister Lorraine Comes, both of Scranton, PA., and canine companions, Roxie, Sam, and Gabby. Open House to History An open house will be held on Sunday, August 21, from Noon to 4:00 pm at Salt Springs State Park and Richmond Hill One Room School. Both are located approximately 20 miles from the Southern Tier in Northern Pennsylvania. Salt Springs has been an important part of history dating back to Native American culture when salt was a prized and often closely guarded resource. The earliest settlers in the area were aware of the springs which led to development over the years of a farm, a wool mill and later on an early attempt to drill for oil. Two 19th Century houses, a carriage barn and a dairy barn remain. The large, circa 1840 farm house is open to the public, providing historical and naturalist exhibits. The 842-acre resource has old growth hemlock trees dating back to the Declaration of Independence. It also has waterfalls, picnic area, campsites, rental cottages and over 15 miles of marked trails and much more.
The Richmond Hills School has been in existence since 1840; current building, circa 1870. The school has been authentically restored to show the one room school as it existed in 1932, with displays and history starting in 1840. The school contains the names of several hundred students, as well as approximately 30 teachers. Richmond Hill School has been reported on in national and state media and is a true re-creation by a former student of the life and times in rural America between 1840 and 1942. Your visit will be hosted by a former student. To get to either of the above locations from the Triple Cities, take PA Route 167, Silver Lake Road, from the state line, south for 7.3 miles to the WilkesBarre Turnpike. Turn right for 0.7 mile to the school or continue south on 167 and follow the signs to Salt Springs.

Schultz Receives Bill Davis Scholarship The Board of Directors of the Community Foundation for the Twin Tiers announced that Kelly Shultz is the winner of the Bill Davis Scholarship award. Kelly had a highly successful academic career at Owego Free Academy and plans on continuing her education at Wilkes University majoring in Pre-Med (Biology). It is her desire to become a medical doctor. Joan Davis the wife of Bill Davis set up this fund in memory of her late
husband. To qualify for this award, the student must excel in science, have good interpersonal skills and intend to major in a health care field.
