Solar Energy Project in Apalachin
Graybark Solar LLC has submitted plans to construct a 2-megawatt 20-acre solar power plant just east of Tioga Terrace in Apalachin. The Town of Owego Zoning Board of Appeals held a public hearing on August 3 to hear input form area residents. The hearing lasted over two hours. Chairman Gary Philps, after being overwhelmed by the public’s input, closed the public hearing and tabled the matter until September 7. Some of the items brought up were, storm water drainage, noise levels, setbacks, visual appeal, taxes, property values, access road in residential area, animal habitat, and chemical pollution. Missing at the meeting was representation from Graybark, the company submitting the application, instead there was

a representative from Cypress Creek Renewables LLC. The application submitted is for a “Utility Substation” yet the representative from Cypress Creek stated that it was “2-megawatt power plant”. This area of town (zoned RB) only allows a “Utility Substation” with a special permit from the Zoning Board of Appeals. A substation is used to distribute the power. A solar farm that produces power is a power generating plant.
The 151st Tioga County Fair, the longest running fair in the state, kicked off on August 2 with the cutting of the ribbon by Jonathan Marks, President Tioga County Fair Board. The first event of the fair was the harness races.

An Open Hearth Cooking Workshop with Leslie Kiersted and Deb Lum will be held on Saturday, September 9, from 10:00 am to 4:00 pm at the Bement Billings Farmstead Museum, 9241 Rt. 38 in Newark Valley. Chicken Spiedie Eating Contest at Tioga Downs

The #1-ranked and #2-ranked competitive eaters Joey Chestnut and Matt Stonie will compete head-to-head at the fourth annual Tioga Downs World Chicken Spiedie-Eating Championship presented by Lupo’s on Saturday, August 12 at 7:30 pm EST trackside at Tioga Downs Casino Resort in Nichols. The chicken spiedie is renowned throughout New York’s Southern Tier and claims Endicott as its birthplace. Tioga Downs started the Spiedieeating contest in 2014. “We wanted to put a local spin on our competition, so we decided to go with chicken spiedies instead of hot dogs,” said Scott Freeman, president and general manager of Tioga Downs. “The contest has been a lot of fun the last three years and having the #1 and #2 competitive eaters will definitely raise the stakes.” Sanctioned by Major League Eating, the 10-minute contest will feature Major League Eaters from around the country. At the 2016 contest, Matthew Stonie bested both Joey Chestnut and Carmen Cincotti in a heavyweight struggle. His total of 20 Lupo's Chicken Spiedies in
10 minutes stands as a world record and is on the line at the 2017 Championship. “The 2017 installment of The Tioga Downs World Chicken Spiedie Eating Championship Presented by Lupo’s will the best yet,” says MLE Director of Operations Sam Barclay. “With the world’s top four eaters at the table this year, a new world record is all but guaranteed.” Other Major League Eaters like #4ranked Carmen Cincotti, East Windsor, NJ #5-ranked Gideon Oji, Morrow, GA, and #7-ranked Geoffrey Esper, Oxford, MA will be competing; all of whom recently competed at the Fourth of July Hot Dog-Eating Contest. A ribbon cutting ceremony was held July 14 at Hen’s Teeth Primitives at 2217 Route 17C in Owego. Hen’s Teeth Primitives focuses on gifts, farmhouse, primitive, and country decor. With the help of 16 vendors, the new shop features other items including salt lamps, essential oils, bath and body products, jewelry, wreaths, food, and other unique items.
Hen’s Teeth Primitives is owned by local couple Ben and Teresa Warren. Ben makes handcrafted furniture and home decor from barn wood and upcycled items in the old chicken barn of the family farm. Teresa paints signs, repurposes items, and paints furniture. The shop is open Wednesday through Saturday 10:00 am to 5:00, and Sunday 11:00 am to 4:00 pm.

Senator Akshar Secures $325,000 for Town of Owego LED Streetlight Conversion

When Senator Fred Akshar heard about the LED streetlight conversion project in the Town of Owego, he reached out to Supervisor Don Castellucci to see how the state could help. After discussing the needs of the Town of Owego and the economic benefit that converting to LED lights would bring for years to come, Senator Akshar went to work and secured $325,000 in state funding through the State and Municipal Facilities Program of the Dormitory Authority of the State of New York (DASNY). With the initial cost of the project at $604,000, the state funding will bring the cost for the Town of Owego down to $279,000. “We're always looking for ways to make the 52nd District more sustainable - economically, environmentally, and this is a step in that direction. I'm happy to fight for any resources or support for our district that I can, and by working together as a community, improvements like this are possible,” said Senator Akshar. The project began on July 7, 2017, and is set to be completed by April 18,
2018, converting a total of 529 light fixtures to LED. Included in the $604,000 is the cost of purchasing the streetlights from NYSEG, street lighting upgrades, Hickories Park lighting upgrades, and town hall exterior lighting upgrades. “Not only does this project save our community and taxpayers money each year, but Senator Akshar saved us over half of what the project was originally going to cost us. With the help of Senator Akshar and money from the state, we can now move forward with other projects that will benefit our community and residents,” said Don Castellucci. The new LED have the lowest cost of maintenance, lowest cost of ownership, and highest life cycle compared to other lighting technologies. Lasting an average of 22 to 34 years, the new LED conversion project will save taxpayers an estimated $64,008 annually. The LED conversion project will also reduce the Town of Owego’s carbon footprint by 129 metric tons, the equivalent of planting 122 acres of trees.

New Historic Marker A new historic marker was installed last month at 18 Front Street in Owego to recognize the former home of Elizabeth Browne Chatfield, private secretary

Leadership Tioga: Learning to Lead above the Line Lisa Grant Leadership Tioga Facilitator The Leadership Tioga class has a remarkable session on Transformational Communication. Speaker Dick Orth is well-versed on the topic. With 38 years of experience as facilitator, change leader, and leadership coach, Orth has help organizations in areas such as decisionmaking, collaborative problem solving and leadership development. According to Orth, Transformational Communication is simple but not easy. To begin we must realize that we all have leadership responsibilities to transform our community. We must first look at ourselves before we can transform others. How do we do this? Orth explained the importance of becoming aware of our words and body language and how they can have a positive or negative affect on others. His message is “to live above the line.” This line separates constructive, trusting behaviors over passive/aggressive, fear inducing critical behaviors. To be above the line we must learn to empowers others not control them, show empathy not indifference, speak with someone instead of giving them a talking to, being objective not judgemental

and teaching rather than finding fault. In doing this we become more sensitive, open and direct. Orth states you can be sensitive, open and direct all at once but the levels of each may vary. This is very true in the stages of team development. When a team is in the forming stage, sensitivity is very high. The second stage of team development, storming, being direct becomes the highest level. In the third stage, norming, sensitive and open are moving up into the high category with being direct. Finally in the fourth stage of team development, high performing, all levels reach their peak and the team is working well together. In a nutshell, lead with sensitivity; being open and direct will follow! Orth’s final thought provoking questions to the class was “How many people do we come in contact with each day? How do our words and actions affect them? New York Senator Kirsten Gillibrand visited Tioga Elementary School in Tioga Center last month to emphasize the importance of SNAP Education. CCE Nutrition Educator Kelly White from CCE Broome taught a lesson about vegetables to about 25 elementary students while the senator observed. Gillibrand shared her concerns about the proposed Senate Healthcare Plan and talked about the importance of SNAP benefits and nutrition education and advocating for adequate fedral funding. Nancy Eckstrom, Food Service Director, talked about the work being done at the school and the country to address hunger and nutritional needs. Andy Fagan, Executive Director of Cornell Cooperative Extension of Chemung and Tioga Counties, explained that SNAP Education in NYS is known as the EatSmartNY program which focuses on teaching primarily low income

Marks on Ballot for Town of Owego Supervisor Jonathan Marks of Owego announced that he is officially a candidate for Town of Owego Supervisor on the ballot in the 2017 Republican Primary Election in Tioga County. Marks was able to present the required number of petition signatures from registered Republican voters in the Town of Owego to the Tioga County Board of Elections. The primary election is Sept. 12.
