The Owego Hose Team, Inc. and Croton Hose Co. #3, affectionately known as the “Flat Rats,” hosted a block party last month in honor of the late #3s and hose team member Christopher M. Franz. Nicknamed “Toph,” the Chris Franz Memorial Hose Race events included a memorial bike ride, chicken BBQ, hose race, and open house at Company #3’s station with the theme, “Have a Toph Day.” Franz, the son of the late Owego Fire Chief Ed Franz and wife Rose, passed away suddenly of a heart condition in January. According to organizers, Chris
was part of the fabric that held Station #3 and its company together. From cleaning the station, cooking the roast at the annual #3 clambake, or ensuring the Company #3 truck #803 was in order, Chris has been dearly missed. You would see him pedaling gallantly from his house on George Street to #3’s station a block away whenever the fire whistle sounded. Always community minded, Chris was also member and leader of Boy Scout Troop 37; Lieutenant & Custodial Engineer of Croton Hose Co. #3, a member of the Owego Fire Police and the VFW Post #1371 Auxiliary.

Connie and Bob Gault have been donating $5,000 per month throughout 2017 to Southern Tier not-for-profit organizations who registered for their Gault Gives Back Campaign. Dear Apalachin Taxpayers, The capital project for Station 1 on Pennsylvania Ave. continues to show steady signs of progress. There have clearly been some delays on the part of our contractor, but as of today,the schedule indicates we will still achieve our goal of being in the station in 2017. The priority of the commissioners is to ensure this project stays on-budget, on -target to meet the needs of the district, and on-time to prevent any costly delays. Along with the extraordinary engagement of our Building Committee, we are on target to accomplish this goal. For those who have been able to drive by the project recently, you likely noticed that the structure is in place, the roof is nearly completed, and the floors have been poured. Before that could occur however, the electricians and plumbers had to complete their roughins, which they did. Over the coming weeks, you will see a dramatic change as the walls are constructed and the building is closed in. While the interior work will take a few months to complete, you will be able to see progress on the site work that is happening simultaneously. In addition to the capital project, the commissioners unanimously voted to acquire the foreclosed property of 19 New Street behind the fire station for
$14,000. This purchase was made with operating funds that became available this year primarily because the old fire station had been demolished, releasing funds that would have otherwise been used for utilities or snow-plowing. This acquisition will allow the district to create additional parking in the rear of the new station as we look years ahead. Final note as we head into October, or as the commissioners call it, Budget Season. Our goal has been to return the fire district to operating within the Property Tax Cap law following the implementation of the capital project budget last year. The taxpayers will likely appreciate we fully anticipate achieving this goal for 2018 based on the worksessions thus far. A public meeting will be held Tuesday, October 17, at Station 3. Eagle Scout Project Needs Your Support My name is Phillip Card. I am a Life Scout in Windsor Troop 68 and a senior at Windsor Central High School. I am a candidate for Eagle Scout which is the highest rank in Boy Scouts. One of the BSA requirements to earn the Eagle badge is to “plan, develop, and give leadership to others in a service project helpful to any religious institution, any school, or your community. (The project must benefit an organization other than Boy Scouting.)” Eagle Projects demonstrate leadership and organizational skills and require the support of their troop as well as the public. My Eagle Scout project will be at the new Conservation Center in Windsor. Longtime Windsor resident Charles Pettus left his property on Abbey Hill Road to the Waterman Conservation Education Center upon his recent passing. The Waterman Center is wellknown for their conservation education and environmental efforts in Tioga County and now will be able to extend their efforts to Windsor. watermancenter.org. The Conservation Center will be developed with trails for hikers, nature enthusiasts, school groups and the general public to enjoy the scenic beauty of Windsor. I have been approved by the Eagle Scout Board of Review to build a 12' x 16' Adirondack style shed with seating near the entrance of the property. This shelter will allow a safe place for visitors during inclement weather or should someone need a place to await emergen-

Local Foundation Gives Donation to 9/11 Memorial at Hickories On September 11, the Town of Owego held a memorial service at the Hickories Park 9-11 Memorial site.
Firefighters, EMS, and police personnel as well as many residents attended the service to remember over 3,000 vic-
tims, including Apalachin resident Derek Statkevicus.
During the service, the Town of Owego received a check for $12,000 toward construction of the memorial from Stephanie Carrigg, representing the Mildred Faulkner Foundation.

An official groundbreaking ceremony was held last month at Owego’s Gateway Building project on Front Street in Owego. The intent of the 2.9 million dollar Gateway project is to help revitalize the Village of Owego’s historic downtown central business district by reconstructing an anchor building at 200-204 Front Street. The previous buildings at the site were destroyed by an early morning fire on July 1, 2000. After 17 years the property will now be in-filled with a new construction mixed-use development building, and will offer retail and office space on the first floor to encourage commercial development in the downtown area, as well as, create eight twobedroom apartments on the 2nd and 3rd floors. Public restrooms for shopping, local events and River Walk patrons are also included in the design. The Tioga County Department of Economic Development and Planning in conjunction with developer, Bruce Nelson of Nelson Development Group, LLC, began work on this project in early 2016. Earlier this year Governor Cuomo announced that the Village of Owego, on behalf of the Gateway Project, was awarded $500,000 through Round IV of Empire State Development’s Restore New York Communities Initiative. Additionally, the project was awarded $1,600,000 through the Small Project
Affordable Rental Construction Program (SPARC). Steven May, Mayor of the Village of Owego stated, “I was proud to invest nearly $70,000 to help transform the village eyesore that the 200-204 vacant “hole” became after the 2000 fire, into an attractive and well used open air forum for the village and visitors to congregate and socialize while enjoying the wares of our splendid shops. That open air venue will be missed, but it was always understood that the goal by many was that the missing buildings be replaced to fully restore that section of Front Street. The addition of this new building will reclaim not only the aesthetic and structural integrity of the village's historic downtown, but also brings great benefits to residents, business owners and visitors alike.” Construction on the Gateway building began in September and the project is anticipated to be completed by December 2018. During construction offsite parking will be arranged for construction vehicles, and the project will only occupy the parking spaces directly in front of the site on Front Street. The sidewalk will remain open under scaffolding, and a small window will allow a peek of the construction activity. Open houses will be held the 3rd Friday of every month from 5:00 to 7:00 pm to encourage community involvement and interest in the project.
Halloween Carnival at Waterman Center Waterman Conservation Education Center will host a Halloween Carnival on Saturday, October 28, from 2:00 to 5:00 pm. There will be a costume parade, a contest with prizes awarded, games,
crafts, treats, face painting, cider and doughnuts, and food and drinks all for nominal cost. Cost is $4 for member, $6 for nonmembers. Waterman Center is at 403 Hilton Road in Apalachin.
Peace Poster Contest The Future of Peace is the theme for the 2017 Peace Poster contest. The Apalachin Lions Club is sponsoring the program in two local schools. Student’s ages 11 through 13 are eligible to participate. Each participant selects a medium as outlined in the contest rules and
draws, paints or sketches their interpretation of the theme. The deadline is October 6. The contact people at schools are Jolene Williams (OA Middle School) and Christopher Gilligan (Vestal Middle School).

International Students Enjoy Day in Warren Center
International Student Exchange participants from different countries met together with their host families recently at the home of Pete and Jill Darling of Warren Center, Pennsylvania. The high school students met fellow ISE students for the first time at their student orientation conducted by ISE Area Representative, Jill Darling. The group enjoyed kayaking and canoeing on the Darling Pond and hiking on trails in the woods. Afterward, the students were introduced to the All-American treat--making and eating S’Mores around the campfire. All of the eleventh graders are in various school districts--pictured from L to R are: Hector from Mexico (Cortland High School, NY); Olivia from Spain (Union-Endicott, NY); Jill Darling (ISE Area Representative); Huong (Haley) from Vietnam (Cortland High School); Keying (Shirley) from China (Wyalusing High School, PA); and Lena from Germany (North Rome Christian School, PA). All of the students are here for the entire school year, with the exception of one who’s here for half a year. Lena from Germany already skis and the rest want to learn to ski. “I’ll make sure you all learn how to ski at Greek Peak before you go back home,” said Jill Darling, who’s on the board of Triple Cities Ski Club. ISE is a cultural exchange program and students come here to learn English and to experience what it’s like living in the United States. They’re elite academ-
ics and tend to be extremely mature, disciplined, well-behaved and relate well to all ages of people, especially adults, Darling said. They’re eager to share their culture with their host families and fellow school students. Host families provide three meals a day and a room for the student. Students pay for everything beyond that. Families don’t necessarily need to have teenagers living in the home to become a host family; they may have young children, adult children or no children at all. It’s a great opportunity for empty nesters and single adults to have teens in their homes. Homeschooling families can benefit from the program as a cultural learning experience for their own children even though exchange students must attend local high schools. In many cases, host families forge close relationships with their students and have the opportunity to visit the students and their natural families in their homes. It’s an exchange program that can work both ways. When host family applications are completed early and background checks made, then those families will have better choices on students from particular countries of interest. Once again, in honor of National Business Women's Month, we, the members of NYS Women, inc., Susquehanna Chapter (Formerly Owego BPW) salute our local professional women and express our gratitude to all the women and men who fight for the right of women to receive a paycheck equal to that of a man doing the same work with the same educational background. While the gender gap has narrowed, it has not changed statistically in the last year, according to data released by the U.S. Census Bureau on Sept 13, 2016. Women now make 79.9 cents for every dollar men make, based on the median earnings of all full-time, year-round workers in 2015, an increase from 78.6 cents the previous year. Rounding off the figures shows women's earnings now at 80 percent of men's, compared to 79 percent last year. (Source: National Committee on Pay Equity, May 11, 2017) The latest numbers from 2016 show an estimated 11.3 million businesses in the U.S. are now owned by women. Those businesses employ nearly 9 million people and pull in more than $1.6 trillion. In the past 9 years, women owned companies have grown by 45% - while businesses in general have only grown by 9%. That means businesses owned by women are growing a full five times faster than the average. Revenues are growing too for women owned businesses. According to American Express OPEN, "Business revenues among women owned firms have increased by 35% since 2007, compared to 27% among all U.S. firms. Women-owned businesses employ nearly 7.9 million people. Women-owned businesses generate $1.5 trillion in sales. Women-owned firms (51% or more) account for 31% of all privately held firms and contribute 14% of employment and 12% of revenues. Over the past seven years, the overall increase of 8.3 million(net) new jobs is comprised of a 9.2 million increase in employment in large, publicly traded corporations, combined with a 893,000 decline in employment among smaller, privately held companies. 2.9 million businesses are majority-owned by women of color in the U.S. These firms employ 1.4 million people and generate $226 billion in revenues annually. Twenty-six nonprofits in Tioga County have been awarded funds totaling $61,450 by Tioga County Senior Citizens Foundation (TCSCF). Annual distributions are made to organizations that serve the needs and interests of senior citizens in Tioga County, NY. Since formation in 1982, TCSCF has given just under $2 million to benefit Tioga County’s seniors. A volunteer board directs the activities of the charitable organization. Grants for First Responders

Leadership Tioga met for their August class at the Public Safety Building in Owego which perhaps is better known as the Sheriff’s office or the jail. Over coffee and donuts provided by our host, Martha Sauerbrey, Chair of the Tioga County Legislature, broke down the county’s government into easy to understand bites. Sauerbrey, who was elected to her position, explained that there are nine legislatures for Tioga County. Each hold a part time position, is chair of a particular committee and represent approximately 9,000 people. Tioga County is made up of nine towns and six villages which are run by mayors. The legislature’s job is to oversee government, set policies and create laws and resolutions. Sauerbrey said that in her time as chair the greatest challenges to the county have been the 2011 flood and the opioid/heroin epidemic. However she feels the future is financially bright with the Tioga Downs expansion and perhaps some conservative spending. Sheriff Gary Howard was next up on the docket to discuss the workings of his
office. Howard said that the Sheriff’s position is an elected one. Howard, who is in his fourth term, explained that anyone can run for the position, must be 18 years of age, and a resident of the county. Howard broke down how each of the sheriff’s divisions operates, number of employees and what criteria has to be met to become a sheriff’s deputy. Howard then went through the history of the county’s sheriffs. James McMaster was the county’s first sheriff elected in 1791 which was prior to women having the right to vote. Finally the class was given a tour of the building which included administrative offices, shooting range, 911 center, interrogation rooms, the kitchen and the jail. Senator Fred Akshar recently joined local volunteer firefighters and EMS workers from across the 52nd Senate District to announce over two dozen funding grants to support local volunteer fire departments and emergency services squads totaling $125,000. The grants will go toward a variety of projects depending on the needs of each department. Projects range from equipment and hose upgrades and replacements to new communications technology to help local volunteers better serve and assist the residents of the 52nd District. “We rely on our first responders during our most vulnerable times,” said Sen. Fred Akshar. “We turn to them during fires, floods, car accidents and medical emergencies and we breathe a sigh of relief when we see them arrive on the scene. I’m proud to be able to secure funding to assist these selfless
members of our community to better serve and protect the people of the 52nd Senate District.” The grants were outlined in this year's New York State Budget and are administered through the NYS Division of Criminal Justice Services (DCJS). The grants included: Apalachin Fire Department, Inc. $5,000 - New SCBA air tanks Campville Fire Department, Inc. $5,000 - Wireless radio equipment for 2 water rescue boats Candor Emergency Squad, Inc. $5,000 - Technology upgrades, including a laptop and TV for dispatch and rapid response Newark Valley Fire Department $5,000 Tioga Fire Company, Inc.#1 $5,000 Waverly-Barton Fire District $5,000 New hose and equipment.
