Groundbreaking at Tioga Downs for Multi-Million Dollar Expansion Most significant milestone at Tioga Downs

Community leaders, supporters, politicians and Tioga Downs officials stood shoulder to shoulder and turned the earth with golden shovels on October 30, 2015, breaking ground on a major expansion at the entertainment complex in Nichols. Tioga Downs is moving forward with the multi-million dollar casino project now that the New York State Gaming Facility Location Board has recommended awarding the state’s final full casino gaming license to Tioga Downs. The ground breaking ceremony represents a

proactive approach to the buildout of the proposed destination resort in anticipation of the successful award of a full gaming license. Special guests US Congressman Tom Reed, Assemblywoman Donna Lupardo, Assemblyman Gary Finch and Assemblyman Clifford Crouch all spoke on the significant investment in the community that this represents. The expansion will lead to local workforce growth in terms of 840 new direct and indirect jobs. Always committed to investing in the community, the expansion will allow Tioga

A thank you reception with a champagne toast to celebrate the announcement was held immediately following the groundbreaking.

Owego’s Holiday Showcase Saturday, November 14, 10:00 am to 5:00 pm

A ribbon cutting ceremoney was held on October 29 at the county’s newly replaced East River Road Bridge over the Wappessening Creek in Nichols. The old bridge, built in 1920, was reaching the end of its service life. There was significant deterioration of the bridge deck and the concrete support structure. It was also prone to catching debris during high water events. The bridge project also allowed the

Village of Nichols to move the driveway to Kirby Park more west of the bridge to allow better sight distance for park goers to safely exit the park. The Village of Nichols, working with the county, Town of Nichols and the contractors, also put a pad for parking on the south side of the park. This pad helps alleviate parking in the mud, in the spring and during heavy rains, when the park has large events.

Juggler Will Stafford will be performing throughout downtown, bringing fun and wonder to young and old. Lions’ 5K Run Results

The Apalachin Lions Club held its 4th Annual 5K Run on October 17 at the Apalachin Fireman Field Grounds. Eighty-one runners braved the elements to run in this year’s race. The winner of the race was Brad Kaminsky of Vestal with a time of 20 minutes and 58 seconds. The top female was Kodie Tanner of Guilford, New

Interim Pastor at Owego Church The First Baptist Church of Owego (FBC-O) is pleased to announce that the Rev. William E. ‘Pastor Bill’ Kohler has been called to serve as Interim Pastor. Prior to retirement, Pastor Bill pastored the Windham Center Community Church, Windham Center, Pennsylvania, for 21 years. While at Windham Center, he led the congregation to develop a church constitution, to become incorporated and oversaw major capital projects, one of which was a 30-feet x 50feet Sunday School building with full amenities. Pastor Bill coordinates Tioga County Jail Services and has been ministering to inmates for the past 30 years. He has been actively involved at youth Bible camps and vacation Bible schools for over 50 years, ministering through the use of ventriloquist figures. Pastor Bill has been married to his wife and ministry partner, Dawn, affectionately called ‘Aunt Dawn’ by the members of previous congregations, for 56 years. They are the parents of three grown children. Currently, at the South Apalachin Baptist Church, Pastor Bill works with the youth ministry program and Junior Church while Aunt Dawn teaches the Ladies Sunday School Class. Holiday Parade in Candor - Nov. 28 Candor’s 1st Annual Holiday Parade will be held on Saturday, November 28. Step off is at 6:00 pm from the American Legion Post 907, 90 Spencer Road in Candor, and will end at Academy Street, in the Candor School parking lot, where refreshments will be served at the Emergency Squad building while visiting with Santa who will also be at the end of the parade. The Candor Community Chorus will

lead the way with Christmas caroling, and lit up floats will follow. This is being hosted by the Sons of the American Legion, with a little help from their friends. All floats must be registered and forms can be obtained from the Candor Market, Candor branch of Tioga State Bank, Quick’s Laundromat, and the Candor Post Office. Deadline for registration is November 15.

Turkey Party - November 14 A Turkey Party will be held Saturday, Nov. 14, from 6:00 to 10:00 pm at Nichols American Legion, Dean Street, Nichols.

SCOPE is a 50-year old organization in New York State dedicated to informing people of their firearms rights under the Second Amendment of the Constitution. Home Textile Tool Museum Buys Orwell Grange The Home Textile Tool Museum (HTTM) in Orwell, PA, recently completed a phenomenal summer season of Saturday programs and workshops. The unique hands-on museum welcomed nearly 500 visitors who enjoyed a sheep shearing day, a fleece to shawl competition, a presentation on 17th and 18th century samplers, and a Wool Waulking Day. Residents of the northern tier of PA and the southern tier of New York comprise the majority of visitors to the museum. In addition to the varied programs and workshops that took place this summer at the Home Textile Tool Museum, there was excitement about the purchase of the Orwell Grange Hall building located across the road from the current

museum buildings which are in the village of Orwell and have been a museum since 1999. HTTM purchased the Grange property in August and plans to use the added space for workshops, special programs, exhibits and storage. The building has been essentially empty for about 10 years so it is in need of structural repair, carpentry, exterior and interior painting, and ADA modifications. Renovations may take two to three years depending on available funding. HTTM’s program committee is putting together an exciting schedule of Saturday events and workshops for 2016. The annual O Tannenbaum Holiday Showcase opens Saturday, November 7, at 10:00 am at the Tioga County Historical Society Museum on Front Street in Owego. This year’s theme is Christmas Memories. More than 100 trees, wreaths, and other items donated by the community are displayed throughout the museum as part of a silent auction. The event culminates on Final Bid Night with entertainment and refreshments.

Looking For A Few Good Leaders The Apalachin Lions Club, in conjunction with our parent organization (Lions Clubs International), is sponsoring a sophomore student from Owego Free Academy and Vestal Senior High School to participate in the regional Hugh O’Brian Youth Leadership (HOBY) workshop. It will be held in the spring of 2016.

The Apalachin Lions believe that HOBY will benefit the participant as well as his/her peers, the school, and the community at large. Ask your guidance department Kim Hahne at Owego Free Academy, and Rebecca Martino at Vestal Senior High School, about HOBY.

Church Receives Grant for New Furnace The Lockwood United Methodist Church (LUMC) received a grant for $8,000 from the Mildred Faulkner Truman Foundation. The funds will be used to replace two very old furnaces at the church. The furnaces are each more than 50 years old, one in the church and one in the annex, and have have failed on many occasions. The Lockwood United Methodist Church will purchase new propane gas furnaces to replace the current furnaces which burn fuel oil. New furnaces along

with new cold air returns need to be installed. The work was bid out to area installers. The new furnaces will ensure that a warm Lockwood United Methodist Church is available for welcoming friends and neighbors for worship every Sunday morning at 9:30 am, and to the Open Door Mission Emergency Food Pantry and the Church Care Bag Ministry held every Friday from 10:00 am to 2:00 pm.

The two students were winners of the 28th Annual Peace Poster Contest Peace, Share Peace sponsored by the Apalachin Lions and Lions International. More than 57 students participated in the contest. The winning posters of Camryn and

Holly will go on for judging at the Lions district level. If selected, the posters will be forwarded to Lions International for judging against entries from over 150 countries. Lions Terry White presented each of the winners with a $50 savings bond. The Owego Fire Department and the Owego VFW Post 1371 Men’s Auxiliary will host A Fall Monte Carlo Night Fundraiser on Saturday, November 14 from 7:00 to 11:00 pm at the Owego VFW Post 1371 Hall, 207 Main Street in Owego. A donation is asked at the door but $6 is recommended. Proceeds from the Monte Carlo will benefit the Owego Fire Department Training Tower Fund and the Owego VFW Post 1371 Men’s Auxiliary operating fund. Both organizations will split the proceeds.

The Owego Fire Department recently completed Phase I of its training facility which benefitted from funding raised at this event. The VFW Men’s Auxiliary and OFD have partnered on Monte Carlo Night in the spring and fall since 2007. All are invited to attend. Games will include Black Jack, Beat the Dealer, Money Wheel, Chuck-of-Luck, 50/50, Joker 7 and Thanksgiving Turkey Raffle. Food, drink and entertainment will also be provided. Friday Art Walk in Owego - November 6 The Owego First Friday Art Walk continues into the deep fall season with gallery art openings, music, and local

shops open throughout the downtown area on Friday, November 6 from 5:00 to 8:00 pm. The Tioga Arts Council November exhibit will be works by Elmira based artist Rod Reynolds. Also on Front Street, The Black Cat Gallery will feature works by new member artists. AMBA Wellness Program - November 14 The New York State Women, Inc. Susquehanna Chapter (formerly Owego Business and Professional Women) is sponsoring its semi-annual AMBA Wellness Program from 6:00 to 10:00 am, Saturday, Nov. 14, at the Owego Methodist Church at 261 Main Street. The AMBA Wellness Program includes blood tests for coronary disease, liver and kidney disease, anemia, diabetes and other types of diseases. The Triple Cities Ski Club (TCSC) will hold its 35th Annual Ski Sale on Sunday, November 22 during its 50th Anniversary season from 10:00 am to 3:30 pm at Brothers 2 Banquet Facility, 2901 Watson Boulevard in Endwell. The sale is open to the public and gives sports enthusiasts an opportunity to buy and sell downhill and cross-country skis, boots, poles, bindings, clothing, plus snowboarding, skating, hockey, camping, biking and other equipment. In addition to used equipment, ski shops and vendors from ski resorts will be selling equipment and clothing at discounted prices. Drop off times for items to sell are Saturday, November 21, from 4:00 to 7:00 pm and 8:00 to 9:30 am on Sunday, November 22. Sale items must be brought to Brothers 2 (Banquet Room) at the designated times. The registration fee is 50 cents per item and 20% commission for items sold. Pickup times after the sale are Sunday 4:30 to 6:00 pm following the sale and Monday, November 23, from 4:00 to 6:00 pm. Sellers can check online during the sale to see if items have sold. TCSC will also be conducting a bake sale during the ski sale with proceeds going to Greek Peak Adaptive Snow-

Tioga County re-designed its website, www.tiogacountyny.com, to create a mobile-first design experience. The website took about eight months to develop. The Tioga County Legislature appropriated funding of at the end of 2014 for the creation of the new site. After reviewing proposals from vendors, the legislature chose Forward Business Solutions of Endwell in the amount of $18,750. Additional preliminary site graphic design and layout work was conducted by Variety Studios of Syracuse for approximately $1,200. The project was led by the county’s Information Technology and Communication Services (ITCS)Department,

Our new website is easy to navigate on your cell phone or on your computer. to create a full band sound. He performs on the keyboard, guitar and violin with a little help from technology to pull it together. Tioga Downs Thanks Community

Last month, the New York Gaming Facility Location Board selected Tioga Downs for the state’s final full casino gaming license. Tioga Downs credits the outpouring of community, political and public support over the past several months for making this decision possible. “Many members of the community were instrumental in demonstrating to the State that awarding a license to Tioga Downs would positively impact our region,” said owner Jeff Gural. “I would like to personally thank the selection committee, Governor Cuomo and the many municipalities and community leaders who made this license for Tioga Downs a reality. In addition, we appreci-

ate every single person who wrote a letter, sent an email or spoke in favor of a full gaming license for Tioga Downs at the public hearing. Your showing of support made all the difference in allowing us to move forward and begin transforming Tioga Downs into a full gaming resort.”

Once complete, Tioga Downs will be transformed into a $195 million regional entertainment destination. The expansion will also represent a significant investment in the local workforce in the form of 840 new direct and indirect jobs and $145 million of spending for the State of New York. Always committed to investing in the community, the expansion will allow Tioga Downs to further assist small businesses and charitable causes. To thank the community for its support, Tioga Downs on October 14 offered free dinner buffet to all guests. “It’s just one small way of saying thanks for believing in us and allowing us to move forward with this exciting new chapter at Tioga Downs,” said Gural.

November 10, 2000 Apalachin Brownie Troop presented a new flag to the Apalachin Library last month. The flag was donated by Arlene and Gene Kucharski of Apalachin. They obtained the flag from Congressman Maurice Hinchey. Boy Scout Troop 32 of Apalachin (below) retired the old flag and presented it to the Owego VFW Ladies Auxiliary for proper disposal.

4-H Volunteer of the Year The NYS 4-H Office announced that John King, Tioga County, has been selected as the NYS 4-H Volunteer of the Year and Ron Niedemaier, Livingston County, has been chosen as our Outstanding Lifetime Volunteer. Both volunteers will be recognized at the New York State 4-H Foundation Annual Meeting on November 12, at the Moakley House in Ithaca. John and Ron's nominations have also been sent to National 4-H Council for regional and national consideration. Regional winners will be announced in February, and national winners in April during National 4-H Volunteer Week. John King is an eight-year 4-H Shooting Sports volunteer in Tioga County. He first became involved in the 4-H Program when he enrolled his three children in the 4-H Shooting Sports and Livestock Programs. He then became a volunteer, and is now is the lead instructor in the Tioga County 4-H Shooting Sports

Program. A parent in his group said, “He is an excellent youth mentor who promotes the 4-H Shooting Sports program at the county, state, and national level.” John continually focuses on firearms safety, leadership development, and encourages members to develop their skills and take advantage of 4-H leadership development opportunities. One of his 4Hers said, “Since that first air rifle class, the one that set off the spark in my enthusiasm for shooting sports, Mr. King has taught me and numerous other kids the importance of firearm safety, responsible behavior, and how to properly shoot.” He thoroughly understands the 4-H Program and is committed and dedicated to its principles and goals. One of John's fellow instructors says, “The enthusiasm John displays, the interest he takes in the development of the youth in our 4-H programs is infectious.”

Each year, Community Care Network of Nichols (CCNN) recognizes an individual who has embodied the neighbors helping neighbors concept. At this year’s annual Volunteer Appreciation Luncheon held on September 20, the efforts and contributions of the volunteers were recognized. Mary Jane Baker is the recipient of the 2015 Founder’s Award because of her dedication to her community and her commitment to carrying out CCNN’s mission. During the flood of 2011, Mary Jane came through CCNN’s doors and asked, “How can I help?” Four years later, she still asks the same question. Mary Jane has dedicated many hours

and miles helping service the clients of Community Care Network of Nichols. She is always willing to step in and lend a hand with programs and fundraisers. Mary Jane also dedicates her time and efforts to helping others in her community. Her dedication to her church and her neighbors doesn’t go unnoticed either.
