O Tannenbaum Holiday Fundraiser
The Annual O Tannenbaum Holiday fundraiser is open now through December 17 at the Tioga History Museum in Owego. This year’s theme is “Christmas at the Circus” and you are invited to visit the more than 100 trees, wreaths, and other items up for silent auction. Visitors will enjoy musical performances from Rick Pedro, Daphne Braden, Friday at Fred’s, OFA classes, Melissa Collins, and more. Activities include wood carving demonstrations, children’s activities, and a display of antique toys. Children can

Santa will arrive in the village by horse drawn carriage at 11:00 am and take up his chair at the Tioga Arts Council on Front Street where all the children may visit him. Activities include horse and carriage rides throughout the village. The carriage rides will depart from in
front of the Barleycorn until 3:00 pm. BonFed Cartoonictures will be at the Riverow Bookshop. Juggler Will Stafford will perform throughout downtown. Owego Middle School (OAMS) student Parker Sage, Vestal Middle School (VMS) student Autumn Carter, and their families were guests of the Apalachin Lions Club at the club’s October 26th meeting. The two students were winners of the 29th Annual Peace Poster Contest, Celebration of Peace sponsored by the Apalachin Lions and Lions International. Over 125 students participated in the contest. The winning posters of Parker
and Autumn will now go on for judging at the Lions district level. If selected they will be forwarded to Lions International for judging against entries from over 150 countries. Lion Terry White presented each of the winners with a $50 savings bond. President Judy Murphy expressed the Apalachin Lions’ appreciation to teachers Jolene Williams from OAMS and Christopher Gilligan from VMS for the time and effort they expended on this project.

Veterans Day 11-11-11 Honors All Who Served and Purple Heart Recipients Invitation to attend Veterans Day Owego and Tioga County will honor all who served and Medal of Honor recipients for their valor, courage and sacrifice at 11:00 am on Friday, November 11, at the Tioga County Veterans Memorial and Tioga County Union Memorial on the south lawn of the Tioga County Court House in Owego. Veterans are urged to wear with pride their valor and service medals. Wreaths will remember the 173 fallen heroes from Tioga County. Not forgotten are POWs and MIAs from all wars. Tioga County’s Purple Heart recipients and the oldest living veterans over 90 years of age will be recognized. Boy Scout Troop 35 and the TiogaNichols Lions Club worked together to replace an old broken bench with a new bench at the Nichols Post Office. Tioga -Nichols Lions Club approached the Boy Scouts with the project. The Lions Club provided the monetary backing and the Boy Scouts designed and built the bench. Nichols Mayor Lesley Pelotte said, “We are very fortunate to have
community groups who can work together and provide items for the community, and that many people of the Nichols community walk to the Post Office and use the bench to sit, rest and talk to neighbors.” Present for the placement of the bench were the TiogaNichols Lions, Mayor Lesley Pelotte, and the Boy Scouts of Troop 36.

Thomas Ritz Earns Eagle Scout Rank Thomas Ritz of Apalachin was reconized as an Eagle Scout by the Boy Scouts of America on Saturday, October 22, 2016. A traditional ceremony and dinner was held at the Apalachin Firemen’s Field Days grounds. Thomas is a member of Troop 38, chartered by the First Presbyterian Church in Owego. Thomas is the son of David and Cathy Ritz of Apalachin, and the grandson of Marvin and Ida Kenyon, Conklin Forks, NY. Eagle Scout is the highest rank achievable for a scout in the Boy Scouts of America organization.

4-H Salute to Excellence Volunteer of the Year The National 4-H Council announced earlier this year that John King was selected as the 2016 National 4-H Salute to Excellence Volunteer of the Year. Mr. King has been a shooting sports instructor for Cornell Cooperative Extension of Tioga County’s (CCE Tioga) 4-H Program for over 8 years and was nominated by Jody Tatich, the 4-H Program Manager, with input from youth and parents for his dedication to the 4-H youth development program. This award recognizes 4-H volunteers who demonstrate exemplary service to 4-H, while promoting service through volunteerism as both an opportunity and a privilege. On Friday, October 7, King was recognized for his accomplishment by the 4 -H National Council at the 4-H Heritage Luncheon at the National 4-H Youth Conference Center in Chevy Chase, MD. A cash award of $1000 was also presented to the Tioga County 4-H Program in recognition of his award. Each year, the 4-H Salute to Excellence honors one individual in each of the four U.S. regions and from that from that group they select a national winner. “The success of our 4-H Program is due to wonderful leaders like John. We appreciate all that he has done. We are elated for him and our local program, as well as our great state-wide 4-H Program,” says Andy Fagan, Director of Cornell Cooperative Extension of Tioga County. “John is an inspiration to 4-H youth. His work is a constant reminder that the life-changing 4-
H

The YES Launch training program teaches YES LEADers how to be role models for younger students through different team activities and educational sessions. Trained YES LEADers are substance-free role

AFD District Update Dear Apalachin Taxpayers: Building upon our communication last month, many of you have commented on improvements near the station as the house at 284 Pennsylvania Avenue was demolished this past month in advance of the new fire station being planned for the site. Next steps for the new station are the bid package being finalized for November 11th with expected receipt of contractor bids the first week of December. With a lot of our focus on cost control, we are confident the bids will be within budget and a new station built in 2017. In other activity this month, the Board of Fire Commissioners finalized the 2017 budget along with our public hearing October 18th that was lightly attended. The Commissioners unanimously approved the $977,519 budget for 2017 which included the $206,715 debt service fund payment for the new Station 1 project. Excluding the new debt service fund payment, the operations and reserve budgets were within the 0.68% tax cap afforded the Fire District for 2017 (more commonly referred to as the 2% tax cap) demonstrating the Board’s commitment to keeping taxes as low as possible. For clarity, we will exceed the “2% tax cap” due to the debt service fund approved by you the taxpayers in November 2015. It is the Board’s expectation that we will return to our ability to keep within the tax cap for years to come.
I’d like to end this month’s update recognizing the dozens of volunteer firefighters that keep all of us safe in Apalachin. In addition to regular fire and EMS services, October is a busy month in the community in regards to the Department’s Fire Prevention and Outreach efforts. Hundreds of volunteer hours were put forward educating our students at local schools on fire prevention, hosting and providing Fire and EMS coverage for our neighbor not-for-profit’s like Traci’s Hope, the Apalachin Lions Club 5K, Dick’s Sporting Goods Marathon, AYFL Superbowl (Go Raiders!), AES Trunks of Treats, and the Maryvale Block Party. These events are excellent opportunities for our volunteers to engage with the community, educate our youth on the importance of fire prevention and safety, and for the volunteers to hear and feel your support firsthand. On behalf of the Board of Fire Commissioners, we want to thank all of our volunteer firefighters. The Triple Cities Ski Club (TCSC) will hold its 36th Annual Ski Sale on Sunday, November 20, from 10:00 am to 3:30 pm at Brothers 2 Banquet Facility, 2901 Watson Boulevard in Endwell. The sale is open to the public and gives sports enthusiasts an opportunity to buy and sell downhill and cross-country skis, boots, poles, bindings, clothing, plus snowboarding, skating, hockey, camping, biking and other equipment. Ski shops and vendors from ski resorts will also be selling equipment and clothing at discounted prices. Drop-off times for items to sell are Saturday, November 19, from 4:00 to 7:00 pm, and 8:00 to 9:30 am on Sunday, November 20. Sale items must be brought to Brothers 2 (Banquet Room) at the designated times. The registration fee is 50 cents per item and 20% commission for items sold. Pickup times after the sale are Sunday, 4:30 to 6:00 pm following the sale and Monday, November 21, from 4:00 to 6:00 pm. Sellers can check online during the sale to see if items have sold. TCSC will also be hold a bake sale during the ski sale with proceeds going
to Greek Peak Adaptive Snowsports: a free program offered at Greek Peak Mountain Resort, which teaches physically and mentally challenged individuals how to ski using adaptive equipment with personal volunteer ski instructors (www.gpadaptive). An informational table will be available for people to join TCSC at $10 a year. Floyd Hooker Grants Available
Deadline extended to November 30, 2016 The Community Foundation for the Twin Tiers (CFTT) is seeking applications for grants that will benefit the youth of Tioga County, NY. These grants will be awarded from the Floyd Hooker Estate Fund at the Community Foundation for the Twin Tiers. This is open to governmental or non-profit organizations that benefit the youth of Tioga County, NY. The Floyd Hooker Fund was established after Floyd “Vic” Hooker died in 2007 and designated a portion of his estate to benefit the youth of Tioga County, New York. Floyd had previously won $45 million in the NYS lottery. After winning the lottery he made no major changes to his life and continued to live in a small apartment above his favorite restaurant. Through this endowment fund, his generosity continues to support youth programming. For example activities
that provide youth with the following: an ongoing relationship with a caring and mentoring adult, a healthy start in life, safe places to learn and grow, a marketable skill through effective education, and an opportunity to give back through community service are just a few examples of past program support. The Floyd Hooker Fund has $23,000 available to grant for youth programs in Tioga County, NY. The deadline to apply has been extended to Wednesday, November 30, 2016. All students enrolled at TST BOCES are now eligible to receive a healthy school breakfast and lunch at no charge, thanks to a Community Eligibility Provision (CEP) program offered through the NYS Education Department. Head Cook Pamela Kelly was instrumental in implementing this opportunity at TST BOCES schools, taking it upon herself to research the program and fill out the appropriate paperwork. She enlisted TST BOCES Smith School Secretary Nancy Ives to help sort through the enrollment data necessary for the application. “It was a process, but it was worth it,” said Kelly. “A lot of students do not buy lunch because they are not able to.” Kelly said another benefit to the program is that it applies to all of the stu-
dents, they all have access to free nutritious meals, and they are all equal. The school breakfasts and lunches include healthy, nutritious food items that offer the right proportions of grains, protein, vegetables, dairy and fruits that a child needs to be successful in school. “Overall, I think this will make for a lot of happier classrooms,” said Kelly. “One student told me recently how happy they were to be able to eat breakfast now.” CEP eliminates the burden of collecting applications to determine eligibility for meal programs, reducing paperwork and administrative costs. TST BOCES is guaranteed participation in the CEP program for the next four years.

At the Apalachin Library The Apalachin Library is very grateful to the Floyd Hooker Foundation for awarding a grant to update the children’s room. The library bought new children’s tables and chairs, a double sided book cart, a story hour carpet, and many books. The library’s tables and chairs were getting very used. The new bigger carpet, the book cart and all the new books
make story hour - as well as just visiting the children’s room - a better experience. The library provides a story hour program twice a week for preschoolers and a parent or other adult. Cartwright Achieves AMSOIL T-1 Certification & WIX Filters Expert Level Certification Patrick Cartwright Jr, an Independent AMSOIL Dealer and Owego resident recently completed T-1 Training with AMSOIL University, upon testing he achieved Certification as an AMSOIL T-1 Certified Dealer. The training program is one of four offered at AMSOIL UNIVERSITY where dealers can obtain the required training to become successful dealers. The T-1 Certification Program is an educational series designed to provide a solid foundation on which dealers build their business. It allows AMSOIL to reward Dealers who demonstrate they have acquired the basic knowledge and customer service skills necessary to properly serve AMSOIL customers. The T-1 Certification Series includes information on all AMSOIL products and programs and provide guidance on how to help customers choose the correct AMSOIL prod-

In addition Cartwright also recently attended WIX Institute of Filtration Technology, training program where he obtained both the Technician and then the Expert Level certifications. The Expert Certification program is the second of three levels of certification offered in the series to obtain Certified Filtration Specialist Diploma. More than 550 middle and high school students from 14 school districts throughout Broome, Tioga and Chenango counties came together last month for YES Ignites, where they learned role modeling, leadership and public speaking techniques. Students will use these skills as they participate in the drug-free peer leadership program YES LEADS. YES Safe Choices is a partnership between Senator Fred Akshar and Lourdes Hospital. YES works to help kids in our area learn skills they need to resist using alcohol and drugs. YES also provides parents with useful tips and fun activities they can use as starting points in talking about substance abuse with their kids. Owego Rotary Club Helps Food Pantry with Raised Garden Beds The Owego Rotary Club, funded in part by a Rotary District Grant, has constructed five large raised garden beds at the former Nichols Elementary School on RoKi Blvd. in Nichols. The project was lead by Rotarian Kevin Millar and was assisted by Rotarian Wendy Deis. Construction was completed by Rotarian volunteer over a two-week period in early October. Also assisting was Laurie Ellis from Tioga Outreach (Catholic Charities) whose organization will be planting
and harvesting the produce to augment their existing food pantry. “This will have a significant impact on bridging food insecurity issues in this part of the County,” said Laurie Ellis, Community Services Director, at Tioga Outreach (Catholic Charities). The Owego Rotary Club contributes to numerous community projects and charities in the County, as well as offering scholarships, student leadership programs, and sponsoring exchange students.

Local Youth Attend Tobacco Control Training
Reality Check youth members from Broome and Tioga County joined over 75 other youth and tobacco control staff from Central New York at Orenda Springs Experiential Learning Center in Marcellus, NY. The day-long training allowed youth to join forces and continue the fight against the tobacco industry. Youth had the opportunity to enhance their leadership skills and work on team building activities, which included low and high ropes courses. Reality Check staff Cara Zampi and Marissa Lamphere, along with staff at Orenda Springs, encouraged youth to foster a deeper understanding of self, others, and nature – focusing on skills like leadership, communication, and education of local and state lawmakers related to tobacco control. Exposure to tobacco marketing in stores is a primary cause of youth smoking. Tobacco marketing and sales in stores near schools is a particular
concern because teens that pass by or shop at these stores are routinely exposed to pro-tobacco messaging. In New York State, 51% of tobacco retailers fall within 1,000 feet of a school, so it is not surprising that youth are more likely to use tobacco, as well as purchase, when stores are located within a short distance of their schools. Reality Check engages youth as leaders and activists in the movement against tobacco use and the tobacco industry. Reality Check is a part of Tobacco Free Broome & Tioga, a partnership between Cornell Cooperative Extension (CCE), Tioga County and the Broome County Health Department. 5th Owego Kiwanis Ornament The fifth and last in the series of Owego Kiwanis Ornaments which feature Owego, is now available. This year’s ornament features the Owego Central Fire Station.
