Tioga Downs Full Casino Opens
After a gaming license pursuit that spanned more than three years, Tioga Downs officially opened the new casino to the public on December 2, following a ribbon cutting ceremony (above).
The new gaming floor features 33 long-awaited table games, including Blackjack, Craps and Roulette, as well as popular casino games like Pai Gow Poker, Ultimate Texas Hold ‘Em, Let It Ride, 3-Card and 4-Card Poker and the Big 6 Wheel.
The casino’s new Poker Room can accommodate up to 120 players and plans are already being made to host multiple tournament events in 2017. The facility also replaced all of the 798 video lottery terminals with new slot machines.

Apalachin Elementary School Food Parade
On Friday, December 2, Apalachin Elementary School students paraded through the gym and dropped off food and toys for the Apalachin Lions Club Christmas Basket Program.
“This has been a long journey, but one that I have stated from the beginning is an important one for the people of the Southern Tier. We have created a lot of additional jobs, revenue and opportunity for the region as well as benefitting local businesses and nonprofit organizations,” American Racing and Entertainment Chairman Jeffrey Gural said.
Festival of Lights Held in Owego
Phone Santa 625-HOHO The Apalachin Lions Club has installed a direct phone line to the North Pole and convinced Santa Claus to take a break from his busy schedule to take phone calls for three nights in early December. Children can talk to Santa by calling 625-HOHO (625-4646) between 6:00 and 8:00 pm on December 5, 6, and 7. Santa always enjoys talking to the boys and girls, and is looking forward to hearing what they want for Christmas.
The 2016 Lights on the River Festival was held on Friday, December 2, in downtown Owego. Santa Claus turned on the holiday lights along the streets and the bridge. “Prelude to Christmas” Music Program - Dec. 16 The 'Prelude to Christmas' Music Program will be presented on Friday, December 16, at 7:00 p.m. at Little Meadows United Methodist Church in Little Meadows, PA. Music will be by the
combined choirs of St. Brigid Catholic and Little Meadows Methodist churches. Refreshments will follow. Everyone is welcome to attend and enjoy the music and singing.
Leadership Tioga begins in January The Tioga County Chamber of Commerce’s newly revamped Leadership Tioga program will begin on January 17, 2016. The Leadership Tioga Certification Program will run one two-hour morning class a month from January through November. In addition to the certification program, the Tioga Chamber will offer the community the chance to attend individual classes. Classes at various locations throughout the county will give participants the opportunity to learn more about what Tioga County has to offer. Dynamic speakers will discuss topics ranging from volunteerism, performance management, public safety and human services. Leadership Tioga is a program focused on exposing current and emerging leaders to those issues that affect our communities, businesses and the public.
Promoting personal growth and leadership development through education, networking and skill building, Leadership Tioga is committed to inspire and connect you to all services in your community. Tuition for the 11-month certification program is $300. For those 60 and over, tuition is $270. Tuition must be paid in full before the first class and is nonrefundable. The registration deadline for 11-month certification program is January 10, 2017. For individual classes, tuition is $35 per class, $31.50 for those 60 and older, and the registration deadline is five days before class. Castellucci’s 20th Annual Blood Drive - Dec. 15 Town of Owego Supervisor Donald Castellucci, Jr. will be sponsoring his 20th Annual Memorial Blood Drive in memory of his parents Donald and Grace Castellucci, Sr. This year’s drive is set for December 15 at the Owego Elks Club in Owego from 1:30 to 6:30 pm. Appointments can be made by calling 1800-redcross or www.redcrossblood.org. Each year since his father’s death on December 25, 1997, Don has run a blood drive in his memory. In 2010 he lost his mother to cancer as well and added her memory to the drive. Castellucci stated, “During their illness, blood and platelets were needed to extend their life. Our family was blessed by the generosity of a giving public. Each year in return, we try to give something back to help others. We have recruited approximately 600 donors helping 1800 patients to date. We are grateful to all who have joined us in helping others.”
As in the past, a rigatoni and meatball dinner will be served to all donors. Also, the family asks that food items be brought to be donated to Tioga County Rural Ministry (TCRM). Cash donations in the Castellucci’s memory are also accepted and sent to the TCRM as well. In celebration of 20 years of saving lives, $20 gift certificates donated by local businesses will be randomly given out to participating blood donors. “During the Christmas holiday we are blessed with family and friends. On December 15th, we all can give the most important give of the season; the gift of life!” said Castellucci. “Let’s take an hour and remember the family and friends that have gone before us by helping others that are still with us. Thank you for all of the past support and we hope to see you on the 15th. May all of you have a blessed Christmas and holiday season.”

Owego Hose Teams Launches New Website
NEIGHBORHOOD REDEMPTION CENTER
The Owego Hose Teams, Inc. recently launched a website at www.owegohoseteams.com showcasing the champion firematic hose racing team over its 65 year history. The interactive website features the team’s storied history by Ithaca Times Sportswriter and Owego native Steve Lawrence, pictures and video from past races, a “Hose Racing 101 Guide,” and upcoming events and fundraisers for teams. Incorporated as a not-for-profit in 2015, the Owego Hose Teams Inc. have
been competing in firematic hose racing since 1951. This year marked their 65th anniversary season. The teams have won a total of 23 Central New York firematic hose racing titles and are known throughout the state for their racing prowess. The races are timed events where firefighters test their skills. Teams of five members must connect nozzles to hoses, hoses to hoses, and hoses to the fire hydrant, and knock down targets in the quickest time in the ladder, wye, and straight lay competitions. Hose races improve basic firefighting skills. The hose teams are busy working on several projects for 2017 that include a memorial golf tournament on June 3 at the Tioga Country Club, restoration of the Baker Fireman’s Fountain, a special hose race in May at the 125th celebration of the Firemen’s Association of the State of New York (FASNY) Museum and Retirement Home in Hudson, NY, and their regular racing schedule that includes the Central NY Firemen’s Association Annual Races. The magic of the holidays begins this weekend with the return of Winterfest, a free celebration of the season for the entire family. The event features nightly attractions such as a magical dancing light and music show (created by W & W Nursery and Landscaping), singing tree shows and horse drawn wagon rides* from 5:00 to 8:30 pm. The event takes place on Fridays, Saturdays and Sundays throughout December. There will be no Winterfest on December 17, 24, 25 and 31, however additional event dates are planned for December 26, 27, 28, 29 and 30. Golden Gala for Vestal's Golden Bear The Vestal golden Bear named "Bruin," was born in 1940 when the Vestal Central School District opened its own high school. Another Vestal tradition, the King Bruin Dance, began in 1953 to honor the school's mascot. At this Sadie Hawkins-style dance, a Vestal High School boy is crowned "King Bruin" every year, accompanied by his "Princess." The theme of this year's King Bruin Dance, scheduled for 8:00 pm to midnight on Saturday, December 10, is "Golden Gala." the crowning will take place at 11:30 pm.
Another KB Dance tradition will also be celebrated this year. Vestal High School's Student Government always donates the proceeds from this dance to a local non-profit organization. This year, King Bruin's beneficiaries will be the Community Hunger Outreach Warehouse (CHOW) and Mom's House. KB ticket costs are $10 for a single ticket and $20 for a "couples" ticket. Tickets are only sold during student lunch periods December 5 to 8. No tickets will be available at the door.
Christmas Open House in NV - Dec. 10 The Depot's Christmas Open House and Holiday Magic will be held on Saturday, December 10, from 4:00 to 8:00 pm at the Depot in Newark Valley, the
Noble Room in the Post Office building, and the Newark Valley Library.

Star of Bethlehem Movie - Dec. 9 & 16 Kopernik Observatory in Vestal will show the thought-provoking movie “Star of Bethlehem” at 7:00 pm on Friday, December 9, and Friday, December 16. With Thanksgiving just behind us and the Christmas season upon us, it is a time when many of us reflect on what we are grateful for and what we are looking forward to in the year ahead. So this month’s update is dedicated to those selfless volunteers who contribute their time and risk their lives for our safety, and for which every one of us is grateful. On Thanksgiving evening, your volunteer firefighters were called out for a structure fire literally across the street from Station 1. With the fire whistle blowing at 4:00 pm, most of the men and women were preparing to share a meal with family and friends when they dropped everything to come to the aid of their neighbor. It would be more than five hours before they returned home and almost all would miss their family meal. Unfortunately, with that fire, a local family has had their lives disrupted for many months to come, but we are all grateful they made it out safely. Early detection, smoke detectors, and the quick response by the Apalachin Fire Department, including the District’s EMS staff, Shaun Foland, who was across the street in the Fire Station, led to the quick confirmation of a working fire and more than fifty volunteers responding to the scene. Apalachin Fire answered the call and at the request of Fire Chief Mike George, was assisted by our friends and neighbors from Campville, Vestal, and West Corners Fire Departments. On behalf of the Fire District and our community, we are grateful for all who sacrificed their holiday and risked their lives to protect
our neighbors that day. December brings a lot of activity with holiday shopping and gatherings with our loved ones, but there are also some important reminders for all. First, if you didn’t change the batteries in your smoke detectors when the clocks changed, go do it now. Although we will always be here to help, we’d prefer to not visit on Christmas for another house fire. Second, remember that almost all New York Fire District Commissioner elections are the second Tuesday of December. For Apalachin, polls are open Tuesday December 13th from 6:00 – 9:00 pm at Station 1. There are two seats open this year. Commissioners are responsible for the allocation of your tax dollars, so it’s important to have your voice heard. Finally, on behalf of your Fire Commissioners and Volunteer Fire Department, we want to wish you all a Merry Christmas and a joyous holiday season, whichever holiday you celebrate. We look forward to serving you in 2017 and wish you all a blessed, healthy, and prosperous New Year. The Tioga County Republican Committee recently honored outgoing Chairman Don Leonard as he retired from the chairmanship. Leonard served the local party for over 20 years. “Republicans not just in Tioga County but throughout the State of New York will miss his hard work, conscientious efforts on behalf of candidates and dedication to the Republican Party. It is no coincidence that Don has received accolades from
across New York,” stated new Chairman, Donald Castellucci, Jr. The following officers were recently appointed: Chair Donald Castellucci, Jr., 1st Vice-Chair Deb Howard, 2nd Vice -Chair Jake Brown, Treasurer Walt Zink, and Secretary Robert Williams. The names of Election Commissioner Bernadette Toombs and Deputy Commissioner Lin Layman were also sent to the Tioga County Legislature for reappointment.

Lee Appointed President/CEO of Community Foundation for the Twin Tiers foundations and managed their substantial grant making capabilities and growth. Most notably, during her tenure as President of the Community Foundation of the Elmira-Corning and Finger Lakes, the Foundation grew exponentially from $2.2 million to $34 million. This growth created a community endowment that can be counted on forever to support the area and offered donors a vehicle and place to do their philanthropic work. She also served as President and CEO of the First Community Foundation Partnership in Williamsport, PA. Having been in leadership positions with organizations that managed fund creation and acceleration, as well as created grant making programs, and partnered closely with both the nonprofit sector and professional advisors, Suzanne has in-depth hands on knowledge of all aspects of community philanthropy. “The Community Foundation for the Twin Tiers is passionate about the grant making and philanthropy programs it provides for Bradford, Potter, Sullivan, Tioga (PA) and Tioga (NY),” said Suzanne. “I am delighted to be a part of its next chapter and to work with my team, our constituents, and professional advisors to further CFTT’s mission for the members of the counties we serve.”
