Fannin County Commissioners Court Courthouse Triumphs/Covid Questions/Awards Presented By Rose Schwartz Tuesday, August 24, 2021, Fannin County Judge Randy Moore called to order the Regular Meeting of the Fannin County Commissioners Court at 9:00 a.m. A quorum was established as all Commissioners and County Judge were present. The invocation was led by Reverend Tami Gallaway of the McKenzie United Methodist Church in Honey Grove. Pledges were led by Major James Manis, Retired. 4. Public Forum: A citizen of Bonham began by referring to a conversation he had with a Turner Construction Representative regarding the memorial stone he had restored. At that time, he was told, the Architect for Turner and the Texas Historical Commission would be consulted as to whether the restored stone could be relocated to the inside of the Courthouse. He asked for a motion to be made in the form of a resolution that the monument in question never be placed outside, be placed where the Court decides and that it be the Court who consults with the Texas Historical Commission. The second speaker, a citizen of Ravenna spoke to give reasons why he strongly believes vaccine mandates are wrong. The third speaker, a citizen of Bonham and retired member of our military, stated he believes it is every individual’s right to decide what they want to do as to what is going on today. He then spoke of his friend, a local police officer and a beloved member of the community, Officer Chris Widner, who lost his life Sunday to Covid. 8. Discussion, consideration, and action8/3/21 regarding the Covid-19 Response and Continuity of Operations Plan for Fannin County Personnel: Judge Moore read a standing order from District Judge Laurine Blake for no jury trials due to Covid for the period of time from 8/23/21 to 10/15/21 due to Covid. He said all other court operations will continue to function consistently with the courts. Covid operating plan and the emergency orders of the Texas Supreme Court conclude the use of video conferencing tools for hearings be used; and in-person hearings require all persons to wear a mask unless testifying or asking questions; all in custody cases will be held via video conferencing. Judge Moore noted the First Family Coronavirus Response Act has expired which had allowed employers to pay covid positive or caretaking employees from the Act. That said, he told the Commissioners they needed to decide if they wanted to continue a supervisor’s ability to grant administrative leave to those who contract Covid and need to stay home. After some discussion, Commissioner Magness made the motion to approve the continuity plan
as stated for one week with Commissioner Lane seconding and the motion passed. 9. Discussion, consideration, and action regarding Covid-19 needs, supplies, or personnel: Fannin County Purchasing Agent Michelle Case stated there were no needs at this time. Judge Moore then called a citizen to the podium who had requested to speak. A citizen from Ravenna spoke again regarding Covid issues. 10. Discussion, consideration, and action regarding Courthouse Restoration: Judge Moore referred the Courthouse update to Barbara McCutchen who had been very instrumental in bringing about the restoration for the past fourteen years. Barbara’s joy could be heard in her voice as she told how sirens, car horns, applause filled the air downtown after the dome was put in place Friday, August 20th. She thanked Judge Moore, the commissioners, and all previous courts and then honored the memory of those who are no longer with us who had worked towards
this day like Tom Scott, Bob Nunnelee, and Mr. & Mrs. W. T. Moody. She then thanked everyone whether they voted for the work or not. 11. Discussion, consideration, and action to appoint Alicia Whipple to the Fannin County Child Welfare Board: Brenda Magness with the Fannin County Child Welfare Board submitted the name of Alicia Whipple to be appointed to the board and listed the many organizations Alicia is associated with such as CASA, CPS Services, The Children’s Advocacy Center and the Family Courts of Fannin County. She noted her expertise will be invaluable to the Board and has been found more than qualified to serve on the Board and to serve Fannin County’s most vulnerable children. Commissioner Magness made the motion to appoint Alicia to the Board with Commissioner Lane seconding and the motion passed. 12. Discussion, consideration, and action to approve Edwina Lane as an
advisory member of the Fannin County Child Welfare Board: Ms. Magness submitted the name of Edwina Lane as an advisory board member pending the application process and the required background checks. She stated after the process is completed, she will return to submit Ms. Lane’s name for appointment. Commissioner Self motioned to approve with Commissioner Magness seconding and the motion passed to approve. 13. Discussion regarding Fannin County Adult Probation budget for the biennium: Director of Fannin County Adult Probation Corey Baker began by thanking the Commissioners Court for the improvements made to his building and then proceeded to give a breakdown on their budget as required by the State. His report included revenue from a bond program and a breakdown of the collection of probation fees, restitution, and fines. He noted the number of active cases and expenses incurred by his dept. His presentation concluded with a discussion about unfunded mandates dealing with bonds and the need for a certified employee at the jail who can conduct evaluations. 14. Discussion, consideration, and action to approve minutes from 08/18/2021 (S) and 08/10/2021 (R): Motion was made, seconded, and passed to approve minutes.

2 Corinthians 4:16-18 During the years of a person’s lifetime he or she is destined to face many difficult moments. The results of the various experiences may differ as well. We may feel joy or sorrow, victory or defeat, success or failure, or triumph or tragedy. We turn our attention to some teachings of Paul in 2 Corinthians 4:16-18. He is pouring out his heart as he pleads with us to be faithful to God who is faithful to the countless
hurting. Read Paul’s testimony in this passage. “16) Therefore we do not lose heart. Though outwardly we are wasting away, yet inwardly we are being renewed day by day. 17) For our light and momentary troubles are achieving for us an eternal glory that far outweighs them all. 18) So we fix our eyes not on what is seen, but on what is unseen, since what is seen is temporary, but what is unseen is eternal.” As many of you know, I spent the last nine months of my military service as a prisoner of war in Germany. It was on September 5, 1944 at 11:45 am that I was forced to parachute from my plane into enemy territory. Seven crew members were captured. Four crew members were killed
in the crash. I want to close my remarks in this article by giving testimony of God’s sufficiency for what followed. He is in the business of safe keeping. Learning to take God’s word as a promise for the future I have been able to face life’s adversities as a means of growth in PLEASE REMEMBER! Fannin County Community Ministries needs your help!! Are You a One-Man Show? Have you ever wondered how you can get off a volunteer committee that you were appointed to? Come prepared to the meeting, do your own research, ask questions that pertain to what is being discussed, make suggestions that will increase the time the committee spends in the meeting. Come prepared to the meeting: Read the meeting materials before the meeting and have questions prepared about why you are being asked to approve items. You might find some of the items for approval are not needed. Do your own research: This should be standard but to many committees just want to rely on whatever the executive director tells them. This occurs even though the executive director admits they do not follow-up on how past actions have been adhered to. Even more concerning, the client wanting something from the committee is allowed to claim anything they want to in a financial return analysis and the committee never verifies the numbers. The committee does pay for the analysis though – not the client. Ask questions that pertain to what is being discussed: do we really need to do this in this way, does it make sense financially, how else can we get a return on our investment that is to the benefit of all. Make suggestions that will increase the time the committee spends in the meeting: Suggest metrics to see how the board is doing, training on what the board is engaged in, ways to hold your executive director accountable for the needs of the board. You might find the answer is that the board is all volunteer and they only want to spend 12 hours a year engaged in the business of the board. Actual knowledge of what they are responsible for is a distant second to having their name on the board. In my being asked to be removed from the committee two main points were brought up against my continuing membership on the board: 1) Acted on a proposal that was never deemed confidential and 2) Made a comment to some elected official about the railroad. During the dis-
cussion, one member of the board had to refer to a card in his hand to state I was a OneMan Show. In all honesty, anyone who has ever worked with me

Commissioner Magness stated this was a historic week, noted how some who voted against the restoration have changed their minds, and expressed how proud he is of the Courthouse. He thanked all who had a hand in it as it will be a source of pride for a long while. Commissioner Lackey agreed with what his associates had to say about the courthouse and added that the thing he was most proud of was the sentiment expressed by the courthouse workers that “without a doubt, this is the friendliest town they have ever been in.” He is proud of how giving this county is, thanked all for coming, made a comment about how sometimes you need to mess up the roads before needed improvements can be made, and expressed his appreciation for all. Judge Moore noted how bad news is often abundant but wanted to speak of good news and how Commissioner Self was one of the approximately 20 to 25 people searching for a missing man this weekend. He also relayed the commendation from the Chief of the Leonard Police Department to Sheriff Johnson for the fast and accurate action of dispatcher Chris Moore which led to the apprehension of a suspect in Bells, TX. who robbed a Leonard bank. Judge Moore, like those before him, noted how great it was to see the Cupola go up on the courthouse and thanked all for their attendance. 30. Adjourn: Motion was made, seconded, and passed to adjourn at 10:49 a.m.

It was a cold rainy day in Telephone. Looking out the back door window I saw the cows pushing their way around hay rings looking for that last bit of tender hay. Stepping out the door I hear the sound of a kitten under the porch. I reached under and pulled out a beautiful calico kitten soaking wet just bawling its heart out. As you may know most country folks have more dogs and cats then they need thanks to those who don’t want them. Well…….we were no different. I carried the kitten in and my wife Linda……”oh no…..no more cats in the house. Linda had just lost “Muffy” a cat
she had for 20 years………. end of story…….no, not yet. We laid “Callie” to rest today after 14 years of unconditional love…….well almost. That cat would go out of her way to slap me across the ankles while she would cuddle-up with Linda. About eight weeks before Callie passed she stopped slapping my ankles and started to let me pet her…….even let me pick her up once in a while. She would even lie beside me on the sofa. During this period Callie started losing weight to the point that there was no recovery…..we had her veterinarian lay her to rest. What made Callie change her disposition towards me after 14 years……..was she telling us that she loved us…..was she

The shelter has many volunteer opportunities – at all times of the day and even overnight. If you are available to help in this ministry, please call Mark at 903-449-4451. Open Arms Shelter is located at 1205 Albert Broadfoot in Bonham, Texas. The emergency shelter provides a place for homeless to find hope and encouragement along with shelter. Open Arms is a ministry to help the homeless get back on their feet. More information about this ministry can be found at oashelter.com. The shelter is blessed to have many faithful financial supporters. This summer Allen’s Point Baptist Church and Bonham First Baptist Church gave their Vacation Bible School offering to the shelter. Thanks so much for the generous giving by the awesome children and leaders of those churches. On August 24, Bonham Kiwanis gave a generous donation to the shelter. CapTex Bank, Bonham branch, donated toilet paper to the shelter. Thanks so much for your support.

established as three County Commissioners and County Judge were present with Commissioner Lackey attending via Zoom. 2. Public Forum: There were no speakers for Public Forum. 3. Discussion, consideration, and action regarding the 2021/2022 Fiscal Year Budget for Fannin County: Judge Moore began by discussing the letter he sent to Fannin County Hospital Authority and how in it he had told them he couldn’t think of anything else that would help the citizens of Fannin County to receive the best possible care and treatment than EMS Services. He spoke of a monthly meeting held with the ER doctor, the hospital staff, Fannin County Health Authority, the Fire Chief and himself where they go over the patient pick-ups and deliveries with EMS Service helping better the communication between all parties involved to improve the services for immediate care of the citizenry. He said he made a request to the Hospital Authority for assistance with the funding of EMS and would probably know more Monday. Judge Moore then asked Fannin County Emer-
gency Management Coordinator Troy Hudson to come to the podium for a presentation on Code Red. Troy started a discussion on why Code Red was better than its competitors. He said he has researched other companies that provide similar services as Code Red and gave a quick overview of what sets Code Red apart from the others such as weather warning, text messaging, voice, and IPAWS (Integrated Public Alert Warning System). After a review of the added services Code Red provides, a discussion ensued on the pricing differences which resulted in the general consensus that even with the recent cost increase, it is better than or comparable with other companies. He ended his presentation with his recommendation that the county continue with Code Red. After Troy’s presentation, Judge Moore began a discussion on the hiring of a facilities manager on a part-time basis of 29 hours or less to be available to change light bulbs, a/c filters, building maintenance, etc. The discussion ensued as to what qualifications would be needed for this individual and what the pay rate would be. The
T.E.C.L. 33126
suggestion of a rate of $15.00 to $20.00 was made pending the qualifications of the applicant. Fannin County Purchasing Agent Michelle Case joined the conversation and brought up the replacement of the roof on the South Annex building as well as a seal coat on the parking lot. Judge Moore said that more towards mid-October would be a better time to get something done with the roof and the parking lot. Regarding the facilities manager, it was decided to advertise for a part-time position of up to 25 hours a week for up to $20.00 an hour depending on qualifications. Judge Moore brought up a discussion regarding a payment that was agreed upon to be paid to the county by NTMWD in the amount of $200,000.00 every year in lieu of tax revenue. Fannin County Auditor Alicia Whipple noted that payment had not been received by the county but could not find in the contract where such payment was noted. Commissioner Lackey said he remembered the agreement and that there had been an MOU before the final contract where he believes that payment was noted. He and Alicia Whipple will be looking further into the matter.
Judge Moore also asked the court what they thought about using the remnant of the CARES ACT FUND to purchase the two vehicles that are on a budget request from the Sheriff. A discussion ensued with the decision being reached to purchase one vehicle and leave one vehicle in the budget request for next year. A motion was made by Commissioner Self to change line item 100-560-5750 to $53,483.60 and to purchase one vehicle out of the CARES Funding. A motion was seconded by Commissioner Magness and passed. The last topic of discussion during this budget workshop was the budget item of the DA supplement changing from $6,700.00 to $11,000.00. A lengthy discussion ensued that included the argument of how the amount of civil work being done by the DA for the court has increased over the year significantly. Judge Moore and Auditor Alicia Whipple stressed that the cost of hiring a separate civil attorney to do the work Mr. Glaser has been doing for the Commissioners Court would be much greater than the $4,230.00 increase. City Council Special Meeting – Budget, Taxes and Real Estate
6/29/21
By Rose Schwartz
Monday, August 23, 2021, Mayor H.L. Compton called to Order at 5:30 p.m a Special Meeting of the Bonham City Council. 2. General overview of proposed fiscal year 20212022 annual budget: City Manager Sean Pate asked Chris Ekrut with NewGen Strategy and Solutions to start the discussion of the budget with an overview of the Storm Water Utility Budget. Mr. Ekrut began his explanation of a Drainage Fund governed by the local government code, Chpt 552, subchapter C, the municipal drainage system. This revenue source can be used for stormwater management. A new fee will be tacked on to the water/sewer bill of $2.33 per home, per month. For commercial properties, the
fee charged will be based on the formula of $2.33 per 11,844 sq ft of impervious area on a property. The more runoff a business creates, the higher the fee goes. Using Wal-Mart as an example, he said their fee will be $94.00 a month based on the runoff they create using the previous formula. The estimate of collected fees from both residential & commercial properties will be approximately $120,000 a year that will go towards paying only for stormwater-related expenses. He noted the average fee like this for a single-family is $5.50 per home per month placing Bonham well below the average. Exempted from the charge are those with a wholly sufficient privately owned drainage system; state agencies; public institutions of higher education; the Veteran’s Administration

and city-owned properties. The recommendation is to implement this fee beginning Oct 1 to coincide with the adoption of next year’s budget. After his presentation, Mr. Pate touched on the problems incurred by the city when flooding rains occur that justify the need for this Drainage Fund. The next topic on the budget was an overview of the budget summary and the changes existing therein. He spoke of how well Bonham got through the pandemic through sales tax revenue that continued to be generated in our area. During that time due to conservative moves in the city, there were no changes to the tax rate, average billing was used in the water dept, there were no new capital expenses, fixed expenses were held firm including no changes to employee salaries. Citing the challenge of retaining and recruiting employees for many departments, the struggle for quality applications he said, is extremely critical in the emergency services; fire, police, dispatch and is a definite problem in other departments like water/sewer and the street department. He also noted the existing problem of aging infrastructure and other areas that are posing financial challenges for the city. On a positive note, he went over how future growth can help the city by new values on the tax rolls and less of a burden on the taxpayer with new homes being made available for many of the citizens of Bonham. He went over two short-term notes that will be paid off at the end of this fiscal year that will help meet many of the capital improvement needs. After his overview of the budget, he asked Director of Finance Dave Struchtemeyer for a quick

review of the General Fund revenues. Mr. Struchtemeyer began by noting that 50% of the General Fund revenues come from sales tax receipts. He stated property tax values increased to a little over 52 million dollars this year. He touched on the increase of the tax base and the revenue that base and sales tax generated. He stated that there is a projection of an 8% increase in revenue in the water/sewer fund largely due to the accuracy of the new water meters and the updated water/sewer rates that were adopted in the 2021 water/sewer rate plan. He noted that there will be an increase in water and sewer rates per what was adopted in 2021. He expounded on the Drainage Fund and its goals; went over the Utility Fund expense highlights which included an added employee, improved salaries, increase of maintenance, and operational charges of 71%. He went over major construction with new water meters and an upcoming 14-million-dollar improvement in the water system. On a positive note, he added that NTMWD did not raise their water rates which could have been an 11% increase. After his report, more discussion ensued with Sean Pate detailing expenses and funding sources coming up, that can be utilized once design schematics from the engineering study has been completed. Mr. Struchtemeyer gave a brief report on EMS with Sean Pate interjecting with his thoughts on best management practices. Mr. Pate then went over airport fund highlights, noting that there have been no significant changes taking place, with projected revenues being what they were before which is roughly under a quarter of a million dollars. He noted 50% reimbursement from grant funds that can be used for maintenance, operation, and much needed upgrades and improvements. He touched on FAA grants and the improvements that can be made with those funds. After briefly touching on tourism and chamber business he mentioned partnering with BEDCo in doing a city-wide website and a downtown development plan to capitalize on the courthouse. After his overview, Mr. Pate began the discussion of how retaining and recruiting city employees would best be accomplished. Human Resource Director Brad Nichols came to the podium to give his recommendations of a 10% raise to the base pay to Police, Fire, and EMS except for the senior administrative staff which would be at 6% as well as all city employees getting a 6% raise other than department heads. The Kidron Valley is mentioned throughout the Bible. In 1 and 2 Kings, it is the place where those of the Children of Israel who had involved themselves in the worship of idols and the immoral practices of the people who lived among them were judged by God. Under the King, they were expelled from the land (I Kings 15:13). Under King Josiah (II Kings 23:4), the priests of YHWH (God) burned the people’s idols in the Kidron Valley. In II Samuel 15:23, King David crossed the Kidron Valley as he fled from his own son, Absalom, who was trying to kill him to take over the throne. In I Kings 2:36-46, a sworn enemy of King David was killed when he crossed the Kidron Valley at the word of the King. “For the day you go out and cross over the Kidron Valley, know for certain that you shall surely die.” In the original Hebrew, KIDRON means, “dark, gloomy, ominous.” The Kidron Valley was the place where judgment of the unjust was sure to fall. Yet, in Jeremiah 31, the Lord declares to the prophet Jeremiah that the covenant God had made with Israel, a covenant which they could not and would not keep, God would replace with a new covenant – “…unlike the covenant I made with their fathers.” Jeremiah 31.31. No matter how hard the children of Israel tried, they could not keep God’s commandments. It would take a surgical procedure that only God Himself could perform on this man He created. He would do a heart transplant, and on that new heart God would write His commandments. “But this is the covenant I will make with the house of Israel after those days, “I WILL PUT MY LAW WITHIN THEM, YES, I WILL WRITE IT ON THEIR HEART. I WILL BE THEIR GOD AND THEY WILL BE MY PEOPLE…AND THEY WILL KNOW ME FROM THE GREATEST TO THE LEAST. I WILL FORGIVE THEM AND THEIR SIN I WILL REMEMBER NO MORE.” Jeremiah 31:32-33. What happened in this dark and ominous place of judgment, The Kidron Valley, against the sinful acts of man that caused the judgment of God to be appeased – this place that caused God to make a new covenant with the human race? What happened that would bring about God’s miraculous work in the hearts of the human race He created, a REBIRTH of a race of people to whom God says that He would forgive and forever forget their sins against them? There would be another to walk this lonesome and loathsome valley – this valley of judgment and death. HE would tread through the ashes and bodies of the slain, and after HIS journey, the Kidron Valley “will be holy to the Lord. It will never be uprooted or thrown down againForever.” Because of this One and in Him, the judgment of God would be stayed in the Kidron Valley. What was once the dark place of judgment would become a place of Peace. THEN, the whole of the KIDRON VALLEY will be holy to the Lord. It will never be uprooted or thrown down again-FOREVER. Jeremiah 31:39. What happened to this ominous and foreboding place to effect an eternal change? On the night before the crucifixion of Jesus and after He had prayed for His disciples and for those who would believe in Him through The Message He would give them to carry to the ends of the earth, Jesus – Son of God, would cross the Kidron Valley. “When Jesus [“Yeshua” meaning God’s Salvation] had said these things to His disciples, He went out with His disciples across the Kidron Valley.” John 18:1. It was that night Jesus entered the Garden of Gethsemene knowing that He would have to choose His Father’s rejection and judgment if mankind were to be saved from certain destruction; it was that night Jesus would be betrayed by one of His own disciples, Judas Iscariot. It was that night that the agony of what lay before Him would cause great drops of blood to erupt through His skin. It was that night Jesus entered that dark, ominous place of judgment and death to complete the work He came to do. Jesus would be judged by YHWH, God His Father, for the idolatry, immorality, and rejection of the Creator by the sinful human race. As God, His Father, laid the sins of the whole world on His Son, Jesus would know the rejection and judgment of God. For in that moment, this innocent Lamb of Sacrifice, would be consumed by the fire of God’s judgment. The Son of God would and did cross the Valley of Death – The Kidron Valley - in order to establish a new covenant, one that was not dependent of man’s obedience to God, but on His Sacrifice. He would feel the pain of God’s rejection of sin and death, for He would become sin and accept on Himself the consequences of death. He would bear the sins of the world and cry out, “My God, My God, why have you forsaken me?” Matthew 27:46. In that moment, He was no longer the Son of God; He was me – He was you, and it was Him who passed through the Kidron Valley, the place of God’s judgment, in our place. God uses archetypes and parables to give us understanding. He is gracious to make Himself known to those whom He calls to be part of His New Creation in Jesus Christ. These hidden truths permeate every page of the Bible – from Genesis to Revelation. The plan of God, to redeem man from His enemy, death, is hidden in plain sight. “Then I [Jesus] said, “Look, I have Come to do Your will, O God. The whole of this Book (Bible) is written about Me.” Hebrews 10:7. May the Holy Spirit enlighten 903-640-2196 our understanding so we may know HIM, and the POWER OF HIS RESURRECTION. He defeated sin and death – the consequences of God’s judgment. This is what Jesus, and He alone, accomplished when He was willing to cross that dark, ominous place for us all. “So Christ was offered once to bear the sins of many; and He will appear a second time, not to bear sin, but to bring salvation to those who eagerly await His coming.” Hebrews 9:28. “EVEN SO, LORD JESUS COME.” Revelation 22:20 Signed: Teri Sheddy

Game Warden Field Notes Don’t I Know You? A Montgomery County game warden received a call from a local deer camp lessee who said he was texted photos of a truck entering the property without consent. While responding to the location, the warden provided sheriff’s deputies with the location of the lease and the layout of the property. The deputies walked into the property, due to heavy rains and the lack of 4X4 vehicles. They apprehended a suspect, who
entered the camp illegally and was filling bags with hunting equipment. The warden arrived and aided in getting the suspect, the suspect’s vehicle, and the officers out of the property. The warden had previously arrested the suspect for theft of property and stealing an ATV and other property from a nearby deer lease in 2017. The suspect was charged with burglary of a habitation and had a parole violation warrant for the earlier charge.

Several of the department heads had volunteered to forgo a pay increase if money was provided to give their employees a raise, but the recommendation is for a 3% pay increase for all department heads. Also, a longevity plan was discussed that will be put in place with bonus pay paid to those employees who stay on with the city past one year. Mr. Pate went over the amount of debt the city currently has and the proper management being done with that debt. He went over again the two short-term notes that are close to being paid off and the amount of $600,000 worth of debt services that are about to be freed up. He completed his budget overview with the advice to stay away from long-term street funding giving an example of a 20-year debt funding a street that only has a useful life of twelve years. 3. Consider and take action to vote on the intent to establish an ad valorem tax rate for the tax year beginning January 1, 2021, and schedule public hearings required for tax rate adoption: Sean Pate stated the tax rate was currently .6550 and touched on the ability of the council to be able to raise the rate to .674575. City Secretary Heather Stockton advised that there will be a public hearing on September 7th for the tax rate. Councilman Wayne Moore made the motion to establish the tax rate of .6550 with a public hearing held on September 7th. A motion was seconded by Councilman Kevin Hayes and passed. 4. Consider and take action to ratify the BEDCo Board action for the sale of BEDCo Lot #1 and approve BEDCo’s decision to provide an incentive to Reddy Event Center, LLC and authorizing the Executive Director to execute documents related to the sale and provisioning of said incentive: Executive Director of BEDCo Stephen Filipowicz gave a summation of this item and how the sales provision will put a lot back on the tax roll. He spoke of Mr. Reddy receiving an incentive based on the performance of the construction of the event center. He stated this had BEDCo’s approval. He answered a timeline question by stating that Mr. Reddy will have 30 months to start construction that is based on the completion of the Best Western Plus. He reiterated that a performance criterion is the construction would add two million dollars to the local tax rolls in terms of real estate improvements, furniture, fixtures, etc. A motion was made by Councilman Mike Evans, seconded by Wayne Moore, and passed to approve item 4. 5. Adjourn: Meeting was adjourned at 6:34 p.m.

Letter to the Editor
Lessons From the Past Ignored: Afghanistan Nearly twenty years ago America was attacked and within weeks we were headed to Afghanistan to get our revenge. I was a part of that initial invasion and we were told the gloves were off! As our teams started to fly in and link up with the Northern Alliance forces that were fighting the Taliban and Al Qaeda forces we were in uncharted territory. This was the first Special Operations lead war and we were linking up with tribal leaders that were as questionable as every bit of intel we had to that point. We were told to expect to ride out the winter with them and build rapport so that by Spring we could begin our offensive. We fully expected this to be the reality but it quickly changed and we were alongside these fighters calling in airstrikes and building a relationship In nearly three months with the aid of the Northern Alliance and our close air support, we took control of the country. We had the terrorist and Taliban on the run! We were winning and it was a great feeling to be part of that mission. The gloves were off and it was a good feeling in those early days. However, by the time we started returning home and the big Army or Green Machine took over things changed. The precision surgical strikes ended as
they had been and new faces replaced ours with the Northern Alliance forces. I will say even before this we didn’t have a perfect relationship and some things went wrong. But, for the most part, the combined efforts had won the day. Once we were back at our home bases our focus shifted to Iraq! We saw this coming before we ever left Afghanistan! We knew this was going to happen, it was just a matter of when! Over the past week, I have had some very mixed and angry thoughts and feelings about the events taking place in Afghanistan. It’s a slap in the face to every one of us that served there and a bigger one to our fallen. I have had people ask me how I am doing and I have said nothing. Mostly because those asking never served and I get the feeling they are doing so out of some sense of guilt. I am fine! I am alive, my kids are doing well, and so are my family and friends. So, why am I writing this? Well, because I have something to say that only those of us that have been there can say. We have a unique perspective that no one else does. Granted this comes from our experiences both on and off the battlefield. This is strictly mine! When we first went in the gloves were off! but, as things progressed so
quickly everyone wanted a piece of the pie. The Marines, 101st, and so on. This wasn’t all bad but from my perspective completely wrong. I am less is more person and our less is more had won the day doing what Special Forces (Green Berets) do! We are the unconventional warfare experts and all those lessons from Vietnam and the years of training paid off. This I believe scared the conventional forces on some level, and they needed to have a bigger role in the war. This is where and when everything changed in Afghanistan and eventually Iraq. The boots on the ground were the true warriors those of us that carried a small piece of the World Trade Center into Afghanistan and later Iraq were the avengers for the American People. So, what changed? This is what I believe happened and has given us the results we are watching unfold now. First, I have heard over and over that the American people don’t have the stomach for a full-on war like WWII. Not since WWII have we truly gone to war with the resolve to crush our enemy and force them to surrender. The you go to war you have to be willing to risk everything to win. Like in sports you go all the way and leave everything on the field. We haven’t don’t that since WWII ended! We have fought every war or conflict with one hand tied behind our backs. I do not believe this is because we don’t have the stomach for it. I believe this is because our political
class and top military leaders don’t. I believe that we as a nation are willing to fight to the end with the gloves off. The problem is with the aforementioned. Why don’t they have the stomach for it? I think there are a few reasons. First, when President Truman authorized the two atomic bombs to be dropped on Japan we opened pandora’s box. No one was prepared for the results nor were they prepared for how everything would change. This has plagued us with a fear of destroying the world and the entire cold war was East v West and mutually assured destruction. Sadly, this gave us a false sense of security. Next, As the superpower of the world that won WWII, we fear even our own might. Plus, we have to be the good guys and I am glad we do and are, but that fear keeps us at a disadvantage in warfare. We can fight a war ruthlessly to win without committing atrocities. The political class and military leadership are to blame for this. They fear unleashing the lions of war probably because they fear not only our might but the might of the men and women in uniform. They fear one bad egg in the mix even though we had a few since 9/11. The political class and military leadership at the Pentagon fear if they unleash the lions of war they will not be able to cage them. This is not the problem. Every one of us that has and is serving no full well we can follow orders and meet our objectives.
These leaders fear looking bad in the eyes of the world, they fear losing control, they fear defeat! 10-6-20 This fear limits us and plagues us on the global stage. If you are afraid to lose you have already lost! So, they had already lost the war before our boots hit the ground. I have seen posts from my Brothers that I served alongside and posts from Brothers I have never met being shared about this mess. We all agree it was not our ef-
forts that created this crisis in Afghanistan. It was the political class and military leaders that failed. They sent us to war with one hand tied behind our backs and they wanted to win the hearts and minds while we killed the enemy. This is strategically and practically impossible. Armies are not nation builders, they are war machines, charged with fighting for the nation and fighting to win. So, yes I am upset that these leaders both Republicans and Democrats along with the military leaders failed us on the ground, our nation, and our allies. Hell, they even failed the Afghan people we fought with and who stood by our side from the beginning. I am placing all the blame at their feet because this is their fault. They are the losers! Letter to the Editor I have never written a “Letter to the Editor” in my life. I have been a resident of Fannin County for 15 years. When Randy Moore was elected Judge, I felt relieved. Finally, a County Judge that wasn’t a lawyer. Is a lawyer the only person that can run for County Judge? I wish an average “Joe Citizen” would run for that office. It would be a good change! I have nothing against any Attorney but please, give the County someone else for a change! Jim Morrison

By Rich Hilliard Three returning all-district honorable mentions lead a roster for Class 2A Trenton which in 2021 will vie to extend its postseason volleyball streak to seven. Junior Mariana Caro tops the trio, having also earned allstate notoriety in softball last spring. She’s joined by seniors Viviana Murphy and Misty Spindle for the Lady Tigers, a bi-district finalist in 2020. The trio will be joined by others returning from the 2020 postseason squad, as Trenton will vie this fall again in District 16-2A, under new head coach Leslie Partridge.
DODD CITY - Class 1A all-state basketball guard Rion Baccus of champion Dodd City will instead play for 1A Huckabay during the upcoming 2021-22 season, per her mother, Shanda Hartnett. Baccus attended first-day classes on Aug. 23 at Huckabay where her dad, Brian Baccus, who previously coached girls basketball at Savoy, has taken the position of boys basketball assistant and teacher. The State champion Lady Hornets defeated Huckabay, 62-14 -- not allowing a field goal during the contest -- in the 2021 Region III-1A semifi-
nals -- the fifth meeting in the same round between the teams during the last six years -- during their run last season to an undefeated title. Rion Baccus had 20 points in the win, sharing leading scorer honors -- in a category where she often led both involved teams in games during the championship season. Baccus earned all-state notoriety last season as a sophomore in 1A from the Texas Association of Basketball Coaches and Texas Girls Coaches Association. She also claimed the individual honor in 1A girls basketball for made free throws from TABC, as Dodd City claimed the team award in the category from the same organization. Baccus garnered the 23-1A most valuable player award last season, as the Lady Hornets won their ninth-consecutive undefeated district title and assured an 11thstraight postseason in the sport. As a freshman, she earned all-state recognition from TGCA in 1A, regional notoriety from TABC and the offensive superlative in 23-1A, after Dodd City advanced to the Region III-1A semifinals in 2020. In volleyball, Baccus garnered an honorable mention last fall, as she helped the Lady Hornets advance to the regional finals in the sport for the first time since 2001. Her departure continued an offseason of change for the reigning State 1A girls basketball champion. In April, head coach Alex Stephenson took the same position at 3A Brock, after almost eight full seasons at the helm. In May, all-state standouts Dani Baccus, her sister, and Journie Hilliard graduated; they will extend their careers in the sport, respectively, at Hardin-Simmons University in Abilene (99 miles from Huckabay) and Dallas Christian College.

No Fannin County teams appeared in the rankings by Dave Campbell’s Texas Football Magazine on Aug. 23. However, rivals from districts including county teams did make the polls released online. In Class 3A-II, Gunter, a 2020 State semifinalist, placed at No. 2. The Tigers compete in 8-3A-II with Leonard. Meanwhile, Lindsay, a 2020 regional semifinalist, garnered the No. 10 spot in the 2A-I rankings. The Knights vie with Trenton in 5-2A-I. Last season, the 1A-II poll most weeks included Fannindel, as the Falcons advanced to the State quarterfinals, made their deepest postseason trip since 1988’s State 1A semifinals run and finished 11-1.

After some back and forth, the District Attorney went to the podium to answer questions. When questioned about the $4,230.00 by Commissioner Self, Attorney Glaser said it could go up to $18,000.00. He continued that a supplement from the state was discontinued the year before and that he has been requesting a civil attorney for several years but until a civil attorney is added, he will fill in as best he can. He added that Cooke and Grayson counties pay a $15,000.00 supplement to their DA. Judge Moore interjected with his thoughts that he has looked into this, and he is really good where they are due to how much they utilize that office and believes this supplement is getting it to where it ought to be. Commissioner Lane agreed with Judge Moore. Commissioner Lackey gave his reasons why with the 3% raises given to County employees, it was hard to give a State employee more. Judge Moore asked for a motion and Commissioner Self made a motion to change the DA’s supplement salary to $7,500.00 from $11,000.00. A motion was seconded by Commissioner Lackey. District Attorney Richard Glaser had the comment that it was
not really about the value of the money, but the value of the work. And the value of the work had increased a lot more than $700.00 a year. “I think you guys are being penny wise and pound foolish.” He said he is not allowed to represent anybody else having signed an affidavit yearly to represent the State of Texas and he represents the Commissioners Court as a courtesy and while he is happy to do so, with the greatly increased workload he doesn’t want to shortchange the work he does because he doesn’t feel justly compensated. He went on that he thought about requesting $15,000.00 which is well within the benefits of what he provides for the county. He gave reasons why he believes he provides a lot more value and wants that value recognized. Commissioner Self stated he does appreciate him and knows he does a lot for the county. Commissioner Lackey also weighed in with his statement that he is not against the DA but does not like feeling like things cannot be questioned. Judge Moore stated that this is not a salary but an incentive to help the county out and feels the county is fortunate to have someone that will do all the work they are doing for this amount. He continued that “from a business perspective, it’s going to cost the hound out of us to go another route.” He

said no one should feel bad for asking questions and doesn’t take it as an affront just because one doesn’t agree with what he proposes. But wants to do what is logical, what is in the best interest of the county, doing good things for the county, taking care of business for the county. He knows that he has utilized that service much more in the last year than the year before and sees the need as only escalating. He concluded that without some kind of compensation, an injustice is being done to the DA and his office. He then asked for a vote on the motion. With Precinct 1, 3, and County Judge voting nay on the motion and Precinct 2 and 4 voting yay, the motion failed for lack of votes. After the vote, Judge Moore announced an unclaimed property capital check received annually from the state that is usually around $2,000.00, however, this year it is for $122,000.00. After some discussion on what it’s been used for in the past, Judge Moore asked Alicia to look into where this money can be spent and if the amount is even correct. Judge Moore stated he believes things are looking up in a positive way for the county and that we’re headed in the right direction. 4. Adjourn: Motion was made, seconded, and passed to adjourn at 11:03 a.m.
