Project Approval
This Charter approves the commencement of the construction of a sequence batch reactor treatment system for waste water produced by the engineering building at Athlone Institute of Technology, to cater for a maximum loading of 500 persons (250 p.e.). A project plan will be developed and submitted to the Project Sponsor for approval.
Commencement of project
activities will begin upon approval of the project plan and the resources to execute it by the Project Sponsor. Included in the project plan are to be a scope statement; schedule; cost estimate; budget; and provisions for scope, resource, schedule, communications, quality, risk, procurement, and stakeholder management as well as project control.

Project Deliverables
The purpose of the AIT waste water treatment system project is to treat waste from the campuses engineering building, which represents approximately 400 persons currently and with an expected increase to 500 persons in three to five years. This will act to significantly reduce the annual discharge to the municipal sewer. The project deliverables are outlined in table 1 below.

Project manager
The Project Manager, Trevor Smullen, is hereby authorised to interface with management as required, negotiate for resources, delegate responsibilities within the framework of the project, and to communicate with all contractors and management, as required, to ensure successful and timely completion of the project. The Project Manager is responsible for developing the project plan, monitoring the schedule, cost, and scope of the project during implementation, and maintaining control over the project by measuring performance and taking corrective action.

Project plan
A completed project plan will be developed and submitted to the Project Sponsor for approval by Monday 11th February 2013. Once the project commences, work on the project will be performed according to the schedule provided in the approved project plan. The Project Manager will obtain approval from the Project Sponsor for any schedule changes which impact the project completion milestone.

Budget Estimate
7.1 Funding Source Funding of the AIT Waste Water Treatment System project will be sought by AIT from the department of education or similar funding streams.
7.2 Estimate This section provides a summary of estimated spending to meet the objectives of the AIT Waste Water Treatment System project as described in this project charter. This summary of spending is preliminary and subject to adjustment. Preliminary costing for the project is provided in table 2. Table 2 – Estimated project cost
