1.0

Project description

Currently AIT discharges its waste water to the municipal waste water treatment system at a significant cost to the institute. It is proposed to construct an onsite treatment system to treat waste from the campuses’ engineering building, which will represent approximately 400 persons currently and with an expected increase to 500 persons in three to five years. This will act to significantly reduce the annual discharge to the municipal sewer. This will see benefits for AIT in the form of reduced charges for the discharge of waste water and for Westmeath Co. Co. by reducing the discharge from the institute to the existing treatment works.

2.1 Funding The total project budget has been estimated at â‚Ź 454k, for which funding must be sourced. The responsibility for acquiring funding rests with AIT in their role as project sponsor.

2.2 Planning As the construction of a waste water treatment plant at AIT is not classified as an exempted development under legislation it is necessary to obtain planning permission from Westmeath Co. Co.. The acquisition of planning permission will act to promote proper planning and sustainable economic, social and cultural development. Planning permission for the project will be sought on behalf of AIT by the appointed consulting engineer in conjunction with TNLS.

2.3 Discharge licence In addition to planning permission, as part of the planning process a discharge licence will also need to be acquired. Under the Local Government (Water Pollution) Act 1977 as amended all trade effluent discharge to sewer networks require the granting of a discharge licence. The treated effluent being discharged from the institute will require the acquisition of a discharge licence from Westmeath Co. Co.. The discharge licence will be sought for the discharge of treated effluent from the waste water treatment facility via a pipe network to the municipal sewer, which will be connected in the vicinity of the eastern entrance to the campus. The application for a discharge licence will be made by the appointed consulting engineer in conjunction with TNLS.

2.4 Road opening licence It is an offence under Section 13 (10) of the Roads Act, 1993 to excavate a public road without the lawful consent of the Roads Authority. Thus as part of the planning process a road opening licence will be sought for the purpose of connecting the effluent discharge to the municipal sewer, under Section 13 (6) of the Roads Act, 1993. The application will be made for the purpose of excavating a portion of the R916 in the vicinity of the eastern entrance of the main campus. The responsibility of obtaining a road opening licence will rest with the appointed consulting engineer in conjunction with TNLS.

2.5 Project scope The Project Scope must be defined, managed, controlled, verified and communicated to the project team and stakeholders. The scope will identify and elaborate on the key requirements of the project and identify the responsible parties. The project scope will be subject to continuous review

throughout the project. The project scope will be established and managed by TNLS in conjunction with all stakeholders.

2.6 Project Schedule The project schedule will initially be set up by TNLS in conjunction with AIT and reviewed on a continuous basis. The primary project schedule will be subject to change by individual project parties; such as the appointed contractor who will provide a construction schedule which will form part of the overall project schedule. The project schedule will have a full list of work activities, intended start and finish dates for each element and responsible parties.

2.7 Estimate project budget A budget for the construction of the wastewater treatment plant must be determined, in order for appropriate funding to be sought. The project budget is subject to continuous change as the project scope becomes more defined activity cost estimates will become more accurate. The project budget shall be established and managed by TNLS on a continuous basis.

2.8 Project management planning In order to ensure the effective planning, estimating, and controlling of the construction of a waste water treatment plant on the AIT campus TNLS have been appointed as project managers for the duration of this project. As such they are authorised to interface with management as required, negotiate for resources, delegate responsibilities within the framework of the project, and to communicate with all contractors and management, as required, to ensure successful and timely completion of the project. Numerous required activities fall under the heading of project management planning including: 

2.9 Contractor procurement For the construction stage of the project it is necessary to appoint an appropriate contractor with a proven track record with similar projects. The appointment of a contractor will be in response to a comprehensive tendering and evaluation process. Tenders will be evaluated on the basis of the most economically advantageous tender. A contractor will be appointed by TNLS in conjunction with AIT. 5

2.10

Health and safety

A Health and Safety Plan must be developed to minimise the risk of injuries in the workplace. A preliminary Health and Safety Plan must be prepared by the Project Supervisor for the Design Process (PSDP) in accordance with Regulation 12 of S.I. No. 504 of 2006 Safety, Health and Welfare at Work (Construction) Regulations, 2006 and any amendment thereof. It is the responsibility of the Project Supervisor for the Construction Stage (PSCS) to develop the Safety & Health Plan for the Construction Stage in compliance with the above regulations. This involves the implementation of the Safety & Health Plan, and any amendments required. The Health and Safety plan must be established in accordance with the Safety, Health and welfare at work act 2005.

2.11 Treatment System design The treatment system must be designed to be capable of treating a maximum daily demand of 250Pe. The system must be designed in in accordance with EPA manual, Treatment Systems for Small Communities, Business, Leisure Centres and Hotels 1999. The treatment must produce effluent which meets required standards, thus reducing the biological loading on the municipal sewer. The treatment system shall be designed by a competent individual or party to be appointed by AIT.

2.12 Plant construction The designer, contractor and TNLS shall be responsible for ensuring that the treatment plant is constructed in accordance with the standards as set out by the EPA (Treatment Systems for Small Communities, Business, Leisure Centres and Hotels) 1999. Any other standards that might be of relevance to this project should be abided by. TNLS as project managers shall be responsible for monitoring and controlling the construction stage of the project.

2.13 Project closure Upon completion of the development of sequencing batch reactor the project is required to be closed effectively. TNLS as projects managers are responsible for ensuring the project is adequately closed.
