In the center pages we review the budget for the previous fiscal year and give you a snapshot of how the Town has provided services to the community through 2021 and 2022. Also in this issue, we explain how Danville has been utilizing funds we received as part of the American Rescue Plan Act.

With California’s drought issues an ongoing concern, our Maintenance Department continues to future-proof Danville’s landscaping and prepare for winter storms. Learn how to be notified when the Town’s sports fields and the dog park are closed for rain.

The Danville Town Council has returned to the Town Meeting Hall and welcomes the community to participate in the twice-monthly meetings. While the Town Commissioners continue to engage the public via zoom, the Town Council was eager to do the Town’s business live and in person. Town Appoints First Bicycle Advisory Commission Members

As an initiative of the Townwide Bicycle Master Plan adopted in July 2021, the Town Council approved the formation of a new Bicycle Advisory Commission (BAC) on March 1, 2022. The recruitment and interview process for BAC Commissioners took place through the spring, with the Town Council officially appointing the Town’s first BAC Commission members at its regular meeting on June 21, 2022.

The BAC will meet quarterly, or more frequently as necessary, on the fourth Monday of the month. The commissioners held their inaugural meeting on Monday, September 26, 2022, at 5:00 p.m.

The BAC will be responsible for advising the Town Council on how the Town can better support bicyclists and users of non-motorized transportation modes and would define clear goals and objectives by developing an annual work plan. Goals and objectives will include advising on prioritization and implementation of projects and programs contained in the BMP; providing input on conditions, operations and safety of existing bicycle infrastructure; review and input on proposed bicycle-related policies, funding applications, and legislation; coordination with the public to promote cycling programs and projects; and development and dissemination of bicycle awareness and education materials to the community.

THE GREAT CALIFORNIA SHAKEOUT

All it takes is one minute to practice a disaster readiness drill. Simple and quick. Although the disaster is an earthquake, it’s a great annual reminder to be prepared for many different disasters such as wildfires, landslides, floods, and severe weather. October 20, 2022, at 10:20 a.m., everyone can Duck, Cover, and Hold On; no matter where you are, no matter whom you are with. Schedule a different day or time if this date is not the most convenient for you. This is a great opportunity to review your disaster kit and home plan and remind yourself how to stay informed and receive information. Help with community readiness by spreading the word with friends, family, and co-workers to encourage them to take the one minute and practice Duck, Cover, and Hold On. American Rescue Plan Act of 2021

On March 11, 2021, the American Rescue Plan Act of 2021 (ARPA) was signed into law. Intended to speed up the United States’ recovery from the economic and health effects of the Coronavirus pandemic, the $1.9 trillion economic stimulus bill included $360 billion in relief for state and local governments. Danville was awarded $10,647,738 in Fiscal Recovery Funds which were received in the form of two equal payments in July 2021 and July 2022

Fiscal Recovery Funds are intended to assist cities in mitigating fiscal impacts resulting from the pandemic and must be used according to guidelines issued by the U.S. Department of the Treasury. The Town’s focus for use of these funds has been to invest in efforts aimed at promoting economic recovery while providing the greatest possible community benefit.

Through two separate actions in October 2021 and June 2022, the Danville Town Council allocated funding for the following programs, partnerships, and projects:

$850,000 to support community programs for mental health, homeless and senior services.

$900,000 to support local business and non-profit organizations including the Danville Area Chamber of Commerce, Discovery Counseling Center, Meals on Wheels Diablo Region, Danville Library Foundation, Friends of the Danville Library, Museum of the San Ramon Valley, San Ramon Valley Education Foundation, Down Syndrome Connection and the Eugene O’Neill Foundation.

$8,258,012 to partially fund several high priority capital improvement projects including:

• $1,000,000 for Town-wide Storm Drain Management improvements and/or watershed pilot projects.

• $1,500,000 for improvements identified in the new Downtown Master Plan to promote economic vitality and business growth.

• $350,000 to expand the Town’s computerized irrigation management system to reduce water usage in public parks and roadsides.

• $1,000,000 to develop a new Multi-Sport Skate Park to support youth, teens, and adults at Diablo Vista Park.

• $500,000 to install a fiber-optic interconnect network to connect the Town facilities and upgrade traffic signal communications.

• $875,000 to install solar/photovoltaic systems and replace HVAC units to improve energy efficiency and reduce GHG emissions at the Town Offices being relocated to 500 La Gonda Way.

• $2,033,012 for Town Green and Arts District improvements as identified in the Town Green Master Plan to support downtown revitalization.

• $1,000,000 for bicycle related public street improvements identified in the Townwide Bicycle Master Plan to improve resident mobility.

As Human Resources Manager for the Town of Danville, I administer and execute all human resources functions, policies, and procedures for the Town. My responsibilities include enhancing the Town’s human resources by planning, implementing, and evaluating policies, programs, and practices. I serve as a trusted advisor to Town employees and coach management and staff on complex and sensitive employee relations issues. I support current and future business needs through our staff’s development, engagement, motivation, and preservation.

NOVEMBER MUNICIPAL ELECTION CANCELLED

The Danville Town Council is comprised of five Councilmembers, elected at-large for four-year terms. In a special meeting on Tuesday, August 23, 2022, the Danville Town Council adopted a resolution canceling the November 8, 2022, Municipal Election and appointed the only two candidates nominated to the two council seats that would have appeared on the ballot. At the end of the filing period, only two candidates had turned in papers to City Clerk Marie Sunseri: incumbents Karen Stepper and Robert Storer. Karen Stepper and Robert Storer were appointed to four-year terms and will be formally sworn in at the annual Mayor’s Installation and Community Service Awards on December 6, 2022. Town Talks with the Mayor

Town Talks with the Mayor is a monthly live stream broadcast held on the first Friday of each month via Zoom. The Mayor invites guests to discuss a variety of topics of interest to Danville residents.

October 7—As we begin to think about holiday shopping, we discuss the wonderful shopping opportunities in our local community and learn about upcoming Fall Community Events in Danville.

December 2—Tune in as we discuss the importance of the relationship between County government and Danville, and the roles each play to provide a variety of services to Danville residents.

Downtown Traffic Signal Safety Improvements

Throughout the fall, upgrades to traffic signal equipment will be taking place in the downtown area. As part of the Townwide Signal Modernization Improvements Project identified in the Town’s Capital Improvement Program, signal technicians will replace components that will improve safety for motorists, pedestrians and bicyclists as they travel through the bustling downtown corridor.

Pedestrians strolling through the downtown will soon notice the installation of new pedestrian push buttons at traffic signals. What is unique about the new push buttons is that they will not be required to be pushed at all—instead, having the option to “wave” at the sensor located on the signal pole that will place a walk call to the traffic signal. This newer technology has been growing in use since the onset of the Covid-19 pandemic, which reduces the traditional, touchable push button with a non-touchable surface to assist with public health and safety. The accessible-friendly pedestrian sensors will also continue to feature the ability to touch a directional button to assist those with visual impairments. Locations of the new push buttons include intersections along the Diablo Road, Hartz Avenue and Danville Boulevard corridors.

Another traffic signal safety enhancement taking place this fall will be the installation of flashing yellow left turn arrow indicators (or “FYAs”) at the intersections of Diablo Road/Front Street and Diablo Road/West El Pintado Road. Currently, left turns from both the eastbound and westbound directions from Diablo Road onto each of these intersecting streets are “protected” movements (indicated by a green arrow) followed by “permissive” movements (indicated by a circular green signal). As an improved safety measure, flashing yellow left turn arrows will replace the circular green indicators that convey the message that motorists are allowed to make their left turn when it is safe to do so and clear of oncoming through traffic. Through years of national research, the “FYA” has proven to reduce vehicle collisions involving left turning and opposing through traffic movements at signalized intersections.

La Gonda Bridge to be Replaced

Design work has begun to replace the La Gonda Way Bridge, located just east of Danville Boulevard. The steel girder structure was built over San Ramon Creek in 1950 but is now too narrow for the current Average Daily Traffic use, making it functionally obsolete.

The bridge will be widened to meet current standards and will include 12-ft wide travel lanes, 8-ft paved shoulders, and 6-ft wide sidewalks. The $6 million project will also include pedestrian improvements to the intersection of La Gonda Way and Danville Boulevard. The Town anticipates construction to begin in Summer 2026.

Funding for the replacement project will come from the Caltrans Highway Bridge Program, a federal grant program intended to replace or rehabilitate public highway bridges over waterways.

Resurfacing on Major Roadways

Construction has begun to repair two of Danville’s major arterial streets, San Ramon Valley Boulevard and Camino Ramon.

Once complete, the roadways will have a new roadway surface along with new green bike lane markings, replacement of striping, and Americans with Disabilities Act curb ramp improvements and traffic detection and signal upgrades.

The project utilizes funds from the second round of the One Bay Area Grant, a federal grant program intended to improve transportation infrastructure.

Diablo Road Trail Update

Design and environmental work on the long-anticipated Diablo Road Trail project has continued throughout 2022. With the environmental phase completed, the final design will continue through the fall. Also in progress is the design of a crosswalk and trail crossing system that will connect the existing Diablo Road Trail (“Barbara Haile Trail”) along the north side of Diablo Road to the new trail segment that will run along the south side of Diablo Road. The crosswalk and trail crossing system will be located at the intersection of Diablo Road and Fairway Drive.

The crossing system will consist of a relatively newer type of traffic control device called a High-Intensity Activated Crosswalk beacon signal (or “HAWK”). HAWK systems were developed and first used in Arizona and have had an increasing presence in California over the last several years. HAWK systems, also referred to as Pedestrian Hybrid Beacons, are a blend between a traditional traffic signal and a flashing beacon crosswalk system. For pedestrians and bicyclists, HAWKs work similarly to other push button-activated traffic signals and flashing beacons, which direct the person walking or biking to wait for the signal to change and traffic to stop, allowing them to cross safely.

Halloween is almost here! Here are some tips to help you and your family stay safe:

Avoid cutting across yards or alleyways and avoid crossing between parked cars

Do not assume right-of-way. Motorists may not see you so make eye contact with a driver before crossing the street

Want to report an issue or get in touch with your town? The Danville Connect app is the perfect way to do just that. The app allows residents to accomplish a wide variety of tasks, from reporting a pothole to requesting facility rental information with ease. The app uses the phone’s GPS so that when a resident reports an issue like a flashing traffic signal, the exact location is sent to the appropriate Town staff. You can even attach a photo of the concern to the report. Features such as this allow Danville staff to more efficiently serve members of the public. Danville Connect features an FAQ system with extensive information, direct email access to Town Council and links to the Danville website, publications, and social media. The app is free and can be found in the Apple App Store or Google Play by searching for “Danville Connect.”

WINTER STORM PREP

What is the Model Water Efficient Landscape Ordinance (MWELO)?

MWELO is a statewide water efficiency law for new and renovated landscapes in California. It sets limits on high water use plants and irrigation equipment. Research has shown that creating and maintaining landscapes that meet MWELO use 80% less water, require 60% less maintenance and produce 50% less yard waste. The ordinance encourages the use of a variety of plants, including native, climate-appropriate plants. Limited size lawns and non-adapted plants can also be planted.

Any single-family or multi-family residential, public, institutional, or commercial project that requires a permit, plan review, or check from the local review agency AND meets one of these size thresholds needs to comply:

• New construction project with a total landscape area greater than 500 sq. ft.

• Rehabilitation of existing landscape with a total landscape area greater than 2,500 sq. ft.

• Total landscape area includes swimming pools, fountains, and other water features. To learn more about the MWELO ordinance, visit www.danville.ca.gov/MWELO.

THE NEW NORMAL: DEALING WITH DROUGHT

As drought conditions become increasingly common and severe throughout the state of California, Danville continues to take steps to preserve water. In addition to investing in technology that increases irrigation system efficiency, efforts to retrofit sprinklers and replace highwater usage landscapes are also occurring.

You may have noticed “Water Conservation Area” signs in landscape areas during your travels throughout Danville. These are generally grass areas that, while aesthetically pleasing, require a considerable amount of water without providing much usability. Irrigation has been turned off in these areas to conserve water during the current drought. Bark mulch has been and will continue to be installed, and many of these areas will be planted with drought-tolerant landscapes when conditions are more appropriate. While it may not be the grass we’re all used to, the Town’s Maintenance Department will continue to work to make these landscapes look beautiful while significantly reducing water usage.

Every fall, the Town of Danville takes on the monumental task of cleaning and clearing miles of roadside ditches, culverts, creeks, and storm drain inlets. The work is done to help ensure that the waterways and drainage locations are clear once the winter rains begin.

There are approximately 4,700 storm drain inlets in Danville. The current 5-year maintenance program is to inspect and maintain 500 of these drain inlets on an annual basis; however, last year, over 1,100 were cleaned.

The Town is asking residents to help keep storm drains and culverts clean by making sure yard waste is safely disposed in green bins instead of left on the street or in ditches.

Debris left in the roadway can cause problems:

· Clogging or damage to storm drains

· Potential traffic hazards

· Increased rodent activity

· Increased costs to the Town for disposal

Downtown Master Plan Adopted, Priority Projects Identified

The Town Council adopted the updated Downtown Master Plan in September 2022. The project goal was to look at opportunities to enhance public gathering in the historic downtown area. The Plan includes a series of placemaking strategies developed from input received from the community and stakeholders, the Town Council and various commissions and boards. From the Plan strategies, projects were developed and prioritized by the Town Council.

Unique to this effort, the Town has an allotment of American Rescue Plan Act (ARPA) grant funding that it can use to advance one or two projects in parallel with the long-range plan implementation process. The Town Council recognized that the selected project must be of limited size and scope to allow the Town time to complete the project within the time frame stipulated by ARPA funding requirements. The Council chose to advance two of the project concepts in the Plan: a project to improve five key intersections on Hartz Avenue and a project to construct a flexible performance plaza space at the Village Theatre. These projects would achieve the following key community objectives:

• Reduce vehicle speeds

• Enhance pedestrian safety by shortening the crossing distance at key intersections

• Advance an age-friendly strategy identified in the Danville Age-Friendly Roadmap by elevating the intersection to the level of the sidewalk.

• Enlarge the public plaza at the intersection of Hartz and Prospect Avenues for community gathering and recreation programming.

• Add specialty art lighting at the newly designed intersections to enhance pedestrian-level lighting.

• Create a flexible pedestrian plaza space in the Arts District, activating the underutilized area between the Town Meeting Hall and Village Theatre.

Safe Travel Through School Zones

With the start of the new school year, it’s time to remind everyone of the critical importance of being safe and aware as you approach and travel through school zones. Whether driving, walking or biking when traveling to school, or just passing through on you way to work, please remember to obey all traffic laws including posted speed limits, yielding to pedestrians and crossing guards at crosswalks, sharing the road with bicyclists, and scanning and being aware of all traffic signs, roadway markings, traffic signals and activated flashing crosswalk beacons.

Please take extra time to pre-plan your daily routes and routines and understand the required travel time to your school, workplace, appointments and other destinations. Specifically in terms of school bell times, it is important for residents who travel in and around routes to elementary schools (Grades K–5) and high schools (Grades 9–12) in the San Ramon Valley to understand that all of those grades begin at 8:30 a.m. for the 2022–23 school year. Residents are asked to build in the extra time to their schedules in order to arrive at their destinations on time, and more importantly, to do so safely to ensure the safety of yourself and everyone else you pass by along your route.

It is always important to avoid distracted driving. Please delay those calls and texts until you get to your destination—the safety of everyone’s lives depends on it.

SANDBAG STATION TO ASSIST IN FLOOD PREVENTION

As we enter the rainy season in Northern California, the Town of Danville sets up a sandbag station each winter to help residents prevent flooding on their properties. The sandbag station is located at the Town’s Service Center at 1000 Sherburne Hills Road and provides sand, sandbags and a shovel in a do-it-yourself setting. Require a signature upon delivery so you can be sure the package is not left unattended

Subscribe to delivery alerts so you can monitor exactly when packages should be arriving

If you will be away or on vacation, arrange for someone else to retrieve your packages

Consider installing a video doorbell or surveillance system to keep an eye on deliveries.

This fall, the Art Gallery is pleased to welcome back local artist group: Beyond the Brush. This group of Bay Area women artists has been busy creating a variety of abstract paintings and mixed media artworks that will be on display and available to purchase from October 20 to December 16 in an exhibition titled, IMAGINE THAT! Visitors to the Gallery will be delighted by the thought-provoking imagery depicted in these works of art.

An Artist Opening Reception will be held on Thursday, October 20, in the Village Theatre Art Gallery from 5:30 p.m. to 7:30 p.m. All are welcome to come to see the artwork and meet the artists in person.

Mystery Night Coming toDanville to Puzzle Local Sleuths

“The rustle of silks and feathers under muted conversation was probably the last thing heard by the tragically and unexpectedly deceased at the Masquerade Ball. With a mystery under each feathery façade, unmasking the killer may be quite a challenge. It’s up to you to determine which partygoer is guilty, bring this crime to justice, and save the party!”

There’s a mystery afoot! On November 4th at 5:30 p.m., attend Danville’s Masquerade Ball at the Danville Senior Center and help solve the crime. Trade clues with your fellow guests, gather information, and solve the crime before the masked menace gets away. Evening wear, ball gowns, Venetian masks, suits, and tuxes are encouraged but not necessary to attend this high-class night of masks and murder. Get ready for a glamorous evening of mystery, intrigue, and murder, with dinner included. Good luck detectives!

Howl-o-ween Fun!

Halloween has gone to the dogs in the best paw-sible way! Join us for the first-ever Howl-o-ween celebration at Hap Magee Ranch Park on Saturday, October 29. The pet festivities will include a costume contest, a pet parade and a photo opportunity. Costume judges will review costumes for the silliest, most original, best owner/dog duo and best impersonation. Polite, leashed dogs are welcome to register. Retractable leashes are not allowed. All participating dogs must be current on all necessary vaccinations.
