As we embrace the vibrant days of summer, we are excited to share the latest updates and upcoming events that reflect our community’s spirit and growth.
The Town is committed to maintaining the beauty of our public spaces through the Lighting and Landscape Assessment District (LLAD). LLAD funding ensures our parks, streetlights, and landscaping remain in top condition. Learn more on Page 6 about how property assessment rates have not kept up with inflation, and how that now impacts our community.
Along Hartz Avenue, the Downtown Master Plan Catalyst Project has made significant progress. We anticipate wrapping before the winter holidays, and you can read about the improvements on Page 11. We are also making improvements Townwide through the Pavement Management Program, including improvements to San Ramon Valley Boulevard (Page 10).
This summer, enjoy the Music in the Park series and Moonlight Movies, with free events through August 3. Additionally, we hope you will stop by and see Botanica, the 14th Annual Juried Exhibition at the Village Theatre Art Gallery starting July 13.

November Municipal Election for Town Council Seats
ELECTION DATE:
The Danville Town Council is comprised of five Councilmembers, elected at-large for four-year terms. Every two years, either two or three of the seats come up for re-election. In the next General Municipal Election, Tuesday, November 5, 2024, Danville voters will elect three Town Councilmembers.

To be eligible to run for Town Council, candidates must reside within the Town of Danville incorporated boundaries and be a registered voter at the time nomination papers are issued. Interested residents must make an appointment with the City Clerk to receive and submit campaign documents during the nomination period beginning July 15 through August 9, 2024. If an incumbent fails to file nomination papers by the August 9 deadline, the nomination period will be extended to 5 p.m. on August 14, 2024 for candidates other than the incumbents.

The secure ballot drop boxes are available 24/7 and will be open until 8 p.m. on Election Day. After 8 p.m., the boxes will be locked and unable to accept additional ballots.

GUILLERMO SANTOLAYA
Civil Engineering AssociateMeetGuillermo Santolaya, a Civil Engineering Associate with the Town of Danville. With 15 years of service, Guillermo has been instrumental in overseeing the Town’s capital improvement projects and public works initiatives. His friendly and professional communication is highly valued, especially by those in the community affected by construction activities.
Business owners downtown have become familiar with Guillermo as he updates them on the Downtown Master Plan Catalyst Project. He is seen regularly along Hartz Avenue meeting with contractors and ensuring the project is running smoothly. His results-oriented approach has contributed to the successful completion of significant projects, including the Front Street emergency creek bank repair and the Diablo Road emergency culvert replacement.
Guillermo’s passion for engineering and dedication to public service are matched only by his love for tinkering with his Ford Mustang 5.0 in his free time. Say hello if you see Guillermo around Town!
GETTING PERMITS FOR SUMMER PROJECTS
Why do summer home projects from pools to outdoor kitchens need building permits? Securing a building permit before the start of your renovation allows the Town to ensure that your project is built under the current State of California building codes and that the proposed project meets the minimum state mandated health and safety standards. If you are planning on doing work to your home and have questions regarding whether your project will require permits, feel free to call our Permit Center at 925-314-3330.

SIDEWALK TALK
Did you know that homeowners are responsible for maintaining sidewalks along their property? Each homeowner can do their part to keep neighborhoods safe and walkable by repairing and maintaining their sidewalks. To report a concern, visit www.danville.ca.gov/danvilleconnect.
SIGNS OF SUMMER
Between graduation and election seasons, lots of signs go up around Danville this time of year. Remember that temporary signs can only be placed on private property with the consent of the property owner, and must be less than six feet in area and height. No temporary signs can be placed in the public right-of-way or on any public structures (such as utility poles or boxes). And if you’re looking to show support for local candidates or causes, all political signs must be removed within 10 days after the election.
BOATS & RVS: GETTING READY FOR FUN
One more “sign” of summer is having a boat or RV getting packed up for fun. While boats and RVs must be screened from public view if being stored, they can be out for temporary loading and unloading. For RVs, residents can obtain and display a 3-day temporary parking permit from the Danville Police Department, which will allow the owner time to load and/or unload. The permit must be displayed in the front left corner of the windshield.
NOW FOR TEEN CENTERS
The upcoming school term is fast approaching as summer is underway. The Town of Danville is preparing to reopen Teen Centers at Charlotte Wood, Los Cerros, and Diablo Vista Middle Schools. The Town is responsible for maintaining and monitoring the centers to ensure a secure and enjoyable place for teens after dismissal.
Students enrolled in each middle school can participate in team building, arts and crafts, movie clubs, and more at that Teen Center location. Trained recreation staff will create a healthy and engaging after-school environment for teens.
The Teen Centers open after Labor Day weekend and follow the San Ramon Valley Unified School District calendar, remaining open until the last day of school. On regular school days, the centers will stay open until 5:30 p.m., and on minimum days, they will stay open until 4:30 p.m.
Danville staff provide teens with a safe and supportive environment in Teen Centers. Registration is $175 per quarter, $525 for the entire academic year. Registration is required to participate.

The leagues are well-organized and cater to different skill levels, ensuring that everyone from beginners to seasoned athletes can participate and enjoy. Don’t have a group to play with? Individuals ready to participate in a league can sign up for the Free Agent list, which is accessible to team managers looking to recruit new members to fill their rosters.
Danville’s sports leagues are more than just about the games; they are about building a healthier, happier, and more connected community. in Danville is an exciting season for families with a lineup of fun events that cater to a variety of interests and ages. On July 31, the magic of Harry Potter will be celebrated with a special birthday event, inviting all young wizards and witches to enjoy crafts, snacks, potions, and games. The festivities will take place at the Danville Community Center & Town Green, promising a day filled with enchantment and wonder.
Organization, the Town of Danville is thrilled to bring back our basketball program for young athletes. Junior Warriors enhances basketball skills for grade-school students while instilling core values such as dedication, discipline, team spirit, fair play, and diligence. It’s a comprehensive experience where participants relish the excitement of basketball and gain life skills within a nurturing atmosphere. Registration for the fall league opens in August.
SUMMER PERFORMANCES:
For those who love the great outdoors, the annual family campout August 3-4 offers a perfect opportunity to bond under the stars. Nestled in the scenic beauty of Mt. Diablo State Park, this event invites participants to immerse themselves in a traditional camping experience, complete with hiking, youth crafts, and family games. As the sun sets, campfires come to life, setting the stage for an evening of storytelling and marshmallow roasting. The event provides a dinner and a continental breakfast, ensuring that families are energized for their adventures.

Rounding out the summer of family events, Kidchella brings a kid-friendly concert series to the Town Green, where families can enjoy live music performances that are sure to get little feet dancing. This year’s series included The Banana Slug String Band in June and will feature Asheba on Wednesday, July 17. Join us for a day of excitement and imagination in partnership with the Danville Library, beginning with a book reading at 11:15 a.m. The melody continues with a fun concert on the Town Green at noon, followed by an hour of arts and crafts at 1 p.m. Kidchella is free, and no registration is required.
Our annual concert and movie series started in June, and there is more in store. Join us for these upcoming events. All movies are shown on the Town Green at sundown, with kids’ activities starting at 6 p.m. Music in the Park Concerts begin at 6 p.m.

In2003, Facebook was only available to a handful of college students, and the iPod delighted music lovers with a scroll wheel and small gray screen. You probably owned a flip phone, and you may have voted to update a property assessment known as the LLAD. The Lighting and Landscape Assessment District is a way for property owners to help fund amenities that directly benefit their property, such as parks, community centers, and lighting. The reason we bring up 2003 is that this was the last time the assessment amount was changed, and just like technology, it’s time for an upgrade.
The Town has been studying costs for upcoming maintenance to Town amenities through its annual operating budget adoption process, and costs for maintenance and construction have risen sharply in recent years. The Town has also added amenities in the last 20 years, adding to the LLAD burden. To maintain the beauty and quality of life in Danville, additional funds are needed from the LLAD.
What role do homeowners play in maintaining Danville’s character and how is this funded?
Homeowners help ensure streets are well-lit, parks are maintained, and roadsides are landscaped, contributing to the Town’s overall appeal. This is funded through the Lighting and Landscape Assessment District (LLAD), which levies an annual assessment on property owners, appearing on their property tax bills.
What steps is the Town taking to address rising maintenance costs?
The Town is researching ways for the LLAD to keep pace with inflation and community needs, as maintenance costs have risen significantly.

Why is the LLAD important and how are its zones structured?
LLAD ensures well-maintained street lights, parks, and roadsides, enhancing the quality of life in Danville. The Town is divided into zones, with property owners in each zone paying for maintenance of amenities that directly benefit them.

What are the current LLAD rates and how have maintenance operating costs changed?
Annual assessments range from $166.50 to $305.80 per home, unchanged since 2003. However, maintenance costs have increased nearly 57% since then, while LLAD revenues have increased by just under 7.5%, putting more strain on the general fund.

Danville’s Senior Activities Shine!
Seniors of Danville have several summer activities to look forward to, each promising fun, engagement, and the opportunity to create community.
The Senior Variety Show on September 14 at the Village Theatre is a muchanticipated event that showcases the diverse talents of Danville’s senior community. This annual event invites seniors over 50 to perform acts ranging from dancing and singing to comedy and poetry readings. Auditions for the show are held on July 26. The Morning Mingle series offers seniors the opportunity to gather to enjoy coffee, pastries, and good company. The next Morning Mingle is set for 9 a.m. on July 30 at the Danville Senior Center, providing a perfect start to the day with friendly faces and warm conversations.
September marks National Senior Center month, a time to celebrate the contributions of senior centers in
enhancing the lives of older adults. Here in Danville, our residents can take advantage of the local senior center through our health and fitness programs, special interest classes, and various social events. The Danville Senior Center also provides valuable resources such as the Senior Monday Lunch Program and free movie screenings, serving as a hub for seniors to connect with each other and access services that support healthy and independent living.
This year, Danville is excited to again host Walktober, encouraging participants to stay active and enjoy the outdoors throughout the month of October. This event aligns perfectly with the pleasant weather of Danville’s autumn, inviting seniors to participate in group walks that are as much about exercise as they are about socializing.

BUDDING ARTISTS BLOSSOM AT DANVILLE’S BOTANICAL BONANZA

summer with a floral feel as the Village Theatre Art Gallery hosts the 14th Annual Juried Exhibition, Botanica, starting July 13 with a free opening reception. This exhibition showcases a diverse range of artworks, selected through a competitive jury, capturing the delicate beauty and intricate details of plant life in various artistic forms.
Art enthusiasts and nature lovers alike will find themselves enchanted by the exhibition, which runs through September 20 as each artist presents their unique interpretation of botanical subjects. Artists responding to the juried exhibition could submit works including outdoor murals, faux flower or faux plant
arrangements, multimedia, sculpture, acrylic, ceramic, charcoal color pencil, collage, digital art, oil painting, pastel, photography and watercolor.

CAPITAL IMPROVEMENT PROJECTS :
COMING SOON TO A ROAD NEAR YOU
This summer, roads throughout Town will see improvements to surfaces and sidewalks. But did you know that pavement management is a data-driven process?
The Town of Danville uses engineering expertise and analytic software to determine when, how, and where to conduct pavement maintenance. To make best use of the $3 million average annual investment in Townmaintained roads, Town staff analyze pavement conditions based on a number of factors, including age, future construction, traffic loads, and available funding. The Town has approximately 158 centerline miles of local roadway, and with soaring construction costs and heavy storms, Town staff are working harder to stretch every pavement dollar.
The Pavement Management Program is part of the Town’s Capital Improvement Program. To manage
the program, the Town uses the standard measure of pavement quality called the Pavement Conditions Index (PCI) to rate our roads. On a simple 100-point scale, a new road has a PCI of 100, and the Town Council has adopted a minimum average target of 70 for all Town roads. Even as an established municipality with older pavement, Danville maintains roads to a higher PCI than is average across the Bay Area.
In fiscal year 2023-24, the Town completed pavement maintenance projects on approximately 135 roadways in Danville — in addition to ongoing street maintenance such as pothole repair. Two projects are scheduled for this summer (see below). The Town has two major pavement management projects starting this summer. Both will include asphalt overlays, which means the surface of the road is completely removed and replaced.

The Danville Police Department would like to remind the community about two services provided by our Volunteers In Policing.
Vacation House Checks
For some peace of mind while you are away, you can schedule a vacation house check where one of our volunteer officers will drive by your home periodically and make sure everything looks secure.
Cop Cars to the Community
This program allows residents to request a volunteer patrol car to visit for a special event like a birthday party. Cop Cars to the Community is a great program for kids of any age who want to know more about law enforcement or want to see the lights and hear the siren on a police car!

The Downtown Master Plan Catalyst Project focuses on safety and community.
It’s been a busy three months of progress along Hartz Avenue. The Downtown Master Plan Catalyst Project is entering the summer with an eye on new gathering spaces and major safety improvements.
The Town of Danville chose to call the first phase of the Downtown Master Plan a “Catalyst Project” because not only will it be the first of future phases, but the Town seeks to continually invigorate the Downtown area by fostering safe and welcoming spaces for gathering and entertainment. The project serves as a catalyst for building community in Danville, and the construction plan prioritizes continued access and enjoyment of Downtown Danville over the course of the project.
Any construction project will cause some disruption, but careful planning means every precaution is being taken to provide continuity for our Downtown. The project phasing was split into two milestones, accommodating major events Downtown: the 4th of July Parade
and the Lighting of the Old Oak Tree event that kicks off the holiday shopping season. Work initiated in April that could have hindered a smooth parade had to be completed by July, leaving curbs and sidewalks ready for crowds. After the parade, work picked right back up again.
The project started with significant drainage, curb, brick and concrete work along Hartz Avenue at School Street and Church Street, creating safety improvements. These include “bulb-out” curbs near crosswalks to slow vehicles and improve visibility for both drivers and pedestrians. While the initial plan was to complete one intersection at a time, the Town decided to spread to additional intersections when a delay occurred. For example, when utility work was required at one intersection and could not be immediately scheduled, work jumped to a second intersection to avoid overall delays.
Now the focus shifts to the areas that must be completed prior to welcoming tens of thousands of visitors for the winter holidays. The Village Theatre Plaza and Prospect Park Plaza community spaces will be under construction by

fall, and work is starting at the Linda Mesa Avenue intersection in July. Toward the end of the project, the intersections at Linda Mesa Avenue and Prospect Avenue will be raised to slow traffic. The raised intersection work as well as the final paving of Hartz Avenue will be completed overnight to minimize traffic
disruptions.
