In this latest edition of the Live Locally newsletter you can learn all about a major project happening in our downtown, as we create an additional 130 parking spaces near our popular Village Theatre & Art Gallery. See page 8. We update you on several other projects as well, including improvements at Bret Harte Park, installation of LED lighted street signs, and the Front Street Creek Bank Stabilization Project. The fall season also means we head into the holidays, and in Danville we have many things for our younger residents to enjoy. Dress up your family in their best Halloween finery and come on down to the Danville Community Center for our fun Spooktacular event. SB 1 Provides Over $800,000 in Transportation Funding TO DANVILLE ROADS EACH YEAR

In April 2017, the California Legislature passed Senate Bill 1 (SB 1)– the Road Repair and Accountability Act of 2017. SB 1 is a statewide transportation infrastructure investment package that will generate $54 billion over the next decade to repair and maintain California’s aging transportation infrastructure including roads, freeways, bridges, and transit, which in turn helps relieve traffic congestion. The revenues are generated through a combination of sources such as gas tax and vehicle fees. Of the $54 billion, half of the new revenue goes directly to local agencies. Danville is currently receiving $800,000 annually and funds will be invested exclusively in pavement maintenance and rehabilitation. In November 2018, California voters will consider Proposition 6, which would eliminate more than $5 billion annually in existing transportation funds, including over $800,000 in annual transportation funding in Danville. Should Proposition 6 pass, the Town of Danville would need to reduce its roadway maintenance budget by $800,000, greatly impacting the Town’s ability to maintain its healthy pavement management and roadway infrastructure program.

Construction Underway for Front Street Creek Bank Stabilization Project Motorists may see construction activity this fall along Front Street with the launch of the Creek Bank Stabilization Project. Located downstream from the Diablo Road Bridge, the project will repair a creek bank failure caused by heavy rains that occurred in 2014. The project includes the construction of a retaining wall designed to shore up the creek bank, prevent further landslides, and protect the roadway. Once the retaining wall has been completed, large boulders and native plants will be installed to further stabilize the bank. A traffic control plan has been implemented to provide convenient vehicle and pedestrian access to each nearby property while assuring a safe work area for the construction crew. The northbound lane on Front Street will be closed for the duration of the project, and all curb parking has been temporarily eliminated to provide one southbound travel lane. Danville Maintains Slow Growth Despite Regional Trends Recent data from the State of California shows that the Town’s population increased from 41,715 residents in 2000 to 43,355 in 2017, an increase of only 3.9%. Data shows that the region’s growth is occurring in neighboring communities. Population increases in other communities during the same period include: 98.8% in Dublin, 80.1% in San Ramon and 20.9% on average countywide. Among the 22 cities in the Tri-Valley and Contra Costa County, Danville ranks 19th in population growth.

Town historians often share that one of the primary reasons Danville residents voted for the Town to incorporate in 1982 was to carefully manage growth in the community. The Town has successfully maintained its unique small-town character and scenic beauty through adoption of general plans, development standards, design guidelines and review processes that encourage public input. The Town also works to manage development, while meeting the State’s minimum guidelines on housing and zoning. One of the Town’s hallmarks is its ability to retain 40% of its 18.1 square miles as open space, parks and agriculture.

BUSINESSES ENCOURAGED TO PARTICIPATE IN EMPLOYEE PARKING PERMIT PROGRAM A common complaint among downtown merchants and patrons is the lack of available parking. Yet, it was found as part of the Town’s latest downtown parking study that prime parking spaces are at times occupied by employees who should be parking in designated parking spaces. The Downtown Employee Parking Permit Program offers allday parking privileges to merchants and their employees. The program helps businesses and their clients alike by freeing up high-demand parking spaces on streets and parking lots for customers. Employees shouldn’t have to play “musical chairs” with parking. Business owners and their managers are also encouraged to communicate the benefits of the program to their employees. As a thank you

gesture for participating, Zone 1 permits are free for 2018 and will continue to be free in 2019!

ORDERING A PERMIT 2018 Permits are now available for purchase at www.danville.ca.gov/employeeparking and are valid through the end of the calendar year. 2019 Permits will become available for purchase beginning December 1, 2018. Participants will need to verify their place of employment by submitting a recent pay stub or business card that includes their name, business name, and business address. COUNTY TO CONSIDER DEVELOPMENT PROJECT IN THE TASSAJARA VALLEY The Town of Danville is monitoring a 125-unit development proposal that will soon be considered by Contra Costa County in the Tassajara Valley. The proposed ‘Tassajara Parks’ subdivision is located in unincorporated Contra Costa County, just east of Tassajara Hills Elementary School. The land is currently designated for Agricultural uses in the County’s General Plan and is also zoned A-80 (80-acre minimum parcels). The project, introduced in 2014, had been stalled while the applicants grappled with environmental issues, including the project’s location outside the countywide voterapproved Urban Limit Line (ULL). The Town of Danville is opposed to development outside the ULL as it sets an undesirable precedent for other properties in the Tassajara Valley, generating traffic and other service impacts to the Town. The development application is expected to go before the Contra Costa County Board of Supervisors before the end of the year. SUBMIT ANONYMOUS TIPS TO DANVILLE PD USING NIXLE The partnership shared between the Danville Police Department and our community is a huge asset when it comes to searching for suspects or gathering information. Law enforcement often relies on the eyes and ears of their residents when a crime or emergency occurs. However, citizens are sometimes hesitant to report crimes because they are worried about their own safety or do not want to be involved. Anonymous tips help alleviate that worry by giving residents a safe way to share information. The Danville Police Department wants to encourage residents to submit tips via Nixle by sending a text to 888-777. The body of the text should start with the words Danville PD, followed by the tip information. This system ensures that the tip will be relayed directly to law enforcement but does not provide the contact information of the reporting party, in order to protect their anonymity. It should be noted that this system should not be used to report emergencies. The best way to report an emergency is by dialing 9-1-1.

BICYCLE-FRIENDLY TRAFFIC SIGNALS Project is focused on the safety of bicyclists in local intersections. Phase I (2018) to include installation of video camera technology at ten locations at signalized intersections throughout Town, with Phase II to include additional locations in 2019.

New video camera technology detects and identifies bicycles, providing more “green time” to get bikes safely through intersections.

Provides better detection than current ‘induction loop’ technology, which does not recognize all bicycle frame types.

Turn your headlights on in a light rain and in gloomy, foggy, or overcast conditions.

Use caution during first rains of the season, as that is when the road will often be slickest. Remain vigilant for standing pools of water, as those can cause hydroplaning.

Carry an emergency kit in your car with first aid supplies, food, water, flares, tools, dry clothes. If you have a problem or emergency pull your vehicle out of traffic if you can and contact the appropriate authorities.

Sandbag Station Set Up to Assist in Flood Prevention As we enter the rainy season in Northern California, the Town of Danville sets up a sandbag station each winter to help residents prevent flooding on their properties. The station, located at the Town’s Service Center at 1000 Sherburne Hills Road, provides sand, sandbags and a shovel in a do-it-yourself setting where residents can fill sandbags for personal use. There is a limit of 20 bags per household to ensure that there is an adequate supply for the rainy season. This sandbag station will be in place until the spring when the threat of rain has abated. Town of Danville Winter Weather Prep Every fall the Town of Danville takes on the monumental task of cleaning and clearing miles of roadside ditches, culverts, creeks, and storm drain inlets. The work is done to help ensure that the waterways and drainage locations are clear once the winter rains begin.

There are approximately 4,700 storm drain inlets in Danville. The current 5-year maintenance program is to inspect and maintain 500 of these drain inlets on an annual basis, however last year over 1,100 were cleaned. The Town is asking residents to help keep storm drains and culverts clean by making sure yard waste is safely disposed of in green bins instead of left on the street or in ditches. Preventing Package Theft As we head into the Holiday season please beware that porch pirates are upon us. We have created a list of tips to keep your packages safe during the holidays. • Signing up for “UPS MY CHOICE” allows you to request your packages be held at a UPS location for later pickup • Have your packages delivered somewhere else such as a neighbor’s house who you know will be home or workplace

• Leave special instructions such as, “Leave at the back door” • Ship to store • Track deliveries online and confirm delivery has occurred • Insure valuable items

• Requesting a signature for delivery

• Use technology like doorbell cameras, home security systems and devices like Package Guard to protect deliveries

• If ordering through Amazon you can designate delivery to their storage lockers

Village Theatre Parking Improvements Underway Construction has begun for the much anticipated $9.2 million Village Theatre Parking Improvements project. When completed, the parking lot will provide new public parking spaces to serve the downtown. The Town purchased the property at 279 Front Street, which was combined with the existing lot at the Village Theatre & Art Gallery, 233 Front Street. The larger space is being configured to create one lot, increasing the number of public parking spaces from 69 to 200. $2.4 million of the project includes construction, landscaping, and installation of a prefabricated footbridge to provide pedestrian access from the southwest corner of the new parking lot to the Front Street Park. The new Village Theatre Parking Lot is expected to open in early 2019. Veterans at the Center of New Art Gallery Exhibition This year, in time for Veterans Day, the Village Theatre Art Gallery will be showcasing photographs, sketches and sculptures by Vietnam veterans. The art and photography exhibition, Conflict and Compassion: Veterans Remember The Vietnam War, is set to open on November 1, 2018. The main exhibition, consisting of photographs documenting Vietnam from 1968–70, is curated by Vietnam Veteran and photographer Tim Dallas and will feature original photographs taken during the war, alongside the artwork of two other Vietnam Veterans, Steven Burchik and Jim Hardy. In addition to the photographs, sketches, and wood carvings that will be on view, there will also be a handful of painted self-portraits created in conjunction with a program called ABOUTFACE. ABOUTFACE is the California Arts Council’s Veteran’s Initiative in the Arts. Locally, the program is facilitated by the Arts and Culture Commission of Contra Costa County An Opening Reception is scheduled for 5:30 to 7:00 p.m. on November 1, 2018. Residents can come, meet the artists and see their work. Holiday Events for Youth and Tweens! The holiday season is right around the corner and the Town of Danville has great ways for youth and tweens in the community to celebrate. Don’t forget your cameras as these are great events to make memories!

On December 6, 2018, tweens are invited to enjoy the Homemade Holiday. This workshop is for 8–12 year-olds to build their holiday spirit as they create homemade gifts. Homemade Holiday runs from 4:00 p.m. to 5:30 p.m. at the Danville Community Center. Register online at www.danville.ca.gov/ recguide (Activity #16254). Cost is $10/resident, $12/non-resident.

A Spooktacular Celebration You know it’s fall in Danville when the Spooktacular Celebration comes to Town! This year the event is set for October 25, 2018 at the Danville Community Center. Parents and children alike can participate in arts and crafts themed after the popular Pixar film Coco, featuring face painting, games, trick-ortreating, snacks and much more. Make sure to wear a costume and bring a treat bag. As in the film Coco, the activities will be inspired by the Mexican holiday Día de los Muertos.

On December 7 and 8, 2018, the little ones will have a chance to make crafts and get a photo with Santa at the annual Elf Workshop. The Friday session will run from 4:00 p.m. to 6:00 p.m. (Activity #16215) and the Saturday sessions are 9:00 a.m. to 11:00 a.m. (Activity #16213) and 11:30 a.m. to 1:30 p.m. (Activity #16214). Cost is $8/resident, $10/non-resident. Both events are very popular and require pre-registration. Register online at www.danville.ca.gov/recguide and enter the activity number. Children can bring their letters to Santa between November 26 and December 7.

APP LETS RESIDENTS CONNECT AT THE TOUCH OF A BUTTON Want to report an issue or get in touch with your town? The Danville Connect app is the perfect way to do just that. Since its debut in July 2013, the app has been used for nearly 8,000 inquiries. The app allows residents to accomplish a wide variety of tasks, from reporting a pothole to requesting facility rental information with ease. The app uses the phone’s GPS, so that when a resident reports an issue like a flashing street light, the exact location is sent to the appropriate Town staff. You can even attach a photo of the concern to the report. Features such as this allow Danville staff to more efficiently serve members of the public. Danville Connect features an FAQ system with extensive information, direct email access to the Town Council and links to the Danville website, publications, and social media. The app is free—find it in the Google Play and the Apple App Store by searching for “Danville Connect.”

Because of the popularity of this event, no walk-ins are allowed. Pre-registration is required. Participants will need to enroll in one of two time slots, either 4:00 p.m. to 5:30 p.m. (Activity# 16243) or 6:00 p.m. to 7:30 p.m. (Activity# 16244). Registration is online only at www.danville.ca.gov/recguide. This event fills up fast, so reserve your spot today! The cost is $6 for residents and $7 for non-residents.

Every business is different, and we know the initial process of launching, expanding or relocating a business can be daunting, even for the experienced. To assist in this task, the Town created a Business Permitting Toolkit to guide entrepreneurs through the development review process.

BRET HARTE PARK PROJECT COMPLETED In July, crews put the finishing touches on longawaited improvements to Bret Harte Park, the “pocket park” located on Vista Grande Street adjacent to the Camino Tassajara/ Diablo Road intersection. The main component of the project was the construction of a new, 300-foot long sidewalk path providing a safe connection between Camino Tassajara and Vista Grande Elementary School. For many years the park served as an informal pick-up/drop-off area for students, as well as significant pedestrian and bicycle traffic. In addition to the sidewalk, the project replaced paths within the park, improved the parking area, installed signage and extended the guardrail along Diablo Road. The project was primarily funded through a Safe Routes to School grant as part of the OneBayArea Grant Program. The Toolkit provides business owners with a step-by-step checklist and an explanation of the most common applicable regulations and necessary permits. Further, the Town’s expanded Business Concierge program allows business owners to connect with designated team members at any step of the process to help them remain on track, save time and open their business sooner. Plaques Honor Danville’s History The Town of Danville is blessed with numerous well-maintained historic buildings, especially in the downtown area. To ensure the preservation of Danville’s historic resources, the Town adopted a Historic Preservation Ordinance and Design Guidelines for Historic Resources. The Town’s Heritage Resource Commission (HRC) is charged with overseeing these preservation efforts. The Town’s Survey of Historic Resources currently includes 21 designated heritage resources, including 20 structures and one tree. There are an additional seven properties on the survey that have not yet received a designation, and another 21 properties that have been identified as potential heritage resources. Residents can see which buildings are heritage resources, as they all have an oval bronze plaque identifying their historical significance. To better identify the Town’s designated heritage resources, and to educate the public regarding the Town’s history, the HRC instituted a historic plaque program. The 14”x14” bronze plaques provide a brief narrative describing important and interesting facts regarding the history of the designated building. To date, seven informative plaques have been installed. Each installation is accompanied by an “unveiling”

ceremony, including the Mayor and Town Council members, Heritage Resource Commissioners, property and business owners, and interested members of the public. The primary focus of the exhibits will be the Centennial of World War I with additional exhibits focusing on the 50th Anniversary of the Tet Offensive, as well as Peace Support Operations.
