Message from the Town Council Golden hills and warm days, summer is here in Danville, and we want to welcome you to the latest edition of the Live Locally Quarterly Newsletter. In these pages, you’ll find there’s a lot to know about the Town of Danville, and all that’s happening here.

In our center section, see how the Town works to keep our roads in the best shape they can be—how they’re evaluated, maintained, and reviewed, as well as how we create the list of roads to be worked on each year.

THE COMMUNITY PIANOS ARE BACK! This summer, pianos will once again be placed outside of the Veterans Memorial Building, Danville Community Center, and the corner of Railroad Avenue and Linda Mesa for the public to share their musical talent with the world.

The pianos provide an opportunity for all ages to participate in the performing arts in their own backyard.

This program begins on Tuesday, May 28, 2019 and ends on Tuesday, September 3, 2019.

Sprucing Up the Osage Station Park Walking Path As part of the annual Town of Danville Pavement Management Program, crews will be doing some work on the Osage Station Park walking path.

A favorite of walkers, strollers, bikers, and dog enthusiasts, the walking path that surrounds the sports fields at Osage Station Park will be renovated as part of the 2018/19 Street Paving Project.

The project will consist of the pathway receiving an overlay of asphalt on the existing walking trail, and the areas considered to be in the worst condition will be removed and replaced.

Construction begins this summer. During the work, the pathway will be temporarily closed. Park users will have intermittent use during the construction period.

BUILDING PERMITS ARE FOR YOUR SAFETY STACEY GILL If you are a property owner, the time will come when you will need a building permit.

Whether it’s replacing a water heater or doing a renovation, the question of why owners need a building permit always arises. The answer is simple.

The main reason property owners are required to obtain building permits is for their safety and the safety of their family and friends.

Securing a building permit before the start of your renovation allows the Town to ensure that your project is built under the current State of California building codes and that the proposed project meets the minimum state mandated health and safety standards.

Throughout my career, I have seen the aftermath of work done without permits.

One of the leading causes of house fires is faulty electrical work. In some cases, homeowner’s insurance will not cover damage to a home if unpermitted work was performed on the property.

Façade improvements on North Hartz Avenue

What’s Next for North Hartz Avenue?

North Hartz Avenue stretches from Railroad Avenue at Danville Boulevard to Linda Mesa Avenue, and serves as the northern gateway to Historic Downtown Danville. The Danville community and the Town government has long encouraged redevelopment of the North Hartz area to complement the character of the historic downtown core.

Throughout the years, the Town has offered incentives and flexible development standards to enrich properties. Ultimately, market conditions and land owner’s goals were the typical reasons for limited redevelopment in this area of town.

To understand current market conditions and real estate opportunities, in Fall 2018, the Town completed a Real Estate Economic Feasibility Assessment. The core question was: what, if anything, can the Town government do to encourage private property owners to redevelop their properties?

The results of the study showed that under current market conditions redevelopment had only limited viability, even with assistance provided through flexible zoning regulations. These findings require the Town to analyze the challenge of redevelopment from a different perspective.

For the North Hartz area the next step is for Town staff to identify property owners’ short and long-term plans, examine potential incentives that would encourage property redevelopment or improvement.

Danville Teen Centers Offer After-School Activities For parents wondering what their middle-schooler can do in the fall after school, the Town of Danville has the answer. Register your student for the Teen Centers! Town staff maintain and monitor the centers to create a safe and exciting environment for after-school fun. Teen Centers are available at Charlotte Wood, Los Cerros, and Diablo Vista Middle Schools.

For a suburban camping experience, sign up for the campout at Oak Hill Park July 13–14, 2019. Swim in the Monte Vista High School pool, make crafts, play games, and enjoy a movie under the stars.

Looking for a more of a traditional camping experience? Enjoy the trails and campsites of Mt. Diablo State Park August 3-4, 2019.

Spend quality time with your family hiking, relaxing, star gazing, and participating in campfire activities.

Bring your camping gear and loved ones, leave the rest to us. Town of Danville staff will provide snacks, BBQ dinner option, and a nourishing breakfast.

After school, students can join staff in games, activities, a snack or to simply sit down and enjoy a moment of respite before starting homework. The Town’s Teen Centers follow the San Ramon Valley Unified School District calendar, and are open from the last school bell until 5:30 p.m. In addition, they are open on minimum days.

Camping affords the opportunity to unplug from the diversions of everyday life and to laugh and play with our families.

Something new at the Teen Centers is a volunteerism component. The teens are giving back by creating blankets for foster care children, making treats for the Humane Society, writing letters to servicemen & women, and more.

Taking Care of Danville The Town of Danville consists of 18.8 square miles. Connecting all of those areas of town are approximately 324 lane miles of public streets. One of the duties of the Town is to make certain all those miles are passable for the community. This is done in a variety of ways under the Pavement Management Plan, a program with an average annual budget of $3 million.

But how is this plan implemented?

ASSESSMENT The Town uses a standard measure of pavement quality called the Pavement Condition Index (PCI). PCI is simply the scale used to describe a pavement condition, based on a numerical value from 1-100. The PCI rating is determined by visual inspection of pavement condition, age, and distress. A PCI of 100 represents a brand-new street, while a PCI of 0 represents a completely failed street. The Town of Danville maintains a consistent goal of keeping an average PCI of 70 on our roadways, and it is currently at 82. Streets are carefully evaluated and ranked by professional consultants at least every two years. The last such evaluation was performed in December 2017.

MAINTENANCE The schedule for street maintenance is driven primarily by PCI ranking and available budget.

Streets with the same type of maintenance needs are grouped together to reduce the cost of the work and confine the project impact to a smaller area of the neighborhood. Streets in need of work are added to a candidate list, which is then prioritized based on several factors such as budget, location, neighborhood, and future utility/site improvements in that location over the next 3–5 years. If a street requires work, it will receive temporary repairs, and remain on the candidate list until it can be placed on the project list.

WORK DONE The Town utilizes two types of applications to maintain the pavement condition: pavement rehabilitation (overlay) and pavement preservation (slurry seal).

Pavement rehabilitation: enhances the strength of existing pavement to extend its service life and/or improve its structural capacity. Rehabilitation often includes partial removal of the existing pavement and replacement with a new layer of hot mix asphalt (HMA). As part of pavement rehabilitation projects, the Town upgrades sidewalk curb ramps existing within streets receiving the new pavement to the latest Americans with Disabilities Act (ADA) regulations and standards.

Slurry Seal: a means of maintaining pavement condition and extending the life of the road surface without resorting to the more costly grinding and pavement rehabilitation work.

Slurry seal is a liquid asphalt around 3/8� thick applied to the road surface to fill in cracks and voids. This provides a water-tight seal, minimizes aging and restores a uniform appearance to the road. This technique can extend pavement life by approximately five years.

DANVILLE CRIME RATE DROPS TO RECORD LOW In 2018, the Town of Danville experienced yet another year of record low crime. The total Part 1 reported crimes (homicide, rape, robbery, aggravated assault, theft, vehicle theft and arson) reported to the FBI reached an all-time low for a third year in a row. Total Part 1 crime plummeted from an all-time high of 829 reported offenses in 1995 to 342 reported offenses in 2018.

Reported property crime fell from 354 in 2017 to 326 in 2018, an 8% reduction. Over a ten-year period, property crime has plunged 26%; now occurring at a rate of about 7.3 per 1000 people, (down from 27.2 in 1985). Residents and their property are truly safer today than they were 30 years ago.

Police Chief Allan Shields cannot attribute the reduction in crime to one single effort. He believes the Town has fostered a culture of public safety through a shared vision, which is led by the expectations of our community. He said, “Maintaining that culture of public safety would not be possible if the residents, the Town Council and Police Department were not collaboratively striving toward the same goal.”

Danville Seniors Have Talent!

Danville is loaded with amazing seniors who love to showcase their talents. And they are back again for another year. Come to the Village Theatre & Art Gallery on Sunday, July 21, 2019 for the 2nd Annual Senior Variety Show.

From stand-up comedians, to dramatic monologues, to tap dancing, this family-friendly show is diverse, fun, and simply not to be missed. Performers aged 55 years and up will perform acts that are 5 minutes

or less. As Matt Maldre once said “Age is not how old you are, but how many years of fun you’ve had.”

How Do You Connect with Your Town?

Want to report an issue or get in touch with your town? The Danville Connect app has simplified how residents get the services and information they need. Having been used for nearly 9,000 inquiries since its debut in July of 2013, the app allows residents to submit inquiries ranging from reporting a pothole to requesting facility rental information with a few taps of the finger.

When reporting an issue like a pothole or blinking street light, the app can use your phone’s GPS to send the exact location of the problem directly to the appropriate Town staff member. Features such as this allow Danville staff to more efficiently serve you.
