Assisted Decision Making - Jenny is looking after her elderly mother Anne who was physically challenged but now is becoming slightly forgetful and regressing into her childhood. She is worried about what if this develops further what should she do. Also, she has noticed unsavoury characters around the house and are afraid that they will persuade her mother to part with her limited funds. The new assisted decision making legislation is on its way. This legislation provides that where a person is getting older and more vulnerable or even if it is a different situation like brain injury/stroke or other form of cognitive disorder that next of kin can arrange to put in place a plan to ensure the person with the disability or reduced mental capacity is looked after and not abused. It links into the HSE safeguarding policies. Moreover as next of kin have no legal right to act on behalf of a person to follow up on financial, property and other matters it is important to gain legal status to do this if required for vulnerable relatives. Firstly, in the act is the ‘Functional Test’ of capacity. A person will be considered to have the capacity to make a decision if they can: • • • •
Understand the information relevant to the decision Remember the information long enough to make a choice Use or weigh up the information to make a decision Communicate their decision (this may be with assistance)
Once a person’s capacity is called into question the legislation provides for three separate tiers of assisted decision making depending on the extent of lack of mental capacity of the person involved. 1. 2. 3.
Assisted Decision Making where they appoint a person to help them with their decision making. Co Decision Maker where they appoint a person to co decide on major decisions with them relating to for example property finances and personal welfare decisions. A Decision-making representative who acts for them in relation to important decisions e.g. property finances and personal welfare decisions.
These helpers will do reports to the decision support service who acts as an overseer in relation to in particular 2 and 3 above. Jenny could arrange with Anne to become an assistant decision maker or co decision maker thereby ensuring that Anne is protected. Arts Act Grant and Bursaries for ‘22 are awarded The Kerry County Council Arts Act Grants and Artists Bursaries for 2022 have been adjudicated on and awarded. A total of €35,000 was awarded to 39 applicants for the Arts Act Grant – this money will go towards funding arts festivals and events across the county in 2022. A total of €18,190 was awarded to 20 applicants for the Artists Bursaries – these include Creative Work Development, Further Arts Education, Artists in Schools, Artists Retreat and the Eamon Kelly Bursary (for artists living in or from the Killarney Municipal District). “These are very competitive awards,” says Kate Kennelly, Arts Officer with Kerry County Council. “I want to congratulate all successful applicants and, subject to budget, urge all applicants to apply again in 2023.”

The Arts Act Grants aim to stimulate public interest in the arts, promote knowledge, appreciation and practice of the arts, and improve standards in the arts within the county. “Artists and the arts are a vital part of our culture here in Kerry and I am delighted that Kerry County Council offers this support to the arts in Kerry,” says the Mayor of Kerry, Cllr. HSE/Cork Kerry Statement regarding Maskey Review The HSE/Cork Kerry Community Healthcare welcomes the Government announcement that a State Compensation Scheme has been established for young people who suffered harm/ injury while in the care of the Child and Adolescent Mental Health service as outlined through the Maskey Report. This compensation scheme will give some assistance to the families and young people affected who did not receive the standard of care they deserved. It will be administered by the State Claims Agency on behalf of the HSE. The HSE/Cork Kerry
Community Healthcare has received details of the scheme and has issued those details by post to those affected to outline details of the scheme and how they can apply. Separately, we continue to engage directly with the young people affected and their families. A Clinical Support Liaison Team is in place and are available to support individuals and families. We are committed to providing ongoing support to all those affected by the events outlined in the Maskey Report. A separate process is underway to make sure all 35 recommendations of the report are implemented.
The HSE would like to take this opportunity once again to apologise sincerely to the young people affected and their families for deficits in care they have received.

Tralee First In Bon Secours Group To Receive Actionzero Health System Green energy company ActionZero has announced a partnership with Bon Secours Health System to drastically reduce carbon emissions across the group’s network of hospitals.
The deal will see ActionZero’s dedicated heat pump system for the healthcare industry installed in hospitals. The EscoPod AZH heats water for use throughout the complex without the need for fossil fuels. The first project will be delivered at the Bon Secours Hospital Tralee, with plans to roll out the technology across the healthcare group’s 6 sites in Ireland. The ActionZero healthcare system is multi-functional, providing space heating, domestic hot water and chilling. It delivers boilertemperature hot water to space heating circuits at high-efficiency, diminishing the need for costly and disruptive building fabric and mechanical systems upgrades. ActionZero is headquartered in Cork and is opening a Research and Development facility in Tralee, Co. Kerry.

Tralee Icg Set To Return To Coventry For the past two years the hosting of the International Children’s Games has not been possible due to Covid restrictions. The Games scheduled for Kecskemet, Hungary in 2020 and Daegu, South Korea in 2021 were both cancelled amid the ongoing pandemic. August of this year however will see the welcome return of this global multi sport event in Coventry, England and once again a team of athletes from Tralee and Kerry will be selected to participate at the event.Coventry holds special significance for the Tralee ICG committee, according to Chairman Mike Culloty: “In 2005 Tralee received an invitation from the then Mayor of Coventry, Mr John Mutton, to participate at the Games which were being hosted in Coventry for the very first time. The Mayor was especially keen to have a team from Ireland at the Games given the long standing association between the City and the many Irish emigrants who had made the city their home after the war years. We duly accepted the invitation and our experience at those Games inspired us to form a
committee that would try to enable ongoing participation for Kerry athletes at future Games. and Coventry 2022 will mark our 15th year of continuous participation”.A total of 80 towns and cities, representing 32 countries, will be present at the University of Warwick from August 11-16. Teams are allowed a maximum of 17 athletes this year and Tralee will be represented in Swimming, Basketball and Track and Field competition. The swimming team is comprised of athletes from the Kingdom Swimming Club, namely Lily-Ann O Gara, Rachel Barry, Lauren Mason and Zala O Connor, and they will compete in individual and relay events. The 3 v 3 basketball competition features 2 teams of 4 in boys and girls competition. The girls selected are Lucy O Connor and Kelly Fitzgerald from the Imperials club and Jill Quirke and Anna Collins from Ballymac Bobcats. The boys’ team is comprised of Gearoid White and Brayden Pierce from St Brendan’s and Fionan Ryan and Johnny Dawson from Tralee Imperials. Track and Field will see three girls prominent at Listowel AC

North Circular Road residents to get water supply upgraded!
The residents of the North Circular Road in Tralee, will begin to see Irish Water crews busy working to improve their water supply from tomorrow, as the utility gears up to replacement of over 190 metres of aged cast iron water mains with new modern pipes. The section of works will take place in close proximity to the junction of Rock Street and the North Circular Road. Speaking about the proposed works, Irish Water’s Steven Blennerhassett said; “The works will involve laying new water service connections from the public water main in the road to customers’ property boundaries and connecting it to the customers’ water supply. The benefits will see fewer bursts and water outages and will ensure a reliable supply of water to customers and local businesses in the area. The new pipes will eliminate existing leaks and reduce the

amount of clean drinking water lost into the ground. “We thank the local residents for their patience and cooperation in advance as there will be some disruption in the short term, however, based on previous experiences, we know that this will be overshadowed by the longer-term benefits.” The works will be carried out by Kerry County Council on behalf of Irish Water and are expected to be completed by mid-May. The works, when they commence, may involve some short-term water outages and the project team will ensure that customers are given a minimum of 48-hours’ notice prior to any planned water outages. Where water mains are being constructed traffic management may be in place during this time. We understand that this type of work can be inconvenient and works crews will make every effort to minimise any

‘Silent ‘ plays in Siamsa in aid of NOVAS services in Kerry Next Thursday the 28th of April, the award-winning play Silent will be held at Siamsa Tíre National Folk Theatre in Tralee, Co. Kerry. Proceeds from ticket sales will be donated to NOVAS homeless services in Co. Kerry. Silent is the touching and challenging story of homeless McGoldrig, who once had splendid things. But he has lost it all - including his mind. Máire... Kerry’s writer in residence, looking for creative writers!
Máire Holmes, who returned recently as Kerry’s Writer in Residence funded by Kerry County Council, The Arts Council and Creative Ireland, is delighted to be back giving in-person workshops. “On a recent trip to Tralee I was very happy to meet with the Lesley Collins writing group,” says Máire. “Over the last two years this group never missed an online session with me so it was great to meet them in person.” Máire Holmes also hosted a creative writing workshop with the Ballydonoghue Bardic Festival at the end of March. “The buzz in Ballydonoghue has stayed with me,” she says. “The festive atmosphere was a celebration of past, present and future literature in Kerry.” Her most recent in-person event was with Scríbhneoirí Sliabh Luachra Writers Group

in Castleisland. “The fáilte was memorable,” Máire says. “This group is a family of poets and writers, and on my visit I felt like one of the family.” Máire’s aim for 2022 is facilitate Kerry’s prolific creative writers and to continue encouraging all works-in-progress; poetry, prose, plays, screenwriting, and other disciplines in English or Irish language. “Máire was absolutely fantastic during lockdown,” says Kate Kennelly, Arts Officer Kerry County Council. “She took to online workshops and remote mentoring with a heart and a half and it was so valuable to give people a chance to engage creatively during that time. We are delighted she is now back meeting people in person as well.” Anyone who wishes to start

Passion Pageant Appreciated By Large Gathering The St John the Baptist Liturgy Drama Group, with the support of the Parish Choir under the direction of Mike O’Shea, presented the Good Friday Pageant once again this year. An unusually large attendance enjoyed a prayerful and moving retelling of the Passion of Christ by almost 40 actors. A recording of the pageant, first penned and directed by Fr Pat Ahern over 20 years ago, may be viewed on the St John Parish Website. The very colourful costumes were arranged and fitted by Rose O’Sullivan and her team.....Bridget O’Shea, Michelle Kerins and Cáit Uí Luanaigh. A happy and satisfied cast expressed a little sadness that the performance is over ‘till Aoine an Chéasta 2023.
Irish Hotel Federation Crowns MTU Student Klara Klara Vrlika, senior receptionist at the Inchydoney Island Lodge and Spa, Cork, has been named the Irish Hotels Federation (IHF) “National Employee of the Year”. Now in its fifth year, the award celebrates and recognises the hotel team member who has made an outstanding contribution to their workplace. Fitzgerald Kane presented Vrlika with her award at the IHF’s Annual Conference in Cavan. Congratulating Vrlika and the
six other nominees shortlisted for the award, Fitzgerald Kane paid tribute to the high calibre of people working within the sector, and said, “This award truly showcases the immense talent and dedication shown by hotel and guesthouse teams right throughout the country. Over 65,000 people are now working in the hotel sector, and the diverse and engaging roles available ensure there are fantastic opportunities to build a rewarding career. This award provides us with
an opportunity to show our appreciation for the valuable contribution that hotel team members make each day in providing a world class hospitality product.” Vrlika was commended for being an integral part of her team since first joining in 2019. Her career at Inchydoney began as a receptionist and it was soon clear that she had a natural talent and warmth in dealing with guests. Less than a year later, Klara was promoted to
senior receptionist and was chosen by the management team as a candidate for the three year Trainee Manager Development Programme at Munster Technological University-MTU Kerry Campus.
20% Reduction In Bus Fares For Kerry Commuters Bus fares on all subsidised public transport services in Kerry provided by Bus Éireann and Local Link have been cut by an average of 20% since Monday April 11. The plan to cut public transport fares was announced by Minister for Transport Eamon Ryan in February and was among the measures included in the Government’s package to reduce the cost of living. Fares on Bus Éireann’s interurban and commuter services for commuters in Kerry will fall. Thanks to these changes, a journey from Tralee to Dingle using a Leap card that currently costs €9.80 will now cost just €7.70. Fares on the company’s commercial Expressway services are not included. Passengers on TFI LocalLink rural services operated by the 15 Transport Co-ordination

Units around the country, including in Kerry, will also see their fares drop by 20%. The fare reductions will also benefit Bus Éireann customers on city services in Cork, Galway, Limerick and Waterford, as well as town services in Athlone, Balbriggan, Drogheda, Dundalk, Navan and Sligo. While all fares are being reduced by about 20%, customers currently paying their fare by cash can make even greater savings by switching to Leap. The Minister for Transport Eamon Ryan TD said: ““We want to make it easier for people to be able to choose public transport throughout the country and I am delighted that this saving of 20% off public transport costs is now being implemented for commuters across regional cities and towns particularly.”

How about doing the Kerry Camino walk this May Bank Holiday weekend? The annual Kerry Camino 3-day guided walk of the Dingle Way from Tralee to Dingle will take place on the May Bank Holiday weekend Friday 29th April to Sunday 1st May. The event has been held every year, with the exception of 2020 when it was cancelled due to Covid restrictions. It was established by a voluntary local group based in Tralee to encourage walking tourism and revive Kerry’s links with pilgrims of the past, walking in the footsteps of St. Brendan along the Dingle Way. Participating numbers have grown annually from 30 in 2012 to 350 in 2019. Over the 3 days walkers pass through rugged, mountaineous
and coastal scenery. through towns and villages, stamping logbooks along with way until reaching the final destination of the Spanish built Church of St. James in Dingle, where Certificates of Completions are presented. Whether you come on a pilgrimage of personal faith and renewal, or for the fun and health benefits of a good walk, you are guaranteed an enjoyable and enriching experience in this beautiful part of Kerry. A certain level of fitness is required for this 3-day event, with appropriate footwear, clothing, drinks and snacks. Each day’s walking takes approx. 5-7 hours and refreshments are provided at the conclusion of each day’s walk. As a voluntary organisation we are very grateful to volunteer members of Tralee Mountaineering Club, Tralee Civil Defence and other local walking enthusiasts who have assisted us in a guiding capacity for our walk weekends since 2012. Minister Foley Welcomes over €1 million in funding for Kerry airport
Minister for Education and Kerry TD Norma Foley welcomes the announcement of €1,084,482 in funding for Kerry airport under the Regional Airports Programme. Almost €16.4 million in exchequer funding is to be allocated to Ireland’s regional airports, to contribute towards capital investment in the areas of safety and security, and sustainability. This funding will support a great number of safety and security related capital projects, ensuring that Kerry Airport can continue to remain compliant with regulatory requirements in these areas. Minster Foley said: “I welcome this funding which will provide support for essential capital development at Kerry Airport. This vital funding will provide a timely boost for the aviation sector in the south west region while ensuring the successful continuation of regional connectivity at Kerry Airport.”

OF THE YEAR TRALEE BACK ON THE INTERNATIONAL CHILDREN’S GAMES STAGE: The opportunity for young sports persons to represent their town and country on an international stage is something that they will always remember. It’s also a proud time for the clubs, coaches and families of those selected. Tralee has a long and proud tradition of sending teams to the International Children’s Games. However the Games of 2020 (Hungary) and 2021 (South Korea) were cancelled but now the multi-sport event is back and much closer to home! Coventry will host the 2022 ISG in August and Tralee/Kerry will once again be represented. The man behind the Tralee ICG Mike Culloty says that Coventry has a special significance to all involved. “In 2005 the Mayor Mr John Mutton invited Tralee to send a team as he wanted Ireland to be represented as there is a long connection between Coventry and this country due to the many emigrants who settled there especially after the war. “Tralee accepted the invitation and so the connection was born and this year will be the 15th year in a row that we will take part in.” This year 80 towns from 32 countries will be at the University of Warwick from August 11th to the 16th. Each team can bring a maximum of 17 athletes and this year Tralee will be represented in swimming, basketball and track & field. On the various squads are: Swimming (from the Kingdom Swimming Club) – Lily-Ann O’Gara, Rachel Barry, Lauren Mason and Zela O’Connor where they will compete in individual and relay events. Basketball will be played in the 3x3 format. From Imperials Lucy O’Connor and Kelly Fitzgerald along with Ballymac Bobcats players Jill Quirke and Anna Collins have been selected. The four boys are Gearoid White and Brayden Pierce from St Brendan’s and Fionan Ryan and Johnny Dawson of Imperials. Saoirse Dillon, Emma Neylon, Mollie O’Riordan and David Lane will compete in the 100m, 400m and 800m races and in the Shot Putt. As Cork city is twinned with Coventry they have also been invited to enter a team and the Tralee ICG committee has been helping them with preparations. Mike Culloty added that entering teams in international events is a big undertaking and he thanked the Kerry Municipal District who they represent and for the support of the parents, local businesses and the many others without which this would not be possible. Some of the top young soccer players in the Kerry Schoolboys Girls League will be playing on foreign fields this weekend as the League has, for the first time, entered two teams into the Barcelona Cups at 15’s and 16’s. The squad, coaches and back-room staff fly out of Cork airport on Friday morning and will play games on Saturday and Sunday before flying home late on Monday night. The Kerry boys will play teams from Finland, France, England, Iceland as well as Home Farm in what will be a memorable and exciting weekend of international soccer. KERRY GROUP RAS MUMHAN AS GREAT SUCCESS: Taking on an event that had been successful run by a different committee and at one stage looked to be heading out of the county was a big task. Now after four excellent days of cycle racing those who took on the challenge can relax this week in the knowledge of a job very well done. Special mention also to the Tralee Manor West Club who hosted Stage 1 and to many of its members who were on duty all weekend. Headed up by Race Director Daithi Creedon, Race Secretary Sinead Moriarty and Race Technical Director a huge number of volunteer marshals and stewards gave off their time over the Easter weekend to ensure that the 2022 Kerry Group Ras Mumhan ran off without a hitch. Roll on next year but the committee do need a break before planning for that starts!! Cycling fans will now turn their thoughts to the Stage finish of the Ras Tailtean in Castleisland on Thursday June 16th. A WEEK IS A LONG TIME IN HURLING: Kerry went into the Joe McDonagh Cup with high expectations even if they did just miss out on a League title. However a four point loss to Down 1-19 to 0-18 at home was not the start they hoped for. They will now need to get a result away to Carlow this Saturday to get things back on track. Carlow had a big 4-30 to 0-17 point win over Meath. The controversy regarding Shane Nolan’s departure from the Kerry squad, or more accurately how Stephen Molumphy explained it, was also something no one was expecting. Both sides have now had their say so it remains to be seen how this will affect the squad going forward, if at all. OLD ENEMIES TO MEET IN MUNSTER FINAL: The Eirgrid Munster u20 Football final will see Kerry welcoming Cork to Austin Stack Park this Monday night with a 7.30pm. Kerry beat Clare and Cork defeated Limerick in the semi-finals.
PARNELL’S NEWS: While the weather didn’t always cooperate over the Easter weekend it didn’t affect the enjoyment of the 100 plus children that enjoyed the Camp. They were delighted with visits from Kerry stars such as Patrice Diggin, Ian Brick and Darragh Reen. The club is also very grateful to Colm O’Brien GDA for his help and for lending equipment over the three days. It was great to see some of the older players in the club and the coaches passing on their knowledge to the stars of the future. A special mention must go to CLD Accountants who generous sponsorship allowed the club to hold this camp for free to mark their 10 year anniversary. And of course it would not have happened without all the work by David Brick for organising and promoting the Camp. The u7’s were back training after many of them enjoyed the camp and also some new players have joined which is great to see. Well done to Kate Kelly who was named Player of the Week. The u12 camogie side showed all the work they have put in during training during their first challenge of the season against Cillard. In Round 5 of the County League it finished St Brendan’s Ardfert 1-20 to Parnells 0-10 with a strong second half from the Ardfert side ensuring the win. In Round 6 the seniors host Abbeydorney. AUSTIN STACKS NEWS: The club was delighted with the turnout over the weekend as a number of Ukrainian refugees visited the club. In the County League the seniors went down by a goal to Rahillys 1-14 to 0-14. They play St Mary’s away this Sunday while the B’s welcome Fossa. The C’s lost to Laune Rangers while the Minors got the better of Keel/Listry. Lotto: There was no winner of the Lotto from the numbers drawn 12,13,14 and 17 with the next jackpot worth e2,150. The underage team will train as normal this weekend while the County League continues for the older age groups. The u15’s defeated Keel/Listry with the B’s defeating the same opposition. Jack comes up just short: Hopefully many of ye are celebrating a win on the Irish Grand National either in the bookies or in your work or club sweepstake. Kerry’s Jack Kennedy rode a great race to finish second on the 18/1 Frontal Assault just behind the 40/1 winner Lord Lariat. SUCCESS ON THE COURT: The majority of the Kerry Airport Kerry Area Basketball Leagues are now completed and everyone was delighted to see games back in front of fans. were crowned 18 Boys Division 1 title. Regional Success- The Kerry under 14’s and under 17’s Girls were both crowned champions at the South West Regional Championships played in UL on Easter Monday. The under 14 boys were just pipped by Cork while the u17 boys ended their day with a win over the Midlands after two narrow losses. Tralee Imperials and St Brendan’s were in action in Cork in the u17 Billy Kelly Tournament. In the St Anne’s u16 Blitz Tralee Tigers won the Plate defeating Clare Comets T1 in the decider. Edgar Muftaliev was named as the MVP. AICC u16 Boys: This weekend is the turn of the u16 Boys in the All Ireland Club Championships in Gormanston where St Brendan’s Tralee and St Mary’s Castleisand will represent Kerry. RALLY COMMUNITY SADDENED BY DEATH OF FORMER CIRCUIT OF KERRY JUNIOR WINNER: There was sadness this week when the death of Donegal man Johnny Treanor who is a former winner of the Circuit of Kerry Junior rally taking the title in 2018. He won the event in 2018. ON THE GREEN’S: TRALEE GOLF CLUB: In the Master Classic 2, sponsored by T.L.I, was won by Declan O’Connell on 39 points with Noel Cronin second on 38 points (decided on the last three holes) with Pat Prendeville third also on 38 points. Fourth and fifth was also as close with Philip O’Sullivan’s last three holes seeing him finish fourth just ahead of Thomas Greaney with both on 37 points. Mark Gazi took the Best Gross Prize on 36 points. The Category Prizes went to Domo Lyne, Michael Barrett, Joe Rogers and Trevor Harty. The Ladies Master Classic 2 was sponsored by Atlantic Golf Construction and was won by Kaelin O’Keeffe from Maria O’Connor and Rhona Johnston with the Best Gross going to Catherine McCarthy. The category winners were Fionnuala Mann, Anne Kerins, Anita Lynch and Carole Dooley. In the Junior section they played a 6 Hole Scramble with the being Sean Collins, Eli O’Shea and Ben O’Leary. The 18 Hole Stableford Singles was won by Thomas O’Connor with Conor McGibney in second. Junior Boys Spring League - Seven of the clubs Junior boys were at the Waterville GC where Thomas O’Connor led the way on 42 points from Oscar Morrison on 39. Tralee’s total of 185 points sees them lead Killarney GC by 15 points after Day 1. Mark tees it up on the International front: Mark Gazi did the club proud as he made his international debut playing against Wales. Ireland won the tournament which is a great start to Mark’s international career. Ella Doubles-Up: Ella Moynihan made local knowledge count as she took home two trophies from the Munster Women’s and Girl’s Junior Open Championships. She won the Alice Coman trophy for being the lead Junior Girl qualifier and the Margaret O’Sullivan trophy for winning the tournament defeating Belfast player Holly Hamilton by 1 shot.
