t is an honor and a privilege serving as president of the El Centro Chamber of Commerce. Thank you to all our members for your continued support to make the Chamber such a success. Your support and dedication helps to make the Chamber the success that it is. As we continue to grow the chamber it is wonderful that we have more support from our agricultural community which is so vital for the economic success of the Imperial Valley. I look forward to working with the City of El Centro as we continue to grow the commerce exchange between the City of El Centro and the City of Mexicali in Baja California.

Thank you to all who have participated in this directory to make it a success. It’s very encouraging to see the many new members that have joined the El Centro Chamber of Commerce this year. We will once again be hosting an off-Rd. race locally with international participation. l Centro is the county seat of Imperial County and as such anchors a region burgeoning with a variety of local businesses, national stores, agriculture, international commerce and renewable energy. Our valley is a special place for many reasons, from wonderful people to enterprising businesses and, of course, great weather. Though Imperial Valley has diversified greatly since being founded as an agricultural hub more than 100 years ago, we remain true to our heritage even as we look to an exciting future.

Welcome to El Centro “Where the Sun Spends the Winter”® El Centro is the center of one of Southern California’s most promising new commercial and industrial regions. New businesses and new homes are going up at a rate never before experienced.

Fifty percent of the jobs in El Centro come from the service and retail sector. El Centro offers an abundant supply of every resource necessary for the success of business and industry. There is a labor pool of more than 10,000 trainable workers in Imperial County and it has abundant, low-cost water and electrical power.

The region is home to more than 16 trucking companies and has easy railRd. access. Two airports serve the region with regularly scheduled flights.

Agriculture is the largest industry in Imperial County and accounts for 48 percent of all employment.

El Centro’s Centerpoint Industrial Park is a fully equipped, well-engineered industrial center that offers ready-to-build lots to accommodate the region’s burgeoning trade.

The City of El Centro lies 52 feet below sea level and has a friendly, multi-cultural ambiance that is enjoyed by all who visit and live here. Extending nearly 11 square miles, El Centro is the largest city in Imperial County. El Centro is located in the southeastern most part of California, approximately 100 miles east of San Diego, 90 miles south of Palm Springs, eight miles north of Mexicali, Mexico and 50 miles west of Yuma, Arizona. El Centro is accessible via Interstate 8, State Highway 86 and State Highway 111.

El Centro is the county seat and was incorporated on April 16, 1908. A council manager form of government operates the city. The members of the City council also sit on the Community Development Commission and the Redevelopment Agency governing boards. The City Manager is empowered as the Executive Director of the Commission and the Agency. ■

The climate of Imperial Valley is definitely a desert product warm and dry! El Centro has a desert climate and is the southernmost desert city below sea level in the continental United States. El Centro has over 350 days of sunshine and under three inches (76 mm) of rain annually. Winter temperatures are in the mid 70s to mid 80s with overnight lows in the low 50s to mid 40s. During summer days, the dry, desert heat can push temperatures well into the 100s, while the nights stay in the low 80s to mid 70s.

Home heating may be necessary from late October until mid-April, but one can enjoy the outdoors from about 9 a.m.

Education Elementary Schools There are three school districts that serve the elementary level (K-8) El Centro Elementary, McCabe Union Elementary School District and Meadows Union Elementary School District.

The El Centro Elementary School District offers a comprehensive educational program for approximately 7,290 students at eight elementary schools, one middle school and one junior high school and one K-8 Magnet school. The District has numerous award-wining schools and has won the 2009 Distinguished School Award and the Title 1 Achievement Award from the California Department of Education. The district is well known throughout the nation for its awardwinning science and mathematics programs, with some of the highest performing schools in the county. The district has a comprehensive music program with its award-winning band, choral and orchestra program. In 2010, elementary schools began offering an expanded day Arts and Science Enrichment Academy. ESESD also offers a Home School Academy for student in the home schooling programs. The district is governed by a five-member board of education and employs approx. 282 certified and 252 classified staff. www.ecesd.com

High Schools The Central Union High School District enrolls approximately 4,000 students in two comprehensive high schools and one alternative education school. Both schools are currently California Distinguished Schools and student accomplishment, as measured by California Standards Tests and the California High School Exit Exam, meets or exceeds the state average. Nearly 1,000 different adults receive services annually from the district’s adult school. All district schools are accredited by the Western Association of Schools and Colleges.

The mission of Central Union School Districts is to provide an educational

environment in which students feel safe, secure and unlimited in pursuing learning experiences to their maximum potential. The curriculum offerings in the district conform to the state guidelines, standards-based curriculum and the University of California A-G requirements. A full range of Advanced Placement and college prep courses are offered. College-bound students go on to prestigious universities like Harvard and Stanford, as well as major state universities in the UC and CSU systems. The District offers a wide range of career-technical programs including a NATEF-certified auto program.

There is a variety of co-and extracurricular activities both on and off the campuses, and students receive annual recognition for their accomplishments in Mock Trial, Academic Decathlon and robotics competitions.

Colleges Opportunities to attend college are available through Imperial Valley College, San

Diego State University-Imperial Valley Campus, and University of Phoenix. Various occupational training programs are also available.

Imperial Valley College (IVC) is a public, comprehensive, two-year community college.

The college provides lower division transfer, career technical and basic skills education to prepare students to succeed in college.

IVC has a rich curriculum, offering over 900 different courses in 57 programs of study ranging from administration of justice to welding technology. In the fall of 2012, Imperial Valley College- in partnership with San Diego State University-Imperial Valley Campus and the Imperial County of Education- launched the Imperial Valley University Partnership, a full bachelor’s degree program that allows students to complete their lower division study through a combination of IVC and SDSU coursework.

The Imperial Valley College campus is located on a 160-acre site at the intersection of Highway 111 and Aten Rd., in Imperial.

This location is in the heart of Imperial County and is within reasonable commuting distance of all the cities in the Valley. Student enrollment is about 8,000. www.imperial.edu San Diego State University (SDSU) Imperial Valley Campus serves the desert area of southeastern California by offering twoyear upper-division coursed for a number of undergraduate programs. It is accredited as an integral division of SDSU and operated under the same academic calendar.

Established in 1959 by an act of the State legislature, campuses are located in Calexico and Brawley. The campuses offer the last two years of undergraduate education, graduate programs and fifth-year credential programs for Teacher preparation. The Calexico campus is situated on an eight-acre site in the heart of the city, just six blocks from the Mexican border. The Brawley campus is located 24 miles north of the Calexico site and is surrounded by rich, agricultural fields.

SDSU-Imperial Valley has the lowest fees in California. Courses are primarily scheduled in the afternoon and evening, providing working adults more opportunities to pursue a university education. Undergraduate students pursue studies in 13 different fields.

Agriculture Top 10 Commodities for 2013

T

he Imperial Valley’s fertile soil and mild climate allow farmers to enjoy year-round planting, cultivation and harvest.

The mild climate and fertile soil – along with the availability of the Colorado River – make the Valley one of the most productive agricultural regions in the world. There are over one million total acres within district boundaries. In 2013, 549,784 acres of Imperial Valley land was farmed to produce over one billion in field, vegetable and permanent crops. About one out of every three jobs is directly related to agriculture. The total gross agricultural production was over one billion. ■

E

l Centro is known as the largest American city which lies entirely below sea level – 39 feet below it, to be exact. It is both the largest city in California’s Imperial County and the county seat. It is located 117 miles east of San Diego in the southeast corner of California, only 15 miles from the border with Mexico’s Baja California and its town of Mexicali.

Because of Mexico’s proximity, El Centro has successfully merged the two cultures. Many of the city’s estimated 43,363 residents are of Hispanic descent and speak Spanish as their primary language. The same is true of all of Imperial County’s estimated 179,091 residents.

The majority of Imperial County’s jobs, services, housing, recreation, hotels, restaurants and retail outlets are located in El Centro, drawing people from all of the county’s seven cities and Mexicali on a daily basis.

“You can create a job anywhere in the County and El Centro will be positively impacted because people who work there will shop in El Centro and many will also choose to live there,” explained Timothy E. Kelley, President & CEO of the Imperial Valley Economic Development Corporation (IVEDC).

The residents and businesspeople of El Centro and Imperial County make the most of their area’s unique location, geography and natural resources. For instance, 85 percent of Imperial County land is devoted to agriculture because they count on their year round growing season, allowing them

to plant several lucrative crop cycles each year. Local growers produce winter fruits and vegetables (lettuce, carrots and onions), alfalfa, sugar beets, cotton, grain and even seeds for the rest of the country, irrigating the land with water from the nearby Colorado River and transforming it from a desert to an oasis.

They also raise and process livestock that is shipped throughout the country and around the globe.

The people of Imperial County also rely on the wind to blow and the sun to continue to shine brightly over 350 days each year in order to generate wind and solar energy for users in southern California and Arizona. In fact, the Imperial Valley is now the leading producer of solar energy in North America.

El Centro’s proximity to Mexico is another “natural resource.” It draws scores of freight forwarders and international trade logistics firms that facilitate and execute shipments of crops, manufacturing components and finished products back and forth across the U.S. – Mexico border.

That wonderful, consistent weather also allows the military to train pilots in Imperial County, including the famous Blue Angels who use the area as their winter home. In addition, a geographic anomaly in the region allows companies like Energy Source, CalEnergy Generation and Ormat Technologies to produce abundant geothermal energy to add to the electric grid.

The movement of people across the border also benefits El Centro. Nearly 60,000 people cross the area’s three border crossings every day to work, shop, attend school, socialize and recreate in Imperial County, generating sales taxes and helping to pay for infrastructure, education and other vital services.

The area is also uniquely suited to the growth of algae, making it a natural place to develop a bRd.-based, economically and environmentally strong, long-term algae industry. Since 1983, algae based nutritional supplements have been produced locally by Earthrise Nutritionals and Synthetic Genomics continues to produce nutraceutical products from algae.

Additionally there has been research and small-scale development of algae based bio-fuel production, and Imperial County has been recognized as an ideal location to further pursue the commercialization of these technologies.

“People come from Mexico on a regular basis and they have a major impact on our economy. Most Americans go to the grocery store on a regular basis for small amounts of food because the stores are very accessible,” explained Kelley. “The Mexicans who come across the border to shop at the County’s three Super Walmarts, Costco and other stores, however, they buy a month’s worth of groceries when they come and probably some items that they plan to re-sell when they cross the border. So the per transaction dollar amounts in our stores tend to be very high.”

That is one of the reasons why retailers have been attracted to the Valley.

A large percentage of Imperial County and El Centro residents are employed by a governmental entity of some kind because government facilities are plentiful in El Centro and the rest of the Imperial Valley, once again due to the weather, geography and proximity of the international border. ▶ www.elcentrochamber.com | 11

Both the United States Navy and the Marines have a strong presence including a Navy SEAL base, a Naval Air Facility and bombing ranges where pilots from allied nations like Britain, Canada, Netherlands, Belgium and others also come to train. There are also two state prisons within the County, a County jail, an Immigration and Customs Enforcement (ICE) detention facility, as well as regular border patrol and U.S. Customs facilities and both city and county government facilities.

Kelley said that IVEDC is actively working to capitalize on their existing industries as they work to attract new businesses. They hope, for instance, that the fact that the Navy and even foreign militaries choose to train their pilots at NAF-El Centro will allow them to recruit commercial aerospace firms to the area.

They are also recruiting firms that would like to be near existing facilities in the County that would need similar infrastructure, workforce and financial backing that

“For instance, Southern California and the Imperial Valley, in particular, is the perfect environment for renewable energy firms to locate. There is a market for the energy among the residents of southern California, Arizona and potentially, Mexico. We have the infrastructure and capability to transmit the energy from this location to surrounding markets. We have a very proactive population that is committed to renewable energy. And we have a proven track record of getting these types of ventures financed, permitted and constructed, so it is easy for these firms to do business here,” Kelley explained.

“We have also been successful in attracting business to the County because we have a growing population, plenty of Class A office space, low utility rates, competitive labor rates, inexpensive land and low housing prices,” he continued. “IVEDC gets to the principals of firms we are recruiting and those we hope to retain and we let them know about all of the workforce training programs that are available and we make them aware of the low cost of local labor and the state tax incentive programs. We also try to facilitate any financing they might need and help them to understand the process of starting, expanding or relocating a business.

We are also currently working to streamline the permitting process in El Centro.”

But the IVEDC’s primary mission is to attract and assist commercial and industrial development to increase tax revenues to the County of Imperial and create employment opportunities for the betterment of our communities. ■

El Centro Regional Medical Centro (ECRMC), an agency of the City of El Centro, is by far the largest hospital in Imperial Valley and serves the residents of El Centro as well as residents throughout Imperial County.
