and entertainment at the annual Gridiron performance. The performance is directed by the legendary Gridiron duo Craig Mandel and Stella Day, so it is sure to be a treat. For those who are not familiar with it, the Gridiron is a comedy show that features skits, songs, and jokes about the legal profession and the local legal community. It is a tradition that dates to the 19th century and has been adopted by many bar associations across the country. The Gridiron is a great opportunity to relax, have fun, and see a different side of your colleagues and peers. I attended the kickoff reading of the Gridiron and saw many new faces participating this year, which is an exciting sign of things to come in 2024. But do not fret: oldie-but-goodie faces like

The cast and crew are an overly friendly bunch so please say hello when you see them walking through the courthouse hallways—it is a great way to introduce yourself. This year, the Grid-

Reading, Reporting, Merit Badging, and Mock Trying

L

ooking out the window at the freshly falling snow, my heart is warmed by the wonderful work being accomplished by our Circuit Court. Beyond the “usual” business of the courthouse, this February our Circuit hosts the 20th annual Lake County High School Mock Trial competition. Spearheaded by Judges Bishop and Rossetti, each year we host high school mock trial teams through several rounds of competition. The students act as both attorneys and witnesses and are scored by panels of local lawyers and judges for both performances. Each time I am more and more impressed by the dedication, energy, and skills of these young men and women—some of whom seem like they could easily step into a courtroom Monday morning. If you have not yet volunteered to serve as a judge for these wonderful

students, please consider doing so. If you missed it this year, watch for it in 2025—you don’t want to miss out. You may have also noticed that, in conjunction with the February celebration of the life and legacy of Abraham Lincoln, the judges of the Lake County Circuit Court are among the many Illinois judges to deliver a program to grade school students based on the popular children’s book by Martha Brenner, Abe Lincoln’s Hat. A project of the Illinois Judges Association, this reading program is aimed at children in grades K-4 to encourage the appreciation, value, and enjoyment of reading. Judges dressed in their black robes make classroom appearances, read the book with the students, and discuss its intersection with history and the law. Coordinated by Judge Cornell, our

Chief Judge’s Page judges are again flocking to the schools to share their knowledge and enthusiasm with young students across the county. Later this month, our courthouse will proudly host its annual Law Merit Badge Day for Lake County Scouts. Led by Judge Salvi, earning the law merit badge enables a Scout to learn about the history and kinds of laws, the purpose and methods of law enforcement, consumer protection agencies, emerging law, and careers in the legal profession—and perhaps my personal favorite, the vitality of the Rule of Law in a civilized society. While Scouts can earn this badge in a variety of ways, doing so at the courthouse with judges and lawyers makes that experience even more meaningful. In the meantime, our Court continues to address a number of changes and

BY CHIEF JUDGE DANIEL B. SHANES challenges. As courthouse regulars already noticed, the cadre of our outstanding court reporters continues to shrink. Over the past several years, we have been fortunate to recruit several new and wonderful court reporters, but due to retirements our overall numbers nonetheless decline. As a result, while this crisis continues, the circuit judges were forced to modify our Local Rule and can no longer presumptively provide a court reporter for many civil and family proceedings. That said, you probably have also noticed an increased use of electronic court reporting (ECR). With ECR, court proceedings are recorded and can be later transcribed by an official court reporter. The Illinois Supreme Court prohibits local circuits from directly obtaining and installing ECR equipment; instead, it all must be done


through the Administrative Office of the Illinois Courts. Because Lake County is but one of the 102 counties in Illinois, we are not able to move on many of these projects as quickly as we would like. However, I am pleased to report that by the time this goes to printing, after several years of work, we should have our two juvenile courtrooms ECR functional. In addition, our judges continue to watch the legal landscape of pretrial detention/release (what we used to call bond) evolve. As discussed previously, the new “no-bond” laws are notoriously unclear in many aspects. So far, judges in Illinois’ 102 counties have been applying these laws somewhat differently. Perhaps not surprisingly, now that the appellate court is beginning to interpret

these laws, the five districts of the appellate court (not to mention various panels within the appellate court) also construe these new statutes in differing ways. (This is, after all, the nature of litigation—anyone remember a couple years ago with the prejudgment interest statute?) While there is much controversy about these laws, good or bad, right or wrong, we all look forward to when the appellate and supreme courts provide their consistent interpretation of what these statutes mean. It may be cold outside, but your courts are buzzing with activity. And remember, every day is a day closer to spring. Pitchers and catchers start reporting to camp February 15. Meet the Board TARA DEVINE

T

ara Devine, a partner at Salvi Schostok & Pritchard, is a long-time member of the Lake County Bar Association. She has been a member of the LCBA since 2004. During her membership with the LCBA, she has served the association in various capacities including Board Member, Secretary, Vice President, and President. She previously served as a chairperson and co-chairperson of the Civil Trials and

Appeals Committee and is a committee member of the Judicial Selection and Retention Committee as well. It is of note that she has yet to perform in the Gridiron but says that she will continue to place an ad as well as support the cast and directors ( from her seat in the theater). Tara Devine is a graduate of the University of Illinois and Marquette Law School. Tara Devine started her legal career at Salvi Schostok & Pritchard as a summer law

clerk, subsequently getting hired as an associate lawyer and ultimately being named the first female partner of the firm in 2011. Tara Devine has focused her practice on plaintiffs’ personal injury, medical malpractice, wrongful death, and products liability. In her years at Salvi Schostok & Pritchard, she has helped her clients obtain over $237 million throughout her career. In addition to her involvement in the LCBA, she is a member of the Illinois

Supreme Court Jury Instructions Committee on Civil cases.

Art Impact Check Presentation

declared carried. The Treasurer’s Report is approved. OLD BUSINESS • LCBA Holiday Party Recap Executive Director Weider made a presentation regarding the Holiday Party.
