My greatest accomplishments by far in life are my children, Scarlett and Estelle. I am so appreciative for the help that I have received as a working mother from the Lake County Bar Association community. One of my fondest memories is when school was cancelled and Scarlett got to hang out in Judge Levitt’s candy-filled chambers so I could conduct my trial call. Not to mention all the hours both of my girls spent at the Public Defender’s office running amuck or in Clark & Steiner’s conference room Tik-Toking.
I grew up in Minnesota, a state which is deservedly humble because we never won the Stanley Cup, the Superbowl, or an NBA championship. Minnesota is the home to Vice Presidents Humphrey and Mondale, who each
served our nation with humility. They didn’t suffer from braggadocio and were never accused of any wrongdoing, prime examples of “Minnesota Nice.” I met my best friend and biggest cheerleader in Minnesota at Eagan high school, my husband Nate.
I graduated from Mt. Holyoke College with a degree in Political Science and I attended the London School of Economics focusing on the economics of politics. After graduation, I needed a job but instead went to law school, the next best choice. I returned to Minnesota and attended the University of Minnesota Law School. It took a while, but I finally found my niche working in the housing and the prosecution clinics. The practical aspect of representing clients in court was invigorating. Eventu -
ally I scored an internship at the Hennepin County Public Defender’s Office. That is when I fell in love with the practice of law. Upon graduation from law school, I moved to Chicago to embrace the City of Big Shoulders. I only wanted to be a public defender and was hired by David Brodsky at the Lake County Public Defender’s Office. I was lucky to spend fifteen years representing the indigent accused of Lake County and honed my skills amongst trial giants on all sides of my cases.
For over a decade I supplemented my felony trial assignment working in the Specialty Court division of the courthouse. Problem-solving courts, also known as specialty or therapeutic courts, seek to help criminal defendants suffering from an underlying mental health,
social or substance abuse problem break the cycle of reoffending. It is a team-focused and holistic approach to criminal justice. Mental health became a passion of mine for many reasons, so I started representing clients in involuntary commitment proceedings
as well.
In 2020 I joined Clark & Steiner, primarily focusing on family law, and I also became a Guardian Ad Litem for children in Lake County at that time. In 2021 I became a partner at Clark & Steiner and in 2023 we relaunched our firm, and now I am an
owner of Steiner, Howeth, Pasquesi & Hatch—an all-female law firm focusing on in domestic relations. In 2023 I was also elected as a trustee for the Village of Lake Bluff.
On the weekends you can find me on the soccer sidelines, walking my dog Silas, or having fun at a
Village event.
This year I want to focus on promoting the programming offered by the LCBA and improving the forward-facing technology at the association. I am thrilled to start my presidency. Thank you for this opportunity to represent the LCBA.

As the calendar page flips to June, thoughts turn to the upcoming summer season. Warm weather (finally!) means time outside with family and friends enjoying activities we’ve missed during the long cold months that we endure in the Midwest. While we eagerly attempt to set aside our work for a time, it is worth remembering that you can never stray too far from the law.
Summer means participating actively in sports and recreational activities. For many, the draw of the golf course is what guides summer schedules. Golf is a great way to spend a few hours with friends and co-workers, free from distraction and the hassles of the daily grind. It is not, however, a place where you can escape the law. With the LCBA golf outing just a few weeks away, I wanted
to share some thoughts about golf and the law in hopes of avoiding trouble on the golf course.
In an article entitled The Intersection of Golf and the Law published several years ago in the New York Times, author Bill Pennington discussed some aspects of the game that are worth keeping in mind. First, it seems that the law and golf intersect quite frequently on par 3s. The reason is apparent when you stop to think about it. This is where most of the slow play occurs, as foursomes stall on the green, and that leads inevitably to frustration for those waiting on the tee box. So, here’s a tip, no matter how frustrating it becomes: do not hit into the group ahead of you! Seems simple enough, but a Westlaw search quickly reveals dozens of cases where people could not
resist. This leads inevitably to injuries, liability, and the occasional criminal prosecution! It’s worth noting that liability is only incurred when your shot goes where you intend. See e.g. Heiden v. Cummings, 337 Ill. App. 3d 584 (2d Dist. 2003). The law allows for the occasional slice or hook. This insulates me completely. I have a wicked slice and frequently play the wrong fairways!
Also, worth noting, yelling “fore” is not a legal defense!
So, when you’re out on the golf course this season always remember to play fair and have fun! All strokes count (even the ones your playing partners didn’t see). The secret of golf is to try to remember that your best round of golf is always your next round of golf!
June is also the time of year when the Benedict
BY CHIEF JUDGE MARK L. LEVITTJ. Ori award is given to a worthy recipient. This award was established in 1986 and seeks to recognize the efforts of an outstanding former assistant Lake County State’s Attorney. The award recognizes individuals for contributions to law enforcement, the Bar, the Judiciary, and the People of Lake County, reflecting the tradition of service shown by Benedict J. Ori.
Although I never had the opportunity to meet him, his reputation is well known to all those who practice law in the 19th Judicial Circuit. A gregarious and kind man, Ben was known as an outstanding attorney. Simply mentioning his name to one of his contemporaries elicits story after story from his time as a prosecutor and later defense attorney. While certainly a competitor in the courtroom, he was also
a mentor and friend to all. Chosen by the circuit bench to serve as an associate judge, he passed away the night before he was to be sworn in.
While Ben never had the chance to serve as a judge, his work ethic and lasting example are reflected in those chosen each year for this great honor.
This year’s recipient is Judge Christy Bishop. Judge Bishop currently serves as the first-ever Presiding Judge of the Restorative Justice Division. Prior to serving in this leadership role, Judge Bishop worked for years with Judge Chris Stride in maintaining the highest standards for our specialty courts, as established by our mentor Judge John Phillips. Judge Bishop leads by example and has
made this Division of the 19th Circuit a model for all specialty court systems in any jurisdiction. Congratulations Judge Bishop!

I have been a trustee and secretary of the Foundation for multiple terms.
I am also a Past Board Member of the Lake County Bar Association and past chair of the Worker’s Compensation Committee. Many of you have also witnessed my embarrassing antics on multiple occasions with my appearances in the Gridiron over the past several decades.
I grew up in a small farm town called Naperville, Illinois. I attended grade school, high school, undergrad and law school all in Illinois. I grew up in an era without Internet access, Bluetooth, cell phones, and Xbox Series X. We played outside until dark and often in the street, trying not to get hit by oncoming cars. We played hopscotch before it became a coding app for iPad and iPhone.
In my early years, I worked in a factory, as a ski instructor, and now for almost thirty years as a member of the National Ski Patrol.
I moved to Lake Forest in 1980 after marrying my husband of forty-two years, Louis Atsaves.
I began my legal career as a House Counsel for several insurance companies handling defense cases, including representing the City of Waukegan and Lake County. I became employed by the State of Illinois as an Arbitrator and also served as a Commissioner. I presided over thousands of Workers’ Compensation cases during my State employment. I was ultimately appointed Chairman of the Illinois Workers’ Compensation Commission by the previous Governor and served as a member of his
BY JOANN FRATIANNI PRESIDENTcabinet for four years. As a condition of my employment, I survived the Illinois Senate confirmation process on multiple occasions. I was elected President of the International Association of Industrial Accident Boards and Commissions Central States Association, which consists of members of twelve States in the Midwest region. My greatest thrill during my term as Chairman was riding into the Illinois State Fair for several years on the back of a Harley with the Governor, fellow bike enthusiasts, and the Illinois State Police.
I have also maintained my Illinois Real Estate License at Coldwell Banker in Lake Forest. In my spare time, you can see me in Lake Bluff playing Pickle -

CRAIG MANDELL
Known colloquially as “the Mouth” of the LCBA, Craig M. Mandell can often be found behind a podium gently (or not-so-gently) lampooning his colleagues. Craig is a partner of Beermann LLP, the largest law firm in Illinois focused on the practice of domestic relations and family law, with offices in Chicago and Bannockburn. Craig has been in practice since 2006, and an active member of the LCBA since 2009.
Craig’s greatest passion, apart from the practice of law, has been directing the biannual Gridiron Show with Lake County Assistant State’s Attorney, Stella Day, since 2018. He currently serves as Chair of both the Gridiron and Family Law Committees. Craig has been a member of the Board of Directors since 2020 and looks forward to beginning his second three-year term in June.
Craig is a graduate of the University of Colora -
do where he earned his Bachelor of Science in Journalism and minored in theatre and film. He received his juris doctorate from the DePaul University College of Law in 2006, where he also earned a Certificate in Family Law. Craig is a frequent lecturer and author of presentations and publications on family law topics, discovery, and civil procedure. Craig often serves as emcee at Association and Foundation
events, usually alternating between throwing shade and warmly praising his fellow LCBA members.

Ball, which has become my new obsession.
My goals for the Lake County Bar Foundation are simple: to support the charitable purposes of the Lake County Bar Association and the Judicial System, and to ensure that our building is well maintained and continues to provide a meeting place for our legal community. I am looking to exploring other charitable events, such as our recent “Battle of the Bands” fundraiser at 28 Mile Distilling Company in Highwood, Law Day events, and the Lake County Juvenile Justice Spring Seminar, among others.
I look forward to
working this year with Katharine Hatch, our Lake County Bar Association President. I also want to acknowledge Greg Weider, Executive Director, Jose Gonzalez, Assistant Executive Director, and Nancy Rodriguez, Office Manager, without whom we could not function on a day to day basis.
Finally, I would be remiss if I did not acknowledge our outgoing President, Douglas Dorando, for his work these past two years and his service as a Trustee. I wish him continued success in his present career.

The Minutes of January 17, 2023 were presented for approval. Motion to approve the minutes was made by Melanie Rummel and seconded by Scott Gibson. Motion carried.
III. TREASURER’S REPORT:
A. STATUS AND BALANCES OF LCBF ACCOUNTS:
Treasurer, Perry Smith reported that there was one large expenditure to Waukegan Roofing, however all
other expenditures reflected normal amounts. The Battle of the Bands fundraiser resulted in a profit.
There was some concern expressed by the Board as to whether our funds are secure because of the recent challenges in the Banking industry. The Board agreed that a committee should be appointed with regard to our long term financial planning. President Dorando appointed Nick Riewer, Rick Lesser, Melanie Rummel and Perry Smith to serve on the Long Term Financial Planning Committee.
Perry also reported there is a recurring debit charge of $224.00 for a debit card from the Building Fund account that we need to inquire as to the necessity of that charge.
A summary of the account balances was provided in the Meeting agenda.
Motion to approve the Treasurer’s Report and the Committee was made by Scott Gibson and seconded by Rick Lesser. Motion carried.
B. WARRANT/ APPROVAL OF EXPENSES PAID:
The Warrants for expenses from January and February 2023, were presented for approval.
Motion to approve the expenses made by Nick Riewer and seconded by Melanie Rummel. Motion carried.
IV. PRESIDENT’S REPORT:
President Dorando will be ending his term as
President at the end of this fiscal year and has sent in his report in writing and by e-mail.
V. OLD BUSINESS:
A. FUNDRAISING COMMITTEE UPDATE:
1. BATTLE OF THE BANDS FUNDRAISING EVENT:
A. EVENT REVIEW:
The Battle of the Bands Fundraising Event was held on February 23, 2023 at 28 Mile Distilling Company in Highwood. A special thanks to Jennifer Ashley and David Stepanich for co-chairing this event. David and Jennifer reported the Board that there were 101 attendees and the event resulted in a net profit of $13,837.74.
B. DONATION DETERMINATION:
The Board had previously approved The North Suburban Legal Aid Clinic as the designated charity to receive funds from this event.
Motion to give this Charity $13,000 was made by Scott Gibson and seconded by Melanie Rummel. Motion carried.
B. 19TH CIRCUIT LAW DAY MERIT BADGE PROGRAM FUNDING REQUEST:
Judge Salvi sent an e-mail to the Board indicating that the 19th Circuit was able to cover expenses, so they did not need their funding request.
C. AG990 FILING WITH THE STATE OF ILLINOIS UPDATE: The amended State of Illinois AG990 returns for 2019 and 2020 have now been completed. The new returns are being completed by our accountant and will be submitted in April or May, 2023.
D. FOUNDATION PHILANTHROPIC GIVING AND MONEY MARKET UPDATE:
The Long TermFinancial Planning Committee will discuss the investment of our funds in a Money Market Fund account.
E. FUTURE PROPERTY TAX EXEMPTIONS: Motion to allow Doug Dorando or Greg Weider to negotiate a legal fee rate to make sure that our property tax exemption is filed properly was made by Kristie Fingerhut and seconded by Shyama Parikh. Motion carried.
VI. NEW BUSINESS:

OLD BUSINESS • Free CLE Update
The current Member Free CLE schedule was included in the Agenda packet. President Devine provided an update on the program. Discussion followed.
• LCBF Officers and Trustees 2023-24
Correspondence from LCBF President Douglas Dorando containing recommendations for appointments of Foundation Trustees and Officers was included in the Agenda Packet. President Devine and Executive Director Weider provided additional background information regarding the nominations. Discussion followed.
A motion was made and seconded to approve re-appointment of the following LCBF Trustees
to two-year terms: Nandia Black; Hon. Michael Nerheim; Eric Rinehart; Melanie Rummel; Steve McCollum; Nick Riewer; Perry Smith; Joann Fratianni, and Kristie Fingerhut; and appointment of the following Trustees as Officers: Joann Fratiani, President, Kristie Fingerhut, Vice President, Perry Smith, Treasurer, and Shama Parikh, Secretary. Upon unanimous voice vote, the motion was declared carried. The appointments are approved.
• Budget Guidance Executive Director
Weider provided an update
concerning efforts underway to prepare a budget for the next fiscal year, and requested Board input. Discussion followed.

President Dorando is recommending that all trustees whose terms are expiring at the end of this fiscal year be considered for additional terms. He is also recommending that the following Officers be appointed:

• Perry Smith-Treasurer
• Shyama Parikh-Secretary
The nomination slate as presented must be approved by the LCBA Board in order to take effect in the new fiscal year.
