Greetings from the City of Martinez

O

n behalf of the City Council and the citizens of the City of Martinez, I invite you to discover, visit, enjoy and make your next move to Martinez. Martinez is a strategically located historic waterfront community nestled in the beautiful rolling hills and valleys of Central Contra Costa County. Martinez is also home to a variety of residential neighborhoods ranging from “turn of the century” Victorians and bungalows to modern homes with suburban amenities, excellent schools, attractive and popular parks and a historic downtown – all with easy access to the Bay Area, Sacramento and beyond by freeway, commuter rail and water. We are about to complete a $30 million dollar parks and library improvement project that rebuilt the municipal aquatic center, renovated the downtown library and every park and sports field in the City. Our downtown is now one of only two in all of Contra Costa County to offer a free Wi-Fi network, and we became one of the first cities in the County to install 240V electric vehicle charging stations for public use. A diverse mix of new and successful businesses have opened in the past two years, and the future looks promising with the potential development of large scale cornerstone properties on the horizon. The City is also moving forward with developing a long-term vision for the City’s marina and waterfront, expansion of the intermodal train station, increased use of the City’s waterfront amphitheater, and a significant investment in local infrastructure including streets and parks. In addition, opportunities abound for new commercial and industrial opportunities along the Interstate 680 and Highway 4 corridors, particularly along an area of North Pacheco potentially available for annexation into the City in the near future. History & Overview

M

artinez is a moderatesized city with an area of 13.1 square miles and a population of approximately 36,700. The city’s colorful history began with Don Ygnacio Martinez, an early nineteenth century commandant of the Presidio of San Francisco. Martinez was first lured to the Alhambra Valley when he received land grants from the Mexican government, one of which being the area of land where presentday Martinez can be found.

The gold rush wasn’t the only boon in Martinez’s history, however. Those that did not strike it rich mining gold often purchased farmland, leading to the foundations of several well-known California vineyards.

Today, Martinez’s past is never far from the minds of its people. The city continues to pave the way to high quality-of-life standards, safe neighborhoods and the irrefutable perks of California living, like proximity to hiking, fishing, boating and the people of Martinez’s favorite pastime, bocce ball.

The Martini is Born

In 1849, the city was named after Martinez. Between that time, when Martinez was little more than a trading post, and 1876, when the city was incorporated, the gold rush played an integral role in the city’s economic standing. In 1850, Martinez was declared the seat of Contra Costa County, followed by the advent of a local Martinez newspaper in 1858, railroads in 1877 and the implementation of the local Sunset Telephone Company (later known as Pacific Bell) in 1881.

In the midst of Martinez’s colorful history lies the invention of one of the most famous cocktails of all time, the Martini. As the story goes, a thirsty miner wanted to celebrate his 1874 gold mining success, so he entered a local saloon and handed over a handful of gold nuggets in exchange for a bottle of champagne. Because the saloon had no champagne, the bartender, Julio Richilieu, instead offered to fix the miner a “Martinez Special.” The drink was two-thirds gin, onethird vermouth and a dash of orange bitters poured over ice and an olive. Over time, the “z” in Martinez Special was dropped for fear that the name would be too difficult to pronounce under the influence of the cocktail. The corner of Masonic Street and Alhambra Avenue commemorate the birthplace of the Martini with a plaque. ■

artinez, an East Bay city directly northeast of San Francisco, is ideally situated. The drives to Oakland and San Francisco are an easy 35 minutes and 45 minutes respectively, and San Jose and the state capital, Sacramento, are both approximately one hour away. The drive to Los Angeles is even less than a half-day from Martinez, topping out at a six-hour car ride southeast. Martinez’s central location keeps it proximal to both northern and southern California, making terrain of all kinds, like beaches, mountains and redwoods, close by. Two international airports – San Francisco International Airport and Oakland International Airport – service the area. San Francisco International Airport (SFO) is one of the world’s 30 busiest airports and

artinez, once home to Joe DiMaggio, Tug McGraw and Norv Turner is nestled on the south side of the Carquinez Strait in the San Francisco Bay Area.

Renowned for the many preserved historical buildings, travelers will enjoy the rustic scenery of downtown Martinez. Antique stores, curbside dining, and the Mediterranean weather add to the ambiance of the city.

John Muir, a Martinez resident devoted his life to the preservation of land. The home of John Muir built in 1882, is part of the Martinez Historical Society Home Tour. Constructed of mostly redwood, the Victorian 17 room home features 12 foot high ceilings, a black walnut staircase and douglas fir floors. The rooms feature furnishings from that time period. The home retains its original charm and beauty, making it a focal point for all travelers.

The Martinez Waterfront Park is located within the Martinez Regional Shoreline Park. It features play areas, picnic areas, four softball fields, a soccer field, and a skate park. For the naturalist, there are several trails to enjoy while taking in the beauty of the shoreline.

tudents in Martinez are served by the Martinez Unified School District, which has four elementary schools, two middle schools and three high schools. Parochial schools are also in reach for those looking for an alternative to public education. New Vistas Christian School and Saint Catherine of Siena School, among others, are located in and around Martinez. NUMBERS

Unique to Martinez Unified School District is the adult learning center, Martinez Adult Education (MAE). MAE first offered evening classes to community adults in 1919 at the local high school, and by 1925, such courses were offered by the facility as stenography, typing, auto mechanics and American citizenship. In 1978, MAE settled into its current location at 600 F St. in Martinez on the site of Montecito Elementary School. s one of California’s first towns, Martinez retains a strong sense of history, family and architecture. Many of the downtown shops still retain their early 20th century look and charm, with some homes dating back more than 125 years. Each year, hundreds attend a tour showcasing many of the City’s historic homes. The renowned naturalist, John Muir, made Martinez his home for nearly a quarter century and the grounds have been converted into a National Parks Service Historic Site that attracts thousands annually. With 17 parks, an award-winning aquatics center, and a beautiful shoreline setting, Martinez offers wonderful business, recreation and tourism opportunities.

The incentive program is strong and has brought back companies that left Martinez once lured away by other areas. “If an organization has certain benefits to the city and business, the City is willing to look at custom tax programs, especially if they are job-generating companies,” Schroder says.

The most popular industries in Martinez include education, government and health care. Several thousand County employees work here, as Martinez has been the Contra Costa County seat since 1850. Many other business services exist to support this clientele, especially within the downtown core and at the Muir Station Shopping Center. Other primary business corridors include Highway 4 along Arnold Drive to

the east, and near the Virginia Hills area to the south. “Companies should locate here because we have great space and affordable lease rates,” says Martinez Mayor Rob Schroder.

Key employers within the City limits include three major medical facilities (County Regional, Kaiser Permanente, and Veteran’s Administration), major grocery chains, and two “big-box” retail stores. Shell Oil Products US, Martinez Refinery has also been a top employer for over 100 years. The Martinez Unified School District, another key employer, recently announced Alhambra High and the Martinez Junior High were selected as California Gold Ribbon schools. Government City Government Overview The City of Martinez is a municipal corporation with 130 employees. The City provides quality community services with the aim of providing a community that offers quality places for residents and businesses to live, work and play. These community services include public safety services to protect resident health and safety; recreation and park services for resident enjoyment; and infrastructure investment to support business services and development. The City of Martinez is governed by a five member elected City Council. The Mayor and four Council members are elected to four year terms on an overlapping basis. The City Council is responsible for representing the Martinez citizens and providing policy direction to the City Manager. The City Manager is responsible for implementing Council policies to provide services to the community.

The Chief of Police manages the Department under the direction of the City Manager. Public Works Department The Public Works Department includes Building; Construction Management; Code Enforcement; Parks, Streets, Facilities, Fleet and Water System Maintenance; Parking

Services; and Engineering. The Public Works Department maintains all City assets (e.g., facilities and streets); ensures all new construction, rehabilitations, and repairs are consistent with appropriate codes and laws; manages the provision of a reliable water supply; and works with other City departments to design, plan, and construct public facilities such as parks, streets, storm drains, traffic signals, and water systems. The Public Works Director manages the Department. ■

MARTINEZ – Rich in History, Ripe for Opportunity

T

he City of Martinez is a great place to live, work, and visit. Established in 1876 as one of California’s earliest incorporated towns, Martinez has always been a destination worth seeing. Serving as Contra Costa County’s seat for over 150 years, Martinez is the birthplace of legendary baseball slugger Joe DiMaggio and the martini (first served in 1874). Famed naturalist John Muir also lived here for much of his life and his home is now part of the National Park Service and designated a National Historic Site. Parks and recreation continue to be one of the City’s most popular draws. Residents and visitors have numerous options for outdoor activities to choose including 17 parks, world-class bocce ball courts, a 10,000 square foot Skate Park, a 1,500 seat Martinez Waterfront Amphitheater; and a Marina Complex. These aspects combined with its historic architecture of homes dating back as far as 125 years make Martinez a truly unique coastal waterfront town. Several exciting changes are currently underway. Residents passed a $30 million Parks, Pool and Library Bond in November 2008 and approximately $20 million

Construction of a new municipal swimming pool, renovation and expansion of the City’s historic library, and significant upgrades to other major parks including Rankin, Hidden Valley, Holiday Highlands, Nancy Boyd and Cappy Ricks parks have been completed. Several more parks projects are either underway or in the design phase, including the renovation and redesign of Waterfront Park, a cornerstone project of the Bond. The City installed three new electric vehicle (EV) charging stations in the downtown area in April 2010 and is in the process of converting one to a dual-port station capable of simultaneously charging two vehicles. This upgrade will help meet the growing demand of electric vehicles capable of significantly longer interstate and highway transportation on a single charge. Other exciting offerings include a host of family-friendly special events held throughout the year through our partner organizations the Martinez Area Chamber of Commerce and Main Street Martinez; regularly
