A new Dare County company is adding jobs and more than $1 million of investment to the area and an Australian company that has a product important to the boat building industry has expressed interest in making eastern North Carolina its home. “We’re meeting with individual business owners, gathering demographics and assessing skills gaps in the community, and responding with training that bridges the gaps,” says Brown. “We even help with things like disaster planning, succession or financial planning for example—all highly confidential—by connecting them with professional, third party resources.”

An architectural masterpiece spanning pristine waters, the new Herbert C. Bonner Bridge, crossing the Oregon Inlet between Hatteras and Bodie islands, will soon be complete. “Its sheer presence is a wonderful thing to see,” says Allen Moran, member of the North Carolina Board of Transportation. “It’s going to be a great asset to the state, the county and the folks on Hatteras Island. Construction will be complete in 2019.” The new bridge replaces the existing one, and for commercial fishermen, sportsmen and anglers, it greatly enhances safety. “It’s higher than the old bridge and has nine navigational spans, 300 feet wide, so there’s much more room for fisherman to cross under the bridge,” says Moran. “It’s a huge improvement.” The Bonner Bridge is the first in North Carolina to use stainless reinforcing steel, adding protection against saltwater corrosion and reducing maintenance costs.

Bridge projects are helping passengers easily navigate the Outer Banks. Another new bridge will soon be serving the Outer Banks too. Groundbreaking will begin shortly on a 2.4mile portion of state Highway 12, building a bridge to replace a portion of the road prone to breaches during
storms. The “jug handle” project spans from the southern end of the Pea Island National Wildlife Refuge over the Pamlico Sound into Rodanthe. The targeted completion date is 2020. l By Cathy Cuthbertson

Like many other Outer Banks towns, Avon got its name from post office officials. Formerly known as Kinnakeet, officials renamed the town in 1883 as Avon, likely named after the English river.
Buxton Another city with a post office-related name change is Buxton, which was formerly known as “The Cape.”

Corolla While the name may be spelled like the Toyota car, many residents and visitors know this town is pronounced “Curah-luh.” Although settlers first called the city Jones Hill,
name, the county actually derives its name from the Native American word “cortank,” which means wild goose.

Dare County is the easternmost county in North Carolina and derives its name from Virginia Dare, the first child with English parents, born in America in 1587.

Many of the towns on the Outer Banks have unique names, including Duck, Nags Head, Wanchese and Kill Devil Hills, among others. decided to name the town based on a well-known feature: the many ducks inhabiting the area.
Frisco Although Frisco was formerly known as Trent, the folks at the post office in 1898 changed its name to Frisco. The exact inspiration for this particular name is unknown.
Hatteras Village Hatteras Village derives its name from an area just a few miles north that early settlers called “Hatorask.”
Hyde County Although Hyde County was originally named the “Wickham” precinct, town planners renamed it Hyde after Edward Hyde, who was governor of North Carolina from 1711 to 1712.
Kill Devil Hills “As a resident of Kill Devil Hills, I personally find the legends linking the town’s name to the rum trade very fascinating,” says Samantha Crisp, director of the Outer Banks History Center. “William Byrd, a famed colonial Caption 18

Homes on the Outer Banks, no matter the locale, are great for homebuyers, renters and tourists. landholder in Virginia, claimed that the rum from this area was so strong it would ‘kill the devil.’” In addition to this story, Crisp also says there is a legend that a local resident named Ike was guarding rum that one of his neighbors ended up stealing. Instead of implicating the neighbor, Ike said the devil had stolen it and Ike was forced to kill him.

Salvo Legend has it that during the Civil War, sailors were traveling past the Hatteras Island coast and couldn’t identify where they where. When one of the sailors told the ship’s captain, the captain reportedly said, “Give it a salvo anyway.” The sailor wrote “Salvo” on the map, and the rest is history.
Southern Shores Kitty Hawk is famous for flight and hunting geese, also known as Killy Honker.
Kitty Hawk While there are many rumors and legends circulating about how Kitty Hawk got its name, the most popular theory is that it comes from what the Native Americans called hunting geese, which was “Killy Honker” or “Killy Honk.”
Manns Harbor The fishing town of Manns Harbor got its name from a German boat captain who found shelter at the harbor during a storm.
Manteo As the county seat of Dare County, Manteo was named for a Native American named Manteo. Manteo and another Indian named Wanchese traveled to London and acted as a liaison between his tribe and the English settlers.
This vacation paradise was incorporated as a municipality in 1979. To sell real estate and attract tourists, artist and developer Frank Stick named the town “Southern Shores” as a marketing strategy.
Wanchese Wanchese is another Native American who traveled to England with Manteo and got to know the English settlers. While his counterpart was friendlier to the settlers, rumors are that Wanchese, ultimately, did not agree with the direction they took the settlement.
Waves Formerly known as South Rodanthe, the post office renamed the city after the Atlantic Ocean’s whitecaps. No matter the name, each locale along the Outer Banks is draped in historical significance.
Nags Head Whether totally true or not, the legend of how Nags Head got its name is unique. The story goes that land pirates would tie a lantern to an old horse, known as a nag, and slowly walk its four-legged companion up and down the beach’s dunes at night. Sailors at sea would think this was a ship docked at harbor and sail toward the light. When their ship ran aground, pirates would rob the ship.
Ocracoke Island Residents of Ocracoke Island can thank one of the most notorious pirates for the island’s name. Legend is the pirate Blackbeard, also known as Edward Teach, dropped anchor on the island and yelled into the breeze “Oh, Crow Cock!”
Rodanthe Rodanthe is usually considerably easier to say than the town’s original name of North Chicamacomico. Although the origins of the name aren’t fully known, it’s believed

Each year, tourists head to the sunny shores of the Outer Banks for some rest and relaxation. While there are endless things to see and do, here are the MUST-experience excursions while on the islands.
Alligator River National Wildlife/ Pea Island Wildlife refuges Explore the Alligator River National Wildlife Refuge, where adventure seekers can drive through the area, looking for black bears, wild turkeys, birds and more. The Creef Cut Wildlife Trail is a half-mile loop surrounded by marsh and home to waterfowl and other wildlife. The Sandy Ridge Wildlife Trail offers a more rustic view, and the Milltail Paddling Trail is great for those who like to get on the water. Pea Island Wildlife Refuge offers bird walks, adventures in red wolf howling, trails for exploring and so much more. The refuges are open year-round, from sun up to sun down.

The Lost Colony
Situated in Rodanthe, the historical Chicamacomico LifeSaving Station was the first one staffed in the state, and it remains one of the only lifesaving stations open to the public on the East Coast. According to historians, this station helped rescue more than 40 sailors from British tanker, Mirlo, during World War I.

Chicamacomico Life-Saving Station
Elizabethan Gardens Located in Manteo, within the Fort Raleigh National Historic Site, the 10-acre Elizabethan Gardens is home to hundreds of native plants and wildlife, as well as flora and fauna from across the globe. Every bat of the eye offers a breathtaking view, no matter the season. Aside from beautiful landscapes, be on the look out for artwork depicting notable historical figures, such as Virginia Dare and Queen Elizabeth I.
Graveyard of the Atlantic Museum The Outer Banks has a fascinating history of pirates and shipwrecks, so enthusiasts will adore the Graveyard of the Atlantic Museum. Home to shipwreck, diving, piracy, Civil War and USS Monitor collections and educational programming, the museum caters to all ages and is open year-round.

Visit Roanoke Island Festival Park for the opportunity to see colonists’ settlement site, a replica Elizabeth II ship and more.
North Carolina Aquarium On Roanoke Island Dive into adventure at the North Carolina Aquarium On Roanoke Island, where myriad undersea animals await. The young and young at heart will revel at the largest group of sharks in the state. Visitors can also touch stingrays, interact with scuba divers, see alligators, learn about conservation efforts and so much more.
Roanoke Island Festival Park Long before Jamestown was settled, the first English settlers landed on American soil on Roanoke Island. Unfortunately, these colonists disappeared, and their fate is still discussed today. No one knows what happened to them, just that they went amiss. Today, Roanoke Island Festival Park celebrates these settlers with a replica Elizabeth II ship, which can be toured. Guests will also enjoy the settlement site, the American Indian town exhibit and so much more. 22

Wanchese MARINE Industrial Park The Wanchese Marine Industrial Park in Dare County helps to promote fishing and marine industries, which are vital to the Outer Banks. Commercial fisherman reel in fresh catches daily, and guests can also see luxury boats being built to set sail. The park is also home to a number of Charter Fishing Boats, dolphin tours and sunset cruises.
Whalehead in Historic Corolla Part of Historic Corolla Park, Whalehead is a restored 1920s mansion. This National Register of Historic Places landmark was owned by the Knight family, who opened the venue as a hunting retreat. Today, Whalehead is open year-round, except from the end of December until February, for tours. The venue also hosts numerous events.
Wild Horse Adventures There are a lot of ways to experience the Outer Banks but one

of the most unforgettable is through Wild Horse Adventure Tours. In fact, Wild Horse Adventure Tours has been rated the No. 1 tour company in the nation by TripAdvisor. Guests hop aboard a 13-passenger Hummer, equipped with a seasoned tour guide, and go in search of Colonial Spanish Mustangs. These horses roam the coast of Corolla and are a beautiful sight to behold.
Wright Brothers National Memorial Paying homage to Wilbur and Orville, the Wright Brothers National Memorial in Kill Devil Hills stands tall in honor of the brothers of flight. The duo landed on this site in December 1903, making the trek the first successful airplane flight. In addition to the monument, guests can enjoy many other tributes to these great innovators.

Lighthouses Boast Unforgettable Experience

he Outer Banks is home to sandy beaches, breathtaking sunsets, friendly residents and tourists, as well as historic lighthouses. These beacons of light have become a part of the islands’ identity and a huge draw for the tourism industry.
CAPE HATTERAS LIGHTHOUSE 46368 Lighthouse Road, Buxton, NC 27920 • 252-995-4474 There is not a better known landmark on the Outer Banks than the Cape Hatteras Lighthouse. Its black and white spiral pattern welcomes guests frequenting the Cape Hatteras National Seashore. Climbs are available the third Friday of every month, beginning in April and going to Columbus Day. The climbs are self paced and boast unmatched views from atop the tallest brick lighthouse in North America.
BODIE ISLAND LIGHTHOUSE 8210 Bodie Island Lighthouse Road, Nags Head, NC 27959 252-475-9501 Another well-known beacon is the Bodie Island Lighthouse. The structure was originally built in 1847 but was rebuilt in 1859 just to have Confederate soldiers blow it up during the Civil War. The lighthouse that stands today was erected in 1872 on the banks of the Cape Hatteras National Seashore. For those seeking the full Bodie Island experience, climb to the top for an unbelievable vista. The lighthouse is open from the third Friday in April through Columbus Day.
CURRITUCK BEACH LIGHTHOUSE 1101 Corolla Village Road, Corolla, NC 27927 • 252-453-4939
Nestled in historic Corolla Village, the Currituck Beach Lighthouse stands 162 feet to the top of its roof. While the outside of the red brick lighthouse is a beautiful experience in its own right, the real adventure begins inside. Visitors are welcome to climb the winding staircase at their leisure, which contains 220 steps. The lighthouse opens for the season in mid-March.
OCRACOKE ISLAND LIGHTHOUSE 360 Lighthouse Road, Ocracoke, NC 27960 • 252-928-6711 Located on the Cape Hatteras National Seashore too, the Ocracoke Island Lighthouse is the oldest one in operation in North Carolina. It is also the second oldest in the United States. Standing only 75 feet tall, it is by far the smallest lighthouse on the Outer Banks. While the lighthouse is not open to climbers, it is perfect for a photo opp. The lighthouse is accessible to visitors year-round.
ROANOKE MARSHES LIGHTHOUSE End of the pier on Manteo Waterfront, Manteo, NC 27954 252-475-1750 Unlike other beacons of light on the Outer Banks, the Roanoke Marshes Lighthouse is an exquisite screwpile structure. As the fourth incarnation of the lighthouse, this site complements the island’s maritime past. Since it is located at the end of the pier on the Manteo Waterfront, it boasts the perfect opportunity to take in the area’s vibrant natural beauty. One of the most unique adventures on the Outer Banks is strolling along the coastline, toes in the sand, breeze in the air and rays of sunshine beaming down along the tranquil waters. The Outer Banks is home to many types of seashells, making it a beachcomber’s perfect paradise. Known as the official North Carolina State Shell, the Scotch Bonnet is a rare find on the islands. The Queen Helmet Conch can be found on the south facing beaches. Whelks are common on the islands and northern East Coast shoreline. Olive shells are delicate and an ideal piece to any collection. Other shell types include the oyster driller, periwinkle, moon snail, sundial and auger, among others. In addition to shells the beaches along the Outer Banks are known for a place to find sea glass. Sea glass begins as normal shards of broken glass that are then persistently tumbled and ground until the sharp edges are smoothed and rounded. In this process, the glass loses its slick surface but gains a frosted appearance over many years.

Naturally produced sea glass originates as pieces of glass from broken bottles, broken tableware, or even shipwrecks, which are rolled and tumbled in the ocean for years until all of their edges are rounded off, and the slickness of the glass has been worn to a frosted appearance. Sea glass is often used in decorative pieces, jewelry or just saved and admired. Now that tourists know what kinds of shells and sea glass to look for on the Outer Banks, the last question remains where to look. The 4WD beaches in Carova, Coquina Beach, Irene’s Inlet, South Beach, along piers, Frisco and Hatteras beaches and Ocracoke Island, just to name a few, are great places to start a collection. 26

Visit the Outer Banks Beachcomber Museum, which is listed on the National Register of Historic Places. The museum is located at Mattie Midgette’s Store in Old Nags Head. There are plans in place to move the museum, have fulltime hours, and open a heritage center, as well as native plant gardens. “For the last 15 years, the museum’s owners have been focused on preserving and sharing those resources
that create a sense of place, rooted in the specifics of the local land, its people and their stories, artifacts and traditions,” says Dorothy Hope, Outer Banks Beachcomber Museum proprietor. Hope advises future collectors to go to the beach early when fewer visitors are likely to be out. Where Canines and Felines Have it Made Four-legged companions have an oasis of their own on the Outer Banks. Dogs (and cats too) enjoy time spent with their humans, either while vacationing as a tourist or living life to the fullest as a resident. And for those pets still looking for their forever home, they have groups like the Outer Banks SPCA (Society for the Prevention of Cruelty to Animals) working on their behalf. The organization operates the Dare County Animal Shelter, which gives a temporary home to lost or abandoned pets in hopes of placing them with caring families. Best of all, they never turn away pets from Dare County, no matter if the pets are sick, hurt, have behavioral issues, owner surrenders, etc. They truly believe the animals they take in are deserving of a happily ever after. On average, Outer Banks SPCA takes in about 2,000 dogs and cats annually. For a little tender, loving care, owners have a wealth of trustable and dependable pet resorts and pet sitters from which to choose, whether away on play or business. Resorts take pampering man’s best friend and favorite feline to a whole new level. From overnight, daily and hourly care to grooming, pets will love the resort-style life.

Before walking man’s best friend on the beach, be sure to know the leash laws.
Beaches of Currituck County require pets to be on leashes at all times. Duck requires that leashes do not exceed 10 feet in length, and pets are allowed to play unleashed on the beach under close supervision of owner. Southern Shores laws require that leashes do not extend past 10 feet in length, and from May 15 to Sept. 15, animals are prohibited on town beaches. Kitty Hawk requires that leashes do not exceed 6 feet in length between 10 a.m. and 6 p.m. from the Friday before Memorial Day until the day after Labor Day. At all other times, leashes must remain retractable to 12 feet. Well-trained dogs may be unleashed under close supervision of owner. In Kill Devil Hills, leashes should not exceed 10 feet, and from 9 a.m. to 6 p.m. May 15 to Sept. 15, dogs are not allowed on beaches. In Nags Head, leashes should not stretch more than 10 feet, while in Manteo, leashes should be 6 feet in length or less. National parks laws require pet owners keep leashes less than 6 feet in length at Cape Hatteras National Seashore. Speaking of unique and successful, Kitty Hawk Kites is one of the Outer Banks most successful companies. “Kitty Hawk Kites began with a passion for flight and hang gliding and has since grown as a company with a focus of ‘Teaching the World to Fly,’” says John Harris, owner. “As a company, we focus on our core values and our employees, allowing them to succeed and ‘fly’ in their careers, which also contributes to everyone’s success. The Outer Banks is a community of tight-knit businesses and locals. Each person and establishment here on the beach works to support one another.” Harris began Kitty Hawk Kites in 1974, and since then, the company has continually grown in scope and services. “The Outer Banks is one of the best beach resort locations on the East Coast, which makes it one of the best beach resort retail locations on the East Coast,” says Harris. “In our 44-year history, Kitty Hawk Kites, Inc. has grown to 15 Outer Banks locations and is proud to be part of the fabric of the Outer Banks.” Spreading holiday cheer throughout the year, the Christmas Shop and General Store is filled with the spirit of Jolly Ole St. Nick and the merriment of the season. The shop has been a staple on the Outer Banks for more than 50 years and stocks other items too. “We have over 5,000 Christmas items in the store and pretty much something of nearly every genre
someone would want in Christmas decor,” says Gary Chatnik, owner, who purchased the store in 2016. “We have been selected as one of the 10 best things to do on the Outer Banks.” The Gift Garden carries a wide variety of items with the store’s popular, premium home flags being a must have. In addition, the store houses an assortment of tumblers, candles and North Carolina jams, jellies and sauces. Another shop that’s a favorite of locals and visitors is Island Spice & Wine. Located in Avon on Hatteras Island, this gourmet shop has been fulfilling the taste buds and gift needs of customers for more than 20 years on the Outer Banks. The shop features a wide variety of food items, such as wine, tea and coffee, specialty sauces, imported olive oil and vinegar, cheese, sweets, gourmet snacks, as well as kitchen supplies. A business pillar for Outer Banks shoppers is Sawyer’s House of Furniture (SHF). SHF started in 1955 and has remained in the family. The company has continually expanded throughout the years, offering even more lines of furniture and accent pieces. “Our goal is great customer service and being a positive force for good in the area,” says Bryant K. Sawyer, SHF chief financial officer. Another generational family business on the Outer Banks is Gray’s Family Department Store. The family owned and operated business has been a shopping tradition on the islands for more than 60 years. The department store is recognized for its fine men’s and women’s apparel, sandals and accessories. And ECSU has now become one of three North Carolina’s Promise Schools. Beginning in the fall of 2018, the N.C. Promise Tuition Program will reduce in-state tuition to $500 per semester and out-of-state tuition to $2,500 a semester—student fees do not apply. ECSU is also home to the Small Business and Technology Development Center (SBTDC) office. North Carolina Wesleyan College In partnership with community colleges in central and eastern North Carolina, North Carolina Wesleyan College offers baccalaureate degree programs designed to meet the educational needs of adult learners. At COA’s Dare Campus in Manteo, North Carolina Wesleyan College offers programs tailored to the personal, career and life goals of residents. Transform tomorrow by learning more today about credit programs and noncredit classes like dual enrollment, welding technology, HVAC, culinary arts, hospitality and tourism, professional crafts jewelry, English as a second language, drone operator certification, Associate in Science, Associate in Arts and more. The college is made up of four campuses that provide educational opportunities for a seven-county service area, including campuses that are located in Manteo, Edenton, Elizabeth City and the Regional Aviation and Technical Training Center in Barco. Each location specializes in county relevant programs to conveniently educate, train and work with local businesses to hire graduates. COA, in working with members of the Dare County community, will identify additional course offerings as plans move forward for a new building. The college’s Small Business Center offers skills seminars and workshops, business counseling and is known for being a one stop entrepreneur’s shop. The Performing Arts Center (PAC) features a stateof-the-art stage with more than 950 seats and serves as a venue for theatrical productions performed by students and community members. The PAC is also available to rent for community events. The COA Foundation raises money to fund scholarships for students, professional development for faculty and staff, as well as building projects.
Elizabeth City State University Founded in 1891, Elizabeth City State University (ECSU) is guided by the philosophy “to live is to learn.” Through its broad degree offerings and innovative research programs, ECSU provides affordable academic excellence in a nurturing, student-centered environment. ECSU’s founding mission was to train teachers and has helped develop some of North Carolina’s top educators through its education degree programs. But preparing teachers for their careers is only a part of this University of North Carolina (UNC) System school’s story. A diverse selection of degree programs has made ECSU stand out across the state and nation. ECSU is the only UNC system school to offer a four-year aviation degree program. From the unmanned aerial vehicles to avionics and pilot training, the aviation program is producing tomorrow’s aviators for both the private sector and the military. The university has begun working with regional community college campuses, providing bachelor degree programs to students throughout northeast North Carolina, on-site at their hometown campuses. ECSU continues to build partnerships throughout the region and across the state in an effort to bring higher education to residents of the region. 50

A variety of degrees are offered to students at places like NCWC. The Manteo campus offers seven degree programs in business administration, organizational administration, marketing, accounting, criminal justice, computer information systems and political science. The college also recently introduced a Master of Science in Criminal Justice program. Mystery and History Abound on Roanoke Island
T
he following timeline outlines some of Roanoke Island’s most notable eras and biggest events, from the first settlement in the New World to the mystery of the Lost Colony. Roanoke Island comprises Fort Raleigh City, Manteo and Wanchese. 1584 - More than 100 men established a fort and settlement on the north side of the island. The following year, the land was abandoned due to weather conditions, poor relations with natives and limited resources. 1587 - One hundred seventeen English colonists left for the New World. They reached Roanoke Island in July. On August 18, Eleanor Dare gave birth to the first English-speaking child, Virginia Dare, in the New World. A week later, the newborn’s grandfather, Capt. John White, had to return to England for supplies. 1590 - Due to conflict in his native land, White didn’t get to come back to the New World until now. Upon his return, there wasn’t any sign of his family or the other colonists. The only remnants were letters “CRO” and “CROATOAN” carved into a tree and the side of the fort. To this day, no one knows what happened to these colonists. Today, these colonists are remembered through an outdoor drama coined “The Lost Colony.” 1600s - Roanoke Island was permanently settled. 1870 - Dare County was formed with the county seat and courthouse.
1873 - The government center became known as Manteo with the establishment of the post office. 1899 - Manteo was incorporated as a town. 1936 - Wanchese Fish Company opens in the Wanchese fishing village by W.R. Etheridge. 1937 - “The Lost Colony” is performed for its first audience. It is the nation’s premier and longest-running outdoor symphonic drama. 1960 - The Elizabethan Gardens formally opens in August 18 on the 373rd anniversary of the birth of Virginia Dare. 1984-1987 - Roanoke Island and Manteo become a fixture for America’s 400th anniversary. A replica Elizabeth II, similar to what the colonists arrived on, was constructed along the Manteo waterfront. 1984 - Her Royal Highness the Princess Anne attended the ship dedication. 1999 - Town of Manteo celebrated its 100th birthday. 2000s - A tract of land, named Site X, nearly 60 miles west of Roanoke Island uncovers artifacts that may related to the Lost Colony.
