Developer plans to turn old Rolling Meadows

Sam’s Club into Asianrestaurant, entertainment center

An Auroradeveloper plans to purchase the shuttered Sam’s Club in Rolling Meadows and convertthe building into an Asian-focused commercial, restaurant and entertainment center.

Developer Eddie Juling Ni of the Windfall Group has proposed investing more than $10 million into the deserted 129,000-squarefoot big boxstore at 1460-1470Golf Road and building out space for atrampoline park, golf simulator,food hall and restaurants.

It would mirrorasimilar concept as Ni’sPacifica Square in Aurora, aone-stopAsian lifestyle centerthatisa reuse of the former Yorkshire Plaza he purchased in 2018.

Adevelopment partnershipled by Ni is buying thevacantSam’s Club property for $4.5 million fromGRHC LLC, whichisassociatedwith Timbercreek Capital,a Toronto-based real estate assetmanagement firm.The Sam’s location closed its doorsin2010after adecade in business.

Called Pacifica on Golf,the structure would be subdividedand leased to multiple tenants. According to plans submitted to cityofficials, theproposedbusinessesare:

•Launch Franchising, atrampoline park operator and family entertainment centerthat would include ninja-style obstacle courses, climbing walls, lasertag, abattle pit, bowling, an arcade and restaurant across 29,500 square feetofthe property.

•Enson Market,a46,000-square-foot supermarket cateringtotheAsian community.

•MangoMango, adessertshop serving blendedfruitdrinks,teas, cakesand desserts

•KyuRamen, aJapanese ramen eatery.

•Lao SzeChuan, which started in Chicago’s Chinatown in 1998 and serves traditional Sichuan cuisine.

•A still-to-be-announced hot pot/Korean barbecuerestaurant.

•Amodern, contemporary food hall of 10 restaurants andabar

•A 29,500-square-foot golf simulator that would give golfers the abilitytopractice indoors in virtually-simulated environment.

•Five other possible occupants thatcould include aretail store and sushi restaurant.

Thedeveloper’s proposed $10.1 million renovation includes parcelingthe old big box; a newfacade, glass, doors and utilities;arepaved 800-space parking lot; and anew loading dock

in back to eliminate the existing docks from the frontstreetview.

Officials estimate the newdevelopmentwill result in justunder 300newjobs.

Thecitycouncil this month endorsedthe developer’s application for aCookCounty7b taxincentive,which would allow the property to be assessed at lowerlevelsover adozen years. Thecouncil also declaredthe 254,000-squarefoot property blighted adeclaration needed in ordertoget the 7b taxbreak.

Lawyers for Ni said the purchase is contingent on getting the incentive, and without it, the redevelopment might nothappen.

Theprojectisscheduled to be completeat the end of 2023 or startof2024.

What to expect after cash bail ends Jan. 1, with insight from New Jersey and New York

In less than aweek, the pretrial fairness portion of the SAFE-TAct will takeeffect, ushering in sweeping criminal justice reforms that include the elimination of cash bail, adding Illinoistothe listofmore than adozen states thathaveenacted some type of bail reform.

If Illinois mirrors data from other bailreform states, including California, NewYork and NewJersey, it should seea drop in the number of residents spendingtime behind bars without ameaningful increase in crime Adjustingtothe newsystem won’t be easy or quick, but cashlessbailworks, proponents say.

“Nolaw is going to be absolutely perfect,” said Christopher Porrino,who was NewJersey’sattorneygeneral when the Garden State adopted cashless bail five years ago.

Someone who is adanger to the community should be detained,Porrino said,but anonviolent offender who is unlikely to miss courtappearances should not.

“Having both sides of thatequationproperly balanced is the secrettomaking cashless bail successful,”hesaid. “You have to trustprosecutors, judges and defense lawyers to strikea proper balance.”

Under Illinois’ law, manydefendants facing felonycharges will be releasedwithout having to postany money. (Defendants awaiting trial who are incarcerated can petitionfor release, but prosecutors can ask judges to denyrelease to those theydeem dangerous.)

Judges can, however,detain defendants facing first-degree murder,criminal sexual assault, home invasion andother charges that, upon conviction, would requirea mandatory

prison sentence.Latelastmonth, legislators amended the acttoexpand detainable charges. Additionally,judgescan order defendants held in custodyifprosecutors convince them an individual posesa flight riskorathreatto someone else.

In their amendments, legislators clarified languageregarding what constitutes adanger to the public. Foradefendant to be held to that standard,prosecutors mustprove to ajudge thatperson is a“real and present threat to the safety of anyperson or persons or the community, basedonthe specific articulable facts of the case.”

Illinois’ lawalso clarifies thatpeople chargedwith a“forcible felony” or anon-probationable offense maybedetained under the dangerousness standard.Defendantscharged with domestic violence also maybedetained.

Millions of dollars for Chicago-area projects and programs are included in the $1.7 trillion spendingpackageawaiting President JoeBiden’s signature.

Libraries,homeless shelters, health care organizations and schools are justsome of the beneficiaries of the legislation, approved by Congress lastweek funding federal agencies through September.

“The investments in this packageaddress some of our nation’sbiggest challenges while providing much-needed supporttoIllinois,” said U.S. Rep. Sean Casten, aDowners Grove Democrat serving Illinois’ 6thDistrict.

Here are some of the projects backed by local lawmakers.

3rd District
