Board of Directors EXECUTIVE BOARD Jack Orlov | Chairman of the Board Jack Orlov is the past commodore of the Waukegan Yacht Club and has had his boat in Waukegan harbor since 1994. Waukegan has become his “summer home,” and he is active on the Chamber board. He has been in the health care business since college and currently owns Right Healthcare Ventures. He is involved with many health care businesses focused on seniors and people with disabilities.

Tiffany Dutton | Vice Chairman Tiffany Dutton, branch manager at First Midwest Bank in Waukegan, was born in Waukegan and currently lives in Kenosha, Wisconsin. She teaches financial literacy classes at Lake County Habitat for Humanity.

Lucy Torres | Secretary Lucy Torres is the secretary for the Waukegan Chamber of Commerce. She owns and operates Express Employment Professionals, a full-service staffing agency servicing all of Lake County. She is actively involved in the Chamber and also serves on the board for the Hispanic Chamber.

DIRECTORS Jan Gibson Jan Gibson is the general manager of the Historic Genesee Theatre. As an English, speech, theater and debate teacher, Gibson taught at Arlington High School. She then became a successful entrepreneur. She serves on many boards and commissions in Greater Lake County. Gibson’s love of theater and music, coupled with her extensive business experience, drew her to manage the Genesee Theatre.

Dane Morgan Dane Morgan is a senior vice president with NorStates Bank. He has lived and worked in and around Waukegan for over 30 years.

He and his wife (Waukegan High School sweethearts) have two children and are active in various organizations in Lake County.

Kim Needham Kim Needham is the current Assistant CEO for Vista Health System, located in Waukegan.

She has worked and lived in the community for more than 20 years. Local affiliations include St. Anastasia Church and St. Anastasia Food Pantry. She is a past member of the Genesee Theatre board.

John Mennie John Mennie is an Associate at Salvi, Schostok & Pritchard P.C. He grew up near Toronto, Ontario, and moved to Illinois in 2013 to begin his legal career. In March 2016, Mennie obtained a $1.6 million verdict in

a wrongful death case, the highest recorded verdict in Stephenson County. He joined the Waukegan Chamber of Commerce as a board member in 2015, and in his spare time enjoys golfing, reading and cooking.

Mike O’Neil Mike O’Neil is the administration manager for NRG Energy’s Waukegan Generating Station where he has worked for 15 years in various administrative and financial roles. He has been a member of the Chamber’s board of directors for two years.

Michael Purtell Michael Purtell joined the Chamber board in 2013. He moved to Waukegan in 2005 and works for the City of Waukegan Community Development Department specializing in planning and business development. He also volunteers for a number of local organizations.

Dr. Michael J. Reed Dr. Reed was born and raised in Waukegan. He graduated with a bachelor’s degree in biology with a micmicrobiology minor from Western Illinois University while playing baseball. He earned a second bachelor’s, master’s in sports medicine and rehab and a doctorate from Logan College of Chiropractic. Dr. Reed volunteers with several local charities and is the physician/chiropractor for several sports teams, including Waukegan High School. He is the founder and physician of Family Chiropractic & Sports Rehab.

Ray Vukovich Ray Vukovich is a charter member of the board of directors of the City of Waukegan Chamber of Commerce and a former alderman for the City of Waukegan; he retired in 2010 as the director of governmental services. He owns and operates Ray Vukovich Consulting Services.

Ron Oesterlein Ron Oesterlein joined the board of directors in fall 2015 after serving as the Chamber’s executive director for several years. Oesterlein is the owner of QuickBooks Consulting/Bookkeeping Company and a property manager for properties he owns throughout Lake and Cook counties.

Russell Warye Russell Warye joined the Waukegan Chamber board in 2013. He grew up in Waukegan and attended West Grade School. Warye is a certified broker with Get Covered Illinois and the president of Benefit Partners Group, LLC. CHAMBER STAFF Debi Kiddle | Executive Director Debi Kiddle has been with the Chamber since December 2015 after retiring from a 20-year residential real estate career in Lake Forest. She also brings with her over 20 years of administrative and bookkeeping experience and actively volunteers for different organizations throughout Lake County.

Waukegan History

Preserving the beauty of nature Throughout its earliest history, Lake Michigan and its vast shoreline, abundant natural green spaces, ravines and nature all have played a vital role in the development of the Waukegan community.

Native American tribes such as the Potawatomie thrived on the beautiful lands that would one day be called Waukegan. In 1673, French explorer Pere Marquette stopped on the shores of Lake Michigan near what is today Waukegan. European contact continued with the establishment of a French trading post called Little Fort used during the Fur Trade era.

First settlement of the area occurred in the 1830s, with original residents using the old name of the trading post for their village. In 1849, Little Fort became Waukegan, which was an adaptation of the Native American name for the trading post. Early settlers were attracted to the rich and abundant farm land and forests, as well as the natural harbor that became a busy Lake Michigan shipping port.

system due to the efforts of countless citizens throughout the years who worked to preserve, develop and harness the beauty of Lake Michigan’s shoreline, ravines and the vast forested and open green spaces.

“From the earliest days of the development, lands were set aside and reserved to ensure that future generations would have beautiful places for play, nature and sanctuary,” said Ty Rohrer, museum supervisor for the Waukegan Historical Society. The park experience has changed in Waukegan over the years, he added.

Dating back to 1851, families would picnic in the Oakwood Cemetery. These outings were held amid family plots decorated with elaborate fences and beautiful gardens. People also would gather on the grounds of the Lake County Courthouse in a park-like setting with benches and the occasional chess match.

In the 1890s, Waukegan grew with an influx of people arriving from around the world to work in city factories. The need for park space grew, and prominent citizens like John Powell

donated property for this cause. The Waukegan Women’s Club was the first to recognize Waukegan’s need for its own park district to fully ensure that the community would have beautiful parks in the decades to come.

Early efforts to create a park district in Waukegan initially stalled. In 1906, the Women’s Club hired the prestigious Chicago architectural firm Perkins & Hamilton to create an extensive park system plan. Dwight H. Perkins and John L. Hamilton were architects of the Progressive Era who were concerned with the quickly growing metropolitan areas and the need for designating natural spaces for recreation, leisure and beauty. Their plan called for acquiring lands containing Waukegan’s ravine system.

After many years of failed attempts, the Women’s Club, Waukegan Chamber of Commerce and the Waukegan Park Day Association combined efforts to establish a park district, and on Dec. 26, 1916, the dream was realized.

followed by the first commissioners of the Waukegan Park District. Among the earliest acquisitions for the park district were the lands that became Roosevelt and Washington parks.

Over the past 100 years, the Waukegan Park District has grown to include 40 parks covering more than 700 acres.

Today, the Lake County Forest Preserve and the City of Waukegan also maintain beautiful green spaces throughout the community. Siver Park, originally known as Lake Front Park, once served as the turn-of-the century community gathering spot where residents would don their finest clothes to enjoy the cool breezes of Lake Michigan, play in the water and watch excursion boats in the harbor.

Lyon’s Woods Forest Preserve, located on the north end of Waukegan, is also is a place rich in history. Originally the property was the farm of Philip Blanchard, who is suspected of helping fugitive slaves escape to freedom on the Underground Railroad.

Bowen Park is the place to observe nature and enjoy local history. Internationally recognized for its ecological diversity, Bowen Park also is listed on the National Register of Historic Places for its connection to a summer camp operated by the Jane Addams Hull House, which was housed on the property for 50 years.

Fans of the literary works of Ray Bradbury can walk in the footsteps of one of Waukegan’s most famous sons while experiencing the ravine that was a key setting in the novel “Dandelion Wine.” Here visitors can walk the steps of the Dandelion Trail, and keep an eye out for one of

Bradbury’s most famous characters, The Lonely One. Waukegan Sports Park is an outdoor venue for local sporting events and plays host to a variety of national and international tournaments.

“Waukegan’s parks are truly beautiful with

a little something for everyone,” Rorhrer said.

He invites visitors to find a bench under a great oak tree to read a book, hike a trail and listen to the frogs in the ravines, catch a game of sandlot ball or bring a furry friend to sniff every blade of grass.

Park District

Waukegan Park District celebrates 100th anniversary The Waukegan Park District has proudly served Waukegan for 100 years, providing beautiful parks and natural open spaces for people to relax, gather with friends and play favorite sports. The park district celebrates its 100th birthday on Monday, Dec. 26, 2016, and shares its special centennial year with the U.S. National Park Service.

EARLY YEARS Establishing a park district was not an easy task for turn-of-the-century civic leaders concerned about urbanization, overcrowding and sanitation. Consistent with national ideas and trends, Waukegan leaders believed parks would improve the health of residents, reduce crime, provide open space for civic activities and enable the average citizen to connect with the natural world.

Prior to the first park being established

(Powell Park, donated to the City by John Powell in 1891), residents gathered for picnicking and strolling in Oakwood Cemetery, created in 1851. As attitudes changed and cemeteries were perceived as unsanitary, the firm of Perkins and Will was engaged to design Waukegan’s park system. Their design used forested and picturesque ravines as parks, which led to the acquisition of Washington and Roosevelt parks; both provided large country-like spaces within the growing and prosperous city. The Waukegan Women’s Club, Waukegan Day Association and Waukegan Chamber of Commerce partnered to organize a community vote to establish a park district. The referendum won by a margin of 459 yes to 62 no votes on Dec. 26, 1916. Included on the ballot was the election of the first commissioners for the district.

Although the role of parks, facilities and services has evolved over the district’s lifetime, the

park district has continued to be in tune with the changing needs and views of residents. Early on, it was important to conserve natural spaces and provide scenic and tranquil places for residents to connect with nature and get away from the pressures of life brought about by the industrial revolution. Large meadows, winding walking paths, bridges and other structures supported an array of activities. Urban quality of life was linked to the presence of parks and public use for strolling, gathering and reflecting.

MIDDLE YEARS Moving into the early 20th century, wildlife, forest preservation and history became more important; birds and animals had been hunted to extinction and there had been a dramatic reduction of forests. The prized Bonnie Brook Golf Course was purchased in 1931 at the urging of community members who wanted

to preserve the land from development; to this day, Bonnie Brook consistently receives top ratings for its 18-hole championship golf course.

Bowen Park, purchased in 1963, encompassed the former Bowen Park Country Club that was used as a summer camp for Chicago youth associated with Jane Addams’ Hull House. The transformed public park was placed on the National Register of Historic Places in 1978 and is home to an award-winning playground, skatepark, Grosche Field, Lilac Cottage, Waukegan History Museum, Jack Benny Center for the Arts, Morrison Picnic Center, Jane Addams Center and the Children’s Garden.

LATER YEARS Passing a referendum in 1997 set the stage for growth during the next two decades; residents provided necessary capital funding and identified priorities moving forward: health, wellness and more indoor and outdoor sports facilities were desired.

In 2006, the Field House Sports and Fitness Center at Hinkston Park opened. It is an 80,000-square-foot, state-of-the-art indoor sports and fitness facility with such amenities as a gymnasium with six hardwood sports courts for basketball and volleyball, a one-seventh mile suspended running track, a 14,000-square-foot, two-story fitness center and three-story climbing wall. The facility also houses a branch of the Waukegan Public

Library. Today, more than 4,000 fitness center members and tournaments at the facility contribute approximately $5,000,000 annually to the area economy.

The Waukegan SportsPark opened in 2011 on land that had once been a private golf course. This premier outdoor sports complex features four lighted baseball fields, 13 natural turf fields and one lighted artificial turf championship field, in addition to parking, concession, maintenance and restroom facilities and a playground with water spray features. Tournaments held at the SportsPark contribute more than $10,000,000 annually to the area economy, according to the Lake County Visitors and Convention Bureau, Visit Lake County.

In 2015, the Waukegan Park District began construction on an indoor aquatic center addition to the Field House Sports and Fitness Center. The new aquatic center will feature an eight-lane competition pool, warm water therapy pool and children’s water play area. The only indoor public pool in Waukegan, a city of almost 90,000 residents, is anticipated for completion fall of 2016.

Today, the park district manages its 48 sites, including the 18-hole Bonnie Brook and 9-hole Greenshire golf courses, and more than 735 acres of land to the highest environmental and conservation standards. A full range of programs and services are offered year-round for all ages, from infants to seniors, as well as special-needs populations. Healthy lifestyles,

wellness initiatives and a connection with the outdoors and nature are integrated throughout programs, services and special events. Cultural events are provided by the Waukegan Symphony Orchestra and Concert Chorus and the Waukegan History Museum. There is something for everyone.

The park district employs 60 full-time and more than 250 part-time, year-round, seasonal, and temporary employees. The park district is a member of the National Recreation and Park Association (NRPA), Illinois Association of Park Districts and Illinois Park and Recreation Association. The park district maintains national accreditation from the NRPA Commission for Accreditation of Park and Recreation Agencies, the Illinois Association of Park District Distinguished Agency accreditation and the Park District Risk Management Agency accreditation and maintains a Level A Loss Control Program. The Waukegan Park District has received statewide and national recognition and awards for its parks, facilities, special events and programs and was a NRPA Gold Medal Finalist in 2012 and 2013, receiving NRPA’s highest recognition, the National Gold Medal Award for Excellence in Park and Recreation Management, in 2013.

ArtWauk: Art cooperative entices visitors ArtWauk, a monthly explosion of the tactical application of the arts, contributes to the cultural education and artistic appreciation in Waukegan, while helping the economic development of the downtown. Every month, different artwork, artists and spaces are involved, challenging the community to understand art in all its forms.

This grassroots event transforms from one month to the next, sometimes following a theme – such as honoring veterans and active military – and more often being as individualistic as the artists themselves.

To date, galleries participating in ArtWauk have hosted internationally, nationally and locally known artists who work with a variety

of themes. Internationally known contemporary visual artist Trevor Bell’s warehouse-sized abstracts were featured in Urban Edge Gallery.

Sculptor Bruce Niemi, whose works appear throughout the United States, was integral to exhibit entitled “Texture.” Locally revered artists, such as Maggie Schwarz Kraus and Skip Wiese were at the start of the art evolution in Waukegan decades ago and continue to be active in the art revolution. Dandelion Gallery partnered with both Swingline and Waukegan Tire on separate exhibits that used materials from those corporations in their works. Karcher 405 Gallery developed a show celebrating Black History Month entitled “Black [N][V] [Adj]”, featuring a film, roundtable discussions,

physical art and culinary art centered on the African-American experience in the United States.

Live performances and pop-up galleries round out the offerings during this cooperative art experience. On any given ArtWauk night, Jerry Seinfeld may be bringing his comedy at the Genesee Theatre, Three Brothers Theatre may be showcasing a world premiere and punk bands may be at The Burgundy Room – within blocks of each other. Outdoor pop-up galleries featuring photographs of lost architectural wonders or traditional Dia de Muertes sugar add to the offerings and the diverse flavor of the exhibits. These temporary, pop-up galleries are often stepping stones for new artists to

become part of the art scene.

The original concept of the ArtWauk was to fill vacant properties to improve the perception of the downtown neighborhood. The ultimate goal was to make available spaces vibrant enough to recruit viable businesses, creating local jobs, broadening the tax base and improving the overall quality of life in Waukegan. On Waukegan’s birthday, Feb. 23, in 2002, Mayor Dan Drew and other visionaries supported the first ArtWauk.

When the historic Genesee Theatre reopened in 2005, focus shifted to programming the city’s new investment and away from the organic grassroots artist model. While several ArtWauks took place, it wasn’t until 2011 that the event became monthly.

In February 2011, a team consisting of artists, volunteers, city staff and Waukegan Main Street staff coordinated a grand opening for Dinosaur Studio Tattoo and the new office for Illinois State Representative Rita Mayfield. On the same block. On the same day. Organizers and business owners alike were thrilled to see people from every walk of life come downtown for the free event and celebrate new doors opening.

The success of this model has been remarkable. Thanks to cooperation from forward-thining property owners, the team renovated space for six new businesses to open on one block of South Genesee Street. The basic model was put into play by these steps: a property owner

shares keys to a small retail space with an ArtWauk artist. The artist would rally volunteers to paint walls, scrub the windows and floors, replace lighting and turn the space into a professional gallery, recruiting more artists and hanging a show. The volunteer force would be the basis of the marketing machine, distributing and posting flyers and utilizing social media to draw people to the grand opening.

The return on investment for the property owners was hundreds of people walking through their non-rented facilities and seeing the spaces in the best possible light. Every one of the six original spaces has now been rented to a paying tenant.

The five years of monthly ArtWauks have energized and positively changed Waukegan’s downtown. Property owners have enjoyed renewed interest in their buildings; business owners reap the rewards of more foot traffic; artists delight in additional spaces to exhibit and exposure; and the overall perception of downtown has dramatically improved. City spokesman David Motley, who is both an artist and helps organize the event, was quoted in the Lake County News-Sun: “Waukegan is known as that destination to come experience art. We’re able to enjoy five years of success and five years of a good reputation. People have expectations when they come to ArtWauk that are really high.”

ArtWauk continues to evolve with the times, with the art and with the community.

Public and parochial schools provide innovative learning environments, empowering students to overcome obstacles, achieve success, embrace individual differences and develop a lifelong love for learning. Waukegan Community Unit School District 60 is the community’s largest public school system and serves students in preschool through grade 12. The district boasts a rich history with roots tracing back to the 1860s. In addition, students from some areas in Waukegan attend Gurnee public schools.

At the collegiate level, the College of Lake County Lakeshore Campus offers residents of northeast Lake County an opportunity to pursue higher education academic dreams close to home. With programs and classes designed to inspire, motivate and eliminate barriers to success, the Lakeshore Campus offers convenient access to College of Lake County courses and is located at 111 N. Genesee St. in Waukegan.

Offering a full range of academic choices, the CLC Lakeshore Campus enables students to complete coursework leading to all of the College of Lake County’s associate degree options and several career preparation certificate programs including dental hygiene, phlebotomy, nurse assisting and medical assisting. Boasting a close-knit, family atmosphere, the Lakeshore

Campus offers all the benefits of the main College of Lake County campus on a smaller scale. In addition to offering courses for college credit that can transfer to a four-year college or university, Lakeshore also offers GED prep, English as a Second Language and noncredit continuing education courses for personal enrichment. Onsite student support services include counseling, advisement, registration, financial aid, a tutoring center, writing center, computer lab, a nationally-accredited Children’s Learning Center, free covered parking and a library.

CLC’s presence in Waukegan first began in 1981 when the college opened a small storefront extension site. In recent years, the Lakeshore Campus has grown to include three buildings and is a vital part of the revitalization of downtown Waukegan.

An exciting $47 million project to expand and consolidate the Lakeshore Campus into one large complex will offer even greater educational opportunities. Plans for the 53,090 square feet of new construction and 19,704 square feet of renovations will include new classrooms and space for one-stop enrollment services, life sciences, library, adult education, administration and child care.

With an anticipated February 2019 completion date, new and existing campus buildings will be centered on a redeveloped pedestrian quad located in the current Madison Street right-of-way. The quad will feature outdoor

student seating areas, newly developed green space, a student drop-off circle drive and shortterm parking spaces. A new campus gateway will define the entry to the redeveloped public zone from Genesee St. and project a fresh new contemporary image of the campus.

COLLEGE OF LAKE COUNTY GRAYSLAKE The College of Lake County’s main campus, located at 19351 W. Washington St. in Grayslake, offers two-year degrees, career certificates, specialized business training, continuing education classes and degree programs that transfer to universities offering baccalaureate programs. First opened in 1969, the college initially welcomed 2,360 students to the first fall semester. Since that time, more than 400,000 students have passed through its doors. The college’s Southlake Campus is located at 1120 S. Milwaukee Ave. in Vernon Hills and also offers a full range of academic programs and services.

Waukegan Public Library is located in downtown Waukegan at County and Clayton streets and is part of the governmental complex including both municipal and county buildings.

It was designed by William Ganster of the

Waukegan architecture firm of Ganster and Henninghausen. The library opened for service on Dec. 27, 1965, and was dedicated on April 19, 1966.

The library’s 2015 renovation completely transformed the main floor into a learning-focused library space ready to meet the needs of its patrons by creating spaces for collaboration and quiet study and increasing the number of classrooms. Study rooms are soundproofed and glassed-in, creating privacy but allowing for natural light. The digital media collection is housed next to the Friends’ Book Sale, and the print collection now features an updated shelving configuration. New seating and tables provide increased workspace, as well as

integrated power connections for laptops and digital devices. Additionally, the library added a new cafe space, and room the library’s art exhibitions.

Waukegan Public Library’s Literacy 2020 Strategic Direction plan enumerates ambitious, yet achievable goals to measurably impact the community. As a civic organization dedicated to fostering learning and active pursuit of knowledge, and with its established community engagement, the library is uniquely suited to address these challenges. Waukegan Public Library’s Literacy 2020 strategy focuses on nurturing individual successes among patrons so as to create a cumulative positive impact on the community.

Bridge Point North Development takes shape

Bridge Point North is a new, 205-acre industrial park located on the east side of Waukegan Road between Route 137 and Route 120 in Waukegan. Formerly the Cardinal Health Campus, the property consisted of 12 office and industrial buildings built between 1969 and 1983. The property was located in unincorporated Lake County and was served by well water, a central heating and cooling plant, a private electrical grid and private roads.

Bridge McGaw Land LLC (Bridge Development Partners) acquired the property in December 2014 and immediately annexed the property to the City of Waukegan. The development plan called for the demolition of eight of the 12 existing buildings, replacing them with approximately 2,800,000 square feet of new, state-of-the-art, industrial warehouse, distribution and light manufacturing buildings and completely replacing the existing infrastructure with new dedicated roads, city sewer and water and a new electrical grid system.

As of June 2016, Bridge had demolished all eight buildings (crushing and re-using the

asphalt and concrete), completed the southern portion of the infrastructure and finished the shell portion of a 626,848-square-foot speculative industrial building.
