PRESIDENT’S REPORT By HBA President Jeff Starkweather
WHAT DOES “HBA ADVOCACY” REALLY MEAN? If you have been around the Tulsa HBA for any amount of time you have heard the term “Advocacy” thrown out there by staff and leadership. There is a bunch of stuff that goes on behind the scenes of the HBA that you may not know about. One of the major benefits the HBA provides to our members is advocating for our members, and sometimes that is hard to see and appreciate. Until I was really involved in leadership at the HBA I heard the term in conversations but I didn’t understand the ins and outs. Many of the things that go on behind the scene are vital to the home building industry and are required to keep things going in the right direction. Advocacy is much more than this person knowing that person and making sure things are moving forward. HBA advocacy efforts are a coordinated effort between HBA National, State and Local levels. The National Home Builders Association (NAHB) is the federation that all HBA state and local organizations are a part of. The NAHB at a national level lobbies our government to implement policies that benefit and advance the home building industry. Over the past few years, the NAHB has been a key player in navigating issues during COVID to keep our industry open and moving, address supply chain issues, monitor code issues that could damage our industry and many other issues that happen on a day to day basis. The NAHB is run by a senior leadership group that are comprised of builders from across the county and senior leadership answers to a board. Also in the leadership are committees. There are currently 25 committees that range from Customer Builders and Environmental committees to Public Relations, Young Professionals and Finance. The committees at a national level meet throughout the year and keep an eye on what is going on the industry from a good and bad prospective. Many times the national committees get involved with the NAHB lobby group in Washington, DC to formulate “Resolutions” that address the NAHB’s position on legislation happening in DC. The NAHB keeps an eye on issues all across the county and works directly with the state NAHB organizations to try to keep things moving in a positive direction. At the State level we are members of the Oklahoma Home Builders Association (OkHBA). This level is where we communicate with the legislators at a state level. Each year representatives from Tulsa and other cities across Oklahoma meet in Oklahoma City at the Capitol. At these meetings we make sure that the interests of our industry are voiced and heard. During the initial outbreak of
COVID this is where we were able to classify Home Building as an essential industry. This effort saved thousands of jobs and kept our industry going. Without efforts at a state level we might not have been able to stay open. During normal times the state level works with the local level on keeping building codes up to date, keeping an eye on, and advocating for, legislation that benefits our industry, Professional Builder certifications, education and work force development. At a local level the Tulsa Home Builders Association (Tulsa HBA) is where the rubber meets the road. All of the effort from a national and state level is in place to support the local associations advance the industry. Over the years the Tulsa HBA has worked hand in hand with local municipalities and with industry leaders to make things work for local developers, builders, remodelers and associates. The Tulsa HBA works daily with organization is our industry to keep home building moving forward. The Tulsa HBA has Councils and Chapters that are the “boots on the ground” in the local organization. These committees are open to all members who wish to be involved and include the following; Builders & Developers Council, Remodelers Council, Associates Council, Professional Women in Building Council, 40Below Council, Owasso Chapter, Southwest Chapter and Rogers County Chapter. The Councils and Chapters are key to components for education and networking. The Councils are also involved in work force development efforts through high schools and programs like Build My Future. So why am I writing about what advocacy is? I really want our members to be aware that your HBA membership isn’t just about meeting builders and “trying to get business”. The HBA is about our industry. HBA advocacy is one of the most important aspects of our organization I and is probably of of the most unknown parts of our organization. The advocacy that the Home Builders Association that happens on a National, State and Local level is key to keeping our industry healthy and growing. The advocacy component of the HBA is reason enough to keep your membership renewed. Strong membership involvement in the HBA through advocacy will keep out industry vibrant. That’s all I have so say about that….woot!

The Tulsa HBA has been engaged in workforce development initiatives for more than 50 years, but the momentum that we have created in the last 5 years is outstanding. I’m often asked by our members how we are participating in the education of our next generation of construction workers, and it first takes me by surprise, but then I get reminded that we don’t do the best job of promoting our success stories. Here is a small glimpse at some of our success… Going back more than 25 year ago, Lindsay Perkins and his family challenged the HBA to create an endowed scholarship at Oklahoma State University to further a students education in Construction Technologies. The goal was for the scholarship fund to have $100,000 and then have the ability to provide 1-2 scholarships per year. I am happy to report that in 2017, through the efforts of a great partnership with the Perkins Family, the fund surpassed the $100,000 goal and we now see recipients awarded a scholarship every semester. Did you know that 2016 HBA President and 2022 Oklahoma HBA President, Brandon Jackson, was one of the first recipients of that scholarship? Now, I see student profiles like Alejandra Lozano, a Sophomore at OSU, who plans to own her own company that specializes in affordable housing for the special needs community receive the scholarship. I see a student profile of Michael Williams, a Senior at OSU, who has returned to school to start a second career be able to focus on his studies instead of his debt receive the scholarship. We receive stories like this every year and it is rewarding to know that the Tulsa HBA and the Lindsay Perkins Scholarship are impacting students as they enter our industry. The experience that Brandon Jackson had through school led him in 2016 to re-engage the initiative of returning construction training to more classrooms. Almost 6 years later we have an Intro to Construction Course at Union High School and Nathan Hale High School. We have almost 400 high school students receiving the training needed to start their career in construction. A few weeks ago, I had the privilege of visiting the Nathan Hale Program with Tulsa Public Schools Superintendent, Dr. Gist. We witnessed the 18 students in that class trying to rank 15 fractions from 1/16” to 7/8” from smallest to largest. The first table I stepped to had 3 young ladies that were struggling find the pattern and were timing out at over 3 minutes. As I walked the room, I found a few students that were aligning the blocks of wood faster and I challenged them to a contest. As I completed the
task in 23 seconds, one of the students finished in only 25 seconds. Quite an accomplishment for a 15 year old! As I continued to speak with the students and learn about everything they had been learning since August, the original 3 girls caught my eye and requested that I challenge one of them. The second attempt for me resulted in a time of 22 seconds, but amazingly 2 of the girls now had reduced their time to 30 seconds. In a matter of less than 20 minutes, they had grasped the concept of fractions, or reading a tape measure. This learned skill will be incredibly valuable to them as they go through their normal math classes and as they progress in life. What an amazing moment to see a skill learned in a matter of only 20 minutes. Union High School is now in their second year of construction training and due to the popularity of the course, they are in final planning stages to build a Construction Academy before the 2022 school year. The investment of more than 1 million dollars by the school district is proof that they are in full support of construction training. Next year, Union should surpass 400 students (10% of their student population) at the Construction Academy. These students will receive 2 years of general construction training, 1 year of a specialized trade training, and their senior year will be eligible for a paid internship in our industry. I hope that your company will invest in one, or more, of these students by giving them a place to continue to learn the trade that will become their career. The main reason for choosing Oklahoma State University was for the degree program. Other universities offered Construction Management but OSU offered Construction Engineering; I felt this was a better option for me. Before deciding on OSU I was able to speak with some faculty and staff and the impression I got was of professionalism, dedication, and genuine concern for the curriculum and wellbeing of the students. I knew then OSU was the right fit for me.

What advice would you give to an incoming OSU student? I would advise incoming students to focus on their studies, put them first and create a strong work ethic. Be teachable and understand your strengths and weaknesses. Don't wait too long or be embarrassed to ask questions or seek tutoring. These are tools that will make you better and more proficient in your classes. This will translate into a better employee once you graduate and move into a career. Be flexible and have a sense of pride in all your school work, especially those classes that may be considered easy. School takes grit, find it, and set goals you can strive to achieve. _______________________________________________________

ALEJANDRA LOZANO MAJOR: Construction Engineering Technology SCHOLARSHIP: Home Builders Association of Greater Tulsa Endowed Scholarship Honoring Lindsay Perkins Development HOMETOWN: McKinney, Texas CLASS YEAR: Sophomore ____________________________________________________ Who or what inspired you to go to college and why? Ever since I was a little girl I've been interested in the design of buildings and the construction of buildings. I had a different upbringing than most of my peers, and what I mean by that is that I have a twin sister who is autistic. I grew up around the special needs community. Due to growing up around that community I've been able to have a different perspective and view on life. Seeing my sister do what looks like little things outside of the special needs community, like learning how to tie her shoes or learning her phone number has truly inspired me. The special needs community is the hardest working and most determined people in our society. By being around this community I've been able to see the things the community needs most, one of them being access to affordable housing. My interest in construction and buildings in general has allowed me to find a career path and goal that I'm passionate about. My main career goal is to start my own company that will design and build accessible affordable housing for people with disabilities. So, I guess the short answer is my twin sister and the special needs community inspired me to go to college. What is your dream job? My dream job is to be the owner of my own company who designs and builds affordable housing for disabled people. My main focus on that company would be on the special needs community, but since there is a lack of affordable housing in general I would also like to design and build housing for people who are low-income. How has scholarship support impacted you? Scholarship support has greatly impacted me. My family is considered to be middle-class, which means I didn't get very much support from financial aid. Due to having a twin sister who is disabled and my family having a lot of health issues, a lot of our income goes to medical expenses. I'm very grateful and lucky to have a mom who can help me pay for college. That being said, this scholarship will allow me to continue being a student here at OSU. The scholarship will also allow my mom to take out less in loan money, which the money that would be going to my

NAHB MEMEBERS ACTIVELY RECRUIT THE NEXT GENERATION Finding qualified subs and trades continues to be a challenge for the residential construction industry. But NAHB members and HBAs are stepping up to the plate and taking action. By providing supplies, scholarships, and one-on-one connections with students, HBAs around the country are getting out into their communities to spread the word about the rewarding jobs throughout the industry. Community College Outreach Members from the Dallas BA are guest lecturing at the local student chapter at Collin College in Texas. “What we are doing is not very flashy,” says Phil Crone executive officer Dallas BA. “But I think it is very impactful for the students in the program.” Supplies and Scholarship Support The Home Builders Association of Tri-Cities (Kennewick, Wash.) established a great relationship with a high school skills center called Tri-Tech, says executive officer Jeff Losey. Local 5th and 8th graders can tour the school and learn about the variety of careers in construction. The center has a presence at local school career fairs and mails postcards each year to potential students. The outreach is already paying off: Losey said the center started its electrical program this year with 50 spots available, and they received 180 applications. SIPS Strategy for 2021!
