Housing Affordability Remains Near Historic Low Level
BY ROSE QUINT on FEBRUARY 8, 2024Mortgage rates that hit more than a 20-year high, coupled with elevated construction costs and excessive regulatory costs, left housing affordability in the fourth quarter of 2023 virtually unchanged from the previous quarter and holding near its lowest level in more than a decade.
According to the National Association of Home Builders (NAHB)/Wells Fargo Housing Opportunity Index (HOI), just 37.7% of new and existing homes sold between the beginning of October and end of December were affordable to families earning the U.S. median income of $96,300. This is nearly identical to the 37.4% posted in the third quarter of last year, which was the lowest reading since NAHB began tracking affordability on a consistent basis in 2012.
The fourth quarter also marks the final report of the long-running HOI series. Replacing the HOI in the first quarter of this year will be a new housing affordability index from NAHB called the Cost of Housing Index (CHI), a quarterly analysis of housing costs in the U.S. and metropolitan areas. The CHI represents the share of a typical family’s income needed to make a mortgage payment. A low-income CHI will also be produced for families earning only 33% of the area’s median income.
The HOI shows that the national median home price was $375,000 in the fourth quarter, down from $388,000 in the third quarter. Meanwhile, average mortgage rates increased more than 30 basis points from 7.13% in the third quarter up to 7.44% in the fourth quarter—the highest rate in the HOI series history.

Meanwhile, Bay City, Mich., was rated the nation’s most affordable small market, with 88.3% of homes sold in the fourth quarter being affordable to families earning the median income of $82,300.
The top five least affordable small housing markets were also in the Golden State. At the very bottom of the affordability chart was Santa Maria-Santa Barbara, Calif., where 5.2% of all new and existing homes sold in the fourth quarter were affordable to families earning the area median income of $107,300.

Housing Starts Show Mixed Trends in December 2023 and Full-Year 2023

Despite the dip in December, the overall performance for the year 2023 paints a different picture. Housing starts for the entire year showed a notable increase of 22%, indicating a robust and resilient market.
The data suggests a resilient real estate market, adapting to various external factors. The annual increase reflects positive momentum, while the December decline underscores the importance of considering short-term fluctuations in the broader context. Mortgage interest rates and builder inventory have a direct impact on the number of new home starts.

Show: Seventy-Five Years of Innovation and Inspiration
The Home Builders Association of Greater Tulsa was founded by a group of forward-thinking Tulsa businessmen meeting at a Tulsa hotel in 1941. These men hoped home sales would boom once the Second World War ended. They reached out and networked with other home-building groups across the United States. In 1942, through the National Association of Home Builders of the United States (NAHB), the Tulsa group became the Tulsa Home Builders Association (Tulsa HBA).
In 1949, an innovative idea took root, sparking the creation of the first-ever "New-Homes Product Show." Little did the organizers know that this inaugural event, later known as The Home & Garden Show, would become a time-honored tradition, standing the test of seventy-five years and evolving into the prestigious Tulsa Home & Garden Show we know today.
The maiden event, held in a humble skating arena, laid the foundation for a spectacular journey that has brought together homeowners, remodelers, landscapers, and enthusiasts of all things related to homes and gardens. Over the years, this annual extravaganza has transformed into a comprehensive showcase of the latest trends, cutting-edge products, and expert advice in home and garden improvement, spanning the Sage Net Center at the Expo Square. It takes over 150 volunteers of the Tulsa HBA’s 1,100 memberships to make this show a reality, a testament to the strong community spirit that is the Tulsa HBA.
As we celebrate the diamond anniversary of the Tulsa Home & Garden Show, the Tulsa HBA has something special in store for attendees: $40,000 in Show Bucks will be given away over the event's four days. You only need to visit the Burnett Home Improvement Booth near the Golden Driller entrance to participate in this
opportunity. Use the QR code to sign up for the daily drawing, and you could be one of the lucky winners of Show Bucks. These Show Bucks can only be redeemed at participating vendors throughout this year’s event, allowing you to purchase products or services that enhance your home and garden dreams.
The Tulsa Home & Garden Show is only one of the many public events the Tulsa HBA produces. March 7-10, 2024, Tulsa HBA presents the Tulsa Home & Garden Show, March 7-10, 2024, at the SageNet Center at the Expo and the Claremore Home & Garden Show, March 22-23, 2024, at the Claremore Expo. April and May bring about the Designer Showcase Tulsa, highlighting local designers' work as they redecorate a house in the Tulsa Metro area. Highlighting new homes is the Parade of Homes in June. And wrapping up the year in September with the Remodeling Showcase, which is the transformation of an outdated area of a home or a total home remodel.

In a dazzling throwback to the roaring twenties, the Tulsa Home Builders Association (HBA) transported its members into the world of flappers, gangsters, and secret speakeasies at the Mike Fretz Event Center on January 9, 2024. The night was filled with glamour, intrigue, and an all-encompassing quest to uncover the identity of a mysterious murderer.
The venue underwent a stunning transformation as the Mike Fretz Event Center was magically turned into a lively speakeasy, complete with jazz tunes, dim lighting, and an air of secrecy that set the perfect stage for the evening's main event. Attendees were transported back in time as they donned their best 1920s attire, embracing the spirit of the era.
"It was like stepping into a time machine. The attention to detail was incredible, and everyone really committed to their characters," remarked one attendee, highlighting the dedication that made the event a resounding success.
The who-done-it scenario unfolded with suspense and excitement, keeping participants on their toes as they pieced together clues and interrogated fellow partygoers. Laughter, gasps, and animated conversations filled the air as the night progressed, building an atmosphere of camaraderie and shared anticipation.
"The Murder Mystery Party was a fantastic way to bring our community together and celebrate the spirit of the 1920s. It's amazing how an event like this can create lasting memories and strengthen our bonds," said Julie Rivers, Director of Membership, the mastermind behind the Tulsa HBA's unforgettable night.
With the echoes of jazz and the thrill of mystery lingering in the air, the Tulsa HBA's 1920s Murder Mystery Party proved to be a night to remember. As attendees bid farewell to the speakeasy, they left with smiles on their faces, having experienced an evening of enchantment that seamlessly blended the past with the present. The Tulsa HBA once again demonstrated its commitment to fostering a sense of community and fun within its ranks, leaving members eagerly awaiting the next unforgettable event.
