President’s Report
By HBA President Craig Thurmond
As I reflect on my time serving as your 2024 President of the Home Builders Association of Greater Tulsa, I am filled with gratitude for the dedication, professionalism, and camaraderie that make our organization exceptional. The HBA Legacy Awards held recently was a testament to the incredible impact of our members. Through your time, talent, and contributions, we continue to build more than homes – we build a thriving, connected community.
This year’s Legacy Award recipients, including Edward Kaplan, Rick Dodson, Lantz Day, Julius Puma, and Lora Phillips, exemplify the long-term commitment that defines the heart of our association. Their work serves as a reminder that consistency and collaboration are the foundations of both individual success and collective growth. Although some of our honored members could not be with us at the event, we recognize and celebrate the contributions of David Dodd of Banner Custom Homes, Jack Arnold of Architectural Resources Inc., Jim Rackleff of Jim Rackleff Co. Inc., and Roland Rice of Heatwave Supply Inc.
It was also an honor to present Erin DeWeese of Brian D. Wiggs Homes with the Don Harrington Award and recognize Dolores Turner of Arvest Bank with the Frank Sanders Award. Their leadership, generosity, and dedication represent the very best of the HBA spirit. These members have gone above and beyond, demonstrating the importance of service to our industry and the greater Tulsa community.
efforts to support pro-housing advocacy, we have exciting opportunities to continue making a difference.
Looking ahead, I hope you will join us on December 6th for our Annual Installation Awards and Holiday Gala. It will be a wonderful evening to celebrate our collective achievements, welcome new leadership, and connect with fellow members as we close out the year.
Thank you for your unwavering support, contributions, and involvement. Your commitment not only strengthens our association but also impacts the community we serve. I am proud to be part of an organization that values integrity, excellence, and collaboration— and even prouder to serve as your president.
Warm regards,
Craig Thurmond

Navigating the Legislative Landscape: Advocating for the Home Building Industry
The home-building industry is a cornerstone of local economies, especially in rapidly growing areas like Tulsa, Oklahoma. However, builders, remodelers, and related trades face an evolving regulatory environment that can impact everything from project timelines to costs. By understanding and engaging in governmental affairs, industry professionals can help shape policies that support growth and innovation.
The Importance of Advocacy in Home Building
Effective advocacy ensures that the voice of the home-building industry is heard when local, state, and federal policies are crafted. For example, the Home Builders Association (HBA) of Greater Tulsa works to build relationships with legislators, keep members informed, and protect the interests of those in the housing industry.
Whether it’s zoning laws, building codes, environmental regulations, or workforce development, governmental decisions directly impact builders' ability to operate. That’s why it’s crucial for builders to stay informed and actively participate in the legislative process.
Strengthening Member Influence: Government Affairs Committee's Candidate Support and Voter Guides
This year, the Government Affairs
Smith’s Scoop
By Executive Vice President/CEO Jeffrey Smith
Committee of the HBA of Greater Tulsa actively engaged in the electoral process to support candidates who were aligned with the association's values and priorities. The committee interviewed each candidate to understand their stance on housing, development, and local economic growth, ensuring a strong alignment with the needs of Tulsa’s homebuilding community.
Informed by these interviews, the committee created two targeted voter guides—one for the primary and general elections. These guides highlighted candidates the Tulsa HBA endorsed, providing members with clear insight into which officials would best represent the industry’s interests. This initiative allowed members to cast votes confidently, knowing they supported leaders dedicated to fostering a thriving environment for builders, remodelers, and allied trades in the Tulsa area.
Upcoming Legislative Challenges
Looking ahead, several challenges are on the horizon. Proposed legislation regarding energy-efficient building standards may increase construction costs in the short term but could benefit long-term energy savings. Meanwhile, labor shortages remain a top concern, and the HBA advocates for workforce development programs to increase skilled labor in the industry.
Governmental affairs may seem far removed from the day-to-day operations of building homes, but they are inextricably linked. For the home-building industry to thrive in Tulsa, ongoing advocacy and awareness of legislative changes are essential. Builders who stay informed and engaged will safeguard their businesses and contribute to the community's overall health and prosperity.
That's the Scoop,
Jeffrey Smith

Tulsa, OK – The Home Builders Association of Greater Tulsa is pleased to report a strong performance in housing starts across the region for the month of September 2024. Jeffrey Smith, Executive Officer of the Tulsa HBA, expressed optimism about the upward trend. "This growth demonstrates the resilience and strength of the Tulsa housing market," Smith said. "Our builders continue to meet the increasing demand for new homes, which reflects not only confidence in the local economy but also the hard work of our members to build homes that meet the community's evolving needs."
Data from the Tulsa HBA shows consistent activity throughout key counties, with Broken Arrow leading the way with 68 new starts, followed by Bixby (26) and Tulsa (41).
Tulsa Area Housing Starts
