2016 EXECUTIVE COMMITTEE
By HBA President Brandon L. Jackson Greetings HBA members, As the year comes to a close, I have reviewed my goals for the continued growth of the Tulsa HBA. My goals are workforce development, education and the value of membership. Without the members and staff, the level of success for 2016 would not have been possible. Thank you all for your continued support this year. Market conditions are tracking closely to last year’s housing starts and interest rates remain stable. A slight adjustment is forecasted for the first quarter of 2017. In reference to in house HBA issues, the EO search committee has formally named Jeff Smith as our Executive Officer. Jeff has met and exceeded the committee’s expectations and is truly deserving of the position. A special thanks to staff members Marlena Chase and Gabby Bridenbaugh; they have promoted and leased our Mike Fretz Event Center to members and non members for over $43k this year. Staff’s promotion of the Event center continues to grow the interest and market share of the venue rental market in Tulsa. Overall, the general budget to date is in alignment with the projections for this year. We remain in strong fiscal shape. In order to preserve and maximize our assets, the HBA has implemented an investment policy statement under advisement of The Trust Company of Oklahoma. As election season comes to an end, Build PAC supported candidates at the local, state and national levels. Your contributions and participation in Build PAC events make it possible for the HBA to help support the candidates that understand our positions on legislation and policies that affect the building industry. A special thanks is in order for both staff Governmental Affairs liaison Stacey Bayles and past President Phil Rhees for their efforts in vetting candidates for review by the Governmental Affairs Committee on behalf of the association. Our association has made tremendous in roads and alliances at all levels of government. Our voices are heard in support of our industry and the community at large. In order to maintain a competitive edge in the market place, workforce development continues to be at the forefront. The labor force faces the challenges of a skilled work force in the near future. As an association, we need to work vigilantly on promoting the industry, recruiting and providing educational opportunities. As per education, key components are professional, vocational and college level education for reinforcing workforce development and sustainability. The HBA supported the formation of a student chapter of NAHB at Oklahoma State University. Also, we have engaged in strategic partnerships with the OSU Institute of Technology, Tulsa Tech and Home Builders Institute - Tulsa Job Corps. With the assistance of the HBA Charitable Foundation, the HBA continues to provide value added educational opportunities.

Workforce development and Education components work in conjunction for the future of the industry. With the assistance of Nikki Pauly and staff, we have been able to define the value of membership and offer value added incentives to your 3 in 1 membership with NAHB. Local, state and national incentives are offered to members in order to assist them both professionally and personally. Whether you’re a builder, a remodeler or an associate, the HBA membership provides the tools you need to succeed! With your help, Membership Chair Lantz Day has met his recruitment goal and currently the association has 1,012 members. Growing our strength through member recruitment, retention and involvement are key elements to maintaining a healthy association. It’s everyone’s responsibility to recruit and help retain members. Special recognition is given to Mike Fournier for his recruitment efforts in 2016. Every day, you do business with dozens of home building-related companies that are prospective HBA members. Please reach out to your vendor network and provide them with the information on the advantages of being a member of the HBA. Without the TRC, volunteers and staff, we could not continue to provide the level of member oriented services to our members. Allen Jenkins led the TRC this year and raised over $419k with an expense ratio of 17.49%. Thanks to staff , Hali Mayfield and all the members who supported and volunteered for this year’s Total Resource Campaign. During 2016, the HBA Charitable Foundation has worked diligently on becoming an integral part of the philanthropic base of Tulsa. The Foundation has donated over $200k to local individuals and entities in an effort to promote housing education. Thank you for all of your efforts in making the Foundation a success. As I part as your President, I would like to say thank you to my special assistant Tracie Englen for your assistance in making every GMM special. Also, I would be remised for not thanking staff and the executive committee for their support this year. It was truly an honor to be a servant leader of the HBA. Let us as an association welcome our President elect Peter Grant, VP Treasurer Ryan Farabough and VP Secretary Erin Deweese as your 2017 senior officers. Best wishes to you all for the balance of 2016 and may your 2017 be a great success both personally and professionally. Once again, thank you all for allowing me to serve as your 2016 HBA President.

By Executive Vice President/CEO Jeffrey Smith Happy holidays from the HBA! 2016 is quickly coming to a close, which brings excitement for spending time with the family during the holidays and a renewed excitement for the new year. I hope that each of you have taken an opportunity in 2016 to become more familiar with the benefits that you receive with your HBA membership, both financially in your business and personally in your relationships. It is those relationships that become the most important part of your successful membership. Throughout my 10 years of involvement with the HBA I have seen complete strangers meet at a council or committee meeting and within months they have not only done business together, they have become friends that look forward to the next event they can socialize together. This holiday season I would encourage all of us to reach out to those new relationships we have built through the HBA to wish them a happy holiday season, but also thank them for the business opportunities and friendships to lean on. When President Brandon L. Jackson took the oath of President in December of 2015 he already had his initiatives set for the year. The HBA was going to show its members the value of their membership and we were going to get involved in work force development. I am thrilled to say that both of those ideas have been a focus for the entire year and I would consider both to be a huge success that could not have happened without Brandon’s involvement. In the spring of this year we published two new documents to show the value in membership. The first was a new membership booklet that is a professional document used to recruit new members and identify what the HBA is and who we represent. The second was our Blueprint for a Successful Membership which is used for exactly what the title says – a member’s blueprint for how and where to get involved in the HBA to maximize their benefit of membership. The work force development initiative is a much longer term goal, but one that has seen steps of progress in 2016. The HBA has now forged relationships with OSU in Stillwater, OSUIT in Okmulgee, Tulsa Tech, Job Corps, Tulsa Public Schools, and Union Public Schools. Each of these partners already have classes in place to promote the construction industry as a career path, and we are now getting plugged in with the potential for internships, field training, and job placement. Now that Brandon’s term as president is coming to a conclusion, I want to thank him not only for his involvement in 2016, but his 20+ years of service to the organization. 2017 is now just weeks away and a new year always brings excitement for new beginnings. On December 2nd, Peter Grant was installed as president of the HBA for 2017. Peter is a past Remodelers Council president and the 2016 HBA Charitable Foundation president. Also installed as officers of the association were Ryan Farabough as Vice President/
Treasurer and Erin DeWeese as Vice President/ Secretary. Peter’s initiatives in 2017 are to better educate our members and create an ambassador program to assist new members to get involved in the association. The education program will begin on Thursday, January 5th with a breakfast for members wanting to learn more about the discounts and rebates provided to HBA members only. We will continue these 1 hour breakfast on a monthly basis with the “hot topics” in the industry. The Tulsa HBA will also be the host of 4 NAHB designation courses scheduled in 2017. These courses are a more in depth class, but also provide a designation from NAHB that can be a valuable tool in your marketing. We will also be providing a Quality Construction series of courses twice in 2017 that will focus on the new code changes that are taking effect next year. The Ambassador program will take shape shortly after the first of the year and I would encourage anyone, whether you have just joined or been around a while, who has not been involved in the association to attend our ambassador event near the end of January (Date TBD) and get paired up with your ambassador. This will surely benefit you and your business by the network of other members you will come in contact with. As 2016 comes to a close, so does my first full year in the position of Executive Vice President. It has been a wonderful year that has been full of accomplishments and success. I am always the first to say that we could accomplishment nothing without the passion and drive that our members bring to the table each and every day. I would also like to say the success that the Tulsa HBA has seen in 2016 could not have happened without the hard work from the superb staff (my team as I refer to us). Thank you to Pam Fanning, Nikki Pauly, Hali Mayfield, Jenni King, Gabby Bridenbaugh, Marlena Turley, Stacey Bayles, and Rodrigo Cordoza for your efforts this year in supporting the membership. I look forward to the continued growth and success of the association in 2017 and I wish you and your families the best this Holiday season and in 2017! That’s the scoop for now,

Housing Starts Stable in October The most recent statistics for area housing starts show little change. Building permits issued in the metro region in October were 226, up one from a year ago at this time, according to the permit tracking service New Orders Weekly. Through the first 10 months of 2016, the construction total is 2,065, which is about last year’s to-date number (2,281). October’s number was the second-highest total for the month in the past seven years. Broken Arrow led October starts with 35, followed by Tulsa with 31, Jenks with 26 and unincorporated Wagoner County with 25. Tulsa (376) has issued the most permits thus far in 2016. Broken Arrow (289) is second, followed by unincorporated Wagoner County (247) and Jenks (230).

Code Changes. Get With It As They Are The Law Carol Hartzog On Nov. 1, the newest modifications to the statewide uniform building codes went into effect. Most of the code changes deal with life-safety issues, and some are adjusted due to new and better products. Fellow home builder Curtis McCarty who owns CA McCarty Construction in Norman serves as the governor-appointee to Oklahoma Uniform Building Code Commission and here are his thoughts on the top six changes, not in any particular order. The door between the house and the garage has to have self-closing hinges, i.e. the door has to close behind you. This prevents carbon monoxide getting in the house is in case you leave a car running. And if you have a detached garage, now you have to have side door, so you have another way to get in and out of garage in case of a power outage.
Wall anchors traditionally involve a cut or wedge-type nail, but now fasteners have to be from an approved list. Interior load-bearing walls are required to be anchored to the slab. Hand driven cut or concrete nails are not approved for this application.
CO Detectors Carbon monoxide alarms are now required to be hard wired and interconnected on new homes. Previously one could have simply installed a battery operated alarm outside the sleeping rooms. Combination Smoke/CO detectors are allowed in these locations if they are properly listed. They also have to be outside all sleeping areas. If you have a splitbedroom plan, it has to be outside each sleeping room. If two bedrooms in a central hallway, then just one is needed.
There are now fencing requirements for pools and hot tubs. If you have a swimming pool, you have to have a safety barrier, i.e. four-foot tall with self-closing and self-latching gates, with the latch 54 inches above the ground. The fence cannot have pickets a certain distance apart. Most cities have not had a standard to really enforce swimming pools. If you are on two acres or more, you are exempt.

Storm Shelters and Safe Rooms If you a build a safe room or shelter in your house, it has to meet ICC NSSA500, i.e. it is being built to a recognized building code standard.“Many people are putting safe rooms under stairs and boarding it up, and doing things that would not withstand a tornado. If you call a safe room, you have to register it in each county with emergency management and it has to abide by code. However, any room or structure may be used as a place of refuge during a severe wind storm event, but shall not be defined as a storm shelter or safe room unless specifically designed to the requirements listed in Section R323. On your building plans, are you designating that area as a concrete closet or are you using the technical terms of “storm shelter” or “safe room”? In this case, verbiage matters.

Home Builders Assoication of greater Tulsa Remodelers Council Wins Two National Awards
The Home Builders Association of Greater Tulsa Remodelers Council was honored with a national award, the Council Award for Demonstrating Remodeling Excellence (CADREs), in two categories, outstanding council coordinator and membership recruitment and retention, from the National Association of Home Builders (NAHB) Remodelers. The awards were announced during NAHB Remodelers annual awards presentation at the 2016 Remodeling Show in Baltimore on Oct. 6. Gabby Bridenbaugh, Council Coordinator at the Greater Tulsa Builders Association, was honored as the Outstanding Council Coordinator for advising and guiding the remodelers council leadership. “Bridenbaugh is key to the health of the group’s events, membership, and finances with her ‘can-do’ approach to achieve success,” said Greg Strange, Greater Tulsa’s Remodelers Council Chair.
In the membership recruitment and retention category of the CADREs, the Remodelers Council took home the honors for their Star Trek-themed membership contest that successfully recruited new members, increased retention and increased attendance at meetings. The CADRE is the NAHB Remodelers’ highest national award for work at the local level. Home Builders’ Profits Driven by Installed Home Technology - Industry Report Points to Areas of Growth in Home Builder Market -
According to the Consumer Technology Association’s (CTA) 14th Annual State of the Builder Technology Market Study, one-third of U.S. home builders (36 percent) claim to have experienced revenue increases due to home technology installations. Since 2009, the number of builders reporting revenue increases rose more than 10 percentage points, indicating that installed home technology may have helped the home builder industry bounce back from the recession. “As more consumers are living digital lives, home technology has helped builders’ bottom line,” said Chris Ely, senior manager, industry analysis, CTA. “And as the economy improves, builders are deepening and diversifying their home tech offerings and finding more revenue opportunities as a result. To expand their gains, builders should continue to market the benefits of smart home technology to generate buyer interest and increase revenue potential.” The study also found that almost 90 percent of new homes have a broadband connection and half of new construction—especially single family, luxury homes, and apartments/condos—have dedicated home offices. Small builders (61 percent) and custom builders (65 percent) are most likely to install dedicated home offices, as are builders in the Mid-Atlantic (60 percent) and Midwest (62 percent). “Although consumers have limited dollars, the steady trend toward the majority of new homes having a dedicated home office suggests more Americans desire a dedicated workspace at home, potentially due to the rise in telecommuting,” Ely added. “This is an area of opportunity where builders, suppliers and subcontractors can partner to promote smart home technologies to consumers before construction starts.” CTA also found that among new homes, structured wiring (48 percent), monitored security (29 percent), and home theater systems (17 percent) remain the most popular installed home technologies in new home construction. In addition, several key technologies saw gains in new home installations last year, including: stand-alone video surveillance system (nine percent), home automation (eight percent), and energy management systems (six percent). Builders also reported that 64 percent of homeowners want to control their smart home remotely, either with a touchscreen or an app on a mobile device.
“Remote access and support is paramount to managing and maintaining a home’s technology,” said Ryan Sullivan, HBA member and owner of BlueSpeed AV. “Homeowners want the convenience of getting status updates 30

on their home’s technology systems whether they just left the driveway or are half way across the world. When configured correctly, homeowners can use their smart devices to make changes such as adjusting shading and temperature, unlocking doors for cleaning staff, or setting the home to be ready to receive dinner guests. This remote functionality also makes servicing and monitoring the technology easier because check-ups can be done remotely by a professional integrator before the homeowner experiences any disruption of service.” Builders also increasingly cite buyer/architect specifications and the need to remain competitive as top reasons to install home technologies. Profit potential is also a key factor.
“Today, a typical house uses 10 times more network traffic than most small businesses that just use Internet for sending emails and accessing online documents,” added Ryan. “Home’s with a robust network infrastructure that can handle the traffic of multiple streams of music, Netflix playing in the game room, Pandora cranked up in the kitchen, kids playing Xbox online, mom or dad working from home, and other areas, will be exponentially more in demand over other homes.” The number one way builders find installation contractors is through referrals (83 percent) such as architects, real estate agents, and other builders.
“An experienced integrator will know how to implement smart home technology and automation in the most strategic and cost “effective” way,” added Ryan. “This is a win-win for both builder and future homeowners. Experienced technology integrators will know what type of cable to use and where to run it, and builders can completely avoid ripping into sheet rock later to make changes to accommodate home technology upgrades.
