F

ormer Cape Town mayor Dan Plato is back in charge and very clear about the way forward for Cape Town.

“No more nonsense! A transparent honest government, an end to corruption, and speedy service delivery,” he said as he listed his priorities during an exclusive interview

with TygerBurger on Friday as he settled into the mayoral offices at the Civic Centre.

“I am ready to roll up my sleeves, get to work and see to it that high standards of service delivery be restored to the City” he said.

Plato, who handed over the reins to Patricia de Lille in 2011 to become MEC for safety and security in the province, returned to office last week to take control of an embattled administration.

“Being mayor again is a tremendous honour for me and I am humbled to once again serve the people of Cape Town,” he said.

He was sworn in as a City councillor on Thursday and inaugurated as mayor yesterday, 6 November.

Plato is well aware of the fact that much damage control needs to be done after the DA/De Lille saga, and that he is fully committed to doing his best to win back the trust

of Capetonians.

“The demands are high, but this administration will be a clean government and I will focus on effective service delivery. Residents deserve that.

“The City streets will be clean again, grass will be cut, refuse collected on time, and clean drinking water available for all,” he said.

“I am aware or these issues and am working on it. I have already had two meetings with officials from the various departments.” Traffic relief could be centred around changes in planning policies.

“Whatever changes we bring about in our planning policies, they have to be to the benefit of residents,” he said.

During discussions with deputy mayor Ian Neilson and Mayco member Zanthea Limberg, Plato looked at ways in which to reduce the high water tariffs. “Residents need relief, and I hope the outcome of these

“But it remains imperative that everybody continue to save water. Water levels

are variable and a long hot summer still awaits us.”

Another matter that Plato is looking into is the countless complaints received from residents about erroneous water meters.

“We are handling it and will divulge more information later on,” he said.

But for now, his most challenging issue is to bring an end to the infighting in the DA caucus that nearly crippled the City.

“We are 95% there. I have had several meetings with the two factions and my message to them was clear: Stop this nonsense!

We have to unify. We are not here for ourselves, but for the residents of Cape Town,” he said.

Be cautious during paediatric surge season According to the Western Cape Government: Health (WCGH), incidents of diarrhoea disease (DD) will increase during summer, with children under five years old being particularly affected.

The WCGH encourages the public to heed the warning signs associated with DD, especially during diarrhoea peak season (November to May).

In a media statement, Dr Nomafrench Mbombo, Western Cape minister of

health, says paediatric surge season takes place during November to May annually, being more prevalent during the warm summer months.

Diarrhoea can be prevented by doing the following: • improving weaning practices • immunising all children, especially against rotavirus • keeping food and water clean • washing hands with soap (the baby’s

hands too) before touching food • practising the sanitary disposal of stools • by exclusive breastfeeding, where the baby receives only breast milk • Using the homemade sugar-salt solution in the first 24 hours When diarrhoea persists for more than 24 hours, it is advisable to visit your nearest clinic or contact a healthcare provider.

Nurses honoured with awards T

he Cecilia Makiwane Nurses’ Recognition Awards honour the excellence and dedication of nurses as the backbone of the health system. The Western Cape Department of Health will honour almost 13 000 nurses in its employ when it showcases 12 nurses who have been nominated for the prestigious Cecilia Makiwane Nurses’ Recognition Awards on Friday 9 November.

The awards recognise, celebrate and value nurses for their unwavering dedication and selfless commitment to the nursing profession and their exceptional work in making a lasting improvement to the quality of life and the wellbeing of patients.

Raymond Visagie, assistant nursing manager (operating theatres) at Tygerberg Hospital, is one of the candidates. Visagie dedicates vocational time and personal resources to assist with theatre projects and also designed a “Vroetel Voorskoot” – an activity apron which has a calming effect on elderly people who are suffering from dementia.

Dr Beth Engelbrecht, head of the department, says nurses unceasingly provide health and comfort to the sick and suffering, often under immense pressure and without seeking validation. “We are indebted to our nurses for their sacrifices and contributions, whose value does not go unseen.”

Minister Nomafrench Mbombo says: “With the Cecilia Makiwane Awards we want to give recognition to those men and women who went beyond the call of duty to serve their community – men and women who were innovative within the constraints of the system to ensure they provide quality care to our communities.

“I want to encourage everyone in the nursing profession to continue serving the people of the Western Cape with such passion and care. I salute you for always putting your patients’ health first and thank you for upholding nursing as a noble profession. The calling to help and to serve patients is an immense responsibility, one you carry with integrity and respect,” adds Mbombo.

The Western Cape Department of Health expressed its sincere gratitude and appreciation to all healthcare workers for going above and beyond the call of duty.

Backyarders to take action The Backyarders’ Forum in Bishop Lavis is disappointed by local councillor Asa Abrahams’s failure to attend a meeting which took place on Saturday 3 November, despite Mayco member for human settlements, Xanthea Limberg’s, apologies on Abrahams’s behalf.

During a telephonic interview with TygerBurger, Abrahams said she had a workshop at the Cape Town Civic Centre with the subcouncil 5 ward committee members which she could not miss.

“I did extend my apologies through Mayco member Xanthea Limberg prior to the meeting and even suggested we postpone the

meeting,” she said.

“I am in constant contact with the forum, through chairperson Micheal Hoffmeester, and I am planning to meet with them. They deserve to be heard and we will listen to them.”

One of the backyarders, John Witbooi, whose name has been on the housing waiting list for 37 years, said he gave up hope of getting a house a long time ago.

Another bckayarder, Eileen Ruiters, said: “I have been on the waiting list for 23 years and I have had enough of the City of Cape Town’s promises and want the backyarders to take action and occupy the vacant land on the corner of Myrtle Road and Fourth Street.”

These backyarders are dissatisfied with the poor living conditions they are subjected to.

“There is a lack of electricity boxes and toilets; sewerage drains overflow and the capacity of sewerage pipes cannot contain the increased volume of human waste,” Hoffmeester said.

He said the forum agreed to another meeting to be held in the middle of November when a survey to determine how many people are on the waiting list will be in progress, but if the City does not take any steps in the next financial year they (the backyarders) will occupy vacant land.

M

any are unaware of the achievements of the Western Province senior women’s rugby team. However, this has by no means deterred this back-toback national championship-winning team.

Under the leadership of coach Labeeb Levy, these women have remained determined to play the game they love, often having to hold down full-time jobs and their studies while playing rugby professionally.

The team was crowned the Interprovincial Cup winners last year and successfully defended their title on 29 September this year.

Levy, who has been coaching the team for the past three years, describes working with the women as being quite similar to coaching men. “The passion for the game is the same, even more at times,” he says.

The ages of the team members range between 19 and 32 years and the women hail from various communities and clubs, among them being Kraaifontein, the Cape Flats, Ravensmead, Langa, Khayelitsha, UWC and Milnerton.

Levy says although the physical aspect is the most integral part of their training, it is also important that he, as their coach, keeps

in mind the emotional wellbeing of the players. “Even though the women are rugby players, which requires that they be physically strong, they are more emotional than men, so their mood, feelings and emotional state play a role. Sometimes women need to talk to clear their head space,” he explains. Perhaps the most important contributing factor to the success of the team is the bond shared among the women.

“This is a team sport and we will always face team dynamic issues, however as the season progresses, the women build incredible sisterly bonds which motivates them to play to the extent where they refuse to be defeated,” says Levy.

Aspects on which he focuses during training include skills and various basics.

“Their conditioning is slowly developing as well as their kicking and mauling. Their breaking down and understanding of the game is great,” says Levy.

Other aspects include the basics like passing and catching and the incorporation of decision-making. “Every session we focus on some form of defensive aspect. We also keep on enhancing our strengths, with conditioning being a big focus for us in recent times.”

Apart from their duties with the Western Province team, many of the women have been selected as members of the South African national Fifteens team while others

have been identified for the South African Sevens group. “The rest will be doing off-season work,” explains Levy.

He describes the best part of his job as seeing the women understand the various intricacies of the game. “Their improvement and constant desire to learn is encouraging. I love to see the integration between the women from different communities taking place on a daily basis. They also buy into the various philosophies we try and instil,” says Levy. Levy says the team is lucky to receive funding from Western Province Rugby and the South African Rugby Union. “I believe we have access to more.

“We train at good facilities, travel well, have top-class meals and live in great accommodation,” says Levy. He does, however, admit that a lack of sponsorship exists in various areas for basics such as boots where girls cannot afford a decent pair.

“The current system still needs tweaking to be more fair compared to their male counterparts, and even to level the playing fields compared to what females are exposed to in countries like England, New Zealand, USA and Australia,” he says. Factors which Levy believes will contribute to levelling the playing field between men and women players include increasing media and television coverage, administrators fully investing in the female players, and more competitions targeted at involving female players.

ie verlenging van die R300 van die N1 tot by Wellingtonweg sal eersdaags onder bespreking kom tussen die Stad Kaapstad en Sanral.

Grant Twigg, voorsitter van subraad 2 (Kraaifontein, Brackenfell, Kuilsrivier), het aanbeveel dat die ontwerp en befondsing van só ’n projek as ’n saak van dringendheid aangepak moet word.

Volgens Twigg het inwoners van subrade

2 en 7 (Durbanville) hul kommer uitgespreek oor die verkeersdruk op plaaslike paaie en kruisings na en vanaf die N1 as gevolg van groter ontwikkelinge in die omgewing.

“Die situasie word vererger deur die afwesigheid van goeie openbare vervoer, die inwerkingstelling van ’n behoorlike passasierspoordiens en spoorwegstasies op die Bellville-Kraaifontein-Fisantekraal-lyn, asook die MyCiTi-busdiens en toevoerroetes na die gebied,” het hy in ’n onlangse mosie aangevoer.

Twigg meen die nuwe ontwikkelings in die bostaande gebiede het daartoe gelei dat die geweldige verkeer die bestaande padinfrastruktuur oorlaai het.

“Daar word geglo dat die verbetering van die N1 met bykomende bane en verbeterde kruisings by die Okavango- en Brackenfellboulevard, asook die verlenging van die R300 tot by Wellingtonweg in Durbanville, die huidige verkeersdruk op die paaie sal verlig deur plaaslike verkeer na die snelwegnetwerk oor te plaas,” sê Twigg.

Volgens hom het Sanral voorheen aan

subraad 2 verslag gedoen dat daar vir die beplanning van die N1-verbeterings tussen die Old Oak- en die Brightonweg-wisselaar tussen Bellville en Kraaifontein begroot is.

“Daar is egter tans geen geld beskikbaar vir die verlenging van die R300 nie,” sê Twigg.

Tydens die besprekings sal geld geïdentifiseer moet word,” sê hy.

Twigg het aanbeveel dat die waarnemende kommissaris van die owerheid van vervoer en stedelike ontwikkeling versoek word om dié saak by die volgende vergadering van die Stad, Sanral en provinsiale komitee voor te lê.

Carel du Toit Centre is appealing to the community for any assistance after their school was broken into.

Adri Combrink, principal of the centre, says there was a break-in over the weekend of 26 to 28 October. “The thief came through the stoep. The door was closed and the alarm didn’t go off. Electrical equipment such as a data projector and camera was stolen,” says Combrink.

Combrink says they did not notice the break-in at first because it had been done so neatly and there were no fingerprints left behind. “It was like the person had inside information because they had the right tools needed to remove the equipment.”

Combrink says the school is in the process of looking for security guards, but cannot afford to pay for it. This was the second break-in this year. “We really need eyes in the classrooms,” she says.

Course held on cyber security awareness T

he I-CAN Centre hosted a free two-day cyber security course on 29 and 30 October, to raise awareness about cyber security.

The aim of the training was to empower communities with knowledge about being safe online, understanding the risk of ransomware, and online money heist activities.

Apart from training adults, the I-CAN Centre trained younger children for four months in cyber safety, through the Web Rangers project, supported by Media Monitoring Africa and Google.

Internationally, this campaign is celebrated worldwide in aid of educating people about the danger of cyber attacks, and it was identified that many people do not understand cyber security and the need for it.

“Internet users shy away from the issues surrounding cyber security as they perceive it to be complex,” says Llewellyn Scholtz, executive director of G-CITI and centre manager of the I-CAN Centre. “But security is not an add-on or something to be managed and implemented in a silo. It needs to be integrated into every level of society.”

In 2018, South Africa faced many cyber attacks which crippled business credibility and reputation. One of the extreme attacks was the “ransomware” attack. Ransomware takes over a user’s computer, infecting it when the user opens an attachment. This results in documents on the computer being locked.

The user will often receive a demand for a ransom, usually requested in Bitcoin, in

exchange for a decryption key to unlock the data.

Currently there are many business opportunities for entrepreneurs and citizens, but without incorporating cyber safety measures, a good business will fail once it has been hacked.

Participants of the course received an international certificate certified by Cisco.

“This course at the I-CAN was eye-open-

ing. I learnt about how data can be comprised through email and the internet and how to put strategies in place to avoid being hacked,” says attendee Riyaaz Ismail.

In addition, the children from Elsies River and Leonsdale who were part of the Web Rangers project completed two YouTube videos that will go through to an adjudication process to identify a winner in November.

Bellville basks in arts and crafts at market The monthly Bellville Craft Market was held at the Civic Centre last week.

The market, hosted by subcouncil 6, is also known as the Bellville Mayor’s Market, and sees entrepreneurs from across the metropole selling their wares.

The next market will take place from 27 to 29 November. Nielen de Klerk stopped by to take some pictures.

Antoinette Dubain from Belhar sells her knitted goods at the market. She focuses on clothing for newborns and babies. She also takes orders at the market. “I like this market, because it’s free (to exhibit) and we have great community feeling here.”

ver recent years, the sales phenomenon known as Black Friday has grown in leaps and bounds in South Africa, and with more retailers and shopping centres jumping on the bandwagon, it’s not over yet.

Despite a lacklustre 2017, Lebogang Mokubela, founder of township-based retail marketing company Lemok Group, says Black Friday is the new precursor imprinting a trend into festive season shopping and 2018 is going to be a good year for Black Friday locally.

“Black Friday in South Africa really started to gain momentum in 2015.

Even then, retailers were unsure of the motives behind the sale that has now expanded from America to more than 50 major countries worldwide.

“Even so, SA retail needs such campaigns in order to ignite excitement in consumers. It’s a way to create exclusivity and yes, it is a chance to get rid of old stock to make space for new items,” he says.

Black Friday, a retail promotion that takes place on the last Friday of November after the American Thanksgiving holiday, originated in America in the 1950s.

In South Africa, consumers who were still new to the promotion supported many retailers on Black Friday 2015, and 2016 saw growing crowds across shopping centres throughout the country as retailers increased their offering or took part in the promotion for the first time.

Mokubela says despite growing interest in Black Friday, 2017 saw a dip in sales. “Black Friday marketing has been exceptional with millions of rand being invested to draw crowds to their offerings; however, after researching a number of malls in SA, we noticed a slight dip in sales figures in 2017,” he says.

Taking a look at shopping centres across the country with a combined GLA of approximately 23.4 million square metres, an average of 3.2% of tenants participated in Black Friday in 2016 and an average of 21% of tenants participated in Black Friday in 2017 – an increase of 17.8 % year on year.

Small regional shopping centres which are between 25 000m² and 50 000m² indicated a growth average of 31% year on year when comparing 2016 tenant participants to 2017.

In 2017 the Black Friday promotion was dominated by supermarkets and electronic store sales which offered customers deals up to and over 50% off selected in-store items. The response to the sales was overwhelming for many shopping centres with over 71% of the respondent shopping centres reporting that they had the highest influx of footfall year on year with an average increase of up to 13 % in the month of November. The survey illustrated a fashion and apparel offering component that came through in both 2016 and in 2017.

Approximately 33% of tenants in regional and super regional shopping centres participated in Black Friday sales in 2017 versus only 4.4% of tenant participants in 2016, indicating a growing trend across all retail categories.

Mokubela says promotions like the Black Friday movement make retail exciting and create a dynamic opportunity regarding competition and sales.

Mokubela predicts an improvement on last year’s Black Friday sales figures. “Retailers I have come into contact with have expressed their enthusiasm to get more involved this year.”

mo Adams and Vicky Sampson, two of Cape Town and South Africa’s most loved singers, are the latest additions to the line-up for Sammy Webber’s show 40 Years and Counting.

Guitar maestro Sammy will be hosting a star-studded line-up on Wednesday 21 November at the Baxter Theatre Centre in Rondebosch when he celebrates 40 years in the music industry.

Accompanied by The Shack Band and with Celeste Williams as musical director, the show will also feature Dr Victor of the Rasta Rebels fame, who will be flying in from Johannesburg to pay his respects to his long-time friend.

Other artists on the bill are Ian Smith, Richard Ceasar, China van Rensburg, Sean O’Connell, Glenn Robertson, Sammy’s erstwhile band Virtual Jazz Reality (VJR), Allou April, Leonie le Roux, LesleyRae Webber, Shaun Johannes and Chad-

Comedians Quinton Manuels and Wayne Mckay will be providing some comic relief.

Emo Adams confirmed his participation in the show by saying: “It is just to show my respect for the people who have been doing this for way longer than I have.

I have been fortunate to enjoy some of the fruits of this industry that people think aren’t there anymore and it’s because of some pioneers such as yourself (Sammy) that have paved the way for younger artists such as myself to enjoy the career they have today. Sammy says he worked on and off with songstress Vicky Sampson – who is famous for “My African Dream” – over his 40 years.

Sammy Webber (59) hails from Retreat and is proud to be associated with the area where he learnt how to play the guitar. His skill on the bass guitar has won him many fans and his stint with Virtual Jazz Reality made him a household name.

About eight years ago disaster struck when he was diagnosed with multiple sclerosis, which affected his health. His eyesight is severely affected, and he uses special lights on the neck of his guitar when he performs.

Gear up for Gumtree World RX W

orld-class motorsport will be back at Killarney International Raceway with the Gumtree World RX of South Africa on 24 and 25 November.

The Gumtree World RX of South Africa, held for the first time last year, is the final event of the twelve-event world championship season which began in Barcelona in April and included races in Canada, the USA, Europe, Latvia and Sweden.

World RX is a combination of rallying and circuit racing with thrilling, head-tohead racing on mixed surfaces (dirt and asphalt). The RX Supercars with over 600bhp have the ability to accelerate from 0-95km/ h in less than two seconds – faster than an F1 car.

Johan Kristoffersson of Sweden, who won at Killarney last year, has already wrapped up the world title in his Volks-

wagen Polo R, but he says he’s gunning for a repeat win: “I loved the atmosphere and the crowds last year.” Kristofferson is also looking forward to “Cape Town’s food and sunshine”.

Former world champions Mattias Ekström and Peter Solberg are locked in a tight battle with Andreas Bakkerud for the runner-up position.

Frenchman Sébastien Loeb, who won

nine consecutive world rallying titles before taking up WRX in 2016, will also be in action.

Killarney has enhanced spectator viewing areas for the occasion and there’s a full programme of entertainment lined up in addition to the WRX showpiece.

Club aims for record numbers at event The Phoenix Open-Water Swimming Club (POWS) is aiming to have its highest number of entries yet at an open-water swim when the members take on the Sanlam Cape Mile at the majestic Eikenhof Dam (Elgin, Grabouw) on Sunday 17 February 2019.

The Phoenix Open-Water Swimming Club was established in October 2009 in honour of Eriche Harley and his contribution towards the upliftment of the less fortunate children in and around Ravensmead, Elsies River and Cravenby.

“Eriche Harley dedicated his life to teaching, with an emphasis on swimming and water safety,” says Joyce Blows of POWS. “The goal of POWS is to broaden the public’s knowledge on water safety when attending beaches, rivers and dams. We introduce communities to open-water swimming and strive to continue building a strong, supportive network that encourages youth and members to flourish in and out of the water, in so doing empowering members with the skill to swim.

“Currently we are teaching +- 40 learners between the ages of six and 18.

They thoroughly enjoyed the day and were truly inspired by the elite athletes. We look forward to being part of the 2019 event.”

In der waarheid weet Curro Durbanville nog nie eens wie sy teenstander in die eindstryd van die Sammy Bloch/Durbell Aptekekompetisie sal wees nie, omdat die halfeindstryd tussen Brackenfell en Milnerton ook

nog moet plaasvind. Curro het sy halfeindstryd gewen teen Stellenberg, met die Stellies wat verlede week op hul beurt HS Tygerberg in die kwarteindronde uitgeskakel het.

Bester looks back on bodybuilding career STEHAN SCHOEMAN After 13 years at the helm as chairperson of the Western Province Natural Bodybuilding Union, Hoosain Bester has decided to call it a day.

The 55-year-old Bonteheuwel resident is one of the most beloved figures in the sport and well known across Cape Town.

Ralph Piers and Nelson Benjamin, who are arguably two of the biggest names in the history of bodybuilding in the Western Province, helped pave the way for Bester.

“I started going to bodybuilding shows in 1996 and fell in love with the sport. Ralph Piers was my coach back in the day and Nelson was my training partner. It is emotional thinking back to where I started and what this sport meant for me over the years and still does.

Being a competitive bodybuilder takes dedication and a lot of hard work, and Bester is testament to that as he won all his competitions provincially and nationally between 2013 and 2015. In 2013 he did his country proud by placing third at the world championships in France, and he claimed another respectable top six finish in Spain in 2015.

In 2006 he was selected as coach of the national team to Italy and received his international judging card the following year at the world champs in Spain.

It was also in 2007 that he fondly remembers being selected as president of the South African Natural Bodybuilding Association.

A year later in 2008, his impressive CV grew even longer as he was selected as vicepresident of the Union Internationale de Bodybuilding Naturel (UIBBN) for Africa.

“I also did powerlifting competitions between 2000 and 2012 but due to a shoulder injury I decided not to compete anymore.

I am also struggling with knee injuries as we speak but you know I have no regrets.

I met so many wonderful people and got the see the world through my travels with various teams to world championships,” says Bester.

Bester also coached international athletes of the likes of Reagan Moses, Sandra Rensburg, Harvey Arendse, Marvin Marinus, Llewelyn Lombard, Luke Lucas and Richard Swinton.

Bester, who opened his own gym in Elsies River back in 2000, focuses on competitive powerlifting and bodybuilding. Although his days as an administrator in bodybuilding are over, he will continue to coach and promote the sport in his gym and encourage the youth to be the best they can be.

There is no doubt that his priceless knowledge will create more future champions.

BASEBALL: SA WINS FIRST TWO GAMES AGAINST FRANCE

he South African baseball team could not have asked for a better start, winning the first two of their seven-game incoming tour against France.

The first two games, played on Saturday and Sunday at the Boksburg Baseball Club, were exactly the start South Africa needed, winning the first game by a big margin of 24-13.

The French came back in the second game, making it a much tighter affair, but South Africa kept their moment and won 14-8.

Pitcher Jared Elario from Bothasig Baseball Club started the first game and was substituted by Western Cape teammate Cameron Fortuin from Athlone A’s.

Kwazulu-Natal pitcher Robert Lewis Walker, and Jayde Thorne who resides in Australia, did a pretty good job on home soil, playing a vital role in the victory.

The tour has moved on to the Hoy Park Sports Complex in Durban. The first scheduled game was played yesterday (Tuesday) with the first pitch of the game at 14:30. This afternoon sees the second

match in Durban, also at 14:30.

Western Cape has the bulk of the players in the squad and will be poised come Friday, Saturday and Sunday to give their supporters plenty to cheer about.
