lsies River police say there has been an increase in smash-and-grab incidents in the area.

TygerBurger attended the awareness drive on Friday 13 April in which police handed out pamphlets to motorists on the corner of Owen Road and 35th Avenue.

Police spokesperson, Captain Daphne O’Reilly, described the spot as one of the biggest hotspot areas in which motorists are targeted.

“What I’ve noticed during this initiative is that we still see motorists speaking on their cellphones when they get to traffic lights. Their valuables are very visible.

We absolutely urge people to take our advice because we have of late been getting sporadic reports of such incidents,” said O’Reilly.

She explained that previously the most common time for smash-and-grab incidents was in morning and afternoon peak hours. This has however changed now as incidents occur at any time of the day.

“There’s no set time anymore. We really urge people to be vigilant. People will grab anything.”

O’Reilly said the aim of the drive was to educate the public on measures that can be taken to protect themselves. “There’s been an increase in smash-and-grab inci-

When asked about the worst incident reported to police, O’Reilly said a man lost his life after his vehicle was attacked.

“This man stopped at a robot when his vehicle window was thrown in with a brick.

We believe the driver got such a big fright, lost control of the car and ended up driving into a pole. He succumbed to his injuries.”

O’Reilly offered some safety hints for motorists approaching the above-mentioned intersections: -Always be aware of your surroundings -Constantly check your side and rearview mirrors -Keep car doors locked and windows closed at busy intersections -Lock all valuables in the boot of your car -Carry pepper spray or a whistle to protect yourself -Be wary of anyone who approaches you or who is loitering near traffic lights, stop signs and parking areas Officers attached to the City’s Law Enforcement Social Housing Unit were on patrol when they spotted a suspect robbing a motorist of his cellphone on the corners of Norwood Avenue and Viking Way in the Elsies River area on Thursday 12 April. darts club in Delft aims to attract the youth to spend their time enjoying a sport, instead of being on the street engaging in drugs and wrongful activity.

Abraham Marcus tells TygerBurger that the club initially started when a group of friends would play a game of darts at Dennis Alexander’s house in Voorbrug.

“Dennis has over 40 years’ experience playing darts. I told him, what if we start a darts club and get the youth involved to try and keep them busy and away from trouble and drugs? He agreed so we proceeded to make contact with some of our friends and family. To date, we are 14 adult members, with one youth member aged 10.”

Marcus says they were able to get the club

registered with an organisation called Prado (Pro-am Darts Organisation), which is based in Mitchell’s Plain, to play in competitions. “Our main aim is to get the youth involved in playing the game of darts and we want to start with the primary schools to go and visit them. Primary schools can benefit from this as it will help learners with their mathematics skills because we keep score by adding and subtracting numbers.”

Four people have already shown interest in becoming part of the club.

Marcus says they are in the process of consulting with ward 20 councillor, Courtney van Wyk, in terms of days and a venue, as they lack space playing in garages.

“I think once we have met with Councillor van Wyk we will have a better way forward.

At the moment, we are hoping to use the Voorbrug Civic Hall for the very reason that

it is central. Once we have our venue, it will be much easier to determine how many times a week we will have sessions.”

Councillor van Wyk confirms that he is in the process of meeting with the club.

The club has appealed to businesses in the area to assist with donations relating to darts. Currently, Marcus’ garage, which has one dartboard, is being used and his friend Dennis avails his garage, which has two dartboards.

“We don’t want money. Our immediate need is dartboards and darts to play with for the youngsters that will join the club, as they won’t be able to afford to buy it. We will really appreciate it if we can get the support.”

Computer training taking place at CWA Community Women Action (CWA) in Eerste River is offering affordable, accredited computer training to residents within the community.

The course fee is R1200 per person.

Elsies OTT to take to the world stage TARRYN-LEIGH SOLOMONS @tarryns07

A

community occupational therapy technician (OTT) from Elsies River Community Health Centre (CHC), Anci Francis, has been chosen to represent the facility at the World Federation of Occupational Therapy Conference, which will be held in Cape Town in May 2018 at the Cape Town International Convention Centre.

Francis will share the stage with speakers and presenters from various countries across the globe and will be presenting a paper titled “The elderly: Living with a purpose”.

This paper explains the value and success of offering community-based services and programmes for the elderly from the perspective of an OTT. Her paper focuses on the value and success of programmes for the elderly citizens from the perspective of OTT services in Elsies River. It speaks on and addresses the social needs of the elderly, creating a safe space for them and also encouraging them to participate in other social activities.

Francis says her passion is to see seniors develop and interact in their homes and communities after being rehabilitated. “I work closely with seniors and see how regularly they attend the group sessions”, which is what led to her choice of topic. After these group sessions, the seniors become aware of their purpose in life and can continue to contribute to the wellbeing of their families.

Her Elsies River community group is currently involved in a computer skills course, as well as a course in how to facil-

Motorcyclist killed in accident A motorcyclist was involved in an accident on the corner of Frans Conradie Drive opposite Ramot, in the direction of Parow, on Saturday 31 March at approximately 02:15.

The motorcyclist was rushed to Tygerberg Hospital, but died shortly after.

It is alleged that the black and white motorcycle with registration number CA 21650 was the only vehicle involved.

Sassa’s spokesperson, Lisa Kindo, says if a beneficiary did not receive their social grant, the matter must be reported to their nearest Sassa office. “Where a beneficiary disputes the deductions or loans or if no social grant was received, an affidavit is requested whereby the client will indicate that deductions must be stopped and refunded. St Nicholas Anglican Church gets glitzy at Great Gatsby dance It was a night of glitz and glam at the Goodwood Civic Centre on Friday 13 April when members of the St Nicholas Anglican Church enjoyed a Great Gatsby-themed dance.

Rates hikes to increase poverty gap DESIRÉE RORKE @dezzierorke

T

he middle class, lower middle class and vulnerable groups such as pensioners and single-parent households in Cape Town face poverty, should the proposed new rates and tariff increases be approved.

The draft budget for 2018/19 was tabled at the end of March and presented to a subcouncil 2 public meeting last Wednesday, to the consternation of many, who would have to pay between R500 and R1000 more on their municipal accounts come 1 July. It is especially the exorbitant increase in water tariffs and a proposed new levy that threaten the economic survival of Cape Town households.

Proposed rates and tariff increases for 2018/19 are: •Rates 7.2% •Electricity, an average increase of 8.14% •Refuse 5.7% •Water and sanitation, both 27% Apart from the 27% increase in water and sanitation respectively, the City also introduced an additional fixed water charge.

This charge will cover the costs of the reticulation and is based on the connection size of the pipe to your system.

A pipe 15mm in diameter will carry a levy of R56, 20mm R100, 40mm R400, 80mm R1600 and so forth. People living in housing complexes with shared water meters and con-

nection pipes will be hardest hit, according to a TygerBurger source.

“These pipes are the largest and an average complex could pay about R10 000 for this levy, leaving individual unit owners with a levy as high as R400 per month in the case of 40 units, excluding the normal usage,” the source says.

Poor households and those with a property valued lower than R400 000 will not be affected by these fixed rates.

“Add to this the normal water and sanitation tariff, rates and electricity increase and you’re looking at a municipal account that could be anything between R400 and R1000 more for middle and lower middle class households,” the source says (see table alongside).

Rebates of between 50 and 100% will apply to indigent households and households where the property is valued below R400 000.

A resident who prefers not to be named says: “We are being taxed out of our properties. It is totally unfair.”

“Many households barely make ends meet each month and will not be able to afford these rates. People will lose their homes.

Others won’t be able to pay school fees or afford their monthly grocery bill any longer.

Pensioners whose homes were paid up years ago of which the values were inflated over recent years won’t be able to pay their municipal accounts at all,” this source says.

lsies River police are investigating the circumstances surrounding the death of a 28s gang member whose body was found dumped in a field on the corner of Emms Road and Mountain Way in Matroosfontein.

According to police spokesperson, Daphne O’Reilly, 25-year-old Nigel Ryneveldt, or “Duiweltjie” as he was known, was a member of the Horrible gang.

A passerby informed police of his body

on Wednesday 11 April at approximately 16:45.

“We are currently investigating the fact that his body was dumped there because there were no cartridges or projectiles on the scene. “It is likely that he was murdered elsewhere.”

A murder docket has been opened for investigation.

A

24-year-old Kuils River resident says it took him two years to make his dream of giving back to the less fortunate come true.

Keagan Hendricks from Highbury tells TygerBurger he had been trying to establish a car club since 2015. In 2017, he had his lucky break and started the Street Dreams car club, which has since grown to 12 members.

They are his sister Danielle Hendricks (Highbury), Chernae Carolissen, Wayne Kiewiets, Kurt Martin and Chane Afrika who are all from Blackheath, Charl Burrows from Northpine, Soneike residents Marlon and Anastasia Lawn, Jaques Cornelius from Belhar, and Chadley van Wyk and Charndre Carolissen who are both from Paarl.

Keagan explains that as soon as a few of his current members put stickers on their cars, people started asking questions.

“The whole concept began with myself and a friend of mine, Rudi Pienaar (originally from Ravensmead). He brought me the Street Dreams logo, which we are still using today. He had planned to put it on his car, but I liked the logo so much that I asked him if I could start a car club using his logo. He approved and agreed to join me.

“It started with making of stickers and spreading the word. Rudi unfortunately moved to Beaufort West and I found myself being the only member of Street Dreams. I joined a car club and this is where I learned that it is actually possible to raise a lot of funds as a car club and there were so many clubs doing this, but not using that money

for any good.”

Keagan says it was while he was part of that club that he realised he could actually use a club and a group of people with a passion for cars and communities, to give back.

With the motivation of his girlfriend and cofounder of the club, Chernae Carolissen, this dream became a reality.

Chernae tells TygerBurger she’s passionate about those in need and striving to make a difference.

Jaques says about two years ago, a family lost all their belongings in a fire. His mother then suggested that he donate all his unused clothing to the destitute. “It was seeing their appreciation which made me happy. It was an amazing feeling.”

Danielle says the concept of paying it forward appeals to her the most because this is how children learn there are people who believe in them and that they do not have to steer towards gangsterism and drugs.

Keagan says the club’s very first event was inspired by the first few members of Street Dreams, Chernae, Charndre and Kurt. “We handed out blankets, a sandwich and cup of cooldrink to various homeless people around Kuils River. That turned out to be the starting point of Street Dreams and we have never looked back.

He adds that there will be future events.

“On Saturday 12 May we will be having a fun day with a group of council learners from Ridgeville Primary, and then on Saturday 16 June we will have a Street Dreams Dyno Day where we will be selling food, drinks, chips and sweets. There’ll be dyno runs and showoff cars and we’ll share our passion for cars.

All money raised will go to the stationery run later in the year,” explains Keagan.

Sugary drinks will thus be taxed if they contain more than 4g of sugar per 100ml. So in the case of a 340ml can of soda that contains 10g of sugar per 100ml, for every gram over the 4g limit an extra 2.1c is levied.

A can that used to cost R10 now costs R10.12 as from 1 April 2018.

How will credit cards be affected?

The good news, says Hurvitz, is that the 1% VAT increase on the cost of credit should be minimal, since the increase only applies to once-off initiation fees on a credit agreement and the monthly administration fee thereafter, as well as the transaction fees on transactional cards.

“The bad news, however, is that this also means that the more credit accounts you have, the more you’ll pay in admin fees.

Other factors to consider include a rise in payment on card replacement fees, transfer fees, SMS notifications, statement fees and point-of-sale transactions,” he says.

He advises consumers to cut down on their credit debt as much as possible.

“It can be hard at first, but if you’re disciplined and do your research on ways to save and spend, then in the long run you’ll be grateful. Make use of tools such as PriceCheck’s price comparison service, which does the bargain hunting for you.

“The reality is that the VAT hike is going to hit all South Africans. Most people don’t buy only veg and not chicken or meat. Most don’t eat dry bread. We all need clothing.

But let’s try to be disciplined in our spending. And in just a few years, if revenue from the tax and VAT hikes is properly collected and correctly appropriated, we will all reap the benefits.”

“My rol as Stefan in Suidooster sal ek beskryf as ’n soort Jan Alleman waarby baie jong mans aanklank vind. Hy is ambisieus en al bedoel hy goed, bevind hy homself telkens in die moeilikheid, vanweë sy hardkoppigheid en eiewysheid.

“Die uitdaging vir my is om elke situasie en storielyn eg te hou en met geloofwaardige detail te benader,” het Gideon gesê.

Dynamic dancers off to LA STEHAN SCHOEMAN

our young and energetic dancers from DanceCraft Studio in Bellville are shaking and moving in perfect harmony, winning several medals at the recent South Africa Championships of Performing Arts in Rustenburg.

With this achievement they have been selected to compete in the World Championships of Performing Arts in Long Beach, Los Angeles in June.

What makes this achievement noteworthy is the fact that Tazkia Adams (Kuils River), Keana van der Walt (Belhar), Khay-lin Ceasar (Eerste River) and Paris Marchant

(Brackenfell) only started dancing in June last year.

“I am so proud of the girls performing as DanceCraft Superstarz.

Their passion and dedication is second to none and I admire them for that. Seeing that this was their first national competition their performances were phenomenal.

“They would sit and watch the performances of the other competitors, trying to better themselves, seeing as most of the others have been competing much longer. Back at the lodge they will take it upon themselves to practise,” says coach, Corne Delport.

VERSOEK OM UITSPREEK VAN BELANGSTELLING: C40 REINVENTING CITIES­ KOOLSTOFNEUTRALE­INISIATIEF: ERWE 1940, 1449 EN ERWE 2923 – 2925, 2978 – 2986, OTTERY; ERWE 78772 EN 78792, KAAPSTAD; ERF 869 EN GEDEELTE VAN RESTANT ERF 868, MATROOSFONTEIN; GEDEELTE VAN RESTANT ERF 4651, KAAPSTAD EN GEDEELTE VAN ERF 1, KAAPSTAD Die Stad Kaapstad neem deel aan die C40 Reinventing Cities­program, ’n wêreldwye kompetisie wat ’n beroep op die privaat sektor en gemeenskappe doen om koolstofneutrale ontwikkelingsoplossings en ­ontwerpe te bedink vir onderbenutte terreine in openbare besit in die C40­lidstede.

Vir die Reinventing Cities­kompetisie, word vyf (5) terreine in Stadsbesit vir koolstofneutrale ontwikkelingsvoorstelle aan innoverende ontwerpers en implementeerders beskikbaar gestel. Die vyf onderbenutte/onontwikkelde eiendomme in Stadsbesit wat geïdentifiseer is, is die onderstaande kandidaatterreine (sommige daarvan het geboue/fasiliteite daarop, maar word as deel van hierdie inisiatief vir herontwikkeling beskikbaar gestel): Daar moet kennis geneem word dat die kompetisie aan alle plaaslike wette en regulasies ten opsigte van die vaste eiendom onderworpe is – dus is alle statutêre prosesse van toepassing.

Ottery­terrein – ’n 48 ha­erf geleë in Ottery­ en Ou Strandfonteinweg in Ottery Moquet­plaas – ’n oop erf van ongeveer 2,1 ha, geleë by die kruising tussen Ou Kendal­ en Hoofweg in Dieprivier Bishop Lavis­terrein – ’n 1,4 ha­erf geleë in Bishop Lavis­rylaan en Lenton­rylaan in die Bishop Lavis­dorpsentrum ’n 1 ha­gedeelte van die Parade in die sentrale sakedistrik – hierdie gedeelte is aan die noord­westelike kant van die Parade geleë waar tans vervalle handelsplekke en verwante infrastruktuur staan Burgersentrum­parkeerterrein – ’n oop parkeerterrein van ongeveer 1 ha, geleë langs die burgersentrum in die Kaapstad­ sentrale sakedistrik

Met betrekking tot bogenoemde word ’n uitnodiging gerig om die uitspreek van belangstelling te registreer (as deel van ’n twee­ stapproses), wat in algemene terme moet uiteensit a) die samestelling van die multi­dissiplinêre span, b) ’n breë raamwerkbeskrywing van die voorgestelde oplossing (insluitend ’n antwoord op tien spesifieke omgewingskriteria – wat in meer besonderhede op die webwerf uiteengesit word) en c) die aard van die finansiële en wetlike opset van die projek. Meer inligting oor die kompetisie en die kandidaatterreine oor die wêreld is beskikbaar op die C40-webwerf by www.c40reinventingcities.org. Die uitspreek van belangstelling wat deur belanghebbende partye voorgelê word, moet gegrond wees op die kriteria wat op die C40-webwerf gespesifiseer word. Alle voorleggings sal deur die Stad Kaapstad se aangestelde keurkomitee beoordeel word en vir goedkeuring aan die Stad Kaapstad se besluitnemingsliggaam voorgelê word. Die voorkeur-/kwalifiserende tenderaars uit die kortlys van kwalifiserende tenderaars (naamlik drie per terrein) waarop die Stad Kaapstad se besluitnemingsliggaam besluit, sal dan genooi word om aan stap 2 van die kompetisie deel te neem waar van hulle verwag sal word om detailvoorstelle voor te lê.

or the past 30 years, Western Province has been dominating the national volleyball scene and this year the trend continues as they won the indoor and beach volleyball titles for both men and women at the inaugural National Volleyball League Championships, which took place in Durban at the University of KwaZulu-Natal (UKZN) Indoor Sports Centre and Durban’s New Beach recently.

The players come from Kuils River, University of the Western Cape (UWC), Western Cape Sports School, Athlone, Khayalitsha, Mitchell’s Plain, Ocean View and Atlantis.

Over the years, no other provincial team has won more national tournaments in the junior, youth and senior categories than the prolific Western Cranes.

In the beach volleyball division for women it was Randy Williams and Christin Delcarme who took top honours, with Grant Goldschmidt and Leo Williams holding the trophy aloft for the men.

knowledge of volleyball passed on over more than three decades. In the 1980s and 1990s we had good programmes running in schools when physical training was still part of the curriculum, which was the main talent identification and feeder system for clubs and

provincial teams.

“Since then we have consistently had passionate individuals growing volleyball in the communities with the support of the Western Province Volleyball Union in collaboration with the Department of Cultural Affairs and Sport (DCAS) development programme. The birth of the Western Cape Sports Schools about 10 years ago has also helped produce many talented volleyball players, with many of them going on to represent Western Province at national tournaments and South Africa internationally.

“Western Province annually offers coaching and referee clinics to clubs and schools with the aim to empower existing and future coaches with the right tools to teach young aspiring kids the correct fundamentals of volleyball. With the NVL beach version we had Leo Williams and Grant Goldschmidt who were the top ranked team in Africa for a while, and Randy Williams and Christin Delcarme also as national players. With the indoor team we have five national players in Clinton Stemmet, Ethan May, Freedom Chiya, Velisa Ntshuntshe and Ivan Solomons,” says Yusuf Groenewald, head coach of the indoor team.
