WP Media staff spread festive cheer Staffers of WP Media, publisher of TygerBurger, People’s Post and City Vision, spread some love and festive cheer by gifting a present to each of the children housed at Leliebloem House.

The children’s home was founded as House of Mercy by Bishop Gray in 1868.

Archdeacon Lightfoot gave a sum of money for the purpose of establishing a refuge for fallen women in Plein Street, Cape Town. In 1886, House of Mercy was resettled on a site on the Leliebloem House Estate, made possible through the generosity of the Society of St John the Evangelist.

WP Media staff and their families visited the home on Wednesday last week to hand over the gifts to the children and spend a few moments with them.

This is the last TygerBurger of 2018.

The first edition in the New Year will hit the streets on 16 January.

WELGELEN CYCLIST: CYCLES 2930KM TO RAISE MONEY FOR OLD AGE HOMES

Cyclist raises money LISA LOTTERING

D

avid Kleynhans (46) from Welgelegen cycled a total distance of 2930km over 15 days to raise funds for Park Care in Gauteng and Huis AA Tomlinson in Swellendam in the Western Cape. Kleynhans managed to raise a total of R6600 and decided to split the money between the two old age homes.

Kleynhans wanted to do something for the

church and the seniors and felt like giving back to those who had nurtured and helped him.

The 46-year-old told TygerBurger he had hoped to raise a little more money, but despite his efforts, he didn’t.

“I was disappointed because there’s a huge amount of people who follow me and my journey, so I expected a bit more but at the end of the day, it’s about helping others,” he said.

Kleynhans’ journey started on Sunday 11 November when he had to conquer the Du Toit’s Kloof pass and then the Hex River pass before rolling into Laingsburg.

On Monday 12 November, there were no hills, only the gruelling 40 degree temperatures through the Karoo and by Friday 16 November, he had cycled through the Free State and his pace had dropped.

Kleynhans cycled the 1468km, from Cape Town Civic Centre to Johannesburg, over six and a half days. Kleynhans says the Telkom 94.7 Cycle Challenge had its own challenges like noticing your GoPro is not securely mounted but hanging from the charging cable; when shifting from the big to small crank, the chain may get dropped; and just not having the “legs”.

Killarney to host StreetFest Petrolheads will be able to get a taste of Cape Town’s urban car culture later this month at the StreetFest taking place at the Killarney International Raceway.

The event will be held on Thursday 27 December.

Some of South Africa’s fastest street racing cars and motorcycles will be racing down the drag strip in front of thousands of cheering street-racing fans, not for a championship but just for bragging rights, organisers say.

The Cape’s top drag racers will be taking on challengers from Gauteng, Durban and other parts of the country in the grudge match of the year, they say. “This is not robot-to-robot racing, as we see every Wednesday night at Killarney – it’s the biggest American-style drag racing event on the Killarney calendar complete with a ‘Christmas Tree’ of yellow lights counting down to an explosive launch,” a spokesperson says. There will also be more loud noises at the International Auto Sound Challenge Association’s sound-off taking place at the new Pits Complex.

Local and national competitors will vie for the loudest on-board sound systems, with readings in the region of 150 decibels. Any records set at StreetFest will be recognised worldwide. Gates open at 07:00. Entry to the event costs R90 for adults, R40 for scholars under 16 and no charge for children under the age of 12 years.

FROM PAGE 1 Kleynhans says he knew the return cycle from Centurion to Cape Town via Swellendam on Sunday 18 November was going to be very tight and he had trouble staying awake.

Kleynhans says it was a long, gruelling experience with many ups and downs.

Monday 19 November was filled with heavy rain and thunder and lightning while Tuesday was freezing with hailstorms which caused his weak leg to swell up and get stiff.

“The first week I suffered with heat, which wasn’t too bad, but the second week was intense because of the drop in temperature. The temperature let my legs suffer and the exhaustion had an impact overall,” he says.

On Thursday 22 November, his legs started suffering and he opted to look for a lift to get some rest. After a good night’s rest, he was able to cycle again and by Monday 26 November he was on the final leg of his endeavour.

Kleynhans says he wanted to accomplish something and show people that anything is possible.

“I would like to thank everyone for their support through messages and constant replies,” he says.

Kleynhans hopes to do something like this in future again.

Plato says there is still ‘much work to do’ DESIRÉE RORKE @dezzierorke

T

here is much work to do in our communities, said Cape Town mayor Dan Plato during his address to a full sitting of the City council on Thursday.

This sitting, the last of the year, followed Plato’s city-wide Listen Tour, whereby he visited various communities to hear their most pressing complaints.

In the northern suburbs he met with residents in Brackenfell, Bonteheuwel, Delft, Atlantis, Parow, Dunoon and Elsies River.

“I went door to door in many of these communities, and in others the residents gathered in community halls. I listened to the residents and wanted to find out firsthand what their concerns are,” said Plato.

“Let me be frank with you, we have work to do. Potholes, blocked drains, uncut grass, leaking water management devices, and grime on our streets and sidewalks – these are just some of the basics that we need to get right. Housing needs,

street lighting in certain areas, congestion on our roads, a faltering rail service and crime – there is no point in sugar-coating this.

“I want to see these issues addressed, and with urgency, because we are going to continue having honest conversations about these challenges until they are resolved,” he told councillors.

Plato was adamant that councillors must work together to ensure that service delivery is improved.

The new structures of the Organisational Development and Transformation Plan (ODTP), he said, would speed up the implementation of redressing apartheid spatial design and transit-oriented development in the city, in bringing people closer to their workplaces.

The Transport and Urban Development Directorate, he said, was too big, giving too much authority and responsibility to one Mayco member.

A new directorate for human settlements, headed by former Kuils River councillor Malusi Booi, has thus been cre-

ated to speed up housing delivery.

“One just needs to look at the lack of delivery here to understand why we are splitting the portfolio. I would much rather have two strong leaders here, working together, and this is exactly what we are going to do,” he said.

“There will be less talk and more action,” he said, adding that he wants to see the new financial year deliver significantly more social housing than the 3500 houses in the previous year.

He said he wants to see the full housing budget being used to do this and called on local communities to assist the City by not blocking new housing delivery by illegally occupying property earmarked for this purpose.

In addition the new Mayoral Urban Regeneration Programme is gearing up to address urban decay in many communities come the new year. “I know what that programme is capable of, and I want to see results,” he said.

T

he Voortrekker Road Corridor Improvement District (VRCID), which had cameras installed targeting the hotspot areas in the Bellville and Parow CBD areas earlier this year, aims to roll out even more cameras in the new year.

Derek Bock, operational head of the VRCID, says since the cameras have been installed in Bellville and Parow CBD, more residents have become aware and they know they are being watched.

“The VRCID believes that the cameras have made a difference in the area because people are always calling to ask for footage or calling for information,” he says.

Bock says since the installation of the cameras, the police have also made use of their video footage which allows them to view the footage in real time.

Bock says the Licence Plate Recognition (LPR) cameras will also become operation-

al soon.

Parow and Bellville residents can be assured that the VRCID, which also works closely with the police, will be fully operational this festive season. “All of our staff, vehicles and cameras will be on duty because it’s a normal period for us,” says Bock. He says last year, the festive season was quiet in Parow and Bellville because most people return to their home towns over this period. “This week will be very busy as people are doing their last-minute shopping so we appeal to residents to remain vigilant during this festive season and just remember the basics: •Ensure that your property is locked up and there’s enough lighting.

Counterfeit goods confiscated LISA LOTTERING @demi_lisa Parow police confirmed that no altercation between the police and gangs took place during a recent operation, as alleged on social media.

Captain Kevin Williams, spokesperson for Parow police, says last week a joint counterfeit goods operation between the South African Police Service, the Tygerberg cluster and other Law Enforcement agencies was conducted in Parow.

Williams says many counterfeit goods were confiscated during the operation.

“The suspects were not happy and rebelled against the operation and started throwing stones,” he says.

Williams says the police restrained themselves and luckily, there were no injuries. However, a window was broken due to stone throwing.

Conrad Theys ontvang sy eredoktorsgraad van die van die Kaapse Skiereiland-Universiteit vir Tegnologie (KSUT) se registrateur Nikile Ntsababa.

Wat begin het as ’n gekrabbel teen sy ouers se mure as kleuter, het ontaard in ’n leeftyd se werk as een van die land se bekendste kunstenaars.

Theys is verlede Maandagaand vereer met ’n eredoktorsgraad in kuns en ontwerp van die Kaapse Skiereiland-Universiteit vir Tegnologie (KSUT). Dit is sy tweede eredoktorsgraad, nadat hy ook in 2004 deur die Universiteit van Suid-Afrika (Unisa) vereer is.

“Dit was ’n verrassing,” erken hy. “Ek het selfs vir hulle gevra of hulle dan nie ander kunstenaars ken nie.”

Theys, ’n impressionistiese kunstenaar, is veral bekend vir sy landskappe van Namakwaland en kokerbome.

Hy is in 1940 in Montagu gebore en het aan die Hoërskool Noordelike Paarl gematrikuleer.

Hy het daarna onderwys aan die Brighton College in Outshoorn studeer. Nadat hy in 1961 graad gevang het, het hy in 1974 voltyds begin skilder. Hy was onder meer Gregoire Boonzaier se enigste student en het ook onder Edwine Simon by die Ruth Prowse-kunsskool studeer.

Hy het begin teken toe sy ma uit desperaatheid vir hom ’n boks bordkryt en ’n swartbord as geskenk gegee het. Tot op daardie punt het die drie-jarige Theys teen al wat ’n muur is geteken.

“My ma het gesê ons moet maar vir die klonkie iets gee om mee te werk.”

Sy ma is ’n paar maande later oorlede.

“Ek was maar altyd lief vir teken,” vertel hy van sy kunsloopbaan daarna.

Theys, wat vir langer as 50 jaar in Bellville bly, het al diep spore in die plaaslike en nasionale kunslandskap getrap.

Hy was jare gelede die ondervoorsitter van die Bellville-kunsvereniging (nou Art.B) voordat hy die nasionale voorsitterskap oorgeneem het. Hy is baie trots op Bellville en veral die groot verskeidenheid onderrigfasiliteite.

Theys bly saam met sy tweede vrou, Elizabeth, in Bellville-Suid. Sy eerste vrou, Annie, is 14 jaar terug oorlede. Die egpaar het twee kinders gehad, Marthinus, ’n meganiese ingenieur, en Annamarie, ’n prokureur. Hulle kan albei goed teken, vertel Theys. “Maar toe hulle in my voetspore wil volg, toe sê ek een kunstenaar is genoeg.”

Arise and shine at carnival

G

ershwin Fortune (26) has always had a passion for rugby, but during a friendly game in Greyton on 10 March 2018, his life changed forever. The Parow resident, who has been playing the game since the age of six, was badly tackled and broke his leg during a rugby match.

Fortune was transported to the state hospital in Caledon and woke up later that evening to find his leg heavily bandaged. He was transferred to Worcester Hospital for surgery.

After the initial injury, he was taken into theatre for a procedure that took six hours.

The surgeon could not completely repair the blood flow to his leg and his leg was later amputated. “It was very traumatic. I was shocked, but I knew I had to make peace with what had happened,” Fortunen told TygerBurger.

He said while he was in hospital, there was a man who had had both of his legs amputated and he was blind. “What happened to me is terrible, but you shouldn’t let negativity bring you down. There are people who have much bigger problems than you,” he says.

Fortune says while lying in hospital he thought about what he could do next because he could no longer do what he loves most –

rugby.

“I got in contact with the people at Maties and joined the Paralympic athletics team in the javelin, shotput and discus categories and started training a few months ago.”

Fortune, who obtained Western Province colours for javelin during high school, now dreams of becoming a Paralympic champion in javelin.

Fortune started playing club rugby for Goodwood in 2014 and says he somehow still wanted to be involved in rugby. “I started coaching the u.20 team at Goodwood Rugby Club because I wanted to be part of every moment.”

“I am very proud of the team because we advanced to the Super B League, which is what we wanted to achieve,” he says.

Fortune still has the same job as a process operator at Clover and wants to do everything on his own.

“I am still working at the same job and although it gets difficult at times, I still do it,” he says.

He says although it was difficult to adjust in the beginning, he had help from his parents and children.

“I can do most of the things on my own, but sometimes it’s very frustrating and I get angry because I can’t do certain things but I am glad to be alive. I am still here, I am positive and carrying on with my life.”

The Cape Town Carnival is preparing to shine as it gears up for the festival next year.

The theme for the 2019 Carnival, “Vuka Ukhanye: Arise and Shine!”, was the result of brainstorming sessions between participating groups, organisers and artists from more than 50 neighbourhoods across Cape Town.

“We’re a family at the Cape Town Carnival, and we work together as much as possible in the creative processes that lead up to the annual event that takes place on 16 March next year,” says Brad Baard, creative director of the Cape Town Carnival.

“The parade is a vivid journey of awakening, from sunrise and literally waking up in the morning, to symbolically waking up your own power.”

The parade journey begins with the blooming and blossoming of sunflowers turning towards the light, brought to life by the costume department through African-inspired headwear and skirts. These are a handful of the 3500 costume items the small but very hardworking department makes each year, many of them created by repurposing and recycling materials.

“Every year we look forward to having a new theme to challenge us and push our creative boundaries,” says costume supervisor Michael Bagapi.

Dance is an integral part of the parade, with participants spending countless hours choreographing, learning and

practising their routines.

“I’m always inspired by the enthusiasm of the local groups and blown away by their interpretation of the theme through dance,” says carnival choreographer Mbovu Malinga.

Malinga, who has been part of the Carnival family since 2015, ensures that all choreography gives group members the opportunity to shine and show what they’re capable of while also giving them ownership and a voice in the process.

Among the fabulous floats lining up to make an appearance in the “Vuka Ukhanye: Arise and Shine!” parade next year are “Wakey Wakey”, “The Mad Machine”, “Social Activism” and “Shine Your Light”. Baard explains that this last float, the culmination of the parade, represents the unleashing of personal and collective power and potential “in a surge of light rays and intricate patterns, creating a magnificent mandala for spectators, flanked by people wearing impressive matching outfits”.

Every participant in the annual spectacular takes away life-changing personal insights.

Nonkoliseko Somagu, a dancer who joined the Carnival family five years ago after a successful lead performer audition, says: “I’ve learnt the importance of giving a memorable experience to the audience by tuning into the lead performer’s character and using bodily moves, props and costumes to tell a story that can captivate the minds of our audience.”

Sedert kleintyd droom Winston Petersen van Brackenfell al om die kuns van klavierspel te bemeester, en nou soos sy 60ste verjaarsdag nader kom, het hierdie droom ’n werklikheid geword.

Ná net ’n jaar vandat hy sy eerste klavierles by Christolene Marais-musiekskool in Morgenster geneem het, het hy sy eerste Unisa musiekteorie-eksamen met 96% geslaag en speel nou graag veral geestelike musiekstukke vir sy gesin tuis.

“As kind het ek altyd ’n groot bewondering gehad vir pianiste wat so wonderlik musiek gemaak het in die groot winkelsentrums. Die mooi natuurlike diep klanke van die klavier het my weggevoer en ek het altyd die begeerte gehad om self te leer, maar het gedink dit was net beskore vir die geleer-

des,” vertel Winston. ’n Adverstensie vir klavierlesse op die gemeenskapsbord by die supermark het sy aandag ’n jaar gelede getrek.

“Ek het net daar en dan besluit ek gaan nou iets vir myself doen en het vir Christolene geskakel,” sê hy.

Ná sy eerste paar lesse het hy ’n klavier aangekoop en met Christolene se aanmoediging begin om daagliks te oefen om dié instrument te bemeester.

new Mayoral Committee structure has been approved for the City of Cape Town.

Mayor Dan Plato on Thursday announced Council’s approval for the establishment of a new Mayoral Committee (Mayco) structure.

Cape Town Philharmonic Orchestra to ring in the New Year: The New Year would not be the same without Richard Cock and the Cape Town Philharmonic Orchestra ringing it in, Viennese style. Schools top blood drive Three local high schools are topping the charts for donating the most units of blood in the Western Cape in 2018.

The need for blood and blood products continues to increase annually, the Western Province Blood Transfusion Service (WPBTS) says in a statement.

“The youth plays a vital role in the sustainability of the organisation, and that’s why we forge good ties with educational institutions and set up blood donation clinics at them. Currently, WPBTS has 117 blood donation clinics at educational institutions around the Western Cape, of which 94 are at high schools and 23 at tertiary institutions.”

In 10th place across the province is Hoërskool DF Malan (294 units for 2018) moving all the way up from last year’s 30th place; ninth place goes to HTS Bellville (304); in eighth place is Westerford High in Newlands (310); seventh place goes to Livingstone High in Claremont (313); sixth place to Malibu Secondary in Blue Downs (337) moving up from last year’s 29th place; fifth

place goes to Hoërskool Bellville and fourth place to Hoërskool Punt in Mossel Bay (395).

HTS Drostdy in Worcester moved back into third place from last year’s fourth place, collecting 434 units, 59 units more than in 2017. Fish Hoek High also moved up one position into the official second place, collecting 452 units, 40 units more than the previous year.

Spine Road High in Mitchell’s Plain came in first place for the second year in a row.

They collectively donated 537 units of blood, increasing their amount with a staggering 99 units! They also had the most new donors, being 236.

Bendes skrik nie vir POCA-wet W

at het inwoners van bendegebiede in die noordelike voorstede van Kaapstad in gemeen? Hulle leef in konstante vrees omdat bendelede daagliks mekaar asook onskuldige mense doodskiet.

En hoewel baie oplossings al voorgestel is om bendes in toom te hou, is een van die grootste probleme die ondoeltreffendheid van teenbende-wetgewing.

Só meen dr. Delano van der Linde, wat Donderdag sy doktorsgraad in kriminele reg by die Universiteit Stellenbosch se Desember-gradeplegtigheid ontvang het.

“Die Wet op die Voorkoming van Georganiseerde Misdaad (oftewel die Poca-wet), wat ingestel is om onder meer georganiseerde misdaad, geldwassery en kriminele bende-aktiwiteite te bestry, was tot op hede onvoldoende om kriminele bendes in toom te hou weens verskeie institusionele en grondwetlike tekortkominge,” sê Van der Linde, wat die studie gedoen het omdat kriminele bendebedrywighede en die vervolging daarvan ingevolge die Poca-wet nie behoorlik ontwikkel en ondersoek is nie.

“Dit het duidelik geword dat hoewel kriminele bende-aktiwiteite disproporsioneel tot beide die nasionale en (die Wes-Kaap) provinsiale misdaadstatistieke bydra, die studie van sulke aktiwiteite vanuit ’n regsperspektief heeltemal afgeskeep is.”

Van der Linde het die wetgewende geskiedenis van die Poca-wet en elke mis-

daad en straf ingevolge dié wet omvattend ontleed en gevind dit is ondoeltreffend om bendebedrywighede te stop.

“Behalwe vir miskien die misdaad van bendewerwing, voeg die Poca-wet nie veel by tot die arsenaal van gemeenregtelike misdade soos sameswering, aanhitsing, openbare geweld en die regsbeginsel rakende die uitvoering van ’n gemeenskaplike doel, wat groepsgebaseerde misdaad kan aanspreek nie. Misdade wat in die Poca-wet gelys word, is basies dieselfde as gemeenregtelike oortredings.”

Van der Linde meen die ondoeltreffendheid van die Poca-wet word beklemtoon deur die toenemende aantal bendeverwante moorde. Hy wys daarop dat sowat 21,6% van alle moorde in die Wes-Kaap gedurende die 2017/18-boekjaar aan bendegeweld toegeskryf is.

“Nog ’n probleem met die Poca-wet is dat die strawwe vir bendelede ook uiters lig is – van drie tot agt jaar (wat verhoog kan word deur verswarende faktore soos bendeverwante misdade naby skole) of die alternatief van ’n boete.”

Van der Linde sê verskeie strategieë van buitelandse en internasionale reg kan deel van ons regstelsel gemaak word. In sommige gevalle is slegs ’n nuwe toepassing van die gemene reg nodig, voeg hy by.

Met verwysing na internasionale strafreg maak hy voorstelle en stel meganismes voor vir ’n nuwe manier waarop bendelei-

ers vir misdade wat deur hul ondergeskiktes gepleeg is aanspreeklik gehou kan word.

“Ingevolge internasionale strafreg kan leiers van militêre- en burgerlike organisasies aanspreeklik gehou word vir die dade van hul ondergeskiktes en ook waar sulke dade gepleeg is. Soortgelyke maniere van aanspreeklikheid kan maklik deelgemaak word van die Suid-Afrikaanse reg.”

“Die gemenereg skryf byvoorbeeld strafregtelike aanspreeklikheid voor vir nalatigheid of pligsversuim, soos om ’n gevaarlike situasie te skep en nie die vooruitspruitende skade te voorkom nie.

Bendeleiers kan aanspreeklik gehou word vir die skep van ’n gevaarlike situasie (’n bende) en omdat hulle nie heeltemal verhoed het dat skade daaruit voortspruit nie.”

Van der Linde meen hierdie wysiging kan dit vir die staat makliker maak om te bewys dat sekere misdade in opdrag van bendeleiers gepleeg is.

“In gevalle waar ’n bendelid ’n misdaad in opdrag van ’n leier pleeg, kan die leier aanspreeklik gehou word asof hy of sy self die misdaad gepleeg het. Hierdie gemeenregtelike metodes is baie makliker om te bewys as die moeilike statutêre skema ingevolge die Poca-wet.”

Hy sê sy studie bied ook ’n omvattende gids vir die interpretasie van die teks van Poca-wet.

“Wysigings aan die definisies van ‘kriminele bende’ en ‘bendebedrywighede’ word geformuleer wat dit verpligtend maak vir die howe om nie daarvan af te wyk nie.”

Van der Linde is krities teenoor die nuutgestigte teenbende-eenheid en sê dit is bloot ’n kleefpleister en ’n tydelike oplossing vir ’n groter sosio-ekonomiese probleem.

“Daar is gerapporteer dat tot 85% van die polisiekantore onderbeman is en ander bende brandpunte disproporsioneel onderbeman is in vergelyking met gebiede soos Stellenbosch met ’n laer misdaadsyfer.”

Van der Linde moedig akademici, gemeenskapsleiers en die burgerlike samelewing aan om meer te doen om verdere wetgewende ingryping te motiveer.

“Die toename in die aantal bendeverwante voorvalle (veral moorde) toon dat die staat nie sy grondwetlike plig nagekom het om landsburgers teen alle vorme van geweld te beskerm nie.”

Van der Linde sê die drie takke van die regering (die uitvoerende, wetgewende en regterlike gesag) sal die meeste baat by sy studie. “Mense van die Kaapse bendegeteisterde gebiede sal uiteindelik baat vind indien my voorstelle geïmplementeer word.” Hy beplan om sy bevindings aan die parlement en die regshervormingskommissie vir oorweging en implementering voor te lê.

Jaap Barends gaan die EFF se rooi dra Wat ’n terugslag was dit nie vir my nie toe ek die koerant oopslaan en sien hoe daar gekerm en gekla word oor my uiters professionele, weldeurdagte en baie akkurate artikel wat onlangs geplaas is.

Sommige mense het my baie seer gemaak met hul op- en aanmerkings. Dit lyk vir my die waarheid is iets waarmee Kapenaars nie kan saamleef nie. Ek volstaan by elke woord wat ek gesê het en ek waarsku ieder en elk om asseblief nie my komvandaan te beswadder nie.

Op ’n ander meer vrolike noot is ek bly om te verklaar dat ek eersdaags in my rooi gewaad te sien sal wees. Nie as Kersvader nie, maar in my rooi oorpak soos my held, Julius Malema. Ja, ek het besluit om by die EFF aan te sluit, want glo my, dit is net hulle wat hierdie wonderlike landjie van ons kan red.

My Commander in Chief, oftewel grootbaas Malema, is seker die slimste man wat ek al ontmoet het. En lyk hy nie goed in sy rooi pak en hoedjie nie?

Ek weet julle sal nou weer galbraak, maar julle moet onthou wanneer Meneer Malema begin om plase (wat hy sonder vergoeding afgeneem het) uit te deel, sal ek darem ook in daardie ry wees.

As ek so lekker sit en teug aan ’n brannas dan dink ek nogal baie slim planne uit. Een van my nuwe planne is dat wanneer ons die verkiesing gewen het, ons sommer die ou heuweltjie (wat julle Tafelberg noem) sommer ook expropriate without compensation (ons vat dit af vir julle wat nie Engels verstaan nie). Kan jy dink wat ons alles met daai heuweltjie kan maak?

Om die Chief te bedank kan ons amper soos in Hollywood ’n groot naambord teen die berg opsit met die woord “Malema-wood”. Dink net hoeveel meer besoekers sal nie dan die berg wil besoek nie?

By Kampsbaai kan ons ’n klein Nkandla oprig. As Zuma een kan kry hoekom nie Kaapstad nie? Daar kan ons lekker beeste en skape en hoenders aanhou. My baas en sy vrou kan daar bly.

Die ander idee is om die Oos-Kaap en die Wes-Kaap een provinsie te maak. Dan kan ons mos almal lekker in vrede saamleef in Freedom Province. Ons moet alle wynplase toemaak en dan kan ons net Omqombhoti drink. Dit smaak in elk geval beter as al hierdie sauvignon watsegoed wat hier so gedrink word.

Dit is nie meer die moeite werd om hier ’n lekker bar fight te loop en soek nie, want die jongens kan nie meer baklei nie. Wanneer laas het jy gehoor iemand is met ’n bottel oor die kop geslaan? Ek het een jaar ’n ou so hard geslaan met ’n Klipdrift-bottel dat hy eers ná nuwejaarsdag uit sy koma ontwaak het. Ek is ook eers in Januarie vrygelaat, maar dit was die beste vakansie wat ek ooit gehad het.

Daai dae is verby, sê ek jou.

My pa het in sy ou Ford so ’n kontrepsie gehad wat self sy brannas in sy glas gegooi het. Jis, maar my Ou Top kon drink en ry.

Smaak vir my as hy eers gevat het dan was hy eers goed agter die wiel. Maar deesdae mag mens mos nie ’n dop vat en jou pêlle loop kuier nie – want “pappa wag vir jou”. Ek sal maar liewer hier by die huis sit en drink en ou rugby-wedstryde kyk en braai. Ek het maar onder dwang vir die Oumens ’n geskenk gekoop, iets wat sy in die huis kan gebruik – ’n strykyster.

Dan sal ek maar kyk of die kinders uit Australië bel. Ek wag elke jaar, maar hulle bel nie. Miskien dié jaar.

A festival of lights this Xmas! Home of Hope, a non-governmental organisation in Table View that looks after abandoned, abused and neglected children, recently launched the lights display at their offices. “We have built up a collection of lights that were either donated to us or that we have purchased. We do it as a thank you to the community and also as a fundraiser where visitors may donate towards the home,” a spokesperson says. The lights will be on display until Monday 31 December and are switched on from 20:00 until 22:00 each night. Home of Hope has been operating in Table View since 2005.

Harassment by Dagga legal, so why prosecute sellers? call centres I would just like to know if I am the only person who is being harassed by call centres trying to sell nonsense to me.

I am inundated with calls on a new SIM card ever since it was RICA’d. All sorts of companies call me to sell cosmetics, lifestyle products, life insurance and car tracking.

When I ask where these companies got my number they refuse to disclose this information, but the last one indicated that they got my number from the NCR. I filed a complaint with the NCR (National Credit Regulator) about RCS who refuses to reduce my instalment – this means that a company that is supposed to be acting in my best interest is selling my personal details to call centres without my permission.

Most people don’t know this, but when you get calls like this you should ask the call centre agent two things – 1) Where did you get my number?

2) Do you know that calling me for promotional purposes without my consent is illegal?

If a call centre does not have your explicit permission to call you they may be in contravention of the Protection of Personal Information Act as well as the Consumer Protection Act which both make provision for your personal information to be protected from marketing calls.

You should end the call by saying the caller does not have your permission to call you and that they must remove your number from their system.

My question regarding raids on dagga labs is: Why are people being arrested and prosecuted for the cultivation and sale of dagga, when the drug itself has been decriminalised? I don’t use dagga myself but I wonder how are people who do use it, supposed to buy it when it’s illegal to sell it? Surely the government doesn’t expect all users to grow their own? It’s so confusing! I’d love to read an article in your newspaper stipulating the current legal terms of dagga use and whether there are processes underway to streamline the market laws. Has the cultivation of hemp also been affected? We need basic points highlighted on all if this! I feel Cape Town could definitely be the next Amsterdam and our economy desperately needs the tourism and influx of cash it would bring.

Can one take photos of a private house?

Do any readers know if strangers are allowed to take photos of the front or back of a private house? Some guy took a cellphone picture of the back of our house, which faces the Tygerberg Nature Reserve. I am asking because in 2013 we had a lot of break-ins at homes along the fence of the nature reserve, and I am now worried that they are again collecting “targets”.

I would not like to wake up again with a man kneeling on my bed, my big meat knife from the kitchen in his hand.

The leader in that incident had an extremely sharp panga and used the flat blade to touch the upper arm of my

daughter. That wound took months to heal. What we lost that night, I do not want to think about it anymore.

Administratiewe fooi is uitbuiting Graag wil ek van die geleentheid gebruik maak om die inwoners in te lig in verband met die hernuwing van motorlisensies in die WesKaap.

Ek was vir twee weke in Gauteng en daar kan die mense hul lisensies by enige poskantoor hernu, sonder enige administrasiefooi.

By my plaaslike poskantoor in die Wes-Kaap is daar vir my gesê dat die provinsiale regering dit nie toelaat nie en ’n lisensie kan net by ’n plaaslike munisipaliteit hernu word. Dan moet jy R70 betaal sodat hulle die transaksie kan verwerk.

Dit is net nóg ’n manier om die algemene publiek te laat betaal soos vir waterbeskikbaarheid en elektrisiteit.

Ek dink ons moet volgende jaar ons stem laat hoor oor al die bykomende fooie wat ons as belastingbetalers moet betaal.

Officers should be at busy stations I’m a regular Metrorail commuter. Recently, on a Friday, there were no law enforcement officers at the busy Bishop Lavis station, but on the following day at Esplanade station there were a lot of law enforcement officers and Prasa security.

Conscious of the fact that Cape Town is still a water-scarce area, CWSC uses harvested and filtered rainwater to supply the ice for the slide.

Ice Slide World also houses several zones for visitors to enjoy the ice slides and discover the many different ways in which the planet can be preserved.

City denies desalination plants inoperative for the last month DESIRÉE RORKE he City denies that the desalination plants at Strandfontein and Monwabisi have been inoperative for the last month, as alleged by civic action group STOP COCT – Dear Cape Town last week.

After the City refused to grant members of the media a tour of the two plants, members of STOP COCT visited the Strandfontein plant on 1 December.

“If the plant is operational, water from the sea can be seen entering the plant in the high towers clearly visible from the outside,” said Dear Cape Town founder Sandra Dickson from her office in Brackenfell.

“This was not the case, and when we started asking questions from various people working around the pavilion, including employees at the plant, we were told that the plant was not operational for the past month. When water flows into the plant, a high-pitched sound comes from the plant’s machines. We were told that the same was happening at the Monwabisi desalination plant,” she said.

For the past month STOP COCT – Dear Cape Town has noticed that the City of Cape Town’s water report has shown a drop in the production of augmented water. “The around 50 million litres of augmented water produced per day was reduced to a mere 20 million litres per day since 25 October 2018.”

This is very concerning, said Dickson, as water augmentation was supposed to be the City’s plan B in case of another water shortage.

“STOP COCT finds this alarming, because what would have been the solution if we were still in a drought situation and people’s lives depended on these desalination plants? According to Ms Limberg these plants give the City ‘valuable experience’ but STOP COCT is of the opinion that the cost of R834 m for these plants to gain experience is outrageous,” said Dickson.

“Increased water tariffs were based on cost projections around water augmentation, which has now more than halved,” she added.

After questioning the City about the plants, as was reported in TygerBurger last month, STOP COCT was informed that due to turbidity in the water at False Bay, the plants were shut down between 1 and 7 November, but was assured that full operation returned after that, producing 14 million litres of water per day.

In a media statement issued last Monday, a City spokesperson stated that the Strandfontein plant is operational and Monwabisi is “being brought back on line” after being affected by the occurrence of algal blooms and the turbidity of the ocean.

“Algal blooms cause damage to the sensitive membrane filtration systems of the desalination plants, while the high turbidity affects the pre-treatment processes of the desalination plants, which can result in re-

duced production by the plant. Halting operations temporarily is thus a precautionary approach while ongoing monitoring and technical assessments continue to ensure the optimal functioning of the plants,” the statement read.

The City admitted that Strandfontein and Monwabisi have “at times been affected by algal blooms and the high turbidity of the seawater”.

“The Strandfontein plant was producing little to no water over the period 1 to 7 November due to the high turbidity of the seawater. The Monwabisi plant could not operate for four days during the same period.

After resuming production, both plants again stopped producing drinking water on 16 November due to the occurrence of the algal bloom but are now fully functional otherwise,” the statement read. The City did not specify on which date the plant started operating again after 16 November or exactly when Monwabisi will be “online” again.

When Dickson requested a daily log from the City to see on which days the plants produced what amount of drinking water, she was simply told to go look on the City’s website for this information.

“STOP COCT inspects the City’s weekly

water report and keeps a keen eye on their website, and there is no such information on the website, which leads me to believe that the City is not being transparent or truthful,” said Dickson.

“The reality is that the water augmentation programme has now dropped even more to only 17 million litres per day, and that is a clear indication that the City is not keeping to the promises it made in terms of augmented water supply,” Dickson said on Friday.

The City however stated that desalination at this stage is a relatively small component of their augmentation programme and as such temporary drops in production are not expected to have a very significant impact on the overall water supply.

“It must be noted that the City only pays for water that is actually injected into the reticulation system, hence the temporary suspension is not for the City’s account,” the spokesperson said. But STOP COCT remains unconvinced.

“The sums on the water report just don’t add up. The City has to play open cards with the public when it comes to water affairs,” says Dickson.

Van die agt eendaagse wedstryde Saterdag in die topligas was Tygerbergse spanne in sewe daarvan aan die wenkant. Sondag het die Tygerbergers vier van die ses kragmetings gewen.

Durbanville, Bellville en Universiteit van Wes-Kaapland (UWK) was oorwinnaars in albei hul wedstryde. Nadat Bellville (153/3) met behulp van veral Wikus van Vuuren (63*) en Lennert van Wyk (45) Rondebosch

’n sewepaaltjie-nederlaag toegedien het, was Bellville (251/8) Sondag ook met 124 lopies te sterk vir die klub Ottoman. Van Wyk (103), Van Vuuren (52), Niel Botha (51) en Dewald Botha (5/24) was in hierdie geval die uitblinkers.

Durbanville het Kaapstad (69) met 5 paaltjies verslaan en daarna Claremont (91) met 7 paaltjies gekou. Kuda Samunderu (3/18) en Tashwin Lukas (3/22) was die boulers wat die Durbies op die wenpad teen Claremont geplaas het. UWK het Victoria (131) met 6 paaltjies gelooi, danksy Quinton Dreyer (3/16) en Zubayr Hamza (47) waarna UWK Sondag op uiters spannende wyse Brackenfell (149) met een paaltjie geklop het. Aviwe

Edgemead (167/1) het Groenpunt (165) behoorlik gelooi terwyl Dy-

lan Verreyne (88*), Aaron Wilke (64*) en Justin de Jager (4/21) die toon aangegee het.

Tygerberg-klub (160) het Kraaifontein (129) se oorwinningstog gestuit, met behulp van veral Fronic Kasner (39) en Andley Adams (3/15). Maar die volgende dag het die Kraaie (183) deeglik klaargespeel met Primrose (91). Darryl Losper (93), Rezza Gaznavi (53) en Seth Fledermaus (5/29) was die wedstrydwenners.

Noordelikes-Goodwood (123/6) was ook Primrose (122) se meerdere toe die boulwerk van Pieter Verwey (4/29) en Ian Cockbain (3/18) die botoon gevoer het.

Sondag het die Goodwood-span (170) egter hul rieme teen die span van United (174/6) styfgeloop.

Cape Town surfers ranked in top 100 Three Cape Town surfers are in the group of the record-setting eight South African surfers who have ended this season’s World Surf League (WSL) Qualifying Series (QS) ranked in the top 100, improving on the five in 2017, three in 2016 and just two in 2015, with Kommetjie’s Michael February the highest ranked Capetonian.

The annual rankings are based on each surfer’s best five results after 64 events rated from QS1000 to QS10 000 on all five continents and featuring a total of 1384 surfers.

The top 10 in the rankings automatically qualify for the following year’s elite Championship Tour (CT).

Qualification for the limited fields in the biggest QS events for the first half of 2019 will also be based on the 2018 rankings.

Matt McGillivray is the country’s highest ranked QS campaigner, ending the season at No. 30.

Jordy Smith from Durban has been a fixture among the world’s top 32 on the CT for the past 11 seasons and only competed in three QS events this year, finishing No. 38 overall after grabbing fifth and 13th place results in the two QS10 000s in Hawaii along with a low 73rd place for his token appearance at the Ballito Pro presented by Billabong in June.

Currently CT No. 6 on the CT, Smith is out of contention for the world title heading into the season-ending Billabong Pipe Masters, which started in Hawaii last week, but still has a mathematical chance of becoming the first South African male to clinch the prestigious Vans Triple Crown of Surfing (VTCS) title if he can better his career best fifth place result at Pipeline. Indeed, the Hawaiian performances of all the Saffas was really encouraging as the QS season wraps up with back-to-back QS10 000s where career-changing qualification hopes and preferential seeding can be realised or dashed on a single heat result.

Hawaiian-based Capetonian Benji Brand is a standout there and already won several events and also earned a coveted wildcard into last season’s Billabong Pipe Masters. February completes his rookie

“Dit was ook vir my spesiaal om my eie skool se gewigstootrekord agter my naam te skryf met ’n gooi van 12.56 m. Die vorige afstand was 11.79 m,” sê David.

Seth, ’n aanvangskolwer wat reeds vyf 100-talle agter sy naam kan skryf, is ook ’n skaflike draaibouler. Hy speel reeds van 16jarige ouderdom af vir die eerste span van Kraaifontein wat tot enkele seisoene gelede ’n ruk lank onder die benaming Oostelikes in die Boland gespeel het.

Wanneer hy nie vir die Kraaie uitdraf nie, dan voer Seth die eerste span van die Wes-Kaapse Krieketskool in Kuilsrivier aan.

Hy stel dit baie pertinent dat sy ouers, Saville en Charmaine, die groot steunpilare in sy jong kriekeketloopbaan is. Hy wil ook krieket sy beroep maak en gaan volgende jaar graafskapskrieket in Engeland speel.

Hy is die enigste graad 6-speler in dié span en is as onderkaptein aangewys. David kolf op nommer 10 in dié span maar is al heelwat vroeër ingestuur as ’n pinch hitter as sy span vroeg paaltjies verloor het en onder druk is.

“Krieket is vir my lekker en dit is vir my ’n baie groot eer om vir WP te speel en om kaptein van die SA o.12-binnenshuise krieketspan te wees. Ek is daar om my span te dien as kaptein en ek is so trots op my span. Om jou volkslied te sing voor jy speel is baie spesiaal,” sê David.

David se toekoms is blink, baie blink, maar die tyd gaan kom dat hy een sport sal moet kies om op te fokus. Op dié jeugdige ouderdom geniet hy dit net om te speel en dink nie nou te veel aan die toekoms nie.

“Om eerlik te wees is dit nou baie moeilik vir my om te kies.

Wat ek in gedagte hou is die feit dat ek langer krieket kan speel as rugby, maar vir nou kan ek nie kies nie. Dis net te lekker.

“Ek sien myself eendag in die groen en goud. Ek glo die Here sal bepaal in watter sport.

“Ek hou ook daarvan om my eie liedjies te skryf en wil nog daaraan werk soos ek ouer word en meer begin sing en perform.”
